    Although the use of ultra-large coiled tubing to complete wells is relatively new, it is gaining widespread industry application. This paper will detail the equipment necessary to perform an operation of this type and will present information from several case studies in Oman in which an operator has successfully deployed completion equipment on 3-1/2-inch-OD coiled tubing. In addition to a discussion of the equipment required to perform the necessary operations, the trial parameters that were established by this operator will be given. The information presented has been selected to allow an initial evaluation to be made of coiled tubing completions in general and will help to determine whether this method can prove to be less expensive than traditional rig-based completions. The topics presented have been chosen to provide the reader with a thorough understanding of the techniques and preparation needed to execute a coiled tubing completion. The summary of experiences will conclude that this innovative completion technique can be a viable method for completing wells. Although long-term advantages regarding production and well maintenance cannot yet be determined, the operator`s experiences to date have confirmed his initial belief that use of coiled tubing in ultra-large continuous-pipe applications can be cost effective.

    India and Pakistan launched their respective nuclear programs in the 1940s and 1950s with considerable foreign technical support, especially from the United States Atoms for Peace Program. The technology and training that was acquired served as the platform for later nuclear weapon development efforts that included nuclear weapon testing in 1974 and in 1998 by India, and also in 1998 by Pakistan - which had illicitly acquired uranium enrichment technology especially from Europe and received assistance from China. As of 2013, both India and Pakistan were continuing to produce fissile material for weapons, in the case of India also for nuclear naval fuel, and were developing a diverse array of ballistic and cruise missiles. International efforts to restrain the South Asian nuclear build-up have been largely set aside over the past decade as Pakistani support became central for the U.S. war in Afghanistan and as U.S. geopolitical and economic interests in supporting the rise of India, in part as a counter to China, led to India being exempted both from U.S non-proliferation laws and international nuclear trade guidelines. In the absence of determined international action and with Pakistan blocking the start of talks on a fissile material cutoff treaty, nuclear weapon programs in South Asia are likely to keep growing for the foreseeable future.

According to US officials, because of fears of accidental nuclear detonation, both sides would only assemble their nuclear weapons when absolutely necessary. Nevertheless, according to Woolsey, both nations {open_quotes}could, on short notice, assemble nuclear weapons.{close_quotes} Each has combat aircraft that could deliver these bombs in a crisis. India and Pakistan continue to improve their nuclear weapons. Unless their programs are stopped, they might succeed in moving from large, cumbersome bombs to miniaturized, easily armed and fuzed weapons able to be permanently deployed on attack aircraft or ballistic missiles, which are being developed or sought by both countries.

    As part of our continuing assessment of Asia-Pacific energy markets, the Energy Program has embarked on a series of country studies that discuss in detail the structure of the energy sector in each major country in the region. The country studies also provide the reader with an overview of the economic and political situation in the various countries. We have particularly highlighted petroleum and gas issues in the country studies and have attempted to show the foreign trade implications of oil and gas trade. Finally, to the greatest extent possible, we have provided the latest available statistics -- often from unpublished and disparate sources that are unavailable to most readers. Staff members have traveled extensively in -- and at times have lived in -- the countries under review and have held discussions with senior policymakers in government and industry. Thus, these reports provide not only information but also the latest thinking on energy issues in the various countries. This report summarizes the energy and economic situation in Pakistan.

    This article is a review of the potential for nuclear energy development in the developing nations of Pakistan, Indonesia, Thailand, and the Philippines. In each country, there is a substantial need for new generating capacity, and each is exploring the idea of having nuclear energy supply a meaningful portion of this new capacity. Of the four countries, only Pakistan is currently a nuclear operator, and one vintage CANDU plant in operation and the Chashma unit under construction. Thailand and Indonesia have ambitious plans to have 12 reactors in service by the year 2015.

  1. Forecasting future oil production in Norway and the UK: a general improved methodology

    We present a new Monte-Carlo methodology to forecast the crude oil production of Norway and the U.K. based on a two-step process, (i) the nonlinear extrapolation of the current/past performances of individual oil fields and (ii) a stochastic model of the frequency of future oil field discoveries. Compared with the standard methodology that tends to underestimate remaining oil reserves, our method gives a better description of future oil production, as validated by our back-tests starting in 2008. Specifically, we predict remaining reserves extractable until 2030 to be 188 +/- 10 million barrels for Norway and 98 +/- 10 million barrels for the UK, which are respectively 45% and 66% above the predictions using the standard methodology.

    Software Project Management (SPM) and Software Quality Assurance (SQA) are key components of undergraduate Computing programmes at educational establishments in Pakistan. Because of the nature of these subjects, there are a number of issues that need to be discussed and resolved so that the teaching becomes more effective, students learning experience is more enjoyable and their ability to be actively involved in SPM and SQA, after the completion of their studies, becomes further improved. In this paper, we discuss experience of teaching SPM and SQA at one particular institution in Islamabad Pakistan. Using this as a case study, we underline the students perspective, highlight the inherent issues and suggest ways to improve the delivery of these subjects. Since, the issues are mainly generic, the aim is to provide discussion and recommendations to benefit a wider computing community in academia.

    The sea presents unique possibilities for implementing confidence building measures (CBMs) between India and Pakistan that are currently not available along the contentious land borders surrounding Jammu and Kashmir. This is due to the nature of maritime issues, the common military culture of naval forces, and a less contentious history of maritime interaction between the two nations. Maritime issues of mutual concern provide a strong foundation for more far-reaching future CBMs on land, while addressing pressing security, economic, and humanitarian needs at sea in the near-term. Although Indian and Pakistani maritime forces currently have stronger opportunities to cooperate with one another than their counterparts on land, reliable mechanisms to alleviate tension or promote operational coordination remain non-existent. Therefore, possible maritime CBMs, as well as pragmatic mechanisms to initiate and sustain cooperation, require serious examination. This report reflects the unique joint research undertaking of two retired Senior Naval Officers from both India and Pakistan, sponsored by the Cooperative Monitoring Center of the International Security Center at Sandia National Laboratories. Research focuses on technology as a valuable tool to facilitate confidence building between states having a low level of initial trust. Technical CBMs not only increase transparency, but also provide standardized, scientific means of interacting on politically difficult problems. Admirals Vohra and Ansari introduce technology as a mechanism to facilitate consistent forms of cooperation and initiate discussion in the maritime realm. They present technical CBMs capable of being acted upon as well as high-level political recommendations regarding the following issues: (1) Delimitation of the maritime boundary between India and Pakistan and its relationship to the Sir Creek dispute; (2) Restoration of full shipping links and the security of ports and cargos; (3) Fishing within disputed areas and resolution of issues relating to arrest and repatriation of fishermen from both sides; and (4) Naval and maritime agency interaction and possibilities for cooperation.

  12. Transmission grid access and pricing in Norway, Spain, and California: A comparative study

    The openness of the transmission grid and the incentives given by transmission pricing form the foundation for retail and wholesale competition in the electricity market. The deregulated markets of Norway, Spain, and California all have introduced retail access and wholesale competition, although with different approaches to pricing of transmission grid services. This paper will briefly describe the three different solutions, and discuss some of their implications. Of the three electricity systems, Norway was the first to open the grid to competition in electricity trade. The Norwegian Energy Law of 1990 introduced open competition to wholesale and retail trade starting January 1991. In Spain, the Electricity Law of 1997 came into force early in 1998. Wholesale and retail markets in California were opened for competition on April 1, 1998, following the passage of Assembly Bill 1890, in August 1996. Introducing competition in electricity markets also implies introducing Third Party Access to the transmission grid. All potential competitors have to be given access to the grid in order to compete, no matter who owns the actual wires. This principle raises several challenges, notably, how to price transmission services. Who is to pay for which transmission services? The Norwegian grid is divided into three levels depending on its function. The transmission grid includes all parts of the national grid having a transmission function, meaning that some lower voltage levels also are included. In Spain, the definition of the transmission grid is similar, including the 400 kV and 220 kV national grid as well as lower voltage installations that could affect transmission operation or generation dispatch. For historic reasons, wholesale electricity transactions in the US are regulated by the federal government through the FERC. However, operations of utility systems within one state fall primarily under state jurisdiction. Because the utility systems in California generally are large and exchanges between them limited, the role of FERC was small prior to restructuring, although the state is a large importer of power.

  14. Cooperative Monitoring Center Occasional Paper/11: Cooperative Environmental Monitoring in the Coastal Regions of India and Pakistan

    The cessation of hostilities between India and Pakistan is an immediate need and of global concern, as these countries have tested nuclear devices, and have the capability to deploy nuclear weapons and long-range ballistic missiles. Cooperative monitoring projects among neighboring countries in South Asia could build regional confidence, and, through gradual improvements in relations, reduce the threat of war and the proliferation of weapons of mass destruction. This paper discusses monitoring the trans-border movement of flow and sediment in the Indian and Pakistani coastal areas. Through such a project, India and Pakistan could initiate greater cooperation, and engender movement towards the resolution of the Sir Creek territorial dispute in their coastal region. The Joint Working Groups dialogue being conducted by India and Pakistan provides a mechanism for promoting such a project. The proposed project also falls within a regional framework of cooperation agreed to by several South Asian countries. This framework has been codified in the South Asian Seas Action Plan, developed by Bangladesh, India, Maldives, Pakistan and Sri Lanka. This framework provides a useful starting point for Indian and Pakistani cooperative monitoring in their trans-border coastal area. The project discussed in this paper involves computer modeling, the placement of in situ sensors for remote data acquisition, and the development of joint reports. Preliminary computer modeling studies are presented in the paper. These results illustrate the cross-flow connections between Indian and Pakistani coastal regions and strengthen the argument for cooperation. Technologies and actions similar to those suggested for the coastal project are likely to be applied in future arms control and treaty verification agreements. The project, therefore, serves as a demonstration of cooperative monitoring technologies. The project will also increase people-to-people contacts among Indian and Pakistani policy makers and scientists. In the perceptions of the general public, the project will crystallize the idea that the two countries share ecosystems and natural resources, and have a vested interest in increased collaboration.

    Air pollutants have been associated with increased diabetes in humans. We hypothesized that ozone would impair glucose homeostasis by altering insulin signaling and/or endoplasmic reticular (ER) stress in young and aged rats. One, 4, 12, and 24 month old Brown Norway (BN) rats were exposed to air or ozone, 0.25 or 1.0 ppm, 6 h/day for 2 days (acute) or 2 d/week for 13 weeks (subchronic). Additionally, 4 month old rats were exposed to air or 1.0 ppm ozone, 6 h/day for 1 or 2 days (time-course). Glucose tolerance tests (GTT) were performed immediately after exposure. Serum and tissue biomarkers were analyzed 18 h after final ozone for acute and subchronic studies, and immediately after each day of exposure in the time-course study. Age-related glucose intolerance and increases in metabolic biomarkers were apparent at baseline. Acute ozone caused hyperglycemia and glucose intolerance in rats of all ages. Ozone-induced glucose intolerance was reduced in rats exposed for 13 weeks. Acute, but not subchronic ozone increased ?{sub 2}-macroglobulin, adiponectin and osteopontin. Time-course analysis indicated glucose intolerance at days 1 and 2 (2 > 1), and a recovery 18 h post ozone. Leptin increased day 1 and epinephrine at all times after ozone. Ozone tended to decrease phosphorylated insulin receptor substrate-1 in liver and adipose tissues. ER stress appeared to be the consequence of ozone induced acute metabolic impairment since transcriptional markers of ER stress increased only after 2 days of ozone. In conclusion, acute ozone exposure induces marked systemic metabolic impairments in BN rats of all ages, likely through sympathetic stimulation. - Highlights: • Air pollutants have been associated with increased diabetes in humans. • Acute ozone exposure produces profound metabolic alterations in rats. • Age influences metabolic risk factors in aging BN rats. • Acute metabolic effects are reversible and repeated exposure reduces these effects. • Ozone metabolic effects are only slightly exacerbated in geriatric rats.

    Abstract: Strategic environmental assessment (SEA) for offshore oil and gas planning and development is utilized in select international jurisdictions, but the sector has received limited attention in the SEA literature. While the potential benefits of and rationale for SEA are well argued, there have been few empirical studies of SEA processes for the offshore sector. Hence, little is known about the efficacy of SEA offshore, in particular its influence on planning and development decisions. This paper examines SEA practice and influence in three international offshore systems: Norway, Atlantic Canada and the United Kingdom, with the intent to identify the challenges, lessons and opportunities for advancing SEA in offshore planning and impact assessment. Results demonstrate that SEA can help inform and improve the efficacy and efficiency of project-based assessment in the offshore sector, however weak coordination between higher and lower tiers limit SEA's ability to influence planning and development decisions in a broad regional environmental and socioeconomic context. - Highlights: Black-Right-Pointing-Pointer SEA can inform and improve the efficacy and efficiency of project EA offshore Black-Right-Pointing-Pointer Scope and deliverables of SEA offshore often differ from stakeholder expectations Black-Right-Pointing-Pointer Considerable variability in influence of SEA output beyond licensing decisions Black-Right-Pointing-Pointer Sector-based SEA offshore is often too restrictive to generate expected benefits.

    It is important to evaluate the potential of drug hypersensitivity as well as other adverse effects during the preclinical stage of the drug development process, but validated methods are not available yet. In the present study we examined whether it would be possible to develop a new predictive model of drug hypersensitivity using Brown Norway (BN) rats. As representative drugs with hypersensitivity potential in humans, phenytoin (PHT), carbamazepine (CBZ), amoxicillin (AMX), and sulfamethoxazole (SMX) were orally administered to BN rats for 28 days to investigate their effects on these animals by examinations including observation of clinical signs, hematology, determination of serum IgE levels, histology, and flow cytometric analysis. Skin rashes were not observed in any animals treated with these drugs. Increases in the number of circulating inflammatory cells and serum IgE level did not necessarily occur in the animals treated with these drugs. However, histological examination revealed that germinal center hyperplasia was commonly induced in secondary lymphoid organs/tissues in the animals treated with these drugs. In cytometric analysis, changes in proportions of lymphocyte subsets were noted in the spleen of the animals treated with PHT or CBZ during the early period of administration. The results indicated that the potential of drug hypersensitivity was identified in BN rat by performing histological examination of secondary lymphoid organs/tissues. Data obtained herein suggested that drugs with hypersensitivity potential in humans gained immune reactivity in BN rat, and the germinal center hyperplasia induced by administration of these drugs may serve as a predictive biomarker for drug hypersensitivity occurrence. - Highlights: • We tested Brown Norway rats as a candidate model for predicting drug hypersensitivity. • The allergic drugs did not induce skin rash, whereas D-penicillamine did so in the rats. • Some of allergic drugs increased inflammatory cells and IgE, but the others did not. • The allergic drugs commonly induced germinal center hyperplasia in lymphoid tissues. • Some of these allergic drugs transiently increased CD4{sup +}CD25{sup +} T cells in the spleen.

    During the late Precambrian, the terranes of the Arabian and adjoining plates were fused along the northeastern flank of the African plate in Gondwanaland. This phase, which ended approximately 640 to 620 Ma, was followed by continental failure (620 to 580 Ma) and intracontinental extension (600 to approximately 550 Ma). During the Infracambrian extensional phase, a triple junction may have evolved near the Sinai Peninsula and may have consisted of the (1) Jordan Valley and Dead Sea rift branch, (2) Sinai and North Egypt rift branch, and (3) the Najd wrench-rift branch. The Najd, Hawasina, and Zagros fault systems may have been transverse faults that accompanied rifting in the Arabian Gulf and Zagros Mountains, southern Oman, Pakistan, and Kerman in central Iran. While the area was extending and subsiding, the Tethys Ocean flooded the eastern side of the Arabian plate and Iran and deposited calcareous clastics, carbonates, and evaporites (including the Hormuz and Ara halites). This transgression extended into the western part of the Arabian plate via the Najd rift system. The termination of the extensional phase during the late Early Cambrian was accompanied by a major regression and terrestrial conditions on the Arabian Peninsula. However, by the Early Ordovician, as sea level peaked to a highstand, the Arabian plate was blanketed with marginal marine sediments. 11 figs., 2 tabs.

    Social unrest represents a major challenge for policy makers around the globe, as it can quickly escalate from small scale disturbances to highly public protests, riots and even civil war. This research was motivated by a need to understand social instability and to unpack the comments made during a spring 2013 conference hosted by Pacific Northwest National Laboratory’s Center for Global Security and the U.S. Institute for Peace, where policymakers noted that models considering social instability are often not suitable for decision-making. This analysis shows that existing state level models of instability could be improved in spatial scale to the city level, even without significantly improved data access. Better data would make this analysis more complete and likely improve the quality of the model. Another challenge with incorporating modeling into decision-making is the need to understand uncertainty in a model. Policy makers are frequently tasked with making decisions without a clear outcome, so characterization of uncertainty is critical. This report describes the work and findings of the project. It took place in three phases: a literature review of social stability research, a “hindsight scan” that looked at historical data, and a “foresight scan” looking at future scenarios.

    This report builds from a similar previous analysis (Schwabe et al., 2011) exploring the differences in cost of wind energy in 2008 among countries participating in IEA Wind Task 26 at that time. The levelized cost of energy (LCOE) is a widely recognized metric for understanding how technology, capital investment, operations, and financing impact the life-cycle cost of building and operating a wind plant. Schwabe et al. (2011) apply a spreadsheet-based cash flow model developed by the Energy Research Centre of the Netherlands (ECN) to estimate LCOE. This model is a detailed, discounted cash flow model used to represent the various cost structures in each of the participating countries from the perspective of a financial investor in a domestic wind energy project. This model is used for the present analysis as well, and comparisons are made for those countries who contributed to both reports, Denmark, Germany, and the United States.
