    This report describes the work of NREL's Energy Storage group for FY2011. The National Renewable Energy Laboratory (NREL) supports energy storage R&D under the Vehicle Technologies Program at the U.S. Department of Energy (DOE). The DOE Energy Storage program's charter is to develop battery technologies that will enable large market penetration of electric drive vehicles. These vehicles could have a significant impact on the nation's goal of reducing dependence on imported oil and gaseous pollutant emissions. DOE has established several program activities to address and overcome the barriers limiting the penetration of electric drive battery technologies: cost, performance, safety, and life. These programs are: (1) Advanced Battery Development [through the United States Advanced Battery Consortium (USABC)]; (2) Testing, Design and Analysis (TDA); (3) Applied Battery Research (ABR); and (4) Focused Fundamental Research, or Batteries for Advanced Transportation Technologies (BATT). In FY11, DOE funded NREL to make technical contributions to all of these R&D activities. This report summarizes NREL's R&D projects in FY11 in support of the USABC, TDA, ABR, and BATT program elements. In addition, we continued the enhancement of NREL's battery testing facilities funded through the American Reinvestment and Recovery Act (ARRA) of 2009. The FY11 projects under NREL's Energy Storage R&D program are briefly described below. Each of these is discussed in depth in the main sections of this report.

These activities include: 1. supporting the Battery Technology Development Program with battery thermal characterization and modeling and with energy storage system simulations and analysis; 2. supporting the Applied Research Program by developing thermal models to address abuse of Li-Ion batteries; and 3. supporting the Focused Long-Term Research Program by investigating improved Li-Ion battery electrode materials.     The objective of this Electric Infrastructure Technology, Training and Assessment Program was to enhance the reliability of electricity delivery through engineering integration of real-time technologies for wide-area applications enabling timely monitoring and management of grid operations. The technologies developed, integrated, tested and demonstrated will be incorporated into grid operations to assist in the implementation of performance-based protection/preventive measures into the existing electric utility infrastructure. This proactive approach will provide benefits of reduced cost and improved reliability over the typical schedule-based and as needed maintenance programs currently performed by utilities. Historically, utilities have relied on maintenance and inspection programs to diagnose equipment failures and have used the limited circuit isolation devices, such as distribution main circuit breakers to identify abnormal system performance. With respect to reliable problem identification, customer calls to utility service centers are often the sole means for utilities to identify problem occurrences and determine restoration methodologies. Furthermore, monitoring and control functions of equipment and circuits are lacking; thus preventing timely detection and response to customer outages. Finally, the two-way flow of real-time system information is deficient, depriving decision makers of key information required to effectively manage and control current electric grid demands to provide reliable customer service in abnormal situations. This Program focused on advancing technologies and the engineering integration required to incorporate them into the electric grid operations to enhance electrical system reliability and reduce utility operating costs.

    This paper reports that during the last 10 years computer-aided video data collection and playback systems have been used as nuclear facility security training and assessment tools with varying degrees of success. These mobile systems have been used by trained security personnel for response force training, vulnerability assessment, force-on-force exercises and crisis management. Typically, synchronous recordings from multiple video cameras, communications audio, and digital sensor inputs; are played back to the exercise participants and then edited for training and briefing. Factors that have influence user acceptance include: frequency of use, the demands placed on security personnel, fear of punishment, user training requirements and equipment cost. The introduction of S-VHS video and new software for scenario planning, video editing and data reduction; should bring about a wider range of security applications and supply the opportunity for significant cost sharing with other user groups.

  5. Building capacity for Health Impact Assessment: Training outcomes from the United States

    Background: Despite the continued growth of Health Impact Assessment (HIA) in the US, there is little research on HIA capacity-building. A comprehensive study of longer-term training outcomes may reveal opportunities for improving capacity building activities and HIA practice. Methods: We conducted in-depth interviews with HIA trainees in the United States to assess their outcomes and needs. Using a training evaluation framework, we measured outcomes across a spectrum of reaction, learning, behavior and results. Results: From 2006 to 2012, four organizations trained over 2200 people in at least 75 in-person HIA trainings in 29 states. We interviewed 48 trainees, selected both randomly and purposefully. The mean duration between training and interview was 3.4 years. Trainees reported that their training objectives were met, especially when relevant case-studies were used. They established new collaborations at the trainings and maintained them. Training appeared to catalyze more holistic thinking and practice, including a range of HIA-related activities. Many trainees disseminated what they learned and engaged in components of HIA, even without dedicated funding. Going forward, trainees need assistance with quantitative methods, project management, community engagement, framing recommendations, and evaluation. Conclusions: The research revealed opportunities for a range of HIA stakeholders to refine and coordinate training resources, apply a competency framework and leverage complimentary workforce development efforts, and sensitize and build the capacity of communities. - Highlights: • We interviewed HIA trainees in the United States to assess longer-term outcomes. • Training appeared to catalyze a range of beneficial partnerships and activities. • Trainees reported outstanding needs for specific skills and competencies. • There are various opportunities to improve training and capacity-building.

  8. Military Ecological Risk Assessment Framework (MERAF) for Assessment of Risks of Military Training and Testing to Natural Resources

    The objective of this research is to provide the DoD with a framework based on a systematic, risk-based approach to assess impacts for management of natural resources in an ecosystem context. This risk assessment framework is consistent with, but extends beyond, the EPA's ecological risk assessment framework, and specifically addresses DoD activities and management needs. MERAF is intended to be consistent with existing procedures for environmental assessment and planning with DoD testing and training. The intention is to supplement these procedures rather than creating new procedural requirements. MERAF is suitable for use for training and testing area assessment and management. It does not include human health risks nor does it address specific permitting or compliance requirements, although it may be useful in some of these cases. Use of MERAF fits into the National Environmental Policy Act (NEPA) process by providing a consistent and rigorous way of organizing and conducting the technical analysis for Environmental Impact Statements (EISs) (Sigal 1993; Carpenter 1995; Canter and Sadler 1997). It neither conflicts with, nor replaces, procedural requirements within the NEPA process or document management processes already in place within DoD.

    Physician performance and outcomes are being scrutinised by health care providers to improve patient safety and cost efficiency. Patients are best served by physicians who have undergone appropriate specialist training and assessment and perform large numbers of cases to maintain their skills. The Cardiovascular and Interventional Radiological Society of Europe has put into place a curriculum for training in interventional radiology (IR) and a syllabus with an examination, the European Board of Interventional Radiology, providing evidence of attainment of an appropriate and satisfactory skill set for the safe practice of IR. This curriculum is appropriate for IR where there is a high volume of image-guided procedures in vascular and nonvascular organ systems with cross-use of minimally invasive techniques in patients with a variety of disease processes. Other specialties may require different, longer, and more focused training if their experience is “diluted” by the need to master a different skill set.

    The paper summarizes the results of the in progress EU Project titled TRIPOD (Training Civil Engineers on Post-Earthquake Safety Assessment of Damaged Buildings), funded under the Leonardo Da Vinci program. The main theme of the project is the development of a methodology and a learning platform for the training of technicians involved in post-earthquake building safety inspections. In the event of a catastrophic earthquake, emergency building inspections constitute a major undertaking with severe social impact. Given the inevitable chaotic conditions and the urgent need of a great number of specialized individuals to carry out inspections, past experience indicates that inspection teams are often formed in an adhoc manner, under stressful conditions, at a varying levels of technical expertise and experience, sometime impairing the reliability and consistency of the inspection results. Furthermore each Country has its own building damage and safety assessment methodology, developed according to its experience, laws, building technology and seismicity. This holds also for the partners participating to the project (Greece, Italy, Turkey, Cyprus), that all come from seismically sensitive Mediterranean countries. The project aims at alleviating the above shortcomings by designing and developing a training methodology and e-platform, forming a complete training program targeted at inspection engineers, specialized personnel and civil protection agencies. The e-learning platform will provide flexible and friendly authoring mechanisms, self-teaching and assessment capabilities, course and trainee management, etc. Courses will be also made available as stand-alone multimedia applications on CD and in the form of a complete pocket handbook.     Training simulators have become increasingly popular tools for instructing humans on performance in complex environments. However, the question of how to provide individualized and scenario-specific assessment and feedback to students remains largely an open question. In this work, we follow-up on previous evaluations of the Automated Expert Modeling and Automated Student Evaluation (AEMASE) system, which automatically assesses student performance based on observed examples of good and bad performance in a given domain. The current study provides a rigorous empirical evaluation of the enhanced training effectiveness achievable with this technology. In particular, we found that students given feedback via the AEMASE-based debrief tool performed significantly better than students given only instructor feedback on two out of three domain-specific performance metrics.

    This report presents the results of the preliminary assessment (PA) conducted by Argonne National Laboratory at the Michigan Army National Guard property near Augusta, Michigan. Preliminary assessments of federal facilities are being conducted to compile the information necessary for completing preremedial activities and to provide a basis for establishing corrective actions in response to releases of hazardous substances. The principal objective of the PA is to characterize the site accurately and determine the need for further action by examining site activities, quantities of hazardous substances present, and potential pathways by which contamination could affect public health and the environment. This PA satisfies, for the Fort Custer Training Center, phase I of the Department of Defense Installation Restoration Program. The environmentally significant operations associated with the property are (1) storage of hazardous materials and hazardous waste, (2) storage and dispensing of fuel, (3) washing of vehicles and equipment, and (4) weapons training ranges that may have accumulated lead.

    The Department of Energy and its contractors are faced with environmental concerns and large waste management costs. Federal legislation and DOE Orders require sites to develop waste minimization/pollution prevention programs. In response to these requirements, the Kansas City Plant developed a pollution prevention tool called a pollution prevention opportunity assessment (PPOA). Pilot assessments resulted in the development of a graded approach to reduce the amount of effort required for activities that utilized nonhazardous and/or low-volume waste streams. The project`s objectives in FY95 were to validate DOE`s PPOA Graded Approach methodology, provide PPOA training and technical assistance to interested DOE personnel and DOE contractors, enhance the methodology with energy analysis and tools for environmental restoration activities, implement a DOE-wide PPOA database, and provide support to DOE EM-334 in the completion of a report which estimates the future potential for pollution prevention and waste minimization in the DOE complex.

    The U.S. Agency for International Development (USAID), through their partnership with the U.S. Department of the Interior (DOI), requested the support of Oak Ridge National Laboratory (ORNL) to provide specialized technical assistance as part of the Smart Infrastructure for the Mekong (SIM) Program in Thailand. Introduced in July 2013 by U.S. Secretary of State John Kerry, SIM is a U.S. Government Inter-Agency program that provides Lower Mekong partner countries with targeted, demand-driven technical and scientific assistance to support environmentally sound, climate conscious and socially equitable infrastructure, clean energy development, and water resources optimization. The U.S. Government is committed to supporting sustainable economic development within the region by providing tools, best practices, technical assistance, and lessons learned for the benefit of partner countries. In response to a request from the Electricity Generating Authority of Thailand (EGAT), a SIM project was developed with two main activities: 1) to promote hydropower sustainability and efficiency through technical assessment training at two existing hydropower assets in Thailand, and 2) the design and implementation of one national and two or three regional science and policy workshops, to be co-hosted with EGAT, to build common understanding of and commitment to environmental and social safeguards for Mekong Basin hydropower projects. The U.S. Department of Energy (DOE) is leading the technical assessment (Activity 1), and has contracted ORNL to provide expert technical assistance focused on increasing efficiency at existing projects, with the goal of increasing renewable energy generation at little to no capital cost.     Capturing carbon dioxide (CO2) and injecting it into deep underground formations for storage (carbon capture and underground storage, or CCUS) is one way of reducing anthropogenic CO2 emissions. Gas or aqueous-phase leakage may occur due to transport via faults and fractures, through faulty well bores, or through leaky confining materials. Contaminants of concern include aqueous salts and dissolved solids, gaseous or aqueous-phase organic contaminants, and acidic gas or aqueous-phase fluids that can liberate metals from aquifer minerals. Understanding the mechanisms and parameters that can contribute to leakage of the CO2 and the ultimate impact on shallow water aquifers that overlie injection formations is an important step in evaluating the efficacy and risks associated with long-term CO2 storage. Three students were supported on the grant Training Graduate and Undergraduate Students in Simulation and Risk Assessment for Carbon Sequestration. These three students each examined a different aspect of simulation and risk assessment related to carbon dioxide sequestration and the potential impacts of CO2 leakage. Two performed numerical simulation studies, one to assess leakage rates as a function of fault and deep reservoir parameters and one to develop a method for quantitative risk assessment in the event of a CO2 leak and subsequent changes in groundwater chemistry. A third student performed an experimental evaluation of the potential for metal release from sandstone aquifers under simulated leakage conditions. This study has resulted in two student first-authored published papers {Siirila, 2012 #560}{Kirsch, 2014 #770} and one currently in preparation {Menke, In prep. #809}.

  2. Assessment of the risk of transporting propane by truck and train

    The risk of shipping propane is discussed and the risk assessment methodology is summarized. The risk assessment model has been constructed as a series of separate analysis steps to allow the risk to be readily reevaluated as additional data becomes available or as postulated system characteristics change. The transportation system and accident environment, the responses of the shipping system to forces in transportation accidents, and release sequences are evaluated to determine both the likelihood and possible consequences of a release. Supportive data and analyses are given in the appendices. The risk assessment results are related to the year 1985 to allow a comparison with other reports in this series. Based on the information presented, accidents involving tank truck shipments of propane will be expected to occur at a rate of 320 every year; accidents involving bobtails would be expected at a rate of 250 every year. Train accidents involving propane shipments would be expected to occur at a rate of about 60 every year. A release of any amount of material from propane trucks, under both normal transportation and transport accident conditions, is to be expected at a rate of about 110 per year. Releases from propane rail tank cars would occur about 40 times a year. However, only those releases that occur during a transportation accident or involve a major tank defect will include sufficient propane to present the potential for danger to the public. These significant releases can be expected at the lower rate of about fourteen events per year for truck transport and about one event every two years for rail tank car transport. The estimated number of public fatalities resulting from these significant releases in 1985 is fifteen. About eleven fatalities per year result from tank truck operation, and approximately half a death per year stems from the movement of propane in rail tank cars.

    The mission of the United States Department of Energy (DOE) National Nuclear Security Administrations (NNSA's) Global Threat Reduction Initiative (GTRI) is to identify, secure, recover and facilitate the disposition of vulnerable nuclear and high-risk radioactive materials around the world that pose a threat to the United States and the international community. The GTRI's unique mission to reduce and protect vulnerable nuclear and radiological materials located at civilian sites worldwide directly addresses recommendations of the 9/11 Commission1, and is a vital part of the President's National Security Strategy and the Global Initiative. The GTRI Remote Monitoring System (RMS) is a standalone security system that includes radiation and tamper alarms, and CCTV; which can be transmitted securely over the Internet to multiple on-site and off-site locations. Through our experiences during installation of the system at 162 sites, plus feedback received from Alarm Response Training course participants, site input to project teams and analysis of trouble calls; indications were that current system training was lacking and inconsistent. A survey was undertaken to gather information from RMS users across the nation, to evaluate the current level of training and determine what if any improvements needed to be made. Additional questions were focused on the operation of the RMS software. The training survey was initially sent electronically to 245 users at the RMS sites and achieved a 37.6% return rate. Analysis of the resulting data revealed that 34.6% of the respondents had not received training or were unsure if they had, despite the fact that vendor engineers provide training at installation of the system. Any training received was referred to as minimal, and brief, not documented, and nothing in writing. 63.7% of respondents said they were either not at all prepared or only somewhat prepared to use the RMS software required to effectively operate the system.     An independent review of the remedial investigation activities at a Superfund site was performed at the request of the site owners. The site in question was being labeled as containing radioactive contamination by the state environmental protection agency based on the results of the remedial investigation sampling program, which reported above background concentrations of potassium-40 at the site. This determination would have resulted in the entire site being considered as a mixed waste hazard, with extreme consequences for the cleanup actions. The independent review of the site sampling, measurement techniques, data analysis, and report preparation discovered problems with each of these activities. These problems included failing to perform subcontractor quality assurance oversight, as well as internal quality assurance failures related to verification of critical data. Additionally, the staff at both the state environmental protection agency and the remedial contractor were poorly trained in the field of radioactive assessments and statistical data analysis. These problems delayed the site remedial actions on the most important contaminants, including xylene, arsenic, and various metals. The cost of the site remedial investigation was significantly increased, as over $300,000 were spent just on assessing and litigating the potassium-40 health hazard issue. The independent review concluded that the problems were caused by inadequate quality assurance programs compounded by a lack of proper training of the personnel performing the work. Either a good quality assurance program at the remediation contractor or use of effectively trained personnel analyzing the data would likely have avoided the problems.

    The Department of Energy (DOE) and its contractors are faced with a large waste management problem as are other industries. One of the tools used in a successful waste minimization pollution prevention (WMin/P2) program is a process waste assessment (PWA). The purpose of this project was to share the Kansas City Plant`s (KCP`s) PWA expertise with other DOE personnel and DOE contractors. This consisted of two major activities: (1) The KCP`s PWA graded approach methodology was modified with the assistance of DOE/Defense Program`s laboratories, and (2) PWA training and technical assistance were provided to interested DOE personnel and DOE contractors. This report documents the FY93 efforts, lesson learned, and future plans for both PWA-related activities.
