    This task supports the allowance of technical assistance to fuel-cell component and system developers as directed by the DOE. This task includes testing of novel materials and participation in the further development and validation of single cell test protocols. This task also covers technical assistance to DOE Working Groups, the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Driving Research and Innovation for Vehicle efficiency and Energy sustainability (U.S. Drive) Fuel Cell Technology Team. Assistance includes technical validation of new fuel cell materials and methods, single cell fuel cell testing to support the development of targets and test protocols, and regular advisory participation in other working groups and reviews. This assistance is made available to PEM fuel cell developers by request and DOE Approval. The objectives are to: (1) Support technically, as directed by DOE, fuel cell component and system developers; (2) Assess fuel cell materials and components and give feedback to developers; (3) Assist the DOE Durability Working Group with the development of various new material durability Testing protocols; and (4) Provide support to the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Fuel Cell Technology Team. FY2012 specific technical objectives are: (1) Evaluate novel MPL materials; (2) Develop of startup/ shutdown protocol; (3) Test the impact of hydrophobic treatment on graphite bi-polar plates; (4) Perform complete diagnostics on metal bi-polar plates for corrosion; and (5) Participate and lead efforts in the DOE Working Groups.

    In this paper, a detection assisting system for early infarct detection is developed. This new developed method is used to assist the medical practitioners to diagnose infarct from computed tomography images of brain. Using this assisting system, the infarct could be diagnosed at earlier stages. The non-contrast computed tomography (NCCT) brain images are the data set used for this system. Detection module extracts the pixel data from NCCT brain images, and produces the colourized version of images. The proposed method showed great potential in detecting infarct, and helps medical practitioners to make earlier and better diagnoses.

    The new Norwegian semisubmersible regulations are discussed. The Norwegian Maritime Directorate (NMD) requires that existing accommodation rigs have stability, mooring, emergency power generation, and lifesaving appliances upgraded by 1985. Drilling rigs in service must also be upgraded, but as yet, the NMD has not made up its mind what damage stability criteria to apply. Rigs that meet the NMD are discussed, as well as the projected costs of the implementation of the regulation. (JMT)

    This paper briefly discusses the development assistance market and examines a number of specific PV development assistance field tests including water pumping/grain grinding (Tangaye, Upper Volta), vaccine refrigerators slated for deployment in 24 countries, rural medical centers to be installed in Ecuador, Guyana, Kenya and Zimbabwe, and remote earth stations to be deployed in the near future. A comparison of levelized energy cost for diesel generators and PV systems covering a range of annual energy consumptions is also included. The analysis does not consider potential societal, environmental or political benefits associated with PV power. PV systems are shown to be competitive with diesel generators based on life cycle cost considerations, assuming a system price of $20/W(peak), for applications having an annual energy demand of up to 6000 kilowatt-hours per year.

    Turbocharger transient lag inherently imposes a tradeoff between a robust engine response to transient load shifts and exhaust emissions. By itself, a well matched turbocharger for an engine has limited flexibility in improving this transient response. Electrically-assisted turbocharging has been seen as an attractive option to improve response and lower transient emissions. This paper presents the results of a multi-year joint CRADA between DDC and ORNL. Virtual lab diesel simulation models characterized the performance improvement potential of an electrically assisted turbocharger technology. Operating requirements to reduce transient duration between load shift time by up to 50% were determined. A turbomachine has been conceptualized with an integrated motor-generator, providing transient burst boost plus energy recovery capability. Numerous electric motor designs were considered, and a prototype motor was developed, fabricated, and is undergoing tests. Power controls have been designed and fabricated.

    The purpose of this paper is to develop a model, a general frame to be utilized in assisting newcomer countries to start a nuclear power program. A nuclear power plant project involves technical complexity and high level of investment with long duration. Considering newcomers are mostly developing countries that lack the national infrastructure, key infrastructure issues may constitute the principal constraints to the development of a nuclear power program. In this regard, it is important to provide guidance and support to set up an appropriate infrastructure when we help them with the first launch of nuclear power plant project. To date, as a sole nuclear power generation company, KHNP has been invited many times to mentor or assist newcomer countries for their successful start of a nuclear power program since Republic of Korea is an exemplary case of a developing country which began nuclear power program from scratch and became a major world nuclear energy country in a short period of time. Through hosting events organized to aid newcomer countries' initiation of nuclear power projects, difficulties have been recognized. Each event had different contents according to circumstances because they were held as an unstructured and one-off thing. By developing a general model, we can give more adequate and effective aid in an efficient way. In this paper, we created a model to identify necessary infrastructures at the right stage, which was mainly based on a case of Korea. Taking into account the assistance we received from foreign companies and our own efforts for technological self-reliance, we have developed a general time table and specified activities required to do at each stage. From a donor's perspective, we explored various ways to help nuclear infrastructure development including technical support programs, training courses, and participating in IAEA technical cooperation programs on a regular basis.     This paper presents the technical approach used to design and develop the powerplant for the Honda Insight, a new motor assist hybrid vehicle with an overall development objective of just half the fuel consumption of the current Civic over a wide range of driving conditions. Fuel consumption of 35km/L (Japanese 10-15 mode), and 3.4L/100km (98/69/EC) was realized. To achieve this, a new Integrated Motor Assist (IMA) hybrid power plant system was developed, incorporating many new technologies for packaging and integrating the motor assist system and for improving engine thermal efficiency. This was developed in combination with a new lightweight aluminum body with low aerodynamic resistance. Environmental performance goals also included the simultaneous achievement of low emissions (half the Japanese year 2000 standards, and half the EU2000 standards), high efficiency, and recyclability. Full consideration was also given to key consumer attributes, including crash safety performance, handling, and driving performance.

    In 2008, the U.S. Department of Energy (DOE) began assisting selected non-nuclear weapon states in planning and preparing for implementation of the International Atomic Energy Agency’s Additional Protocol (AP). Since then, the AP international implementation program has contributed to the substantial progress made by Vietnam, Thailand, Iraq, and Malaysia in preparing for entry-into-force of the AP. An overall engagement plan has been developed with components designed to train government AP implementing agencies, inform policy makers, conduct outreach to industry and universities, make AP reporting software available and useful, and plan a detailed approach for implementing the declaration and complementary access provisions of the AP. DOE recently began collaborating with Indonesia, which has already entered the AP into force, requiring a second method of engagement somewhat different from that taken with countries that have not entered the AP into force. The AP international implementation program, administered by the International Nuclear Safeguards and Engagement Program, is working more closely with DOE’s International Nonproliferation Export Control Program to ensure countries are aware of and prepared to implement the export/import provisions of the AP. As the AP implementation program matures and helps move countries closer to entry-into-force or improved AP implementation, it is identifying characteristics of a country’s “end-state” that indicate that DOE assistance is no longer required. The U.S. AP Implementation Act and Senate Resolution of Ratification require the Administration to report annually to Congress on measures taken to achieve the adoption of the AP in non-nuclear weapon states. DOE’s AP international implementation program is a significant part of these measures. This paper describes recent developments to increase the scope and effectiveness of the program.

  3. Solar Energy Development Assistance for Fort Hunter Liggett

    Pacific Northwest National Laboratory provided assistance to Fort Hunter Liggett to determine the opportunities for solar energy development on the site. Increasing use of renewable energy is mandated by several executive orders and legislation. Fort Hunter Liggett has many attributes that enhance its suitability for renewable energy development. First, the site is located south of San Francisco in a remote portion of the costal foothills. Brush and forest fires are frequent and often result in power outages, which subsequently impacts the site’s training mission. In addition, the site’s blended electric rate during fiscal year (FY) 2010 was high at 12 ¢/kWh. Lastly, the solar resource is moderately high; the site receives nearly 5.7 kWh/m2/day on a south facing, latitude-tilted surface. In light of these factors, the site is a clear candidate for a solar photovoltaic array. Prior to Pacific Northwest National Laboratory’s (PNNL) involvement, the site secured funding for a 1 megawatt (MW) photovoltaic (PV) array that will also provide shading for site vehicles. To best implement this project, PNNL conducted a site visit and was tasked with providing the site technical guidance and support regarding module selection, array siting, and other ancillary issues.

    The Sheet Molding Compound (SMC) industry has recently seen an introduction of novel materials which are claimed to allow molders of SMC parts to alter their process to mold at substantially lower molding pressures. Although this is viewed as a major advantage for SMC molders, little description of molding processes has been given which take full advantage of these novel materials. The work reported in this paper describes one possible alternative process which will enable molders to capture the low-cost potential of reducing the required molding pressures. This process involves the use of low-cost mold construction, and the use of a novel method of applying molding pressure that obviates the need for a high-cost compression press, which causes the authors to apply a new name to this process; Hydraulic-Assisted Compression Molding. Molding results are presented for SMC which was designed to be molded at reduced pressures and temperatures (6.9 bar and 100 C).

    The objective of this research was to develop and implement a shape identification measure within a geographic information system, specifically one that incorporates analytical modeling for site location planning. The application that was developed incorporated a location model within a raster-based GIS, which helped address critical performance issues for the decision support system. Binary matrices, which approximate the object`s geometrical form, are passed over the grided data structure and allow identification of irregular and regularly shaped objects.     This paper reports that crude oil was spilling last week from the U.S. owned Braer tanker after the 89,000 dwt vessel ran aground on the south end of Scotland's Shetland Islands. Workers were trying to assess the extent of damage to the tanker, shoreline, and wildlife after the January 5 accident. Braer's cargo amounted to 607,000 bbl of Norwegian oil bound for Canada. Braer loaded its cargo and sailed January 3 from Den norske stats oljeselskap AS's Mongstad, Norway, terminal with crude from Gullfaks field in the Norwegian North Sea. The $11 million shipment was destined for Ultramar Canada Inc.'s 125,000 b/d refinery at St. Romuald, Que.

    This is the final report describing the evolution of the project ''Development and Optimization of Gas-Assisted Gravity Drainage (GAGD) Process for Improved Light Oil Recovery'' from its conceptual stage in 2002 to the field implementation of the developed technology in 2006. This comprehensive report includes all the experimental research, models developments, analyses of results, salient conclusions and the technology transfer efforts. As planned in the original proposal, the project has been conducted in three separate and concurrent tasks: Task 1 involved a physical model study of the new GAGD process, Task 2 was aimed at further developing the vanishing interfacial tension (VIT) technique for gas-oil miscibility determination, and Task 3 was directed at determining multiphase gas-oil drainage and displacement characteristics in reservoir rocks at realistic pressures and temperatures. The project started with the task of recruiting well-qualified graduate research assistants. After collecting and reviewing the literature on different aspects of the project such gas injection EOR, gravity drainage, miscibility characterization, and gas-oil displacement characteristics in porous media, research plans were developed for the experimental work to be conducted under each of the three tasks. Based on the literature review and dimensional analysis, preliminary criteria were developed for the design of the partially-scaled physical model. Additionally, the need for a separate transparent model for visual observation and verification of the displacement and drainage behavior under gas-assisted gravity drainage was identified. Various materials and methods (ceramic porous material, Stucco, Portland cement, sintered glass beads) were attempted in order to fabricate a satisfactory visual model. In addition to proving the effectiveness of the GAGD process (through measured oil recoveries in the range of 65 to 87% IOIP), the visual models demonstrated three possible

    This report describes the progress of the project ''Development and Optimization of Gas-Assisted Gravity Drainage (GAGD) Process for Improved Light Oil Recovery'' for the duration of the second project year (October 1, 2003--September 30, 2004). There are three main tasks in this research project. Task 1 is scaled physical model study of GAGD process. Task 2 is further development of vanishing interfacial tension (VIT) technique for miscibility determination. Task 3 is determination of multiphase displacement characteristics in reservoir rocks. In Section I, preliminary design of the scaled physical model using the dimensional similarity approach has been presented. Scaled experiments on the current physical model have been designed to investigate the effect of Bond and capillary numbers on GAGD oil recovery. Experimental plan to study the effect of spreading coefficient and reservoir heterogeneity has been presented. Results from the GAGD experiments to study the effect of operating mode, Bond number and capillary number on GAGD oil recovery have been reported. These experiments suggest that the type of the gas does not affect the performance of GAGD in immiscible mode. The cumulative oil recovery has been observed to vary exponentially with Bond and capillary numbers, for the experiments presented in this report. A predictive model using the bundle of capillary tube approach has been developed to predict the performance of free gravity drainage process. In Section II, a mechanistic Parachor model has been proposed for improved prediction of IFT as well as to characterize the mass transfer effects for miscibility development in reservoir crude oil-solvent systems. Sensitivity studies on model results indicate that provision of a single IFT measurement in the proposed model is sufficient for reasonable IFT predictions. An attempt has been made to correlate the exponent (n) in the mechanistic model with normalized solute compositions present in both fluid phases

  4. A method to assess social sustainability of capture fisheries: An application to a Norwegian trawler

    Social sustainability assessment of capture fisheries is, both in terms of method development and measurement, not well developed. The objective of this study, therefore, was to develop a method consisting of indicators and rubrics (i.e. categories that articulate levels of performance) to assess social sustainability of capture fisheries. This method was applied to a Norwegian trawler that targets cod and haddock in the northeast Atlantic. Based on previous research, 13 social sustainability issues were selected. To measure the state of these issues, 17 process and outcome indicators were determined. To interpret indicator values, rubrics were developed for each indicator, using standards set by international conventions or data retrieved from national statistics, industry agreements or scientific publications that explore rubric scales. The indicators and rubrics were subsequently used in a social sustainability assessment of a Norwegian trawler. This assessment indicated that overall, social sustainability of this trawler is relatively high, with high rubric scores, for example, for worker safety, provisions aboard for the crew and companies' salary levels. The assessment also indicated that the trawler could improve on healthy working environment, product freshness and fish welfare during capture. This application demonstrated that our method provides insight into social sustainability at the level of the vessel and can be used to identify potential room for improvement.     This is the first Annual Technical Progress Report being submitted to the U. S. Department of Energy on the work performed under the Cooperative Agreement DE-FC26-02NT15323. This report follows two other progress reports submitted to U.S. DOE during the first year of the project: The first in April 2003 for the project period from October 1, 2002 to March 31, 2003, and the second in July 2003 for the period April 1, 2003 to June 30, 2003. Although the present Annual Report covers the first year of the project from October 1, 2002 to September 30, 2003, its contents reflect mainly the work performed in the last quarter (July-September, 2003) since the work performed during the first three quarters has been reported in detail in the two earlier reports. The main objective of the project is to develop a new gas-injection enhanced oil recovery process to recover the oil trapped in reservoirs subsequent to primary and/or secondary recovery operations. The project is divided into three main tasks. Task 1 involves the design and development of a scaled physical model. Task 2 consists of further development of the vanishing interfacial tension (VIT) technique for miscibility determination. Task 3 involves the determination of multiphase displacement characteristics in reservoir rocks. Each technical progress report, including this one, reports on the progress made in each of these tasks during the reporting period. Section I covers the scaled physical model study. A survey of literature in related areas has been conducted. Test apparatus has been under construction throughout the reporting period. A bead-pack visual model, liquid injection system, and an image analysis system have been completed and used for preliminary experiments. Experimental runs with decane and paraffin oil have been conducted in the bead pack model. The results indicate the need for modifications in the apparatus, which are currently underway.   9. Development of Geothermally Assisted Process for Production of Liquid Fuels and Chemicals from Wheat Straw

    Recently there has been much interest in developing processes for producing liquid fuels from renewable resources. The most logical long term approach in terms of economics derives the carbohydrate substrate for fermentation from the hydrolysis of cellulosic crop and forest residues rather than from grains or other high grade food materials (1,2). Since the presence of lignin is the main barrier to the hydrolysis of cellulose from lignocellulosic materials, delignification processes developed by the wood pulping industry have been considered as possible prehydrolysis treatments. The delignification process under study in our laboratory is envisioned as a synthesis of two recently developed pulping processes. In the first step, called autohydrolysis, hot water is used directly to solubilize hemicellulose and to depolymerize lignin (3). Then, in a second step known as organosolv pulping (4), the autohydrolyzed material is extracted with aqueous alcohol. A s shown in Figure 1, this process can separate the original lignocellulosic material into three streams--hemicellulose in water, lignin in aqueous alcohol, and a cellulose pulp. Without further mechanical milling, delignified cellulose can be enzymatically hydrolyzed at 45-50 C to greater than 80% theoretical yield of glucose using fungal cellulases (5, 6). The resulting glucose syrup can then be fermented by yeast to produce ethanol or by selected bacteria to produce acetone and butanol or acetic and propionic acids (7). One objection to such a process, however, is the large energy input that is required. In order to extend our supplies of liquid fuels and chemicals, it is important that the use of fossil fuels in any lignocellulosic conversion process be minimized. The direct use of geothermal hot water in carrying out the autohydrolysis and extraction operations, therefore, seems especially attractive.     X-ray astronomy research is often limited by the size, weight, complexity, and cost of functioning x-ray optics. Micropore optics promises an economical alternative to traditional (e.g., glass or foil) x-ray optics; however, many manufacturing difficulties prevent micropore optics from being a viable solution. Ezoe et al. introduced microelectromechanical systems (MEMS) micropore optics having curvilinear micropores in 2008. Made by either deep reactive ion etching or x-ray lithography, electroforming, and molding (LIGA), MEMS micropore optics suffer from high micropore sidewall roughness (10-30nmrms) which, by current standards, cannot be improved. In this research, a new alternating magnetic-field-assisted finishing process was developed using a mixture of ferrofluid and microscale abrasive slurry. A machine was built, and a set of working process parameters including alternating frequency, abrasive size, and polishing time was selected. A polishing experiment on a LIGA-fabricated MEMS micropore optic was performed, and a change in micropore sidewall roughness of 9.3{+-}2.5nmrms to 5.7{+-}0.7nmrms was measured. An improvement in x-ray reflectance was also seen. This research shows the feasibility and confirms the effects of this new polishing process on MEMS micropore optics.

    Microelectromechanical systems (MEMS) will play an important functional role in future DOE weapon and Homeland Security applications. If these emerging technologies are to be applied successfully, it is imperative that the long-term degradation of the materials of construction be understood. Unlike electrical devices, MEMS devices have a mechanical aspect to their function. Some components (e.g., springs) will be subjected to stresses beyond whatever residual stresses exist from fabrication. These stresses, combined with possible abnormal exposure environments (e.g., humidity, contamination), introduce a vulnerability to environmentally assisted cracking (EAC). EAC is manifested as the nucleation and propagation of a stable crack at mechanical loads/stresses far below what would be expected based solely upon the materials mechanical properties. If not addressed, EAC can lead to sudden, catastrophic failure. Considering the materials of construction and the very small feature size, EAC represents a high-risk environmentally induced degradation mode for MEMS devices. Currently, the lack of applicable characterization techniques is preventing the needed vulnerability assessment. The objective of this work is to address this deficiency by developing techniques to detect and quantify EAC in MEMS materials and structures. Such techniques will allow real-time detection of crack initiation and propagation. The information gained will establish the appropriate combinations of environment (defining packaging requirements), local stress levels, and metallurgical factors (composition, grain size and orientation) that must be achieved to prevent EAC.

    Britain and Norway divide between them most of the North Sea offshore oil fields, and much of the natural gas resources. They have in common first world economic status and western political and cultural heritage. They differ in that Britain has by far the larger economy and the Norwegian state has a history of more active participation in its economy. Brent F. Nelson's study is predicated on the premise that a detailed analysis of how these two nations have chosen to mediate the relationships between government and the oil industry would be an interesting case study with broader implications for a political theory of state intervention in natural resource industries. Nelson has provided a narrative, interpretive history of government-industry relationships in Britain and Norway, concerning offshore oil and gas development. Much of this material is interesting, especially to readers unfamiliar with the details; and the conclusions, in so far as they go, are plausible. Nelson's demonstration of the powerful influences that a nation's political and institutional traditions have on they way it handles new opportunities provides a useful counterpoint to the historical approach favored by some policy analysts. However, Nelson has not delivered a fundamental analysis of the relationship between the state and a mobile industry that exploits a stationary and exhaustible resource.

    The following is a synopsis of the major achievements attributed to the operation of the Weatherization Assistance Program Technical Assistance Center (WAPTAC) by the National Association for State Community Services Programs (NASCSP). During the past five years, the WAPTAC has developed into the premier source for information related to operating the Weatherization Assistance Program (WAP) at the state and local levels. The services provide through WAPTAC include both virtual technical support as well as hands-on training and instruction in classroom and in the field. The WAPTAC achieved several important milestones during its operation including the establishment of a national Weatherization Day now celebrated in most states, the implementation of a comprehensive Public Information Campaign (PIC) to raise the awareness of the Program among policy makers and the public, the training of more than 150 new state managers and staff as they assume their duties in state offices around the country, and the creation and support of a major virtual information source on the Internet being accessed by thousands of staff each month. The Weatherization Assistance Program Technical Assistance Center serves the Department of Energy's (DOE) Office of Weatherization and Intergovernmental Program as a valuable training and technical assistance resource for the network of 54 direct state grantees (50 states, District of Columbia and three Native American tribes) and the network of 900 local subgrantees (comprised of community action agencies, units of local government, and other non-profit organizations). The services provided through WAPTAC focus on standardizing and improving the daily management of the WAP. Staff continually identify policies changes and best practices to help the network improve its effectiveness and enhance the benefits of the Program for the customers who receive service and the federal and private investors.     Fuelwood shortages and potential shortages are widespread throughout the developing world, and are becoming increasingly more prevalent because of the clearing of land for subsistence and plantation agriculture, excessive and inefficient commercial timber harvesting for domestic and export construction, and charcoal production to meet rising urban demands. Further, the environmental and socioeconomic consequences of the resulting deforestation are both pervasive and complex. This report focuses on the substitution of coal briquettes for fuelwood. Although substantial adverse health effects could be expected from burning non-anthracite coal or coal briquettes, a well-developed technique, carbonization, exists to convert coal to a safer form for combustion. The costs associated with briquetting and carbonizing coal indicate that ''smokeless'' coal briquettes can be produced at costs competitive with fuelwood and charcoal. The US Agency for International Development (USAID) is working on implementing this energy option in Haiti and Pakistan by (1) evaluating resources, (2) assessing markets, (3) analyzing technologies, (4) studying government policy and planning, and (5) packaging the idea for the private sector to implement. 26 refs., 2 figs., 12 tabs.

    Apatite fission track analysis from southern Norway and Sweden, across the Permian Carboniferous Oslo rift, are presented and discussed in relation to different rifting scenarios. Vertical and horizontal apatite fission tack profiles in middle and southern Norway unravel the post-Carboniferous history of the Fennoscandian shield. Fission track apatite ages range from 240 Ma in the south to 160 Ma in the north, and according to spontaneous fission track length measurements, they must be interpreted as mixed ages, indicating minor amounts of Paleozoic-Mesozoic sedimentary cover. Apatite fission track length and age modeling suggest rapid cooling and uplift in the Tertiary for the southernmost part of Norway, suggesting a differential uplift of the basement. the obtained data are important for the reconstruction of burial and thermal histories of Cenozoic sedimentary basins of the Norwegian continental margin in the northern North Sea, where diverse rifting events, intraplate stress regimes, and inversion tectonics are involved. Fission track analysis puts constraints on tectonic modeling of uplift of rift flanks and the Norwegian continental margin and yields information for these assessment of hydrocarbon potentials of the sedimentary basins.

    Thorium based fuels offer several benefits compared to uranium based fuels and should thus be an attractive alternative to conventional fuel types. In order for thorium based fuel to be licensed for use in current LWRs, material properties must be well known for fresh as well as irradiated fuel, and accurate prediction of fuel behavior must be possible to make for both normal operation and transient scenarios. Important parameters are known for fresh material but the behaviour of the fuel under irradiation is unknown particularly for low Th content. The irradiation campaign aims to widen the experience base to irradiated (Th,Pu)O{sub 2} fuel and (Th,U)O{sub 2} with low Th content and to confirm existing data for fresh fuel. The assumptions with respect to improved in-core fuel performance are confirmed by our preliminary irradiation test results, and our fuel manufacture trials so far indicate that both (Th,U)O{sub 2} and (Th,Pu)O{sub 2} fuels can be fabricated with existing technologies, which are possible to upscale to commercial volumes.

    The Georgia General Assembly passed the Shore Assistance Act in 1979 in order to fill a regulatory gap in the state's management of its coastal resources. A review of its legislative history, purposes, applications, and effects in terms of the sand sharing system of sand dunes, beaches, sandbars, and shoals concludes that the Act is poorly drafted. In its application on the oceanfront, it betrays its intent and protects the oceanfront owner. It has failed to satisfy the requirements of the public trust in the tidal foreshore. Amendments to clarify its understanding of the functions and values of the sand-sharing system should also conform with the state's duties under the public trust. 139 references.

    Molecular spintronics, a field that utilizes the spin state of organic molecules to develop magneto-electronic devices, has shown an enormous scientific activity for more than a decade. But, in the last couple of years, new insights in understanding the fundamental phenomena of molecular interaction on magnetic surfaces, forming a hybrid interface, are presenting a new pathway for developing the subfield of interface-assisted molecular spintronics. The recent exploration of such hybrid interfaces involving carbon based aromatic molecules shows a significant excitement and promise over the previously studied single molecular magnets. In the above new scenario, hybridization of the molecular orbitals with the spin-polarized bands of the surface creates new interface states with unique electronic and magnetic character. This study opens up a molecular-genome initiative in designing new handles to functionalize the spin dependent electronic properties of the hybrid interface to construct spin-functional tailor-made devices. Through this article, we review this subject by presenting a fundamental understanding of the interface spin-chemistry and spin-physics by taking support of advanced computational and spectroscopy tools to investigate molecular spin responses with demonstration of new interface phenomena. Spin-polarized scanning tunneling spectroscopy is favorably considered to be an important tool to investigate these hybrid interfaces with intra-molecular spatial resolution. Finally, by addressing some of the recent findings, we propose novel device schemes towards building interface tailored molecular spintronic devices for applications in sensor, memory, and quantum computing.

    Previous research has shown that addition of lignin-derived liquids to coal stirred in tetralin under mild reaction conditions (375{degree}C and 300--500 psig) results in a marked enhancement in the rate of coal depolymerization. A mathematical model was developed to study the kinetics of coal depolymerization in the presence of liquid-derived liquids. In the present study, a reaction pathway was formulated to explain the enhancement in coal depolymerization due to lignin (solid) addition. The model postulated assumes that the products of lignin obtained during thermolysis interact with the reactive moieties present in coal while simultaneous depolymerization of coal occurs. A good fit between the experimental data and the kinetic model was found. The results show that in addition to the enhancement in the rate of coal depolymerization, lignin also reacts (and enhances the extent of depolymerization of coal) with those reaction sites in coal that are not susceptible to depolymerization when coal alone is reacted in tetralin under identical reaction conditions. Additional work is being carried out to determine a thorough materials balance on the lignin-assisted coal depolymerization process. A number of liquid samples have been obtained which are being studied for their stability in various environments. 5 refs., 4 figs., 1 tab.

    The United States Department of Energy Office of Environmental Management (DOE-EM) has established a Performance Assessment Community of Practice (PA CoP) to foster the sharing of information among performance assessment (PA) and risk assessment practitioners, regulators and oversight personnel. The general intent is to contribute to continuous improvement in the consistency, technical adequacy and quality of implementation of PAs and risk assessments around the DOE Complex. The PA CoP activities have involved commercial disposal facilities and international participants to provide a global perspective. The PA CoP has also sponsored annual technical exchanges as a means to foster improved communication and to share lessons learned from on-going modelling activities. The PA CoP encourages activities to provide programmatic and technical assistance in the form of sharing experience and lessons learned with practitioners during the development of PAs and risk assessments. This assistance complements DOE-EM reviews through the Low-Level Waste Disposal Facility Federal Review Group (LFRG) that are conducted after modelling efforts are completed. Such up-front assistance is providing additional value in terms of improving consistency and sharing of information. There has been a substantial increase in the amount of assistance being provided. The assistance has been well received by practitioners and regulators that have been involved. The paper highlights assistance and sharing of information that has been conducted in the last two years to support activities underway in support of proposed disposal facilities at Paducah, Portsmouth, and the Idaho National Laboratory and tank closure at Hanford. DOE-EM established the PA CoP to help improve the consistency and quality of implementation of modelling activities around the DOE Complex.     This report was prepared in response to a request for technical assistance from the Minnesota Pollution Control Agency (MPCA). The U.S. Department of Energy's (DOE) Office of Energy Efficiency and Renewable Energy supported the National Renewable Energy Laboratory (NREL) in its response to this request through the Technical Assistance Project. Discussion with the MPCA identified the following as the highest-priority questions: What is the effect of (1) size of Renewable Energy Reserve (RER) and (2) duration of allocation award on (a) NOx emissions in Minnesota and (b) retail electricity prices? What data is available on the response of wind energy development to financial incentives? This report addresses those questions.

    The Characterization of the Weatherization Assistance Program (WAP) Network was designed to describe the national network of State and local agencies that provide WAP services to qualifying low-income households. The objective of this study was to profile the current WAP network. To achieve the objective, two national surveys were conducted: one survey collected data from 49 State WAP agencies (including the coterminous 48 States and the District of Columbia), and the second survey collected data from 920 (or 81 percent) of the local WAP agencies.

    The Weatherization Assistant is a Windows-based energy audit software tool that was developed by Oak Ridge National Laboratory (ORNL) to help states and their local weatherization agencies implement the U.S. Department of Energy (DOE) Weatherization Assistance Program. The Weatherization Assistant is an umbrella program for two individual energy audits or measure selection programs: the National Energy Audit Tool (NEAT) for site-built single-family homes and the Manufactured Home Energy Audit (MHEA) for mobile homes. The Weatherization Assistant User's Manual documents the operation of the user interface for Version 8.9 of the software. This includes how to install and setup the software, navigate through the program, and initiate an energy audit. All of the user interface forms associated with the software and the data fields on these forms are described in detail. The manual is intended to be a training manual for new users of the Weatherization Assistant and as a reference manual for experienced users.

    Electrotek is an engineering services company specializing in energy-related programs. Clients are most utilities, large energy users, and the U.S. Electric Power Research Institute. Electrotek has directed energy projects for the U.S. Agency for International Development and the U.S. Department of Energy in Poland and other countries of Central Europe. The objective is to assist the host country organizations to identify and implement appropriate energy efficiency and pollution reduction technologies, to transfer technical and organizational knowledge, so that further implementations are market-driven, without needed continuing foreign investment. Electrotek has worked with the Silesian Power Distribution Company to design an energy efficiency program for industrial customers that has proven to be profitable for the company and for its customers. The program has both saved energy and costs, and reduced pollution. The program is expanding to include additional customers, without needing more funding from the U.S. government.

    The United States Department of Energy Office of Environmental Management (DOE-EM) has established a Performance Assessment Community of Practice (PA CoP) to foster the sharing of information among performance assessment (PA) and risk assessment practitioners, regulators and oversight personnel. The general intent is to contribute to continuous improvement in the consistency, technical adequacy and quality of implementation of PAs and risk assessments around the DOE Complex. The PA CoP activities have involved commercial disposal facilities and international participants to provide a global perspective. The PA CoP has also sponsored annual technical exchanges as a means to foster improved communication and to share lessons learned from on-going modelling activities. The PA CoP encourages activities to provide programmatic and technical assistance in the form of sharing experience and lessons learned with practitioners during the development of PAs and risk assessments. This assistance complements DOE-EM reviews through the Low-Level Waste Disposal Facility Federal Review Group (LFRG) that are conducted after modelling efforts are completed. Such up-front assistance is providing additional value in terms of improving consistency and sharing of information. There has been a substantial increase in the amount of assistance being provided. The assistance has been well received by practitioners and regulators that have been involved. The paper highlights assistance and sharing of information that has been conducted in the last two years to support activities underway in support of proposed disposal facilities at Paducah, Portsmouth, and the Idaho National Laboratory and tank closure at Hanford.

    A steadily increasing challenge in offshore oil and gas field developments in the Norwegian part of the North Sea is to design, construct, and install offshore installations that give an acceptable return of investment Deeper water, limited reservoirs and a low, fluctuating oil price make the task even more demanding. Saga Petroleum has recently faced this challenge with its last field development project. Attention in this paper is focused on the Vigdis subsea production system. However, the considerations and cost reduction elements are valid for offshore field developments in general. The main cost reductions are obtained by: Maximum use of industry capability; Application of new organization principles; Focus on functional requirements; Shortened project execution time; Technological development. In addition this paper presents thoughts on further cost reduction possibilities for future subsea field developments.

    This newsletter describes key activities of the DOE Office of Indian Energy Policy and Programs for Winter 2012. Between December 2, 2011, and January 15, 2012, 46 American Indian and Alaska Native Tribes submitted applications to receive technical assistance through the program, which provides Tribes with on-the-ground technical support from DOE and National Renewable Energy Laboratory (NREL) staff to help move tribal energy efficiency and renewable energy projects forward. The applications are being considered through the Strategic Technical Assistance Response Team (START) selection process, which incorporates expert reviews and outreach to Tribes who present a need for assistance with their community-based energy efficiency and renewable energy projects. The final successful applicants will be selected based on the clarity of their requests for technical assistance and the ability of START to successfully work with each unique project or community. At least three selected Tribes in Alaska will receive technical assistance between March and May 2012, and up to five selected Tribes in the contiguous United States will receive technical assistance between March and August 2012. During the months of START Program activity, DOE and NREL experts will work in the two locations. In Alaska, START experts will work directly with community-based project teams to analyze local energy issues and provide assistance with energy projects and cost savings initiatives. This effort will be bolstered by DOE-IE's partnership with the Denali Commission, which will provide further assistance and expertise. In the lower 48 states, NREL experts will work with the selected renewable energy START projects to evaluate financial and technical feasibility and provide early development technical assistance to better position the projects for financing and construction. This on-the-ground technical assistance is part of a broader DOE-IE effort to make reliable, accurate technical information
