    CW has learned that Methanex Corp. is considering entering one of two methanol and methyl tert-butyl ether (MTBE) projects in Qatar. Executive v.p. Michael Wilson says that part of the company`s New Zealand plant could be moved to a site in Qatar, which would lower capital costs for the possible project by $75 million-$100 million. Both Qatar General Petroleum Corp. and Qatar Fuel Additives are developing methanol and MTBE projects at Umm Said, Qatar. Methanex says its goal is to ensure low-cost feedstocks.

    Total is rumored to be withdrawing from the $700-million methanol and methyl tert-butyl ether (MTBE) Qatar Fuel Additives Co., (Qafac) project. The French company has a 12.5% stake in the project. Similar equity is held by three other foreign investors: Canada`s International Octane, Taiwan`s Chinese Petroleum Corp., and Lee Change Yung Chemical Industrial Corp. Total is said to want Qafac to concentrate on methanol only. The project involves plant unit sizes of 610,000 m.t./year of MTBE and 825,000 m.t./year of methanol. Total declines to comment.

    The transiting hot Jupiter planet Qatar-1 b was presented to exhibit variations in transit times that could be of perturbative nature. A hot Jupiter with a planetary companion on a nearby orbit would constitute an unprecedented planetary configuration, important for theories of formation and evolution of planetary systems. We performed a photometric follow-up campaign to confirm or refute transit timing variations. We extend the baseline of transit observations by acquiring 18 new transit light curves acquired with 0.6-2.0 m telescopes. These photometric time series, together with data available in the literature, were analyzed in a homogenous way to derive reliable transit parameters and their uncertainties. We show that the dataset of transit times is consistent with a linear ephemeris leaving no hint for any periodic variations with a range of 1 min. We find no compelling evidence for the existence of a close-in planetary companion to Qatar-1 b. This finding is in line with a paradigm that hot Jupiters are...

    Considerable debate in the Middle East has centered upon what was previously felt to be two separate methods of enhancing revenues and daily production; hydraulic fracturing and horizontal drilling. In an effort to maximize return on investment, these two issues have been successfully combined in other areas of the world. In order to establish the suitability of this technology in this area, two horizontal wells with over 3,050m (10,000ft) of lateral section were drilled into the Cretaceous Kharaib formation, overlying the North Field, Offshore Qatar. A massive stimulation program was performed in order to evaluate the most feasible stimulation method from both a technical and economical perspective for further field development considerations.Three propped hydraulic fracturing treatments were performed using 183, 500kg (403, 700lb) of 20/40 mesh sand, and seventeen acid matrix treatments placing over 3,217,250l (850,000gals) of HCL into the lateral sections of both wells. This paper describes the performance, operation and logistical support required to complete this offshore operation with join a minimal time frame. The use of a mobile offshore jack-up platform, whereby a land based fracturing spread was placed onto the deck of a converted drilling rig is described.

    We present a new Monte-Carlo methodology to forecast the crude oil production of Norway and the U.K. based on a two-step process, (i) the nonlinear extrapolation of the current/past performances of individual oil fields and (ii) a stochastic model of the frequency of future oil field discoveries. Compared with the standard methodology that tends to underestimate remaining oil reserves, our method gives a better description of future oil production, as validated by our back-tests starting in 2008. Specifically, we predict remaining reserves extractable until 2030 to be 188 +/- 10 million barrels for Norway and 98 +/- 10 million barrels for the UK, which are respectively 45% and 66% above the predictions using the standard methodology.

    The openness of the transmission grid and the incentives given by transmission pricing form the foundation for retail and wholesale competition in the electricity market. The deregulated markets of Norway, Spain, and California all have introduced retail access and wholesale competition, although with different approaches to pricing of transmission grid services. This paper will briefly describe the three different solutions, and discuss some of their implications. Of the three electricity systems, Norway was the first to open the grid to competition in electricity trade. The Norwegian Energy Law of 1990 introduced open competition to wholesale and retail trade starting January 1991. In Spain, the Electricity Law of 1997 came into force early in 1998. Wholesale and retail markets in California were opened for competition on April 1, 1998, following the passage of Assembly Bill 1890, in August 1996. Introducing competition in electricity markets also implies introducing Third Party Access to the transmission grid. All potential competitors have to be given access to the grid in order to compete, no matter who owns the actual wires. This principle raises several challenges, notably, how to price transmission services. Who is to pay for which transmission services? The Norwegian grid is divided into three levels depending on its function. The transmission grid includes all parts of the national grid having a transmission function, meaning that some lower voltage levels also are included. In Spain, the definition of the transmission grid is similar, including the 400 kV and 220 kV national grid as well as lower voltage installations that could affect transmission operation or generation dispatch. For historic reasons, wholesale electricity transactions in the US are regulated by the federal government through the FERC. However, operations of utility systems within one state fall primarily under state jurisdiction. Because the utility systems in California generally are large and exchanges between them limited, the role of FERC was small prior to restructuring, although the state is a large importer of power.

    Air pollutants have been associated with increased diabetes in humans. We hypothesized that ozone would impair glucose homeostasis by altering insulin signaling and/or endoplasmic reticular (ER) stress in young and aged rats. One, 4, 12, and 24 month old Brown Norway (BN) rats were exposed to air or ozone, 0.25 or 1.0 ppm, 6 h/day for 2 days (acute) or 2 d/week for 13 weeks (subchronic). Additionally, 4 month old rats were exposed to air or 1.0 ppm ozone, 6 h/day for 1 or 2 days (time-course). Glucose tolerance tests (GTT) were performed immediately after exposure. Serum and tissue biomarkers were analyzed 18 h after final ozone for acute and subchronic studies, and immediately after each day of exposure in the time-course study. Age-related glucose intolerance and increases in metabolic biomarkers were apparent at baseline. Acute ozone caused hyperglycemia and glucose intolerance in rats of all ages. Ozone-induced glucose intolerance was reduced in rats exposed for 13 weeks. Acute, but not subchronic ozone increased ?{sub 2}-macroglobulin, adiponectin and osteopontin. Time-course analysis indicated glucose intolerance at days 1 and 2 (2 > 1), and a recovery 18 h post ozone. Leptin increased day 1 and epinephrine at all times after ozone. Ozone tended to decrease phosphorylated insulin receptor substrate-1 in liver and adipose tissues. ER stress appeared to be the consequence of ozone induced acute metabolic impairment since transcriptional markers of ER stress increased only after 2 days of ozone. In conclusion, acute ozone exposure induces marked systemic metabolic impairments in BN rats of all ages, likely through sympathetic stimulation. - Highlights: Air pollutants have been associated with increased diabetes in humans. Acute ozone exposure produces profound metabolic alterations in rats. Age influences metabolic risk factors in aging BN rats. Acute metabolic effects are reversible and repeated exposure reduces these effects. Ozone metabolic effects are only slightly exacerbated in geriatric rats.

    This paper describes a task performed for the US Nuclear Regulatory Commission (NRC), consisting of using post-Chernobyl data from Norway to verify or find areas for possible improvement in the chronic exposure pathway models utilized in the NRC's program for probabilistic risk analysis, level 3, of the MELCOR accident consequence code system (MACCS), developed at Sandia National Laboratories, Albuquerque, New Mexico. Because of unfortunate combinations of weather conditions, the levels of Chernobyl fallout in parts of Norway were quite high, with large areas contaminated to more than 100 kBq/m[sup 2] of radioactive cesium. Approximately 6% of the total amount of radioactive cesium released from Chernobyl is deposited on Norwegian territory, according to a countrywide survey performed by the Norwegian National Institute for Radiation Hygiene. Accordingly, a very large monitoring effort was carried out in Norway, and some of the results of this effort have provided important new insights into the ways in which radioactive cesium behaves in the environment. In addition to collection and evaluation of post-Chernobyl monitoring results, some experiments were also performed as part of the task. Some experiments performed pre-Chernobyl were also relevant, and some conclusions could be drawn from these. In most connections, the data available show the models and data in MACCS to be appropriate. A few areas where the data indicate that the MACCS approach is inadequate are, however, also pointed out in the paper.

    A concerted effort to further develop productive capacity is evident in most Middle Eastern Countries, through exploration, field development, and secondary recovery. Saudi Arabia, Iraq, and Abu Dhabi all plan expanded petroleum industry programs in 1980. Oil production in Saudi Arabia through the first one-half of 1980 averaged 9.5 million bpd, and the Saudis are proceeding with the large-scale associated gas utilization and industrialization program. Iraq's near-term interest is in development of the Majnoon Discovery. Abu Dhabi is continuing efforts to complete development of a giant offshore field and finalize an onshore/offshore associated gas utilization facility. Only Iran and Kuwait are expected to be relatively inactive in petroleum programs during the remainder of 1980. Individual country reports are presented for Saudi Arabia, Iraq, Abu Dhabi, Dubai, Iran, Kuwait, the Divided Neutral Zone, Qatar, Oman, Bahrain, Syria, Turkey, Israel, Jordan, South Yemen, and Yemen Arab Republic.

Significant gains are in Brazil, Colombia, Congo, Egypt, Libya, Nigeria, Oman, and Papua New Guinea. Decreases were reported by Indonesia, Norway, the U.K., Iran, Canada, Mexico, and the US. Natural gas reserves slipped to 4.9 quadrillion cu ft. The major production trend is a lasting surge from outside of OPEC.     At its heart, Arab oil policy is inseparable from Arab economic and social policy. This holds whether we are talking about the Arab nations as a group or each separately. The seven Arab nations covered in this report-Bahrain, Iraq, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates--participate in several organizations focusing on regional cooperation regarding economic development, social programs, and Islamic unity, as well as organizations concerned with oil policies. This report focuses on the oil-related activities of the countries that may reveal the de facto oil policies of the seven Persian Gulf nations. Nevertheless it should be kept in mind that the decision makers participating in the oil policy organizations are also involved with the collaborative efforts of these other organizations. Oil policies of five of the seven Arab nations are expressed within the forums of the Organization of Petroleum Exporting Countries (OPEC) and the Organization of Arab Petroleum Exporting Countries (OAPEC). Only Oman, among the seven, is not a member of either OAPEC or OPEC; Bahrain is a member of OAPEC but not of OPEC. OPEC and OAPEC provide forums for compromise and cooperation among their members. Nevertheless, each member state maintains its own sovereignty and follows its own policies. Each country deviates from the group prescription from time to time, depending upon individual circumstances.

Although developing countries currently account for a small share of global carbon emissions, their contribution is increasing rapidly. Due to the rapid expansion of energy demand in these nations, the developing world's share in global modern energy use rose from 16 to 27 percent between 1970 and 1990. If the growth rates observed over the past 20 years persist, energy demand in developing nations will surpass that in the countries of the Organization for Economic Cooperation and Development (OECD) early in the 21st century. The study seeks to examine the forces that galvanize the growth of energy use and carbon emissions, to assess the likely future levels of energy and CO{sub 2} in selected developing nations and to identify opportunities for restraining this growth. The purpose of this report is to provide the quantitative information needed to develop effective policy options, not to identify the options themselves. A combined study was carried out for the countries of the Gulf Cooperation Council (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates).

Iraq, Kuwait, Saudi Arabia, Abu Dhabi, and Oman had significant increased; Iran was the only Middle East country with a significant decrease. New fields went on production in Oman and Yemen Arab Republic, and significant discoveries were reported in Iraq, Yemen Arab Republic, Oman, and Syria.
