    This report documents the results of the environmental management assessment performed at the National Renewable Energy Laboratory (NREL) in Golden, Colorado. The onsite portion of the assessment was conducted from September 14 through September 27, 1993, by DOE`s Office of Environmental Audit (EH-24) located within the Office of the Assistant Secretary for Environment, Safety, and Health (EH-1). During this assessment, the activities conducted by the assessment team included reviews of internal documents and reports from previous audits and assessments; interviews with US Department of Energy (DOE) and NREL contractor personnel; and inspections and observations of selected facilities and operations. The environmental management assessment of NREL focused on the adequacy of environmental management systems and assessed the formality of programs employing an approach that recognizes the level of formality implementing environmental programs may vary commensurate with non-nuclear research and development operations. The Assessment Team evaluated environmental monitoring, waste management and National Environmental Policy Act (NEPA) activities at NREL, from a programmatic standpoint. The results of the evaluation of these areas are contained in the Environmental Protection Programs section of this report. The scope of the NREL Environmental Management Assessment was comprehensive and included all areas of environmental management. At the same time, environmental monitoring, waste management, and NEPA activities were evaluated to develop a programmatic understanding of these environmental disciplines, building upon the results of previous appraisals, audits, and reviews performed at the NREL.

    NREL's fleet test and evaluation team assesses the fuel savings potential of semi-automated truck platooning of line-haul sleeper cabs with modern aerodynamics. Platooning reduces aerodynamic drag by grouping vehicles together and safely decreasing the distance between them via electronic coupling, which allows multiple vehicles to accelerate or brake simultaneously. In 2014, the team conducted track testing of three SmartWay tractor - two platooned tractors and one control tractor—at varying steady-state speeds, following distances, and gross vehicle weights. While platooning improved fuel economy at all speeds, travel at 55 mph resulted in the best overall miles per gallon. The lead truck demonstrated fuel savings up to 5.3% while the trailing truck saved up to 9.7%. A number of conditions impact the savings attainable, including ambient temperature, distance between lead and trailing truck, and payload weight. Future studies may look at ways to optimize system fuel efficiency and emissions reductions.

    The US DOE, through the National Renewable Energy Laboratory (NREL), is working with Brazilian government agencies and several utilities to bring adequate electric power to remote rural areas. These organizations are collaborating on a joint venture, begun in 1992, designed to bring photovoltaic- and wind-generated electricity to the Brazilian countryside. Rural homes in eight Brazilian states, rather than just the initial two states targeted in the original plan, will be provided with electric lighting powered by renewable energy systems. The project is also bringing much-needed electricity for refrigeration and water pumping to many village schools, community centers and medical clinics. The primary objective of the cost-shared, joint US/Brazilian project is to assess the efficiency, operability, and reliability of renewable energy-based rural electrification.

    WEC-Sim is a DOE-funded software tool being jointly developed by NREL and SNL. WEC-Sim computationally models wave energy converters (WEC), devices that generate electricity using movement of water systems such as oceans, rivers, etc. There is great potential for WECs to generate electricity, but as of yet, the industry has yet to establish a commercially viable concept. Modeling, design, and simulations tools are essential to the successful development of WECs. Commercial WEC modeling software tools can't be modified by the user. In contrast, WEC-Sim is a free, open-source, and flexible enough to be modified to meet the rapidly evolving needs of the WEC industry. By modeling the power generation performance and dynamic loads of WEC designs, WEC-Sim can help support the development of new WEC devices by optimizing designs for cost of energy and competitiveness. By being easily accessible, WEC-Sim promises to help level the playing field in the WEC industry. Importantly, WEC-Sim is also excellent at its job! In 2014, WEC-Sim was used in conjunction with NREL’s FAST modeling software to win a hydrodynamic modeling competition. WEC-Sim and FAST performed very well at predicting the motion of a test device in comparison to other modeling tools. The most recent version of WEC-Sim (v1.1) was released in April 2015.

    With funding from the U.S. Department of Energy’s Vehicle Technologies Office, the National Renewable Energy Laboratory (NREL) conducts real-world performance evaluations of advanced medium- and heavy-duty fleet vehicles. Evaluation results can help vehicle manufacturers fine-tune their designs and assist fleet managers in selecting fuel-efficient, low-emission vehicles that meet their economic and operational goals. In 2011, NREL launched a large-scale performance evaluation of medium-duty electric vehicles. With support from vehicle manufacturers Smith and Navistar, NREL research focused on characterizing vehicle operation and drive cycles for electric delivery vehicles operating in commercial service across the nation.

    This NREL highlight describes a simulation-based study that analyzes the energy impacts of oversized residential air conditioners. Researchers found that, if parasitic power losses are minimal, there is very little increase in energy use for oversizing an air conditioner. The research demonstrates that new residential air conditioners can be sized primarily based on comfort considerations, because capacity typically has minimal impact on energy efficiency. The results of this research can be useful for contractors and homeowners when choosing a new air conditioner or heat pump during retrofits of existing homes. If the selected unit has a crankcase heater, performing proper load calculations to be sure the new unit is not oversized will help avoid excessive energy use.

    The industrial sector consumes 25% of the total energy in the U.S. and produces 18% of the greenhouse gas (GHG) emissions. Energy Systems Integration (ESI) opportunities can reduce those values and increase the profitability of that sector. This presentation outlines several options. Combined heat and power (CHP) is an option that is available today for many applications. In some cases, it can be extended to trigeneration by adding absorbtion cooling. Demand response is another option in use by the industrial sector - in 2012, industry provided 47% of demand response capacity. A longer term option that combines the benefits of CHP with those of demand response is hybrid energy systems (HESs).     When electricity is generated - either from a renewable or non-renewable power plant - the electrons added to the grid are indistinguishable. So, on what basis can a consumer of electricity claim to be using renewables? In the United States, renewable energy certificates (RECs) were developed as states passed renewable portfolio standards (RPSs) and were requiring fuel mix disclosure labels. RECs are also used in the voluntary market, where customers are buying renewables to meet sustainability goals. The concept of RECs is used most widely in the United States, but international markets also have tradable renewable electricity certificates. This fact sheet reviews how to ensure that RECs are not double-counted, roles of electricity regulators, renewable generators and purchasers. It concludes with a discussion of the international use of RECs.

However, the operation of most buildings, even ones that are properly constructed and commissioned at the start, can deviate significantly from the original design intent over time, particularly due to control system overrides and growing plug and data center loads. With early planning for systems such as submetering and occupant engagement tools, operators can identify and remedy the problems. This guide is a primer for owners and owners’ representatives who are pursuing HPBs. It describes processes that have been successful in the planning, procurement, and operation of HPBs with exceptional energy efficiency. Much of the guidance offered results from a series of semi-structured conference calls with a technical advisory group of 15 owners and operators of prominent HPBs in the United States. The guide provides a prescription for planning, achieving, and maintaining an HPB. Although the guide focuses on the operations stage of buildings, many of the operations practices are specified during the planning stage.

    Solar maps provide monthly average daily total solar resource information on grid cells. The insolation values represent the resource available to a flat plate collector, such as a photovoltaic panel, oriented due south at an angle from horizontal to equal to the latitude of the collector location. [Copied from http://www.nrel.gov/gis/solar.html] Several types of solar maps are made available. The U.S. Solar resource maps show the resource potential for energy from photovoltaics and from concentrating solar power (CSP). Both sets of maps are available in low or high resolution. A dynamic map based on version 2 of PVWATTS calculates electrical energy performance estimates for a grid-connected photovoltaic system. The map of U.S. Solar Measurement Station Locations is also dynamic, showing the spatial distribution of measurement stations across the U.S. that are monitored by programs and agencies such as DOE's Atmospheric Radiation Measurement (ARM) Program or NREL's Cooperative Network for Renewable Resource Measurements (CONFRRM). Clicking on a station location will take the user to the website of that station. Finally, static map images providing solar resource information averaged by month are also available.

U.S. companies participating in this evaluation project received funding from the American Recovery and Reinvestment Act to cover part of the cost of purchasing these vehicles. Through this project, Navistar will build and deploy all-electric medium-duty trucks. The trucks will be deployed in diverse climates across the country.     Automakers have been mass producing hybrid electric vehicles (HEVs) for well over a decade, and the technology has proven to be very effective at reducing per-vehicle fuel use. However, the incremental cost of HEVs such as the Toyota Prius or Ford Fusion Hybrid remains several thousand dollars higher than the cost of comparable conventional vehicles, which has limited HEV market penetration. The b b b b battery energy storage device is typically the component with the greatest contribution toward this cost increment, so significant cost reductions/performance improvements to the energy storage system (ESS) can correspondingly improve the vehicle-level cost/benefit relationship. Such an improvement would in turn lead to larger HEV market penetration and greater aggregate fuel savings. The United States Advanced Battery Consortium (USABC) and the U.S. Department of Energy (DOE) Energy Storage Program managers asked the National Renewable Energy Laboratory (NREL) to collaborate with a USABC Workgroup and analyze the trade-offs between vehicle fuel economy and reducing the decade-old minimum energy requirement for power-assist HEVs. NREL’s analysis showed that significant fuel savings could still be delivered from an ESS with much lower energy storage than the previous targets, which prompted USABC to issue a new set of lower-energy ESS (LEESS) targets that could be satisfied by a variety of technologies. With support from DOE, NREL has developed an HEV test platform for in-vehicle performance and fuel economy validation testing of the hybrid system using such LEESS devices. This presentation describes development of the vehicle test platform, and laboratory as well as in-vehicle evaluation results with alternate energy storage configurations as compared to the production battery system.     NREL has developed a device to test one of the most challenging failure mechanisms of lithium-ion (Li-ion) batteries -- a battery internal short circuit. Many members of the technical community believe that this type of failure is caused by a latent flaw that results in a short circuit between electrodes during use. As electric car manufacturers turn to Li-ion batteries for energy storage, solving the short circuit problem becomes more important. To date, no reliable and practical method exists to create on-demand internal shorts in Li-ion cells that produce a response that is relevant to the ones produced by field failures. NREL and NASA have worked to establish an improved ISC cell-level test method that simulates an emergent internal short circuit, is capable of triggering the four types of cell internal shorts, and produces consistent and reproducible results. Internal short circuit device design is small, low-profile and implantable into Li-ion cells, preferably during assembly. The key component is an electrolyte-compatible phase change material (PCM). The ISC is triggered by heating the cell above PCM melting temperature (presently 40 degrees C – 60 degrees C). In laboratory testing, the activated device can handle currents in excess of 300 A to simulate hard shorts (< 2 mohms). Phase change from non-conducting to conducting has been 100% successful during trigger tests.

    This presentation summarizes opportunities for hydrogen energy storage and power-to-gas and presents the results of a market analysis performed by the National Renewable Energy Laboratory to quantify the value of energy storage. Hydrogen energy storage and power-to-gas systems have the ability to integrate multiple energy sectors including electricity, transportation, and industrial. On account of the flexibility of hydrogen systems, there are a variety of potential system configurations. Each configuration will provide different value to the owner, customers and grid system operator. This presentation provides an economic comparison of hydrogen storage, power-to-gas and conventional storage systems. The total cost is compared to the revenue with participation in a variety of markets to assess the economic competitiveness. It is found that the sale of hydrogen for transportation or industrial use greatly increases competitiveness. Electrolyzers operating as demand response devices (i.e., selling hydrogen and grid services) are economically competitive, while hydrogen storage that inputs electricity and outputs only electricity have an unfavorable business case. Additionally, tighter integration with the grid provides greater revenue (e.g., energy, ancillary service and capacity markets are explored). Lastly, additional hours of storage capacity is not necessarily more competitive in current energy and ancillary service markets and electricity markets will require new mechanisms to appropriately compensate long duration storage devices.
