    Voltage on the North American bulk system is normally regulated by synchronous generators, which typically are provided with voltage schedules by transmission system operators. In the past, variable generation plants were considered very small relative to conventional generating units, and were characteristically either induction generator (wind) or line-commutated inverters (photovoltaic) that have no inherent voltage regulation capability. However, the growing level of penetration of non-traditional renewable generation - especially wind and solar - has led to the need for renewable generation to contribute more significantly to power system voltage control and reactive power capacity. Modern wind-turbine generators, and increasingly PV inverters as well, have considerable dynamic reactive power capability, which can be further enhanced with other reactive support equipment at the plant level to meet interconnection requirements. This report contains a set of recommendations to the North-America Electricity Reliability Corporation (NERC) as part of Task 1-3 (interconnection requirements) of the Integration of Variable Generation Task Force (IVGTF) work plan. The report discusses reactive capability of different generator technologies, reviews existing reactive power standards, and provides specific recommendations to improve existing interconnection standards.

    Tangential beam radiotherapy is routinely used for radiation therapy after breast conserving surgery. A tissue-equivalent bolus placed on the irradiated area shifts the depth of the dose distribution; this bolus provides uniform dose distribution to the breast. The gel bolus made by the BANG-Pro{sup ®} polymer gel and in an oxygen non-transmission pack was applicable as a dosimeter to measure dose distribution in near-surface buildup region. We validated the use of the gel bolus to improve in the whole-breast/chest wall, including the near-surface buildup region.

    The RNS (Research Notes System) is a set of programs and databases designed to aid the research worker in gathering, maintaining, and using notes taken from the literature. The sources for the notes can be books, journal articles, reports, private conversations, conference papers, audiovisuals, etc. The system ties the databases together in a relational structure, thus eliminating data redundancy while providing full access to all the information. The programs provide the means for access andmore » data entry in a way that reduces the key-entry burden for the user. Each note has several data fields. Included are the text of the note, the subject classification (for retrieval), and the reference identification data. These data are divided into four databases: Document data - title, author, publisher, etc., fields to identify the article within the document; Note data - text and page of the note; Sublect data - subject categories to ensure uniform spelling for searches. Additionally, there are subsidiary files used by the system, including database index and temporary work files. The system provides multiple access routes to the notes, both structurally (access method) and topically (through cross-indexing). Output may be directed to a printer or saved as a file for input to word processing software.« less

    These lecture notes for criticality safety are prepared for the training of Department of Energy supervisory, project management, and administrative staff. Technical training and basic mathematics are assumed. The notes are designed for a two-day course, taught by two lecturers. Video tapes may be used at the options of the instructors. The notes provide all the materials that are necessary but outside reading will assist in the fullest understanding. The course begins with a nuclear physics overview. The reader is led from the macroscopic world into the microscopic world of atoms and the elementary particles that constitute atoms. The particles, their masses and sizes and properties associated with radioactive decay and fission are introduced along with Einstein's mass-energy equivalence. Radioactive decay, nuclear reactions, radiation penetration, shielding and health-effects are discussed to understand protection in case of a criticality accident. Fission, the fission products, particles and energy released are presented to appreciate the dangers of criticality. Nuclear cross sections are introduced to understand the effectiveness of slow neutrons to produce fission. Chain reactors are presented as an economy; effective use of the neutrons from fission leads to more fission resulting in a power reactor or a criticality excursion. The six-factor formula is presented for managing the neutron budget. This leads to concepts of material and geometric buckling which are used in simple calculations to assure safety from criticality. Experimental measurements and computer code calculations of criticality are discussed. To emphasize the reality, historical criticality accidents are presented in a table with major ones discussed to provide lessons-learned. Finally, standards, NRC guides and regulations, and DOE orders relating to criticality protection are presented.

    This application note describes how to model steady-state power flows and transient events in electric power grids with the SPICE-compatible Xyce TM Parallel Electronic Simulator developed at Sandia National Labs. This application notes provides a brief tutorial on the basic devices (branches, bus shunts, transformers and generators) found in power grids. The focus is on the features supported and assumptions made by the Xyce models for power grid elements. It then provides a detailed explanation, including working Xyce netlists, for simulating some simple power grid examples such as the IEEE 14-bus test case.

    In the aftermath of the consumer price shocks and short-term power shortages of the 2000-01 electricity crisis, policymakers and regulators in Western states are placing increased emphasis on integrated resource planning (IRP), resource adequacy and assessment and a diversified portfolio of resources to meet the needs of electricity consumers. In some states, this has led to a resurgence in state and utility commitments to energy efficiency. Increasing interest in acquiring energy efficiency as a power-system resource is also driven by the desire to dampen high growth rates in electricity demand in some Western states, rapid increases in natural gas prices, concerns about the environmental impacts of electricity generation (e.g. water consumption by power plants, air quality), and the potential of energy efficiency to provide utility bill savings for households and businesses (WGA CDEAC 2006). Recognizing the cost-competitiveness and environmental benefits of energy efficiency, the Western Governor's Association (WGA) has set a high priority for energy efficiency, establishing a goal of reducing projected electricity demand by 20% across the West by 2020 in a policy resolution on Clean and Diversified Energy for the West (WGA 2004). Nationally, the need for improved tracking of demand-side resources in load forecasting is formalized in the North American Electric Reliability Council (NERC)'s recently adopted reliability standards, which utilities and regional reliability organizations will need to comply with (NERC 2005a and 2005b). In this study, we examine the treatment of energy efficiency in recent resource plans issued by fourteen investor-owned utilities (IOUs) in the Western United States and Canada. The goals of this study are to: (1) summarize energy-efficiency resources as represented in a large sample of recent resource plans prepared by Western utilities and identify key issues; (2) evaluate the extent to which the information provided in current

    Recently Verlinde proposed that gravity is an entropic force caused by information changes when a material body moves away from the holographic screen. In this note we apply this argument to brane cosmology, and show that the cosmological equation can be derived from this holographic scenario.

This application note will describe how to use the open source schematic capture tool gschem and its associated netlist creation tool gnetlist to create basic circuit designs for Xyce, and how to access advanced features of Xyce that are not directly supported by either gschem or gnetlist.

    Administration of the NERC of NICCR began at Penn State in December of 2005 and ended in December of 2011. During that time, five requests for proposals were released and five rounds of proposals were reviewed, awarded and administered. Throughout this award, 203 pre-proposals have been received by the NERC in five RFPS and 110 full proposals invited. Of the 110 full proposals reviewed, 53 were funded (most in full, some partially) resulting in 51 subcontracts. These awards were distributed among 17 universities and 3 non-governmental research institutes. Full proposals have been received from 29 universities and 5 non-governmental research institutes. Research activities have now been completed.

    Solar radiation attenuators called opal filters have been used for several decades to calibrate photographic film in instruments used to measure the brightness of the solar corona. The primary component used in fabricating these filters is opal glass. New measurements of the transmittance of the HAO fundamental standard set of opal filters were begun in September, 1988. Since nearly two decades had passed from the time of the last calibration measurements, there was concern that the transmittance of the filters might have changed. Another motivation for recalibrating the opal filters was the desire to know the transmittance values in spectral regions above and below those used in 1970. The spectral regions chosen were 450 nm, 550 nm, 650 nm and 800 nm. Comparisons of transmittance are made with the previous values, and new transmittance values are given.

    We have optimized the beam parameters of line source electron gun using Stanford Linear Accelerator Centre electron beam trajectory program (EGUN), utilizing electrostatic focusing only. We measured minimum beam diameter as 0.5 mm that corresponds to power density of 68.9 kW/cm{sup 2} at 13.5 mm in the post-anode region which is more than two-fold (33 kW/cm{sup 2}), of the previously reported results. The gun was operated for the validation of the theoretical results and found in good agreement. The gun is now without any magnetic and electrostatic focusing thus much simpler and more powerful.

    We present simulation and test of an indirectly heated strip source electron beam gun assembly using Stanford Linear Accelerator Center (SLAC) electron beam trajectory program. The beam is now sharply focused with 3.04 mm diameter in the post anode region at 15.9 mm. The measured emission current and emission density were 1.12 A and 1.15 A/cm{sup 2}, respectively, that corresponds to power density of 11.5 kW/cm{sup 2}, at 10 kV acceleration potential. The simulated results were compared with then and now experiments and found in agreement. The gun is without any biasing, electrostatic and magnetic fields; hence simple and inexpensive. Moreover, it is now more powerful and is useful for accelerators technology due to high emission and low emittance parameters.

    This volume contains a compilation of 57 notes written by Dr. Klaus Halbach selected from his collection of over 1650 such documents. It provides an historic snapshot of the evolution of magnet technology and related fields as the notes range from as early as 1965 to the present, and is intended to show the breadth of Dr. Halbach`s interest and ability that have long been an inspiration to his many friends and colleagues. As Halbach is an experimental physicist whose scientific interests span many areas, and who does his most innovative work with pencil and paper rather than at the workbench or with a computer, the vast majority of the notes in this volume were handwritten and their content varies greatly--some reflect original work or work for a specific project, while others are mere clarifications of mathematical calculations or design specifications. As the authors converted the notes to electronic form, some were superficially edited and corrected, while others were extensively re-written to reflect current knowledge and notation. The notes are organized under five categories which reflect their primary content: Beam Position Monitors, (bpm), Current Sheet Electron Magnets (csem), Magnet Theory, (thry), Undulators and Wigglers (u-w), and Miscellaneous (misc). Within the category, they are presented chronologically starting from the most recent note and working backwards in time.

    Plug-in hybrid electric vehicles (PHEVs) are being developed around the world, with much work aiming to optimize engine and battery for efficient operation, both during discharge and when grid electricity is available for recharging. However, the general expectation has been that the grid will not be greatly affected by the use of PHEVs because the recharging will occur during off-peak hours, or the number of vehicles will grow slowly enough so that capacity planning will respond adequately. This expectation does not consider that drivers will control the timing of recharging, and their inclination will be to plug in when convenient, rather than when utilities would prefer. It is important to understand the ramifications of adding load from PHEVs onto the grid. Depending on when and where the vehicles are plugged in, they could cause local or regional constraints on the grid. They could require the addition of new electric capacity and increase the utilization of existing capacity. Usage patterns of local distribution grids will change, and some lines or substations may become overloaded sooner than expected. Furthermore, the type of generation used to meet the demand for recharging PHEVs will depend on the region of the country and the timing of recharging. This paper analyzes the potential impacts of PHEVs on electricity demand, supply, generation structure, prices, and associated emission levels in 2020 and 2030 in 13 regions specified by the North American Electric Reliability Corporation (NERC) and the U.S. Department of Energy's (DOE's) Energy Information Administration (EIA), and on which the data and analysis in EIA's Annual Energy Outlook 2007 are based (Figure ES-1). The estimates of power plant supplies and regional hourly electricity demand come from publicly available sources from EIA and the Federal Energy Regulatory Commission.     This study addresses the delineation of US coal market regions and their evolution since the 1973 Arab oil embargo. Dichotomizing into compliance (low sulfur) and high sulfur coal deliveries, market regions are generated for 1973, 1977, and 1983. Focus is restricted to steam coal shipments to electric utilities, which currently account for over 80% of the total domestic market. A two-stage method is used. First, cluster analyses are performed on the origin-destination shipments data to generate baseline regions. This is followed by multiple regression analyses on CIF delivered price data for 1983. Sensitivity analysis on the configuration of the regions is also conducted, and some thoughts on the behavior of coal markets conclude the paper. 37 references, 6 figures, 2 tables.

    The Northeast Regional Biomass Program has been in operation for a period of nine years. During this time, state managed programs and technical programs have been conducted covering a wide range of activities primarily aim at the use and applications of wood as a fuel. These activities include: assessments of available biomass resources; surveys to determine what industries, businesses, institutions, and utility companies use wood and wood waste for fuel; and workshops, seminars, and demonstrations to provide technical assistance. In the Northeast, an estimated 6.2 million tons of wood are used in the commercial and industrial sector, where 12.5 million cords are used for residential heating annually. Of this useage, 1504.7 mw of power has been generated from biomass. The use of wood energy products has had substantial employment and income benefits in the region. Although wood and woodwaste have received primary emphasis in the regional program, the use of municipal solid waste has received increased emphasis as an energy source. The energy contribution of biomass will increase as potentia users become more familiar with existing feedstocks, technologies, and applications. The Northeast Regional Biomass Program is designed to support region-specific to overcome near-term barriers to biomass energy use.
