Determining root correspondence between previously and newly detected objects

A system that applies attribute and topology based change detection to networks of objects that were detected on previous scans of a structure, roadway, or area of interest. The attributes capture properties or characteristics of the previously detected objects, such as location, time of detection, size, elongation, orientation, etc. The topology of the network of previously detected objects is maintained in a constellation database that stores attributes of previously detected objects and implicitly captures the geometrical structure of the network. A change detection system detects change by comparing the attributes and topology of new objects detected on the latest scan to the constellation database of previously detected objects.

Wet electrostatic precipitator eliminates over 90% of previous emissions

After ten years of searching for an effective air pollution control device, engineers at Teledyne Wah Chang Albany (TWCA) found that zirconium was the best metal in withstanding the gases generated in the manufacturing process of zirconium and hafnium. The best equipment was a two-stage, modular wet electrostatic precipitator to collect the submicron-size particulates in the form of metal oxides, ammonium sulfate, ammonium sulfite and ammonium bisulfite. All nonmetal components of the precipitator were fabricated entirely from industrial grade reinforced thermoset plastics. All metal components, including process water spray components, pipe fittings, and emitting electrodes - to be charged at 45,000 V - were fabricated from zirconium. Stack emission tests indicate the precipitator has eliminated over 90% of previous particulate emissions. Operation has been virtually maintenance free. The zirconium components show no signs of corrosion to date. (DP)

Endovascular Stent-Graft Repair as a Late Secondary Procedure After Previous Aortic Grafts

Thoracic and abdominal aortic endovascular procedures as alternatives to aortic reoperations were studied in three different cases. An anastomotic aneurysm after previous thoracic aortic graft for coarctation, a second-stage elephant trunk repair (descending thoracic aortic aneurysm), and a secondary aneurysm proximal to a previous abdominal aortic graft were successfully treated with endovascular stent-grafts. During the follow-up period no lethal events or major aortic or graft-related complications were observed, except a type II endoleak in the anastomotic aortic aneurysm case. An endovascular stent-graft can be safely deployed into a previously implanted vascular graft, avoiding repeat surgery.

Charged-Particle Thermonuclear Reaction Rates: IV. Comparison to Previous Work

We compare our Monte Carlo reaction rates (see Paper II of this series) to previous results that were obtained by using the classical method of computing thermonuclear reaction rates. For each reaction, the comparison is presented using two types of graphs: the first shows the change in reaction rate uncertainties, while the second displays our new results normalized to the previously recommended reaction rate. We find that the rates have changed significantly for almost all reactions considered here. The changes are caused by (i) our new Monte Carlo method of computing reaction rates (see Paper I of this series), and (ii) newly available nuclear physics information (see Paper III of this series).

The National Renewable Energy Laboratory (NREL) recently released new estimates of the U.S. potential for wind-generated electricity, using advanced wind mapping and validation techniques to triple previous estimates of the size of the nation's wind resources. The new study, conducted by NREL and AWS TruePower, finds that the contiguous 48 states have the potential to generate up to 37 million gigawatt-hours annually. In comparison, the total U.S. electricity generation from all sources was roughly 4 million gigawatt-hours in 2009.

Salvage HDR Brachytherapy for Recurrent Prostate Cancer After Previous Definitive Radiation Therapy: 5-Year Outcomes

Purpose: Evaluate efficacy and toxicity of salvage high-dose-rate brachytherapy (HDRB) for locally recurrent prostate cancer after definitive radiation therapy (RT). Methods and Materials: We retrospectively analyzed 52 consecutively accrued patients undergoing salvage HDRB between 1998 and 2009 for locally recurrent prostate cancer after previous definitive RT. After pathologic confirmation of locally recurrent disease, patients received 36 Gy in 6 fractions. Twenty-four patients received neoadjuvant hormonal therapy before salvage, and no patients received adjuvant hormonal therapy. Determination of biochemical failure after salvage HDRB was based on the Phoenix definition. Overall survival (OS) and bF distributions were calculated using the Kaplan-Meier method. Univariate analyses were performed to identify predictors of biochemical control. Acute and late genitourinary (GU) and gastrointestinal (GI) toxicities, based on Common Terminology Criteria for Adverse Events (version 4), were documented. Results: Median follow-up after salvage HDRB was 59.6 months. The 5-year OS estimate was 92% (95% confidence interval [CI]: 80%-97%) with median survival not yet reached. Five-year biochemical control after salvage was 51% (95% CI: 34%-66%). Median PSA nadir postsalvage was 0.1 (range: 0-7.2) reached at a median of 10.2 months after completing HDRB. As for complications, acute and late grade 3 GU toxicities were observed in only 2% and 2%, respectively. No grade 2 or higher acute GI events and 4% grade 2 GI late events were observed. On univariate analysis, disease-free interval after initial definitive RT (P=.07), percent of positive cores at the time of diagnosis (P=.08), interval from first recurrence to salvage HDRB (P=.09), and pre-HDRB prostate-specific antigen (P=.07) were each of borderline significance in predicting biochemical control after salvage HDRB. Conclusions: Prostate HDRB is an effective salvage modality with relatively few long-term toxicities. We provide potential predictors of biochemical control for prostate salvage HDRB.

For decades, researchers have been applying computer simulation to address problems in biology. However, many of these "grand challenges" in computational biology, such as simulating how proteins fold, remained unsolved due to their great complexity. Indeed, even to simulate the fastest folding protein would require decades on the fastest modern CPUs. Here, we review novel methods to fundamentally speed such previously intractable problems using a new computational paradigm: distributed computing. By efficiently harnessing tens of thousands of computers throughout the world, we have been able to break previous computational barriers. However, distributed computing brings new challenges, such as how to efficiently divide a complex calculation of many PCs that are connected by relatively slow networking. Moreover, even if the challenge of accurately reproducing reality can be conquered, a new challenge emerges: how can we take the results of these simulations (typically tens to hundreds of gigabytes of raw data...

This assessment addresses the impacts to the wildlife populations and wildlife habitats due to the Hungry Horse Dam project on the South Fork of the Flathead River and previous mitigation of theses losses. In order to develop and focus mitigation efforts, it was first necessary to estimate wildlife and wildlife hatitat losses attributable to the construction and operation of the project. The purpose of this report was to document the best available information concerning the degree of impacts to target wildlife species. Indirect benefits to wildlife species not listed will be identified during the development of alternative mitigation measures. Wildlife species incurring positive impacts attributable to the project were identified.

Multi-well pumping tests have been concluded at wells MW79, MW108, and PW1 at the Paducah Gaseous Diffusion Plant (PGDP) to determine the hydraulic properties of the Regional Gravel Aquifer (RGA). Soil cores suggest that the RGA consists of a thin sandy facies (2 to 6 feet) at the top of a thicker (> 10 feet) gravelly facies. Previous analyses have not considered any permeability contrast between the two facies. To assess the accuracy of this assumption, TVA personnel conducted borehole flowmeter tests at wells MW108 and PW1. Well MW79 could not be tested. The high K sand unit is probably 10 times more permeable than comparable zone in the gravelly portion of the RGA. Previous analyses of the three multi-well aquifer tests do not use the same conceptual aquifer model. Data analysis for one pumping test assumed that leakance was significant. Data analysis for another pumping test assumed that a geologic boundary was significant. By collectively analyzing all three tests with the borehole flowmeter results, the inconsistency among the three pumping tests can be explained. Disparity exists because each pumping test had a different placement of observation wells relative to the high K zone delineating by flowmeter testing.

Providing Internet access to Los Alamos National Laboratory technical reports: A case history in providing public access to previously restricted documents

The Los Alamos National Laboratory (LANL) Research Library recently fulfilled a strategic goal of providing worldwide desktop access via the Internet to full-image files of the complete unclassified holdings of Los Alamos technical reports in its Report Collection. This effort began in late 1994 with the scanning of paper and microfiche format reports. Concurrently, the Research Library helped to initiate shifting the model for publishing new technical reports from paper to electronic; the files could then be directly mounted on the Research Library`s Web server. Providing desktop access to these reports was instrumental in expediting the development of internal policies that would better define what documents, previously restricted to the general public, could be publicly released. Undoubtedly, the most significant category of such reports were previously classified reports that had been declassified, but had not gone through a further review for public release. Collaboration with LANL`s Classification Group led to approval for public release of 97% of these reports. The LANL Research Library`s Web site now offers unique and unprecedented access to the world of a huge body of technical reports never available before anywhere in any form. This paper discusses the issues and steps involved in this achievement.

New Insights into the 243Am 48Ca Reaction Products Previously Observed in the Experiments on Elements 113, 115, and 117

Results of a new series of experiments on the study of production cross sections and decay properties of the isotopes of element 115 in the reaction {sup 243}Am + {sup 48}Ca are presented. Twenty-one new decay chains originating from {sup 288}115 were established as the product of the 3n-evaporation channel by measuring the excitation function at three excitation energies of the compound nucleus {sup 291}115. The decay properties of all newly observed nuclei are in full agreement with those we measured in 2003. At the lowest excitation energy E* = 33 MeV, for the first time we registered the product of the 2n-evaporation channel, {sup 289}115, which was also observed previously in the reaction {sup 249}Bk + {sup 48}Ca as the daughter nucleus of the decay of {sup 293}117. The maximum cross section for the production of {sup 288}115 is found to be 8.5 pb at E* {approx} 36 MeV.

Using previous public testimony to prepare risk messages

People need a sense of control over their own lives, but they sometimes feel that they do not have that control when faced with a risk such as that posed by a nuclear power reactor or an incinerator for radioactive waste. Agencies communicating the risk must understand the fears of stakeholders (the people who share in the risk) and try to address those fears. The Emergency Response and Community Right to Know Act, Title 3 of the Superfund Amendments and Reauthorization Act (SARA), is a broad risk communication statute that ensures that the information is available through statutes, public hearings, and the media. To arrive at a decision about a risk concerning them and thereby achieve a sense of control, stakeholders must have access to the information about a decision and then must understand it. Their task is seemingly simple: they only have to use their rights under Title 3 to find information on a risk, act on the information, and make an informed choice about the risk. One way that agencies can help the stakeholders maneuver through the maze of regulations governing a risk and communicating the risk itself is through public hearings that actively seek the involvement of the stakeholders. This report suggests items that should be included in the risk message.

GRB Flares: A New Detection Algorithm, Previously Undetected Flares, and Implications on GRB Physics

Flares in GRB light curves have been observed since shortly after the discovery of the first GRB afterglow. However, it was not until the launch of the Swift satellite that it was realized how common flares are, appearing in nearly 50% of all X-ray afterglows as observed by the XRT instrument. The majority of these observed X-ray flares are easily distinguishable by eye and have been measured to have up to as much fluence as the original prompt emission. Through studying large numbers of these X-ray flares it has been determined that they likely result from a distinct emission source different than that powering the GRB afterglow. These findings could be confirmed if similar results were found using flares in other energy ranges. However, until now, the UVOT instrument on Swift seemed to have observed far fewer flares in the UV/optical than were seen in the X-ray. A Review of Previous Research in Direct Energy Conversion Fission Reactors

From the earliest days of power reactor development, direct energy conversion was an obvious choice to produce high efficiency electric power generation. Directly capturing the energy of the fission fragments produced during nuclear fission avoids the intermediate conversion to thermal energy and the efficiency limitations of classical thermodynamics. Efficiencies of more than 80% are possible, independent of operational temperature. Direct energy conversion fission reactors would possess a number of unique characteristics that would make them very attractive for commercial power generation. These reactors would be modular in design with integral power conversion and operate at low pressures and temperatures. They would operate at high efficiency and produce power well suited for long distance transmission. They would feature large safety margins and passively safe design. Ideally suited to production by advanced manufacturing techniques, direct energy conversion fission reactors could be produced more economically than conventional reactor designs. The history of direct energy conversion can be considered as dating back to 1913 when Moseleyl demonstrated that charged particle emission could be used to buildup a voltage. Soon after the successful operation of a nuclear reactor, E.P. Wigner suggested the use of fission fragments for direct energy conversion. Over a decade after Wigner's suggestion, the first theoretical treatment of the conversion of fission fragment kinetic energy into electrical potential appeared in the literature. Over the ten years that followed, a number of researchers investigated various aspects of fission fragment direct energy conversion. Experiments were performed that validated the basic physics of the concept, but a variety of technical challenges limited the efficiencies that were achieved. Most research in direct energy conversion ceased in the US by the late 1960s. Sporadic interest in the concept appears in the literature until this day, but there have been no recent significant programs to develop the technology.

The maximum likelihood-ratio method is frequently used in COMPTEL analysis to determine the significance of a point source at a given location. In this paper we do not consider whether the likelihood-ratio at a particular location indicates a detection, but rather whether distributions of likelihood-ratios derived from many locations depart from that expected for source free data. We have constructed distributions of likelihood-ratios by reading values from standard COMPTEL maximum-likelihood ratio maps at positions corresponding to the locations of different categories of AGN. Distributions derived from the locations of Seyfert galaxies are indistinguishable, according to a Kolmogorov-Smirnov test, from those obtained from ''random'' locations, but differ slightly from those obtained from the locations of flat spectrum radio loud quasars, OVVs, and BL Lac objects. This difference is not due to known COMPTEL sources, since regions near these sources are excluded from the analysis. We suggest that it might arise from a number of sources with fluxes below the COMPTEL detection threshold.

Almost the totality of the bright foreground sources in the WMAP CMB maps are blazars, a class of sources that show usually also X-ray emission. However, 23 objects in a flux-limited sample of 140 blazars of the WMAP catalog (first year) were never reported before as X-ray sources. We present here the results of 41 Swift observations which led to the detection of all these 23 blazars in the 0.3-10 keV band. We conclude that all micro-wave selected blazars are X-ray emitters and that the distribution of the micro-wave to X-ray spectral slope $\\alpha_{mu x}$ of LBL blazars is very narrow, confirming that the X-ray flux of most blazars is a very good estimator of their micro-wave emission. The X-ray spectral shape of all the objects that were observed long enough to allow spectral analysis is flat and consistent with inverse Compton emission within the commonly accepted view where the radiation from blazars is emitted in a Sychrotron-Inverse-Compton scenario. We conclude that all micro-wave selected blazars are X-ray emitters and that the distribution of the micro-wave to X-ray spectral slope $\\alpha_{mu x}$ of LBL blazars is very narrow, confirming that the X-ray flux of most blazars is a very good estimator of their micro-wave emission. The X-ray spectral shape of all the objects that were observed long enough to allow spectral analysis is flat and consistent with inverse Compton emission within the commonly accepted view where the radiation from blazars is emitted in a Sychrotron-Inverse-Compton scenario. We predict that all blazars and most radio galaxies above the sensitivity limit of the WMAP and of the Planck CMB missions are X-ray sources detectable by the present generation of X-ray satellites. An hypothetical all-sky soft X-ray survey with sensitivity of approximately $10^{-15}$ erg/s would be crucial to locate and remove over 100,000 blazars from CMB temperature and polarization maps and therefore accurately clean the primordial CMB signal from the largest population of extragalactic foreground contaminants.

THE INTEGRATION OF ENGINEERED AND INSTITUTIONAL CONTROLS: A CASE STUDY APPROACH WITH LESSONS LEARNED FROM PREVIOUSLY CLOSED SITES

Environmental remediation efforts that are underway at hundreds of contaminated sites in the United States will not be able to remediate large portions of those sites to conditions that would permit unrestricted access. Rather, large volumes of waste materials, contaminated soils and cleanup residuals will have to be isolated either in place or in new, often on-site, disposal cells with long term monitoring, maintenance and institutional control needs. The challenge continues to be to provide engineering systems and controls that can ensure the protection of public health and the environment over very long time horizons (hundreds to perhaps thousands of years) with minimal intervention. Effective long term management of legacy hazardous and nuclear waste requires an integrated approach that addresses both the engineered containment and control system itself and the institutional controls and other responsibilities that are needed. Decisions concerning system design, monitoring and maintenance, and the institutional controls that will be employed are best done through a "risk-nformed, performance-based" approach. Such an approach should incorporate an analysis of potential "failure" modes and consequences for all important system features, together with lessons learned from experience with systems already in place. The authors will present the preliminary results of a case study approach that included several sites where contamination isolation systems including institutional controls have been implemented. The results are being used together with failure trees and logic diagrams that have been developed for both the engineered barriers and the institutional controls. The use of these analytical tools to evaluate the potential for different levels of failure and associated consequences will be discussed. Of special interest is the robustness of different approaches to providing long-term protection through redundancy and defense in depth.

Following the advent of the atomic age, many nations have investigated the effects of radioactive exposure in animal models. Some of these investigations involved costly and unique experiments that produced tissue and data archives which are unlikely to be reproduced. In an effort to extract the value from these collections, programs have started in Japan, Europe, and America to preserve and make public the data and tissues from these studies for further investigation. The Beagle Dog Experiments, carried out at Argonne National Laboratory from 1952 to 1991 by Thomas Fritz, William Norris, and Tom Seed and supported by grants from the Atomic Energy Commission, investigated the effects of Cobalt-60 radiation on beagle dogs. Documentation from these studies is availible in pdf form. This web portal seeks to make accessible the animal tissues and study data from the Beagle Dog Experiments using data organized by Charles Watson. Use the search form to the left to look for dog data from particular experimental conditions. Click a dog number to return the full dog record. Use the dog record to find tissues of interest and make a sample tissue request. These tissue samples and the data were known until recently as the the U.S. National Radiobiology Archives (NRA) and were maintained as the United States Transuranium and Uranium Registries (USTUR) at Washington State University. Life-span studies using beagle dogs were done at the Argonne National Laboratory, University of California at Davis, Pacific Northwest National Laboratory, Inhalation Toxicology Research Institute, and the University of Utah. The results and many microscope slides from these life-span studies, totaling some 6000 dogs, are now available to researchers. A seminal work included in the Archive is The Atlas of Experimentally-Induced Neoplasia in the Beagle Dog (Watson et al, 1997).

The Umatilla Basin Natural Production Monitoring and Evaluation Project (WWNPME) was funded by Bonneville Power Administration (BPA) as directed by section 4(h) of the Pacific Northwest Electric Power Planning and Conservation Act of 1980 (P. L. 96-501). This project is in accordance with and pursuant to measures 4.2A, 4.3C.1, 7.1A.2, 7.1C.3, 7.1C.4 and 7.1D.2 of the Northwest Power Planning Council's (NPPC) Columbia River Basin Fish and Wildlife Program (NPPC 1994). Work was conducted by the Fisheries Program of the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) under the Umatilla Basin Natural Production Monitoring and Evaluation Project (UBNPME). Chapter One provides an overview of the entire report and shows how the objectives of each statement of work from 1999, 2000, 2001, and 2002 contract years are organized and reported. This chapter also provides background information relevant to the aquatic resources of the Umatilla River Basin. (Figure 1-1, Tables 1-1 and 1-2). Data and reports from this and previous efforts are available on the CTUIR website http://www.umatilla.nsn.us. This project was one of several subprojects of the Umatilla River Basin Fisheries Restoration Master Plan (CTUIR 1984, ODFW 1986) orchestrated to rehabilitate salmon and steelhead runs in the Umatilla River Basin. Subprojects in additions to this project include: Watershed Enhancement and Rehabilitation; Hatchery Construction and Operation; Hatchery Monitoring and Evaluation; Satellite Facility Construction and Operations for Juvenile Acclimation and Adult Holding and Spawning; Fish Passage Construction and Operation; Juvenile and Adult Passage Facility Evaluations; Evaluation of Juvenile Salmonid Outmigration and Survival in the Lower Umatilla River Basin, and Flow Augmentation to Increase Stream Flows below Irrigation Diversions.

Long-range Cooper pair splitter with high entanglement production rate

Cooper pairs in the superconductor are a natural source of spin entanglement. The existing proposals of the Cooper pair splitter can only realize a low efficiency of entanglement production, and its size is constrained by the superconducting coherence length. Here we show that a long-range Cooper pair splitter can be implemented in a normal metal-superconductor-normal metal (NSN) junction by driving a supercurrent in the S. The supercurrent results in a band gap modification of the S, which significantly enhances the crossed Andreev reflection (CAR) of the NSN junction and simultaneously quenches its elastic cotunneling. Therefore, a high entanglement production rate close to its saturation value can be achieved by the inverse CAR. Interestingly, in addition to the conventional entangled electron states between opposite energy levels, novel entangled states with equal energy can also be induced in our proposal.

Clinical Evaluation of Spatial Accuracy of a Fusion Imaging Technique Combining Previously Acquired Computed Tomography and Real-Time Ultrasound for Imaging of Liver Metastases

Purpose: This study was designed to evaluate the spatial accuracy of matching volumetric computed tomography (CT) data of hepatic metastases with real-time ultrasound (US) using a fusion imaging system (VNav) according to different clinical settings. Methods: Twenty-four patients with one hepatic tumor identified on enhanced CT and US were prospectively enrolled. A set of three landmarks markers was chosen on CT and US for image registration. US and CT images were then superimposed using the fusion imaging display mode. The difference in spatial location between the tumor visible on the CT and the US on the overlay images (reviewer no. 1, comment no. 2) was measured in the lateral, anterior-posterior, and vertical axis. The maximum difference (Dmax) was evaluated for different predictive factors.CT performed 1-30 days before registration versus immediately before. Use of general anesthesia for CT and US versus no anesthesia.Anatomic landmarks versus landmarks that include at least one nonanatomic structure, such as a cyst or a calcificationResultsOverall, Dmax was 11.53 {+-} 8.38 mm. Dmax was 6.55 {+-} 7.31 mm with CT performed immediately before VNav versus 17.4 {+-} 5.18 with CT performed 1-30 days before (p < 0.0001). Dmax was 7.05 {+-} 6.95 under general anesthesia and 16.81 {+-} 6.77 without anesthesia (p < 0.0015). Landmarks including at least one nonanatomic structure increase Dmax of 5.2 mm (p < 0.0001). The lowest Dmax (1.9 {+-} 1.4 mm) was obtained when CT and VNav were performed under general anesthesia, one immediately after the other. Conclusions: VNav is accurate when adequate clinical setup is carefully selected. Only under these conditions (reviewer no. 2), liver tumors not identified on US can be accurately targeted for biopsy or radiofrequency ablation using fusion imaging.

This report documents best available information concerning the wildlife species impacted and the degree of the impact. A target species list was developed to focus the impact assessment and to direct mitigation efforts. Many non-target species also incurred impacts but are not discussed in this report. All wildlife habitats inundated by the two reservoirs are represented by the target species. It was assumed the numerous non-target species also affected will be benefited by the mitigation measures adopted for the target species. Impacts addressed are limited to those directly attributable to the loss of habitat and displacement of wildlife populations due to the construction and operation of the two hydroelectric projects. Secondary impacts, such as the relocation of railroads and highways, and the increase of the human population, were not considered. In some cases, both positive and negative impacts were assessed; and the overall net effect was reported. The loss/gain estimates reported represent impacts considered to have occurred during one point in time except where otherwise noted. When possible, quantitative estimates were developed based on historical information from the area or on data from similar areas. Qualitative loss estimates of low, moderate, or high with supporting rationale were assessed for each species or species group.

The Thompson Falls Dam inundated approximately 347 acres of wildlife habitat that likely included conifer forests, deciduous bottoms, mixed conifer-deciduous forests and grassland/hay meadows. Additionally, at least one island, and several gravel bars were inundated when the river was transformed into a reservoir. The loss of riparian and riverine habitat adversely affected the diverse wildlife community inhabiting the lower Clark Fork River area. Quantitative loss estimates were determined for selected target species based on best available information. The loss estimates were based on inundation of the habitat capable of supporting the target species. Whenever possible, loss estimates bounds were developed by determining ranges of impacts based on density estimates and/or acreage loss estimates. Of the twelve target species or species groups, nine were assessed as having net negative impacts. 86 refs., 2 figs., 5 tabs.

This study considered assessing the feasibility of developing small scale hydro-electric power from seven major tributaries within the Hoopa Valley Indian Reservation of Northern California (http://www.hoopa-nsn.gov/). This study pursued the assessment of seven major tributaries of the Reservation that flow into the Trinity River. The feasibility of hydropower on the Hoopa Valley Indian Reservation has real potential for development and many alternative options for project locations, designs, operations and financing. In order to realize this opportunity further will require at least 2-3 years of intense data collection focusing on stream flow measurements at multiple locations in order to quantify real power potential. This also includes on the ground stream gradient surveys, road access planning and grid connectivity to PG&E for sale of electricity. Imperative to this effort is the need for negotiations between the Hoopa Tribal Council and PG&E to take place in order to finalize the power rate the Tribe will receive through any wholesale agreement that utilizes the alternative energy generated on the Reservation.

Rainwater Wildlife Area Management Plan Executive Summary : A Columbia Basin Wildlife Mitigation Project.

This Executive Summary provides an overview of the Draft Rainwater Wildlife Area Management Plan. The comprehensive plan can be viewed on the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) website at: www.umatilla.nsn.us or requested in hard copy from the CTUIR at the address below. The wildlife area was established in September 1998 when the CTUIR purchased the Rainwater Ranch through Bonneville Power Administration (BPA) for purposes of fish and wildlife mitigation for the McNary and John Day dams. The Management Plan has been developed under a standardized planning process developed by BPA for Columbia River Basin Wildlife Mitigation Projects (See Guiding Policies Section below). The plan outlines the framework for managing the project area, provides an assessment of existing conditions and key resource issues, and presents an array of habitat management and enhancement strategies. The plan culminates into a 5-Year Action Plan that will focus management actions and prioritize funding during the 2002-2006 planning period. Since acquisition of the property in late 1998, the CTUIR has conducted an extensive baseline resource assessment in preparation for the management plan, initiated habitat restoration in the Griffin Fork drainage to address road-related resource damage caused by roads constructed for forest practices and an extensive flood event in 1996, and initiated infrastructure developments associated with the Access and Travel Management Plan (i.e., installed parking areas, gates, and public information signs). In addition to these efforts, the CTUIR has worked to set up a long-term funding mechanism with BPA through the NPPC Fish and Wildlife Program. The CTUIR has also continued to coordinate closely with local and state government organizations to ensure consistency with local land use laws and maintain open lines of communication regarding important issues such as big game hunting, tribal member exercise of treaty rights, and public access. During the past two years, non-Indian public concern over big game hunting issues has at times overwhelmed other issues related to the wildlife area. In 2001, the CTUIR Fish and Wildlife Committee closed the wildlife area to tribal branch antlered bull elk harvest in response to harvest data that indicated harvest rates were greater than expected. In addition, illegal harvest of mature bull elk in southeastern Washington during the 2001 season exceeded the legal tribal and nontribal harvest combined which has created a potential significant regression in the bull;cow ratio in the Blue Mountain Elk herd. CTUIR Fish and Wildlife Committee and staff and Washington Department of Fish and Wildlife Regional Director and staff have been coordinating regularly to develop strategies to address harvest rates and ensure protection of viable big game herds in southeastern Washington. The CTUIR Fish and Wildlife Committee and WDFW has jointly agreed to continue close coordination on this and other issues and continue working together to ensure the long-term vigor of the elk herd on the Rainwater Wildlife Area. The purpose of the project is to protect, enhance, and mitigate fish and wildlife resources impacted by Columbia River Basin hydroelectric development. The effort is one of several wildlife mitigation projects in the region developed to compensate for terrestrial habitat losses resulting from the construction of McNary and John Day Hydroelectric facilities located on the mainstem Columbia River. While this project is driven primarily by the purpose and need to mitigate for wildlife habitat losses, it is also recognized that management strategies will also benefit many other non-target fish and wildlife species and associated natural resources.

Quantum Decoherence of Subcritical Bubble in Electroweak Phase Transition

In a weakly first order phase transition the typical scale of a subcritical bubble calculated in our previous papers turned out to be too small. At this scale quantum fluctuations may dominate and our previous classical result may be altered. So we examine the critical size of a subcritical bubble where quantum-to-classical transition occurs through quantum decoherence. We show that this critical size is almost equal to the typical scale which we previously obtained.
