  1. Petroleum geology of Pacific margin of Central America and northern South America, from Guatemala to Ecuador

    Exploration for hydrocarbons along the Pacific margin of Central America and northern South America has been limited and spasmodic. Less than 100 exploration wells have been drilled, with nearly 50 of these being in the Santa Elena, Progreso, and Guayas basins in Ecuador. Shows have been reported in some wells, and a few oil seeps are known. The only commercial production established to date has been from the Santa Elena Peninsula in Ecuador in the extreme south of the study area. Understanding of the geology in this part of the continental margin is incomplete at best. This paper reviews present-day knowledge in an attempt to define the sedimentary basins better, to characterize their structure and stratigraphy, and to assess their petroleum prospects. The area of continental margin reviewed is to the north, located northwest of the trench system where oceanic crust of the Cocos plate subducts under the Caribbean plate, and to the south, where the northern part of the Nazca plate collides with the South American plate. This plate tectonic setting forms the framework on which local structural and sedimentary events have created a series of relatively small trench-slope and forearc basins in what is now the coastal plain and adjacent offshore area of Central and South America, south or west of a line of mountain ranges with active volcanism. Sedimentary fill is generally of Tertiary age. The basins and subbasins recognized and described include: in Ecuador - Guayas, Santa Elena, Progreso, Valdivia, Bajo Grande, Manta, Muisne-Esmeraldas, and Borbon; in Colombia - Choco-Pacific; in Panama - Gulf of Panama basin complex (Santiago, Tonosi, Sambu), and Burica-Chiriqui; in Costa Rica - Terraba and Coronado/Tempisque; in Nicaragua - San Juan del Sur; and in the Honduras, El Salvador, and Guatemala - the Pacific coastal basin.

    The Kootenai River Network Inc. (KRN) was incorporated in Montana in early 1995 with a mission ''to involve stakeholders in the protection and restoration of the chemical, physical and biological integrity of the Kootenai River Basin waters''. The KRN operates with funding from donations, membership dues, private, state and federal grants, and with funding through the Bonneville Power Administration (BPA) for a Focus Watershed Coordinator Program. The Focus Watershed Program is administered to KRN as of October 2001, through a Memorandum of Understanding. Katie Randall resigned her position as Watershed Coordinator in late January 2003 and Munson Consulting was contracted to fill that position through the BPA contract period ending May 30, 2003. To improve communications with in the Kootenai River watershed, the board and staff engaged watershed stakeholders in a full day KRN watershed conference on May 15 and 16 in Bonners Ferry, Idaho. This Annual General Meeting was a tremendous success with over 75 participants representing over 40 citizen groups, tribes and state/provincial/federal agencies from throughout northern Montana and Idaho as well as British Columbia and Alberta. Membership in the KRN increased during the course of the BPA 02/03 grant period. The board of directors grew in numbers during this same time frame and an Advisory Council was formed to assist in transboundary efforts while developing two reorganized KRN committees (Habitat/Restoration/Monitoring (HRM) and Communication/Education/Outreach (CEO)). These committees will serve pivotal roles in communications, outreach, and education about watershed issues, as well as habitat restoration work being accomplished throughout the entire watershed. During this BPA grant period, the KRN has capitalized on the transboundary interest in the Kootenai River watershed. Jim and Laura Duncan of Kimberley, British Columbia, have been instrumental volunteers who have acted as Canadian liaisons to the KRN. As a result, restoration work is in the planning stages for Canadian tributaries that flow into the Moyie River in northern Idaho and the Yaak River in northwest Montana.

    Present energy consumption patterns, known reserves of conventional energy sources (oil, gas, coal, and hydroelectricity), and the impact of the oil crisis on the oil-importing countries of Latin America are discussed. New approaches to energy use, including improvements on end-use efficiency, fuel substitutions, nonconventional energy sources, and changes in consumption patterns, are important. Of particular significance are the alcohol program in Brazil and the possibilities for increased use of hydroelectricity. Investments needed to sustain a reasonable increase in production from conventional energy sources up to 1990 are presented. 14 references, 1 figure, 4 tables.

    Much of the northern counties (Apache, Coconino, Gila, Mohave, Navajo and Yavapai) is located in the Colorado Plateau province, a region of low geothermal potential. Two areas that do show some potential are the Flagstaff - San Francisco Peaks area and the Springerville area. Flagstaff is rapidly becoming the manufacturing center of Arizona and will have many opportunities to use geothermal energy to satisfy part of its increasing need for energy. Using a computer simulation model, projections of geothermal energy on line as a function of time are made for both private and city-owned utility development of a resource.

    We show that restricting the states of a charged particle to the lowest Landau level introduces noncommutativity between general curvilinear coordinate operators. The cartesian, circular cylindrical and spherical polar coordinates are three special cases of our quite general method. The connection between U(1) gauge fields defined on a general noncommuting curvilinear coordinates and fluid mechanics is explained. We also recognize the Seiberg-Witten map from general noncommuting to commuting variables as the quantum correspondence of the Lagrange to Euler map in fluid mechanics.

    A strict derivation of the Schwarzschild metric, based solely on Newton's law of free fall and the equivalence principle, is presented. In the light of it, regarding Schwarzschild's coordinates as representing the point of view of a distant observer resting relative to the source of a centrally symmetric gravitational field, proves illegitimate. Such point of view is better represented by the Painleve-Gullstrand system of coordinates, which agrees with Schwarzschild's system with respect to its spatial coordinates and time scale, but disagrees with respect to the relation of simultaneity. A duality of the Schwarzschild solution and its time-irreversibility is suggested. The physical meaning of the coordinate singularity at the Schwarzschild radius is clarified.

    Ozone pollution transported to the Arctic is a significant concern because of the rapid, enhanced warming in high northern latitudes, which is caused, in part, by short lived climate forcers, such as ozone. Long range transport of pollution contributes to background and episodic ozone levels in the Arctic. However, the extent to which plumes are photochemically active during transport, particularly during the summer, is uncertain. Regional chemical transport model simulations are used to examine photochemical production of ozone in air masses originating from boreal fire and anthropogenic emissions over North America and during their transport toward the Arctic during early July 2008. Model results shows good agreement with aircraft data collected over boreal fire source regions in Canada and several days downwind over Greenland during the study period. Pollutant plumes were transported east and north towards the Arctic and show significant ozone enhancements downwind of source regions. Anthropogenic plumes were more photochemically active than fire plumes. Together, both sources made an important contribution to ozone in pollution plumes transported to the Arctic.

    The complete set of Faber-Ziman partial pair distribution functions for a rare earth oxide liquid were measured for the first time by combining aerodynamic levitation, neutron diffraction, high energy x-ray diffraction and isomorphic substitution using Y2 O3 and Ho2 O3 melts. The average Y- O coordination is measured to be 5.5(2), which is significantly less than the octahedral coordination of crystalline Y2 O3 (or Ho2 O3 ). Investigation of high temperature La2 O3 , ZrO2 , SiO2 , and Al2 O3 melts by x-ray diffraction and molecular dynamics simulations also show lower-than-crystal cation- oxygen coordination. These measurements suggest a general trend towards lower M-O coordination compared to their crystalline counterparts. It is found that this coordination number drop is larger for lower field strength, larger radius cations and is negligible for high field strength (network forming) cations. These findings have broad implications for predicting the local structure and related physical properties of metal-oxide melts and oxide glasses.

    Environments for decentralized on-line collaboration are now widespread on the Web, underpinning open-source efforts, knowledge creation sites including Wikipedia, and other experiments in joint production. When a distributed group works together in such a setting, the mechanisms they use for coordination can play an important role in the effectiveness of the group's performance. Here we consider the trade-offs inherent in coordination in these on-line settings, balancing the benefits to collaboration with the cost in effort that could be spent in other ways. We consider two diverse domains that each contain a wide range of collaborations taking place simultaneously -- Wikipedia and GitHub -- allowing us to study how coordination varies across different projects.     In this paper, we explore the formation of network relationships among disaster relief agencies during the process of responding to an unexpected event. The relationship is investigated through variables derived from the policy network theory, and four cases from three developed countries such as (i) Hurricane Katrina in the US; (ii) Typhoon Maemi in South Korea; (iii) Kobe; and, (iv) Tohoku Earthquake in Japan that failed to cope with extreme events forms the basis for case study presented here.     The use of proton and heavy ion beams for radiotherapy is a well established cancer treatment modality in the first world, which is becoming increasingly widespread, due to its clear advantages over conventional photon-based treatments. This strategy is suitable when the tumor is spatially well localized. Also the use of neutrons has tradition. Here Boron Neutron Capture Therapy (BNCT) stands out, though on a much smaller scale, being a promising alternative for tumors which are diffuse and infiltrating. On this sector, so far only nuclear reactors have been used as neutron sources. In this paper we briefly describe the situation in Latin America and in particular we discuss the present status of an ongoing project to develop a folded Tandem-ElectroStatic-Quadrupole (TESQ) accelerator for Accelerator-Based (AB)-Boron Neutron Capture Therapy (BNCT) at the Atomic Energy Commission of Argentina. The project goal is a machine capable of delivering 30 mA of 2.4 MeV protons to be used in conjunction with a neutron production target based on the {sup 7}Li(p,n){sup 7}Be reaction. These are the specifications needed to produce sufficiently intense and clean epithermal neutron beams to perform BNCT for deep-seated tumors in less than an hour. The machine being currently designed and constructed is a folded TESQ with a terminal at 0.6 MV as a smaller scale prototype. Since the concept is modular the same structure will be used for the 1.2 MV final accelerator.

    A binuclear, unsymmetric coordinating ligand that is an effective metal chelator has been designed and synthesized. The new ligand has been shown to react readily with iron(II)/(III) forming a variety of coordination complexes. The binuclear complexes are of significant interest since they represent proof-of-principle for the development of coordinatively asymmetric, binuclear metal chelate compounds. Although this structural type of chelator now appears to be common in biological systems, it has not been previously described for inorganic coordination chemistry. The isolation of oxidation products will be helpful in establishing reaction mechanism(s) of these complexes with molecular oxygen. It is expected that this ligand and derivatives of it will play an important role in the development of bioinorganic complexes that aim to mimic enzyme active sites that function by substrate interaction at only one metal site of a multimetal active site.

    We analyze a technique of obtaining turbulence power spectrum using spectral line data along the velocity coordinate, which we refer to as Velocity Coordinate Spectrum (VCS). We formalize geometrical aspects of observation through a single factor, "geometric term". We find that all variety of particular observational configurations can be described using correspondent variants of this term, which we explicitly calculate. This allows us to obtain asymptotics for both parallel lines of sight and crossing lines of sight. The latter case is especially important for studies of turbulence within diffuse ISM in Milky Way. For verification of our results, we use direct calculation of VCS spectra, while the numerical simulations are presented in a companion paper.

    We revisit the coordinate coherent states approach through two different quantization procedures in the quantum field theory on the noncommutative Minkowski plane. The first procedure, which is based on the normal commutation relation between an annihilation and creation operators, deduces that a point mass can be described by a Gaussian function instead of the usual Dirac delta function. However, we argue this specific quantization by adopting the canonical one (based on the canonical commutation relation between a field and its conjugate momentum) and show that a point mass should still be described by the Dirac delta function, which implies that the concept of point particles is still valid when we deal with the noncommutativity by following the coordinate coherent states approach. In order to investigate the dependence on quantization procedures, we apply the two quantization procedures to the Unruh effect and Hawking radiation and find that they give rise to significantly different results. Under the first quantization procedure, the Unruh temperature and Unruh spectrum are not deformed by noncommutativity, but the Hawking temperature is deformed by noncommutativity while the radiation specturm is untack. However, under the second quantization procedure, the Unruh temperature and Hawking temperature are untack but the both spectra are modified by an effective greybody (deformed) factor. - Highlights: Black-Right-Pointing-Pointer Suggest a canonical quantization in the coordinate coherent states approach. Black-Right-Pointing-Pointer Prove the validity of the concept of point particles. Black-Right-Pointing-Pointer Apply the canonical quantization to the Unruh effect and Hawking radiation. Black-Right-Pointing-Pointer Find no deformations in the Unruh temperature and Hawking temperature. Black-Right-Pointing-Pointer Provide the modified spectra of the Unruh effect and Hawking radiation.

    Although the use of Geographic Information Systems (GIS) by centrally-located operations staff is well established in the area of emergency response, utilization by first responders in the field is uneven. Cost, complexity, and connectivity are often the deciding factors preventing wider adoption. For the past several years, Oak Ridge National Laboratory (ORNL) has been developing a mobile GIS solution using free and open-source software targeting the needs of front-line personnel. Termed IMPACT, for Incident Management Preparedness and Coordination Toolkit, this ORNL application can complement existing GIS infrastructure and extend its power and capabilities to responders first on the scene of a natural or man-made disaster.

    The ability to collect key system level information is critical to the safe, efficient and reli- able operation of advanced energy systems. With recent advances in sensor development, it is now possible to push some level of decision making directly to computationally sophisticated sensors, rather than wait for data to arrive to a massive centralized location before a decision is made. This type of approach relies on networked sensors (called “agents” from here on) to actively collect and process data, and provide key control deci- sions to significantly improve both the quality/relevance of the collected data and the as- sociating decision making. The technological bottlenecks for such sensor networks stem from a lack of mathematics and algorithms to manage the systems, rather than difficulties associated with building and deploying them. Indeed, traditional sensor coordination strategies do not provide adequate solutions for this problem. Passive data collection methods (e.g., large sensor webs) can scale to large systems, but are generally not suited to highly dynamic environments, such as ad- vanced energy systems, where crucial decisions may need to be reached quickly and lo- cally. Approaches based on local decisions on the other hand cannot guarantee that each agent performing its task (maximize an agent objective) will lead to good network wide solution (maximize a network objective) without invoking cumbersome coordination rou- tines. There is currently a lack of algorithms that will enable self-organization and blend the efficiency of local decision making with the system level guarantees of global decision making, particularly when the systems operate in dynamic and stochastic environments. In this work we addressed this critical gap and provided a comprehensive solution to the problem of sensor coordination to ensure the safe, reliable, and robust operation of advanced energy systems. The differentiating aspect of the proposed work is in shift- ing the focus towards “what to observe” rather than “how to observe” in large sensor networks, allowing the agents to actively determine both the structure of the network and the relevance of the information they are seeking to collect. In addition to providing an implicit coordination mechanism, this approach allows the system to be reconfigured in response to changing needs (e.g., sudden external events requiring new responses) or changing sensor network characteristics (e.g., sudden changes to plant condition). Outcome Summary: All milestones associated with this project have been completed. In particular, private sensor objective functions were developed which are aligned with the global objective function, sensor effectiveness has been improved by using “sensor teams,” system efficiency has been improved by 30% using difference evaluation func- tions, we have demonstrated system reconfigurability for 20% changes in system con- ditions, we have demonstrated extreme scalability of our proposed algorithm, we have demonstrated that sensor networks can overcome disruptions of up to 20% in network conditions, and have demonstrated system reconfigurability to 20% changes in system conditions in hardware-based simulations. This final report summarizes how each of these milestones was achieved, and gives insight into future research possibilities past the work which has been completed. The following publications support these milestones [6, 8, 9, 10, 16, 18, 19].

    A general approach to the problem of positioning by means of pulsars or other pulsating sources located at infinity is described. The counting of the pulses for a set of different sources whose positions in the sky and periods are assumed to be known, is used to provide null emission, or light, coordinates for the receiver. The measurement of the proper time intervals between successive arrivals of the signals from the various sources is used to give the final localization of the receiver, within an accuracy controlled by the precision of the onboard clock. The deviation from the flat case is discussed, separately considering the different possible causes: local gravitational potential, finiteness of the distance of the source, proper motion of the source, period decay, proper acceleration due to non-gravitational forces. Calculations turn out to be simple and the result is highly positive. The method can also be applied to a constellation of satellites orbiting the Earth.

    This paper reviews the relationship between energy efficiency and demand response and discusses approaches and barriers to coordinating energy efficiency and demand response. The paper is intended to support the 10 implementation goals of the National Action Plan for Energy Efficiency's Vision to achieve all cost-effective energy efficiency by 2025. Improving energy efficiency in our homes, businesses, schools, governments, and industries - which consume more than 70 percent of the nation's natural gas and electricity - is one of the most constructive, cost-effective ways to address the challenges of high energy prices, energy security and independence, air pollution, and global climate change. While energy efficiency is an increasingly prominent component of efforts to supply affordable, reliable, secure, and clean electric power, demand response is becoming a valuable tool in utility and regional resource plans. The Federal Energy Regulatory Commission (FERC) estimated the contribution from existing U.S. demand response resources at about 41,000 megawatts (MW), about 5.8 percent of 2008 summer peak demand (FERC, 2008). Moreover, FERC recently estimated nationwide achievable demand response potential at 138,000 MW (14 percent of peak demand) by 2019 (FERC, 2009).2 A recent Electric Power Research Institute study estimates that 'the combination of demand response and energy efficiency programs has the potential to reduce non-coincident summer peak demand by 157 GW' by 2030, or 14-20 percent below projected levels (EPRI, 2009a). This paper supports the Action Plan's effort to coordinate energy efficiency and demand response programs to maximize value to customers.     The authors are investigating the structure/activity relationships of the bacterial enzyme, methane monooxygenase, which catalyzes the specific oxidation of methane to methanol. They then utilize this information to design and synthesize inorganic coordination complexes that mimic the function of the native enzyme but are more robust and have higher catalytic site density. They envision these catalysts to be useful in process catalytic reactors in the conversion of methane in natural gas to liquid methanol.

    Funding to Latin America from the three principal multinational financial institutions (the World Bank, the Interamerican Development Bank, and the Caribbean Development Bank) reflects a growing emphasis on energy. Economic and energy forecasters in these and other donor agencies, as well as in oil companies and private banks, warn of strong possibilities of a petroleum-supply shortfall, and higher prices, before the year 2000. If developing countries, with or without conventional energy resources, are to plan effectively for economic growth, external institutional and private energy funding won't be enough: conservation, more-efficient management, and higher prices for electricity and other energy will be necessary. There is marked hemispheric cooperation to promote Latin America's energy and economic advancement, when bilateral and international agreements are examined: US and Canadian loans are via bilateral and institutional channels. Mexico, Colombia, and Venezuela, all Third World countries but with substantial hydrocarbon resources, stand out both as energy aid donors, and as three of the five Latin American promoters (the Contadora Group) that are seeking to increase dialogue between warring factions among some of their Caribbean and Central American neighbors. This issue presents the Energy Detente fuel price/tax series and the principal industrial fuel prices for July 1983 for countries of the Eastern Hemisphere.
