Practitioners in the field of electric utility regulation have traditionally concentrated their attention on regulatory control and oversight at federal and/or state levels. However, a third focal point must now be considered - transmission system planning and integration. The most recent evidence of this is the appearance of Regional Transmission Groups (RTG). This article briefly describes some of the forums in which regional coordination/regulation is occurring, and then focuses on the promise of RTG and the challenges inherent in RTG development.

    A distributed photovoltaic (PV) power plant includes a plurality of distributed dc-dc converters. The dc-dc converters are configured to switch in coordination with one another such that at least one dc-dc converter transfers power to a common dc-bus based upon the total system power available from one or more corresponding strings of PV modules. Due to the coordinated switching of the dc-dc converters, each dc-dc converter transferring power to the common dc-bus continues to operate within its optimal efficiency range as well as to optimize the maximum power point tracking in order to increase the energy yield of the PV power plant.

    The Northeast Regional Biomass Program has been in operation for a period of nine years. During this time, state managed programs and technical programs have been conducted covering a wide range of activities primarily aim at the use and applications of wood as a fuel. These activities include: assessments of available biomass resources; surveys to determine what industries, businesses, institutions, and utility companies use wood and wood waste for fuel; and workshops, seminars, and demonstrations to provide technical assistance. In the Northeast, an estimated 6.2 million tons of wood are used in the commercial and industrial sector, where 12.5 million cords are used for residential heating annually. Of this useage, 1504.7 mw of power has been generated from biomass. The use of wood energy products has had substantial employment and income benefits in the region. Although wood and woodwaste have received primary emphasis in the regional program, the use of municipal solid waste has received increased emphasis as an energy source. The energy contribution of biomass will increase as potentia users become more familiar with existing feedstocks, technologies, and applications. The Northeast Regional Biomass Program is designed to support region-specific to overcome near-term barriers to biomass energy use.

    Twenty-five years ago, on November 9, 1965, the electric utility industry - and the nation - experienced the biggest power failure in history. While major power outages did happen before and after this unique event, none of them came even close to the Great Northeast Blackout of 1965 - not in terms of the size of the area or the number of people affected, not in terms of the trauma inflicted on the society at large, and not in terms of its impact on the electric utility industry. With our institution memory - as a society - being as short as it is, many of the lessons that were learned by the industry, by the regulators, and by the nation at large in the wake of the Northeast Blackout have been, by now, mostly forgotten. The 25th anniversary of this event offers a unique opportunity, therefore, to refresh our institutional memory in this regard and, by doing so, bring to bear our past experience to the problems of today. This article has been written with this objective in mind and from the perspective of an individual who experienced firsthand - as an active electric utility industry participant - the Northeast Blackout itself, its aftermath, and the subsequent evolution of the industry to the present day.

    In 2012, Superstorm Sandy made landfall in the northeastern United States and caused heavy damage to two refineries and left more than 40 terminals in New York Harbor closed due to water damage and loss of power. This left some New York gas stations without fuel for as long as 30 days.     Independent power production would provide an opportunity for investors who wished to take risks: they would be free to reap great profits if their IPP were exceptionally low-cost; but they would also risk bankruptcy if their IPP proved uncompetitive. However, independent power producers cannot operate independently. On the contrary, their operations must be continuously coordinated with each other and with utility-owned generators, in order to provide reliable power at least cost. To make IPPs a viable alternative to utility-owned generation, the apparently inconsistent requirements of independent ownership and coordinated operation must be reconciled. 1 tab.

    From October 1, 2009 through September 30, 2013 (“contract period”), the Northeast Clean Energy Application Center (“NE-CEAC”) worked in New York and New England (Connecticut, Rhode Island, Vermont, Massachusetts, New Hampshire, and Maine) to create a more robust market for the deployment of clean energy technologies (CETs) including combined heat and power (CHP), district energy systems (DES), and waste heat recovery (WHR) systems through the provision of technical assistance, education and outreach, and strategic market analysis and support for decision-makers. CHP, DES, and WHR can help reduce greenhouse gas emissions, reduce electrical and thermal energy costs, and provide more reliable energy for users throughout the United States. The NE-CEAC’s efforts in the provision of technical assistance, education and outreach, and strategic market analysis and support for decision-makers helped advance the market for CETs in the Northeast thereby helping the region move towards the following outcomes: • Reduction of greenhouse gas emissions and criteria pollutants • Improvements in energy efficiency resulting in lower costs of doing business • Productivity gains in industry and efficiency gains in buildings • Lower regional energy costs • Strengthened energy security • Enhanced consumer choice • Reduced price risks for end-users • Economic development effects keeping more jobs and more income in our regional economy Over the contract period, NE-CEAC provided technical assistance to approximately 56 different potential end-users that were interested in CHP and other CETs for their facility or facilities. Of these 56 potential end-users, five new CHP projects totaling over 60 MW of install capacity became operational during the contract period. The NE-CEAC helped host numerous target market workshops, trainings, and webinars; and NE-CEAC staff delivered presentations at many other workshops and conferences. In total, over 60 different workshops

    Ten years ago today, large portions of the Midwest and Northeast United States and into Canada went dark. The cascading event, which started shortly after 4:00 PM on August 14, 2003, ended up affecting an estimated 50 million people. For some customers, power was not restored for nearly four days. The Department of Energy and Natural Resources Canada jointly commissioned a task force that examined the underlying causes of the blackout and recommended forty-six actions to enhance the reliability of the North American power system. A number of the recommendations were incorporated into law passed by Congress and enacted in the Energy Policy Act of 2005 and the Energy Infrastructure Security Act of 2007.

    Ten years ago, when Congress initiated the Regional Biomass Energy Program, biomass fuel use in the Northeast was limited primarily to the forest products industry and residential wood stoves. An enduring form of energy as old as settlement in the region, residential wood-burning now takes its place beside modern biomass combustion systems in schools and other institutions, industrial cogeneration facilities, and utility-scale power plants. Biomass today represents more than 95 percent of all renewable energy consumed in the Northeast: a little more than one-half quadrillion BTUs yearly, or five percent of the region`s total energy demand. Yet given the region`s abundance of overstocked forests, municipal solid waste and processed wood residues, this represents just a fraction of the energy potential the biomass resource has to offer.This report provides an account of the work of the Northeast Regional Biomass Program (NRBP) over it`s first ten years. The NRBP has undertaken projects to promote the use of biomass energy and technologies.

    Funding was provided to Brookhaven National Laboratory in the fourth quarter of FY93 to establish a regional alliance as defined by Dr. Clyde Frank during his visit to BNL on March 7, 1993. In collaboration with the Long Island Research Institute (LIRI), BNL developed a business plan for the Northeast Waste Management Alliance (NEWMA). Concurrently, informal discussions were initiated with representatives of the waste management industry, and meetings were held with local and state regulatory and governmental personnel to obtain their enthusiasm and involvement. A subcontract to LIRI was written to enable it to formalize interactions with companies offering new waste management technologies selected for their dual value to the DOE and local governments in the Northeast. LIRI was founded to develop and coordinate economic growth via introduction of new technologies. As a not-for-profit institution it is in an ideal position to manage the development of NEWMA through ready access to venture capital and strong interactions with the business community, universities, and BNL. Another subcontract was written with a professor at SUNY/Stony Brook to perform an evaluation of new pyrolitic processes, some of which may be appropriate for development by NEWMA. Independent endorsement of the business plan recently by another organization, GETF, with broad knowledge of DOE/EM-50 objectives, provides a further incentive for moving rapidly to implement the NEWMA strategy. This report describes progress made during the last quarter of FY93.

    The Northeast Regional Biomass Program has been in operation for a period of nine years. During this time, state managed programs and technical programs have been conducted covering a wide range of activities primarily aim at the use and applications of wood as a fuel. These activities include: assessments of available biomass resources; surveys to determine what industries, businesses, institutions, and utility companies use wood and wood waste for fuel; and workshops, seminars, and demonstrations to provide technical assistance. In the Northeast, an estimated 6.2 million tons of wood are used in the commercial and industrial sector, where 12.5 million cords are used for residential heating annually. Of this useage, 1504.7 mw of power has been generated from biomass. The use of wood energy products has had substantial employment and income benefits in the region. Although wood and woodwaste have received primary emphasis in the regional program, the use of municipal solid waste has received increased emphasis as an energy source. The energy contribution of biomass will increase as potentia users become more familiar with existing feedstocks, technologies, and applications. The Northeast Regional Biomass Program is designed to support region-specific to overcome near-term barriers to biomass energy use.

    Motivation: The ability to collect key system level information is critical to the safe, efficient and reliable operation of advanced power systems. Recent advances in sensor technology have enabled some level of decision making directly at the sensor level. However, coordinating large numbers of sensors, particularly heterogeneous sensors, to achieve system level objectives such as predicting plant efficiency, reducing downtime or predicting outages requires sophisticated coordination algorithms. Indeed, a critical issue in such systems is how to ensure the interaction of a large number of heterogenous system components do not interfere with one another and lead to undesirable behavior. Objectives and Contributions: The long-term objective of this work is to provide sensor deployment, coordination and networking algorithms for large numbers of sensors to ensure the safe, reliable, and robust operation of advanced energy systems. Our two specific objectives are to: 1. Derive sensor performance metrics for heterogeneous sensor networks. 2. Demonstrate effectiveness, scalability and reconfigurability of heterogeneous sensor network in advanced power systems. The key technical contribution of this work is to push the coordination step to the design of the objective functions of the sensors, allowing networks of heterogeneous sensors to be controlled. By ensuring that the control and coordination is not specific to particular sensor hardware, this approach enables the design and operation of large heterogeneous sensor networks. In addition to the coordination coordination mechanism, this approach allows the system to be reconfigured in response to changing needs (e.g., sudden external events requiring new responses) or changing sensor network characteristics (e.g., sudden changes to plant condition).     A power distribution feeder, where a heterogeneous set of distributed energy resources is deployed, is examined by simulation. The energy resources include PV, battery storage, natural gas GenSet, fuel cells, and active thermal storage for commercial buildings. The resource scenario considered is one that may exist in a not too distant future. Two cases of interaction between different resources are examined. One interaction involves a GenSet used to partially offset the duty cycle of a smoothing battery connected to a large PV system. The other example involves the coordination of twenty thermal storage devices, each associated with a commercial building.more » Storage devices are intended to provide maximum benefit to the building, but it is shown that this can have a deleterious effect on the overall system, unless the action of the individual storage devices is coordinated. A network based approach is also introduced to calculate some type of effectiveness metric to all available resources which take part in coordinated operation. The main finding is that it is possible to achieve synergy between DERs on a system; however this required a unified strategy to coordinate the action of all devices in a decentralized way.« less

    Although the use of Geographic Information Systems (GIS) by centrally-located operations staff is well established in the area of emergency response, utilization by first responders in the field is uneven. Cost, complexity, and connectivity are often the deciding factors preventing wider adoption. For the past several years, Oak Ridge National Laboratory (ORNL) has been developing a mobile GIS solution using free and open-source software targeting the needs of front-line personnel. Termed IMPACT, for Incident Management Preparedness and Coordination Toolkit, this ORNL application can complement existing GIS infrastructure and extend its power and capabilities to responders first on the scene of a natural or man-made disaster.

    In response to a Presidential request, this study examines how the distillate fuel oil market (and related energy markets) in the Northeast behaved in the winter of 1999-2000, explains the role played by residential, commercial, industrial, and electricity generation sector consumers in distillate fuel oil markets and describes how that role is influenced by the structure of tie energy markets in the Northeast. In addition, this report explores the potential for nonresidential users to move away from distillate fuel oil and how this might impact future prices, and discusses conversion of distillate fuel oil users to other fuels over the next 5 years. Because the President's and Secretary's request focused on converting factories and other large-volume users of mostly high-sulfur distillate fuel oil to other fuels, transportation sector use of low-sulfur distillate fuel oil is not examined here.

    The Northeast Waste Management Enterprise was created in response to Dr. Clyde Frank`s vision of a new partnership between research, industrial, and financial sectors, with the goal of speeding development and use (particularly at U.S. Department of Energy [DOE] facilities) of environmental remediation technologies. It was anticipated that this partnership would also strengthen the international competitiveness of the U.S. environmental industry. Brookhaven National Laboratory`s (BNL) response to Dr. Frank was a proposal to create the Northeast Waste Management Alliance, later renamed the Northeast Waste Management Enterprise (NEWME). Recognizing the need to supplement its own technical expertise with acumen in business, financial management, and venture capital development, BNL joined forces with the Long Island Research Institute (LIRI). Since its inception at the end of FY 1993, NEWME has achieved several significant accomplishments in pursuing its original business and strategic plans. However, its successes have been constrained by a fundamental mismatch between the time scales required for technology commercialization, and the immediate need for available environmental technologies of those involved with ongoing environmental remediations at DOE facilities.

    This paper presents a market-based control framework to coordinate a group of autonomous Thermostatically Controlled Loads (TCL) to achieve the system-level objectives with pricing incentives. The problem is formulated as maximizing the social welfare subject to feeder power constraint. It allows the coordinator to affect the aggregated power of a group of dynamical systems, and creates an interactive market where the users and the coordinator cooperatively determine the optimal energy allocation and energy price. The optimal pricing strategy is derived, which maximizes social welfare while respecting the feeder power constraint. The bidding strategy is also designed to compute the optimal price in real time (e.g., every 5 minutes) based on local device information. The coordination framework is validated with realistic simulations in GridLab-D. Extensive simulation results demonstrate that the proposed approach effectively maximizes the social welfare and decreases power congestion at key times.

    This paper reviews the relationship between energy efficiency and demand response and discusses approaches and barriers to coordinating energy efficiency and demand response. The paper is intended to support the 10 implementation goals of the National Action Plan for Energy Efficiency's Vision to achieve all cost-effective energy efficiency by 2025. Improving energy efficiency in our homes, businesses, schools, governments, and industries - which consume more than 70 percent of the nation's natural gas and electricity - is one of the most constructive, cost-effective ways to address the challenges of high energy prices, energy security and independence, air pollution, and global climate change. While energy efficiency is an increasingly prominent component of efforts to supply affordable, reliable, secure, and clean electric power, demand response is becoming a valuable tool in utility and regional resource plans. The Federal Energy Regulatory Commission (FERC) estimated the contribution from existing U.S. demand response resources at about 41,000 megawatts (MW), about 5.8 percent of 2008 summer peak demand (FERC, 2008). Moreover, FERC recently estimated nationwide achievable demand response potential at 138,000 MW (14 percent of peak demand) by 2019 (FERC, 2009).2 A recent Electric Power Research Institute study estimates that 'the combination of demand response and energy efficiency programs has the potential to reduce non-coincident summer peak demand by 157 GW' by 2030, or 14-20 percent below projected levels (EPRI, 2009a). This paper supports the Action Plan's effort to coordinate energy efficiency and demand response programs to maximize value to customers.     Currently, the Federal government coordinates the planning and operation of the Federal Columbia River Power System (FCRPS) with projects owned and operated by the region`s non-Federal hydrogenerating utilities pursuant to the Pacific North-west Coordination Agreement (PNCA). The Bureau of Reclamation (Reclamation), the Corps of Engineers (Corps), and the Bonneville Power Administration (BPA) are parties to the PNCA on behalf of the government of the United States. The PNCA is a complex agreement that provides an opportunity for the region`s power producers to maximize the power system`s reliability and economy while meeting their multiple-use objectives. The PNCA does not dictate the operation of the resources it coordinates. It is essentially an accounting mechanism that exchanges the power produced among the parties in order to improve the reliability of the system and reduce regional power costs. Project owners retain complete autonomy to operate as needed to meet their multiple-use requirements. The PNCA was executed in 1964 as an important component of regional plans to maximize the Northwest`s hydro resource capability. Maximization also included the development of storage projects on the Columbia River in Canada pursuant to the terms of the 1964 Columbia River Treaty. Because of the link between power coordination and Treaty issues, the current parties to the PNCA, currently are contemplating entering into a replacement or renewed power coordination agreement. Because the power coordination agreement is a consensual arrangement, its ultimate provisions must be acceptable to all of its signatories. This Appendix R to the Final Environmental Impact Statement of the Columbia River System is a presentation of the Pacific North-west Coordination Agreement.

    Relationships between countries generally exist somewhere in the grey area between war and peace. Crisis prevention activities are particularly important and should have two goals: stabilizing tense situations that could push countries toward war, and supporting or reinforcing efforts to move countries toward peace. A Crisis Prevention Center (CPC) should facilitate efforts to achieve these goals. Its functions can be grouped into three broad, inter-related categories: establishing and facilitating communication among participating countries; supporting negotiations and consensus-building on regional security issues; and supporting implementation of agreed confidence and security building measures. Technology will play a critical role in a CPC. First, technology is required to establishing communication systems and to provide the means for organizing and analyzing this information. Second, technically-based cooperative monitoring can provide an objective source of information on mutually agreed issues. In addition, technology can be a neutral subject of interaction and collaboration between technical communities from different countries. Establishing a CPC in Northeast Asia does not require the existence of an Asian security regime. Potential first steps for such a CPC should include establishing communication channels and a dedicated communications center in each country, together with an agreement to use the system as a {open_quotes}Hot Line{close_quotes} in bilateral and multilateral emergency situations. A central CPC could also be established as a regional communications hub. The central CPC could coordinate a number of functions aimed at stabilizing regional tensions and supporting confidence building activities, perhaps initially in an unofficial capacity. Specific recommendations for confidence building measures are discussed.

    The purpose of this Site Rehabilitation Completion Report is to present the post-active-remediation monitoring results for the Northeast Site and to propose No Further Action with Controls. This document includes information required by Chapter 62-780.750(4)(d), 62-780.750(6), and 62-780.600(8)(a)27 Florida Administrative Code (F.A.C.). The Closure Monitoring Plan for the Northeast Site and 4.5 Acre Site (DOE 2009a) describes the approach for post-active-remediation monitoring. The Young - Rainey Science, Technology, and Research Center (STAR Center) is a former U.S. Department of Energy (DOE) facility constructed in the mid-1950s. The 99-acre STAR Center is located in Largo, Florida. The Northeast Site is located in the northeast corner of the STAR Center. The Northeast Site meets all the requirements for an RMO II closure—No Further Action with Controls. DOE is nearing completion of a restrictive covenant for the Northeast Site. DOE has completed post-active-remediation monitoring at the Northeast Site as of September 2012. No additional monitoring will be conducted.

    Coordinating additives are included in porphyrinoid-based materials to promote intermolecular organization and improve one or more photoelectric characteristics of the materials. The coordinating additives are selected from fullerene compounds and organic compounds having free electron pairs. Combinations of different coordinating additives can be used to tailor the characteristic properties of such porphyrinoid-based materials, including porphyrin oligomers. Bidentate ligands are one type of coordinating additive that can form coordination bonds with a central metal ion of two different porphyrinoid compounds to promote porphyrinoid alignment and/or pi-stacking. The coordinating additives can shift the absorption spectrum of a photoactive material toward higher wavelengths, increase the external quantum efficiency of the material, or both.

    The use of magnetic coordinates is ubiquitous in toroidal plasma physics, but the distortion in Fourier spectra produced by these coordinates is not well known. A spatial symmetry of the field is not always represented by a symmetry in the Fourier spectrum when magnetic coordinates are used because of the distortion of the toroidal angle. The practical importance of spectral distortion is illustrated with a tokamak example.

    Flexibility from residential loads presents an enormous potential to provide various services to the smart grid. In this paper, we propose a unified hierarchical framework for aggregation and coordination of various residential loads in a smart community, such as Thermostatically Controlled Loads (TCLs), Distributed Energy Storages (DESs), residential Pool Pumps (PPs), and Electric Vehicles (EVs). A central idea of this framework is a virtual battery model, which provides a simple and intuitive tool to aggregate the flexibility of distributed loads. Moreover, a multi-stage Nash-bargainingbased coordination strategy is proposed to coordinate different aggregations of residential loads for demand response. Case studies are provided to demonstrate the efficacy of our proposed framework and coordination strategy in managing peak power demand in a smart residential community.

    This paper explores the technical and economic issues of determining reactive power pricing structures in an open-access environment. It is believed that reactive power pricing and management under open-access will depend upon two important developments: (1) the functional unbundling of facilities that support the reactive power and voltage control service, and (2) grid rules to facilitate the coordination between generation and transmission systems for reliable system operation. The paper discusses the characteristics of reactive power that must be considered in order to develop a framework for reactive power pricing and management. Several cost allocation methods for valuing reactive power are presented. Two workable reactive power pricing structures are also proposed. The first is based on performance standards and the second is based on the local reactive power market concept.

    The polarization fluctuation and energy gap formulations of the reaction coordinate for outer sphere electron transfer are linearly related to the constant energy constraint Lagrangian multiplier m in Marcus' theory of electron transfer. The quadratic dependence of the free energies of the reactant and product intermediates on m and m+1, respectively, leads to similar dependence of the free energies on the reaction coordinates and to the same dependence of the activation energy on the reorganization energy and the standard reaction free energy. Within the approximations of a continuum model of the solvent and linear response of the longitudinal polarization to the electric field in Marcus' theory, both formulations of the reaction coordinate are expected to lead to the same results.

    The Northeast Regional Biomass Program (NRBP) is comprised of the following states: Connecticut. Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island and Vermont. It is managed for the Department of Energy (DOE) by the CONEG Policy Research Center, Inc. The Northeast states face several near-term barriers to the expanded use of biomass energy. Informational and technical barriers have impeded industrial conversions, delaying the development of a wood energy supply infrastructure. Concern over the environmental impacts on resources are not well understood. Public awareness and concern about safety issues surrounding wood energy use has also grown to the point of applying a brake to the trend of increases in residential applications of biomass energy. In addition, many residential, industrial, and commercial energy users are discouraged from using biomass energy because of the convenience factor. The Northeast Regional Biomass Program (NRBP) is designed to help the eleven Northeastern states overcome these obstacles and achieve their biomass energy potentials. The objective of this program in the current and future years is to increase the role of biomass fuels in the region`s energy mix by providing the impetus for states and the private sector to develop a viable Northeast biomass fuels market.

He also met with the editorial board of the journal NucCompact -- European/American Communications in Nuclear Medicine, on which he serves as US editor. He also visited colleagues at the Cyclotron Research Center (CRC) at the University of Liege, Belgium, to coordinate clinical applications of the ultrashort-lived iridium-191m radionuclide obtained from the osmium-190/iridium-191m generator system. The traveler planned and coordinated continuing collaboration with colleagues at the CRC for further applications of this generator system.     Despite the strong dependence of the Power Dissipation Index (PDI), which is a measure of the intensity of Tropical Cyclone (TC) activity, on tropical sea-surface temperatures (SSTs), the variations in PDI are not completely explained by SST. Here we show, using an analysis of a string of observational data sets, that the variability of the thermocline depth (TD) in the east Pacific exerts a significant degree of control on the variability of PDI in that region. On average, a deep thermocline with a larger reservoir of heat favors TC intensification by reducing SST cooling while a shallow thermocline with a smaller heat reservoir promotes enhanced SST cooling that contributes to TC decay. At interannual time scales, the variability of basin-mean TD accounts for nearly 30% of the variability in the PDI during the TC season. Also, about 20% of the interannual variability in the east Pacific basin-mean TD is due to the El Nio and the Southern Oscillation (ENSO), a dominant climate signal in this region. This study suggests that a better understanding of the factors governing the interannual variability of the TD conditions in the east Pacific and how they may change over time, may lead to an improved projection of future east Pacific TC activity.

    A linear acceleration for charged particles is constructed of a plurality of transmission line sections that extend between a power injection region and an accelerating region. Each line section is constructed of spaced plate-like conductors and is coupled to an accelerating gap located at the accelerating region. Each gap is formed between a pair of apertured electrodes, with all of the electrode apertures being aligned along a particle accelerating path. The accelerating gaps are arranged in series, and at the injection region the line sections are connected in parallel. At the injection region a power pulse is applied simultaneously to all line sections. The line sections are graduated in length so that the pulse reaches the gaps in a coordinated sequence whereby pulse energy is applied to particles as they reach each of the gaps along the accelerating path.

In addition, many residential commercial, industrial, and commercial energy users are discouraged from using biomass energy because of the convenience factor. This project was initiated in 1997 with the purpose of fulfilling the NWPCC's watershed program within the Flathead River basin in western Montana. Currently, the Flathead watershed has been radically altered by hydropower and other land uses. With the construction of Hungry Horse, Bigfork and Kerr dams, the Flathead River system has been divided into isolated populations. Bull trout have been listed as threatened by the US Fish and Wildlife Service and westslope cutthroat trout have been petitioned for listing. Many streams in the drainage have been destabilized during recent decades. Past legal and illegal species introductions are also causing problems. This project fosters in-kind, out-of-place mitigation to offset the impacts of hydroelectric power to 72 miles of the South Fork of the Flathead River and its tributaries upstream of Hungry Horse Dam. Key subbasins within the Flathead drainage, which are critical to native species restoration, are experiencing rapid changes in land ownership and management direction. Subdivision and residential development of agricultural and timber lands adjacent to waterways in the drainage pose one of the greatest threats to weak but recoverable stocks of trout species. Plum Creek Timber Company, a major landholder in the Flathead drainage is currently divesting itself of large tracks of its lakeshore and streamside holdings. Growth of small tract development throughout the area and its tributaries is occurring at a record rate.     The intuitive classical space-time picture breaks down in quantum gravity, which makes a comparison and the development of semiclassical techniques quite complicated. Using ingredients of the group averaging method to solve constraints one can nevertheless introduce a classical coordinate time into the quantum theory, and use it to investigate the way a semiclassical continuous description emerges from discrete quantum evolution. Applying this technique to test effective classical equations of loop cosmology and their implications for inflation and bounces, we show that the effective semiclassical theory is in good agreement with the quantum description even at short scales.

(KRN) was incorporated in Montana in early 1995 with a mission ''to involve stakeholders in the protection and restoration of the chemical, physical and biological integrity of the Kootenai River Basin waters''. The KRN operates with funding from donations, membership dues, private, state and federal grants, and with funding through the Bonneville Power Administration (BPA) for a Focus Watershed Coordinator Program. The Focus Watershed Program is administered to KRN as of October 2001, through a Memorandum of Understanding. Katie Randall resigned her position as Watershed Coordinator in late January 2003 and Munson Consulting was contracted to fill that position through the BPA contract period ending May 30, 2003. To improve communications with in the Kootenai River watershed, the board and staff engaged watershed stakeholders in a full day KRN watershed conference on May 15 and 16 in Bonners Ferry, Idaho. This Annual General Meeting was a tremendous success with over 75 participants representing over 40 citizen groups, tribes and state/provincial/federal agencies from throughout northern Montana and Idaho as well as British Columbia and Alberta. Membership in the KRN increased during the course of the BPA 02/03 grant period. The board of directors grew in numbers during this same time frame and an Advisory Council was formed to assist in transboundary efforts while developing two reorganized KRN committees (Habitat/Restoration/Monitoring (HRM) and Communication/Education/Outreach (CEO)). These committees will serve pivotal roles in communications, outreach, and education about watershed issues, as well as habitat restoration work being accomplished throughout the entire watershed. During this BPA grant period, the KRN has capitalized on the transboundary interest in the Kootenai River watershed.     Spring chinook salmon populations in the Imnaha and Grande Ronde rivers are listed as threatened under the Endangered Species Act (ESA) and are at high risk of extirpation. The Nez Perce Tribe, the Confederated Tribes of the Umatilla Indian Reservation, and Oregon Department of Fish and Wildlife, are co-managers of conservation/restoration programs for Imnaha and Grande Ronde spring chinook salmon that use hatchery supplementation and conventional and captive broodstock techniques. The immediate goal of these programs is to prevent extirpation and provide the potential for restoration once factors limiting production are addressed. These programs redirect production occurring under the Lower Snake River Compensation Plan (LSRCP) from mitigation to conservation and restoration. Both the Imnaha and Grande Ronde conservation/restoration programs are described in ESA Section 10 permit applications and the co-managers refer to the fish production from these programs as the Currently Permitted Program (CPP). Recently, co-managers have determined that it is impossible to produce the CPP at Lookingglass Hatchery, the LSRCP facility intended for production, and that without additional facilities, production must be cut from these conservation programs. Development of new facilities for these programs through the Columbia Basin Fish and Wildlife Program is considered a new production initiative by the Northwest Power Planning Council (NPPC) and requires a master plan. The master plan provides the NPPC, program proponents and others with the information they need to make sound decisions about whether the proposed facilities to restore salmon populations should move forward to design. This master plan describes alternatives considered to meet the facility needs of the CPP so the conservation program can be fully implemented.     The Department of Energy (DOE) and the Commission of the European Communities (CEC) have been exploring the possibility of parallel studies on the externals costs of employing fuel cycles to deliver energy services. These studies are of particular importance following the activities of the US National Energy Strategy (NES), where the potential discrepancies between market prices and the social costs of energy services were raised as significant policy concerns. To respond to these concerns, Oak Ridge National Laboratory (ORNL) and Resources for the Future (RFF) have begun a collaborative effort for the DOE to investigate the external costs, or externalities, generated by cradle to grave fuel cycle activities. Upon initiating this project, the CEC expressed an interest to the DOE that Europe should conduct a parallel study and that the two studies should be highly coordinated for consistency in the results. This series of meetings with members of the CEC was undertaken to resolve some issues implied by pursuing parallel, coordinated studies; issues that were previously defined by the August meetings. In addition, it was an opportunity for some members of the US research team and the DOE sponsor to meet with their European counterparts for the study, as well as persons in charge of research areas that ultimately would play a key role in the European study.

    In 2012, the Centers for Disease Control and Prevention provided funding and technical assistance to all states and territories to implement the Coordinated Chronic Disease Program, marking the first time that all state health departments had federal resources to coordinate chronic disease prevention and control programs. This article describes lessons learned from this initiative and identifies key elements of a coordinated approach. We analyzed 80 programmatic documents from 21 states and conducted semistructured interviews with 7 chronic disease directors. Six overarching themes emerged: 1) focused agenda, 2) identification of functions, 3) comprehensive planning, 4) collaborative leadership and expertise, 5) managedmore » resources, and 6) relationship building. Furthermore, these elements supported 4 essential activities: 1) evidence-based interventions, 2) strategic use of staff, 3) consistent communication, and 4) strong program infrastructure. On the basis of these elements and activities, we propose a conceptual model that frames overarching concepts, skills, and strategies needed to coordinate state chronic disease prevention and control programs.« less

    The ability to collect key system level information is critical to the safe, efficient and reli- able operation of advanced energy systems. With recent advances in sensor development, it is now possible to push some level of decision making directly to computationally sophisticated sensors, rather than wait for data to arrive to a massive centralized location before a decision is made. This type of approach relies on networked sensors (called agents from here on) to actively collect and process data, and provide key control deci- sions to significantly improve both the quality/relevance of the collected data and the as- sociating decision making. The technological bottlenecks for such sensor networks stem from a lack of mathematics and algorithms to manage the systems, rather than difficulties associated with building and deploying them. Indeed, traditional sensor coordination strategies do not provide adequate solutions for this problem. Passive data collection methods (e.g., large sensor webs) can scale to large systems, but are generally not suited to highly dynamic environments, such as ad- vanced energy systems, where crucial decisions may need to be reached quickly and lo- cally. Approaches based on local decisions on the other hand cannot guarantee that each agent performing its task (maximize an agent objective) will lead to good network wide solution (maximize a network objective) without invoking cumbersome coordination rou- tines. There is currently a lack of algorithms that will enable self-organization and blend the efficiency of local decision making with the system level guarantees of global decision making, particularly when the systems operate in dynamic and stochastic environments. In this work we addressed this critical gap and provided a comprehensive solution to the problem of sensor coordination to ensure the safe, reliable, and robust operation of advanced energy systems.   8. In Situ Thermal NAPL Remediation at the Northeast Site Pinellas Environmental Restoration Project

    The U.S. Department of Energy (DOE) is conducting thermal remediation to remove non-aqueous phase liquids (NAPLs) from the subsurface at the Northeast Site that is part of the Pinellas Environmental Restoration Project. The Northeast Site is located on the Young - Rainey Science, Technology, and Research (STAR) Center in Largo, Florida. The STAR Center was formerly a DOE facility. The NAPL remediation was performed at Area A and is currently being performed at Area B at the Northeast Site. The remediation at Area A was completed in 2003 and covered an area of 900 m{sup 2} (10,000 ft{sup 2}) and a depth of remediation that extended to 10.7 m (35 ft) below ground surface. Cleanup levels achieved were at or below maximum contaminant levels in almost all locations. The remediation project at Area B is ongoing and covers an area of 3,240 m{sup 2} (36,000 ft{sup 2}), a volume of 41,300 m (54,000 yd 3), and a depth of remediation to 12 m (40 ft) below ground surface. In addition, a portion of the subsurface under an occupied building in Area B is included in the remediation. The cleanup levels achieved from this remediation will be available in the Area B Final Report that will be posted on the DOE Office of Legacy Management web site (www.lm.doe.gov/land/sites/fl/ pinellas/pinellas.htm) in January 2007. Electrical resistive heating and steam were the chosen remediation methods at both areas. Lessons learned from the Area A remediation were incorporated into the Area B remediation and could benefit managers of similar remediation projects. (authors)

    The Northeast Washington Survey was performed under the United States Department of Energy's National Uranium Resource Evaluation (NURE) Program, which is designed to provide radioelement distribution information to assist in assessing the uraniferous material potential of the United States. The radiometric and ancilliary data were digitally recorded and processed. The results are presented in the form of stacked profiles, contour maps, flight path maps, statistical tables and frequency distribution histograms. These graphical outputs are presented at a scale of 1:62,500 and are contained in the individual Volume 2 reports.

    Geothermal energy is the natural heat of the earth, and can be tapped as a clean, safe, economical alternative source of energy. Much of the geothermal energy resource is recoverable with current or near-current technology and could make a significant contribution both to increasing domestic energy supplies and to reducing the US dependence on imported oil. Geothermal energy can be used for electric power production, residential and commercial space heating and cooling, industrial process heat, and agricultural process applications. This report describes the progress for fiscal year 1980 (FY80) of the Federal Geothermal Program. It also summarizes the goals, strategy, and plans which form the basis for the FY81 and FY82 program activities and reflects the recent change in national policy affecting Federal research, development and demonstration programs. The Interagency Geothermal Coordinating Council (IGCC) believes that substantial progress can and will be made in the development of geothermal energy. The IGCC goals are: (1) reduce the institutional barriers so that geothermal projects can be on-line in one-half the current time; (2) make moderate temperature resources an economically competitive source of electricity; (3) remove the backlog of noncompetitive lease applications; (4) competitive lease all KGRA lands; and (5) cut the cost of hydrothermal technology by 25%.

    The need to diversify energy supplies, the need to mitigate energy-related environmental impact, and the entry of electric vehicles in large numbers present challenges and opportunities to power system professionals. Wind and solar power provide many benefits, and to reap the benefits the resulting increased variabilityforecasted as well as unforecastedshould be addressed. Demand resources are receiving increasing attention as one means of providing the grid balancing services. Control and coordination of a large number (~millions) of distributed smart grid assets requires innovative approaches. One such is transactive control and coordination (TC2)a distributed, agent-based incentive and control system. The TC2 paradigm is to create a market system with the following characteristics: Participation should be entirely voluntary. The participant decides at what price s/he is willing to participate. The bids and responses are automated. Such an approach has been developed and demonstrated by Pacific Northwest National Laboratory for energy markets. It is the purpose of this project to develop a similar approach for ancillary services. In this report, the following ancillary services are considered: spinning reserve ramping regulation. These services are to be provided by the following devices: refrigerators water heaters clothes dryers variable speed drives. The important results are summarized below: The regulation signal can be divided into an energy-neutral high frequency component and a low frequency component. The high frequency component is particularly well suited for demand resources. The low frequency component, which carries energy non-neutrality, can be handled by a combination of generators and demand resources. An explicit method for such a separation is obtained from an exponentially weighted moving average filter. Causal filters (i.e., filters that process only present and past values of a signal) introduce delays that can be

These allenylidene complexes were derived from 9-hydroxy-9-ethynyl-4,5-diazafluorene, the preparation of which is reported; the new allenylidene complexes are highly colored with the cumulated carbon chain terminating in a bipyridyl unit providing a site for further coordination. The synthesis, characterization, and X-ray structure determination of trans-[MCl(P{intersection}P){sub 2}{sub {double_bond}}C{sub {double_bond}}C{sub {double_bond}}(4,5-diazafluoren-9-yl)]PF{sub 6} (M = Ru, P{intersection}P = bis(diphenylphosphino)methane (dppm), 1,2-bis(diphenylphosphino)ethane (dppe), 1,2-bis(dimethylphosphino)ethane (dmpe); M = Os, P{intersection}P = dppm) are described. The effect of the variation in metal and ligand on electronic and electrochemical characteristics of these complexes has been investigated by using UV-vis, solution electrochemistry, and a combination of these techniques in spectroelectrochemical experiments. DFT calculations have been performed on trans-[RuCl(P{intersection}P){sub 2}{sub {double_bond}}C{sub {double_bond}}C{sub {double_bond}}(4,5-diazafluoren-9-yl)]{sup q} (P{intersection}P = dppm, bis(dimethylphosphino)methane (dmpm); q = -1, 0, +1, +2) and subsequently solvent-corrected calculations with use of COSMO were also undertaken to examine the nature of electronic transitions in various oxidation states.

    As with many professions, safety planners and first responders tend to be specialists in certain areas. To be truly useful, tools should be tailored to meet their specific needs. Thus, general software suites aimed at the professional geographic information system (GIS) community might not be the best solution for a first responder with little training in GIS terminology and techniques. On the other hand, commonly used web-based map viewers may not have the capability to be customized for the planning, response, and recovery (PR&R) mission. Data formats should be open and foster easy information flow among local, state, and federal partners. Tools should be free or low-cost to address real-world budget constraints at the local level. They also need to work both with and without a network connection to be robust. The Incident Management Preparedness and Coordination Toolkit (IMPACT) can satisfy many of these needs while working in harmony with established systems at the local, state, and federal levels. The IMPACT software framework, termed the Geospatial Integrated Problem Solving Environment (GIPSE), organizes tasks, tools, and resources for the end user. It uses the concept of software wizards to both customize and extend its functionality. On the Tasks panel are a number of buttons used to initiate various operations. Similar to macros, these task buttons launch scripts that utilize the full functionality of the underlying foundational components such as the SQL spatial database and ORNL-developed map editor. The user is presented with a series of instruction pages which are implemented with HTML for interactivity. On each page are links which initiate specific actions such as creating a map showing various features. Additional tasks may be quickly programmed and added to the panel.     As one of the premier research laboratories operated by the Department of Energy, Brookhaven National Laboratory (BNL) is pursuing an energy research agenda that focuses on renewable energy systems and will help to secure the nation's energy security. A key element of the BNL research is the advancement of grid-connected utility-scale solar photovoltaic (PV) plants, particularly in the northeastern part of the country where BNL is located. While a great deal of information has been generated regarding solar PV systems located in mostly sunny, hot, arid climates of the southwest US, very little data is available to characterize the performance of these systems in the cool, humid, frequently overcast climates experienced in the northeastern portion of the country. Recognizing that there is both a need and a market for solar PV generation in the northeast, BNL is pursuing research that will advance the deployment of this important renewable energy resource. BNL's research will leverage access to unique time-resolved data sets from the 37MWp solar array recently developed on its campus. In addition, BNL is developing a separate 1MWp solar research array on its campus that will allow field testing of new PV system technologies, including solar modules and balance of plant equipment, such as inverters, energy storage devices, and control platforms. These research capabilities will form the cornerstone of the new Northeast Solar Energy Research Center (NSERC) being developed at BNL. In this paper, an overview of BNL's energy research agenda is given, along with a description of the 37MWp solar array and the NSERC.

    NASA Lewis Research Center has organized a component technology program as part of the efforts to develop Stirling converter technology for space power applications. The Stirling space power program is part of the NASA High Capacity Power Project of the Civil Space Technology Initiative (CSTI). NASA Lewis is also providing technical management for a DOE/Sandia program to develop Stirling converters for solar terrestrial power producing electricity for the utility grid.     We propose a coordination algorithm for cooperative power allocation among a collection of commercial buildings within a campus. We introduced thermal and power models of a typical commercial building Heating, Ventilation, and Air Conditioning (HVAC) system, and utilize model predictive control to characterize their power flexibility. The power allocation problem is formulated as a cooperative game using the Nash Bargaining Solution (NBS) concept, in which buildings collectively maximize the product of their utilities subject to their local flexibility constraints and a total power limit set by the campus coordinator. To solve the optimal allocation problem, a distributed protocol is designed using dual decomposition of the Nash bargaining problem.   17. Finding of no significant impact proposed corrective action for the Northeast Site at the Pinellas Plant in Largo, Florida

    The U.S. Department of Energy (DOE) has prepared an Environmental Assessment (EA) (DOE/EA-0976) of the proposed corrective action for the Northeast Site at the Pinellas Plant in Largo, Florida. The Northeast Site contains contaminated groundwater that would be removed, treated, and discharged to the Pinellas County Sewer System. Based on the analyses in the EA, the DOE has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act of 1969 (NEPA), 42 U.S.C.4321 et.seq. Therefore, the preparation of an environmental impact statement is not required and the DOE is issuing this Finding of No Significant Impact (FONSI).

    This study, for the Northeast Regional Biomass Program (NRBP) of the Coalition of Northeast Governors (CONEG), evaluates the potential for local, state and regional biomass policies to contribute to an overall energy/biomass strategy for the reduction of greenhouse gas releases in the Northeastern United States. Biomass is a conditionally renewable resource that can play a dual role: by reducing emissions of greenhouse gases in meeting our energy needs; and by removing carbon from the atmosphere and sequestering it in standing biomass stocks and long-lived products. In this study we examine the contribution of biomass to the energy system in the Northeast and to the region`s net releases of carbon dioxide and methane, and project these releases over three decades, given a continuation of current trends and policies. We then compare this Reference Case with three alternative scenarios, assuming successively more aggressive efforts to reduce greenhouse gas emissions through strategic implementation of energy efficiency and biomass resources. Finally, we identify and examine policy options for expanding the role of biomass in the region`s energy and greenhouse gas mitigation strategies.
