Wholesale trade in electricity plays an important role for the US electric utility industry. Wholesale, or bulk power, transactions allow electric utilities to reduce power costs, increase power supply options, and improve reliability. In 1996, the wholesale trade market totaled 2.3 trillion kilowatthours, over 73% of total sales to ultimate consumers. This publication, Electric Trade in the United States 1996 (ELECTRA), is the sixth in a series of reports on wholesale power transactions prepared by the Office of Coal, Nuclear, Electric and Alternate Fuels, Energy Information Administration (EIA). The electric trade data are published biennially. The first report presented 1986 data, and this report provides information on the electric power industry during 1996. The electric trade data collected and presented in this report furnish important information on the wholesale structure found within the US electric power industry. The patterns of interutility trade in the report support analyses of wholesale power transactions and provide input for a broader understanding of bulk power market issues that define the emerging national electric energy policies. This publication, Electric Trade in the US 1992 (ELECTRA), is the fourth in a series of reports on wholesale power transactions prepared by the Electric Data Systems Branch, Survey Management Division, Office of Coal, Nuclear, Electric and Alternate Fuels, Energy Information Administration (EIA). The electric trade data are published biennially. The first report presented 1986 data, and this report provides information on the electric power industry during 1992. The electric trade data collected and presented in this report furnish important information on the wholesale structure found within the US electric power industry. The patterns of interutility trade in the report support analyses of wholesale power transactions and provide input for a broader understanding of bulk power market issues that define the emerging national electric energy policies. The report includes information on the quantity of power purchased, sold, exchanged, and wheeled; the geographical locations of transactions and ownership classes involved; and the revenues and costs. Information on the physical transmission system are being included for the first time in this publication. Transmission data covering investor-owned electric utilities were shifted from the Financial Statistics of Selected Investor-Owned Electric Utilities to the ELECTRA publication. Some of the prominent features of this year`s report include information and data not published before on transmission lines for publicly owned utilities and transmission lines added during 1992 by investor-owned electric utilities.

Factors affecting expanded electricity trade in North America

The authors explore factors that affect electricity trade between enterprises in the US and Canada and the US and Mexico. They look to those underlying policy and institutional factors that affect the relative costs of producing electricity in the three countries. In particular, they consider six factors that appear to have a significant impact on electricity trade in North America: differences in the types of economic regulation of power leading to differences in cost recovery for wholesale and retail power and wheeling charges; changing regulatory attitudes, placing more emphasis on demand-side management and environmental concerns; differences in energy and economic policies; differences in national and subnational environmental policies; changing organization of electric power industries which may foster uncertainty, change historical relationships, and provide other potentially important sources of power for distribution utilities; and differences in the ability of enterprises to gain access to electric power markets because of restrictions placed on transmission access. In Section 2, the authors discuss the regulation of electricity trade in North America and provide an overview of the recent trading experience for electricity between Canada and the US and between Mexico and the US, including the volume of that trade over the past decade and existing transmission capacity between regions of the three countries. In Section 3, they look at the benefits that accrue to trading counties and what those benefits are likely to be for the three countries. The discussion in Section 4 centers on the relevant provisions of the Canada Free Trade Agreement and the proposed North American Free Trade Agreement. In Section 5, they set the stage for the discussion of policy and institutional differences presented in Section 6 by outlining differences in the organization of the electric power sectors of Canada, the US, and Mexico. The study is synthesized in Section 7.

However, the reference to Orlov is to a talk at a workshop in 2012, and is unpublished and difficult for independent researchers to access and validate. Cap and trade programs are increasingly being used to reduce emissions from electricity generation in the United States. Cap and trade programs primarily target emitting generators, but programs have also included renewable generators, such as wind generators. States cite several reasons why they have considered the policy option of including renewable generators in cap and trade programs: to provide an incentive for lower-emitting generation, to achieve emissions reductions in non-capped pollutants, and to gain local economic benefits associated with renewable energy projects. The U.S. Environmental Protection Agency also notes these rationales for considering this policy alternative, and the National Association of Regulatory Commissioners (NARUC) passed a resolution supporting the inclusion of renewable energy in cap and trade programs. This report explores why states consider this policy option, what participation could mean for wind generators, and how wind generation can most effectively be included in state, federal, and regional cap and trade programs.

Gauss's law in integral form states that closed surface integral of electric field is proportional to net charge present within the volume bounded by this closed surface. Gauss's law in differential form states that divergence of electric field is proportional to charge's volume density. From Gauss's law it is concluded that in vacuum, where no electric charges are present, divergence of electric field and closed surface integral of electric field are zero. In this paper we make an attempt to theoretically prove that for time-varying electric fields Gauss's law is not valid. In other words, for time-varying electric field even in vacuum divergence of electric field and closed surface integral of electric field are non-zero. We do this by considering simple sinusoidal motion of the charge and then by calculating closed surface integral at specific time of time-varying electric field due to charge motion. We present a versatile high voltage sample stick that fits into all cryomagnets and standard cryostats at the Swiss Spallation Neutron Source, Paul Scherrer Institut, and which provides a low effort route to neutron scattering experiments that combine electric field with low temperature and magnetic field. The stick allows for voltages up to 5 kV and can be easily adapted for different scattering geometries. We discuss the design consideration and thermal behavior of the stick, and give one example to showcase the abilities of the device.

Multi-Megawatt Power System Trade Study

As part of a larger task, the Idaho National Engineering and Environmental Laboratory (INEEL) was tasked to perform a trade study comparing liquid-metal cooled reactors having Rankine power conversion systems with gas-cooled reactors having Brayton power conversion systems. This report summarizes the approach, the methodology, and the results of that trade study. Findings suggest that either approach has the possibility to approach the target specific mass of 3-5 kg/kWe for the power system, though it appears either will require improvements to achieve that. Higher reactor temperatures have the most potential for reducing the specific mass of gas-cooled reactors but do not necessarily have a similar effect for liquid-cooled Rankine systems. Fuels development will be the key to higher reactor operating temperatures. Higher temperature turbines will be important for Brayton systems. Both replacing lithium coolant in the primary circuit with gallium and replacing potassium with sodium in the power loop for liquid systems increase system specific mass. Changing the feed pump turbine to an electric motor in Rankine systems has little effect. Key technologies in reducing specific mass are high reactor and radiator operating temperatures, low radiator areal density, and low turbine/generator system masses. Turbine/generator mass tends to dominate overall power system mass for Rankine systems. Radiator mass was dominant for Brayton systems.

In our previous work, we analyzed the Dutch Power Grid and made an initial analysis of the economic impact topological properties have on decentralized energy trading. The major Kenyan sugar producing region around Kisumu, on Lake Victoria has climatic conditions that permit cane growing operations ideally suitable for cogeneration of power in sugar factories. The current international energy trade governance system is fragmented and multi-layered. Streamlining it for greater legal cohesiveness and international political and economic cooperation would promote global energy security. The current article explores three levels of energy trade governance: multilateral, regional and bilateral. Most energy-rich countries are part of the multilateral trading system, which is institutionalized by the World Trade Organization (WTO). The article analyzes the multilateral energy trade governance system by focusing on the WTO and energy transportation issues. Regionally, the article focuses on five major regional agreements and their energy-related aspects and examines the various causes that explain the proliferation of regional trade agreements, their compatibility with WTO law, and then provides several examples of regional energy trade governance throughout the world. When it comes to bilateral energy trade governance, this article only addresses the European Union’s (EU) bilateral energy trade relations. The article explores ways in which gaps could be filled and overlaps eliminated whilst remaining true to the high-level normative framework, concentrating on those measures that would enhance EU energy security.

This paper constructs a comprehensive dataset of oil and total energy embedded in world trade of manufacturing goods for 73 countries from 1978 to 2000. Applying the data to debates on the dependency on foreign energy sources makes clear that achieving complete energy independence in the foreseeable future is unlikely to be feasible and may not be desirable. Applying it to the discussion of environmental Kuznets curves (EKCs) highlights an important distinction between production and consumption of energy. Richer countries use relatively less energy in their industrial production yet still consume relatively large amounts of energy indirectly. A further investigation largely excludes structural shifts of production in and out of the manufacturing sector as an explanation for the downward-sloping portion of the EKC. Country-level analyses add caveats but show tentative support for the cross-country conclusions.

Systemic trade-risk of critical resources

In the wake of the 2008 financial crisis the role of strongly interconnected markets in fostering systemic instability has been increasingly acknowledged. Trade networks of commodities are susceptible to deleterious cascades of supply shocks that increase systemic trade-risks and pose a threat to geopolitical stability. On a global and a regional level we show that supply risk, scarcity, and price volatility of non-fuel mineral resources are intricately connected with the structure of the world-trade network of or spanned by these resources. On the global level we demonstrate that the scarcity of a resource, as measured by its trade volume compared to extractable reserves, is closely related to the susceptibility of the trade network with respect to cascading shocks. On the regional level we find that to some extent the region-specific price volatility and supply risk can be understood by centrality measures that capture systemic trade-risk. This Heat Management Trade Study was performed in 2008-2009 to expand on prior studies in continued efforts to analyze and evaluate options for cost-effectively managing SNF reprocessing wastes. The primary objective was to develop a simplified cost/benefit evaluation for spent nuclear fuel (SNF) reprocessing that combines the characteristics of the waste generated through reprocessing with the impacts of the waste on heating the repository. Under consideration were age of the SNF prior to reprocessing, plutonium and minor actinide (MA) separation from the spent fuel for recycle, fuel value of the recycled Pu and MA, age of the remaining spent fuel waste prior to emplacement in the repository, length of time that active ventilation is employed in the repository, and elemental concentration and heat limits for acceptable glass waste form durability. A secondary objective was to identify and qualitatively analyze remaining issues such as (a) impacts of aging SNF prior to reprocessing on the fuel value of the recovered fissile materials, and (b) impact of reprocessing on the dose risk as developed in the Yucca Mountain Total System Performance Assessment (TSPA). Results of this study can be used to evaluate different options for managing decay heat in waste streams from spent nuclear fuel.

Quiet, clean, and efficient, electric vehicles (EVs) may someday become a practical mode of transportation for the general public. Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries. This paper discusses these concepts.

The authors conclude in this report that an upstream system would ensure complete regulatory coverage of transportation sector emissions in an efficient and feasible manner, and as such represents a key component of a national least-cost GHG emissions abatement strategy. The broad coverage provided by an upstream system recommends this approach over vehicle-maker based approaches, which would not cover emissions from heavy-duty vehicles and the aviation, marine and off-road sub-sectors. The on-road fleet approach unfairly and inefficiently burdens vehicle manufacturers with responsibility for emissions that they cannot control. A new vehicles approach would exclude emissions from vehicles on the road prior to program inception. The hybrid approach faces significant technical and political complications, and it is not clear that the approach would actually change behavior among vehicle makers and users, which is its main purpose. They also note that a trading system would fail to encourage many land use and infrastructure measures that affect VMT growth and GHG emissions. They recommend that this market failure be addressed by complementing the trading system with a program specifically targeting land use- and infrastructure-related activities. A key issue that must be addressed in designing a national GHG control strategy is whether or not it is necessary to guarantee GHG reductions from the transport sector. Neither an upstream system nor a downstream approach would do so, since both would direct capital to the least-cost abatement opportunities wherever they were found. They review two reasons why it may be desirable to force transportation sector reductions: first, that the long-term response to climate change will require reductions in all sectors; and second, the many ancillary benefits associated with transportation-related, and especially VMT-related, emissions reduction activities. If policy makers find it desirable to establish transportation-specific policies, they recommend (in addition to the land use policies mentioned above), that they combine an upstream trading system with a carbon efficiency standard similar to the current CAFE standard. Under this approach a fuel price signal would be complemented by incentives for manufacturers to produce more carbon efficient vehicles. To prevent vehicle manufacturers from being forced to pay more than other sectors for reducing GHG emissions, they recommend that the vehicle makers be allowed to pay a cash penalty equal to the market price of allowances in lieu of meeting carbon efficiency requirements.

Carbon capture and storage (CCS) could become an instrumental part of a future carbon trading system in the US. If the US starts operating an emissions trading scheme (ETS) similar to that of the European Union's then limits on CO{sub 2} emissions will be conservative in the beginning stages. The government will most likely start by distributing most credits for free; these free credits are called allowances. The US may follow the model of the EU ETS, which during the first five-year phase distributed 95% of the credits for free, bringing that level down to 90% for the second five-year phase. As the number of free allowances declines, companies will be forced to purchase an increasing number of credits at government auction, or else obtain them from companies selling surplus credits. In addition to reducing the number of credits allocated for free, with each subsequent trading period the number of overall credits released into the market will decline in an effort to gradually reduce overall emissions. Companies may face financial difficulty as the value of credits continues to rise due to the reduction of the number of credits available in the market each trading period. Governments operating emissions trading systems face the challenge of achieving CO{sub 2} emissions targets without placing such a financial burden on their companies that the country's economy is markedly affected.

The Electric Power Annual is prepared by the Coal and Electric Data and Renewables Division; Office of Coal, Nuclear, Electric and Alternate Fuels; Energy Information Administration (EIA); US Department of Energy. Volume 1--with a focus on US electric utilities--contains final 1996 data on net generation and fossil fuel consumption, stocks, receipts, and cost; preliminary 1996 data on generating unit capability, and retail sales of electricity, associated revenue, and the average revenue per kilowatthour of electricity sold. Additionally, information on net generation from renewable energy sources and on the associated generating capability is included in Volume 1 of the EPA. Data published in the Electric Power Annual Volume 1 are compiled from three statistical forms filed monthly and two forms filed annually by electric utilities. Basic structural changes now occurring in the US economy have irrevocably broken previously existing links between gross national product and the growth of sales of electricity. The author contends that the extent of the macroeconomic changes presently taking place are underestimated by many electric-utility planners and, as a result, forecasts projecting electricity growth rates about even with gross national product growth levels when the economy recovers are too high. The article states that electric-utility companies are entering an indefinite period of stagnant sales growth. But it closes on the positive note that electric-utility managements can take certain steps to make their businesses grow again. 8 figures.

The data in this report are presented for a wide audience including Congress, Federal and State agencies, the electric utility industry, and the general public. The Energy Information Administration (EIA) collected the information in this report to fulfill its data collection and dissemination responsibilities as specified in the Federal Energy Administration Act of 1974 (Public Law 93-275) as amended. The Electric Power Monthly contains information from three data sources: the Form EIA-759, 'Monthly Power Plant Report'; the Federal Energy Regulatory Commission (FERC) Form 423, 'Monthly Report of Cost and Quality of Fuels for Electric Plants{sup ;} and the Form EIA-826, {sup M}onthly Electric Sales and Revenue Report with State Distributions'. The Form EIA-759 collects data from all operators of electric utility generating plants (except those having plants solely on standby), approximately 800 of the more than 3,200 electric utilities in the United States. To reduce the reporting burden for utilities, the FERC Form 423 and Form EIA-826 data are based on samples, which cover less than 100 percent of all central station generating utilities. The FERC Form 423 collects data from steam-electric power generating plants with a combined installed nameplate capacity of 50 megawatts or larger (approximately 230 electric utilities). The 50-megawatt threshold was established by FERC. The Form EIA-826 collects sales and revenue data in the residential, commercial, industrial, and other sectors of the economy. Other sales data collected include public street and highway lighting, other sales to public authorities, sales to railroads and railways, and interdepartmental sales. Respondents to the Form EIA-826 were statistically chosen and include approximately 225 privately and publicly owned electric utilities from a universe of more than 3,200 utilities. The sample selection for the Form EIA-826 is evaluated annually. Currently, the Form EIA-826 data account for approximately 83 percent of the electricity sales in the United States. Sources of data are described in more detail in the Technical Notes of the Electric Power Annual (DOE/EIA-0348).

Energy Prices and the Expansion of World Trade

The oil shocks of the 1970s coincided with a number of economic disturbances. However, it has been difficult to develop models where oil shocks have a quantitatively important impact on the economy. In this paper, I show that the disturbances in transportation caused by the oil shocks can significantly affect the economy. I argue that changes in energy prices were responsible for a worldwide slowdown in the growth of trade and may help explain the apparent change in the price-trade elasticity. While tariffs have fallen steadily since 1970, trade growth slowed in the mid-1970s and has grown rapidly since the mid-1980s. In a standard trade model, this pattern implies that the price-import elasticity increased sharply in the mid-1980s. In this paper, I argue that the oil crises of the 1970s led to higher transportation costs. In 1986 energy prices fell to their pre-crisis level, reducing transportation costs and by extension trade barriers. I present a trade model with an energy using transportation sector. In model simulations, I show that total trade costs (transportation cost plus tariffs) are constant from 1974 to 1982. Once transportation costs are accounted for, the price-import elasticity no longer needs to radically change. I also show that trade expansion since 1960 is 50 percent higher in a standard trade model that includes a transportation sector compared to one that does not.

These lecture notes for criticality safety are prepared for the training of Department of Energy supervisory, project management, and administrative staff. Technical training and basic mathematics are assumed. The notes are designed for a two-day course, taught by two lecturers. Video tapes may be used at the options of the instructors. The notes provide all the materials that are necessary but outside reading will assist in the fullest understanding. The course begins with a nuclear physics overview. The reader is led from the macroscopic world into the microscopic world of atoms and the elementary particles that constitute atoms. The particles, their masses and sizes and properties associated with radioactive decay and fission are introduced along with Einstein's mass-energy equivalence. Radioactive decay, nuclear reactions, radiation penetration, shielding and health-effects are discussed to understand protection in case of a criticality accident. Fission, the fission products, particles and energy released are presented to appreciate the dangers of criticality. Nuclear cross sections are introduced to understand the effectiveness of slow neutrons to produce fission. Chain reactors are presented as an economy; effective use of the neutrons from fission leads to more fission resulting in a power reactor or a criticality excursion. The six-factor formula is presented for managing the neutron budget. This leads to concepts of material and geometric buckling which are used in simple calculations to assure safety from criticality. Experimental measurements and computer code calculations of criticality are discussed. To emphasize the reality, historical criticality accidents are presented in a table with major ones discussed to provide lessons-learned. Finally, standards, NRC guides and regulations, and DOE orders relating to criticality protection are presented.

East Europe's energy trade takes new shape

Often in the past, Western analysts of global energy demand have treated Eastern Europe as just part of a black box labeled Communist. Only the net flow of energy to the non-Communist world was of any consequence. The region, although primarily a major net importer of energy from the Soviet Union, was a very small net exporter of energy to non-Communist countries based Polish coal exports. Romanian refined petroleum product exports, and some minor exports of refined products by other East European countries. The political and economic configurations of Eastern Europe has changed dramatically over the past 2 years, however, and the way in which East European energy relationships are considered will have to change accordingly. With the sweeping transformation of these economies (for the most part, radically in the direction of a market orientation) and the breakup of their unique system of mutual trade, the patterns of energy production, consumption, and trade which have prevailed in the region during the post-war period will also change significantly. Forecasting the net-impact on energy demand in this region of offsetting trends due to economic reform (i.e., renewed economic dynamism vs. decreased energy intensity of aggregate economic output) is a very difficult task. Moreover, there are additional complications introduced by changes in the political system, such as the increased importance of environmental quality in the choice of fuel and production technology due to clearly enunciated concern of the popular political movements with these issues.

System Losses and Assessment Trade Study

This Advanced Fuel Cycle Initiative (AFCI) study has developed new analysis methods to examine old and new technology options toward the goal of improving fuel cycle systems. We have integrated participants and information from AFCI Systems Analysis, Transmutation Fuels, Separations, and Waste Form Campaigns in the Systems Losses and Assessment Trade Study. The initial objectives of this study were to 1) increase understanding of system interdependencies and thereby identify system trade-offs that may yield important insights, 2) define impacts of separations product purity on fuel manufacture and transmutation reactivity, 3) define impacts from transuranic (TRU) losses to waste, 4) identify the interrelationships involved in fuels and separations technology performance, and 5) identify system configuration adjustments with the greatest potential for influencing system losses. While bounding and analyzing this initial problem, we also identified significantly higher-level programmatic drivers with broad implications to the current fuel cycle research charter and the general issue of a DOE complex wide need for a comprehensive and integrated nuclear material management as addressed by the new DOE Order 410.2 titled “Management of Nuclear Materials”. The initial modeling effort developed in this study for a much smaller subset of material (i.e., commercial fuel) and a selected transmutation scheme (i.e., fast reactor recycling) is a necessary first step towards examining a broader set of nuclear material management options, dispositioning strategies and integrated waste management options including potential areas of research leverage. The primary outcome from this initial study has been an enhanced integration among Campaigns and associated insights and analysis methods. Opportunities for improved understanding between the groups abound. The above lanthanide-actinide example highlights the importance of evaluating options via integration across the Campaigns. Plans for Fiscal Year 2010 are being made in a coordinated fashion such that the knowledge gained from the research performed by the Campaigns can benefit on-going work of the study, and that improved understanding of the system relationships can be used to guide the specific research and development (R&D) activities within the Campaigns. In FY-10, the System Losses and Assessment Trade Study will carry-over activities from FY-09. We will continue to refine impurity and loss estimates and impurity limits on fuels by incorporating results from ongoing R&D. And we will begin work on an enhanced nuclear material management model to allow us to continue to improve our overall system understanding of the trade-offs between separations, fuel fabrication, waste forms, waste disposition, SNM losses, reactor performance, and proliferation resistance. In the future, we can also better understand how used fuel and other forms of remote-handled SNM can be better integrated into an overall nuclear material management program that will evolve for the DOE complex via Order 410.2 (DOE 2009).

The purpose of this report, Electric Power Annual 1998 Volume 1 (EPAVI), is to provide a comprehensive overview of the electric power industry during the most recent year for which data have been collected, with an emphasis on the major changes that occurred. In response to the changes of 1998, this report has been expanded in scope. It begins with a general review of the year and incorporates new data on nonutility capacity and generation, transmission information, futures prices from the Commodity futures Trading commission, and wholesale spot market prices from the pennsylvania-new Jersey-Maryland Independent System Operator and the California Power Exchange. Electric utility statistics at the Census division and State levels on generation, fuel consumption, stocks, delivered cost of fossil fuels, sales to ultimate customers, average revenue per kilowatthour of electricity sold, and revenues from those retail sales can be found in Appendix A. The EPAVI is intended for a wide audience, including Congress, Federal and State agencies, the electric power industry, and the general public.

Africa gaining importance in world LPG trade

Major LPG projects planned or under way in Africa will increase the importance of that region`s presence in world LPG trade. Supplies will nearly double between 1995 and 2005, at which time they will remain steady for at least 10 years. At the same time that exports are leveling, however, increasing domestic demand for PG is likely to reduce export-market participation by Algeria, Nigeria, Egypt, and Libya. The growth of Africa`s participation in world LPG supply is reflected in comparisons for the next 15--20 years. Total world supply of LPG in 1995 was about 165 million metric tons (tonnes), of which Africans share was 7.8 million tonnes. By 2000, world supply will grow to slightly more than 200 million tonnes, with Africa`s share expected to increase to 13.2 million tonnes (6.6%). And by 2005, world LPG supply will reach nearly 230 million tonnes; Africa`s overall supply volumes by that year will be nearly 16.2 million tonnes (7%). World LPG supply for export in 1995 was on order of 44 million tonnes with Africa supply about 4 million tonnes (9%). By 2005, world export volumes of LPG will reach nearly 70 million tonnes; Africa`s share will have grown by nearly 10 million tonnes (14.3%).

Combined Waste Form Cost Trade Study

A new generation of aqueous nuclear fuel reprocessing, now in development under the auspices of the DOE Office of Nuclear Energy (NE), separates fuel into several fractions, thereby partitioning the wastes into groups of common chemistry. This technology advance enables development of waste management strategies that were not conceivable with simple PUREX reprocessing. Conventional wisdom suggests minimizing high level waste (HLW) volume is desirable, but logical extrapolation of this concept suggests that at some point the cost of reducing volume further will reach a point of diminishing return and may cease to be cost-effective. This report summarizes an evaluation considering three groupings of wastes in terms of cost-benefit for the reprocessing system. Internationally, the typical waste form for HLW from the PUREX process is borosilicate glass containing waste elements as oxides. Unfortunately several fission products (primarily Mo and the noble metals Ru, Rh, Pd) have limited solubility in glass, yielding relatively low waste loading, producing more glass, and greater disposal costs. Advanced separations allow matching the waste form to waste stream chemistry, allowing the disposal system to achieve more optimum waste loading with improved performance. Metals can be segregated from oxides and each can be stabilized in forms to minimize the HLW volume for repository disposal. Thus, a more efficient waste management system making the most effective use of advanced waste forms and disposal design for each waste is enabled by advanced separations and how the waste streams are combined. This trade-study was designed to juxtapose a combined waste form baseline waste treatment scheme with two options and to evaluate the cost-benefit using available data from the conceptual design studies supported by DOE-NE.

In emissions trading, the initial permit allocation is an intractable issue because it needs to be essentially fair to the participating countries. There are many ways to distribute a given total amount of emissions permits among countries, but the existing distribution methods such as auctioning and grandfathering have been debated. Here we describe a new model for permit allocation in emissions trading using the Boltzmann distribution. The Boltzmann distribution is introduced to permit allocation by combining it with concepts in emissions trading. A price determination mechanism for emission permits is then developed in relation to the {\\beta} value in the Boltzmann distribution. Finally, it is demonstrated how emissions permits can be practically allocated among participating countries in empirical results. The new allocation model using the Boltzmann distribution describes a most probable, natural, and unbiased distribution of emissions permits among multiple countries. Electricity transmission congestion costs: A review of recent reports

Recently, independent system operators (ISOs) and others have published reports on the costs of transmission congestion. The magnitude of congestion costs cited in these reports has contributed to the national discussion on the current state of U.S. electricity transmission system and whether it provides an adequate platform for competition in wholesale electricity markets. This report reviews reports of congestion costs and begins to assess their implications for the current national discussion on the importance of the U.S. electricity transmission system for enabling competitive wholesale electricity markets. As a guiding principle, we posit that a more robust electricity system could reduce congestion costs; and thereby, (1) facilitate more vibrant and fair competition in wholesale electricity markets, and (2) enable consumers to seek out the lowest prices for electricity. Yet, examining the details suggests that, sometimes, there will be trade-offs between these goals. Therefore, it is essential to understand who pays, how much, and how do they benefit in evaluating options (both transmission and non-transmission alternatives) to address transmission congestion. To describe the differences among published estimates of congestion costs, we develop and motivate three ways by which transmission congestion costs are calculated in restructured markets. The assessment demonstrates that published transmission congestion costs are not directly comparable because they have been developed to serve different purposes. More importantly, critical information needed to make them more comparable, for example in order to evaluate the impacts of options to relieve congestion, is sometimes not available.

The $\\pi$-electronic structure of graphene in the presence of a modulated electric potential is investigated by the tight-binding model. The low-energy electronic properties are strongly affected by the period and field strength. Such a field could modify the energy dispersions, destroy state degeneracy, and induce band-edge states. It should be noted that a modulated electric potential could make semiconducting graphene semimetallic, and that the onset period of such a transition relies on the field strength. There exist infinite Fermi-momentum states in sharply contrast with two crossing points (Dirac points) for graphene without external fields. The finite density of states (DOS) at the Fermi level means that there are free carriers, and, at the same time, the low DOS spectrum exhibits many prominent peaks, mainly owing to the band-edge states.

The impact of trade costs on rare earth exports : a stochastic frontier estimation approach.

The study develops a novel stochastic frontier modeling approach to the gravity equation for rare earth element (REE) trade between China and its trading partners between 2001 and 2009. The novelty lies in differentiating betweenbehind the border' trade costs by China and theimplicit beyond the border costs' of China's trading partners. Results indicate that the significance level of the independent variables change dramatically over the time period. While geographical distance matters for trade flows in both periods, the effect of income on trade flows is significantly attenuated, possibly capturing the negative effects of financial crises in the developed world. Second, the total export losses due tobehind the border' trade costs almost tripled over the time period. Finally, looking atimplicit beyond the border' trade costs, results show China gaining in some markets, although it is likely that some countries are substituting away from Chinese REE exports.
