    This photograph features the photovoltaic (PV) system at the Cal Expo in Sacramento, California, that was "made for the shade," but it does much more. Installed in September 2000, the 540-kilowatt PV system produces enough energy to power about 180 homes. In addition, the solar arrays serve as an oasis of shaded parking for 1,000 cars in a desert of scorching blacktop. The project was designed and built by Kyocera Solar/Utility Power Group for the Sacramento Municipal Utility District (SMUD). At the time, this was the largest parking lot solar system in the world today. Cal Expo is the site of many events, including the California State Fair.

    C6 Resources LLC, a wholly owned subsidiary of Shell Oil Company, worked with the US Department of Energy (DOE) under a Cooperative Agreement to develop the Northern California CO2 Reduction Project. The objective of the Project is to demonstrate the viability of using Carbon Capture and Sequestration (CCS) to reduce existing greenhouse gas emissions from industrial sources on a large-scale. The Project will capture more than 700,000 metric tonnes of CO2 per year, which is currently being vented to the atmosphere from the Shell Martinez Refinery in Contra Costa County. The CO2 will be compressed and dehydrated at the refinery and then transported via pipeline to a sequestration site in a rural area in neighboring Solano County. The CO2 will be sequestered into a deep saline formation (more than two miles underground) and will be monitored to assure secure, long-term containment. The pipeline will be designed to carry as much as 1,400,000 metric tonnes of CO2 per year, so additional capacity will be available to accommodate CO2 captured from other industrial sources. The Project is expected to begin operation in 2015. The Project has two distinct phases. The overall objective of Phase 1 was to develop a fully definitive design basis for the Project. The Cooperative Agreement with the DOE provided cost sharing for Phase 1 and the opportunity to apply for additional DOE cost sharing for Phase 2, comprising the design, construction and operation of the Project. Phase 1 has been completed. DOE co-funding is provided by the American Recovery and Reinvestment Act (ARRA) of 2009. As prescribed by ARRA, the Project will stimulate the local economy by creating manufacturing, transportation, construction, operations, and management jobs while addressing the need to reduce greenhouse gas emissions at an accelerated pace. The Project, which will also assist in meeting the CO2 reduction requirements set forth in California?s Climate Change law, presents a major opportunity for both the environment as well as the region. C6 Resources is conducting the Project in collaboration with federally-funded research centers, such as Lawrence Berkeley National Lab and Lawrence Livermore National Lab. C6 Resources and Shell have identified CCS as one of the critical pathways toward a worldwide goal of providing cleaner energy. C6 Resources, in conjunction with the West Coast Regional Carbon Sequestration Partnership (WESTCARB), has conducted an extensive and ongoing public outreach and CCS education program for local, regional and state-wide stakeholders. As part of a long term relationship, C6 Resources will continue to engage directly with community leaders and residents to ensure public input and transparency. This topical report summarizes the technical work from Phase 1 of the Project in the following areas: ? Surface Facility Preliminary Engineering: summarizes the preliminary engineering work performed for CO2 capture, CO2 compression and dehydration at the refinery, and surface facilities at the sequestration site ? Pipeline Preliminary Engineering: summarizes the pipeline routing study and preliminary engineering design ? Geologic Sequestration: summarizes the work to characterize, model and evaluate the sequestration site ? Monitoring, Verification and Accounting (MVA): summarizes the MVA plan to assure long-term containment of the sequestered CO2

    The Center for Sustainable Energy (CSE) is creating the Virtual Net Metering Market Development Plan as a part of the Solar Market Pathways program to expand the awareness, effectiveness and use of virtual net metering in California and beyond. California recently passed a virtual net metering tariff, which allows kilowatt hour credits from one solar system to be distributed to numerous utility accounts throughout the property based on a predetermined allocation arrangement. Currently, solar adoption outside of traditional commercial or single family rooftop systems has been challenging for solar markets throughout California. Virtual net metering is a system that enables a multi-meter property owner to allocate a solar system's energy credits to other tenants. CSE aims to expand the application of virtual net metering to multifamily and multi-metered homes and facilities.     This Environmental Assessment (EA) evaluates the environmental consequences of the proposed conversion and operation of the existing Solar One Facility in Daggett, Ca, near the city of Barstow, to a nitrate salt based heat transfer system, Solar Two. The EA also addresses the alternatives of different solar conversion technologies and alternative sites and discusses a no action alternative. A primary objective of the Solar Two Project is to demonstrate the technical and economic feasibility of a solar central receiver power plant using molten salt as the thermal storage and transport fluid medium. If successful, the information gathered from the Solar Two Project could be used to design larger commercial solar power plants.

    Climate change is likely the most critical societal challenge to the futures of today's children. Mitigation will require a concerted effort to change household energy behaviour electricity use, transportation and food consumption patterns. A first step to changing behaviour is to better understand current behaviour and its intrapersonal (knowledge and attitudes), interpersonal (norms, communication and behaviour) and contextual (demographics and geography) correlates. To date, our understanding of the energy behaviours of children is limited. To begin to fill this gap, we report the results of a survey on the electricity, transportation and food-related energy behaviours of 323 fourth- and fifth-grade girls and their parents in 31 Girl Scout troops in Northern California. Our findings show positive attitudes and perceived norms toward energy-saving behaviours among child and adult respondents, but low or moderate levels of knowledge, communication, and behaviour, particularly for behaviours that require adult assistance. Girls' choices about electricity behaviours appear to be governed by intrapersonal and interpersonal influences, while transportation behaviour is constrained by geographic context. Food-related behaviour, particularly meat consumption, was not readily modelled. Policy and education-related implications for future interventions aimed at enhancing children's energy-saving behaviours are discussed. (C) 2014 Elsevier Ltd. All rights reserved.

    This environmental review was prepared by DOE’s Western Area Power Administration with the Department of the Interior’s Bureau of Land Management (BLM) as a cooperating agency. This EIS evaluates the environmental impacts of the Rice Solar Energy Project, a 150-megawatt solar concentrating electric powerplant proposed to be constructed on private land in the Sonoran Desert. DOE’s Western Area Power Administration actions under this proposal include building and operating a new substation to interconnect the solar project to Western’s transmission system. DOE may also use this EIS as part of its decision whether to issue a Federal loan guarantee to support the proposal. BLM’s actions under this proposal includes amending California Desert Conservation Area Plan to designate a new corridor for a 161-kV transmission line, which would facilitate the development of solar energy on private lands.

  17. Incentive Pass-through for Residential Solar Systems in California

    The deployment of solar photovoltaic (PV) systems has grown rapidly over the last decade, partly because of various government incentives. In the United States, those established in California are among the largest and longest-running incentives. Building on past research, this report addresses the still-unanswered question: to what degree have the direct PV incentives in California been passed along from installers to consumers? This report addresses this question by carefully examining the residential PV market in California and applying both a structural-modeling approach and a reduced-form regression analysis to estimate the incentive pass-through rate. The results suggest an average pass-through rate of direct incentives of nearly 100%, but with regional differences among California counties. While these results could have multiple explanations, they suggest a relatively competitive market and well-functioning subsidy program. Further analysis is required to determine whether similar results broadly apply to other states, to other customer segments, to all third-party-owned PV systems, or to all forms of financial incentives for solar.

    This report provides a comprehensive analysis of grid-connected solar photovoltaic (PV) cost trends in California, which is by far the largest PV market in the United States. The findings of this work may help stakeholders to understand important trends in the California PV market, and policymakers to design more effective solar incentive programs--a particularly important objective given the recent announcement from the California Public Utilities Commission (CPUC) to establish an 11-year, $3.2 billion incentive program for customer-sited solar. The study statistically analyzes the installed cost of grid-connected PV systems funded by the state's two largest solar rebate programs, overseen by the California Energy Commission (CEC) [operating since 1998] and the CPUC [operating since 2001].

    This study analyzes source apportioned methane (CH4) emissions and atmospheric mixing ratios in northern California during the Discover-AQ-CA field campaign using airborne measurement data and model simulations. Source apportioned CH4 emissions from the Emissions Database for Global Atmospheric Research (EDGAR) version 4.2 were applied in the 3-D chemical transport model GEOS-Chem and analyzed using airborne measurements taken as part of the Alpha Jet Atmospheric eXperiment over the San Francisco Bay Area (SFBA) and northern San Joaquin Valley (SJV). During the time period of the Discover-AQ-CA field campaign EDGAR inventory CH4 emissions were ~5.30 Gg day –1 (Gg = 1.0 ×more » 109 g) (equating to ~1.90 × 103 Gg yr–1) for all of California. According to EDGAR, the SFBA and northern SJV region contributes ~30% of total CH4 emissions from California. Source apportionment analysis during this study shows that CH4 mixing ratios over this area of northern California are largely influenced by global emissions from wetlands and local/global emissions from gas and oil production and distribution, waste treatment processes, and livestock management. Model simulations, using EDGAR emissions, suggest that the model under-estimates CH4 mixing ratios in northern California (average normalized mean bias (NMB) = –5.2% and linear regression slope = 0.20). The largest negative biases in the model were calculated on days when large amounts of CH4 were measured over local emission sources and atmospheric CH4 mixing ratios reached values >2.5 parts per million. Sensitivity emission studies conducted during this research suggest that local emissions of CH4 from livestock management processes are likely the primary source of the negative model bias. These results indicate that a variety, and larger quantity, of measurement data needs to be obtained and additional research is necessary to better quantify source apportioned CH4 emissions in California.« less

    On June 8, 2009, the U. S. Department of Energy's National Energy Technology Laboratory released a Funding Opportunity Announcement (DE-FOA 0000015) with the title, Recovery Act: Carbon Capture and Sequestration from Industrial Sources and Innovative Concepts for Beneficial CO{sub 2} Use. C6 Resources (C6), an affiliate of Shell Oil Company, responded with a proposal for Technology Area 1: Large-scale industrial carbon capture and sequestration (CCS) projects from industrial sources. As DOE Federally Funded Research and Development Center (FFRDC) Contractors, Lawrence Livermore National Laboratory (LBNL) and Lawrence Berkeley National Laboratory (LLNL) proposed to collaborate with C6 and perform technical tasks, which C6 included in the C6 proposal, titled the Northern California CO{sub 2} Reduction Project. The proposal was accepted for Phase I funding and C6 received DOE Award DEFE0002042. LLNL and LBNL each received Phase I funding of $200,000, directly from DOE. The essential task of Phase I was to prepare a proposal for Phase II, which would be a five-year, detailed technical proposal, budget, and schedule for a complete carbon capture, transportation, and geologic storage project, with the objective of starting the injection of 1 million tons per year of industrial CO2 by the end of FY2015. LLNL and LBNL developed technical proposals (and DOE Field Work Proposals [FWPs]) for many aspects of the geologic testing and CO{sub 2} monitoring that were included in the C6 Phase II proposal, which C6 submitted by the deadline of April 16, 2010. This document is the Final Report for LLNL's Phase I efforts and is presented in two parts. Part 1 is the complete text of the technical proposal provided to C6 by LLNL and LBNL for inclusion in the C6 Phase II proposal. Because of space limitations, however, C6 may not have included all of this information in their proposal. In addition to developing the proposal presented below, LLNL's Bill Foxall and Laura Chiarmonte, in collaboration with LBNL, undertook preliminary technical work evaluating the potential for induced seismicity in Solano County. Part 2 presents technical work preformed during Phase I in the development of a preliminary Certification Framework: Leakage Risk Assessment for CO{sub 2} Injection at the Montezuma Hills Site, Solano County, California, co-authored by LLNL and LBNL collaborators.

    In 2013, the California Independent System Operator published the 'duck chart,' which shows a significant drop in mid-day net load on a spring day as solar photovoltaics (PV) are added to the system. The chart raises concerns that the conventional power system will be unable to accommodate the ramp rate and range needed to fully utilize solar energy, particularly on days characterized by the duck shape. This could result in 'overgeneration' and curtailed renewable energy, increasing its costs and reducing its environmental benefits. This paper explores the duck chart in detail, examining how much PV might need to be curtailed if additional grid flexibility measures are not taken, and how curtailment rates can be decreased by changing grid operational practices. It finds that under "business-as-usual"" types of assumptions and corresponding levels of grid flexibility in California, solar penetrations as low as 20% of annual energy could lead to marginal curtailment rates that exceed 30%. However, by allowing (or requiring) distributed PV and storage (including new installations that are part of the California storage mandate) to provide grid services, system flexibility could be greatly enhanced. Doing so could significantly reduce curtailment and allow much greater penetration of variable generation resources. Overall, the work described in this paper points to the need to fully integrate distributed resources into grid system planning and operations to allow maximum use of the solar resource.

  5. Earthquake geology of the northern San Andreas Fault near Point Arena, California

    Excavations into a Holocene alluvial fan provided exposures of a record of prehistoric earthquakes near Point Arena, California. At least five earthquakes were recognized in the section. All of these occurred since the deposition of a unit that is approximately 2000 years old. Radiocarbon dating allows constraints to be placed on the dates of these earthquakes. A buried Holocene (2356-2709 years old) channel has been offset a maximum of 64 {plus minus} 2 meters. This implies a maximum slip rate of 25.5 {plus minus} 2.5 mm/yr. These data suggest that the average recurrence interval for great earthquakes on this segment of the San Andreas fault is long - between about 200 and 400 years. Offset marine terrace risers near Point Arena and an offset landslide near Fort Ross provide estimates of the average slip rate since Late Pleistocene time. Near Fort Ross, an offset landslide implies a slip rate of less than 39 mm/yr. Correlation and age estimates of two marine terrace risers across the San Andreas fault near Point Arena suggest slip rates of about 18-19 mm/yr since Late Pleistocene time. Tentative correlation of the Pliocene Ohlson Ranch Formation in northwestern Sonoma County with deposits 50 km to the northwest near Point Arean, provides piercing points to use in calculation of a Pliocene slip rate for the northern San Andreas fault. A fission-track age 3.3 {plus minus} 0.8 Ma was determined for zicrons separated from a tuff collected from the Ohlson Ranch Formation. The geomorphology of the region, especially of the two major river drainages, supports the proposed 50 km Pliocene offset. This implies a Pliocene slip rate of at least 12-20 mm/yr. These rates for different time periods imply that much of the Pacific-North American plate motion must be accommodated on other structures at this latitude.

    Shadows cast by trees and buildings can limit the solar access of rooftop solar-energy systems, including photovoltaic panels and thermal collectors. This study characterizes residential rooftop shading in Sacramento, San Jose, Los Angeles and San Diego, CA. Our analysis can be used to better estimate power production and/or thermal collection by rooftop solar-energy equipment. It can also be considered when designing programs to plant shade trees. High-resolution orthophotos and LiDAR (Light Detection And Ranging) measurements of surface height were used to create a digital elevation model of all trees and buildings in a well-treed 2.5-4 km{sup 2} residential neighborhood. On-hour shading of roofing planes (the flat elements of roofs) was computed geometrically from the digital elevation model. Values in future years were determined by repeating these calculations after simulating tree growth. Parcel boundaries were used to determine the extent to which roofing planes were shaded by trees and buildings in neighboring parcels. For the subset of S+SW+W-facing planes on which solar equipment is commonly installed for maximum solar access, absolute light loss in spring, summer and fall peaked about two to four hours after sunrise and about two to four hours before sunset. The fraction of annual insolation lost to shading increased from 0.07-0.08 in the year of surface-height measurement to 0.11-0.14 after 30 years of tree growth. Only about 10% of this loss results from shading by trees and buildings in neighboring parcels.

Values in future years were determined by repeating these calculations after simulating tree growth. Parcel boundaries were used to determine the extent to which roofing planes were shaded by trees and buildings in neighboring parcels. For the subset of S + SW + W-facing planes on which solar equipment is commonly installed for maximum solar access, absolute light loss in spring, summer and fall peaked about 2 to 4 h after sunrise and about 2 to 4 h before sunset. The fraction of annual insolation lost to shading increased from 0.07-0.08 in the year of surface-height measurement to 0.11-0.14 after 30 years of tree growth. Only about 10% of this loss resulted from shading by trees and buildings in neighboring parcels. (author)

However, the operational and capacity benefits of such systems are often ignored, which can lead to incorrect economic comparisons between CSP-TES and variable renewable generation technologies such as solar photovoltaics (PV). Here we evaluate a 40% RPS scenario in a California grid model with PV or CSP-TES providing the last 1% of RPS energy. We compare the technical and economic implications of integrating either solar technology under several sensitivities, finding that the ability to displace new conventional thermal generation capacity may be the largest source of value of CSP-TES compared to PV at high solar penetrations.

    The objective of this technical report is to analyze the potential for induced seismicity due to a proposed small-scale CO{sub 2} injection project in the Montezuma Hills. We reviewed currently available public information, including 32 years of recorded seismic events, locations of mapped faults, and estimates of the stress state of the region. We also reviewed proprietary geological information acquired by Shell, including seismic reflection imaging in the area, and found that the data and interpretations used by Shell are appropriate and satisfactory for the purpose of this report. The closest known fault to the proposed injection site is the Kirby Hills Fault. It appears to be active, and microearthquakes as large as magnitude 3.7 have been associated with the fault near the site over the past 32 years. Most of these small events occurred 9-17 miles (15-28 km) below the surface, which is deep for this part of California. However, the geographic locations of the many events in the standard seismicity catalog for the area are subject to considerable uncertainty because of the lack of nearby seismic stations; so attributing the recorded earthquakes to motion along any specific fault is also uncertain. Nonetheless, the Kirby Hills Fault is the closest to the proposed injection site and is therefore our primary consideration for evaluating the potential seismic impacts, if any, from injection. Our planned installation of seismic monitoring stations near the site will greatly improve earthquake location accuracy. Shell seismic data also indicate two unnamed faults more than 3 miles east of the project site. These faults do not reach the surface as they are truncated by an unconformity at a depth of about 2,000 feet (610 m). The unconformity is identified as occurring during the Oligocene Epoch, 33.9-23.03 million years ago, which indicates that these faults are not currently active. Farther east are the Rio Vista Fault and Midland Fault at distances of about 6 miles (10 km) and 10 miles (16 km), respectively. These faults have been identified as active during the Quaternary (last 1.6 million years), but without evidence of displacement during the Holocene (the last 11,700 years). The stress state (both magnitude and direction) in the region is an important parameter in assessing earthquake potential. Although the available information regarding the stress state is limited in the area surrounding the injection well, the azimuth of the mean maximum horizontal stress is estimated at 41{sup o} and it is consistent with strike-slip faulting on the Kirby Hills Fault, unnamed fault segments to the south, and the Rio Vista Fault. However, there are large variations (uncertainty) in stress estimates, leading to low confidence in these conclusions regarding which fault segments are optimally oriented for potential slip induced by pressure changes. Uncertainty in the stress state can be substantially reduced by measurements planned when wells are drilled at the site. Injection of CO{sub 2} at about two miles depth will result in a reservoir fluid pressure increase, which is greatest at the well and decreases with distance from the well. After the injection stops, reservoir fluid pressures will decrease rapidly. Pressure changes have been predicted quantitatively by numerical simulation models of the injection. Based on these models, the pressure increase on the Kirby Hills Fault at its closest approach to the well due to the injection of 6,000 metric tons of CO{sub 2} would be a few pounds per square inch (psi), which is a tiny fraction of the natural pressure of approximately 5,000 psi at that depth. The likelihood of such a small pressure increase triggering a slip event is very small. It is even more unlikely that events would be induced at the significantly greater depths where most of the recorded earthquakes are concentrated, because it is unlikely that such a small pressure pulse would propagate downwards any appreciable distance. It identifies and describes the current state of residential and commercial property assessed clean energy (PACE) financing programs in California. The report discusses the Improvement Act of 1911, the Mello-Roos Act of 1982, the different philosophies cities have adopted in implementing PACE financing, and various PACE program structures. It also discusses the first implementation of PACE by cities that used their charter authority to create programs under the Mello-Roos Act of 1982 before the enactment of AB 811 and SB 555.1. This report focuses on PACE as a mechanism to increase the amount of rooftop solar systems installed, but also recognizes that these programs provide an effective means to finance energy and water efficiency projects.     This report presents the results of an assessment of the technical and economic feasibility of deploying a photovoltaics (PV) system on the Stringfellow Superfund Site in Riverside, California. The site was assessed for possible PV installations. The cost, performance, and site impacts of different PV options were estimated. The economics of the potential systems were analyzed using an electric rate of $0.13/kWh and incentives offered by Southern California Edison under the California Solar Initiative. According to the assessment, a government-owned, ground-mounted PV system represents a technically and economically feasible option. The report recommends financing options that could assist in the implementation of such a system.

    Preferential flow through weathered bedrock leads to rapid rise of the water table after the first rainstorms and significant water storage (also known as ‘‘rock moisture’’) in the fractures. We present a new parameterization of hydraulic conductivity that captures the preferential flow and is easy to implement in global climate models. To mimic the naturally varying heterogeneity with depth in the subsurface, the model represents the hydraulic conductivity as a product of the effective saturation and a background hydraulic conductivity Kbkg, drawn from a lognormal distribution. The mean of the background Kbkg decreases monotonically with depth, while its variance reducesmore » with the effective saturation. Model parameters are derived by assimilating into Richards’ equation 6 years of 30 min observations of precipitation (mm) and water table depths (m), from seven wells along a steep hillslope in the Eel River watershed in Northern California. The results show that the observed rapid penetration of precipitation and the fast rise of the water table from the well locations, after the first winter rains, are well captured with the new stochastic approach in contrast to the standard van Genuchten model of hydraulic conductivity, which requires significantly higher levels of saturated soils to produce the same results. ‘‘Rock moisture,’’ the moisture between the soil mantle and the water table, comprises 30% of the moisture because of the great depth of the weathered bedrock layer and could be a potential source of moisture to sustain trees through extended dry periods. Moreover, storage of moisture in the soil mantle is smaller, implying less surface runoff and less evaporation, with the proposed new model.« less

    The Department of Energy's (DOE) Solar America Showcase program seeks to accelerate demand for solar technologies among key end use market sectors. As part of this activity the DOE provides Technical Assistance through its national laboratories to large-scale, high-visibility solar installation projects. The Solar Schools Assessment and Implementation Project (SSAIP) in the San Francisco Bay area was selected for a 2009 DOE Solar American Showcase award. SSAIP was formed through the efforts of the nonprofit Sequoia Foundation and includes three school districts: Berkeley, West Contra Costa, and Oakland Unified School Districts. This paper summarizes the technical assistance efforts that resulted from this technical assistance support. It serves as a case study and reference document detailing the steps and processes that could be used to successfully identify, fund, and implement solar PV projects in school districts across the country.

    As solar costs have declined PV systems have experienced considerable growth since 2003, especially in China, Japan, Germany, and the U.S. Thus, a more nuanced understanding of a particular public's attitudes toward utility-scale solar development, as it arrives in a market and region, is warranted and will likely be instructive for other areas in the world where this type of development will occur in the near future.     The screening process for DG interconnection procedures needs to be improved in order to increase the PV deployment level on the distribution grid. A significant improvement in the current screening process could be achieved by finding a method to classify the feeders in a utility service territory and determine the sensitivity of particular groups of distribution feeders to the impacts of high PV deployment levels. This report describes the utility distribution feeder characteristics in California for a large dataset of 8,163 feeders and summarizes the California feeder population including the range of characteristics identified and most important to hosting capacity. The report describes the set of feeders that are identified for modeling and analysis as well as feeders identified for the control group. The report presents a method for separating a utilitys distribution feeders into unique clusters using the k-means clustering algorithm. An approach for determining the feeder variables of interest for use in a clustering algorithm is also described. The report presents an approach for choosing the feeder variables to be utilized in the clustering process and a method is identified for determining the optimal number of representative clusters.

  16. Analysis of Concentrating Solar Power with Thermal Energy Storage in a California 33% Renewable Scenario

    This analysis evaluates CSP with TES in a scenario where California derives 33% of its electricity from renewable energy sources. It uses a commercial grid simulation tool to examine the avoided operational and capacity costs associated with CSP and compares this value to PV and a baseload generation with constant output. Overall, the analysis demonstrates several properties of dispatchable CSP, including the flexibility to generate during periods of high value and avoid generation during periods of lower value. Of note in this analysis is the fact that significant amount of operational value is derived from the provision of reserves in the case where CSP is allowed to provide these services. This analysis also indicates that the 'optimal' configuration of CSP could vary as a function of renewable penetration, and each configuration will need to be evaluated in terms of its ability to provide dispatchable energy, reserves, and firm capacity. The model can be used to investigate additional scenarios involving alternative technology options and generation mixes, applying these scenarios within California or in other regions of interest.

    Preferential flow through weathered bedrock leads to rapid rise of the water table after the first rainstorms and significant water storage (also known as ‘‘rock moisture’’) in the fractures. We present a new parameterization of hydraulic conductivity that captures the preferential flow and is easy to implement in global climate models. To mimic the naturally varying heterogeneity with depth in the subsurface, the model represents the hydraulic conductivity as a product of the effective saturation and a background hydraulic conductivity Kbkg, drawn from a lognormal distribution. The mean of the background Kbkg decreases monotonically with depth, while its variance reducesmore » with the effective saturation. Model parameters are derived by assimilating into Richards’ equation 6 years of 30 min observations of precipitation (mm) and water table depths (m), from seven wells along a steep hillslope in the Eel River watershed in Northern California. The results show that the observed rapid penetration of precipitation and the fast rise of the water table from the well locations, after the first winter rains, are well captured with the new stochastic approach in contrast to the standard van Genuchten model of hydraulic conductivity, which requires significantly higher levels of saturated soils to produce the same results. ‘‘Rock moisture,’’ the moisture between the soil mantle and the water table, comprises 30% of the moisture because of the great depth of the weathered bedrock layer and could be a potential source of moisture to sustain trees through extended dry periods. Furthermore, storage of moisture in the soil mantle is smaller, implying less surface runoff and less evaporation, with the proposed new model.« less

    This analysis evaluates CSP with TES in a scenario where California derives 33% of its electricity from renewable energy sources. It uses a commercial grid simulation tool to examine the avoided operational and capacity costs associated with CSP and compares this value to PV and a baseload generation with constant output. Overall, the analysis demonstrates several properties of dispatchable CSP, including the flexibility to generate during periods of high value and avoid generation during periods of lower value. Of note in this analysis is the fact that significant amount of operational value is derived from the provision of reserves in the case where CSP is allowed to provide these services. This analysis also indicates that the 'optimal' configuration of CSP could vary as a function of renewable penetration, and each configuration will need to be evaluated in terms of its ability to provide dispatchable energy, reserves, and firm capacity. The model can be used to investigate additional scenarios involving alternative technology options and generation mixes, applying these scenarios within California or in other regions of interest.

Researchers found that largest increase in the value of PV at high penetration levels comes from assuming that low-cost bulk power storage is an investment option. Other attractive options, particularly at more modest penetration levels, include real-time pricing and technology diversity.

    Solar Two is a concentrating solar power plant that can supply electric power on demand to the local utility, Southern California Edison Company. It can do so because it operates not only during sunny parts of the day, but it can store enough thermal energy from the sun to operate during cloudy periods and after dark, for up to three hours, at its rated output of 10 megawatts (MW). For the first time ever, a utility scale solar power plant can supply electricity when the utility needs it most, to satisfy the energy requirements of its customers.

    Site-specific, long-term, continuous, and high-resolution measurements of solar irradiance are important for developing renewable resource data. These data are used for several research and development activities consistent with the NREL mission: establish a national 30-year climatological database of measured solar irradiances; provide high quality ground-truth data for satellite remote sensing validation; support development of radiative transfer models for estimating solar irradiance from available meteorological observations; provide solar resource information needed for technology deployment and operations. Data acquired under this agreement will be available to the public through NREL's Measurement & Instrumentation Data Center - MIDC (www.nrel.gov/midc) or the Renewable Resource Data Center - RReDC (http://rredc.nrel.gov). The MIDC offers a variety of standard data display, access, and analysis tools designed to address the needs of a wide user audience (e.g., industry, academia, and government interests).

    Energy consumption in California fell in 1991 for the first time in five years. The State`s economy was especially hard hit by a continuing national recession. The construction industry for the second year experienced a dramatic downturn. Energy use in the industrial sector showed a modest increase, but consumption in other end-use categories declined. The decrease in energy used in transportation can be traced to a substantial fall in the sales of both highway diesel fuels and vessel bunkering fuels at California ports, the latter reflecting a mid-year increase in taxes. Gasoline sales by contrast increased as did the number of miles traveled and the number of automobiles in the State. Production in California`s oil and gas fields was at 1990 levels thus arresting a steady decline in output. Due to enlarged steam flooding operations, production at several fields reached record levels. Also countering the decline in many of California fields was new production from the Port Arguello offshore field. California natural gas production, despite a modest 1991 increase, will not fill the use within the State. Petroleum comprised more than half of the State`s energy supply principally for transportation. Natural gas use showed a small increase. Oil products play virtually no role in electrical production. The largest single source of electricity to the State is imports from the Pacific Northwest and from coal-fired plants in the Southwest. Combined contributions to transmitted electricity from renewable and alternate sources declined as hydropower was constrained by a prolonged drought and as geothermal power from the largest and oldest field at The Geysers fell. Windpower grew slightly; however solar power remained at 1990 levels and made no substantial contribution to total power generation.

    A reflective shutter rotates within a skylight housing in such a fashion as to control solar energy thereby providing a combination of heating, lighting, and ventilation. The skylight housing has three faces: a glazed southern face, a glazed northern face, and an open downwardly oriented face to the interior of the structure. Counter-weighted pivot arms support the shutter at either end causing the center of rotation to pass through the center of gravity. The shutter has three basic positions: In the first position, during the winter day, the shutter closes off the northern face, allowing solar energy to enter directly into the supporting structure providing heat gain and daylighting. In the second position, during the winter night, the shutter closes off the open face to the interior, providing insulation between the structure and the skylight housing. In the third position, during the non-heating season, the shutter closes off the southern face blocking unwanted heat gain but allowing diffuse northern light to penetrate for daylighting. In this last position, a means is provided for ventilating by natural convection. The apparatus can be operated either manually or by motor.

    Grid-connected photovoltaic installations grew by 40% in 2009 compared with installations in 2008. California and New Jersey have the largest markets. Growth occurred in the residential and utility markets, but non-residential customer-sited installations did not change compared with the installations in 2008. Two small solar thermal electric plants were connected to the grid in 2009 with a combined capacity of 7 MW. The future prospects for solar thermal electric plants look bright, although developers are not expected to complete any new large plants until at least 2011. Solar water heating and solar space heating annual installations grew by 40% in 2008 compared with 2007. Hawaii, California, Puerto Rico, and Florida dominate this market. Solar pool heating annual installation capacity fell by 1% in 2008 following a dramatic decline of 15% in solar pool heating capacity in 2007 compared with 2006. Florida and California are the largest markets for solar pool heating. The economic decline in the real estate markets in Florida and California likely led to the decrease in pool installations and thus the dramatic decline in capacity installed of solar pool systems in 2007.

    Energy consumption in the state of California decreased about 3% in 1993 reflecting continuation of the recession that was manifest in a moribund construction industry and a high state unemployment that ran counter to national recovery trends. Residential/commercial use decreased slightly reflecting a mild winter in the populous southern portion of the state, a decrease that was offset to some extent by an increase in the state population. Industrial consumption of purchased energy declined substantially as did production of self-generated electricity for in-house use. Consumption in the transportation sector decreased slightly. The amount of power transmitted by the utilities was at 1992 levels; however a smaller proportion was produced by the utilities themselves. Generation of electricity by nonutilities, primarily cogenerators and small power producers, was the largest of any state in the US. The growth in the number of private power producers combined with increased amounts of electricity sold to the public utilities set the stage for the sweeping proposals before the California Public Utility Commission to permit direct sales from the nonutilities to retail customers. California production of both oil and natural gas declined; however, to meet demand only the imports of natural gas increased. A break in the decade-long drought during the 1992--1993 season resulted in a substantial increase in the amount of hydroelectricity generated during the year. Geothermal energy`s contribution increased substantially because of the development of new resources by small power producers. Decline in steam production continued at The Geysers, the state`s largest field, principally owned and managed by a public utility. Increases in windpower constituted 1--1/2% of the total electric supply--up slightly from 1992. Several solar photo voltaic demonstration plants were in operation, but their contribution remained small.

    Utilization of solar energy was significantly advanced with the invention of nonimaging solar concentrators. This has enabled practical uses of solar energy for such purposes as heating and cooling of buildings and power generation without the requirement for complicated tracking. What began as a method for efficiently collecting cerenkov light in high energy physics has become the means for producing from solar energy, high temperature for many societal applications as well as ultra-high temperature for research. This talk will describe the optical principles underlying the technology and illustrate with projects and laboratories from around the world. Examples will be drawn from a number of areas: cooling a commercial building in Sacramento, California, advanced collector development in China, NASA's plans for space propulsion by heating hydrogen, and from our own City of Chicago, a commitment to be a global leader in renewable energy production and manufacturing including solar power.

    The authors' observations of a tradition of passive solar architecture in northern China are described. Tendencies for modern buildings to depart from this tradition are noted. Major passive solar research programs are discussed and experimental buildings are illustrated. It is concluded that the Chinese could realize a major advantage by combining their strong tradition of passive solar architecture with modern insulation methods and improved glazing systems.

    U.S. solar installations by technology are detailed for 1998???¢????????2005. The growth and state distribution of installations are different for the three primary solar sectors: ???¢???????¢ photovoltaics, ???¢???????¢ solar water heating and space heating, and ???¢???????¢ solar pool heating. Photovoltaic installations have grown steadily. Since 2001, grid-connected installations grew at an average rate of 52%. California has 79% of the installations, with Arizona, New Jersey, New York, Illinois, Massachusetts, and Oregon accounting for most of the remaining installations. The offgrid growth has been steady, but significantly lower. Solar water heating and solar space heating installations have shown little growth since 1997. Hawaii dominates, with 41% of the market. Other states with a large number of installations include Puerto Rico, California, Florida, and Arizona. Solar pool heating accounts for the largest number of installations and has grown at an average rate of 13% since 1997. Installations in California and Florida are 75% of the pool heating market.

    Grid-connected photovoltaic installations grew by 60% in 2006. California and New Jersey have the largest markets and installations more than doubled in New Jersey, Nevada, Colorado, Connecticut, and many other states with smaller markets. The off-grid growth has been steady, but significantly lower. For the first time in more than a decade, a solar thermal electric plant was installed in 2006. More than 350 MW installed in the 1990's still generates electricity today. Solar water heating and solar space heating installations grew in 2006 after years offlat installation numbers. Hawaii dominates this market, with nearly half of the market. Solar pool heating accounts for the largest number of installations and has grown at an average rate of 10% since 1998. However, installations decreased by 7% in 2006. Installations in California and Florida together are 73% of the pool heating market.

    A spate of recently enacted energy legislation and associated program changes is providing numerous opportunities to help California federal energy managers cut costs and meet their renewables, energy efficiency and GHG emissions goals. In April 2011, Governor Jerry Brown approved the nations most ambitious renewable portfolio standard (RPS), which requires 33% of the states electricity to come from renewable energy sources by 2020. Policy changes that will support the RPS include expanded eligibility rules that fill previous gaps in incentives for certain sizes of on-site renewable energy systems. Program updates described in this document include: $200 million more in funding for California Solar Initiative rebates to commercial and industrial customers; an increase in the eligible system size for the Feed-In-Tariff (FIT) from 1.5MW to 3MW; and pending changes that may allow customer-side systems to sell tradable renewable energy credits (TRECs) to entities with RPS compliance obligations in California.

    Evaluation of facility- and commercial-scale solar energy projects on the Agua Caliente Band of Cahuilla Indians Reservation in Palm Springs, CA. The Agua Caliente Band of Cahuilla Indians (ACBCI) conducted a feasibility and pre-development study of potential solar projects on its lands in southern California. As described below, this study as a logical and necessary next step for ACBCI. Support for solar project development in California, provided through the statewide California Solar Initiative (CSI), its Renewable Portfolio Standard and Feed-in Tariff Program, and recently announced Reverse Auction Mechanism, provide unprecedented support and incentives that can be utilized by customers of California's investor-owned utilities. Department of Energy (DOE) Tribal Energy Program funding allowed ACBCI to complete its next logical step to implement its Strategic Energy Plan, consistent with its energy and sustainability goals.

    McDonnell Douglas Astronautics Company (MDAC) and United Stirling AB of Sweden (USAB) formed a joint venture in 1982 to develop and produce a Stirling dish solar generating system. In this report, the six year development and testing program continued by the Southern California Edison Company (SCE) is described. Each Stirling dish module consists of a sun tracking dish concentrator developed by the MDAC and a Stirling engine driven power conversion unit (PCU) developed by USAB. The Stirling dish system demonstrated twice the peak and daily solar-to-electric conversion efficiency of any other system then under development. This system continues to set the performance standard for solar to electric systems being developed in the early 1990`s. Test data are presented and used to estimate the performance of a commercial system.

    Practical applications of solar energy in commercial, industrial and institutional buildings are considered. Two main types of solar collectors are described: flat plate collectors and concentrating collectors. Efficiency of air and hydronic collectors among the flat plate types are compared. Also several concentrators are described, including their sun tracking mechanisms. Descriptions of some recent solar installations are presented and a list representing the cross section of solar collector manufacturers is furnished.
