    Bird and bat fatalities from wind energy projects are an environmental and public concern, with post-construction fatalities sometimes differing from predictions. Siting facilities in this context can be a challenge. In March 2012 the U.S. Fish and Wildlife Service (USFWS) released Land-based Wind Energy Guidelines to assess collision fatalities and other potential impacts to species of concern and their habitats to aid in siting and management. The Guidelines recommend a tiered approach for assessing risk to wildlife, including a preliminary site evaluation that may evaluate alternative sites, a site characterization, field studies to document wildlife and habitat and to predict project impacts, post construction studies to estimate impacts, and other post construction studies. We applied the tiered assessment framework to a case study site, the Mount Storm Wind Energy Facility in Grant County, West Virginia, USA, to demonstrate the use of the USFWS assessment approach, to indicate how the use of a tiered assessment framework might have altered outputs of wildlife assessments previously undertaken for the case study site, and to assess benefits of a tiered ecological assessment framework for siting wind energy facilities. The conclusions of this tiered assessment for birds are similar to those of previous environmental assessments for Mount Storm. This assessment found risk to individual migratory tree-roosting bats that was not emphasized in previous preconstruction assessments. Differences compared to previous environmental assessments are more related to knowledge accrued in the past 10 years rather than to the tiered structure of the Guidelines. Benefits of the tiered assessment framework include good communication among stakeholders, clear decision points, a standard assessment trajectory, narrowing the list of species of concern, improving study protocols, promoting consideration of population-level effects, promoting adaptive management through post-construction assessment and mitigation, and sharing information that can be used in other assessments.

    Climate change is likely the most critical societal challenge to the futures of today's children. Mitigation will require a concerted effort to change household energy behaviour electricity use, transportation and food consumption patterns. A first step to changing behaviour is to better understand current behaviour and its intrapersonal (knowledge and attitudes), interpersonal (norms, communication and behaviour) and contextual (demographics and geography) correlates. To date, our understanding of the energy behaviours of children is limited. To begin to fill this gap, we report the results of a survey on the electricity, transportation and food-related energy behaviours of 323 fourth- and fifth-grade girls and their parents in 31 Girl Scout troops in Northern California. Our findings show positive attitudes and perceived norms toward energy-saving behaviours among child and adult respondents, but low or moderate levels of knowledge, communication, and behaviour, particularly for behaviours that require adult assistance. Girls' choices about electricity behaviours appear to be governed by intrapersonal and interpersonal influences, while transportation behaviour is constrained by geographic context. Food-related behaviour, particularly meat consumption, was not readily modelled. Policy and education-related implications for future interventions aimed at enhancing children's energy-saving behaviours are discussed. (C) 2014 Elsevier Ltd. All rights reserved.

    In 1991, the U.S. Department of Energy, in cooperation with the Department of Housing and Urban Development (HUD), initiated a collaborative process to define a residential energy efficiency rating program linked with energy-efficient mortgage (EEM) financing. During this process, the collaborative, consisting of a broad-based group representing stakeholder organizations, identified the need for quality control procedures to evaluate and verify the energy prediction methods used by Home Energy Rating System (HERS) providers. Such procedures were needed so a variety of locally developed rating systems would have equal opportunity to qualify under the umbrella of a national HERS/EEM system by meeting minimum technical requirements (National Renewable Energy Laboratory).

    Due to their excellent fuel efficiency, reliability, and durability, compression ignition direct injection (CIDI) engines have been used extensively to power almost all highway trucks, urban buses, off-road vehicles, marine carriers, and industrial equipment. CIDI engines burn 35 to 50% less fuel than gasoline engines of comparable size, and they emit far less greenhouse gases (Carbon Dioxides), which have been implicated in global warming. Although the emissions of CIDI engines have been reduced significantly over the last decade, there remains concern with the Nitrogen Oxides (NOX) and Particulate Matter (PM) emission levels. In 2000, the US EPA proposed very stringent emissions standards to be introduced in 2007 along with low sulfur (< 15ppm) diesel fuel. The California Air Resource Board (CARB) has also established the principle that future diesel fueled vehicles should meet the same emissions standards as gasoline fueled vehicles and the EPA followed suit with its Tier II emissions regulations. Meeting the Tier II standards requires NOX and PM emissions to be reduced dramatically. Achieving such low emissions while minimizing fuel economy penalty cannot be done through engine development and fuel reformulation alone, and requires application of NOX and PM aftertreatment control devices. A joint effort was made between Cummins Inc. and the Department of Energy to develop the generic aftertreatment subsystem technologies applicable for Light-Duty Vehicle (LDV) and Light-Duty Truck (LDT) engines. This paper provides an update on the progress of this joint development program. Three NOX reduction technologies including plasmaassisted catalytic NOX reduction (PACR), active lean NOX catalyst (LNC), and adsorber catalyst (AC) technology using intermittent rich conditions for NOX reduction were investigated in parallel in an attempt to select the best NOX control approach for light-duty aftertreatment subsystem integration and development. Investigations included system design and analysis, critical lab/engine experiments, and ranking then selection of NOX control technologies against reliability, up-front cost, fuel economy, service interval/serviceability, and size/weight. The results of the investigations indicate that the best NOX control approach for LDV and LDT applications is a NOX adsorber system. A greater than 83% NOX reduction efficiency is required to achieve 0.07g/mile NOX Tier II vehicle-out emissions. Both active lean NOX and PACR technology are currently not capable of achieving the high conversion efficiency required for Tier II, Bin 5 emissions standards. In this paper, the NOX technology assessment and selection is first reviewed and discussed. Development of the selected NOX technology (NOX adsorber) and PM control are then discussed in more detail. Discussion includes exhaust sulfur management, further adsorber formulation development, reductant screening, diesel particulate filter development & active regeneration, and preliminary test results on the selected integrated SOX trap, NOX adsorber, and diesel particulate filter system over an FTP-75 emissions cycle, and its impact on fuel economy.     This report describes the Tier 1 LDRD portfolio, administered by the Seniors Council between 2003 and 2011. 73 projects were sponsored over the 9 years of the portfolio at a cost of $10.5 million which includes $1.9M of a special effort in directed innovation targeted at climate change and cyber security. Two of these Tier 1 efforts were the seeds for the Grand Challenge LDRDs in Quantum Computing and Next Generation Photovoltaic conversion. A few LDRDs were terminated early when it appeared clear that the research was not going to succeed. A great many more were successful and led to full Tier 2 LDRDs or direct customer sponsorship. Over a dozen patents are in various stages of prosecution from this work, and one project is being submitted for an R and D 100 award.

    The main objectives of this project were to conduct a tall-tower and sodar field campaign in complex terrain, investigate wind properties relevant to wind energy assessment, and evaluate high-resolution models with fixed and adaptive grid structures. Two 60-m towers at Virginia Peak ridges near Washoe Valley, Nevada, were instrumented with cup and vane anemometers as well as sonic anemometers, and an acoustic sounder (hereafter sodar) was installed near one of the towers. The towers were located 2,700 m apart with a vertical distance of 140 m elevation between their bases. Each tower had a downhill exposure of rolling complex terrain, with the nearby valley floor 3,200 m to the west and 800 m below the summit. Cup anemometers were installed at both towers at 20, 40, and 60 m, wind vanes at 20 and 60 m, and sonic anemometers at 20 and 60 m. The sodar measurements were nominally provided every 10 m in vertical distance from 40 to 200 m with the quality of the data generally decreasing with height. Surface air temperature, atmospheric pressure, and radiation measurements were conducted at 1.5 m AGL at both of the towers. Although the plan was to conduct a 1-year period of data collection, we extended the period (October 5, 2012 through February 24, 2014) to cover for possible data loss from instrument or communication problems. We also present a preliminary analysis of the towers and sodar data, including a detailed inventory of available and missing data as well as outliers. The analysis additionally includes calculation of the Weibull parameters, turbulence intensity, and initial computation of wind power density at various heights.

    The CMS experiment at the LHC relies on 7 Tier-1 centres of the WLCG to perform the majority of its bulk processing activity, and to archive its data. During the first run of the LHC, these two functions were tightly coupled as each Tier-1 was constrained to process only the data archived on its hierarchical storage. This lack of flexibility in the assignment of processing workflows occasionally resulted in uneven resource utilisation and in an increased latency in the delivery of the results to the physics community.The long shutdown of the LHC in 2013-2014 was an opportunity to revisit thismore » mode of operations, disentangling the processing and archive functionalities of the Tier-1 centres. The storage services at the Tier-1s were redeployed breaking the traditional hierarchical model: each site now provides a large disk storage to host input and output data for processing, and an independent tape storage used exclusively for archiving. Movement of data between the tape and disk endpoints is not automated, but triggered externally through the WLCG transfer management systems.With this new setup, CMS operations actively controls at any time which data is available on disk for processing and which data should be sent to archive. Thanks to the high-bandwidth connectivity guaranteed by the LHCOPN, input data can be freely transferred between disk endpoints as needed to take advantage of free CPU, turning the Tier-1s into a large pool of shared resources. The output data can be validated before archiving them permanently, and temporary data formats can be produced without wasting valuable tape resources.     An apparatus and method to enhance the overall performance of mechanical seals in one of the following ways: by reducing seal face wear, by reducing the contact surface temperature, or by increasing the life span of mechanical seals. The apparatus is a mechanical seal (e.g., single mechanical seals, double mechanical seals, tandem mechanical seals, bellows, pusher mechanical seals, and all types of rotating and reciprocating machines) comprising a rotating ring and a double-tier mating ring. In a preferred embodiment, the double-tier mating ring comprises a first and a second stationary ring that together form an agitation-inducing, guided flow channel to allow for the removal of heat generated at the seal face of the mating ring by channeling a coolant entering the mating ring to a position adjacent to and in close proximity with the interior surface area of the seal face of the mating ring.

    The United States Department of Energy (US DOE) has determined that Tanks 18-F and 19-F have met the F-Tank Farm (FTF) General Closure Plan Requirements and are ready to be permanently closed. The high-level waste (HLW) tanks have been isolated from FTF facilities. To complete operational closure they will be filled with grout for the purpose of: (1) physically stabilizing the tanks, (2) limiting/eliminating vertical pathways to residual waste, (3) discouraging future intrusion, and (4) providing an alkaline, chemical reducing environment within the closure boundary to control speciation and solubility of select radionuclides. Bulk waste removal and heel removal equipment remain in Tanks 18-F and 19-F. This equipment includes the Advance Design Mixer Pump (ADMP), transfer pumps, transfer jets, standard slurry mixer pumps, equipment-support masts, sampling masts, dip tube assemblies and robotic crawlers. The present Tank 18 and 19-F closure strategy is to grout the equipment in place and eliminate vertical pathways by filling voids in the equipment to vertical fast pathways and water infiltration. The mock-up tests described in this report were intended to address placement issues identified for grouting the equipment that will be left in Tank 18-F and Tank 19-F. The Tank 18-F and 19-F closure strategy document states that one of the Performance Assessment (PA) requirements for a closed tank is that equipment remaining in the tank be filled to the extent practical and that vertical flow paths 1 inch and larger be grouted. The specific objectives of the Tier 1A equipment grout mock-up testing include: (1) Identifying the most limiting equipment configurations with respect to internal void space filling; (2) Specifying and constructing initial test geometries and forms that represent scaled boundary conditions; (3) Identifying a target grout rheology for evaluation in the scaled mock-up configurations; (4) Scaling-up production of a grout mix with the target rheology (16 second flow cone value) from 0.25 cubic feet to 4.3 cubic feet. (Ten 0.43 cubic batches were produced because full-scale equipment was not available for the Tier 1A test.); (5) Demonstrating continuous gravity filling of the ADMP mock up test form; (6) Demonstrating continuous gravity filling of 1 inch and 2 inch schedule 40 pipe; and (7) Demonstrating filling of 1 inch and 2 inch schedule 40 pipe from the bottom up by discharging through a tube inserted into the pipes. The Tier 1A mock-up test focused on the ADMP and pipes at least one inch in diameter. The ADMP which is located in center riser of Tank 18-F is a concern because the column for this long-shaft (55 ft) pump is unique and modification to the pump prior to placing it in service limited the flow path options for filling by creating a single flow path for filling and venting the ADMP support column. The large size, vertical orientation, and complicated flow path in the ADMP warrants a detailed description of this piece of ancillary equipment.

    The use of a deep burn strategy using VHTRs (or DB-MHR), as a means of burning transuranics produced by LWRs, was compared to performing this task with LWR MOX. The spent DB-MHR fuel was recycled for ultimate final recycle in fast reactors (ARRs). This report summarizes the preliminary findings of the support ratio (in terms of MWth installed) between LWRs, DB-MHRs and ARRs in an equilibrium two-tier fuel cycle scenario. Values from literature were used to represent the LWR and DB-MHR isotopic compositions. A reactor physics simulation of the ARR was analyzed to determine the effect that the DB-MHR spent fuel cooling time on the ARR transuranic consumption rate. These results suggest that the cooling time has some but not a significant impact on the ARRs conversion ratio and transuranic consumption rate. This is attributed to fissile worth being derived from non-fissile or threshold-fissioning isotopes in the ARRs fast spectrum. The fraction of installed thermal capacity of each reactor in the DB-MHR 2-tier fuel cycle was compared with that of an equivalent MOX 2-tier fuel cycle, assuming fuel supply and demand are in equilibrium. The use of DB-MHRs in the 1st-tier allows for a 10% increase in the fraction of fleet installed capacity of UO2-fueled LWRs compared to using a MOX 1st-tier. Also, it was found that because the DB-MHR derives more power per unit mass of transuranics charged to the fresh fuel, the front-end reprocessing demand is less than MOX. Therefore, more fleet installed capacity of DB-MHR would be required to support a given fleet of UO2 LWRs than would be required of MOX plants. However, the transuranic deep burn achieved by DB-MHRs reduces the number of fast reactors in the 2nd-tier to support the DB-MHRs back-end transuranic output than if MOX plants were used. Further analysis of the relative costs of these various types of reactors is required before a comparative study of these options could be considered complete.

    The purpose of this guidebook is to help transfer information concerning alternative energy projects that have been tried on the Pacific islands affiliated with the US. These islands include those in American Samoa, the Commonwealth of the Northern Mariana Islands, the Federated States of Micronesia (Kosrae, Pohnpei, Truk, and Yap), Guam, and the Republics of the Marshall Islands and Palau. Distances are long between islands and populations are sparse, making communication and the transfer of information particularly difficult. A project that works on American Samoa might be appropriate for Yap, but to get this information to the proper people on Yap in a reasonable period of time is extremely difficult. This book describes 100 alternative energy projects that have been tried on the islands since the mid-1970's. This description and record of what has been done to date should be a source of ideas for energy workers, reduce duplication of work, and help encourage successes by describing other successes and failures. Alternative energy projects are projects that use indigenous, renewable resources in order to reduce local dependency on imported petroleum for electricity or liquid fuels. The islands have an apparent abundance of natural resources for this purpose such as the sun, rivers, vegetation, the ocean, and wind; and, ideally, it should be relatively simple to convert these resources to electricity or fuel. However, there are problems unique to the remote, tropical Pacific that often appear insurmountable, and successes to date are the results of unusual persistence, hard work, and ingenuity of those on the islands. Projects are confined to those that actually develop or demonstrate hardware. These projects use the complete spectrum of alternative technologies such as biomass conversion, wind electric, solar water heating, photovoltaics, wind water pumping, hydroelectric, water desalination, and integrated systems. 381 refs., 85 figs.

    This report contains the results from research aimed at improving short-range (0-6 hour) hub-height wind forecasts in the NOAA weather forecast models through additional data assimilation and model physics improvements for use in wind energy forecasting. Additional meteorological observing platforms including wind profilers, sodars, and surface stations were deployed for this study by NOAA and DOE, and additional meteorological data at or near wind turbine hub height were provided by South Dakota State University and WindLogics/NextEra Energy Resources over a large geographical area in the U.S. Northern Plains for assimilation into NOAA research weather forecast models. The resulting improvements in wind energy forecasts based on the research weather forecast models (with the additional data assimilation and model physics improvements) were examined in many different ways and compared with wind energy forecasts based on the current operational weather forecast models to quantify the forecast improvements important to power grid system operators and wind plant owners/operators participating in energy markets. Two operational weather forecast models (OP_RUC, OP_RAP) and two research weather forecast models (ESRL_RAP, HRRR) were used as the base wind forecasts for generating several different wind power forecasts for the NextEra Energy wind plants in the study area. Power forecasts were generated from the wind forecasts in a variety of ways, from very simple to quite sophisticated, as they might be used by a wide range of both general users and commercial wind energy forecast vendors. The error characteristics of each of these types of forecasts were examined and quantified using bulk error statistics for both the local wind plant and the system aggregate forecasts. The wind power forecast accuracy was also evaluated separately for high-impact wind energy ramp events. The overall bulk error statistics calculated over the first six hours of the forecasts at both the individual wind plant and at the system-wide aggregate level over the one year study period showed that the research weather model-based power forecasts (all types) had lower overall error rates than the current operational weather model-based power forecasts, both at the individual wind plant level and at the system aggregate level. The bulk error statistics of the various model-based power forecasts were also calculated by season and model runtime/forecast hour as power system operations are more sensitive to wind energy forecast errors during certain times of year and certain times of day. The results showed that there were significant differences in seasonal forecast errors between the various model-based power forecasts. The results from the analysis of the various wind power forecast errors by model runtime and forecast hour showed that the forecast errors were largest during the times of day that have increased significance to power system operators (the overnight hours and the morning/evening boundary layer transition periods), but the research weather model-based power forecasts showed improvement over the operational weather model-based power forecasts at these times.

    A high performance system has been assembled using standard web components to deliver database information to a large number of broadly distributed clients. The CDF Experiment at Fermilab is establishing processing centers around the world imposing a high demand on their database repository. For delivering read-only data, such as calibrations, trigger information, and run conditions data, we have abstracted the interface that clients use to retrieve data objects. A middle tier is deployed that translates client requests into database specific queries and returns the data to the client as XML datagrams. The database connection management, request translation, and data encoding are accomplished in servlets running under Tomcat. Squid Proxy caching layers are deployed near the Tomcat servers, as well as close to the clients, to significantly reduce the load on the database and provide a scalable deployment model. Details the system's construction and use are presented, including its architecture, design, interfaces, administration, performance measurements, and deployment plan.

    Current pollution prevention initiatives are reactive, not proactive. Most federal and state regulations and industry participation in pollution prevention projects focus on post-production cleanup. However, an integrated systems approach to design pollution prevention strategies based on substitution of entire classes of chemicals with bio-based alternatives would significantly enhance the impact of pollution prevention efforts. Industry`s current attempts at pollution prevention efforts primarily rely on recycling, modifying processes to reduce the use of certain chemicals, or substituting a petrochemical not listed on the Toxic Release Inventory (TRI) for one currently listed. Such strategies may not constitute a long term solution to the pollution problem. A more durable and comprehensive strategy is to substitute renewable feedstock derived biochemicals for petrochemicals. The generation of pollution as driven by the consumer end-products industry occurs in three distinct levels; raw materials production (crude oil refining), commodity and intermediate chemicals production, a raw chemicals consumption. This paper suggests a three-tier substitution strategy based on the three levels of materials used in the chemical process industry with a goal of minimizing the pollution impact via substitutions. The substitution potential of each of the three tiers is determined based on the optimum impact criteria applicable to a given produce line or a process. The best existing pollution prevention initiatives should be incorporated in an integrated pollution management system. This system considers and includes long-term solutions to pollution problems faced both by the regulators and the chemical process industry. The role of existing production capacities that continue to produce toxic chemicals as a byproduct and their potential phase-out via biochemical substitution is also discussed.

    The Hanford Site covers approximately 1,450 square kilometers (560 square miles) of land that is owned by the U.S, Government and managed by the U.S. Department of Energy, Richland Operations Office (DOE-RL). The Hanford Site is located northwest of the city of Richland, Washington. The city of Richland adjoins the southeastern portion of the Hanford Site boundary and is the nearest population center. Activities on the Hanford Site are centralized in numerically designated areas. The 100 Areas, located along the Columbia River, contain deactivated reactors. The processing units are in the 200 Areas, which are on a plateau approximately 11 kilometers (7 miles) from the Columbia River. The 300 Area, located adjacent to and north of Richland, contains research and development laboratories. The 400 Area, 8 kilometers (5 miles) northwest of the 300 Area, contains the Fast Flux Test Facility previously used for testing liquid metal reactor systems. Adjacent to the north of Richland, the 1100 Area contains offices associated with administration, maintenance, transportation, and materials procurement and distribution. The 600 Area covers all locations not specifically given an area designation. This Tier Two Emergency and Hazardous Chemical Inventory report contains information pertaining to hazardous chemicals managed by DOE-RL and its contractors on the Hanford Site. It does not include chemicals maintained in support of activities conducted by others on lands covered by leases, use permits, easements, and other agreements whereby land is used by parties other than DOE-RL.     The primary objective of this pre-feasibility evaluation is to examine the economic and technical feasibility of replacing distillate fuel with local waste biomass in the village of Verkhni-Ozerski, Arkhangelsk Region, Russia. This village is evaluated as a pilot location representing the off-grid villages in the Russian Northern Territories. The U.S. Department of Energy (DOE) has agreed to provide technical assistance to the Ministry of Fuel and Energy (MFE). MFE has identified the Northern Territories as a priority area requiring NREL`s assistance. The program initially affects about 900 off-grid villages. Biomass and wind energy, and to a lesser extent small hydro (depending on resource availability) are expected to play the dominant role in the program, Geothermal energy may also have a role in the Russian Far East. The Arkhangelsk, Kariela, and Krasnoyarsk Regions, all in the Russian Northern Territories, have abundant forest resources and forest products industries, making them strong candidates for implementation of small-scale waste biomass-to-energy projects. The 900 or so villages included in the renewable energy program span nine administrative regions and autonomous republics. The regional authorities in the Northern Territories proposed these villages to MFE for consideration in the renewable energy program according to the following selection criteria: (a) Remote off-grid location, (b) high cost of transporting fuel, old age of existing power generation equipment, and (d) preliminary determination as to availability of alternative energy resources. Inclusion of indigenous minorities in the program was also heavily emphasized. The prefeasibility study demonstrates that the project merits continuation and a full feasibility analysis. The demonstrated rate of return and net positive cash flow, the willingness of Onegales and local/regional authorities to cooperate, and the immense social benefits are all good reasons to continue the project.

    A comprehensive structural health monitoring (SHM) system is a critical mechanism to ensure hull integrity and evaluate structural performance over the life of a ship, especially for lightweight high-speed ships. One of the most important functions of a SHM system is to provide real-time performance guidance and reduce the risk of structural damage during operations at sea. This is done by continuous feedback from onboard sensors providing measurements of seaway loads and structural responses. Applications of SHM should also include diagnostic capabilities such as identifying the presence of damage, assessing the location and extent of damage when it does occur in order to plan for future inspection and maintenance. The development of such SHM systems is extremely challenging because of the physical size of these structures, the widely varying and often extreme operational and environmental conditions associated with the missions of high performance ships, the lack of data from known damage conditions, the limited sensing that was not designed specifically for SHM, the management of the vast amounts of data, and the need for continued, real-time data processing. This paper will discuss some of these challenges and several outstanding issues that need to be addressed in the context of applying various SHM approaches to sea trials data measured on an aluminum high-speed catamaran, the HSV-2 Swift. A multi-tiered approach for sensing and data processing will be discussed as potential SHM architecture for future shipboard application. This approach will involve application of low cost and dense sensor arrays such as wireless communications in selected areas of the ship hull in addition to conventional sensors measuring global structural response of the ship. A recent wireless hull monitoring demo on FSF-I SeaFighter will be discussed as an example to show how this proposed architecture is a viable approach for long-term and real-time hull monitoring.

    The Northern Cheyenne Tribe, located in Rosebud and Bighorn counties in southeastern Montana, plans to conduct preconstruction activities for a 30-MW wind facility. The tribe was awarded a feasibility study grant in FY2002 for wind resource monitoring, and is accelerating the study and proceeding with development after the collected resource data was correlated to long-term wind resource data from a nearby site, and the resources confirmed.     Consumption of vegetables that are grown in urban areas takes place worldwide. In developing countries, vegetables are traditionally grown in urban areas for cheap food supply. In developing and developed countries, urban gardening is gaining momentum. A problem that arises with urban gardening is the presence of contaminants in soil, which can be taken up by vegetables. In this study, a scientifically-based and practical procedure has been developed for assessing the human health risks from the consumption of vegetables from cadmium-contaminated land. Starting from a contaminated site, the procedure follows a tiered approach which is laid out as follows. In Tier 0, the plausibility of growing vegetables is investigated. In Tier 1 soil concentrations are compared with the human health-based Critical soil concentration. Tier 2 offers the possibility for a detailed site-specific human health risk assessment in which calculated exposure is compared to the toxicological reference dose. In Tier 3, vegetable concentrations are measured and tested following a standardized measurement protocol. To underpin the derivation of the Critical soil concentrations and to develop a tool for site-specific assessment the determination of the representative concentration in vegetables has been evaluated for a range of vegetables. The core of the procedure is based on Freundlich-type plantsoil relations, with the total soil concentration and the soil properties as variables. When a significant plantsoil relation is lacking for a specific vegetable a geometric mean of BioConcentrationFactors (BCF) is used, which is normalized according to soil properties. Subsequently, a conservative vegetable-group-consumption-rate-weighted BioConcentrationFactor is calculated as basis for the Critical soil concentration (Tier 1). The tool to perform site-specific human health risk assessment (Tier 2) includes the calculation of a realistic worst case site-specific vegetable-group-consumption-rate-weighted BioConcentrationFactor. -- Highlights: A scientifically-based and practical procedure has been developed for assessing the human health risks from the consumption of vegetables. Uptake characteristics of cadmium in a series of vegetables is represented by a vegetable-group-consumption-rate-weighted BioConcentrationFactor. Calculations and measurement steps are combined.

The Draft EIS evaluates the potential environmental impacts of DOE’s proposed Federal action of issuing a Presidential permit to Northern Pass LLC (the Applicant) to construct, operate, maintain, and connect a new electric transmission line across the U.S./Canada border in northern New Hampshire.     The purpose of this letter is to request Naval Reactors comments on the nuclear reactor high tier requirements for the PROMETHEUS space flight reactor design, pre-launch operations, launch, ascent, operation, and disposal, and to request Naval Reactors approval to transmit these requirements to Jet Propulsion Laboratory to ensure consistency between the reactor safety requirements and the spacecraft safety requirements. The proposed PROMETHEUS nuclear reactor high tier safety requirements are consistent with the long standing safety culture of the Naval Reactors Program and its commitment to protecting the health and safety of the public and the environment. In addition, the philosophy on which these requirements are based is consistent with the Nuclear Safety Policy Working Group recommendations on space nuclear propulsion safety (Reference 1), DOE Nuclear Safety Criteria and Specifications for Space Nuclear Reactors (Reference 2), the Nuclear Space Power Safety and Facility Guidelines Study of the Applied Physics Laboratory.

Information on contracts and financial assistance agreements has been reported into the website, www.USAS-pending.= since December 2007. Information on executive compensation has been reported only for those contracts and agreements funded by the American Recovery and Reinvestment Act of 2009. On July 8,2008, the Federal Acquisition Regulation (FAR) was changed by an interim final rule to now include reporting on first-tier subcontractors and to expand the executive compensation reporting requirement to all contracts. Contractors will submit reports on the web at www.fsrs.gov.

    Available data, including previous publications, modern soil surveys, and detailed coring in the Northern Everglades for this project have been used to update information on Florida's peat resources. It is now estimated that Florida could, if no other constraints existed, produce 606 million tons of moisture-free fuel-grade peat, which may yield approximately 10.0 x 10/sup 15/ Btu of energy. These estimates are much lower than previously published projections for the state. The principal effort of this survey was in the largest peat region of the state, the Northern Everglades of Palm Beach and adjacent counties, where more than 800 core holes were drilled. Based on analyses of these cores, the Northern Everglades is now estimated to contain 191 million tons of moisture-free peat, with a potential energy yield of 2.98 x 10/sup 15/ Btu. These values are considerably less than previously published estimates, probably due to bacterial oxidation and other forms of drainage-induced subsidence in the Everglades agricultural areas. The present fuel-peat resources of the Northern Everglades occur in 19 separate deposits. Of these, the deposits in the Port Mayaca, Bryant, Six Mile Bend, and Loxahatchee Quadrangles comprise the highest concentration of the resource. These lands are generally privately owned and used for sugar cane and other crops, and the conversion of these lands to peat removal seems unlikely. It seems even less likely that the extensive peat deposits within the Loxahatchee National Wildlife Refuge will be available for fuel use, barring a dire national emergency. The utilization of peat as a fuel must be approached with caution and careful study; large scale use may require state or federal action. 34 references.

    Regulated and unregulated emissions (individual hydrocarbons, ethanol, aldehydes and ketones, polynuclear aromatic hydrocarbons (PAH), nitro-PAH, and soluble organic fraction of particulate matter) were characterized in engines utilizing duplicate ISO 8178-C1 eight-mode tests and FTP smoke tests. Certification No. 2 diesel (400 ppm sulfur) and three ethanol/diesel blends, containing 7.7 percent, 10 percent, and 15 percent ethanol, respectively, were used. The three, Tier II, off-road engines were 6.8-L, 8.1-L, and 12.5-L in displacement and each had differing fuel injection system designs. It was found that smoke and particulate matter emissions decreased with increasing ethanol content. Changes to the emissions of carbon monoxide and oxides of nitrogen varied with engine design, with some increases and some decreases. As expected, increasing ethanol concentration led to higher emissions of acetaldehyde (increases ranging from 27 to 139 percent). Benzene emissions were reduced by up to 50 percent with the ethanol-blended fuels. Emissions of 1,3-butadiene were also substantially decreased, with reductions ranging from 24 to 82 percent. Isolated trends were noted for certain PAHs. There was a decrease in 1-nitropyrene with use of ethanol in all cases. Particulate phase 1-nitropyrene was reduced from 18 to 62 percent. There was also a general increase in the proportion of heavy PAHs in the particulate phase with ethanol use, and although less pronounced, a general decrease in light PAHs in the particulate phase.

    Coalbed methane (CBM) development in the Powder River Basin (PRB) is currently one of the most active gas plays in the United States. Monthly production in 2002 reached about 26 BCF in the Wyoming portion of the basin. Coalbed methane reserves for the Wyoming portion of the basin are approximately 25 trillion cubic feet (TCF). Although coal beds in the Powder River Basin extend well into Montana, including the area of the Northern Cheyenne Indian Reservation, the only CBM development in Montana is the CX Field, operated by the Fidelity Exploration, near the Wyoming border. The Northern Cheyenne Reservation is located on the northwest flank of the PRB in Montana with a total land of 445,000 acres. The Reservation consists of five districts, Lame Deer, Busby, Ashland, Birney, and Muddy Cluster and has a population of 4,470 according to the 2000 Census. The CBM resource represents a significant potential asset to the Northern Cheyenne Indian Tribe. Methane gas in coal beds is trapped by hydrodynamic pressure. Because the production of CBM involves the dewatering of coalbed to allow the release of methane gas from the coal matrix, the relatively large volume of the co-produced water and its potential environmental impacts are the primary concerns for the Tribe. Presented in this report is a study conducted by the Idaho National Engineering and Environmental Laboratory (INEEL) and the Montana Bureau of Mines and Geology (MBMG) in partnership with the Northern Cheyenne Tribe to assess the Tribes CBM resources and evaluate applicable water handling options. The project was supported by the U.S. Department of Energy (DOE) through the Native American Initiative of the National Petroleum Technology Office, under contract DEAC07- 99ID13727. Matching funds were granted by the MBMG in supporting the work of geologic study and mapping conducted at MBMG.

    Predictive understanding of northern peatland hydrology is a necessary precursor to understanding the fate of massive carbon stores in these systems under the influence of present and future climate change. Current models have begun to address microtopographic controls on peatland hydrology, but none have included a prognostic calculation of peatland water table depth for a vegetated wetland, independent of prescribed regional water tables. We introduce here a new configuration of the Community Land Model (CLM) which includes a fully prognostic water table calculation for a vegetated peatland. Our structural and process changes to CLM focus on modifications needed to representmore » the hydrologic cycle of bogs environment with perched water tables, as well as distinct hydrologic dynamics and vegetation communities of the raised hummock and sunken hollow microtopography characteristic of peatland bogs. The modified model was parameterized and independently evaluated against observations from an ombrotrophic raised-dome bog in northern Minnesota (S1-Bog), the site for the Spruce and Peatland Responses Under Climatic and Environmental Change experiment (SPRUCE). Simulated water table levels compared well with site-level observations. The new model predicts significant hydrologic changes in response to planned warming at the SPRUCE site. At present, standing water is commonly observed in bog hollows after large rainfall events during the growing season, but simulations suggest a sharp decrease in water table levels due to increased evapotranspiration under the most extreme warming level, nearly eliminating the occurrence of standing water in the growing season. Simulated soil energy balance was strongly influenced by reduced winter snowpack under warming simulations, with the warming influence on soil temperature partly offset by the loss of insulating snowpack in early and late winter. The new model provides improved predictive capacity for seasonal hydrological dynamics in northern peatlands, and provides a useful foundation for investigation of northern peatland carbon exchange.« less
