The Fish and Wildlife Program of the Northwest Power Planning Council calls for wildlife mitigation at hydroelectric projects in the Columbia River System. Beginning April, 1984, the Bonneville Power Administration funded a study of the effects of the operation of Hungry Horse and Kerr Dams on the western Canada goose (Branta canadensis moffittii) inhabitating the Flathead Valley of northwest Montana. The study was conducted by personnel of the Montana Department of Fish, Wildlife and Parks (MDFWP), to: (1) identify the size and productivity of this population, (2) identify current habitat conditions and losses of nesting and brood-rearing areas, (3) describe the effects of water level fluctuations on nesting and brood-rearing, and (4) identify mitigation alternatives to offset these effects. Annual pair and nest surveys were used to document the location and fate of goose nests. The number of known nesting attempts varied from 44 in 1984 to 108 in 1985, to 136 in 1986 and 134 in 1987. Fifty-four percent of the annual meeting nesting effort took place on elevated sites which were secure from the flooding and dewatering effects of fluctuating water levels. An average of 15 nests were found on stumps in the remnant Flathead River delta, however, an area strongly influenced by the operation of Kerr Dam. Annual nest losses to flooding and predation attributable to fluctuations caused by the dam were recorded. 53 refs., 24 figs., 35 tabs.

Patton, W.W. Jr. (Geological Survey, Menlo Park, CA (United States))

All of the major ophiolitic terranes (Angayucham, Tozitna, Innoko, Seventymile, and Goodnews terranes) in the northern and central Alaska belong to the Tethyan-type' of Moores (1982) and were obducted onto Paleozoic and Proterozoic continental and continental margin terranes in Mesozoic time. Tethyan-type' ophiolitic assemblages also occur in the Slide Mountain terrane in the Canadian Cordillera and extend from western Alaska into northeastern Russia. Although investigators have suggested widely different ages from their times of abduction onto the continent, these ophiolitic terranes display some remarkably similar features: (1) they consist of a stack of imbricated thrust slices dominated by ocean floor sediments, basalt, and high-level gabbro of late Paleozoic and Triassic age; (2) their mafic-ultramafic complexes generally are confined to the uppermost thrust sheets; (3) they lack the large tectonic melanges zones and younger accretionary flysch deposits associated with the ophiolitic terranes of southern Alaska and the Koryak region of northeastern Russia; (4) blueschist mineral assemblages occur in the lower part of these ophiolite terranes and (or) in the underlying continental terranes; and (5) they are bordered on their outboard' side by Mesozoic intraoceanic volcanic arc terranes. Recent geochemical and geologic studies of the mafic-ultramafic complexes in the Anagayucham and Tozitna terranes strongly suggest they were generated in a supra-subduction zone (SSZ) and that they are directly overlain by volcanic rocks of the Koyukuk terrane.

    Casey, Daniel

    1986-04-01T23:59:59.000Z

Operation of Hungry Horse Dam on the South Fork Flathead River causes sporadic water level fluctuations along the main stem Flathead River. Changes in chronology of seasonal water level fluctuations and substantial habitat losses have occurred as a result of construction and operation of Kerr Dam, which regulates Flathead Lake. These fluctuations may impact goose populations through flooding and erosion of nesting and brood-rearing habitats, and increased susceptibility of nests and young to predation. The number, location, and success of goose nests were determined through pair surveys and nest searches. Our 1985 pair count data indicated that 95 to 143 nests may have been present. Hatching success for 1985 nests (55%) was low compared to long-term averages for the region. Predation was the predominant cause of ground nest failure (25 nests); we documented 2 nest failures due to flooding. The maximum gosling count in the study area for 1985 was 197. Six key brood-rearing areas were identified. Most (80%) sites were located in the herbaceous or pasture cover type and the riparian bench landform. Analysis of aerial photographs taken prior to construction of Kerr Dam documented the loss of 1859 acres of habitat along the north shore of Flathead Lake. Losses were attributed to inundation and to continuing erosion due to operation of Kerr Dam. Lake and river water level regimes were compared with the chronology of important periods in the nesting cycle. Low lake levels in May and early June coincide with the breed-rearing period. Mudflats are heavily used by broods, but their effect on survival must still be documented. Preliminary recommendations to protect and enhance Canada goose habitat and production are being developed.

The detection of nuclear or radioactive materials for homeland or national security purposes is inherently difficult. This is one reason detection efforts must be seen as just one part of an overall nuclear defense strategy which includes, inter alia, material security, detection, interdiction, consequence management and recovery. Nevertheless, one could argue that there has been a revolution in detection affairs in the past several decades as the innovative application of new technology has changed the character and conduct of detection operations. This revolution will likely be most effectively reinforced in the coming decades with the networking of detectors and innovative application of anomaly detection algorithms.

  2. Museum security and the Thomas Crown Affair.

    SciTech Connect (OSTI)

Michaud, E. C. (Nuclear Engineering Division)

    2010-01-01T23:59:59.000Z

Over the years, I've daydreamed about stealing a Vermeer, a Picasso, or Rembrandt. It tickles me, as much as watching the reboot of The Thomas Crown Affair. Why is it, do you suppose, so much fun to think about stealing a world renowned piece off the wall of a major metropolitan museum? Is it the romantic thoughts of getting away with it, walking past infrared detectors, and pressure sensors ala Indiana Jones with the sack of sand to remove the idol without triggering the security system? Is it the idea of snatching items with such fantastic prices, where the romance of possessing an item of such value is less intoxicating than selling it to a private collector for it to never be seen again? I suspect others share my daydreams as they watch theater or hear of a brazen daylight heist at museums around the world, or from private collections. Though when reality sets in, the mind of the security professional kicks in. How could one do it, why would one do it, what should you do once it's done? The main issue a thief confronts when acquiring unique goods is how to process or fence them. They become very difficult to sell because they are one-of-a-kind, easy to identify, and could lead to the people involved with the theft. The whole issue of museum security takes up an ironic twist when one considers the secretive British street artist 'Banksy'. Banksy has made a name for himself by brazenly putting up interesting pieces of art in broad daylight (though many critics don't consider his work to be art) on building walls, rooftops, or even museums. I bring him up for a interesting take on what may become a trend in museum security. In March of 2005, Banksy snuck a piece of his called 'Vandalized Oil Painting' into the Brooklyn Museum's Great Historical Painting Wing, plus 3 other pieces into major museums in New York. Within several days, 2 paintings had been torn down, but 2 stayed up much longer. In his home country of the UK, a unauthorized piece he created and placed in the British Museum known as 'Early Man Goes to Market' received different treatment when placed inside the walls. It was adopted into the permanent collection! I like his story because it's so counter-intuitive. Who would have thought that modern museum security might involve preventing people not just from stealing art, but from sneaking 'unauthorized' art into museums? What is next, tampering with the archive records in order to make it look like the piece in question has always been there? To learn more about museum security, I interviewed multiple experts in the field. It turns out that the glamorous lifestyle of Thomas Crown is not particularly relevant. In fact, usually nobody can point to a Mr. Big of the underworld coordinating thefts, though some organized crime families have been known to use stolen art as black market chips to trade. The common consensus among experts in the field of art theft is that, instead of most high-value pieces being stolen by outsiders with a blue print in hand and rappelling from a ceiling skylight, in reality, 80 percent of art thefts involve insiders or accomplices that execute the crime over a period of time while working or volunteering in the museum. Indeed, according to FBI statistics, between 70 and 80 percent of all solved art theft cases involve insider participation of some kind, yet according to Tom Cremers of the Musuem Security Network, 'Having been involved in risk assessments in over hundreds of museums over the past ten years, it is quite astonishing how rarely the risk of insider participation is discussed.' In regards to the insider threat, a museum is not much different from any corporation or other organization. There are directors, employees, interns, and cleaning staff (very often outsourced), security guards (again outsourced, typically with very high turnover rates). Unlike corporations, most museums also have volunteer staff, docents, and authorized visiting scholars. All these people can potentially take advantage of their position, or to be exploited by a clever attacker on the outside or insid

    SciTech Connect (OSTI)

    Hoffmann, C.F.; Strausz, O.P.

    1986-09-01T23:59:59.000Z

The Upper Devonian Grosmont Formation, a broad carbonate platform complex in Alberta, Canada, contains an estimated 300 billion bbl of bitumen. It has been suggested that these vast reserves are related to Lower Cretaceous Athabasca oil sands. Detailed gas chromatographic-mass spectrometric studies of a wide range of biologic marker compounds confirm this suggestion. The Grosmont Formation contains bitumen of similar maturity and source to the Athabasca deposit, but it has been subjected to a greater degree of biodegradation and water washing, possibly as a result of its reservoir rock characteristics. The difference in the degree of biodegradation is manifested by the absence of bicyclic terpanes and by the reduced concentrations of the C/sub 30/ and the 22R epimers of the extended hopanes in the Grosmont bitumen. Also, the greater degree of water washing of the Grosmont bitumen is inferred from the observed distribution of the bicyclic, tricyclic, and tetracyclic terpenoid sulfides, which shows a characteristic loss of the lower molecular weight members in the carbonate bitumen. The correlation established here between the two deposits suggests that if the precursor oil has indeed undergone long-distance migration, the Paleozoic carbonates could have acted as a path for migration. Finally, the observed distribution of steranes in the Grosmont bitumen corresponds to the suggestion that the Mannville Group shales were not the major source rocks of the oil-sand and carbonate bitumen accumulations of northern Alberta. 11 figures, 6 tables.

The North American Free Trade Agreement has become a hotly debated topic all over the world, but especially in the countries involved: Mexico, United States, and Canada. Comments made by high ranking officials imply there are differences to reconcile before the agreement is passed. Toward seeing these countries in trio, this issue compares gasoline markets and some energy perspectives. The purpose of this article is to contribute to understanding of the three countries through their petroleum industry structure. Gasoline consumption and retail delivery infrastructure are compared and contrasted to illustrate the differences among the NAFTA countries.

A review is presented of the heavy oil upgrading industry in Canada. Up to now it has been based on the processing of bitumen extracted from oil sands mining operations at two sites, to produce a residue-free, low sulfur, synthetic crude. Carbon rejection has been the prime process technology with delayed coking being used by Suncor and FLUID COKING at Syncrude. Alternative processes for recovering greater amounts of synthetic crude are examined. These include a variety of hydrogen addition processes and combinations which produce pipelineable materials requiring further processing in downstream refineries with expanded capabilities. The Newgrade Energy Inc. upgrader, now under construction in Regina, will use fixed-bed, catalytic, atmospheric-residue, hydrogen processing. Two additional products, also based on hydrogenation, will use ebullated bed catalyst systems: the expansion of Syncrude, now underway, is using the LC Fining Process whereas the announced Husky Bi-Provincial upgrader is based on H-Oil.

A new standard issued by the Canadian Standards Association, CSA C802, imposes maximum losses on transformers 10 MVA and below. Included are Distribution Transformers, small Power Transformers, and Dry Types. Implementation will start though the publishing in mid 1994 of the Gazette by Ontario`s Ministry of Energy. The Gazette will call for conformance to C802 after a lead time of one year to eighteen months, depending on the type of transformer. Other provincial energy ministries have been awaiting this development and are expected to follow suit shortly thereafter. The federal department, Natural Resources Canada, is also attuned to these actions and is expected to issue supportive legislation which will control movement of transformers across provincial and national borders.

Much of the northern counties (Apache, Coconino, Gila, Mohave, Navajo and Yavapai) is located in the Colorado Plateau province, a region of low geothermal potential. Two areas that do show some potential are the Flagstaff - San Francisco Peaks area and the Springerville area. Flagstaff is rapidly becoming the manufacturing center of Arizona and will have many opportunities to use geothermal energy to satisfy part of its increasing need for energy. Using a computer simulation model, projections of geothermal energy on line as a function of time are made for both private and city-owned utility development of a resource.

Operation of Hungry Horse Dam on the South Fork Flathead River causes sporadic level fluctuations along the main stem Flathead River. Seasonal water level fluctuations and substantial habitat losses have occurred as a result of construction and operation of Kerr Dam, which regulates Flathead Lake. These fluctuations may impact goose populations through flooding or erosion of nesting and brood-rearing habitats, and increased susceptibility of nests and young to predation. The number, location, and success of goose nests were determined through pair surveys and nest searches. Counts of indicated pairs suggest there were 73-125 occupied nests in the study area; 44 were located in 1984. Twenty were island ground nests, 19 were tree nests, and 5 were on man-made structures. Hatching success was 76 percent. Sixty-one percent of all nests were in deciduous forest habitat; 87 percent were on riparian bench or island landforms. Seventy-four percent of all nests were within 5 m of the seasonal high water mark (HWM) and 85 percent of ground nests were 1 m or less above the HWM. Production, habitat use, and distribution of broods were documented through aerial, boat, ground, and observation tower surveys. 28 refs., 10 figs., 4 tabs.

The project involves replacement of the lighting system, installation of a cooling system, maintenance of the new chiller equipment, and several smaller efforts. Up-front costs are being provided through a $3.9 million investment by the contractor, EUA Cogenex, about $400,000 in rebates from the local utilities for gas and electric service (Southern Connecticut Gas and United Illuminating Company, respectively), and guaranteed energy cost savings over the life of the contract. The Government's share of energy savings over the 16 year contract is expected to be $880,000.

A Bison. (probable Bison antiguus) distal humerus fragment was found within a Pleistocene colluvial deposit on a hillslope above Canada del Buey near White Rock, New Mexico. The Bison fossil is preserved within a buried soil with an inferred age of ca. 50-100 ka, based on soil properties and on stratigraphic position below a deposit of ca. 50-60 ka EI Cajete pumice. This represents the second oldest dated Bison in New Mexico, and one of the few occurrences of this genus in the northern mountains of the state. It is also only the second record of a Pleistocene vertebrate from Los Alamos County, and is a rare occurrence of a pre-25 ka Bison fossil in good stratigraphic context. Hillslopes in the study area are underlain by a sequence of truncated Pleistocene and Holocene soils that are inferred to represent colluvial deposition and soil formation followed by erosion in the mid Pleistocene (buried soil 'b3'), the late Pleistocene (buried soil 'b2'), and the mid-to-late Holocene (buried soil 'b1'). The surface soil is developed in depOSits that overlie 600-800 year-old Ancestral Puebloan sites. Colluvium is dominated by relatively fine-grained (fine to very fine sand) slopewash colluvium deposited by overland flow, but also includes rocky colluvium on hillslopes below mesas. The fine-grained colluvium is likely derived mainly from reworking of eolian deposits. Episodic colluvial deposition appears to, at least in part, accompany and follow episodic eolian events, with intervening periods dominated by erosion and the development of truncated soils.

    1997-01-20T23:59:59.000Z

High levels of activity in the Williston basin are assured this year with an expanding horizontal drilling play for oil in Ordovician Red River. The Red River play, like the Mississippian Lodgepole mound play, is centered in North Dakota. But the Red River play is much larger, extending into eastern Montana and northwestern South Dakota. More than 500 Red River B wells have been staked. One of the most recent companies to position itself in both plays is Gulf Canada Resources Ltd. The company forged an agreement with the Assiniboine and Sioux Indian tribes. The agreement initially provides Gulf access to about 800,000 acres on the Fort Peck Indian Reservation, mostly in Roosevelt County, Mont., on the western slope of the Williston basin. Under an option, Gulf`s access could later expand to cover the reservation`s remaining 1.3 million acres. The paper discusses the extent of the Red River play, and Gulf Canada`s role in its development.

    SciTech Connect (OSTI)

    Chandler, N. A.

    2003-02-27T23:59:59.000Z

Construction of Atomic Energy of Canada Limited's (AECL's) Underground Research Laboratory (URL) began in 1982. The URL was designed to address the needs of the Canadian nuclear fuel waste management program. Over the years, a comprehensive program of geologic characterization and underground hydrogeologic, geotechnical and geomechanical projects have been performed, many of which are ongoing. The scientific work at the URL has evolved through a number of different phases to meet the changing needs of Canada's waste management program. The various phases of the URL have included siting, site evaluation, construction and operation. Collaboration with international organizations is encouraged at the URL, with the facility being a centre of excellence in an International Atomic Energy Agency (IAEA) network of underground facilities. One of AECL's major achievements of the past 20 year program has been the preparation and public defense of a ten-volume Environmental Impact Statement (EIS) for a conceptual deep geologic repository. Completion of this dissertation on the characterization, construction and performance modeling of a conceptual repository in the granite rock of the Canadian Shield was largely based on work conducted at the URL. Work conducted over the seven years since public defense of the EIS has been directed towards developing those engineering and performance assessment tools that would be required for implementation of a deep geologic repository. The URL continues to be a very active facility with ongoing experiments and demonstrations performed for a variety of Canadian and international radioactive waste management organizations.

In Canada, nuclear and radiological regulatory responsibilities are shared between the provinces/territories and the federal government. The Canadian Nuclear Safety Commission (CNSC) regulates nuclear fuel cycle materials and man-made radionuclides under the Nuclear Safety and Control Act (2000). The provinces and territories regulate NORM arising from industrial activities, not involving the nuclear fuel cycle materials. Present guideline--Canadian Guidelines for the Management of Naturally Occurring Radioactive Materials (NORM)--was published in 2000 in order to bring uniformity to the management of NORM-related procedures to provide adequate radiation protection for workers and the general public. The basic premise of these guidelines is that the NORM-related activities should not be posing any greater hazard than those activities regulated under the Nuclear Safety and Control Act; these concepts are described in this paper.

Methanol is used to prevent hydrate formation in Petro-Canada's 2000 MMSCFD Empress expander plant. Injection and recovery facilities have operated essentially trouble-free since start-up late in 1979. A portion of the methanol recovery section has been modified to provide removal of the H/sub 2/S and most of the COS from the propane product stream, concurrent with methanol recovery. The Empress straddle plant strips natural gas liquids from pipeline gas leaving Alberta for eastern Canadian and U.S. markets. The original cold oil absorption plant, started up in 1964 and expanded in 1967, recovered over 90% of the propane and virtually all of the heavier components. In 1976, a market for ethane was secured as feedstock for the world-scale ethylene complex under construction in Alberta, and it was decided to replace the cold oil plant with a turboexpander facility. The plant and its operations are described in some detail. 2 refs.

Exploratory drilling in western Canada increased by 21% in 1987 whereas total drilling increased by 32%. The seismic crew count increased 4% to 671 crew-months, and land expenditures increased 166% to $793 million. No major plays broke during 1987 in western Canada. The 2 major plays resulting from 1986 activity - Caroline, Alberta, and Tableland, Saskatchewan - continued to expand in 1987. By year end at Caroline, industry drilled 14 wells, which included 6 Swan Hills gas wells, 3 uphole gas wells, 3 wells standing or suspended, and 2 dry holes. The reserves for this field now are 17 billion m/sup 3/ of sales gas, 32 million m/sup 3/ of condensate, and 20 million MT of sulfur. At Tableland and surrounding areas, industry has drilled 11 oil wells and 16 dry holes. No overall reserve figures have been published for this play. In Alberta, operators had their best exploratory oil success in the Cretaceous Second White Specks and in the Devonian Nisku, Leduc, Gilwood, and Keg River; the best exploratory gas success was in the Cretaceous Viking and Paddy, and Devonian Nisku and Leduc. In British Columbia, gas drilling was successful in the Cretaceous of the Deep Basin, as well as in the Mississippian Kiskatinaw and the Triassic Halfway. In Saskatchewan, both the shallow Cretaceous gas play and the deep Devonian Winnipegosis oil play continued to expand, whereas in Manitoba the main exploration target was the Mississippian carbonates and Bakken Formation. The Northwest Territories, Beaufort Sea, and Arctic Islands had a poor year, with only 4 exploratory wells drilled - all dry holes. 7 figs., 10 tabs.
