  1. R and D in France and in Western Europe

    SciTech Connect (OSTI)

    Bastin, A.J.F. )

    1991-06-01

This paper deals with worldwide electric utility R and D, but focuses on France first, and not on Western Europe as a whole. Apart from the fact that the R and D of European utilities hardly show a homogeneous set, there are four basic reasons. To begin with, France represents roughly 20 percent of Western Europe by itself. Germany, now extended to the late DDR, is the only country to have a larger share. Second, Electricite de France (EDF) is the largest electric utility worldwide, with annual sales of about 410 TWh. Third, EDF has consistently shown one of the lowest electricity prices: as an average .44 FF par kWh (about $.08 per kWh) which comes up on comparing the 410 TWh sales with a 165 GFF turnover. Beyond these three points, which are more or less permanent, it appears that both EDF and its R and D division have been stable over the last three years. So the French power system is the largest subsystem in Western Europe where a single well-defined R and D policy can be described and assessed; this is what the authors are going to do now.

  3. Effects of liberalizing the natural gas market in western Europe

    SciTech Connect (OSTI)

    Golombek, R.

    1995-12-31

This paper uses a numerical model to examine the long-run impact of a radical liberalization of the West-European natural gas markets. We study profit maximizing Cournot producers facing an ideal third party access regime for gas transport. producers sell gas weather to large users in the manufacturing industry and to gas-fired thermal power plants, or to loval distribution companies. We first examine the case where no traders exploit arbitrage possibilities and some producers have limited access to the markets. In this equilibrium net prices differ across markets. These differences disappear in the second case where traders are introduced. The third case focuses on a complete European market for natural gas in which traders exploit all arbitrage possibilities and all producers can sell gas in all markets. We also study the impact on the complete European market of changes in costs for production, transport, and distribution. Finally, welfare implications from a liberalization of the West-European natural gas markets are discussed. We argue that a radical liberalization could increase economic welfare in Western Europe by 15% to 20% in the long run. 35 refs., 9 tabs.

    2016-04-21

In the framework of the World Meteorological Organisation's Sand and Dust Storm Warning Advisory and Assessment System, we evaluated the predictions of five state-of-the-art dust forecast models during an intense Saharan dust outbreak affecting western and northern Europe in April 2011. We assessed the capacity of the models to predict the evolution of the dust cloud with lead times of up to 72 h using observations of aerosol optical depth (AOD) from the AErosol RObotic NETwork (AERONET) and the Moderate Resolution Imaging Spectroradiometer (MODIS) and dust surface concentrations from a ground-based measurement network. In addition, the predicted vertical dust distributionmore » was evaluated with vertical extinction profiles from the Cloud and Aerosol Lidar with Orthogonal Polarization (CALIOP). To assess the diversity in forecast capability among the models, the analysis was extended to wind field (both surface and profile), synoptic conditions, emissions and deposition fluxes. Models predict the onset and evolution of the AOD for all analysed lead times. On average, differences among the models are larger than differences among lead times for each individual model. In spite of large differences in emission and deposition, the models present comparable skill for AOD. In general, models are better in predicting AOD than near-surface dust concentration over the Iberian Peninsula. Models tend to underestimate the long-range transport towards northern Europe. In this paper, our analysis suggests that this is partly due to difficulties in simulating the vertical distribution dust and horizontal wind. Differences in the size distribution and wet scavenging efficiency may also account for model diversity in long-range transport.« less

  6. The ecological relevance of transport in waste disposal systems in Western Europe

    SciTech Connect (OSTI)

Salhofer, Stefan Schneider, Felicitas; Obersteiner, Gudrun

    2007-07-01

With the development of modern waste management systems in Western Europe, a remarkable increase in the distances for waste transportation has been observed. The question thus arises whether recycling with longer transport distances is ecologically advantageous or whether disposal without recycling is to be preferred. This situation was analysed using selected product and waste streams. This included refrigerators, paper, polyethylene films and expanded polystyrene. For each of these streams, a life cycle analysis was conducted with an emphasis on waste transport. The system boundaries were set in terms of the generation of waste to recycling or landfilling. The comparison included several scenarios with recycling and different transport distances. Landfilling was used as the reference scenario. The results obtained demonstrated how transport distances influence the ecological benefit of recycling. In the case of expanded polystyrene, the ecological boundaries are reached in practical situations, while with other materials these boundaries are far from being attained. In these cases, more complex and elaborate collection schemes, such as kerbside collection, which is economically convenient and shows the highest collection rates, can also be recommended.

  7. IEA Energy conservation in the iron and steel industry. [US and Western Europe

    SciTech Connect (OSTI)

    Tunnah, B.G.

    1981-01-01

The NATO Committee on the Challenges of Modern Society research program, under the auspices of the IEA, had the objectives of collecting data on material requirements and energy-consumption patterns in selected energy-intensive industries in the US and Western Europe, of identifying technologies and operating practices with the potential for energy conservation in those industries, and of recommending research projects that could lead to improved energy efficiency. The steel industry was selected for analysis and ideas for an international cooperative program were developed. Representatives from various countries conducted meetings and the form of an implementing agreement for a research and development program was finalized in December, 1980. The program includes three technical areas: hot-surface inspection, heat recovery, and coal gasification. Hot-surface inspection methods to be demonstrated are: optical, induction, electromagnetic ultrasonic, electromagnetic ultrasonic surface testing methods, and eddy current method for hot surface inspection and an infrared system (possibly). Three heat-recovery projects are: ceramic heat wheel development; demonstration of granular bed/heat pipe system for heat recovery; and demonstration of tubular ceramic recuperators. Processes in coal gasification are: converter process, gas treatment, and iron treatment. Each project is described in detail. (MCW)

  9. Variscan fold belt and its foreland in western Europe from late Carboniferous to Permian time

    SciTech Connect (OSTI)

    Mascle, A.; Benard, F.; Cazes, M.; Le Gall, B.

    1988-08-01

The Variscan front was emplaced in the Later Carboniferous with a south-to-north or southeast-to-northwest-trending vergence of thrusting. At the same time, folds were formed in the foreland. In England and southern Scotland, such structures were induced by an east-west direction of shortening, followed by a more subdued north-south compressive event. In Stephanian time, isolated basins developed on the Hercynian belt. In the Massif Central Marues Massif, they are closely related to transcurrent faults which developed in response to north-south-trending compressive stresses. The distribution of stresses completely changed in Early Permian time when extension dominated almost everywhere. Three kinds of basins developed at that time: those related to the relaxation of stresses on the Hercynian range, a north-south-trending rift system in the western United Kingdom and the North Sea, and a broad flexural evaporitic basin from eastern England to Poland.

  11. WRF-Chem model predictions of the regional impacts of N2O5 heterogeneous processes on night-time chemistry over north-western Europe

Lowe, Douglas; Archer-Nicholls, Scott; Morgan, Will; Allan, James D.; Utembe, Steve; Ouyang, Bin; Aruffo, Eleonora; Le Breton, Michael; Zaveri, Rahul A.; di Carlo, Piero; et al

    2015-02-09

Chemical modelling studies have been conducted over north-western Europe in summer conditions, showing that night-time dinitrogen pentoxide (N2O5) heterogeneous reactive uptake is important regionally in modulating particulate nitrate and has a~modest influence on oxidative chemistry. Results from Weather Research and Forecasting model with Chemistry (WRF-Chem) model simulations, run with a detailed volatile organic compound (VOC) gas-phase chemistry scheme and the Model for Simulating Aerosol Interactions and Chemistry (MOSAIC) sectional aerosol scheme, were compared with a series of airborne gas and particulate measurements made over the UK in July 2010. Modelled mixing ratios of key gas-phase species were reasonably accurate (correlationsmore » with measurements of 0.7–0.9 for NO2 and O3). However modelled loadings of particulate species were less accurate (correlation with measurements for particulate sulfate and ammonium were between 0.0 and 0.6). Sulfate mass loadings were particularly low (modelled means of 0.5–0.7 μg kg−1air, compared with measurements of 1.0–1.5 μg kg−1air). Two flights from the campaign were used as test cases – one with low relative humidity (RH) (60–70%), the other with high RH (80–90%). N2O5 heterogeneous chemistry was found to not be important in the low-RH test case; but in the high-RH test case it had a strong effect and significantly improved the agreement between modelled and measured NO3 and N2O5. When the model failed to capture atmospheric RH correctly, the modelled NO3 and N2O5 mixing ratios for these flights differed significantly from the measurements. This demonstrates that, for regional modelling which involves heterogeneous processes, it is essential to capture the ambient temperature and water vapour profiles. The night-time NO3 oxidation of VOCs across the whole region was found to be 100–300 times slower than the daytime OH oxidation of these compounds. The difference in contribution was less for

  12. Ukraine: Europe`s next crisis?

    SciTech Connect (OSTI)

    Larrabee, F.S.

    1994-07-01

The emergence of an independent Ukraine was one of the most important geopolitical results of the collapse of the former Soviet Union. It dramatically changed the geostrategic map of Europe, creating a critical strategic buffer between Russia and Europe, especially Eastern Europe. But two years after independence, Ukraine is in the midst of a severe political and economic crisis, and engaged in a series of elections that could have major and immediate consequences not only for Ukraine`s political future and security orientation, but for Western policy. Parliamentary elections were held in March, but runoff elections are needed for about one-quarter of the seats, and presidential elections will be held June 26.

  13. North Sea development action brisk; plays expand elsewhere off Europe

    1996-08-19

The North Sea may be a mature play, but operators are continually searching for new ways to develop small finds near existing infrastructure and to develop discoveries in new areas at low cost. As they fill in gaps in the North Sea oil and gas infrastructure, companies are also exploring and planning developments in new plays such as the U.K.`s West of Shetlands area, the Irish Sea, and the Atlantic Margin from off western Ireland to northern Norway. Floating production systems and subsea technology are vital parts of many of Northwest Europe`s recently sanctioned field developments, for both large and small reservoirs. The paper discusses the dominant role of floating production units, the niche for subsea developments, new production, the Harding field, the Schieballion and Clair fields (UK), Norway`s plans, the Elgin/Franklin field, small fields, frontier work, in-field projects, flexible floating platforms, deepwater technology, a gas monotower, and subsea control.

  14. Hydrocarbon rims on monazite in Permian-Triassic arenites, northern Perth Basin, Western Australia: Pointers to the former presence of oil

    SciTech Connect (OSTI)

    Rasmussen, B.; Glover, J.E. ); Alexander, R. )

    1989-02-01

Black opaque hydrocarbon rims about 0.05 mm thick are preserved around detrital monazite grains in Permian-Triassic arenites of the norther Perth Basin, Western Australia. Chromatographic analysis indicates derivation from oil chemically like that elsewhere in the sequence, and the rims seem to be remnants of oil, which was largely flushed away. The hydrocarbon rims may have adhered to the monazite grains because of irradiation; they are not found on other grains. Monazite-rich heavy mineral bands are probably responsible for abnormally high radioactivity recorded locally by gamma-ray logs in wells penetrating the sandstones. A preliminary search has revealed similar rims around monazite in other Western Australian arenites ranging in age from Silurian to Cretaceous. Thin-section examination of heavy mineral concentrations may therefore be a useful, simple technique to indicate the former presence of hydrocarbons in dry arenites.

  15. Vertical deformation at western part of Sumatra

    2015-04-24

This research tries to make advancement in GPS signal processing to estimate the interseismic vertical deformation field at western part of Sumatra Island. The data derived by Continuous Global Positioning System (CGPS) from Badan Informasi Geospasial (BIG) between 2010 and 2012. GPS Analyze at Massachusetts Institute of Technology (GAMIT) software and Global Kalman Filter (GLOBK) software are used to process the GPS signal to estimate the vertical velocities of the CGPS station. In order to minimize noise due to atmospheric delay, Vienna Mapping Function 1 (VMF1) is used as atmospheric parameter model and include daily IONEX file provided by the Center for Orbit Determination in Europe (CODE) as well. It improves GAMIT daily position accuracy up to 0.8 mm. In a second step of processing, the GLOBK is used in order to estimate site positions and velocities in the ITRF08 reference frame. The result shows that the uncertainties of estimated displacement velocity at all CGPS stations are smaller than 1.5 mm/yr. The subsided deformation patterns are seen at the northern and southern part of west Sumatra. The vertical deformation at northern part of west Sumatra indicates postseismic phase associated with the 2010 and 2012 Northern Sumatra earthquakes and also the long-term postseismic associated with the 2004 and 2005 Northern Sumatra earthquakes. The uplifted deformation patterns are seen from Bukit Tinggi to Seblat which indicate a long-term interseismic phase after the 2007 Bengkulu earthquake and 2010 Mentawai earthquake. GANO station shows a subsidence at rate 12.25 mm/yr, indicating the overriding Indo-Australia Plate which is dragged down by the subducting Southeast Asian Plate.

  18. Iberia versus Europe - Effects of continental break-up and round-up on hydrocarbon habitat

    SciTech Connect (OSTI)

    Bourrouilh, R.; Zolnai, G.

    1988-08-01

Based on the continuity of foldbelts and the positions of intermountain continental nuclei and transcontinental megashears, a close Pangea fit is proposed for the central and north Atlantic borderlands. The Variscan arch segment missing between Brittany and Galicia in the Gulf of Gascony (Biscaye) can tentatively be identified with the Flemish Cap block off Newfoundland. At the same time the northwest African-Gondwana border (central Morocco) was located some 800 km farther to the west-northwest, as compared to its present position in southwestern Europe (Iberia). During the opening of the central and northern segments of the Atlantic Ocean (Jurassic and Cretaceous) and during the closure of the western Mediterranean basin, i.e., the thrust of Africa toward southern Europe (Tertiary), the European continental mass underwent deformation in the transtensive and transpressive modes, which reactivated parts of its inherited structural network. The trailing south European continental margin was partially dismembered into loosely bound continental blocks, to be assembled again during the subsequent Alpine orogenic cycle. These events can be compared with processes known in the northernmost and western segments of the North American continent. Mechanisms are proposed for the formation and deformation of inter- and intraplate basins by way of moderate shifts (wrenching) and slight rotations, the direction of which changed during the Mesozoic-Tertiary according to the global stress field. The above evolution and mechanisms had multiple and decisive effects on hydrocarbon generation, habitat, and accumulation.

  19. Jurassic extension and Alpine inversion of the northern Morocco

    SciTech Connect (OSTI)

    Zizi, M. )

    1993-09-01

The lower Mesozoic half grabens of northern Morocco form part of an extensional system that is related to the opening of the western Tethys. They appear to be somewhat younger than the Triassic-Jurassic systems associated with the opening the Atlantic Ocean. During the Tertiary and as consequence of the Alpine collision of Africa with Europe, these half graben systems were inverted as shown by the High and the Middle Atlas mountains. Seismic illustrations of similar but smaller inversion structures are available from the Guercif area and the [open quotes]Rides Prerifaines[close quotes] of northern Morocco. These seismic profiles serve as small models for the much larger Atlas Mountains. In the Guercif area, the inversions are limited in scope, but in the [open quotes]Ride Prerifaines[close quotes] are extensive decollement systems that sole out in the Triassic evaporites. These systems evolve into complex thrust faults and associated lateral ramps that are strongly influenced by the configuration of the Jurassic transtensional systems. Significant hydrocarbon accumulation have been known for some time from the [open quotes]Rides Prerifaines.[close quotes] A review of the geometry of the inverted half-graben systems, combined with detailed stratigraphic studies, is likely to lead to the discovery of additional reserves in the area.

    SciTech Connect (OSTI)

    Deque, M.; Piedelievre, J.Ph.

    1995-08-01

Three AMIP-type 10 year simulations have been performed with climate versions of the AR-PEGE-IFS model in order to simulate the European climate. The first one uses the standard T42 truncation. The second one uses a high resolution T106 truncation. The horizontal resolution of the third one varies between about T200 over Europe and T21 over the southern Pacific. The winter time general circulation improves in the Atlantic sector as the resolution increases. This is true for the time-mean pattern and for the transient and low-frequency variability. In summer time and in the southern hemisphere, the 3 versions of the model produce reasonable climatologies. When restricted to the European continent, the model verification against the observed climatology shows a reduction of the biases in temperature and, to a lesser extent, in precipitation with the increase in resolution. The use of a variable resolution GCM is a valid alternative to model nesting. The model is too warm in winter and too cold in summer, too wet in northern Europe and too dry in southern Europe. 33 refs., 16 figs., 6 tabs.

  12. Europe's last chance to restructure

    SciTech Connect (OSTI)

    Tattum, L.

    1992-12-23

Looking back over the year, there has been remarkably little sign of restructuring in the chemical industry in view of the current financial crisis in most companies. But the apparent paralysis in terms of plant closures or ownership changes may be disguising much behind-the-scenes activity. But the pain threshold of companies is proving surprisingly high. Looking at ethylene plants, Shell's Peter Kwant notes that almost half the steam crackers operating in Europe are 20 years old or more. They amount to one-third of capacity, or twice current underutilization. No steps have been taken to close any unit. Meanwhile, five producers collectively will have introduced 2 million m.t./year of extra ethylene capacity between 1991 and 1994. One factor hampering closure is that 40% of ethylene capacity in Europe is at isolated sites not connected to either the Benelux/Germany ARG pipeline or a local network such as those in the UK or France. BP Chemicals chief Bryan Sanderson raised that point at a recent Wertheim Schroder/Chemical Week/Chem Systems conference in New York, arguing that steep price falls occur in times of demand slump because of the inelastic supply curve for monster chemical plants. The industry could manage cycles better, he suggests, if rather than closing its incremental capacity, small, flexible plants were available to open and close as demand warrants, thus flattening the supply curve. In addition, following the US example - where 90% of ethylene capacity is connected to pipeline system should be available in Europe, giving companies greater flexibility to take plants on- and offline. The latter solution, of course, would not work for Europe's 18 loss-making polyethylene (PE) producers, and here straight closures or merging of businesses are the only solution.

    Leslie Roberts; Michael Hagood

    2011-06-01

The world is facing significant growth in energy demand over the next several decades. Strategic in meeting this demand are the world-class energy resources concentrated along the Rocky Mountains and northern plains in Canada and the U.S., informally referred to as the Western Energy Corridor (WEC). The fossil energy resources in this region are rivaled only in a very few places in the world, and the proven uranium reserves are among the world's largest. Also concentrated in this region are renewable resources contributing to wind power, hydro power, bioenergy, geothermal energy, and solar energy. Substantial existing and planned energy infrastructure, including refineries, pipelines, electrical transmission lines, and rail lines provide access to these resources.

  3. The greening of party politics in western Europe: Environmentalism, economics, and partisan orientations in four nations

    SciTech Connect (OSTI)

    Rohrschneider, R.

    1989-01-01

This research is guided by two overarching questions. First, why do publics in West European nations support environmental organizations And second, what is the effect of environmental group support on economically based partisan orientations In order to address these questions, we analyze public opinion surveys (1982-1986) in Germany, France, Great Britain and the Netherlands. The findings suggest that European publics give considerable support to environmental organizations in these four nations. The two factors which are particularly strongly related to environmental group support are post material value priorities and the perception of national pollutions problems. Moreover, environmentalism is integrated into a well structured schema which guides the evaluation of environmentally related information. Considerable variations across national emerge in regard to the link between citizens' partisanship and environmental group support. In Germany and the Netherlands, environmentalism provides the basis for new partisan cleavage- Individuals who evaluate environmental groups favorably are much more likely to support New left or Old left parties. In contrast to these two nations, citizens' partisanship in France and Great Britain is dominated by economic policy positions; environmental group support is only weakly linked to individuals' partisan choice. These findings suggest that environmentalism will be an important influence on European public opinion and party systems in the foreseeable future.

  5. Cogeneration trends in Europe history -- State of the art - Outlook

    SciTech Connect (OSTI)

    Hunschofsky, H.

    1998-07-01

Cogeneration, the utilization of heat created while producing electricity from fossil fuels, is by no means a new technology. In 1926, 71 years ago, a brochure from MAN in Germany showed a heat recovery system for diesel engines. Despite the fact that cogeneration has existed for a long time, it took half a century and the first so called ``oil crisis'' in the 1970's for societies to become aware of limited energy resources. Environmental groups gave cogeneration an additional boost in the 1980's. Additionally, governments in the Western European Nations attracted cogeneration investors by not only providing subsidies and tax breaks but also regulating electricity prices. Although there has been much growth in the cogeneration market in the past years, the industry has still not reached its peak in Europe. A variety of studies have shown that there is still significant growth potential in the future: WWF (World Wildlife Fund) published a study in 1996 suggesting a target of 330 Twh of generation will be produced through cogeneration by the year 2005, a tripling of current generation. Due to the EU's belief that cogeneration is an optimal form of generation, it has developed a cogeneration strategy. As part of this strategy, the EC is promoting cogeneration so that it accounts for 20% of all European generation by the year 2010. These factors would give a variety of companies such as equipment suppliers, investment companies, utilities, consultants and energy brokers a wide range of opportunities in Europe. Detailed information and some hints will be given as to how to participate in this fast growing industry. Ways to overcome obstacles in those markets will be shown as well as the pros and cons of different entry strategies.

    Zervos, A.

    1996-12-31

During the last few years we have witnessed in Europe the development of a new generation of wind turbines ranging from 1000-1500 kW size. They are presently being tested and they are scheduled to reach the market in late 1996 early 1997. The European Commission has played a key role by funding the research leading to the development of these turbines. The most visible initiative at present is the WEGA program - the development, together with Europe`s leading wind industry players of a new generation of turbines in the MW range. By the year 1997 different European manufacturers will have introduced almost a dozen new MW machine types to the international market, half of them rated at 1.5 MW. 3 refs., 3 tabs.

  3. NO{sub x} controls for coal-fired utility boilers in East Central Europe

    SciTech Connect (OSTI)

    Eskinazi, D.; Tavoulareas, E.S.

    1995-12-01

Increasing environmental pressures worldwide, including East Central Europe are placing greater emphasis on NO{sub x} emission controls in utility power plants. Western Europe, Japan and the U.S. have significant experience in applying NO{sub x} controls, especially in boilers firing hard coal. Some countries in Europe (i.e., Germany and Austria), have gained experience in applying NO{sub x} controls in boilers firing low-rank coal. This experience can be applied to East Central European countries in providing the basis for planning NO{sub x} control projects, suggesting cost-effective solutions, and providing lessons learned. However, while the experience is generally applicable to East Central European countries, differences in boiler design, operation and coal characteristics also need to be considered. This paper begins with a comparison of the NO{sub x} regulations, identifies the key NO{sub x} control technologies and the worldwide experience with them, and discusses the achievable NO{sub x} reduction, O&M impacts, and retrofit costs for each technology. Emphasis is placed on retrofit applications for existing boilers, because new coal-fired power plants are not expected to be built for the next 5-10 years. This paper also focuses on technologies with relatively low cost and operational simplicity: combustion system tuning/optimization. low-NO{sub x} burners (LNB), overfire air (OFA), selective non-catalytic reduction (SNCR), and reburning.

  17. Slow and not so sure: Europe`s long march to electricity market liberalization

    SciTech Connect (OSTI)

    Hancher, L.

    1997-11-01

Under Europe`s recent Directive on competition in electricity, Member States retain immense autonomy to set the competitive agenda within their borders. The result may well be a distinctly skewed - and far from open - trade in electricity, and little opportunity for even large customers to make a meaningful choice of suppliers. The final adoption last year by The European Council - effectively the legislative body of the European Community - of a regulatory measure requiring gradual liberalization of Europe`s electricity market is an event of more symbolic than real significance. During the seven years it has taken to negotiate and compromise upon a suitable legal framework for electricity market liberalization, the European market itself has moved on. Effective implementation of the newly adopted framework rules is unlikely to be a real catalyst for change in its own right, although it could still be an important force in shaping the direction of liberalization programs already underway at the national level. This article will examine the state of electricity market liberalization in what is now known as the European Union - the loose quasi-federal structure which subsists between the 15 Member States of the European Community (EC). It will focus in part upon the provisions of the new EC Directive on the creation of a single market for electricity, and in part upon the complex changes which are gradually transforming the European electricity market.

  9. Light rain events change over North America, Europe and Asia for 1973-2009

    SciTech Connect (OSTI)

Qian, Yun; Gong, Daoyi; Leung, Lai-Yung R.

    2010-10-28

Long-term daily precipitation data from NCDC are used to investigate the changes of light rain events from 1973-2009 over North America, Europe and Asia. Results reveal that the trend of light rain events presents a remarkably diverse feature in different regions, while an overall decrease trend can be found over the continents in northern hemisphere. In North America, most of stations show a decrease trend for light rain on the annual basis but a decrease trend can also be found for moderate and heavy rain. The opposite trends are observed over the stations in Europe and the trend of light rain is not significant when averaged for all the stations. In Asia, especially East Asia, the light rain days show an overwhelming decrease trend with high spatial coherency. Meanwhile the moderate and heavy rain events (> 10 mm/day) have increased, suggesting a remarkable shift of precipitation from light to heavy rain in East Asia. While both the warming at a global scale and increased atmospheric aerosols due to air pollution at a regional scale (e.g. East Asia) may have affected the light rain changes, it remains a challenging task to quantitatively detect and separate the cause of light rain changes in different regions. ?

  19. Unmanned boiler operation a reality in Europe

    SciTech Connect (OSTI)

    Ilg, E.

    1996-08-01

With the rise in liquid level technology in Europe comes new standards for boiler operation. SMART technology for level probes and auxiliary equipment, means many European countries allow a boiler to operate completely unmanned (without operators) for up to 72 hours at a time. It is not just a level control system, but a total boiler control scheme. This incorporates level control, continuous TDS monitoring with blowdown, automatic timed bottom blowdown, feed water control, contamination detection systems for monitoring of incoming feed water, monitoring of exhaust stack temperatures, over pressure alarms and timed automatic blowdown of level pots. One of the main reasons for the development of the SMART equipment and the new boiler codes was to increase reliability of boiler operation. Surveys in Germany and England showed that almost 90 percent of boiler failures was due to operator error, this has almost been eliminated through the use of new equipment based on the new codes.

  20. Hazardous wastes in Eastern and Central Europe

    SciTech Connect (OSTI)

    Carpenter, D.O.; Suk, W.A.; Blaha, K.; Cikrt, M.

    1996-03-01

The countries of Eastern and Central Europe have emerged from a political system which for decades has ignored protection of human health from hazardous wastes. While the economies of the countries in this region are stretched, awareness and concern about hazardous waste issues are a part of the new realities. At a recent conference sponsored in part by the National Institute of Environmental Health Sciences, representatives of seven countries in the region described the status of hazardous waste programs, issues of major concern, and steps being taken to protect human health. This report summarizes the deliberations, outlines some of the problems remaining in dealing with the legacy of the past, addressing the problems of the present, and providing a framework for future research and collaborative efforts. 30 refs., 1 tab.

  3. Fukushima derived radiocesium in subsistence-consumed northern fur seal and wild celery

DOE Public Access Gateway for Energy & Science Beta (PAGES Beta)

Ruedig, Elizabeth; Duncan, Colleen; Dickerson, Bobette; Williams, Michael; Gelatt, Thomas; Bell, Justin; Johnson, Thomas E.

    2015-11-28

In July 2014, our investigative team traveled to St. Paul Island, Alaska to measure concentrations of radiocesium in wild-caught food products, primarily northern fur seal (Callorhinus ursinus). The 2011 Fukushima Daiichi Nuclear Power Plant accident released radiocesium into the atmosphere and into the western Pacific Ocean; other investigators have detected Fukushima-derived radionuclides in a variety of marine products harvested off the western coast of North America. We tested two subsistence-consumed food products from St. Paul Island, Alaska for Fukushima-derived radionuclides: 54 northern fur seal, and nine putchki (wild celery, Angelica lucida) plants. Individual northern fur seal samples were below minimummore » detectable activity concentrations of 137Cs and 134Cs, but when composited, northern fur seal tissues tested positive for trace quantities of both isotopes. Radiocesium was detected at an activity concentration of 37.2 mBq 134Cs kg-1 f.w. (95% CI: 35.9–38.5) and 141.2 mBq 137Cs kg-1f.w. (95% CI: 135.5–146.8). The measured isotopic ratio, decay-corrected to the date of harvest, was 0.26 (95% CI: 0.25–0.28). The Fukushima nuclear accident released 134Cs and 137Cs in roughly equal quantities, but by the date of harvest in July 2014, this ratio was 0.2774, indicating that this population of seals has been exposed to small quantities of Fukushima-derived radiocesium. Activity concentrations of both 134Cs and 137Cs in putchki were below detection limits, even for composited samples. Northern fur seal is known to migrate between coastal Alaska and Japan and the trace 134Cs in northern fur seal tissue suggests that the population under study had been minimally exposed Fukushima-derived radionuclides. Despite this inference, the radionuclide quantities detected are small and no impact is expected as a result of the measured radiation exposure, either in northern fur seal or human populations consuming this species.« less

    1993-12-01

During the NASA Chemical Instrumentation Test and Evaluation 3 sulfur intercomparison over the western Atlantic Ocean, five techniques for the determination of sulfur dioxide were evaluated. The response times of the techniques varied from 3 to 30 min. Based on the ensemble of measurements reported, it was clear that advection of SO2 from the North American continent occurred in the boundary layer (altitude less than 1 km) with only one exception. The vertical distribution of SO2 above the boundary layer for the northern and southern Atlantic Ocean was remarkably similar duing this experiment.

    1992-04-01

The upper Wolfcamp Hueco Group in the northern Sierra Diablo of west Texas was deposited in a shelf setting on the western margin of the Delaware basin. This outcrop study subdivides the Hueco Group, including the Powwow Formation, into a sequence stratigraphic framework. Two depositional sequences and component system tracts within the Hueco have been defined on the basis of cycle stacking patterns and the recognition of unconformities. This study serves as a framework for cycle and sequence recognition in the remainder of the Delaware basin for the upper Wolfcamp.

  20. The success of cogeneration in Europe

    SciTech Connect (OSTI)

    Hunschofsky, H.

    1998-10-01

The European engineers take a different approach to designing cogeneration plants. Instead of building large gas turbines or combined cycle plants whose main target is to produce electricity and then trying to utilize as much heat as possible, European engineers target the replacement of the base heat supply of certain, small scale entities. By focusing on the annual heat demand graph, the basic layout for maximum utilization is determined. If a plant can use all or a majority of the electricity, the by-product, produced in this combined process, the perfect requirements are a given. Today cogeneration is one of the prime technologies available to achieve two valuable goals: efficient usage of limited resources and air pollution reduction. In every major European country there is a non-profit organization promoting the usage of cogeneration and acting as a platform for the various interests involved. These national institutions are members of Cogen Europe, a non-profit organization based in Brussels, Belgium, whose main focus is to promote cogeneration to a multinational level.

  1. 2-D Coda and Direct Wave Attenuation Tomography in Northern Italy

    SciTech Connect (OSTI)

    Morasca, P; Mayeda, K; Gok, R; Phillips, W S; Malagnini, L

    2007-10-17

A 1-D coda method was proposed by Mayeda et al. (2003) in order to obtain stable seismic source moment-rate spectra using narrowband coda envelope measurements. That study took advantage of the averaging nature of coda waves to derive stable amplitude measurements taking into account all propagation, site, and Sto-coda transfer function effects. Recently this methodology was applied to micro earthquake data sets from three sub-regions of northern Italy (i.e., western Alps, northern Apennines and eastern Alps). Since the study regions were small, ranging between local-to-near-regional distances, the simple 1-D path assumptions used in the coda method worked very well. The lateral complexity of this region would suggest, however, that a 2-D path correction might provide even better results if the datasets were combined, especially when paths traverse larger distances and complicated regions. The structural heterogeneity of northern Italy makes the region ideal to test the extent to which coda variance can be reduced further by using a 2-D Q tomography technique. The approach we use has been developed by Phillips et al. (2005) and is an extension of previous amplitude ratio techniques to remove source effects from the inversion. The method requires some assumptions such as isotropic source radiation which is generally true for coda waves. Our results are compared against direct Swave inversions for 1/Q and results from both share very similar attenuation features that coincide with known geologic structures. We compare our results with those derived from direct waves as well as some recent results from northern California obtained by Mayeda et al. (2005) which tested the same tomographic methodology applied in this study to invert for 1/Q. We find that 2-D coda path corrections for this region significantly improve upon the 1-D corrections, in contrast to California where only a marginal improvement was observed. We attribute this difference to stronger lateral

  2. Preparation for upgrading western subbituminous coal

    SciTech Connect (OSTI)

    Grimes, R.W.; Cha, C.Y.; Sheesley, D.C.

    1990-11-01

The objective of this project was to establish the physical and chemical characteristics of western coal and determine the best preparation technologies for upgrading this resource. Western coal was characterized as an abundant, easily mineable, clean, low-sulfur coal with low heating value, high moisture, susceptibility to spontaneous ignition, and considerable transit distances from major markets. Project support was provided by the Morgantown Energy Technology Center (METC) of the US Department of Energy (DOE). The research was conducted by the Western Research Institute, (WRI) in Laramie, Wyoming. The project scope of work required the completion of four tasks: (1) project planning, (2) literature searches and verbal contacts with consumers and producers of western coal, (3) selection of the best technologies to upgrade western coal, and (4) identification of research needed to develop the best technologies for upgrading western coals. The results of this research suggest that thermal drying is the best technology for upgrading western coals. There is a significant need for further research in areas involving physical and chemical stabilization of the dried coal product. Excessive particle-size degradation and resulting dustiness, moisture reabsorption, and high susceptibility to spontaneous combustion are key areas requiring further research. Improved testing methods for the determination of equilibrium moisture and susceptibility to spontaneous ignition under various ambient conditions are recommended.

  3. Kazakhstan's potential provides Western opportunities

    SciTech Connect (OSTI)

    Darnell, R. )

    1993-01-01

While crude oil production continues to drop in the Russian Federation at a rate of 15% to 20% per year, Kazakhstan's output rose from 440,000 bopd in 1991 to 446,000 bopd, as of November 1992. Much of this increase was exported to the Russian Federation to supplement the latter's declining production. while Kazakhstan received needed Russian goods in exchange for this oil, it isn't getting the hard currency that will be required to upgrade its petroleum industry. This is a serious problem for Kazakh officials, since they are counting on revenues from petroleum exports to invigorate their overall plan for economic growth in this newly independent country. In order to convert Kazakhstan's hydrocarbon potential into economic reality, two critical issues must be addressed immediately. First, Kazakhstan must develop a tax and minerals law that gives multinational petroleum companies an incentive to invest in opening a dedicated crude oil export route through Russia, and at least one alternate export route to the Caspian Sea or Persian Gulf. At present, even the most successful petroleum venture inside Kazakhstan would have to weave its way through the Russian bureaucracy to utilize that existing and inadequate export pipeline system. This quandary, of course, has recently become the undoing of several Western petroleum operations that have managed to actually produce exportable oil inside the Russian Federation itself, but they can't get it out. In addition, three other variables should be considered by any party that is evaluating Kazakhstan as a future area (see map for current fields) of interest for petroleum operations. These are political stability, field operating conditions, and the country's natural gas crisis. Each of these factors, though not as critical as the legal regime and export access, can radically affect how an operator might approach negotiating the terms of its particular project.

  4. History of western oil shale

    SciTech Connect (OSTI)

    Russell, P.L.

    1980-01-01

The history of oil shale in the United States since the early 1900's is detailed. Research on western oil shale probably began with the work of Robert Catlin in 1915. During the next 15 years there was considerable interest in the oil shales, and oil shale claims were located, and a few recovery plants were erected in Colorado, Nevada, Utah, Wyoming, and Montana. Little shale soil was produced, however, and the major oil companies showed little interest in producing shale oil. The early boom in shale oil saw less than 15 plants produce a total of less than 15,000 barrels of shale oil, all but about 500 barrels of which was produced by the Catlin Operation in Nevada and by the US Bureau of Mines Rulison, Colorado operation. Between 1930 and 1944 plentiful petroleum supplies at reasonable prices prevent any significant interest in shale oil, but oil shortages during World War II caused a resurgence of interest in oil shale. Between 1940 and 1969, the first large-scale mining and retorting operations in soil shale, and the first attempts at true in situ recovery of shale oil began. Only 75,000 barrels of shale oil were produced, but major advancements were made in developing mine designs and technology, and in retort design and technology. The oil embargo of 1973 together with a new offering of oil shale leases by the Government in 1974 resulted in the most concentrated efforts for shale oil production to date. These efforts and the future prospects for shale oil as an energy source in the US are discussed.

During the POLARCAT-France airborne campaign in April 2008, pollution originating from anthropogenic and biomass burning emissions was measured in the European Arctic. We compare these aircraft measurements with simulations using the WRF-Chem model to investigate model representation of aerosols transported from Europe to the Arctic. Modeled PM2.5 is evaluated using European Monitoring and Evaluation Programme (EMEP) measurements in source regions and POLARCAT aircraft measurements in the Scandinavian Arctic. Total PM2.5 agrees well with the measurements, although the model overestimates nitrate and underestimates organic carbon in source regions. Using WRF-Chem in combination with the Lagrangian model FLEXPART-WRF, we find that during the campaign the research aircraft sampled two different types of European plumes: mixed anthropogenic and fire plumes from eastern Europe and Russia transported below 2 km, and anthropogenic plumes from central Europe uplifted by warm conveyor belt circulations to 5–6 km. Both modeled plume types had undergone significant wet scavenging (> 50% PM10) during transport. Modeled aerosol vertical distributions and optical properties below the aircraft are evaluated in the Arctic using airborne lidar measurements. Model results show that the pollution event transported aerosols into the Arctic (> 66.6° N) for a 4-day period. During this 4-day period, biomass burning emissions have the strongest influence on concentrations between 2.5 and 3 km altitudes, while European anthropogenic emissions influence aerosols at both lower (~ 1.5 km) and higher altitudes (~ 4.5 km). As a proportion of PM2.5, modeled black carbon and SO4= concentrations are more enhanced near the surface in anthropogenic plumes. The European plumes sampled during the POLARCAT-France campaign were transported over the region of springtime snow cover in northern Scandinavia, where they had a significant
