    In the framework of the World Meteorological Organisation's Sand and Dust Storm Warning Advisory and Assessment System, we evaluated the predictions of five state-of-the-art dust forecast models during an intense Saharan dust outbreak affecting western and northern Europe in April 2011. We assessed the capacity of the models to predict the evolution of the dust cloud with lead times of up to 72 h using observations of aerosol optical depth (AOD) from the AErosol RObotic NETwork (AERONET) and the Moderate Resolution Imaging Spectroradiometer (MODIS) and dust surface concentrations from a ground-based measurement network. In addition, the predicted vertical dust distributionmore » was evaluated with vertical extinction profiles from the Cloud and Aerosol Lidar with Orthogonal Polarization (CALIOP). To assess the diversity in forecast capability among the models, the analysis was extended to wind field (both surface and profile), synoptic conditions, emissions and deposition fluxes. Models predict the onset and evolution of the AOD for all analysed lead times. On average, differences among the models are larger than differences among lead times for each individual model. In spite of large differences in emission and deposition, the models present comparable skill for AOD. In general, models are better in predicting AOD than near-surface dust concentration over the Iberian Peninsula. Models tend to underestimate the long-range transport towards northern Europe. In this paper, our analysis suggests that this is partly due to difficulties in simulating the vertical distribution dust and horizontal wind. Differences in the size distribution and wet scavenging efficiency may also account for model diversity in long-range transport.« less

  3. Preliminary observations on Quaternary reverse faulting along the southern front of the Northern Range of Trinidad

    Several geomorphological evidences of Quaternary reverse faulting are observed along the southern front of the Northern Range in Trinidad between Port-of-Spain and Matura Point. Such a mountain front is associated to a reverse fault system showing an imbricated pattern southward. In the north, the system is limited by a structural feature showing an important vertical component. Southward this system progressively changes to low angle faults. This geometry is corroborated by seismic profiling in the continent shelf. The active faulting evidences consist in lateral drainage offsets, fault trenches, sag-ponds, triangular facets, and saddles. Some quaternary terraces show fault scarps and tilting. We postulate that these reverse fault systems as Arima Fault instead of El Pilar fault as it is not actually connected to the San Sebestian-El Pilar right-lateral slip system, due to the southward prolongation of the southern limit of the Caribbean Plate through the fault system of Los Bajos-El Soldado.

  4. The mixing state of carbonaceous aerosol particles in northern and southern California measured during CARES and CalNex 2010

    Carbonaceous aerosols impact climate directly by scattering and absorbing radiation, and hence play a major, although highly uncertain, role in global radiative forcing. Commonly, ambient carbonaceous aerosols are internally mixed with secondary species such as nitrate, sulfate, and ammonium, which influence their climate impacts through optical properties, hygroscopicity, and atmospheric lifetime. Aircraft-aerosol time-of-flight mass spectrometry (A-ATOFMS), which measures single-particle mixing state, was used to determine the fraction of organic and soot aerosols that were internally mixed and the variability of their mixing state in California during the Carbonaceous Aerosol and Radiative Effects Study (CARES) and the Research at the Nexus of Air Quality and Climate Change (CalNex) field campaigns in the late spring and early summer of 2010. Nearly 88% of all A-ATOFMS measured particles (100-1000 nm in diameter) were internally mixed with secondary species, with 96% and 75% of particles internally mixed with nitrate and/or sulfate in southern and northern California, respectively. Even though atmospheric particle composition in both regions was primarily influenced by urban sources, the mixing state was found to vary greatly, with nitrate and soot being the dominant species in southern California, and sulfate and organic carbon in northern California. Furthermore, mixing state varied temporally in northern California, with soot becoming the prevalent particle type towards the end of the study as regional pollution levels increased. The results from these studies demonstrate that the majority of ambient carbonaceous particles are internally mixed and are heavily influenced by secondary species that are most predominant in each region. Based on these findings, considerations of regionally dominant sources and secondary species, as well as temporal variations of aerosol physical and optical properties, will be required to obtain more accurate predictions of the

  5. Geomorphic Surface Maps of Northern Frenchman Flat, Nevada Test Site, Southern Nevada

    Large-scale (1:6000) surficial geology maps of northern Frenchman Flat were developed in 1995 as part of comprehensive site characterization required to operate a low-level radioactive waste disposal facility in that area. Seven surficial geology maps provide fundamental data on natural processes and are the platform needed to reconstruct the Quaternary history of northern Frenchman Flat. Reconstruction of the Quaternary history provides an understanding of the natural processes that act to develop the landscape, and the time-frames involved in landscape development. The mapping was conducted using color and color-infrared aerial photographs and field verification of map unit composition and boundaries. Criteria for defining the map unit composition of geomorphic surface units are based on relative geomorphic position, landform morphology, and degree of preservation of surface morphology. Seven geomorphic surfaces (Units 1 through 7) are recognized, spanning from the early Quaternary to present time.

    Three AMIP-type 10 year simulations have been performed with climate versions of the AR-PEGE-IFS model in order to simulate the European climate. The first one uses the standard T42 truncation. The second one uses a high resolution T106 truncation. The horizontal resolution of the third one varies between about T200 over Europe and T21 over the southern Pacific. The winter time general circulation improves in the Atlantic sector as the resolution increases. This is true for the time-mean pattern and for the transient and low-frequency variability. In summer time and in the southern hemisphere, the 3 versions of the model produce reasonable climatologies. When restricted to the European continent, the model verification against the observed climatology shows a reduction of the biases in temperature and, to a lesser extent, in precipitation with the increase in resolution. The use of a variable resolution GCM is a valid alternative to model nesting. The model is too warm in winter and too cold in summer, too wet in northern Europe and too dry in southern Europe. 33 refs., 16 figs., 6 tabs.

    This map displays interpreted structural and stratigraphic relations among the Paleozoic and older rocks of the Nevada Test Site region beneath the Miocene volcanic rocks and younger alluvium in the Yucca Flat and northern Frenchman Flat basins. These interpretations are based on a comprehensive examination and review of data for more than 77 drillholes that penetrated part of the pre-Tertiary basement beneath these post-middle Miocene structural basins. Biostratigraphic data from conodont fossils were newly obtained for 31 of these holes, and a thorough review of all prior microfossil paleontologic data is incorporated in the analysis. Subsurface relationships are interpreted in light of a revised regional geologic framework synthesized from detailed geologic mapping in the ranges surrounding Yucca Flat, from comprehensive stratigraphic studies in the region, and from additional detailed field studies on and around the Nevada Test Site. All available data indicate the subsurface geology of Yucca Flat is considerably more complicated than previous interpretations have suggested. The western part of the basin, in particular, is underlain by relics of the eastward-vergent Belted Range thrust system that are folded back toward the west and thrust by local, west-vergent contractional structures of the CP thrust system. Field evidence from the ranges surrounding the north end of Yucca Flat indicate that two significant strike-slip faults track southward beneath the post-middle Miocene basin fill, but their subsurface traces cannot be closely defined from the available evidence. In contrast, the eastern part of the Yucca Flat basin is interpreted to be underlain by a fairly simple north-trending, broad syncline in the pre-Tertiary units. Far fewer data are available for the northern Frenchman Flat basin, but regional analysis indicates the pre-Tertiary structure there should also be relatively simple and not affected by thrusting.     Based on the continuity of foldbelts and the positions of intermountain continental nuclei and transcontinental megashears, a close Pangea fit is proposed for the central and north Atlantic borderlands. The Variscan arch segment missing between Brittany and Galicia in the Gulf of Gascony (Biscaye) can tentatively be identified with the Flemish Cap block off Newfoundland. At the same time the northwest African-Gondwana border (central Morocco) was located some 800 km farther to the west-northwest, as compared to its present position in southwestern Europe (Iberia). During the opening of the central and northern segments of the Atlantic Ocean (Jurassic and Cretaceous) and during the closure of the western Mediterranean basin, i.e., the thrust of Africa toward southern Europe (Tertiary), the European continental mass underwent deformation in the transtensive and transpressive modes, which reactivated parts of its inherited structural network. The trailing south European continental margin was partially dismembered into loosely bound continental blocks, to be assembled again during the subsequent Alpine orogenic cycle. These events can be compared with processes known in the northernmost and western segments of the North American continent. Mechanisms are proposed for the formation and deformation of inter- and intraplate basins by way of moderate shifts (wrenching) and slight rotations, the direction of which changed during the Mesozoic-Tertiary according to the global stress field. The above evolution and mechanisms had multiple and decisive effects on hydrocarbon generation, habitat, and accumulation.

But two years after independence, Ukraine is in the midst of a severe political and economic crisis, and engaged in a series of elections that could have major and immediate consequences not only for Ukraine`s political future and security orientation, but for Western policy. Parliamentary elections were held in March, but runoff elections are needed for about one-quarter of the seats, and presidential elections will be held June 26.

    A comparison was made of 134Cs and 137Cs contamination in fungi from eastern Europe and eastern North America. Mean activities of 25 Ukrainian, 6 Swedish, and 10 North American collections were 4,660, 9,750, and 205 Bq/kg (dry weight), respectively. Additional measurements were made on samples from the Moscow, southern Belarus, and Yugoslavia/Bulgaria regions. Activity values were found to vary by several orders of magnitude within all geographic areas, even for the same mushroom species. Significantly higher specific activities were observed in mycorrhizal species than in saprophytic and parasitic fungi. Unfortunately, many of the European mycorrhizal species considered as prized edibles contained unacceptably high levels of 137Cs (> 1,000 Bq/kg [dry weight]) and should be used sparingly as food. By contrast, no mushrooms collected in Ontario or northern Michigan exceeded 1,000 Bq of 137Cs per kg (dry weight). The excessive 137Cs contamination was evident in mushrooms from areas that had substantial fallout from the 1986 accident in reactor 4 at the Chernobyl nuclear power station. However, observations suggest that about 20% of the 137Cs in eastern Europe (Moscow area, Belarus, and Ukraine) is of non-Chernobyl origin.

    The North Sea may be a mature play, but operators are continually searching for new ways to develop small finds near existing infrastructure and to develop discoveries in new areas at low cost. As they fill in gaps in the North Sea oil and gas infrastructure, companies are also exploring and planning developments in new plays such as the U.K.`s West of Shetlands area, the Irish Sea, and the Atlantic Margin from off western Ireland to northern Norway.     Looking back over the year, there has been remarkably little sign of restructuring in the chemical industry in view of the current financial crisis in most companies. But the apparent paralysis in terms of plant closures or ownership changes may be disguising much behind-the-scenes activity. But the pain threshold of companies is proving surprisingly high. Looking at ethylene plants, Shell's Peter Kwant notes that almost half the steam crackers operating in Europe are 20 years old or more. They amount to one-third of capacity, or twice current underutilization. No steps have been taken to close any unit. Meanwhile, five producers collectively will have introduced 2 million m.t./year of extra ethylene capacity between 1991 and 1994. One factor hampering closure is that 40% of ethylene capacity in Europe is at isolated sites not connected to either the Benelux/Germany ARG pipeline or a local network such as those in the UK or France. BP Chemicals chief Bryan Sanderson raised that point at a recent Wertheim Schroder/Chemical Week/Chem Systems conference in New York, arguing that steep price falls occur in times of demand slump because of the inelastic supply curve for monster chemical plants. The industry could manage cycles better, he suggests, if rather than closing its incremental capacity, small, flexible plants were available to open and close as demand warrants, thus flattening the supply curve. In addition, following the US example - where 90% of ethylene capacity is connected to pipeline system should be available in Europe, giving companies greater flexibility to take plants on- and offline. The latter solution, of course, would not work for Europe's 18 loss-making polyethylene (PE) producers, and here straight closures or merging of businesses are the only solution.

  7. Hydrocarbon potential of Altiplano and northern Subandean, Bolivia

    Seismic, stratigraphic, structural, and geochemical data from the Altiplano, northern Subandean, and northern plains of Bolivia were interpreted in order to evaluate the exploration potential of each province. Identification of three possible source rock intervals, primarily the Devonian and secondarily the Permian and Cretaceous, was used as the basis for recognizing active hydrocarbon systems. For those areas containing source intervals, their analysis revealed that possible reservoir and seal units range in age from Paleozoic to Tertiary; the majority of structures, however, are Eocene or younger. With these general concepts in mind, traps were identified in all three sedimentary provinces. In the northern Altiplano, the most prospective area is along the eastern margin near a southwest and west-vergent thrust belt where hanging-wall anticlines and a warped Eocene-Oligocene(.) unconformity surface form the most likely potential traps. In the central and southern Altiplano, both thrust-related and wrench-related structures present possible exploration targets. In the northern Subandean and Beni plains north of the Isiboro-Chapare area, traps can be classified into two broad groups. First, there are a wide variety of structural traps within the northern Subandean thrust belt, the most attractive of which are footwall structures that have been shielded from surface flushing by hanging-wall strata. Second, in the plains just northeast of the thrust belt, hydrocarbons sourced from the remnant Paleozoic basin may have migrated onto the Isarsama and Madidi highs.

    Upper Permian-age fluviolacustrine deposits are widespread throughout southern Africa. In the southern part of the subcontinent, where deposition took place in foreland basin settings, the sequences are thicker and fluvial-dominated whereas, lacustrine-dominated deposits accumulated in settings of low relief, broad warping and mild faulting at the northern end. The geographic extent and lateral correlatability of these deposits suggest the existence of concurrent, perhaps interconnected, giant lakes within major fluvial frameworks throughout the subcontinent, thousands of miles inland from the sea. This period of major lake development within fluvial depositional settings suggests climatic conditions that sustained a uniquely wet continental environment, deep in the heart of the Gondwanan supercontinent. Simulations based on various general circulation and energy balance climate models predict extreme seasonal temperatures and aridity for Gondwana at the palaeolatitudes of southern Africa during the Late Permian. On the other hand, distribution of climate-sensitive rocks, palynologic and palaeobotanic data and vertebrate fossils, coroborate the temperature climate documented by sedimentologic studies. The erroneous modeling results may have arisen from the fact that the models do not employ palaeogeographies that accommodate the existence of the vast lakes and rivers of Gondwana. The Late Permian palaeogeography of series of giant lakes within major fluvial frameworks would have had considerable influences on the regional climate. This suggests that it is imperative that numerical modeling studies incorporate accurate palaeogeographies, constructed based on available geological data, in order to recreate past climates with acceptable degree of accuracy.

    After more than 4 decades of studies, plans, and shelved projects, the proposed Bolivia-Brazil gas pipeline is finally about to get off the ground. The 3,700 km gas pipeline will require an investment of at least $2 billion and is viewed by many as a litmus test for the developing gas market and energy integration of South America`s Southern Cone countries. Overall, industry officials see eventual emergence of two large integrated gas grids serving South America: one for the northern countries and another for the Southern Cone. This will enable the six countries with gas surplus to their needs to export the surplus to neighboring, gas-short countries. The northern gas-long countries are Venezuela, Colombia, and Trinidad and Tobago; those in the Southern Cone are Argentina, Bolivia, and Peru.   8. Late glacial aridity in southern Rocky Mountains

    While the slopes of the present-day Colorado Rocky Mountains are characterized by large stands of subalpine and montane conifers, the Rockies of the late glacial looked dramatically different. Specifically, pollen records suggest that during the late glacial, Artemisia and Gramineae predominated throughout the mountains of Colorado. At some point between 11,000 and 10,000 B.P., however, both Artemisia and grasses underwent a dramatic decline, which can be identified in virtually every pollen diagram produced for Colorado mountain sites, including Como Lake (Sangre de Cristo Mountains), Copley Lake and Splains; Gulch (near Crested Butte), Molas Lake (San Juan Mountains), and Redrock Lake (Boulder County). Moreover, the same pattern seems to hold for pollen spectra derived for areas adjacent to Colorado, including at sites in the Chuska Mountains of New Mexico and in eastern Wyoming. The implications of this consistent finding are compelling. The closest modem analogues to the Artemisia- and Gramineae-dominated late-glacial Colorado Rockies are found in the relatively arid northern Great Basin, which suggests that annual precipitation was much lower in the late-glacial southern Rocky Mountains than it was throughout the Holocene.

    Exploration in central and southern Africa continued to expand during 1980. The greatest concentration of activity was in Nigeria. However, there was considerable increase in the level of exploratory work in Cameroon and Congo. Significant new finds have been made in Ivory Coast. Geological and geophysical activity was carried out in 18 of the countries, with those in the western part having the largest share. Seismic work involved 225 party months of operation. Most of this time was spent on land, but marine operations accounted for 73,389 km of new control. Gravity and magnetic data were recorded during the marine surveys, and several large aeromagnetic projects were undertaken to obtain a total of 164,498 line km of data. Exploratory and development drilling accounted for a total of 304 wells and 2,605,044 ft (794,212 m) of hole. The 92 exploratory wells that were drilled resulted in 47 oil and gas discoveries. In development drilling 89% of the 212 wells were successful. At the end of the year, 27 exploratory wells were underway, and 34 development wells were being drilled for a total of 61. Oil production from the countries that this review covers was 918,747,009 bbl in 1980, a drop of about 9% from the previous year. Countries showing a decline in production were Nigeria, Gabon, Cabinda, and Zaire. Increases were recorded in Cameroon, Congo, and Ghana. A new country was added to the list of producers when production from the Belier field in Ivory Coast came on stream. 33 figures, 15 tables.

    The lower Mesozoic half grabens of northern Morocco form part of an extensional system that is related to the opening of the western Tethys. They appear to be somewhat younger than the Triassic-Jurassic systems associated with the opening the Atlantic Ocean. During the Tertiary and as consequence of the Alpine collision of Africa with Europe, these half graben systems were inverted as shown by the High and the Middle Atlas mountains. Seismic illustrations of similar but smaller inversion structures are available from the Guercif area and the [open quotes]Rides Prerifaines[close quotes] of northern Morocco. These seismic profiles serve as small models for the much larger Atlas Mountains. In the Guercif area, the inversions are limited in scope, but in the [open quotes]Ride Prerifaines[close quotes] are extensive decollement systems that sole out in the Triassic evaporites. These systems evolve into complex thrust faults and associated lateral ramps that are strongly influenced by the configuration of the Jurassic transtensional systems. Significant hydrocarbon accumulation have been known for some time from the [open quotes]Rides Prerifaines.[close quotes] A review of the geometry of the inverted half-graben systems, combined with detailed stratigraphic studies, is likely to lead to the discovery of additional reserves in the area.

    The Northern Cheyenne Tribe, located in Rosebud and Bighorn counties in southeastern Montana, plans to conduct preconstruction activities for a 30-MW wind facility. The tribe was awarded a feasibility study grant in FY2002 for wind resource monitoring, and is accelerating the study and proceeding with development after the collected resource data was correlated to long-term wind resource data from a nearby site, and the resources confirmed. Activities include permitting, avian and cultural assessments, and the transmission and interconnection studies needed to obtain financing and power purchase agreements.

    Under Europe`s recent Directive on competition in electricity, Member States retain immense autonomy to set the competitive agenda within their borders. The result may well be a distinctly skewed - and far from open - trade in electricity, and little opportunity for even large customers to make a meaningful choice of suppliers. The final adoption last year by The European Council - effectively the legislative body of the European Community - of a regulatory measure requiring gradual liberalization of Europe`s electricity market is an event of more symbolic than real significance. During the seven years it has taken to negotiate and compromise upon a suitable legal framework for electricity market liberalization, the European market itself has moved on. Effective implementation of the newly adopted framework rules is unlikely to be a real catalyst for change in its own right, although it could still be an important force in shaping the direction of liberalization programs already underway at the national level. This article will examine the state of electricity market liberalization in what is now known as the European Union - the loose quasi-federal structure which subsists between the 15 Member States of the European Community (EC). It will focus in part upon the provisions of the new EC Directive on the creation of a single market for electricity, and in part upon the complex changes which are gradually transforming the European electricity market.

    Long-term daily precipitation data from NCDC are used to investigate the changes of light rain events from 1973-2009 over North America, Europe and Asia. Results reveal that the trend of light rain events presents a remarkably diverse feature in different regions, while an overall decrease trend can be found over the continents in northern hemisphere. In North America, most of stations show a decrease trend for light rain on the annual basis but a decrease trend can also be found for moderate and heavy rain. The opposite trends are observed over the stations in Europe and the trend of light rain is not significant when averaged for all the stations. In Asia, especially East Asia, the light rain days show an overwhelming decrease trend with high spatial coherency. Meanwhile the moderate and heavy rain events (> 10 mm/day) have increased, suggesting a remarkable shift of precipitation from light to heavy rain in East Asia. While both the warming at a global scale and increased atmospheric aerosols due to air pollution at a regional scale (e.g. East Asia) may have affected the light rain changes, it remains a challenging task to quantitatively detect and separate the cause of light rain changes in different regions. ?

    With the rise in liquid level technology in Europe comes new standards for boiler operation. SMART technology for level probes and auxiliary equipment, means many European countries allow a boiler to operate completely unmanned (without operators) for up to 72 hours at a time. It is not just a level control system, but a total boiler control scheme. This incorporates level control, continuous TDS monitoring with blowdown, automatic timed bottom blowdown, feed water control, contamination detection systems for monitoring of incoming feed water, monitoring of exhaust stack temperatures, over pressure alarms and timed automatic blowdown of level pots. One of the main reasons for the development of the SMART equipment and the new boiler codes was to increase reliability of boiler operation. Surveys in Germany and England showed that almost 90 percent of boiler failures was due to operator error, this has almost been eliminated through the use of new equipment based on the new codes.

    The countries of Eastern and Central Europe have emerged from a political system which for decades has ignored protection of human health from hazardous wastes. While the economies of the countries in this region are stretched, awareness and concern about hazardous waste issues are a part of the new realities. At a recent conference sponsored in part by the National Institute of Environmental Health Sciences, representatives of seven countries in the region described the status of hazardous waste programs, issues of major concern, and steps being taken to protect human health. This report summarizes the deliberations, outlines some of the problems remaining in dealing with the legacy of the past, addressing the problems of the present, and providing a framework for future research and collaborative efforts. 30 refs., 1 tab.

    The European engineers take a different approach to designing cogeneration plants. Instead of building large gas turbines or combined cycle plants whose main target is to produce electricity and then trying to utilize as much heat as possible, European engineers target the replacement of the base heat supply of certain, small scale entities. By focusing on the annual heat demand graph, the basic layout for maximum utilization is determined. If a plant can use all or a majority of the electricity, the by-product, produced in this combined process, the perfect requirements are a given. Today cogeneration is one of the prime technologies available to achieve two valuable goals: efficient usage of limited resources and air pollution reduction. In every major European country there is a non-profit organization promoting the usage of cogeneration and acting as a platform for the various interests involved. These national institutions are members of Cogen Europe, a non-profit organization based in Brussels, Belgium, whose main focus is to promote cogeneration to a multinational level.

    The Southern Energy Efficiency Center (SEEC) builds collaborative partnerships with: state and local governments and their program support offices, the building delivery industry (designers, contractors, realtors and commissioning agents), product manufacturers and their supply chains, utilities and their program implementers, consumers and other stakeholders in order to forge a strong regional network of building energy efficiency allies. Through a project Steering Committee composed of the state energy offices and building industry stakeholders, the SEEC works to establish consensus-based goals, priorities and strategies at the regional, state and local levels that will materially advance the deployment of high-performance “beyond code” buildings. In its first Phase, SEEC will provide limited technical and policy support assistance, training, certification and education to a wide spectrum of the building construction, codes and standards, and the consumer marketplace.

    During the POLARCAT-France airborne campaign in April 2008, pollution originating from anthropogenic and biomass burning emissions was measured in the European Arctic. We compare these aircraft measurements with simulations using the WRF-Chem model to investigate model representation of aerosols transported from Europe to the Arctic. Modeled PM2.5 is evaluated using European Monitoring and Evaluation Programme (EMEP) measurements in source regions and POLARCAT aircraft measurements in the Scandinavian Arctic. Total PM2.5 agrees well with the measurements, although the model overestimates nitrate and underestimates organic carbon in source regions. Using WRF-Chem in combination with the Lagrangian model FLEXPART-WRF, we find that during the campaign the research aircraft sampled two different types of European plumes: mixed anthropogenic and fire plumes from eastern Europe and Russia transported below 2 km, and anthropogenic plumes from central Europe uplifted by warm conveyor belt circulations to 5–6 km. Both modeled plume types had undergone significant wet scavenging (> 50% PM10) during transport. Modeled aerosol vertical distributions and optical properties below the aircraft are evaluated in the Arctic using airborne lidar measurements. Model results show that the pollution event transported aerosols into the Arctic (> 66.6° N) for a 4-day period. During this 4-day period, biomass burning emissions have the strongest influence on concentrations between 2.5 and 3 km altitudes, while European anthropogenic emissions influence aerosols at both lower (~ 1.5 km) and higher altitudes (~ 4.5 km). As a proportion of PM2.5, modeled black carbon and SO4= concentrations are more enhanced near the surface in anthropogenic plumes.     The Treaty on Conventional Forces in Europe (CFE) was signed in November 1990 by sixteen nations, members of the North Atlantic Treaty Organization (NATO), and six nations, members of the Warsaw Treaty Organization (WTO). It was resigned to prevent a major surprise attack in Europe by the conventional forces of one Treaty Organization against those of the other and was the first major arms control treaty to address conventional weapons. This paper focuses on how CFE adapted to changes in the military-political situation in Europe which occurred after 1990 and failed to adapt to others. Suggestions are offered on how it might be changed to make it more relevant under these changed conditions.
