    We compare our Monte Carlo reaction rates (see Paper II of this series) to previous results that were obtained by using the classical method of computing thermonuclear reaction rates. For each reaction, the comparison is presented using two types of graphs: the first shows the change in reaction rate uncertainties, while the second displays our new results normalized to the previously recommended reaction rate. We find that the rates have changed significantly for almost all reactions considered here. The changes are caused by (i) our new Monte Carlo method of computing reaction rates (see Paper I of this series), and (ii) newly available nuclear physics information (see Paper III of this series).

    A general review of the technical merits of nuclear thermal rocket clustering is presented.   1. Rhabdomyosarcoma Arising in a Previously Irradiated Field: An Analysis of 43 Patients

    Patients with soft tissue sarcomas that arise from previously irradiated fields have traditionally been reported to have a poor prognosis. In this report, we examined the characteristics and outcomes of patients who developed a rhabdomyosarcoma in a previously irradiated field (RMS-RIF); we hypothesize that these patients should have a better outcome compared to other postradiation soft tissue sarcomas as these tumors are chemosensitive and radiosensitive. A PubMed search of the literature from 1961-2010 yielded 33 studies with data for patients with RMS-RIF. The study included 43 patients with a median age of 6.5 years at the time of radiation therapy (RT) for the initial tumor. The median RT dose was 48 Gy. The median latency period, the time from RT to development of RMS-RIF, was 8 years. The 3-year overall survival for RMS-RIF was 42%. The 3-year overall survival was 66% for patients receiving chemotherapy and local treatment (surgery and/or RT) compared to 29% for those who had systemic treatment only or local treatment only (P=.049). Other factors associated with increased 3-year overall survival included retinoblastoma initial diagnosis (P<.001), age ?18 years at diagnosis of RMS-RIF (P=.003), favorable site (P=.008), and stage 1 disease (P=.002). Age at time of RMS-RIF, retinoblastoma initial tumor, favorable site, stage 1 disease, and use of both systemic and local treatment were found to be favorable prognostic factors for 3-year overall survival.

    Purpose: Evaluate efficacy and toxicity of salvage high-dose-rate brachytherapy (HDRB) for locally recurrent prostate cancer after definitive radiation therapy (RT). Methods and Materials: We retrospectively analyzed 52 consecutively accrued patients undergoing salvage HDRB between 1998 and 2009 for locally recurrent prostate cancer after previous definitive RT. After pathologic confirmation of locally recurrent disease, patients received 36 Gy in 6 fractions. Twenty-four patients received neoadjuvant hormonal therapy before salvage, and no patients received adjuvant hormonal therapy. Determination of biochemical failure after salvage HDRB was based on the Phoenix definition. Overall survival (OS) and bF distributions were calculated using the Kaplan-Meier method. Univariate analyses were performed to identify predictors of biochemical control. Acute and late genitourinary (GU) and gastrointestinal (GI) toxicities, based on Common Terminology Criteria for Adverse Events (version 4), were documented. Results: Median follow-up after salvage HDRB was 59.6 months. The 5-year OS estimate was 92% (95% confidence interval [CI]: 80%-97%) with median survival not yet reached. Five-year biochemical control after salvage was 51% (95% CI: 34%-66%). Median PSA nadir postsalvage was 0.1 (range: 0-7.2) reached at a median of 10.2 months after completing HDRB. As for complications, acute and late grade 3 GU toxicities were observed in only 2% and 2%, respectively. No grade 2 or higher acute GI events and 4% grade 2 GI late events were observed. On univariate analysis, disease-free interval after initial definitive RT (P=.07), percent of positive cores at the time of diagnosis (P=.08), interval from first recurrence to salvage HDRB (P=.09), and pre-HDRB prostate-specific antigen (P=.07) were each of borderline significance in predicting biochemical control after salvage HDRB. Conclusions: Prostate HDRB is an effective salvage modality with relatively few long-term toxicities. We provide potential predictors of biochemical control for prostate salvage HDRB.

    Purpose: To compare the development of intimal hyperplasia after deployment of a self-expanding nitinol stent with and without previous percutaneous transluminal balloon angioplasty (PTA), with the results after PTA alone. Methods: In nine healthy pigs, the iliac arteries were divided into three groups: group 1 (n = 6 arteries) was treated with PTA; group 2 n 6)with insertion of self-expanding stents after PTA; and group 3 (n = 6) with stent insertion without previous PTA. After 8 weeks the vessels were examined with intravascular ultrasonography,histologic examination and morphometric analysis. Results: Although the injury index in group 1 (0.17{+-} 0.57) was lower (p <0.05) than in group 2 (0.26 {+-} 0.06) and group 3 (0.26 {+-} 0.08), PTA-treated arteries showed significantly (p <0.05) reduced mean luminal gain (0.53 {+-} 2.84) compared with arteries treated with PTA prior to stenting (2.58 {+-} 1.38) and compared with stenting alone (4.65 {+-}5.34). Stenting after PTA resulted in a higher (p<0.05) restenosis index (2.63 {+-} 1.06) compared with stenting without PTA (1.35 {+-} 0.59). Group 2 also had a significantly thicker intimap <0.05) and 83% and 74% higher intima/mediaratio (p <0.05) compared with groups 1 and 3, respectively. Conclusion: Insertion of a self-expandable nitinol stent without previous PTA results in less intimalhyperplasia than if PTA is performed prior to stenting, suggesting that direct stenting can be used in angioplasty sessions with a favorable outcome.

    This assessment addresses the impacts to the wildlife populations and wildlife habitats due to the Libby Dam project on the Kootenai River and previous mitigation of these losses. The current assessment documents the best available information concerning the impacts to the wildlife populations inhabiting the project area prior to construction of the dam and creation of the reservoir. Many of the impacts reported in this assessment differ from those contained in the earlier document compiled by the Fish and Wildlife Service; however, this document is a thorough compilation of the available data (habitat and wildlife) and, though conservative, attempts to realistically assess the impacts related to the Libby Dam project. Where appropriate the impacts resulting from highway construction and railroad relocation were included in the assessment. This was consistent with the previous assessments.

    EPA-approved computer software packages, including CAP88-PC, are used by Department of Energy sites to demonstrate compliance with the radionuclide air emission standard under the Clean Air Act. The most recent update, CAP88-PC version 3, was approved by EPA in February 2006 for use by Department of Energy facilities. Version 3 incorporates several major changes that have the potential to affect calculated doses relative to calculations using earlier versions. This analysis examined the types and magnitudes of changes to dose estimates for specific radionuclides calculated using the version 3 software compared with the previous versions. Total effective dose calculated with version 3 was compared to effective dose equivalent calculated with previous versions for parent radionuclides and for the total dose from radionuclide chains. Various comparisons were also performed to determine which of the updates in version 3 accounted for changes in overall dose estimates. CAP88-PC version 3 would produce substantially different results relative to previous versions of the code for a number of radionuclides, including some isotopes that may be present at Department of Energy facilities, as well as those used for industrial and medical applications. In general, doses for many radionuclides are lower using version 3 but doses for a few key radionuclides would be higher.

    The Los Alamos National Laboratory (LANL) Research Library recently fulfilled a strategic goal of providing worldwide desktop access via the Internet to full-image files of the complete unclassified holdings of Los Alamos technical reports in its Report Collection. This effort began in late 1994 with the scanning of paper and microfiche format reports. Concurrently, the Research Library helped to initiate shifting the model for publishing new technical reports from paper to electronic; the files could then be directly mounted on the Research Library`s Web server. Providing desktop access to these reports was instrumental in expediting the development of internal policies that would better define what documents, previously restricted to the general public, could be publicly released. Undoubtedly, the most significant category of such reports were previously classified reports that had been declassified, but had not gone through a further review for public release. Collaboration with LANL`s Classification Group led to approval for public release of 97% of these reports. The LANL Research Library`s Web site now offers unique and unprecedented access to the world of a huge body of technical reports never available before anywhere in any form. This paper discusses the issues and steps involved in this achievement.

    The future expansion of nuclear power will require not just electricity production but fuel cycle facilities such as fuel fabrication and reprocessing plants. As large reprocessing facilities are built in various states, they must be built and operated in a manner to minimize the risk of nuclear proliferation. Process monitoring has returned to the spotlight as an added measure that can increase confidence in the safeguards of special nuclear material (SNM). Process monitoring can be demonstrated to lengthen the allowable inventory period by reducing accountancy requirements, and to reduce the false positive indications. The next logical step is the creation of a Safeguards Envelope, a set of operational parameters and models to maximize anomaly detection and inventory period by process monitoring while minimizing operator impact and false positive rates. A brief example of a rudimentary Safeguards Envelope is presented, and shown to detect synthetic diversions overlaying a measured processing plant data set. This demonstration Safeguards Envelope is shown to increase the confidence that no SNM has been diverted with minimal operator impact, even though it is based on an information sparse environment. While the foundation on which a full Safeguards Envelope can be built has been presented in historical demonstrations of process monitoring, several requirements remain yet unfulfilled. Future work will require reprocessing plant transient models, inclusion of “non-traditional” operating data, and exploration of new methods of identifying subtle events in transient processes.

    The authors have studied a leukemic stem-cell line, DU.528, that is able to differentiate into myeloid and lymphoid cells. The leukemic cells have a translocation between chromosomes 1 and 14, t(1;14)(p33;q11), which they have molecularly cloned and sequenced. Initial screening used joining (J)-segment probes from the T-cell receptor (TCR) {alpha}- and {delta}-chain loci. In apparent concert with the translocation, a deletion has occurred between {delta}-chain diversity (D)-region genes D{sub {delta}1} and D{sub {delta}2}. The nature of the D{sub {delta}1}-D{sub {delta}2} deletional event implicates a lymphoid recombinase in the mechanism of the translocation. As a consequence of the translocation, an unusual fusion transcript was generated. Probes from chromosome 1 detected a previously unreported transcript in RNA from both the cell line and the patient. A chromosome 14 probe identified the same transcript, thus confirming a fusion transcript derived from both chromosomes 1 and 14. This translocation may identify a gene for which they propose the name SCL (stem-cell leukemia) that is important for hemopoietic development and oncogenesis and that has been disrupted or altered in this stem-cell line.

    Light pollution is a form of environmental degradation in which excessive artificial outdoor lighting, such as street lamps, neon signs, and illuminated signboards, affects the natural environment and the ecosystem. Poorly designed outdoor lighting not only wastes energy, money, and valuable Earth resources, but also robs us of our beautiful night sky. Effects of light pollution on the night sky can be evaluated by the skyglow caused by these artificial lighting sources, through measurements of the night sky brightness (NSB). The Hong Kong Night Sky Brightness Monitoring Network (NSN) was established to monitor in detail the conditions of light pollution in Hong Kong. Monitoring stations were set up throughout the city covering a wide range of urban and rural settings to continuously measure the variations of the NSB.     This paper describes the approach of dealing with an historic legacy of pharmaceutical manufacturing operations, which arose as a result of the temporary cessation of sea disposal in 1983. The result of that cessation was an accumulation of 1,000 reinforced concrete lined steel drums containing intermediate level nuclear waste of mixed chemical and physical form. Included are the steps taken which established a policy, the resulting strategy and the unique and innovative means by which the plan was implemented. The objective was to reduce the financial liability of the waste contained within the drums by removing those portions that had already decayed, segregating the waste in terms of non disposable and disposable isotopes, size reduction and long-term storage of the residues in a retrievable waste form. As part of this process the Company established a UK strategy which would ensure that the Company was self sufficient in radioactive waste handling storage facilities until the provision of a national facility, currently predicted to be approximately 2040.

    We present Bayesian Analysis for Nearby Young AssociatioNs II (BANYAN II), a modified Bayesian analysis for assessing the membership of later-than-M5 objects to any of several Nearby Young Associations (NYAs). In addition to using kinematic information (from sky position and proper motion), this analysis exploits 2MASS-WISE color-magnitude diagrams in which old and young objects follow distinct sequences. As an improvement over our earlier work, the spatial and kinematic distributions for each association are now modeled as ellipsoids whose axes need not be aligned with the Galactic coordinate axes, and we use prior probabilities matching the expected populations of the NYAs considered versus field stars. We present an extensive contamination analysis to characterize the performance of our new method. We find that Bayesian probabilities are generally representative of contamination rates, except when a parallax measurement is considered. In this case contamination rates become significantly smaller and hence Bayesian probabilities for NYA memberships are pessimistic. We apply this new algorithm to a sample of 158 objects from the literature that are either known to display spectroscopic signs of youth or have unusually red near-infrared colors for their spectral type. Based on our analysis, we identify 25 objects as new highly probable candidates to NYAs, including a new M7.5 bona fide member to Tucana-Horologium, making it the latest-type member. In addition, we reveal that a known L2? dwarf is co-moving with a bright M5 dwarf, and we show for the first time that two of the currently known ultra red L dwarfs are strong candidates to the AB Doradus moving group. Several objects identified here as highly probable members to NYAs could be free-floating planetary-mass objects if their membership is confirmed.

    Almost the totality of the bright foreground sources in the WMAP CMB maps are blazars, a class of sources that show usually also X-ray emission. However, 23 objects in a flux-limited sample of 140 blazars of the WMAP catalog (first year) were never reported before as X-ray sources. We present here the results of 41 Swift observations which led to the detection of all these 23 blazars in the 0.3-10 keV band. We conclude that all micro-wave selected blazars are X-ray emitters and that the distribution of the micro-wave to X-ray spectral slope $\\alpha_{mu x}$ of LBL blazars is very narrow, confirming that the X-ray flux of most blazars is a very good estimator of their micro-wave emission.     Following the advent of the atomic age, many nations have investigated the effects of radioactive exposure in animal models. Some of these investigations involved costly and unique experiments that produced tissue and data archives which are unlikely to be reproduced. In an effort to extract the value from these collections, programs have started in Japan, Europe, and America to preserve and make public the data and tissues from these studies for further investigation. The Beagle Dog Experiments, carried out at Argonne National Laboratory from 1952 to 1991 by Thomas Fritz, William Norris, and Tom Seed and supported by grants from the Atomic Energy Commission, investigated the effects of Cobalt-60 radiation on beagle dogs. Documentation from these studies is availible in pdf form. This web portal seeks to make accessible the animal tissues and study data from the Beagle Dog Experiments using data organized by Charles Watson. Use the search form to the left to look for dog data from particular experimental conditions. Click a dog number to return the full dog record. Use the dog record to find tissues of interest and make a sample tissue request. These tissue samples and the data were known until recently as the the U.S. National Radiobiology Archives (NRA) and were maintained as the United States Transuranium and Uranium Registries (USTUR) at Washington State University. Life-span studies using beagle dogs were done at the Argonne National Laboratory, University of California at Davis, Pacific Northwest National Laboratory, Inhalation Toxicology Research Institute, and the University of Utah. The results and many microscope slides from these life-span studies, totaling some 6000 dogs, are now available to researchers. A seminal work included in the Archive is The Atlas of Experimentally-Induced Neoplasia in the Beagle Dog (Watson et al, 1997).

    Cooper pairs in the superconductor are a natural source of spin entanglement. The existing proposals of the Cooper pair splitter can only realize a low efficiency of entanglement production, and its size is constrained by the superconducting coherence length. Here we show that a long-range Cooper pair splitter can be implemented in a normal metal-superconductor-normal metal (NSN) junction by driving a supercurrent in the S. The supercurrent results in a band gap modification of the S, which significantly enhances the crossed Andreev reflection (CAR) of the NSN junction and simultaneously quenches its elastic cotunneling. Therefore, a high entanglement production rate close to its saturation value can be achieved by the inverse CAR. Interestingly, in addition to the conventional entangled electron states between opposite energy levels, novel entangled states with equal energy can also be induced in our proposal.

    Purpose: Automatic tube current modulation (TCM) has been widely used in modern multi-detector CT to reduce noise spatial nonuniformity and streaks to improve dose efficiency. With the advent of statistical iterative reconstruction (SIR), it is expected that the importance of TCM may diminish, since SIR incorporates statistical weighting factors to reduce the negative influence of photon-starved rays. The purpose of this work is to address the following questions: Does SIR offer the same benefits as TCM? If yes, are there still any clinical benefits to using TCM? Methods: An anthropomorphic CIRS chest phantom was scanned using a state-of-the-art clinical CT system equipped with an SIR engine (Veo™, GE Healthcare). The phantom was first scanned with TCM using a routine protocol and a low-dose (LD) protocol. It was then scanned without TCM using the same protocols. For each acquisition, both FBP and Veo reconstructions were performed. All scans were repeated 50 times to generate an image ensemble from which noise spatial nonuniformity (NSN) and streak artifact levels were quantified. Monte-Carlo experiments were performed to estimate skin dose. Results: For FBP, noise streaks were reduced by 4% using TCM for both routine and LD scans. NSN values were actually slightly higher with TCM (0.25) than without TCM (0.24) for both routine and LD scans. In contrast, for Veo, noise streaks became negligible (<1%) with or without TCM for both routine and LD scans, and the NSN was reduced to 0.10 (low dose) or 0.08 (routine). The overall skin dose was 2% lower at the shoulders and more uniformly distributed across the skin without TCM. Conclusion: SIR without TCM offers superior reduction in noise nonuniformity and streaks relative to FBP with TCM.     The paper reports the demonstration of linear and similar responses of a Ratfisch RS-55CA flame ionization detector (FID) to a solvent mixture identical to the volatile organic compounds (VOCs) in the coating and catalyst (NSN 8010-01-336-3036) and to the calibrating gas (propane) used in field calibrations of the FID. Sensitivity and linearity have been shown to extend from 715 to 45 mg/cu m, which brackets the calculated short-term exposure limit (STEL) and lower action thresholds. Monitoring is maintained constantly and, under field conditions, equilibration occurs rapidly (analysis and output transpire in milliseconds). As a trigger for fail-safe conversion from recirculation mode to a straight-through paint spray booth configuration, the FID may confidently be expected to initiate a corrective response before a transient elevation of VOC concentrations overexposes area personnel.

The feasibility of hydropower on the Hoopa Valley Indian Reservation has real potential for development and many alternative options for project locations, designs, operations and financing. In order to realize this opportunity further will require at least 2-3 years of intense data collection focusing on stream flow measurements at multiple locations in order to quantify real power potential. This also includes on the ground stream gradient surveys, road access planning and grid connectivity to PG&E for sale of electricity. Imperative to this effort is the need for negotiations between the Hoopa Tribal Council and PG&E to take place in order to finalize the power rate the Tribe will receive through any wholesale agreement that utilizes the alternative energy generated on the Reservation.
