    The total area covered by petroleum rights in the six countries described in this paper increased by more than 17% in 1980 compared to 1979. Joint venture agreements were finalized for 19 blocks over 94,000 km/sup 2/ in the Algerian venture. Although official information is scarce for Algeria and Libya, seismic activity probably increased in 1980 compared to 1979. Exploration drilling activity increased with 121 wildcats drilled compared to 93 during the previous year. This effort led to 40 discoveries, a 34.5% success ratio. Chevron was especially successful in wildcatting, with 6 oil discoveries for 8 wells drilled in the interior basins of Sudan. One Moroccan discovery can be considered as a highlight: the BRPM Meskala 101 well in the Essaouira basin found an apparently large amount of gas in Triassic sandstones. This discovery deserves special attention, since the gas has been found in Triassic pays rather than in the usual Jurassic pays in the Essaouira basin. Oil production in North Africa decreased from about 13.5% in 1980, with about 3,405,000 barrels of oil per day compared to 3,939,500 barrels of oil per day in 1979. When oil output strongly decreased in Algeria (-16.4%) and Libya (-15.6%), Tunisian production peaked at 116,287 barrels of oil per day and Egypt production also peaked at 584,148 barrels of oil per day. Total gas production in 1980 strongly declined from 44%, mostly due to the decline of the Algerian gas production. 8 figures, 40 tables.

    Germany's total national (i.e., combined public and private sector) funding for R&D stood at $42 billion in 1997. The private sector accounted for nearly 62% ($24 billion) of the total, while the public sector accounted for approximately 38%. Since the late 1970s, when the public and private sectors each funded roughly half of Germany's R&D, the private sector has steadily assumed a larger and larger role as the dominant supporter of R&D activity, while overall government funding has remained essentially flat for much of the past two decades. In addition to declining relative to private R&D expenditures, public R&D expenditures in Germany declined by 4% in real terms between 1991 and 1997, to approximately $15 billion. The reduction in R&D investments in the public sector can be attributed in large part to the financial challenges associated with German reunification and related shifts in social priorities including efforts to address high unemployment and to rebuild basic infrastructure in the eastern states. R&D expenditures have also declined as a percentage of the total public budget, from a peak of 3.4% in 1985 to 2.7% in 1996. Energy R&D has been the hardest hit of all major socioeconomic areas of R&D expenditure funded by the German government. Between 1981 and 1997, public energy R&D fell from approximately $1.6 billion to $400 million--a 75% real decline. The $850 million reduction in Germany's fission R&D budget (which constituted two-thirds of government R&D investment in 1985) explains some 90% of the funding decline. Negative public perceptions regarding the safety and environmental impacts of nuclear energy have reduced nuclear power's viability as a long-term energy option for Germany. Discussions of a complete nuclear phaseout are now under way. At the same time, the German government has slashed its investments in fossil energy R&D by more than 90%. While energy efficiency and renewable energy technologies have fared relatively well in comparison with other energy technology areas, government support for all areas of energy R&D has declined in absolute terms since 1990. Remaining public and private sector energy R&D investments focus increasingly technology demonstration and commercialization efforts with relatively short time horizons.

    This report provides key information concerning the German experience with integrating of 25 gigawatts of wind and 7 gigawatts of solar power capacity and mitigating its impacts on the electric power system. The report has been prepared based on information provided by the Amprion GmbH and 50Hertz Transmission GmbH managers and engineers to the Bonneville Power Administration (BPA) and Pacific Northwest National Laboratory representatives during their visit to Germany in October 2009. The trip and this report have been sponsored by the BPA Technology Innovation office. Learning from the German experience could help the Bonneville Power Administration engineers to compare and evaluate potential new solutions for managing higher penetrations of wind energy resources in their control area. A broader dissemination of this experience will benefit wind and solar resource integration efforts in the United States.

    Establishing interconnection to the grid is a recognized barrier to the deployment of distributed energy generation. This report compares interconnection processes for photovoltaic projects in California and Germany. This report summarizes the steps of the interconnection process for developers and utilities, the average length of time utilities take to process applications, and paperwork required of project developers. Based on a review of the available literature, this report finds that while the interconnection procedures and timelines are similar in California and Germany, differences in the legal and regulatory frameworks are substantial.

    This study was made in response to screen measurements which indicated an emittance growth of nearly a factor of two within the North RTL or linac girder-1. Betatron oscillations are induced at the beginning of the North RTL to search for gross geometric aberrations arising within the RTL or sector-2 of the linac. The oscillations are induced horizontally and vertically with two X or two Y dipole correctors stepped in a nested loop fashion. In both cases the full set of RTL and first girder sector-2 linac beam position monitors (BPMs) are sampled in X and Y for each corrector setting. Horizontal (or vertical) data from pairs of BPMs are then transformed to phase space coordinates by the linear transformation constructed assuming the transport optics between the BPMs is known. A second transformation is then made to normalized phase space coordinates by using Twiss parameters consistent with the assumed transport optics. By careful choice of initial Twiss parameters the initial grid can be made square for convenience in graphical interpretation. A linear grid'' is then fitted to the transformed data points for each pair of BPMs. The area of each grid is calculated and linearity qualitatively evaluated. Furthermore, although not the focus of this study, the beta match at each BPM can be quantified. 6 figs.

    Poland and Germany have a long common border which leads to the necessity to cooperate and consult each other in the case of large-scale projects or infrastructure measures likely to cause negative transboundary effects on the environment. There are already binding provisions for transboundary EIA. In the area of the UN Economic Commission for Europe (UNECE), transboundary EIA is intended to be legally binding for the Member States by the Espoo Convention which was ratified by Germany 8.8.2002 and by Poland 12.6.1997. Due to corresponding directives, the same is applicable in the context of the European Union. In German legislation, this issue is regulated by Art. 8 of the Federal EIA Act in regard to transboundary participation of administration and by Art. 9a in respect of transboundary public participation. However, these EIA regulations on transboundary participation do not surpass a certain detail level, as they have to be applied between Germany and all neighbouring states. Therefore both countries decided to agree on more detailed provisions in particular regarding procedural questions. During the 12th German-Polish Environmental Council, Germany and Poland reached an agreement on 11.4.2006 in Neuhardenberg/Brandenburg an agreement upon the implementation of the Espoo Convention, the so called Neuhardenberg Agreement. This article assesses the agreement under consideration of already existing law and discusses major improvements and problems.

    Scientists, engineers, elected officials, and industry regulators from the United, States and Germany met in Albuquerque, New Mexico, August 16--20, 1993, in the first joint international workshop to discuss uranium tailings remediation. Entitled ``Workshop on Uranium Production Environmental Restoration: An Exchange between the US and Germany,`` the meeting was hosted by the US Department of Energy`s (DOE) Uranium Mill Tailings Remedial Action (UMTRA) Project. The goal of the workshop was to further understanding and communication on the uranium tailings cleanup projects in the US and Germany. Many communities around the world are faced with an environmental legacy -- enormous quantities of hazardous and low-level radioactive materials from the production of uranium used for energy and nuclear weapons. In 1978, the US Congress passed the Uranium Mill Tailings Radiation Control Act. Title I of the law established a program to assess the tailings at inactive uranium processing sites and provide a means for joint federal and state funding of the cleanup efforts at sites where all or substantially all of the uranium was produced for sale to a federal agency. The UMTRA Project is responsible for the cleanup of 24 sites in 10 states. Germany is facing nearly identical uranium cleanup problems and has established a cleanup project. At the workshop, participants had an opportunity to interact with a broad cross section of the environmental restoration and waste disposal community, discuss common concerns and problems, and develop a broader understanding of the issues.     According to a 2008 report issued by the United States Geological Survey, North Dakota and Montana have an estimated 3.0 to 4.3 billion barrels of undiscovered, technically recoverable oil in an area known as the Bakken Formation. With the size and remoteness of the discovery, the question became 'can a business case be made for increasing refining capacity in North Dakota?' And, if so what is the impact to existing players in the region. To answer the question, a study committee comprised of leaders in the region's petroleum industry were brought together to define the scope of the study, hire a consulting firm and oversee the study. The study committee met frequently to provide input on the findings and modify the course of the study, as needed. The study concluded that the Petroleum Area Defense District II (PADD II) has an oversupply of gasoline. With that in mind, a niche market, naphtha, was identified. Naphtha is used as a diluent used for pipelining the bitumen (heavy crude) from Canada to crude markets. The study predicted there will continue to be an increase in the demand for naphtha through 2030. The study estimated the optimal configuration for the refinery at 34,000 barrels per day (BPD) producing 15,000 BPD of naphtha and a 52 percent refinery charge for jet and diesel yield. The financial modeling assumed the sponsor of a refinery would invest its own capital to pay for construction costs. With this assumption, the internal rate of return is 9.2 percent which is not sufficient to attract traditional investment given the risk factor of the project. With that in mind, those interested in pursuing this niche market will need to identify incentives to improve the rate of return.

    Residential photovoltaic (PV) systems were twice as expensive in the United States as in Germany (median of $5.29/W vs. $2.59/W) in 2012. This price discrepancy stems primarily from differences in non-hardware or "soft" costs between the two countries, which can only be explained in part by differences in cumulative market size and associated learning. A survey of German PV installers was deployed to collect rough data on PV soft costs in Germany to compare to results of a similar survey of U.S. PV installers. Non-module hardware costs and all analyzed soft costs are lower in Germany, especially for customer acquisition, installation labor, and profit/overhead costs, but also for expenses related to permitting, interconnection, and inspection procedures. Additional costs occur in the United States due to state and local sales taxes, smaller average system sizes, and longer project development times. To reduce the identified additional costs of residential PV systems, the United States could introduce policies that enable a robust and lasting market while minimizing market fragmentation.

    During the last four heating seasons, implementing SHOPP within the state of North Dakota, telephone surveys were conducted covering samples of between 26 and 30 residential propane dealers. In conducting the SHOPP survey in North Dakota, data collection was limited to residential propane prices. The survey commenced the first Monday in October and ended in March. The surveys were normally conducted on the first and third Monday of each month. However, in the 1991/93 and 1993/94 heating seasons, the collection of data was increased briefly to weekly survey at the direction of EIA. In conducting the survey, the data was inputted into the PEDRO computerized data system for processing and transmittal to EIA. Detailed printouts of the price data from the 1995/96 SHOPP propane survey are contained in the attached tables. The survey data, as analyzed by EIA, resulted in estimated average residential propane prices for the state of North Dakota during the heating season. Attached are line charts which plot this average price for propane within the state against the calculated average for PADD II, of which North Dakota is a part.

    After the accident in the Japanese Fukushima Dai-ichi nuclear power plant in March 2011 large amounts of radioactivity were released and distributed in the atmosphere. Among them were also radioactive noble gas isotopes which can be used as tracers to test global atmospheric circulation models. This work presents unique measurements of the radionuclide $^{133}$Xe from Fukushima in the upper troposphere above Germany. The measurements involve air sampling in a research jet aircraft followed by chromatographic xenon extraction and ultra-low background gas counting with miniaturized proportional counters. With this technique a detection limit of the order of 100 $^{133}$Xe atoms in litre-scale air samples (corresponding to about 100 mBq/m$^3$) is achievable. Our results provide proof that the $^{133}$Xe-rich ground level air layer from Fukushima was lifted up to the tropopause and distributed hemispherically. Moreover, comparisons with ground level air measurements indicate that the arrival of the radioactive plume at high altitude over Germany occurred several days before the ground level plume.

    The first oil from a North Slope reservoir outside Prudhoe Bay will begin flowing next year at rate of 80,000 bpd from Kuparuk field now under development by Atlantic Richfield Co. west of Prudhoe Bay. Just north of the Kuparuk development, Conoco Inc. has found a commercial reservoir in the Milne Point unit and will be drilling confirmation and delineation wells later this year and in 1982. Another area which very likely will be developed for production is located northeast of Prudhoe Bay, where Sohio Alaska Petroleum Co. has announced discoveries in 2 Sag Delta wells. In California's San Joaquin Valley, 3 Kern County fields - South Belridge, Elk Hills, and Lost Hills - are the sites of intensive drilling. Seven rigs are working in the Santa Barbara Channel, 3 of them developing known fields from permanent platforms.

    North Africa`s three main oil producing countries soon will reap benefits of past moves by their governments to encourage investment by international companies. Production of crude oil and natural gas in Algeria, Egypt, and Libya is ready to increase from suppressed levels of the recent past, says International Energy Agency, Paris. The gains are possible despite political risks, total reserves accounting for only 4% of the world`s crude reserves, and oil prices well below levels of the 1980s, when the countries` flow rates peaked. The reason: producing oil in North Africa is profitable. In a recent study entitled North Africa Oil and Gas, IEA attributes the bright production outlook to improvements that the countries` governments have made in the past decade to hydrocarbon laws and the fiscal terms they offer international investors. According to announced plans, the three countries` combined capacity to produce crude oil will rise 18% by the year 2000 to 3.65 million b/d, and a further gain of 700,000 b/d is possible. IEA expects production capacity for natural gas to increase 50% from its 1995 level by 2000 to a combined 139.4 billion cu m/year. This paper discusses production capacities, Algeria`s record, improvements in Egypt, and Libya`s changes.

    With the end of the Cold War and the fall of the iron curtain Germany inherited in 1990 by its reunification the legacy of 45 years of unrestricted, intensive uranium mining in the eastern part of Germany. The environmental damages and risks related to widespread soil and groundwater contamination, caused by huge tailings ponds and numerous waste rock piles in one of Germany`s most densely populated areas, made it necessary to implement one of the world`s largest environmental clean-up programs. 13 billion German Marks (8.7 billion US-$) will be spent within approx. 20 years for decommissioning and environmental restoration efforts. Five years after the start-up of the Wismut project considerable results have been achieved. Conceptual work, even regarding technically difficult issues of the program, is far advanced, and about one third of the physical work program has been completed. At the former mining and milling locations significant improvements of the environmental situation have been achieved. The further on-schedule progress of the Wismut program is an important prerequisite for the socio-economical development in the former uranium mining districts.

    In the 6 countries covered by this report, the extent of valid petroleum rights, seismic work, and drilling was nearly the same as in 1978. The success rate of wildcat drilling decreased slightly, to 28% (33% in 1978), with 26 oil or gas discoveries. In southwestern Tunisia, the Amoco Sabrina Nord 1 tested 930 bbl of 39/sup 0/ APl oil from Cambrian-Ordovician sandstones - the first oil to come from lower Paleozoic rocks in Tunisia. First commercial oil from Cambrian-Ordovician rocks in western Libya was discovered by Agip A1-NC40 which flowed 1,400 b/d. Highlight of the year in North Africa was in the interior basin of Sudan where the Chevron Abu Gabra 1 tested 900 BOPD of 40/sup 0/ APl oil from Cretaceous rocks; 2 other wells, spudded in late 1979 in the same area, have tested 3,200 and 7,300 b/d, respectively, in early 1980. Discovery well of the interior basin was Chevron Unity 1 which tested small amounts of oil in 1978. Oil production in North Africa in 1979 averaged 3,939,500 b/d compared with 3,802,800 b/d in 1978, an increase of 3.6%.

    In the updating of the Guidelines for PWR`s of the {open_quotes}Reaktor-Sicherheitskommission{close_quotes} (RSK) in 1981 the requirements on the design have been changed with respect to the postulated leaks and breaks in the primary pressure boundary. The major change was a revision in the requirements for pipe whip protection. As a logical consequence of the {open_quotes}concept of basic safety{close_quotes} a guillotine type break or any other break type resulting in a large opening is not postulated any longer for the calculation of reaction and jet forces. As an upper limit for a leak an area of 0, 1 A (A = open cross section of the pipe) is postulated. This decision was based on a general assessment of the present PWR system design in Germany. Since then a number of piping systems have been requalified in the older nuclear power plants to comply with the break preclusion concept. Also a number of extensions of the concept have been developed to cover also leak-assumptions for branch pipes. Furthermore due considerations have been given to other aspects which could contribute to a leak development in the primary circuit, like vessel penetrations, manhole covers, flanges, etc. Now the break preclusion concept originally applied to the main piping has been developed into an integrated concept for the whole pressure boundary within the containment and will be applied also in the periodic safety review of present nuclear power plants.

    The remediation of former uranium mining and milling sites in the Eastern part of Germany represents a major environmental challenge. Due to the size and complexity of the sites and the significance of current and potential long term environmental impacts, effective approaches are required for the planning, implementation and regulatory control of reclamation measures. These have to ensure adequate protection for the people and the environment taking into account the long term nature of the hazards and the technical and economical constraints. The German regulatory framework is based upon ICRP principles of dose limitation, justification and optimization (ALARA). Application of these criteria requires as a first step the assessment of prevailing exposures and their potential long term evolution for each site. These risk assessments are based upon site characterization studies and the modelling of contaminant transfer to the environment and to man. Evaluation of the prevailing and potential future risks leads to the identification of remediation necessities. The subsequent planning of remediation measures is highly site specific and relies on the identification of possible reclamation options and their capability to reduce real risks to acceptable levels. The selection of the reclamation measures which will actually be implemented is performed within an optimization process involving assessments of possible risk reduction, technological feasibility, costs, long term stability, continuing requirements for long term active or passive institutional control and public acceptance.

    In July 2005 the North American Solar Challenge (NASC) featured university built solar powered cars ran across the United States into Canada. The competition began in Austin, Texas with stops in Weatherford, Texas; Broken Arrow, Oklahoma; Topeka, Kansas; Omaha, Nebraska; Sioux Falls, South Dakota, Fargo, North Dakota; Winnipeg, Manitoba; Brandon, Manitoba; Regina, Saskatchewan; Medicine Hat, Alberta; mainly following U.S. Highway 75 and Canadian Highway 1 to the finish line in Calgary, Alberta, Canada, for a total distance of 2,500 miles. NASC major sponsors include the U.S. Department of Energy (DOE), Natural Resources Canada and DOEs National Renewable Energy Laboratory. The event is designed to inspire young people to pursue careers in science and engineering. NASCs predecessors, the American Solar Challenge and Sunrayce, generally have been held every two years since 1990. With each race, the solar cars travel faster and further with greater reliability. The NASC promotes: -Renewable energy technologies (specifically photovoltaic or solar cells) -Educational excellence in science, engineering and mathematics -Creative integration of technical and scientific expertise across a wide-range of disciplines -Hands-on experience for students and engineers to develop and demonstrate their technical and creative abilities. Safety is the first priority for the NASC. Each team put its car through grueling qualifying and technical inspections. Teams that failed to meet the requirements were not allowed participate. During the race, each team was escorted by lead and chase vehicles sporting rooftop hazard flashers. An official observer accompanied each solar car team to keep it alert to any safety issues.

    The goal of the Uranium Mill Tailings Remedial Action (UMTRA) Project in North Dakota is to improve the environment and reduce the negative health effects associated with residual radioactive material (RRM) from the inactive processing sites at Belfield and Bowman, North Dakota. A secondary benefit of the UMTRA Project is economic gain. The 1992 North Dakota Economic Impact Study (NDEIS) analyzes the impact of the remedial actions at the inactive Belfield and Bowman processing sites and their associated vicinity properties. This analysis is based on the assumption that the state of North Dakota will provide 10 percent of the funding required for remediation. For every dollar the state of North Dakota invests in the Belfield and Bowman onsite portion of the UMTRA Project, it will realize $5.04 in gross labor income (i.e., gross labor income divided by the state's total funding requirement). For every dollar the state of North Dakota invests, it will realize a net return of $3.04 (i.e., net benefit divided by the state's total funding requirement). This reflects only labor expenditure and employment impact. ff state and local non-labor tax benefits were considered in the net economic benefit, North Dakota could receive significantly more than $3.04 for each dollar it invests. The UMTRA Project work at Belfield and Bowman will benefit the state of North Dakota. Benefits include a reduction in the negative health effects caused by low-level RRM, an improvement in the environment, and increased economic growth.

    Large quantities of lead and other heavy metals are deposited in the environment of weapons ranges during training exercises. This study was conducted to determine the type, degree, and extent of heavy-metal contamination on selected handgun, rifle, and hand-grenade ranges at Grafenwoehr Training Area, Germany. Soil, vegetation, and surface-water samples were collected and analyzed using the inductively-coupled plasma atomic-emission spectroscopy (ICP-AES) method and the toxic characterization leaching procedure (TCLP). The ICP-AES results show that above-normal levels of lead and copper are in the surface soil at the handgun range, high concentrations of lead and copper are in the berm and soil surface at the rifle range, and elevated levels of cadmium and above-normal concentrations of arsenic, copper, and zinc are present in the surface soil at the hand-grenade range. The TCLP results show that surface soils can be considered hazardous waste because of lead content at the rifle range and because of cadmium concentration at the hand-grenade range. Vegetation at the handgun and rifle ranges has above-normal concentrations of lead. At the hand-grenade range, both vegetation and surface water have high levels of cadmium. A hand-held X-ray fluorescence (XRF) spectrum analyzer was used to measure lead concentrations in soils in a field test of the method. Comparison of XRF readings with ICP-AES results for lead indicate that the accuracy and precision of the hand-held XRF unit must improve before the unit can be used as more than a screening tool. Results of this study show that heavy-metal contamination at all three ranges is limited to the surface soil; heavy metals are not being leached into the soil profile or transported into adjacent areas.

    Depositional environment and tectonic setting were important in the diagenesis and evolution of reservoir properties in the Rotliegende sequence of the North German Basin. Facies belts paralleling the edge of a central saline lake controlled the distribution of early and shallow burial cements. Lake shoreline sands with radial chlorite cement show the best reservoir properties in the study area. Juxtaposition of Rotliegende deposits against either Carboniferous Coal Measures or Late Permian (Zechstein) evaporites by faulting resulted in cross-formational fluid exchange. The introduction of fluids from Carboniferous Coal Measures into Rotliegende reservoirs produced intense clay cementation, significantly reducing rock permeabilities. Influx of Zechstein fluids favored precipitation of late carbonate and anhydrite cements. Cross-formational and fault-related fluid flow was enhanced during periods of fault activity. 50 refs., 15 figs., 1 tab.
