    A simple nonlinear transmission-line model of the cochlea with longitudinal coupling is introduced that can reproduce Basilar membrane response and neural tuning in the chinchilla. It is found that the middle ear has little effect on cochlear resonances, and hence conclude that the theory of coherent reflections is not applicable to the model. The model also provides an explanation of the emergence of spontaneous otoacoustic emissions (SOAEs). It is argued that SOAEs arise from Hopf bifurcations of the transmission-line model and not from localized instabilities. The paper shows that emissions can become chaotic, intermittent and fragile to perturbations.

    A study of the permeability of the middle ear-inner ear interface for macromolecules was carried out in chinchillas with open and obstructed eustachian tubes utilizing tritiated human serum albumin and immunoelectrophoresis. Tritiated albumin was placed in the round window niche area or normal animals and animals in which the eustachian tubes had been obstructed for 24 hours or 14 days. The tritiated albumin was allowed to remain in the middle ear cavity for 24 hours, Samples of middle ear effusion, perilymph, blood and cerebrospinal fluid were collected and measured for radioactivity. Radioactivity was demonstrated in the perilymph. Samples of middle ear effusions and perilymph were also studied by immunoelectrophoresis with goat antihuman albumin. Albumin placed in the round window niche of an experimental animal could be recovered unchanged in the perilymph. The results suggest a pathophysiologic explanation for the association of otitis media and sensorineural hearing loss or endolymphatic hydrops.

    We surveyed bats at 36 abandoned coal mines during summer 2002 and 47 mines during fall 2002 at New River Gorge National River and Gauley River National Recreation Area, WV. During summer, we captured three federally endangered Virginia big-eared bats at two mine entrances, and 25 were captured at 12 mine entrances during fall. These represent the first documented captures of this species at coal mines in West Virginia. Future survey efforts conducted throughout the range of the Virginia big-eared bat should include abandoned coal mines.

    Bats respond to the calls of conspecifics as well as to calls of other species; however, few studies have attempted to quantify these responses or understand the functions of these calls. We tested the response of Rafinesques big-eared bats (Corynorhinus rafinesquii) to social calls as a possible method to increase capture success and to understand the function of social calls. We also tested if calls of bats within the range of the previously designated subspecies differed, if the responses of Rafinesques big-eared bats varied with geographic origin of the calls, and if other species responded to the calls of C. rafinesquii. We recorded calls of Rafinesques big-eared bats at two colony roost sites in South Carolina, USA. Calls were recorded while bats were in the roosts and as they exited. Playback sequences for each site were created by copying typical pulses into the playback file. Two mist nets were placed approximately 50500 m from known roost sites; the net with the playback equipment served as the Experimental net and the one without the equipment served as the Control net. Call structures differed significantly between the Mountain and Coastal Plains populations with calls from the Mountains being of higher frequency and longer duration. Ten of 11 Rafinesques big-eared bats were caught in the Control nets and, 13 of 19 bats of other species were captured at Experimental nets even though overall bat activity did not differ significantly between Control and Experimental nets. Our results suggest that Rafinesques big-eared bats are not attracted to conspecifics calls and that these calls may act as an intraspecific spacing mechanism during foraging.

    Rafinesque's big-eared bat (Corynorhinus rafinesquii), an insectivorous mammal indigenous to the southern United States, has long been referred to as one of the least known bats in North America. Although there has been a moderate increase in the number of peer-reviewed articles published on this species in the past 6 years, the basic ecology and status of Rafinesque's big-eared bat remains largely obscure. Prior to 1996, when the United States Fish and Wildlife Service (USFWS) discontinued the list of Candidate Species, Rafinesque's big-eared bat was listed as a Federal Category 2 Candidate species. Currently, Rafinesque's big-eared bat is recognized as a ''species of special concern'' across most of its range but receives no legal protection. Nonetheless, the USFWS and numerous state agencies remain concerned about this species. Further biological research and field study are needed to resolve the conservation status of this taxona. In response to the paucity of information regarding the status and distribution of Rafinesque's big-eared bat, statewide survey of highway bridges used as roost sites was conducted.

    Little is known about factors affecting year-round use of roosts by Rafinesque's big-eared bats (Corynorhinus rafinesquii) or the long-term fidelity of this species to anthropogenic or natural roosts. The objectives of this study were to test whether seasonal use of roosts by Rafinesque's big-eared bats varied with roost type and environmental conditions within and among seasons and to document multiannual use of natural and anthropogenic structures by this species. We inspected 4 bridges, 1 building, and 59 tree roosts possessing basal cavity openings; roosts were inspected at least once per week from May through October in every year from 2005 through 2008 and once a month from November through April in every year from 2005 through 2009. We found that use of anthropogenic roosts was significantly greater than the use of tree roosts in summer but that the use of structure types did not differ in other seasons. There was significant seasonal variation in use of anthropogenic and tree roosts. Anthropogenic roost use was higher in summer than in all other seasons. There was no significant difference in tree use among spring, summer, and fall, but use in winter was significantly lower in 2 years of the study. Overall use of anthropogenic and tree roosts was positively related to minimum temperature, but the relationship between use of roosts and minimum temperature varied among seasons. Bats showed multiannual fidelity ({ge} 4 years) to all anthropogenic roosts and to some tree roosts, but fidelity of bats to anthropogenic roosts was greater and more consistent than to tree roosts. Our data indicate that Rafinesque's big-eared bats responded differently to environmental conditions among seasons; thus, a variety of structure types and characteristics are necessary for conservation of these bats. We suggest long-term protection of roost structures of all types is necessary for conservation of Rafinesque's big-eared bats in the southeast Coastal Plain.

    The detection of sound begins when energy derived from acoustic stimuli deflects the hair bundles atop hair cells. As hair bundles move, the viscous friction between stereocilia and the surrounding liquid poses a fundamental challenge to the ear's high sensitivity and sharp frequency selectivity. Part of the solution to this problem lies in the active process that uses energy for frequency-selective sound amplification. Here we demonstrate that a complementary part involves the fluid-structure interaction between the liquid within the hair bundle and the stereocilia. Using force measurement on a dynamically scaled model, finite-element analysis, analytical estimation of hydrodynamic forces, stochastic simulation and high-resolution interferometric measurement of hair bundles, we characterize the origin and magnitude of the forces between individual stereocilia during small hair-bundle deflections. We find that the close apposition of stereocilia effectively immobilizes the liquid between them, which reduces the drag and suppresses the relative squeezing but not the sliding mode of stereociliary motion. The obliquely oriented tip links couple the mechanotransduction channels to this least dissipative coherent mode, whereas the elastic horizontal top connectors stabilize the structure, further reducing the drag. As measured from the distortion products associated with channel gating at physiological stimulation amplitudes of tens of nanometres, the balance of forces in a hair bundle permits a relative mode of motion between adjacent stereocilia that encompasses only a fraction of a nanometre. A combination of high-resolution experiments and detailed numerical modelling of fluid-structure interactions reveals the physical principles behind the basic structural features of hair bundles and shows quantitatively how these organelles are adapted to the needs of sensitive mechanotransduction.

    The specific goals of the ASTC program were: to pilot and administer a year round program to engage and support ethnic minority and women students to enter the pre-college teaching profession; and to develop the ASTC program across California on all twenty CSU campuses. The initial goal of piloting a year round program to engage and support ethnic or underrepresented science students to enter the teaching profession was put in place at CSUS in the Fall of 1993, with the recruitment of students to enter the program in the Spring of 1993. Three students were selected to enter the program, one male Latino, one female Latina and one Caucasian female. The areas of study of these students was respectively biology, physics and geology. All of the students were within two years or less of completing their degree requirements. During the first semester of the program the authors worked on the portion of the model dealing with student participation in the schools with a mentor teacher. The idea being the students would spend a minimum of six hours a week in the classroom of the mentor teacher working with them and their students. In addition the students were assigned to a faculty mentor within their discipline, a person whom they could go to for help and support in their academic efforts. The report discusses what was learned.

(BWP) is responsible for implementing the Performance Assurance Program for the Project Hanford Management Contract (PHMC) in accordance with DOE Order 470.1, Safeguards and Security Program (DOE 1995a). The Performance Assurance Program applies to safeguards and security (SAS) systems and their essential components (equipment, hardware, administrative procedures, Protective Force personnel, and other personnel) in direct support of Category I and H special nuclear material (SNM) protection. Performance assurance includes several Hanford Site activities that conduct performance, acceptance, operability, effectiveness, and validation tests. These activities encompass areas of training, exercises, quality assurance, conduct of operations, total quality management, self assessment, classified matter protection and control, emergency preparedness, and corrective actions tracking and trending. The objective of the Performance Assurance Program is to capture the critical data of the tests, training, etc., in a cost-effective, manageable program that reflects the overall effectiveness of the program while minimizing operational impacts. To aid in achieving this objective, BWP will coordinate the Performance Assurance Program for Fluor Daniel Hanford, Inc. (FDH) and serve as the central point for data collection.

    In this paper we propose an extension of Answer Set Programming (ASP), and in particular, of its most general logical counterpart, Quantified Equilibrium Logic (QEL), to deal with partial functions. Although the treatment of equality in QEL can be established in different ways, we first analyse the choice of decidable equality with complete functions and Herbrand models, recently proposed in the literature. We argue that this choice yields some counterintuitive effects from a logic programming and knowledge representation point of view. We then propose a variant called QELF where the set of functions is partitioned into partial and Herbrand functions (we also call constructors). In the rest of the paper, we show a direct connection to Scott's Logic of Existence and present a practical application, proposing an extension of normal logic programs to deal with partial functions and equality, so that they can be translated into function-free normal programs, being possible in this way to compute their answer sets...

The program objective is to demonstrate the technology readiness of a TFE (thermionic fuel element) suitable for use as the basic element in a thermionic reactor with electric power output in the 0.5 to 5.0 MW(e) range, and a full-power life of 7 years. The TFE Verification Program builds directly on the technology and data base developed in the 1960s and early 1970s in an AEC/NASA program, and in the SP-100 program conducted in 1983, 1984 and 1985. In the SP-100 program, the attractive features of thermionic power conversion technology were recognized but concern was expressed over the lack of fast reactor irradiation data. The TFE Verification Program addresses this concern.

Experimental data and analytical models are being provided to aid in decision-making regarding pipeto- pipe impacts following postulated breaks in high-energy fluid system piping. Core thermal models are being developed to provide better digital codes to compute the behavior of full-scale reactor systems under postulated accident conditions. Fuel assemblies and analytical support are being provided for experimental programs at other facilities. These programs include loss-ofcoolant accident (LOCA) simulation tests at the NRU reactor, Chalk River, Canada; fuel rod deformation, severe fuel damage, and postaccident coolability tests for the ESSOR reactor Super Sara Test Program, Ispra, Italy; the instrumented fuel assembly irradiation program at Halden, Norway; and experimental programs at the Power Burst Facility, Idaho National Engineering Laboratory (INEL). These programs will provide data for computer modeling of reactor system and fuel performance during various abnormal operating conditions.

    The goal of Tropospheric Aerosol Program (TAP) will be to develop the fundamental scientific understanding required to construct tools for simulating the life cycle of tropospheric aerosols--the processes controlling their mass loading, composition, and microphysical properties, all as a function of time, location, and altitude. The TAP approach to achieving this goal will be by conducting closely linked field, modeling, laboratory, and theoretical studies focused on the processes controlling formation, growth, transport, and deposition of tropospheric aerosols. This understanding will be represented in models suitable for describing these processes on a variety of geographical scales; evaluation of these models will be a key component of TAP field activities. In carrying out these tasks TAP will work closely with other programs in DOE and in other Federal and state agencies, and with the private sector. A forum to directly work with our counterparts in industry to ensure that the results of this research are translated into products that are useful to that community will be provided by NARSTO (formerly the North American Research Strategy on Tropospheric Ozone), a public/private partnership, whose membership spans government, the utilities, industry, and university researchers in Mexico, the US, and Canada.

    The Northeast Regional Biomass Program has been in operation for a period of nine years. During this time, state managed programs and technical programs have been conducted covering a wide range of activities primarily aim at the use and applications of wood as a fuel. These activities include: assessments of available biomass resources; surveys to determine what industries, businesses, institutions, and utility companies use wood and wood waste for fuel; and workshops, seminars, and demonstrations to provide technical assistance. In the Northeast, an estimated 6.2 million tons of wood are used in the commercial and industrial sector, where 12.5 million cords are used for residential heating annually. Of this useage, 1504.7 mw of power has been generated from biomass. The use of wood energy products has had substantial employment and income benefits in the region. Although wood and woodwaste have received primary emphasis in the regional program, the use of municipal solid waste has received increased emphasis as an energy source. The energy contribution of biomass will increase as potentia users become more familiar with existing feedstocks, technologies, and applications. The Northeast Regional Biomass Program is designed to support region-specific to overcome near-term barriers to biomass energy use.

Industrial hygiene technician services were also provided to support operational needs related to safety basis compliance. Due to WHC decentralization of safety and reengineering efforts in West Tank Farms, staffing and safety responsibilities have been transferred to the facilities. Under the new structure, safety personnel for TWRS are assigned directly to East Tank Farms, West Tank Farms, and a core Safety Group in TWRS Engineering. The Characterization Project Operations (CPO) safety organization will remain in tact as it currently exists. Personnel assigned to East Tank Farms, West Tank Farms, and CPO will perform facility-specific or project-specific duties and provide field implementation of programs. Those assigned to the core group will focus on activities having a TWRS-wide or programmatic focus. Hanford-wide activities will be the responsibility of the Safety Center of Expertise. In order to ensure an effective and consistent safety program for TWRS under the new organization program functions, goals, organizational structure, roles, responsibilities, and path forward must be clearly established. The purpose of the TWRS Safety Program Plan is to define the overall safety program, responsibilities, relationships, and communication linkages for safety personnel under the new structure. In addition, issues associated with reorganization transition are addressed, including training, project ownership, records management, and dissemination of equipment. For the purpose of this document ``TWRS Safety`` refers to all safety professionals and technicians (Industrial Safety, Industrial Hygiene, Fire Protection, and Nuclear Safety) within the TWRS organization, regardless of their location in the organization.

    The Heavy Duty Truck Engine Program at Cummins embodied three significant development phases. All phases of work strove to demonstrate a high level of diesel engine efficiency in the face of increasingly stringent emission requirements. Concurrently, aftertreatment system development and refinement was pursued in support of these efficiency demonstrations. The program's first phase focused on the demonstration in-vehicle of a high level of heavy duty diesel engine efficiency (45% Brake Thermal Efficiency) at a typical cruise condition while achieving composite emissions results which met the 2004 U.S. EPA legislated standards. With a combination of engine combustion calibration tuning and the development and application of Urea-based SCR and particulate aftertreatment, these demonstrations were successfully performed by Q4 of 2002. The second phase of the program directed efforts towards an in-vehicle demonstration of an engine system capable of meeting 2007 U.S. EPA legislated emissions requirements while achieving 45% Brake Thermal Efficiency at cruise conditions. Through further combustion optimization, the refinement of Cummins Cooled EGR architecture, the application of a high pressure common rail fuel system and the incorporation of optimized engine parasitics, Cummins Inc. successfully demonstrated these deliverables in Q2 of 2004. The program's final phase set a stretch goal of demonstrating 50% Brake Thermal Efficiency from a heavy duty diesel engine system capable of meeting 2010 U.S. EPA legislated emissions requirements. Cummins chose to pursue this goal through further combustion development and refinement of the Cooled EGR system architecture and also applied a Rankine cycle Waste Heat Recovery technique to convert otherwise wasted thermal energy to useful power. The engine and heat recovery system was demonstrated to achieve 50% Brake Thermal Efficiency while operating at a torque peak condition in second quarter, 2006. The 50% efficient engine system was capable of meeting 2010 emissions requirements through the application of NOx and particulate matter reduction techniques proven earlier in the program.

    Natural gas combustion turbines are rapidly becoming the primary technology of choice for generating electricity. At least half of the new generating capacity added in the US over the next twenty years will be combustion turbine systems. The Department of Energy has cosponsored with Siemens Westinghouse, a program to maintain the technology lead in gas turbine systems. The very ambitious eight year program was designed to demonstrate a highly efficient and commercially acceptable power plant, with the ability to fire a wide range of fuels. The main goal of the Advanced Turbine Systems (ATS) Program was to develop ultra-high efficiency, environmentally superior and cost effective competitive gas turbine systems for base load application in utility, independent power producer and industrial markets. Performance targets were focused on natural gas as a fuel and included: System efficiency that exceeds 60% (lower heating value basis); Less than 10 ppmv NO{sub x} emissions without the use of post combustion controls; Busbar electricity that are less than 10% of state of the art systems; Reliability-Availability-Maintainability (RAM) equivalent to current systems; Water consumption minimized to levels consistent with cost and efficiency goals; and Commercial systems by the year 2000. In a parallel effort, the program was to focus on adapting the ATS engine to coal-derived or biomass fuels. In Phase 1 of the ATS Program, preliminary investigators on different gas turbine cycles demonstrated that net plant LHV based efficiency greater than 60% was achievable. In Phase 2 the more promising cycles were evaluated in greater detail and the closed-loop steam-cooled combined cycle was selected for development because it offered the best solution with least risk for achieving the ATS Program goals for plant efficiency, emissions, cost of electricity and RAM. Phase 2 also involved conceptual ATS engine and plant design and technology developments in aerodynamics, sealing, combustion, cooling, materials, coatings and casting development. The market potential for the ATS gas turbine in the 2000-2014 timeframe was assessed for combined cycle, simple cycle and integrated gasification combined cycle, for three engine sizes. The total ATS market potential was forecasted to exceed 93 GW. Phase 3 and Phase 3 Extension involved further technology development, component testing and W501ATS engine detail design. The technology development efforts consisted of ultra low NO{sub x} combustion, catalytic combustion, sealing, heat transfer, advanced coating systems, advanced alloys, single crystal casting development and determining the effect of steam on turbine alloys. Included in this phase was full-load testing of the W501G engine at the McIntosh No. 5 site in Lakeland, Florida.

    The program established a collaborative process with domestic industries for the purpose of sharing Navy-developed technology. Private sector businesses were educated so as to increase their awareness of the vast amount of technologies that are available, with an initial focus on technology applications that are related to the Hydrogen, Fuel Cells and Infrastructure Technologies (Hydrogen) Program of the U.S. Department of Energy. Specifically, the project worked to increase industry awareness of the vast technology resources available to them that have been developed with taxpayer funding. NAVSEA-Carderock and the Houston Advanced Research Center teamed with Nicholls State University to catalog NAVSEA-Carderock unclassified technologies, rated the level of readiness of the technologies and established a web based catalog of the technologies. In particular, the catalog contains technology descriptions, including testing summaries and overviews of related presentations.

    Many others in the fusion energy and advanced scientific computing communities participated in the development of this plan. The core planning team is grateful for their important contributions. This summary is meant as a quick overview the Fusion Simulation Program's (FSP's) purpose and intentions. There are several additional documents referenced within this one and all are supplemental or flow down from this Program Plan. The overall science goal of the DOE Office of Fusion Energy Sciences (FES) Fusion Simulation Program (FSP) is to develop predictive simulation capability for magnetically confined fusion plasmas at an unprecedented level of integration and fidelity. This will directly support and enable effective U.S. participation in International Thermonuclear Experimental Reactor (ITER) research and the overall mission of delivering practical fusion energy. The FSP will address a rich set of scientific issues together with experimental programs, producing validated integrated physics results. This is very well aligned with the mission of the ITER Organization to coordinate with its members the integrated modeling and control of fusion plasmas, including benchmarking and validation activities. [1]. Initial FSP research will focus on two critical Integrated Science Application (ISA) areas: ISA1, the plasma edge; and ISA2, whole device modeling (WDM) including disruption avoidance. The first of these problems involves the narrow plasma boundary layer and its complex interactions with the plasma core and the surrounding material wall. The second requires development of a computationally tractable, but comprehensive model that describes all equilibrium and dynamic processes at a sufficient level of detail to provide useful prediction of the temporal evolution of fusion plasma experiments. The initial driver for the whole device model will be prediction and avoidance of discharge-terminating disruptions, especially at high performance, which are a critical impediment to successful operation of machines like ITER. If disruptions prove unable to be avoided, their associated dynamics and effects will be addressed in the next phase of the FSP.

    Our nation faces significant challenges as we enter the 1990s: securing a reliable supply of competitively priced energy, improving the quality of our environment, and increasing our share of foreign markets for goods and services. The US Department of Energy's (DOE) Programs in Renewable Energy are working toward meeting these challenges by developing the technologies that make use of our nation's largest energy resource: renewable energy. The sunlight, wind biomass, flowing water, ocean energy, and geothermal energy that make up the renewable energy resource can be found throughout our nation. These resources can provide all the forms of energy our nation needs: liquid fuels, electricity, and heating and cooling. Renewable energy meets about 10% of our need for these forms of energy today, yet the potential contribution is many times greater. DOE's Programs in Renewable Energy are working side-by-side with American industry to develop the technologies that convert renewable energy resources into practical, cost-competitive energy. After a decade of progress in research, several of these technologies are poised to make large contributions during the 1990s and beyond.     Loop is a powerful program construct in classical computation, but its power is still not exploited fully in quantum computation. The exploitation of such power definitely requires a deep understanding of the mechanism of quantum loop programs. In this paper, we introduce a general scheme of quantum loops and describe its computational process. The notions of termination and almost termination are proposed for quantum loops, and the function computed by a quantum loop is defined. To show their expressive power, quantum loops are applied in describing quantum walks. Necessary and sufficient conditions for termination and almost termination of a general quantum loop on any mixed input state are presented. A quantum loop is said to be (almost) terminating if it (almost) terminates on any input state. We show that a quantum loop is almost terminating if and only if it is uniformly almost terminating. It is observed that a small disturbance either on the unitary transformation in the loop body or on the measurement in the loop guard can make any quantum loop (almost) terminating. Moreover, a representation of the function computed by a quantum loop is given in terms of finite summations of matrices. To illustrate the notions and results obtained in this paper, two simplest classes of quantum loop programs, one qubit quantum loops, and two qubit quantum loops defined by controlled gates, are carefully examined.

    Efficient muon cooling requires high RF gradients in the presence of high (3T) solenoidal fields. The Muon Ionization Cooling Experiment (MICE) also requires that the x-ray production from these cavities is low, in order to minimize backgrounds in the particle detectors that must be located near the cavities. These cavities require thin Be windows to ensure the highest fields on the beam axis. In order to develop these cavities, the MUCOOL RF Program was started about 6 years ago. Initial measurements were made on a six-cell cavity and a single-cell pillbox, both operating at 805 MHz. We have now begun measurements of a 201 MHz pillbox cavity. This program has led to new techniques to look at dark currents, a new model for breakdown and a general model of cavity performance based on surface damage. The experimental program includes studies of thin Be windows, conditioning, dark current production from different materials, magnetic-field effects and breakdown.

    The marine research program supported by the Office of Energy Research, Ecological Research Division, is focused to provide scientific information on major environmental issues facing development and expansion of most energy technologies and energy policy. These issues include waste disposal, siting/operations, and possible long term effects on global systems. The research is concentrated along the United States coastal margins where marine waters provide abundant food and resources while assimilating discharges from atmospheric, terrestrial, and aquatic sources. The program focuses on the formation and transport of particles within the waters of the continental shelf and the fate of these particles, whether on the shelf, on the slope, or in the open ocean. The program is conducted with multidisciplinary teams of researchers who investigate water mass movements, biological productivity, and naturally forming particles, as well as contaminant transport, to develop a clear understanding of the exchanges of contaminants and other materials that take place between continental shelf and open ocean waters. Seventy-five percent of the projects are funded to university grantees and twenty-five percent to National Laboratories.
