    Statistical data on energy production and consumption and supporting information were obtained from US Bureau of Mines records supplemented by additional data obtained in Portugal. Geologic descriptions and analysis of known areas and of areas having possible future potential have been prepared by the US Geological Survey. Portugal lacks sufficient indigenous supplies of organic fuels to meet its energy demands, and so must import large quantities of petroleum and coal. Approximately 80% of Portugal's electric energy is produced by hydroelectric stations; thermal stations produce the other 20%. Portugal has produced no crude oil, natural gas, or condensate; no resources or reserves in these categories are listed for Portugal in the 1976 World Energy Conference report. Until the last year or so (1980), no significant onshore petroleum exploration had been done in Portugal since 1963. Production of coal in Portugal has declined steadily to the present annual yield of about 200,000 metric tons. On the basis of estimates in only three coal fields, resources of coal of all ranks in Portugal total at least 76 million (10/sup 6/) metric tons. Uranium is mined near Viseu and Guarda in the northern part of Portugal; the Nisa mine in east-central Portugal will begin producing uranium ore in 1985 after installation of a processing plant. Portugal produced 95 metric tons of uranium oxide (U/sub 3/O/sub 8/) from ore stocks in each year from 1972 through 1974; production is assumed to have continued at the same rate since then. Geothermal energy has not been developed in mainland Portugal; however, hot springs that may have geothermal energy potential are known in the Minho district in the northwest. Geothermal energy resources exist in the Azores and a program of evaluation and exploration with technical assistance from the USGS is presently in progress there.

    One of the key steps of the Environmental Impact Assessment Process, defined by Directive 337/85 'on the assessment of the effects of certain public and private projects' is the preparation of the Environmental Impact Statement (EIS) of a Project. The quality of the EIS is of great importance to properly inform the public and the decision makers about the significant environmental effects of the project. Using the 'Guidance on EIA-EIS Review' 2001 report, produced with the support of the European Commission, this paper analyses the overall quality of 46 recently elaborated EIS from Portugal and Spain (1998-2003). It also analyses the quality of the various chapters of the EIS and the Non-Technical Summary. A comparison is made between the quality of the EIS from Portugal and from Spain. The results for Portugal are also compared with those of other European countries (Ireland and United Kingdom) in similar periods. Finally it presents overall conclusions and suggestions for improvement.

    The chemical compositions and trace element contents (Zn, Cu, Co, Cr, Ni, Pb, Cd, As, B, Hg, Sr, Se, Be, Ba, Mn, Th, V, U) in coal and coal ash samples from Tamnava-Zapadno Polje coal field in Serbia were studied. The coal from this field belongs to lignite. This high volatility coal has high moisture and low S contents, moderate ash yield, and high calorific value. The coal ash is abundant in alumosilicates. Many trace elements such as Ni > Cd > Cr > B > As > Cu > Co > Pb > V > Zn > Mn in the coal and Ni > Cr > As > B > Cu > Co = Pb > V > Zn > Mn in the coal ash are enriched in comparison with Clarke concentrations.

    We present a new Monte-Carlo methodology to forecast the crude oil production of Norway and the U.K. based on a two-step process, (i) the nonlinear extrapolation of the current/past performances of individual oil fields and (ii) a stochastic model of the frequency of future oil field discoveries. Compared with the standard methodology that tends to underestimate remaining oil reserves, our method gives a better description of future oil production, as validated by our back-tests starting in 2008. Specifically, we predict remaining reserves extractable until 2030 to be 188 +/- 10 million barrels for Norway and 98 +/- 10 million barrels for the UK, which are respectively 45% and 66% above the predictions using the standard methodology.

    The content of selected trace and major elements in the river water used for transport, as well as in the subcategories of the waste waters (overflow and drainage) were analyzed in order to establish the influence of transport and dumping of coal ash and slag from the 'Kostolac A' and 'Kostolac B' power plants located 100 km from Belgrade (Serbia). It was found that during transport of coal ash and slag to the dump, the water used for transport becomes enriched with manganese, nickel, zinc, chromium, vanadium, titanium, cobalt, arsenic, aluminum, and silicon, while more calcium, iron, cadmium, and lead are adsorbed by the ash and slag than is released from them. There is also an equilibrium between the release and adsorption processes of copper and magnesium during transport. The vertical penetration of the water used for transport results in a release of calcium, magnesium, manganese, and cadmium to the environment, while iron, nickel, zinc, chromium, copper, lead, vanadium, titanium, cobalt, and arsenic are adsorbed by the fractions of coal ash and slag in the dump.

    The laboratory rat (Rattus norvegicus) is an indispensable tool in experimental medicine and drug development, having made inestimable contributions to human health. We report here the genome sequence of the Brown Norway (BN) rat strain. The sequence represents a high-quality 'draft' covering over 90 percent of the genome. The BN rat sequence is the third complete mammalian genome to be deciphered, and three-way comparisons with the human and mouse genomes resolve details of mammalian evolution. This first comprehensive analysis includes genes and proteins and their relation to human disease, repeated sequences, comparative genome-wide studies of mammalian orthologous chromosomal regions and rearrangement breakpoints, reconstruction of ancestral karyotypes and the events leading to existing species, rates of variation, and lineage-specific and lineage-independent evolutionary events such as expansion of gene families, orthology relations and protein evolution.

    The openness of the transmission grid and the incentives given by transmission pricing form the foundation for retail and wholesale competition in the electricity market. The deregulated markets of Norway, Spain, and California all have introduced retail access and wholesale competition, although with different approaches to pricing of transmission grid services. This paper will briefly describe the three different solutions, and discuss some of their implications. Of the three electricity systems, Norway was the first to open the grid to competition in electricity trade. The Norwegian Energy Law of 1990 introduced open competition to wholesale and retail trade starting January 1991. In Spain, the Electricity Law of 1997 came into force early in 1998. Wholesale and retail markets in California were opened for competition on April 1, 1998, following the passage of Assembly Bill 1890, in August 1996. Introducing competition in electricity markets also implies introducing Third Party Access to the transmission grid. All potential competitors have to be given access to the grid in order to compete, no matter who owns the actual wires. This principle raises several challenges, notably, how to price transmission services. Who is to pay for which transmission services? The Norwegian grid is divided into three levels depending on its function. The transmission grid includes all parts of the national grid having a transmission function, meaning that some lower voltage levels also are included. In Spain, the definition of the transmission grid is similar, including the 400 kV and 220 kV national grid as well as lower voltage installations that could affect transmission operation or generation dispatch. For historic reasons, wholesale electricity transactions in the US are regulated by the federal government through the FERC. However, operations of utility systems within one state fall primarily under state jurisdiction. Because the utility systems in California generally are large and exchanges between them limited, the role of FERC was small prior to restructuring, although the state is a large importer of power.

    Air pollutants have been associated with increased diabetes in humans. We hypothesized that ozone would impair glucose homeostasis by altering insulin signaling and/or endoplasmic reticular (ER) stress in young and aged rats. One, 4, 12, and 24 month old Brown Norway (BN) rats were exposed to air or ozone, 0.25 or 1.0 ppm, 6 h/day for 2 days (acute) or 2 d/week for 13 weeks (subchronic). Additionally, 4 month old rats were exposed to air or 1.0 ppm ozone, 6 h/day for 1 or 2 days (time-course). Glucose tolerance tests (GTT) were performed immediately after exposure. Serum and tissue biomarkers were analyzed 18 h after final ozone for acute and subchronic studies, and immediately after each day of exposure in the time-course study. Age-related glucose intolerance and increases in metabolic biomarkers were apparent at baseline. Acute ozone caused hyperglycemia and glucose intolerance in rats of all ages. Ozone-induced glucose intolerance was reduced in rats exposed for 13 weeks. Acute, but not subchronic ozone increased ?{sub 2}-macroglobulin, adiponectin and osteopontin. Time-course analysis indicated glucose intolerance at days 1 and 2 (2 > 1), and a recovery 18 h post ozone. Leptin increased day 1 and epinephrine at all times after ozone. Ozone tended to decrease phosphorylated insulin receptor substrate-1 in liver and adipose tissues. ER stress appeared to be the consequence of ozone induced acute metabolic impairment since transcriptional markers of ER stress increased only after 2 days of ozone. In conclusion, acute ozone exposure induces marked systemic metabolic impairments in BN rats of all ages, likely through sympathetic stimulation. - Highlights: Air pollutants have been associated with increased diabetes in humans. Acute ozone exposure produces profound metabolic alterations in rats. Age influences metabolic risk factors in aging BN rats. Acute metabolic effects are reversible and repeated exposure reduces these effects. Ozone metabolic effects are only slightly exacerbated in geriatric rats.

    The aim of this paper is to clarify and discuss how quality, relevance, attitudes, beliefs and transfer value act as underlying driving forces in the development of the Cultural Heritage theme in EIAs. One purpose is to identify and discuss some conditions that can better environmental assessment in order to increase the significance of EIA in decision-making with regard to Cultural Heritage. The main tools used are different research methods designed for analyses of quality and quality changes, primarily based on the relevant opinions of 160 people occupied with Cultural Heritage in EIA in Norway. The study is based on a review of 40 types of EIAs from 1991 to 2000, an online questionnaire to 319 (160 responded) individuals from 14 different backgrounds, and interviews with three institutions in Sweden and Denmark. The study confirms a steadily increasing quality on EIRs over time, parallel with an improvement of the way in which Cultural Heritage is treated in EIA. This is supported by both the interviews and the qualitative comments regarding the survey. Potential for improvements is shown to be a need for more detailed background material as well as more use of adequate methods. The survey shows the existence of a wide variety of negative views, attitudes and beliefs, but the consequences of this are difficult to evaluate. However, most certainly, negative attitudes and beliefs have not been powerful enough to be detrimental to the quality of Cultural Heritage component, as nothing in the study indicates that negative attitudes and myths are undermining the system of EIA. The study shows the importance of having on-going discussions on quality and quality change over time by people involved in EIA, and how this is a necessary condition for successful implementation and acceptance. Beliefs and negative attitudes can also be a catalyst for developing better practice and advancing new methodology. In addition, new EIA countries must be prepared for several years of development and improvements after implementation. This is important in order to gain acceptance from the bureaucracy, especially from the Cultural Heritage authorities and local population.

    On 8 June 2001, on the basis of the mandate given by Council in 1989 to the Director-General to enter into Co-operation Agreements following a defined text model, CERN and the Government of the Republic of Serbia have entered into a Co-operation Agreement on the further development of scientific and technical co-operation in high-energy physics. As usual, the concrete implementation of the Co-operation Agreement is foreseen to take place through the conclusion of Protocols. Agreement has now been reached on the text of a Protocol concerning the Serbian participation in the CMS Collaboration. Annex I to the Protocol, which defines the technical specification of the Serbian contribution, is still under preparation. Although the Protocol contains no concrete financial commitment by CERN, pending a decision by the Committee of Council on procedures for agreements and protocols, the Management proposes that the Finance Committee takes note of the text of the Protocol.

    The modern and Little Ice Age (LIA) equilibrium-line altitude (ELA) of 20 outlet valley glacier from Jostedalsbreen, western Norway, has been calculated using different approaches. Using an accumulation area ratio (AAR) of 0.6 [+-] 0.05 gave a mean little Ice Age ELA depression of 70 m. A method developed by M. Kuhle, taking the influence by topography into account gave a mean ELA depression of 35-255 m, the median elevation of glaciers 115 m, and the toe-to-headwall altitude ration 140 m. Differences in the ELA estimates can be attributed to the differences in topography and morphology of the glaciers. The AAR method appears to provide the most reliable results. This will aid in determining mean global temperatures during the LIA. 34 refs., 9 figs., 5 tabs.

    The prevalence and the origin of HIV-1 subtype B, the most prevalent circulating clade among the long-term residents in Europe, have been studied extensively. However the spatial diffusion of the epidemic from the perspective of the virus has not previously been traced. In the current study we inferred the migration history of HIV-1 subtype B by way of a phylogeography of viral sequences sampled from 16 European countries and Israel. Migration events were inferred from viral phylogenies by character reconstruction using parsimony. With regard to the spatial dispersal of the HIV subtype B sequences across viral phylogenies, in most of the countries in Europe the epidemic was introduced by multiple sources and subsequently spread within local networks. Poland provides an exception where most of the infections were the result of a single point introduction. According to the significant migratory pathways, we show that there are considerable differences across Europe. Specifically, Greece, Portugal, Serbia and Spain, provide sources shedding HIV-1; Austria, Belgium and Luxembourg, on the other hand, are migratory targets, while for Denmark, Germany, Italy, Israel, Norway, the Netherlands, Sweden, Switzerland and the UK we inferred significant bidirectional migration. For Poland no significant migratory pathways were inferred. Subtype B phylogeographies provide a new insight about the geographical distribution of viral lineages, as well as the significant pathways of virus dispersal across Europe, suggesting that intervention strategies should also address tourists, travellers and migrants.

    It is important to evaluate the potential of drug hypersensitivity as well as other adverse effects during the preclinical stage of the drug development process, but validated methods are not available yet. In the present study we examined whether it would be possible to develop a new predictive model of drug hypersensitivity using Brown Norway (BN) rats. As representative drugs with hypersensitivity potential in humans, phenytoin (PHT), carbamazepine (CBZ), amoxicillin (AMX), and sulfamethoxazole (SMX) were orally administered to BN rats for 28 days to investigate their effects on these animals by examinations including observation of clinical signs, hematology, determination of serum IgE levels, histology, and flow cytometric analysis. Skin rashes were not observed in any animals treated with these drugs. Increases in the number of circulating inflammatory cells and serum IgE level did not necessarily occur in the animals treated with these drugs. However, histological examination revealed that germinal center hyperplasia was commonly induced in secondary lymphoid organs/tissues in the animals treated with these drugs. In cytometric analysis, changes in proportions of lymphocyte subsets were noted in the spleen of the animals treated with PHT or CBZ during the early period of administration. The results indicated that the potential of drug hypersensitivity was identified in BN rat by performing histological examination of secondary lymphoid organs/tissues. Data obtained herein suggested that drugs with hypersensitivity potential in humans gained immune reactivity in BN rat, and the germinal center hyperplasia induced by administration of these drugs may serve as a predictive biomarker for drug hypersensitivity occurrence. - Highlights: We tested Brown Norway rats as a candidate model for predicting drug hypersensitivity. The allergic drugs did not induce skin rash, whereas D-penicillamine did so in the rats. Some of allergic drugs increased inflammatory cells and IgE, but the others did not. The allergic drugs commonly induced germinal center hyperplasia in lymphoid tissues. Some of these allergic drugs transiently increased CD4{sup +}CD25{sup +} T cells in the spleen.

    Geothermal studies were carried out on the island of Sao Miguel, Azores to characterize the nature of the resource, to estimate its magnitude, and to identify target areas toward which exploration and developmental drilling might be directed. The main geothermal resource areas are Furnas, Agua de Pau, and Sete Cidades, three Quaternary silicic volcanic centers characterized by summit calderas beneath which magmatic heat sources provide thermal energy to overlying hydrothermal convection systems. For each of the systems, the studies have defined the size of the system, the subsurface temperature, the thermodynamic state of fluid in the system, the chemical composition of the fluid, and permeable parts of the system. 8 figs.     In 1997, 1999, 2000, and 2001, in an attempt to evaluate the contamination level of a Portuguese population, organochlorine pesticide residues were evaluated in human serum from students of the University of Coimbra. Concentrations of selected organochlorine pollutants ({alpha}-, {beta}-, and {gamma}-HCH, aldrin, dieldrin, HE, HCB, p,p'-DDT, o,p'-DDT, p,p'-DDE, p,p'-DDD) and endosulfan sulfate was measured with gas chromatography-electron capture detector. Our objective is to point out the general levels of pesticide contamination and the differences between the four populations; and together with this, if a connection could be established with gender or the residence area of the subjects. Endosulfan sulfate, p,p'-DDE, o,p'-DDT, and p,p'-DDD were the most frequently identified residues. Endosulfan sulfate present the highest concentrations for all subjects, 42.6 {mu}g/l, with concentrations ranging from undetected to 1295.5 {mu}g/l. Between DDT, isomers, and analogues, o,p'-DDT, and p,p'-DDT presented the highest levels, 24.8 and 21.9 {mu}g/l, respectively. Mean total DDT levels were higher than mean total HCH levels. For {sigma}-DDT, the highest levels were found among female gender and urban samples. An opposite situation was found in {sigma}-HCH: males presented higher levels than females. The mean concentration of organochlorine pesticide residues, present in the student populations, showed that it is among the highest levels of contamination, when compared with others from Europe, Asia, and America.

    Reconstructed Younger Dryas (11000-10000 y BP) valley- and cirque glaciers west of the Jostedalsbre ice cap suggest an equilibrium-line altitude (ELA) depression of (450{+-}200 y BP) deglaciation was characterized by vertical wastage, indicating that the LA was above the summit plateaus. During the Erdalen event (9100{+-}200 y BP) marginal moraines were formed up to 1 km beyond the Little Ice Age (LIA) moraines which lie in front of the present valley outlet glaciers of the Jostedalsbre ice cap. The average ELA lowering during this event is calculated to 325 m below the modern level. Lithostratigraphic and paleobotanical studies show that the Hypsithermal (ca. 8000-6000 y BP) ELA was about 450 m higher than at present. As a result, Jostedalsbreen probably disappeared entirely during that period. The glacier reformed about 5300 y BP. The ELA intersected the modern mean equilibrium line altitude five times from ca. 2600 y BP to the present. The outlet valley glaciers reached their maximum Neoglacial extent during the LIA in the mid-18th century, when the ELA was depressed 100-150 m below the present level. 25 refs., 9 figs.
