    The Chairman of the Senate Committee on Govermental Affairs asked the United States General Accounting Office (GAO) to review the safeguards and nuclear power plant safety programs of the International Atomic Energy Agency (IAEA). This report examines (1) the effectiveness of IAEA`s safeguards program and the adequacy of program funding, (2) the management of U.S. technical assistance to the IAEA`s safeguards program, and (3) the effectiveness of IAEA`s program for advising United Nations (UN) member states about nuclear power plant safety and the adequacy of program funding. Under its statute and the Treaty on the Non-Proliferation of Nuclear Weapons, IAEA is mandated to administer safeguards to detect diversions of significant quantities of nuclear material from peaceful uses. Because of limits on budget growth and unpaid contributions, IAEA has had difficulty funding the safeguards program. IAEA also conducts inspections of facilities or locations containing declared nuclear material, and manages a program for reviewing the operational safety of designated nuclear power plants. The U.S. technical assistance program for IAEA safeguards, overseen by an interagency coordinating committee, has enhanced the agency`s inspection capabilities, however, some weaknesses still exist. Despite financial limitations, IAEA is meeting its basic safety advisory responsibilities for advising UN member states on nuclear safety and providing requested safety services. However, IAEA`s program for reviewing the operational safety of nuclear power plants has not been fully effective because the program is voluntary and UN member states have not requested IAEA`s review of all nuclear reactors with serious problems. GAO believes that IAEA should have more discretion in selecting reactors for review.

    US national energy policy recognizes that the continued development of commercial nuclear power in the United States is vital to US national security and energy stability since it is a significant domestic energy resource that is relatively free from international pressures. As of this writing (August 1989) the United States had 108 nuclear power reactors in commercial status. In January 1989 nuclear energy produced 46 billion KwH or 20% of total US electricity generated in contrast to 45 billion KwH (18.8%) produced in January 1988. The US Federal Government has been engaged in a variety of activities to ensure that nuclear energy remains a safe, economically competitive and environmentally acceptable option. Much of the federal effort in recent months has been devoted to developing initiatives designed to remove institutional and regulatory obstacles to the continued use of nuclear power as part of the US energy system. Within this context, the following paragraphs summarize the major features of the current status of the US nuclear energy program and policies.

    The U.S, Department of Energy (DOE), National Nuclear Security Agency's (NNSA) Remote Sensing Laboratory (RSL) provides Geographic Information System (GIS) support during nuclear emergency response activities. As directed by the NNSA, the RSL GIS staff maintains databases and equipment for rapid field deployment during an emergency response. When on location, GIS operators provide information products to on-site emergency managers as well as to emergency managers at the DOE Headquarters (HQ) Emergency Operations Center (EOC) in Washington, D.C. Data products are derived from multiple information sources in the field including radiological prediction models, field measurements taken on the ground and from the air, and pertinent information researched on the Internet. The GIS functions as a central data hub where it supplies the information to response elements in the field, as well as to headquarters officials at HQ during emergency response activities.

    The International Energy Agency (IEA) responded to the 1973-1974 oil embargo with an emergency allocation program outlined in the Agreement on an International Energy Program (IEP), viewed by the US as an executive agreement and by most participants as a treaty. The IEA's four standing groups on Relations with Producer and other Consumer Countries, on Long-Term Cooperation, on the Oil Market, and on Emergency Questions are organized to accommodate co041869flicting interests through voting rights and to allow constructive interaction among intergovernmental bodies. A description of the allocation system and industry's role in emergencies is followed by a summary of US legal requirements relating to these activities. Four appendices reproduce the IEP Agreement and diagram the IEA organizational structure, the IEA emergency allocation system, and the Emergency Management Organization. (DCK)

    The International Energy Agency's emergency oil sharing system is designed to enable member nations to share oil supplied during an oil supply disruption equal to or exceeding 7 percent or more of members' oil supplies. However, participation could have anticompetitive consequences and under U.S. antitrust laws could result in suits against U.S. companies. To ensure participation of major U.S. oil companies, legislation provides a statutory defense against any civil or criminal suit brought under federal or state antitrust laws for some actions. This report describes efforts to expand the antitrust and breach of contract defenses for oil company supply transactions during an oil emergency and to resolve the problem of foreign blockage of information critical to U.S. antitrust review of oil transactions involving foreign affiliates of U.S. companies.

    A joint report by the Nuclear Energy Agency (of the OECD) and the International Energy Agency, nuclear energy prospects to 2000 surveys the factors shaping the future of nuclear power in the 24-country OECD grouping, 13 of whom were operating nuclear power plants as of the end of 1981. Among the factors reviewed are the long-term economic outlook and its effect on total energy consumption, the role of electricity within aggregate energy use, and the economic and policy determinants governing nuclear's future contribution to electric power capacity and generation. The way in which public confidence bears on the nuclear outlook is mentioned as one of the considerations in the policy process, but this is given rather short shrift for an issue which many feel to be at the heart of the present-day nuclear power dilemma. The report describes areas in which nuclear power could offer notable advantages: 1) competitive electricity costs; 2) resource adequacy; 3) security of supply; and 4) environmental integrity. (JMT)

    The nuclear hybrid energy concept is becoming a reality for the US energy infrastructure where combinations of the various potential energy sources (nuclear, wind, solar, biomass, and so on) are integrated in a hybrid energy system. This paper focuses on challenges facing a hybrid system with a Small Modular Reactor at its core. The core of the paper will discuss efforts required to develop supervisory control center that collects data, supports decision-making, and serves as an information hub for supervisory control center. Such a center will also be a model for integrating future technologies and controls. In addition, advanced operations research, thermal cycle analysis, energy conversion analysis, control engineering, and human factors engineering will be part of the supervisory control center. Nuclear hybrid energy infrastructure would allow operators to optimize the cost of energy production by providing appropriate means of integrating different energy sources. The data needs to be stored, processed, analyzed, trended, and projected at right time to right operator to integrate different energy sources.

    At the occasion of the restructurisation of the Committees at the Nuclear Energy Agency (OECD, Paris), the newly formed Nuclear Energy Agency Nuclear Science Committee (NEA-NSC) took over some of the activities of the former Nuclear Energy Agency Nuclear Data Committee (NEA-NDC). Amongst these activities were two Interlaboratory Collaborations, one on an important standard, the {sup 10}B(n,{alpha}) cross-section, the other on measurements of activation cross-sections. Progress of these two NEA-NSC Interlaboratory Collaborations is reported.

    The Hanford Site has hosted similar activities, including both Hanford Summits I and II. The Hanford Summits were two-day televised events to discuss the commitment of the current Presidential administration to the environmental restoration of the Hanford Site. Public involvement and strategic issues established from Hanford Summit I include: Regulatory issues, training and education, economic development and partnership, and technology transfer. Hanford Summit II provided a summary of how Secretary of Energy O`Leary is proceeding on the above strategic issues. The DOE and Westinghouse School for Environmental Excellence frequently offers a six-week course for environmental professionals and workers. Approximately thirty to forty individuals attend the training course, which provides training in environmental regulation compliance. The Hanford Site has hosted two previous International Atomic Energy Agency training courses. The courses lasted two weeks and had approximately eight to ten participants. Nuclear Material Management and Neutron Monitoring were the courses hosted by the Hanford Site.

    Since 1957, the International Atomic Energy Agency (IAEA) has worked to ensure the safe and responsible promotion of nuclear technology throughout the world. The IAEA operates at the intersection of the Nuclear Nonproliferation Treaty’s (NPT) fourth and third articles, which guarantee Parties to the Treaty the right to peaceful uses of nuclear technology, provided those activities are placed under safeguards verified by the IAEA. However, while the IAEA has enjoyed substantial success and prestige in the international community, there is a concern that its resources are being stretched to a point where it may no longer be possible to execute its multifaceted mission in its entirety. As noted by the Director General (DG) in 2008, demographics suggest that every aspect of the IAEA’s operations will be in higher demand due to increasing reliance on non-carbon-based energy and the concomitant nonproliferation, safety, and security risks that growth entails. In addition to these nuclear energy concerns, the demand for technical developmental assistance in the fields of food security, resource conservation, and human health is also predicted to increase as the rest of the world develops. Even with a 100% value-for-money rating by the U.S. Office of Management and Budget (OMB) and being described as an “extraordinary bargain” by the United Nations Secretary-General’s High-level Panel on Threats, Challenges and Change, real budget growth at the Agency has been limited to zero-real growth for a better part of the last two decades. Although the 2012 regular budget (RB) received a small increase for most programs, the 2013 RB has been set at zero-real growth. As a result, the IAEA has had to defer infrastructure investments, which has hindered its ability to provide the public goods its Members seek, decreased global security and development opportunities, and functionally transformed the IAEA into a charity, dependent on extrabudgetary (EB) contributions to sustain

    Declining natural resources, rising oil prices, looming climate change and the introduction of nuclear energy partnerships, such as GNEP, have reinvigorated global interest in nuclear energy. The convergence of such issues has prompted countries to move ahead quickly to deal with the challenges that lie ahead. However, developing countries, in particular, often lack the domestic infrastructure and public support needed to implement a nuclear energy program in a safe, secure, and nonproliferation-conscious environment. How might countries become ready for nuclear energy? What is needed is a framework for assessing a country's readiness for nuclear energy. This paper suggests that a Nuclear Energy Readiness Indicator (NERI) Index might serve as a meaningful basis for assessing a country's status in terms of progress toward nuclear energy utilization under appropriate conditions. The NERI Index is a benchmarking tool that measures a country's level of 'readiness' for nonproliferation-conscious nuclear energy development. NERI first identifies 8 key indicators that have been recognized by the International Atomic Energy Agency as key nonproliferation and security milestones to achieve prior to establishing a nuclear energy program. It then measures a country's progress in each of these areas on a 1-5 point scale. In doing so NERI illuminates gaps or underdeveloped areas in a country's nuclear infrastructure with a view to enable stakeholders to prioritize the allocation of resources toward programs and policies supporting international nonproliferation goals through responsible nuclear energy development. On a preliminary basis, the indicators selected include: (1) demonstrated need; (2) expressed political support; (3) participation in nonproliferation and nuclear security treaties, international terrorism conventions, and export and border control arrangements; (4) national nuclear-related legal and regulatory mechanisms; (5) nuclear infrastructure; (6) the

    The State of Washington encourages energy-efficient building designs for public agencies. The Washington State Energy Office (WSEO) supports this goal by identifying advances in building technology and sharing this information with the design community and public administrators responsible for major construction projects. Many proven technologies can reduce operating costs-and save energy-to an extent that justifies some increases in construction costs. WSEO prepared these Energy Life Cycle Cost Analysis (ELCCA) guidelines for the individuals who are responsible for preparing ELCCA submittals for public buildings. Key terms and abbreviations are provided in Appendix A. Chapters 1 and 2 serve as an overview-providing background, defining energy life cycle cost analysis, explaining which agencies and projects are affected by the ELCCA requirements, and identifying changes to the guidelines that have been made since 1990.     Nuclear energy is playing an important role in electricity generation, producing 16% of the world's electricity. However, most of the world's energy consumption is in the form of heat, in which case nuclear energy could also play an important role. In particular, process heat for seawater desalination using nuclear energy has been of growing interest to some Member States of the International Atomic Energy Agency over the past two decades. This growing interest stems from increasingly acute freshwater shortages in many arid and semi-arid zones around the world. Indeed, several national and international nuclear desalination demonstration programs are already under way or being planned. Of particular interest are projects for seawater nuclear desalination plants in coastal regions, where saline feed water can serve the dual purpose of cooling water for the nuclear reactor and as feed water for the desalination plant. In principle any nuclear reactor can provide energy (low-grade heat and/or electricity), as required by desalination processes. However, there are some additional requirements to be met under specific conditions in order to introduce nuclear desalination. Technical issues include meeting more stringent safety requirements (nuclear reactors themselves and nuclear-desalination integrated complexes in particular), and performance improvement of the integrated systems. Economic competitiveness is another important factor to be considered for a broader deployment of nuclear desalination. For technical robustness and economic competitiveness a number of design variants of coupling configurations of nuclear desalination integrated plant concepts are being evaluated. This paper identifies and discusses various factors, which support the attractiveness of nuclear desalination. It further summarizes some of the key approaches recommended for nuclear desalination complex design and gives an overview of various design concepts of nuclear desalination plants, which

    Performance requirements and testing protocols are needed to ensure that equipment used by the International Atomic Energy Agency (IAEA) is reliable. Oak Ridge National Laboratory (ORNL), through the US Support Program, tested equipment to validate performance requirements protocols used by the IAEA for the subject equipment categories. Performance protocol validation tests were performed in the Environmental Effects Laboratory in the categories for battery, DC power supply, and uninterruptible power supply (UPS).     In 2014, the Deputy Assistant Secretary for Science and Technology Innovation (NE-4) initiated the Nuclear Energy-Infrastructure Management Project by tasking the Nuclear Science User Facilities (NSUF) to create a searchable and interactive database of all pertinent NE supported or related infrastructure. This database will be used for analyses to establish needs, redundancies, efficiencies, distributions, etc. in order to best understand the utility of NE’s infrastructure and inform the content of the infrastructure calls. The NSUF developed the database by utilizing data and policy direction from a wide variety of reports from the Department of Energy, the National Research Council, the International Atomic Energy Agency and various other federal and civilian resources. The NEID contains data on 802 R&D instruments housed in 377 facilities at 84 institutions in the US and abroad. A Database Review Panel (DRP) was formed to review and provide advice on the development, implementation and utilization of the NEID. The panel is comprised of five members with expertise in nuclear energy-associated research. It was intended that they represent the major constituencies associated with nuclear energy research: academia, industry, research reactor, national laboratory, and Department of Energy program management. The Nuclear Energy Infrastructure Database Review Panel concludes that the NSUF has succeeded in creating a capability and infrastructure database that identifies and documents the major nuclear energy research and development capabilities across the DOE complex. The effort to maintain and expand the database will be ongoing. Detailed information on many facilities must be gathered from associated institutions added to complete the database. The data must be validated and kept current to capture facility and instrumentation status as well as to cover new acquisitions and retirements.

    The U.S. Department of Energys Fuel Cycle Technologies (FCT) Program is preparing to perform an evaluation of the full range of possible Nuclear Energy Systems (NES) in 2013. These include all practical combinations of fuels and transmuters (reactors and sub-critical systems) in single and multi-tier combinations of burners and breeders with no, partial, and full recycle. As part of this evaluation, Levelized Cost of Electricity at Equilibrium (LCAE) ranges for each representative system will be calculated. To facilitate the cost analyses, the 2009 Advanced Fuel Cycle Cost Basis Report is being amended to provide up-to-date cost data for each step in the fuel cycle, and a new analysis tool, NE-COST, has been developed. This paper explains the innovative Island approach used by NE-COST to streamline and simplify the economic analysis effort and provides examples of LCAE costs generated. The Island approach treats each transmuter (or target burner) and the associated fuel cycle facilities as a separate analysis module, allowing reuse of modules that appear frequently in the NES options list. For example, a number of options to be screened will include a once-through uranium oxide (UOX) fueled light water reactor (LWR). The UOX LWR may be standalone, or may be the first stage in a multi-stage system. Using the Island approach, the UOX LWR only needs to be modeled once and the module can then be reused on subsequent fuel cycles. NE-COST models the unit operations and life cycle costs associated with each step of the fuel cycle on each island. This includes three front-end options for supplying feedstock to fuel fabrication (mining/enrichment, reprocessing of used fuel from another island, and/or reprocessing of this islands used fuel), along with the transmuter and back-end storage/disposal. Results of each island are combined based on the fractional energy generated by each islands in an equilibrium system. The cost analyses use the probability distributions of

    Nuclear energy is an important part of our current global energy system, and contributes to supplying the significant demand for electricity for many nations around the world. There are 433 commercial nuclear power reactors operating in 30 countries with an installed capacity of 367 GWe as of October 2011 (IAEA PRIS, 2011). Nuclear electricity generation totaled 2630 TWh in 2010 representing 14% the worlds electricity generation. The top five countries of total installed nuclear capacity are the US, France, Japan, Russia and South Korea at 102, 63, 45, 24, and 21 GWe, respectively (WNA, 2012a). The nuclear capacity of these five countries represents more than half, 68%, of the total global nuclear capacity. The role of nuclear power in the global energy system today has been motivated by several factors including the growing demand for electric power, the regional availability of fossil resources and energy security concerns, and the relative competitiveness of nuclear power as a source of base-load electricity. There is additional motivation for the use of nuclear power because it does not produce greenhouse gas (GHG) emissions or local air pollutants during its operation and contributes to low levels of emissions throughout the lifecycle of the nuclear energy system (Beerten, J. et. al., 2009). Energy from nuclear fission primarily in the form of electric power and potentially as a source of industrial heat could play a greater role for meeting the long-term growing demand for energy worldwide while addressing the concern for climate change from rising GHG emissions. However, the nature of nuclear fission as a tremendously compact and dense form of energy production with associated high concentrations of radioactive materials has particular and unique challenges as well as benefits. These challenges include not only the safety and cost of nuclear reactors, but proliferation concerns, safeguard and storage of nuclear materials associated with nuclear fuel cycles

    Public acceptance of a nuclear power plant (NPP) built near one's residence has declined steadily since the early 1970's. Following the TMI accident, this acceptance decreased dramatically. There has been some attitude rebound, however, and through mid-1981, the % who supported continued NPP construction in USA was 5 to 10% more than those in opposition. Men's and women's attitudes are different and were differentially affected by the TMI accident. Beliefs and attitudes about specific nuclear power issues were explored using questionnaires. Reactor-safety concerns were found to be more important than nuclear-waste concerns. Nuclear fuel-supply considerations are believed to be a major advantage of nuclear power. The public was largely unaware of the breeder-reactor concept. The US public generally does not favor selling US reactors abroad. It also greatly underestimates how long it takes to build a NPP. Most people believed solar-generated electricity is cheapest. The public has little information or has misinformation about some areas of nuclear power. (DLC)

    In 2014, the Deputy Assistant Secretary for Science and Technology Innovation initiated the Nuclear Energy (NE)–Infrastructure Management Project by tasking the Nuclear Science User Facilities, formerly the Advanced Test Reactor National Scientific User Facility, to create a searchable and interactive database of all pertinent NE-supported and -related infrastructure. This database, known as the Nuclear Energy Infrastructure Database (NEID), is used for analyses to establish needs, redundancies, efficiencies, distributions, etc., to best understand the utility of NE’s infrastructure and inform the content of infrastructure calls. The Nuclear Science User Facilities developed the database by utilizing data and policy direction from a variety of reports from the U.S. Department of Energy, the National Research Council, the International Atomic Energy Agency, and various other federal and civilian resources. The NEID currently contains data on 802 research and development instruments housed in 377 facilities at 84 institutions in the United States and abroad. The effort to maintain and expand the database is ongoing. Detailed information on many facilities must be gathered from associated institutions and added to complete the database. The data must be validated and kept current to capture facility and instrumentation status as well as to cover new acquisitions and retirements. This document provides a short tutorial on the navigation of the NEID web portal at NSUF-Infrastructure.INL.gov.

    The US Department of Energy (DOE) implements the US Government`s International Nuclear Safety Program to improve the level of safety at Soviet-designed nuclear power plants in Central and Eastern Europe, Russia, and Unkraine. The program is conducted consistent with guidance and policies established by the US Department of State (DOS) and the Agency for International Development and in close collaboration with the Nuclear Regulatory Commission. Some of the program elements were initiated in 1990 under a bilateral agreement with the former Soviet Union; however, most activities began after the Lisbon Nuclear Safety Initiative was announced by the DOS in 1992. Within DOE, the program is managed by the International Division of the Office of Nuclear Energy. The overall objective of the International Nuclear Safety Program is to make comprehensive improvements in the physical conditions of the power plants, plant operations, infrastructures, and safety cultures of countries operating Soviet-designed reactors. This status report summarizes the Internatioal Nuclear Safety Program`s activities that have been completed as of September 1994 and discusses those activities currently in progress.

Studies have shown that non-nuclear integrated (hybrid) energy systems can have appealing attributes in terms of overall process efficiency, enhanced electric grid stability, renewable energy integration, and economic performance, and lifecycle greenhouse gas emissions. These attributes seem to be sufficiently compelling that several significant commercial investments in fossil-renewable HES are being made in the United States while the U.S. Defense Advanced Research Projects Agency (DARPA) has openly solicited information regarding nuclear energy integration schemes. The challenges of nuclear energy integration include myriad issues associated with the following RD&D areas, or “platforms”: • feedstock processing (e.g. bio-feedstock integration with coal, carbon feedstock extraction using nuclear energy); • heat / energy management (e.g. advanced heat exchangers, process design); • energy storage (e.g. H2 production, liquid fuels synthesis); • byproduct management (e.g. CO2 recycle approaches); • systems dynamics, integration and control (e.g. process dynamics analyses and optimization, advanced prognostics, diagnostics, variable time scale control and flow sheet optimization).

    This conference was sponsored by the Energy Resources Center, University of Illinois at Chicago; the US Department of Energy; the Illinois Energy Resources Commission; and the Illinois Department of Energy and Natural Resources. The theme for the conference, Coal and Nuclear Power: Illinois' Energy Future, was based on two major observations: (1) Illinois has the largest reserves of bituminous coal of any state and is surpassed in total reserves only by North Dakota, and Montana; and (2) Illinois has made a heavy commitment to the use of nuclear power as a source of electrical power generation. Currently, nuclear power represents 30% of the electrical energy produced in the State. The primary objective of the 1982 conference was to review these two energy sources in view of the current energy policy of the Reagan Administration, and to examine the impact these policies have on the Midwest energy scene. The conference dealt with issues unique to Illinois as well as those facing the entire nation. A separate abstract was prepared for each of the 30 individual presentations.

Energy storage is necessary for grid stabilizing and storing the overproduction of energy to meet peak demands of energy at the time of need. With high thermal energy production of the primary nuclear heat generation source, molten salt energy storage is an intriguing option because of its distinct properties. This paper will discuss the different energy storage options with the criteria for efficient energy storage set forth, and will primarily focus on different molten salt energy storage system options through a thermodynamic analysis

    This report presents the results of a recent research project originally concerned with review of governmental initiatives for changes to hospital design and operation standards at both the federal and state levels. However. it quickly became apparent that concern with energy conservation was not impacting hospital environmental standards, especially at the state level, irrespective of the energy implications. Consequently, the study was redirected to consider all energy conservation initiatives directed toward design and operating practices unique to the hospital environment. The scope was limited to agency programs (i.e., not undertaken at the initiative of individual hospitals), applicable to non-federal public and private hospitals.

    Global energy consumption will at least double over the next fifty years due to population growth, increased consumption, and an urgent need to improve the standard of living in under-developed countries. Thirty percent of this growth will be for electricity. At the same time, carbon emissions must be significantly reduced to respond to concerns regarding global warming. The use of nuclear energy to meet this growing electricity demand without carbon emissions is an obvious solution to many observers, however real concerns over economics, safety, waste and proliferation must be adequately addressed. The issue is further complicated by the fact that developing countries, which have the most pressing need for additional electricity generation, have the least capability and infrastructure to deploy nuclear energy. Nevertheless, if the specific needs of developing countries are appropriately considered now as new generation reactors are being developed, and institutional arrangements based upon the fundamental principles of President Eisenhower's 1953 Atoms For Peace speech are followed, nuclear energy could be deployed in any country. From a technical perspective, reactor safety and accessibility of special nuclear material are primary concerns. Institutionally, plant and fuel ownership and waste management issues must be addressed. International safety and safeguards authority are prerequisites. While the IAEA's IMPRO program and the United States' Generation IV programs are focusing on technical solutions, institutional issues, particularly with regard to deployment in developing countries, are not receiving corresponding attention. Full-service, cradle-to-grave, nuclear electricity companies that retain custody and responsibility for the plant and materials, including waste, are one possible solution. Small modular reactors such as the Pebble Bed Modular Reactor could be ideal for such an arrangement. While waste disposal remains a major obstacle, this is already

The U.S. Department of Energy, National Nuclear Security Administration (NNSA) Strategic Action Plan outlines the strategy for continuing to meet Americas nuclear security goals, meeting the overall mission challenges of DOE and NNSA as well as giving focus to local missions. The mission of the NNSA/NSO Nuclear Materials Management (NMM) Program is to ensure that nuclear material inventories are accurately assessed and reported, future material needs are adequately planned, and that existing Nevada Test Site (NTS) inventories are efficiently utilized, staged, or dispositioned. The NNSA/NSO understands that the NTS has unique characteristics to serve and benefit the nation with innovative solutions to the complex problems involving Special Nuclear Materials, hazardous materials, and multi-agency, integrated operations. The NNSA/NSO is defining infrastructure requirements for known future missions, developing footprint consolidation strategic action plans, and continuing in the path of facility modernization improvements.   12. Accelerator Driven Nuclear Energy: The Thorium Option

    Conventional nuclear reactors use enriched Uranium as fuel and produce nuclear waste which needs to be stored away for over 10,000 years. At the current rate of use, existing sources of Uranium will last for 50-100 years. We describe a solution to the problem that uses particle accelerators to produce fast neutrons that can be used to burn existing nuclear waste and produce energy. Such systems, initially proposed by Carlo Rubbia and collaborators in the 1990's, are being seriously considered by many countries as a possible solution to the green energy problem. Accelerator driven reactors operate in a sub-critical regime and, thus, are safer and can obtain energy from plentiful elements such as Thorium-232 and Uranium-238. What is missing is the high intensity (10MW) accelerator that produces 1 GeV protons. We will describe scenarios which if implemented will make such systems a reality.

    ENERGY STAR is a voluntary energy efficiency-labeling program operated jointly by the United States Department of Energy and the United States Environmental Protection Agency (US EPA). Since the program inception in 1992, ENERGY STAR has become a leading international brand for energy efficient products. ENERGY STAR's central role in the development of regional, national, and international energy programs necessitates an open process whereby its program achievements to date as well as projected future savings are shared with committed stakeholders. Through 2006, US EPA?S ENERGY STAR labeled products saved 4.8 EJ of primary energy and avoided 82 Tg C equivalent. We project that US EPA?S ENERGY STAR labeled products will save 12.8 EJ and avoid 203 Tg C equivalent over the period 2007-2015. A sensitivity analysis examining two key inputs (carbon factor and ENERGY STAR unit sales) bounds the best estimate of carbon avoided between 54 Tg C and 107 Tg C (1993 to 2006) and between 132 Tg C and 278 Tg C (2007 to 2015).

    Destructive analysis is used by the International Atomic Energy Agency (IAEA) through its Safeguards Analytical Laboratory (SAL) to verify, in part, the inventory of nuclear materials at nuclear facilities. The reliability and quality of these meassurements must be assured in a systematic manner. The Division of Safeguards Evaluation, IAEA, required assistance in developing and implementing the quality assurance measures for the analytical procedures used in the destructive analysis of these safeguards samples. To meet these needs an ISPO POTAS Task D.53 was instituted in which consultants would review with IAEA staff the procedures used (or proposed) at SAL for the destructive analysis of safeguards samples and the statistical evaluation of the resulting measurement data at Headquarters. The procedures included analytical methods, qualtiy control measures, and the treatment of data from these activities. Based on this review, modifications to the system, if required, would be recommended which would provide routine assurance to management that these procedures are functioning properly to achieve safeguards objectives. In the course of this review, the sample handling procedures, measurement control activities, analytical methods, reference materials, calibration procedures, statistical analysis of data, and data management system were studied and evaluated. The degree to which SAL (as a total system) achieved laboratory quality assurance was assessed by comparison to accepted standards of quality assurance. 22 refs., 1 fig.

    The one year internship required for partial fulfillment of the Doctor of Engineering Degree was completed at the Governor's Energy Management Center in Austin, Texas. The intern worked for the State Agencies Department of the Energy Management Center. The intern was involved in a variety of projects, but the primary projects requiring the greatest time were the involvement with the design reviews for energy efficiency of new prisons being constructed in Texas, conducting energy management audits at 18 major state universities, and the technical and administrative assistance to the State Cogeneration Council. Other project involvement included managing the preliminary engineering design of the cogeneration facility at Austin State Hospital, responsibility for applying for a $1.4 million dollar crude oil refund on the behalf of all state agencies in Texas, and assisting in the planning and coordination of the $48 million Revolving Loan Program for the state of Texas. The internship taught many things about management and communications. The experience also provided a better understanding of how the state and federal government operate. The greatest contribution of the internship experience was the improvement of the intern's written and oral communication skills.

To detect such a strategy the IAEA`s safeguards inspectors need access to locations and information beyond that foreseen in NPT safeguards agreements. But the IAEA is short of money. And detecting undeclared activities could be expensive. If the IAEA can establish a capability to detect undeclared activities, then it might be able to save on regular safeguards. But it`s important not to put the cart before the horse - effective safeguards must come first, savings second.

    For over 50 years the Office of Biological and Environmental Research (BER) of the United States Department of Energy (DOE) has been investing to advance environmental and biomedical knowledge connected to energy. The BER Medical Sciences program fosters research to develop beneficial applications of nuclear technologies for medical diagnosis and treatment of many diseases. Today, nuclear medicine helps millions of patients annually in the United States. Nearly every nuclear medicine scan or test used today was made possible by past BER-funded research on radiotracers, radiation detection devices, gamma cameras, PET and SPECT scanners, and computer science. The heart of biological research within BER has always been the pursuit of improved human health. The nuclear medicine of tomorrow will depend greatly on today's BER-supported research, particularly in the discovery of radiopharmaceuticals that seek specific molecular and genetic targets, the design of advanced scanners needed to create meaningful images with these future radiotracers, and the promise of new radiopharmaceutical treatments for cancers and genetic diseases.

    Conventional nuclear reactors use enriched Uranium as fuel and produce nuclear waste which needs to be stored away for over 10,000 years.   At the current rate of use, existing sources of Uranium will last for 50-100 years.  We describe a solution to the problem that uses particle accelerators to produce fast neutrons that can be used to burn existing nuclear waste and produce energy.  Such systems, initially proposed by Carlo Rubbia and collaborators in the 1990's, are being seriously considered by many countries as a possible solution to the green energy problem.  Accelerator driven reactors operate in a sub-critical regime and, thus, are safer and can obtain energy from plentiful elements such as Thorium-232 and Uranium-238. What is missing is the high intensity (10MW) accelerator that produces 1 GeV protons. We will describe scenarios which if implemented will make such systems a reality.

    During the period of Dec. 1 2006 – Jun. 30, 2012, the UNEDF collaboration carried out a comprehensive study of all nuclei, based on the most accurate knowledge of the strong nuclear interaction, the most reliable theoretical approaches, the most advanced algorithms, and extensive computational resources, with a view towards scaling to the petaflop platforms and beyond. The long-term vision initiated with UNEDF is to arrive at a comprehensive, quantitative, and unified description of nuclei and their reactions, grounded in the fundamental interactions between the constituent nucleons. We seek to replace current phenomenological models of nuclear structure and reactions with a well-founded microscopic theory that delivers maximum predictive power with well-quantified uncertainties. Specifically, the mission of this project has been three-fold:  First, to find an optimal energy density functional (EDF) using all our knowledge of the nucleonic Hamiltonian and basic nuclear properties;  Second, to apply the EDF theory and its extensions to validate the functional using all the available relevant nuclear structure and reaction data;  Third, to apply the validated theory to properties of interest that cannot be measured, in particular the properties needed for reaction theory.

    The authors propose to develop a high-energy heavy-ion experimental database and make it accessible to the scientific community through an on-line interface. This database will be searchable and cross-indexed with relevant publications, including published detector descriptions. Since this database will be a community resource, it requires the high-energy nuclear physics community's financial and manpower support. This database should eventually contain all published data from Bevalac, AGS and SPS to RHIC and CERN-LHC energies, proton-proton to nucleus-nucleus collisions as well as other relevant systems, and all measured observables. Such a database would have tremendous scientific payoff as it makes systematic studies easier and allows simpler benchmarking of theoretical models to a broad range of old and new experiments. Furthermore, there is a growing need for compilations of high-energy nuclear data for applications including stockpile stewardship, technology development for inertial confinement fusion and target and source development for upcoming facilities such as the Next Linear Collider. To enhance the utility of this database, they propose periodically performing evaluations of the data and summarizing the results in topical reviews.

    The Global Nuclear Energy Partnership program (GNEP) is designed to demonstrate a proliferation-resistant and sustainable integrated nuclear fuel cycle that can be commercialized and used internationally. Alternative stabilization concepts for byproducts and waste streams generated by fuel recycling processes were evaluated and a baseline of waste forms was recommended for the safe disposition of waste streams. Waste forms are recommended based on the demonstrated or expected commercial practicability and technical maturity of the processes needed to make the waste forms, and performance of the waste form materials when disposed. Significant issues remain in developing technologies to process some of the wastes into the recommended waste forms, and a detailed analysis of technology readiness and availability may lead to the choice of a different waste form than what is recommended herein. Evolving regulations could also affect the selection of waste forms.

    Research Highlights: > The nuclear matter is studied within the Brueckner-Hartree-Fock (BHF) approach employing the most recent accurate nucleon-nucleon potentials. > The results come out by approximating the single particle self-consistent potential with a parabolic form. > We discuss the current status of the Coester line, i.e., density and energy of the various saturation points being strongly linearly correlated. > The nuclear symmetry energy is calculated as the difference between the binding energy of pure neutron matter and that of symmetric nuclear matter. - Abstract: The binding energy of nuclear matter at zero temperature in the Brueckner-Hartree-Fock approximation with modern nucleon-nucleon potentials is studied. Both the standard and continuous choices of single particle energies are used. These modern nucleon-nucleon potentials fit the deuteron properties and are phase shifts equivalent. Comparison with other calculations is made. In addition we present results for the symmetry energy obtained with different potentials, which is of great importance in astrophysical calculation.

    The Vault at the Plutonium Finishing Plan (PFP) became subject to the International Atomic Energy Agency (IAEA) safeguards beginning in 1994 as part of the US excess fissile material program. The inventory needed to be stabilized and repackaged for long-term storage to comply with Defense Nuclear Facility Safety Board Recommendation 94-1. In 1998, the United States began negotiations with IAEA to develop methods to maintain safeguards during stabilization and repackaging of this material. The Design Information Questionnaire was revised and submitted to the IAEA in 2002 describing modification to the facility to accommodate the stabilization process line. The operation plan for 2003 was submitted describing the proposed schedules for removing materials for stabilization. Stabilization and repackaging activities for the safeguarded plutonium began in January 2003 and were completed in December 2003. The stabilization was completed in five phases. IAEA containment and surveillance measures were maintained until the material was removed by phase for stabilization and repackaging. Following placement of the repackaged material into the storage vault, the IAEA conducted inventory change verification measurements, and re-established containment and surveillance. Plant activities and the impacts on operations are described.

    Several factors will influence the contribution of nuclear energy to the future energy mix. Among them, the most important are the degree of global commitment to greenhouse gas reduction, continued vigilance in safety and safeguards, technological advances, economic competitiveness and innovative financing arrangements for new nuclear power plant constructions, the implementation of nuclear waste disposal, and, last but not least, public perception, information and education. The paper presents an overview of the current nuclear energy situation, possible development scenarios, of reactor technology, and of non-electric applications of nuclear energy.

    Renewability and sustainability aspects of nuclear energy have been presented on the basis of two different technologies: (1) Conventional nuclear technology; CANDU reactors. (2) Emerging nuclear technology; fusion/fission (hybrid) reactors. Reactor grade (RG) plutonium, {sup 233}U fuels and heavy water moderator have given a good combination with respect to neutron economy so that mixed fuel made of (ThO{sub 2}/RG‐PuO{sub 2}) or (ThC/RG-PuC) has lead to very high burn up grades. Five different mixed fuel have been selected for CANDU reactors composed of 4 % RG‐PuO{sub 2} + 96 % ThO{sub 2}; 6 % RG‐PuO{sub 2} + 94 % ThO{sub 2}; 10 % RG‐PuO{sub 2} + 90 % ThO{sub 2}; 20 % RG‐PuO{sub 2} + 80 % ThO{sub 2}; 30 % RG‐PuO{sub 2} + 70 % ThO{sub 2}, uniformly taken in each fuel rod in a fuel channel. Corresponding operation lifetimes have been found as ∼ 0.65, 1.1, 1.9, 3.5, and 4.8 years and with burn ups of ∼ 30 000, 60 000, 100 000, 200 000 and 290 000 MW.d/ton, respectively. Increase of RG‐PuO{sub 2} fraction in radial direction for the purpose of power flattening in the CANDU fuel bundle has driven the burn up grade to 580 000 MW.d/ton level. A laser fusion driver power of 500 MW{sub th} has been investigated to burn the minor actinides (MA) out of the nuclear waste of LWRs. MA have been homogenously dispersed as carbide fuel in form of TRISO particles with volume fractions of 0, 2, 3, 4 and 5 % in the Flibe coolant zone in the blanket surrounding the fusion chamber. Tritium breeding for a continuous operation of the fusion reactor is calculated as TBR = 1.134, 1.286, 1.387, 1.52 and 1.67, respectively. Fission reactions in the MA fuel under high energetic fusion neutrons have lead to the multiplication of the fusion energy by a factor of M = 3.3, 4.6, 6.15 and 8.1 with 2, 3, 4 and 5 % TRISO volume fraction at start up, respectively. Alternatively with thorium, the same fusion driver would produce ∼160 kg {sup 233}U per year in addition to fission
