The decision to implement the Innovation in Nuclear Infrastructure and Engineering Program (INIE) was an important first step towards ensuring that the United States preserves its worldwide leadership role in the field of nuclear science and engineering. Prior to INIE, university nuclear science and engineering programs were waning, undergraduate student enrollment was down, university research reactors were being shut down, while others faced the real possibility of closure. For too long, cutting edge research in the areas of nuclear medicine, neutron scattering, radiochemistry, and advanced materials was undervalued and therefore underfunded. The INIE program corrected this lapse in focus and direction and started the process of drawing a new blueprint with positive goals and objectives that supports existing as well the next generation of educators, students and researchers.

Nuclear Safeguards Infrastructure Development and Integration with Safety and Security

Faced with increasing global energy demands, many developing countries are considering building their first nuclear power plant. As a country embarks upon or expands its nuclear power program, it should consider how it will address the 19 issues laid out in the International Atomic Energy Agency (IAEA) document Milestones in Development of a National Infrastructure for Nuclear Power. One of those issues specifically addresses the international nonproliferation treaties and commitments and the implementation of safeguards to prevent diversion of nuclear material from peaceful purposes to nuclear weapons. Given the many legislative, economic, financial, environmental, operational, and other considerations preoccupying their planners, it is often difficult for countries to focus on developing the core strengths needed for effective safeguards implementation. Typically, these countries either have no nuclear experience or it is limited to the operation of research reactors used for radioisotope development and scientific research. As a result, their capacity to apply safeguards and manage fuel operations for a nuclear power program is limited. This paper argues that to address the safeguards issue effectively, a holistic approach must be taken to integrate safeguards with the other IAEA issues including safety and security - sometimes referred to as the '3S' concept. Taking a holistic approach means that a country must consider safeguards within the context of its entire nuclear power program, including operations best practices, safety, and security as well as integration with its larger nonproliferation commitments. The Department of Energy/National Nuclear Security Administration's International Nuclear Safeguards and Engagement Program (INSEP) has been involved in bilateral technical cooperation programs for over 20 years to promote nonproliferation and the peaceful uses of nuclear energy. INSEP is currently spearheading efforts to promote the development of nuclear safeguards infrastructure in countries with credible plans for nuclear energy as part of the Next Generation Safeguards Initiative. Developing an adequate safeguards infrastructure is critical to becoming a responsible 'owner' of nuclear power. The 3S concept is the optimal path forward to achieving this goal.

This activity was assigned to a five-member Infrastructure Task Force (ITF). After receiving extensive written materials from DOE, the Idaho Nuclear Engineering and Environmental Laboratory (INEEL) and Argonne National Laboratory-West (ANL-W), on November 6-8, 2002 the ITF visited the Idaho site and received briefings and tours of the INEEL and ANL-W facilities.

The US nuclear weapon infrastructure and a stable global nuclear weapon regime

US nuclear weapons capabilities -- extant force structure and nuclear weapons infrastructure as well as declared policy -- influence other nations' nuclear weapons postures, at least to some extent. This influence can be desirable or undesirable, and is, of course, a mixture of both. How strong the influence is, and its nature, are complicated, controversial, and -- in our view -- not well understood but often overstated. Divergent views about this influence and how it might shape the future global nuclear weapons regime seem to us to be the most serious impediment to reaching a national consensus on US weapons policy, force structure and supporting infrastructure. We believe that a paradigm shift to capability-based deterrence and dissuasion is not only consistent with the realities of the world and how it has changed, but also a desirable way for nuclear weapon postures and infrastructures to evolve. The US and other nuclear states could not get to zero nor even reduce nuclear arms and the nuclear profile much further without learning to manage latent capability. This paper has defined three principles for designing NW infrastructure both at the 'next plateau' and 'near zero.' The US can be a leader in reducing weapons and infrastructure and in creating an international regime in which capability gradually substitutes for weapons in being and is transparent. The current 'strategy' of not having policy or a Congressionally-approved plan for transforming the weapons complex is not leadership. If we can conform the US infrastructure to the next plateau and architect it in such a way that it is aligned with further arms reductions, it will have these benefits: The extant stockpile can be reduced in size, while the smaller stockpile still deters attack on the US and Allies. The capabilities of the infrastructure will dissuade emergence of new challenges/threats; if they emerge, nevertheless, the US will be able to deal with them in time. We will begin to transform the way other major powers view their nuclear capability. Finally, and though of less cosmic importance, it will save money in the long run.

Innovations in Nuclear Infrastructure and Education From the SW Consortium

This report describes the final expenditures for the INIE project during FY 08/09. (There were no expenditures during FY09/10 or during FY10/11.) To see the list of accomplishments done using the INIE funds, please see the reports included here. The last of the FY 07/08 funds were brought forward and used to complete two distance education modules teaching reactor experiments. These modules and parts from the modules are still being used and are being disseminated off-campus as a part of our distance education effort. The second largest expenditure was sending students to the ANS to present student papers on work that they had done the previous year underwritten by INIE funds. The remaining expenditures were IDC charges and minor travel expenses to give students a tour of a medical facility. Once again we wish to express of sincere appreciation of the INIE program and hope that the return on investment is appreciated by the DOE. Although INIE has come to a close, looking back at all the Consortium has accomplished is astounding. And, as was hoped, these funds have proved to be a springboard for continuing work, particularly at Texas A&M. With the resurgence of nuclear power, the utilities have realized that the nuclear workforce in the near future will be too small for the task of bringing dozens of new plants on line and have turned their attention to the URRs to help feed the workforce pipeline. The distance education modules developed at the A&M are soon to be broadcast throughout the country to help train a new generation of nuclear workers. Our students at the Nuclear Science Center at being snapped up by the nuclear power plants after graduating. Our research projects at A&M have all ended with new data, new ways of looking at old problems, and produced a covey of good students. I want to say 'Thanks' with utmost sincerity because without the INIE funds our efforts would yield a small fraction of the accomplishments you see in this report.

Generalized Nuclear Data: A New Structure (with Supporting Infrastructure) for Handling Nuclear Data

The Evaluated Nuclear Data File (ENDF) format was designed in the 1960s to accommodate neutron reaction data to support nuclear engineering applications in power, national security and criticality safety. Over the years, the scope of the format has been extended to handle many other kinds of data including charged particle, decay, atomic, photo-nuclear and thermal neutron scattering. Although ENDF has wide acceptance and support for many data types, its limited support for correlated particle emission, limited numeric precision, and general lack of extensibility mean that the nuclear data community cannot take advantage of many emerging opportunities. More generally, the ENDF format provides an unfriendly environment that makes it difficult for new data evaluators and users to create and access nuclear data. The Cross Section Evaluation Working Group (CSEWG) has begun the design of a new Generalized Nuclear Data (or 'GND') structure, meant to replace older formats with a hierarchy that mirrors the underlying physics, and is aligned with modern coding and database practices. In support of this new structure, Lawrence Livermore National Laboratory (LLNL) has updated its nuclear data/reactions management package Fudge to handle GND structured nuclear data. Fudge provides tools for converting both the latest ENDF format (ENDF-6) and the LLNL Evaluated Nuclear Data Library (ENDL) format to and from GND, as well as for visualizing, modifying and processing (i.e., converting evaluated nuclear data into a form more suitable to transport codes) GND structured nuclear data. GND defines the structure needed for storing nuclear data evaluations and the type of data that needs to be stored. But unlike ENDF and ENDL, GND does not define how the data are to be stored in a file. Currently, Fudge writes the structured GND data to a file using the eXtensible Markup Language (XML), as it is ASCII based and can be viewed with any text editor. XML is a meta-language, meaning that it has a primitive set of definitions for representing hierarchical data/text in a file. Other meta-languages, like HDF5 which stores the data in binary form, can also be used to store GND in a file. In this paper, we will present an overview of the new GND data structures along with associated tools in Fudge.

Underground Infrastructure Impacts Due to a Surface Burst Nuclear Device in an Urban Canyon Environment

Investigation of the effects of a nuclear device exploded in a urban environment such as the Chicago studied for this particular report have shown the importance on the effects from the urban canyons so typical of today's urban environment as compared to nuclear test event effects observed at the Nevada Test Site (NTS) and the Pacific Testing Area on which many of the typical legacy empirical codes are based on. This report first looks at the some of the data from nuclear testing that can give an indication of the damage levels that might be experienced due to a nuclear event. While it is well known that a above ground blast, even a ground burst, very poorly transmits energy into the ground ( < 1%) and the experimental results discussed here are for fully coupled detonations, these results do indicate a useful measure of the damage that might be expected. The second part of the report looks at effects of layering of different materials that typically would make up the near ground below surface environment that a shock would propagate through. As these simulations support and is widely known in the community, the effects of different material compositions in these layers modify the shock behavior and especially modify the energy dispersal and coupling into the basement structures. The third part of the report looks at the modification of the underground shock effects from a surface burst 1 KT device due to the presence of basements under the Chicago buildings. Without direct knowledge of the basement structure, a simulated footprint of a uniform 20m depth was assumed underneath each of the NGI defined buildings in the above ground environment. In the above ground case, the underground basement structures channel the energy along the line of site streets keeping the shock levels from falling off as rapidly as has been observed in unobstructed detonations. These simulations indicate a falloff of factors of 2 per scaled length as compared to 10 for the unobstructed case. Again, as in the above ground case, the basements create significant shielding causing the shock profile to become more square and reducing the potential for damage diagonal to the line of sight streets. The results for a 1KT device is that the heavily damaged zone (complete destruction) will extend out to 50m from the detonation ({approx}100m for 10KT). The heavily to moderately damaged zone will extend out to 100m ({approx}200m for 10KT). Since the destruction will depend on geometric angle from the detonation and also the variability of response for various critical infrastructure, for planning purposes the area out to 100m from the detonation should be assumed to be non-operational. Specifically for subway tunnels, while not operational, they could be human passable for human egress in the moderately damaged area. The results of the simulations presented in this report indicate only the general underground infrastructure impact. Simulations done with the actual basement geometry would be an important improvement. Equally as important or even more so, knowing the actual underground material configurations and material composition would be critical information to refine the calculations. Coupling of the shock data into structural codes would help inform the emergency planning and first response communities on the impact to underground structures and the state of buildings after the detonation.

Alternative Approach to Nuclear Data Representation: Building the infrastructure to support QMU and next-generation simulations

The nuclear data infrastructure currently relies on punch-card era formats designed some five decades ago. Though this system has worked well, recent interest in non-traditional and complicated physics processes has demanded a change. Here we present an alternative approach under development at LLNL. In this approach data is described through collections of distinct and self-contained simple data structures. This structure-based format is compared with traditional ENDF and ENDL, which can roughly be characterized as dictionary-based representations.

NGNP Infrastructure Readiness Assessment: Consolidation Report

The Next Generation Nuclear Plant (NGNP) project supports the development, demonstration, and deployment of high temperature gas-cooled reactors (HTGRs). The NGNP project is being reviewed by the Nuclear Energy Advisory Council (NEAC) to provide input to the DOE, who will make a recommendation to the Secretary of Energy, whether or not to continue with Phase 2 of the NGNP project. The NEAC review will be based on, in part, the infrastructure readiness assessment, which is an assessment of industry's current ability to provide specified components for the FOAK NGNP, meet quality assurance requirements, transport components, have the necessary workforce in place, and have the necessary construction capabilities. AREVA and Westinghouse were contracted to perform independent assessments of industry's capabilities because of their experience with nuclear supply chains, which is a result of their experiences with the EPR and AP-1000 reactors. Both vendors produced infrastructure readiness assessment reports that identified key components and categorized these components into three groups based on their ability to be deployed in the FOAK plant. The NGNP project has several programs that are developing key components and capabilities. For these components, the NGNP project have provided input to properly assess the infrastructure readiness for these components.

This report summarizes the results of three detailed studies of the physical protection systems for the protection of nuclear materials transport in Japan, with an emphasis on the transportation of mixed oxide fuel materials1. The Japanese infrastructure for transporting nuclear fuel materials is addressed in the first section. The second section of this report presents a summary of baseline data from the open literature on the threats of sabotage and theft during the transport of nuclear fuel materials in Japan. The third section summarizes a review of current International Atomic Energy Agency, Japanese and United States guidelines and regulations concerning the physical protection for the transportation of nuclear fuel materials.

This report documents the architecture and implementation of a Parallel Digital Forensics infrastructure. This infrastructure is necessary for supporting the design, implementation, and testing of new classes of parallel digital forensics tools. Digital Forensics has become extremely difficult with data sets of one terabyte and larger. The only way to overcome the processing time of these large sets is to identify and develop new parallel algorithms for performing the analysis. To support algorithm research, a flexible base infrastructure is required. A candidate architecture for this base infrastructure was designed, instantiated, and tested by this project, in collaboration with New Mexico Tech. Previous infrastructures were not designed and built specifically for the development and testing of parallel algorithms. With the size of forensics data sets only expected to increase significantly, this type of infrastructure support is necessary for continued research in parallel digital forensics. This report documents the implementation of the parallel digital forensics (PDF) infrastructure architecture and implementation.

Unprecedented growth of required telecommunications services and telecommunications applications change the way the INL does business today. High speed connectivity compiled with a high demand for telephony and network services requires a robust communications infrastructure. † The current state of the MFC communication infrastructure limits growth opportunities of current and future communication infrastructure services. This limitation is largely due to equipment capacity issues, aging cabling infrastructure (external/internal fiber and copper cable) and inadequate space for telecommunication equipment. While some communication infrastructure improvements have been implemented over time projects, it has been completed without a clear overall plan and technology standard. † This document identifies critical deficiencies with the current state of the communication infrastructure in operation at the MFC facilities and provides an analysis to identify needs and deficiencies to be addressed in order to achieve target architectural standards as defined in STD-170. The intent of STD-170 is to provide a robust, flexible, long-term solution to make communications capabilities align with the INL mission and fit the various programmatic growth and expansion needs.

We take it for granted, but creating the national electric grid to make that possible took decades to accomplish. Now, in just a few years, we've seen the birth of a new infrastructure that allows electric vehicles to quickly recharge their batteries at home, work, or wherever they may roam. But this rapid growth has come with a few growing pains. Starting with less than 500 in 2009, there are now over 19,000 public-access charging outlets available to electric vehicles owners at commuter lots, parking garages, airports, retail areas and thousands of

The simulation software for the ATLAS Experiment at the Large Hadron Collider is being used for large-scale production of events on the LHC Computing Grid. This simulation requires many components, from the generators that simulate particle collisions, through packages simulating the response of the various detectors and triggers. All of these components come together under the ATLAS simulation infrastructure. In this paper, that infrastructure is discussed, including that supporting the detector description, interfacing the event generation, and combining the GEANT4 simulation of the response of the individual detectors. Also described are the tools allowing the software validation, performance testing, and the validation of the simulated output against known physics processes.

Air Products and Chemicals, Inc. has completed a comprehensive, multiyear project to demonstrate a hydrogen infrastructure in California. The specific primary objective of the project was to demonstrate a model of a √?¬?√?¬Ę√?¬?√?¬?√?¬?√?¬?real-world√?¬?√?¬Ę√?¬?√?¬?√?¬?√?¬Ě retail hydrogen infrastructure and acquire sufficient data within the project to assess the feasibility of achieving the nation√?¬?√?¬Ę√?¬?√?¬?√?¬?√?¬?s hydrogen infrastructure goals. The project helped to advance hydrogen station technology, including the vehicle-to-station fueling interface, through consumer experiences and feedback. By encompassing a variety of fuel cell vehicles, customer profiles and fueling experiences, this project was able to obtain a complete portrait of real market needs. The project also opened its stations to other qualified vehicle providers at the appropriate time to promote widespread use and gain even broader public understanding of a hydrogen infrastructure. The project engaged major energy companies to provide a fueling experience similar to traditional gasoline station sites to foster public acceptance of hydrogen. Work over the course of the project was focused in multiple areas. With respect to the equipment needed, technical design specifications (including both safety and operational considerations) were written, reviewed, and finalized. After finalizing individual equipment designs, complete station designs were started including process flow diagrams and systems safety reviews. Material quotes were obtained, and in some cases, depending on the project status and the lead time, equipment was placed on order and fabrication began. Consideration was given for expected vehicle usage and station capacity, standard features needed, and the ability to upgrade the station at a later date. In parallel with work on the equipment, discussions were started with various vehicle manufacturers to identify vehicle demand (short- and long-term needs). Discussions included identifying potential areas most suited for hydrogen fueling stations with a focus on safe, convenient, fast-fills. These potential areas were then compared to and overlaid with suitable sites from various energy companies and other potential station operators. Work continues to match vehicle needs with suitable fueling station locations. Once a specific site was identified, the necessary agreements could be completed with the station operator and expected station users. Detailed work could then begin on the site drawings, permits, safety procedures and training needs. Permanent stations were successfully installed in Irvine (delivered liquid hydrogen), Torrance (delivered pipeline hydrogen) and Fountain Valley (renewable hydrogen from anaerobic digester gas). Mobile fueling stations were also deployed to meet short-term fueling needs in Long Beach and Placerville. Once these stations were brought online, infrastructure data was collected and reported to DOE using Air Products√?¬?√?¬Ę√?¬?√?¬?√?¬?√?¬? Enterprise Remote Access Monitoring system. Feedback from station operators was incorporated to improve the station user√?¬?√?¬Ę√?¬?√?¬?√?¬?√?¬?s fueling experience.

Michigan E85 Infrastructure

This is the final report for a grant-funded project to financially assist and otherwise provide support to projects that increase E85 infrastructure in Michigan at retail fueling locations. Over the two-year project timeframe, nine E85 and/or flex-fuel pumps were installed around the State of Michigan at locations currently lacking E85 infrastructure. A total of five stations installed the nine pumps, all providing cost share toward the project. By using cost sharing by station partners, the $200,000 provided by the Department of Energy facilitated a total project worth $746,332.85. This project was completed over a two-year timetable (eight quarters). The first quarter of the project focused on project outreach to station owners about the incentive on the installation and/or conversion of E85 compatible fueling equipment including fueling pumps, tanks, and all necessary electrical and plumbing connections. Utilizing Clean Energy Coalition (CEC) extensive knowledge of gasoline/ethanol infrastructure throughout Michigan, CEC strategically placed these pumps in locations to strengthen the broad availability of E85 in Michigan. During the first and second quarters, CEC staff approved projects for funding and secured contracts with station owners; the second through eighth quarters were spent working with fueling station owners to complete projects; the third through eighth quarters included time spent promoting projects; and beginning in the second quarter and running for the duration of the project was spent performing project reporting and evaluation to the US DOE. A total of 9 pumps were installed (four in Elkton, two in Sebewaing, one in East Lansing, one in Howell, and one in Whitmore Lake). At these combined station locations, a total of 192,445 gallons of E85, 10,786 gallons of E50, and 19,159 gallons of E30 were sold in all reporting quarters for 2011. Overall, the project has successfully displaced 162,611 gallons (2,663 barrels) of petroleum, and reduced regional GHG emissions by 375 tons in the first year of station deployment.

The objective of Energy Transmission and Infrastructure Northern Ohio (OH) was to lay the conceptual and analytical foundation for an energy economy in northern Ohio that will: ē improve the efficiency with which energy is used in the residential, commercial, industrial, agricultural, and transportation sectors for Oberlin, Ohio as a district-wide model for Congressional District OH-09; ē identify the potential to deploy wind and solar technologies and the most effective configuration for the regional energy system (i.e., the ratio of distributed or centralized power generation); ē analyze the potential within the district to utilize farm wastes to produce biofuels; ē enhance long-term energy security by identifying ways to deploy local resources and building Ohio-based enterprises; ē identify the policy, regulatory, and financial barriers impeding development of a new energy system; and ē improve energy infrastructure within Congressional District OH-09. This objective of laying the foundation for a renewable energy system in Ohio was achieved through four primary areas of activity: 1. district-wide energy infrastructure assessments and alternative-energy transmission studies; 2. energy infrastructure improvement projects undertaken by American Municipal Power (AMP) affiliates in the northern Ohio communities of Elmore, Oak Harbor, and Wellington; 3. Oberlin, OH-area energy assessment initiatives; and 4. a district-wide conference held in September 2011 to disseminate year-one findings. The grant supported 17 research studies by leading energy, policy, and financial specialists, including studies on: current energy use in the district and the Oberlin area; regional potential for energy generation from renewable sources such as solar power, wind, and farm-waste; energy and transportation strategies for transitioning the City of Oberlin entirely to renewable resources and considering pedestrians, bicyclists, and public transportation as well as drivers in developing transportation policies; energy audits and efficiency studies for Oberlin-area businesses and Oberlin College; identification of barriers to residential energy efficiency and development of programming to remove these barriers; mapping of the solar-photovoltaic and wind-energy supply chains in northwest Ohio; and opportunities for vehicle sharing and collaboration among the ten organizations in Lorain County from the private, government, non-profit, and educational sectors. With non-grant funds, organizations have begun or completed projects that drew on the findings of the studies, including: creation of a residential energy-efficiency program for the Oberlin community; installation of energy-efficient lighting in Oberlin College facilities; and development by the City of Oberlin and Oberlin College of a 2.27 megawatt solar photovoltaic facility that is expected to produce 3,000 megawatt-hours of renewable energy annually, 12% of the Collegeís yearly power needs. Implementation of these and other projects is evidence of the economic feasibility and technical effectiveness of grant-supported studies, and additional projects are expected to advance to implementation in the coming years. The public has benefited through improved energydelivery systems and reduced energy use for street lighting in Elmore, Oak Harbor, and Wellington; new opportunities for assistance and incentives for residential energy efficiency in the Oberlin community; new opportunities for financial and energy savings through vehicle collaboration within Lorain County; and decreased reliance on fossil fuels and expanded production of renewable energy in the region. The dissemination conference and the summary report developed for the conference also benefited the public, but making the findings and recommendations of the regional studies broadly available to elected officials, city managers, educators, representatives of the private sector, and the general public.

Critical Infrastructure for Ocean Research and Societal Needs in 2030

The United States has jurisdiction over 3.4 million square miles of ocean√ʬ?¬?an expanse greater than the land area of all fifty states combined. This vast marine area offers researchers opportunities to investigate the ocean√ʬ?¬?s role in an integrated Earth system, but also presents challenges to society, including damaging tsunamis and hurricanes, industrial accidents, and outbreaks of waterborne diseases. The 2010 Gulf of Mexico Deepwater Horizon oil spill and 2011 Japanese earthquake and tsunami are vivid reminders that a broad range of infrastructure is needed to advance our still-incomplete understanding of the ocean. The National Research Council (NRC)√ʬ?¬?s Ocean Studies Board was asked by the National Science and Technology Council√ʬ?¬?s Subcommittee on Ocean Science and Technology, comprised of 25 U.S. government agencies, to examine infrastructure needs for ocean research in the year 2030. This request reflects concern, among a myriad of marine issues, over the present state of aging and obsolete infrastructure, insufficient capacity, growing technological gaps, and declining national leadership in marine technological development; issues brought to the nation√ʬ?¬?s attention in 2004 by the U.S. Commission on Ocean Policy. A 15-member committee of experts identified four themes that encompass 32 future ocean research questions√ʬ?¬?enabling stewardship of the environment, protecting life and property, promoting economic vitality, and increasing fundamental scientific understanding. Many of the questions in the report (e.g., sea level rise, sustainable fisheries, the global water cycle) reflect challenging, multidisciplinary science questions that are clearly relevant today, and are likely to take decades of effort to solve. As such, U.S. ocean research will require a growing suite of ocean infrastructure for a range of activities, such as high quality, sustained time series observations or autonomous monitoring at a broad range of spatial and temporal scales. Consequently, a coordinated national plan for making future strategic investments becomes an imperative to address societal needs. Such a plan should be based upon known priorities and should be reviewed every 5-10 years to optimize the federal investment. The committee examined the past 20 years of technological advances and ocean infrastructure investments (such as the rise in use of self-propelled, uncrewed, underwater autonomous vehicles), assessed infrastructure that would be required to address future ocean research questions, and characterized ocean infrastructure trends for 2030. One conclusion was that ships will continue to be essential, especially because they provide a platform for enabling other infrastructure √ʬ?¬? autonomous and remotely operated vehicles; samplers and sensors; moorings and cabled systems; and perhaps most importantly, the human assets of scientists, technical staff, and students. A comprehensive, long-term research fleet plan should be implemented in order to retain access to the sea. The current report also calls for continuing U.S. capability to access fully and partially ice-covered seas; supporting innovation, particularly the development of biogeochemical sensors; enhancing computing and modeling capacity and capability; establishing broadly accessible data management facilities; and increasing interdisciplinary education and promoting a technically-skilled workforce. The committee also provided a framework for prioritizing future investment in ocean infrastructure. They recommend that development, maintenance, or replacement of ocean research infrastructure assets should be prioritized in terms of societal benefit, with particular consideration given to usefulness for addressing important science questions; affordability, efficiency, and longevity; and ability to contribute to other missions or applications. The goal of the work discussed in this document is to understand the risk to the nation of cyber attacks on critical infrastructures. The large body of research results on cyber attacks against physical infrastructure vulnerabilities has not resulted in clear understanding of the cascading effects a cyber-caused disruption can have on critical national infrastructures and the ability of these affected infrastructures to deliver services. This document discusses current research and methodologies aimed at assessing the translation of a cyber-based effect into a physical disruption of infrastructure and thence into quantification of the economic consequences of the resultant disruption and damage. The document discusses the deficiencies of the existing methods in correlating cyber attacks with physical consequences. The document then outlines a research plan to correct those deficiencies. When completed, the research plan will result in a fully supported methodology to quantify the economic consequences of events that begin with cyber effects, cascade into other physical infrastructure impacts, and result in degradation of the critical infrastructure's ability to deliver services and products. This methodology enables quantification of the risks to national critical infrastructure of cyber threats. The work addresses the electric power sector as an example of how the methodology can be applied.

Distributed Data Integration Infrastructure

The Internet is becoming the preferred method for disseminating scientific data from a variety of disciplines. This can result in information overload on the part of the scientists, who are unable to query all of the relevant sources, even if they knew where to find them, what they contained, how to interact with them, and how to interpret the results. A related issue is keeping up with current trends in information technology often taxes the end-user's expertise and time. Thus instead of benefiting from this information rich environment, scientists become experts on a small number of sources and technologies, use them almost exclusively, and develop a resistance to innovations that can enhance their productivity. Enabling information based scientific advances, in domains such as functional genomics, requires fully utilizing all available information and the latest technologies. In order to address this problem we are developing a end-user centric, domain-sensitive workflow-based infrastructure, shown in Figure 1, that will allow scientists to design complex scientific workflows that reflect the data manipulation required to perform their research without an undue burden. We are taking a three-tiered approach to designing this infrastructure utilizing (1) abstract workflow definition, construction, and automatic deployment, (2) complex agent-based workflow execution and (3) automatic wrapper generation. In order to construct a workflow, the scientist defines an abstract workflow (AWF) in terminology (semantics and context) that is familiar to him/her. This AWF includes all of the data transformations, selections, and analyses required by the scientist, but does not necessarily specify particular data sources. This abstract workflow is then compiled into an executable workflow (EWF, in our case XPDL) that is then evaluated and executed by the workflow engine. This EWF contains references to specific data source and interfaces capable of performing the desired actions. In order to provide access to the largest number of resources possible, our lowest level utilizes automatic wrapper generation techniques to create information and data wrappers capable of interacting with the complex interfaces typical in scientific analysis. The remainder of this document outlines our work in these three areas, the impact our work has made, and our plans for the future.

The report provides an overview of the development of Advanced Metering Infrastructure (AMI). Metering has historically served as the cash register for the utility industry. It measured the amount of energy used and supported the billing of customers for that usage. The combination of smart meters and advanced communications has opened up a variety of methods for utilities to reduce operating costs while offering new services to customers. In recent years, there has been a great deal of debate about whether a large-scale "publickey infrastructure" is needed for electronic commerce and, if so, whether the technical difficulty of building and deploying such an infrastructure will impede the growth of electronic commerce. We argue here that much of the controversy is attributable to the fact that the term "public-key infrastructure" has not been clearly and correctly defined. We explain why the informal definition most often associated with the term, i.e., that of a global mapping between users' identities and public keys, is not the right definition for electronic commerce and hence that whether such a mapping can and will be built and deployed with available resources is not an especially pressing question. Finally, we describe an alternative type of infrastructural development that we believe really would enable electronic commerce. 1

Strategic plan for infrastructure optimization

This document represents Fluor Daniel Hanford`s and DynCorp`s Tri-Cities Strategic Plan for Fiscal Years 1998--2002, the road map that will guide them into the next century and their sixth year of providing safe and cost effective infrastructure services and support to the Department of Energy (DOE) and the Hanford Site. The Plan responds directly to the issues raised in the FDH/DOE Critical Self Assessment specifically: (1) a strategy in place to give DOE the management (systems) and physical infrastructure for the future; (2) dealing with the barriers that exist to making change; and (3) a plan to right-size the infrastructure and services, and reduce the cost of providing services. The Plan incorporates initiatives from several studies conducted in Fiscal Year 1997 to include: the Systems Functional Analysis, 200 Area Water Commercial Practices Plan, $ million Originated Cost Budget Achievement Plan, the 1OO Area Vacate Plan, the Railroad Shutdown Plan, as well as recommendations from the recently completed Review of Hanford Electrical Utility. These and other initiatives identified over the next five years will result in significant improvements in efficiency, allowing a greater portion of the infrastructure budget to be applied to Site cleanup. The Plan outlines a planning and management process that defines infrastructure services and structure by linking site technical base line data and customer requirements to work scope and resources. The Plan also provides a vision of where Site infrastructure is going and specific initiatives to get there.

U.N. Security Council Resolution 1540: Taking Stock

More than two years have passed since the United Nations (U.N.) Security Council unanimously passed Resolution 1540. This seminal measure requires all U.N. Member States to enact and enforce ďeffective measures to establish domestic controls to prevent the proliferation of nuclear, chemical, biological weapons and their means of delivery.Ē Has this Resolution been successful? Did the 1540 Committee established by the Resolution fulfill its mandate? What does the future hold for Resolution 1540? Will it become an integral part of the web of nonproliferation treaties and regimes or will it recede into history as a well-meaning but unfulfilled attempt to prevent proliferation? These questions are timely and important to the nuclear materials management community and a discourse on their answers is needed.

This case study is an application, to a nuclear power plant, of the methodology for quantifying environmental costs and benefits, contained in the regional energy plan, adopted in April, 1983, by the Northwest Power Planning Council, pursuant to Public Law 96-501.The study is based on plant number 2 of the Washington Public Power Supply System (WNP-2), currently nearing completion on the Hanford Nuclear Reservation in eastern Washington State. This report describes and documents efforts to quantify and estimate monetary values for the following seven areas of environmental effects: radiation/health effects, socioeconomic/infrastructure effects, consumptive use of water, psychological/health effects (fear/stress), waste management, nuclear power plant accidents, and decommissioning costs. 103 references.
