    St. Johns County, Florida is tackling its traffic-timing problem with a little help from an Energy Department Energy Efficiency and Conservation Block grant. The county will use the grant to improve traffic flow by re-synchronizing signals at five major road segments. In total, 23 traffic signals will be retimed and synchronized, resulting in lower fuel consumption, shorter travel times, increased travel speed, less stopping and less engine idling.

    The subject document reports the results of an in-depth investigation of the fiscal year 1992 cost of the Palm Beach County, Florida integrated municipal solid waste management system (IMSWMS), the energy consumed to operate the system, and the environmental performance requirements for each of the system`s waste-processing and disposal facilities. Actual data from records kept by participants is reported in this document. Every effort was made to minimize the use of assumptions, and no attempt is made to interpret the data reported. Analytical approaches are documented so that interested analysts may perform manipulation or further analysis of the data. As such, the report is a reference document for MSW management professionals who are interested in the actual costs and energy consumption for a one-year period, of an operating IMSWMS.

    Dade County, Florida has been in the forefront of resources recovery from municipal solid waste since the early 1980`s. The County completed its 3,000 tons per day (six days per week) refuse derived fuel waste-to-energy facility in 1982. The Resources Recovery facility is operated under a long-term agreement with Montenay-Dade, Ltd. The trash processing capability of this facility was upgraded in 1997 to process 860 tons per day (six days per week) of trash into a biomass fuel which is used off-site to produce electrical energy. Under current Florida law, facilities like trash-to-fuel that produce alternative clean-burning fuels for the production of energy may receive credit for up to one-half of the state`s 30 percent waste reduction goal.

    A garbage-fueled power plant will begin operating this spring in Pinellas County, Florida. Although the plant will use a mass-burning technique already proven in Europe, it will be the first to generate electricity. Two new technologies are expected to reverse the poor performance of earlier garbage and refuse-derived fuel efforts: new boilers using 100% refuse-derived fuel and the European mass-burning technique, which uses untreated garbage.     An orientation study was conducted in Hillsborough and Polk Counties, west-central Florida, in preparation for a hydrogeochemical and stream sediment reconnaissance. The study was conducted by the Savannah River Laboratory as part of the National Uranium Resource Evaluation (NURE). A total of 60 surface sites and 294 ground water sites were sampled. The study includes field data and neutron activation analyses for uranium and supplemental elements, as well as determination of helium by mass spectroscopy. This report is issued in draft form, without detailed technical and copy editing. This was done to make the report available to the public before the end of the NURE program.

    The Coleman Evans Wood Preserving Company site is an active 11-acre wood-preserving facility located in the town of Whitehouse, Duval County, Florida. The site consists of two distinct areas: the western portion, which comprises the wood treating facility; and the eastern portion, which consists of a landfill area which has been used for the disposal of wood-chip and other wastes. Coleman Evans has produced wood products impregnated with PCP. Site investigations confirm soil and ground-water contamination, with PCP the primary contaminant of concern.

    This report contains two separate parts: Characterization of the Radon Source in North-Central Florida (final report part 1 -- final project report); and Characterization of the Radon Source in North-Central Florida (technical report). The objectives were to characterize the radon 222 source in a region having a demonstrated elevated indoor radon potential and having geology, lithology, and climate that are different from those in other regions of the U.S. where radon is being studied. Radon availability and transport in this region were described. Approaches for predicting the radon potential of lands in this region were developed.

    This report presents the results of a mineral survey of the North Algodones Dunes Wilderness Study Area (CDCA-360), California Desert Conservation Area, Imperial County, California. The potential for undiscovered base and precious metals, and sand and gravel within the North Algodones Dunes Wilderness Study Area is low. The study area has a moderate potential for geothermal energy. One small sand-free area between the Coachella Canal and the west edge of the dune field would probably be the only feasible exploration site for geothermal energy. The study area has a moderate to high potential for the occurrence of undiscovered gas/condensate within the underlying rocks. 21 refs.

    The 11-acre Coleman-Evans Wood Preserving site is a former wood treatment facility, which was operated from 1954 to the late 1980s, in the community of Whitehouse, Duval County, Florida. Prior to 1970, wastewater from the facility was precipated and discharged to the onsite drainage ditch. The precipitated sludge was deposited into two unlined pits until 1970, when the sludge was stored in tanks. The wastewater treatment process was also enhanced in 1970 with lime precipitation and chlorination. In 1980, onsite ground water contamination was detected and activated charcoal filters were added to the treatment process to remove organics. The primary contaminant in onsite soil and ground water has been identified as pentachlorophenol (PCP). The highest areas of PCP concentration were in the vicinity of onsite chemical tanks and the unlined pit areas. In 1985, EPA conducted an emergency response, which included excavating and disposing of pit material offsite and filling excavated areas with clean fill. The Record of Decision (ROD) amends a 1986 ROD, which documented the selection of incineration for an estimated 9,000 cubic yards of contaminated soil. Since that time, additional studies during the remedial design phase indicated that there are approximately 27,000 cubic yards of contaminated soil. Based on the excessive volume of soil and the high cost of incineration, treatability studies were conducted and an alternative source control treatment was selected. The primary contaminants of concern affecting the soil, sediment, and ground water are organics including PCP and metals.

    The Whitehouse Waste Oil Pits National Priorities List (NPL) site is located about 0.5 mile northwest of the community of Whitehouse in western Duval County, Florida. After waste oil spilled into the northeast tributary of McGirts Creek in 1968 and 1976, the Environmental Protection Agency stabilized and covered the remaining waste oil from the abandoned oil recycling business. Soils and ground water at the site are contaminated with heavy metals, primarily lead. The residents are particularly concerned about children who play on the site being exposed to toxic chemicals and about contamination of their private potable wells. Dermal contact with the exposed waste oil is a likely exposure pathway for children and other trespassers on the site. Dermal contact with the waste oil by remediation workers and ingestion of contaminated ground water by nearby residents are potential exposure pathways. The data and information have been evaluated for appropriate health follow-up activities by the Agency for Toxic Substances and Disease Registry (ATSDR).

Treated sanitary wastewater is injected into a saline aquifer beneath the plant. Detection of contaminants commonly associated with treated sanitary wastewater in the freshwater aquifer that overlies the saline aquifer has indicated a need for a reevaluation of the ability of the confining layer above the saline aquifer to prevent fluid migration into the overlying freshwater aquifer. Review of the available data shows that the geologic data set is not sufficient to demonstrate that a competent confining layer is present between the saline and freshwater aquifers. The hydrogeologic data also do not indicate that a competent confining layer is present. The geochemical data show that the freshwater aquifer is contaminated with treated wastewater, and the spatial patterns of contamination are consistent with upward migration through localized conduits through the Middle Confining Unit, such as leaking wells or natural features.     Directional drilling has begun this fall for a $68.5 million, approximately 110,000 b/d expansion of Central Florida Pipeline Co.`s refined products line from Tampa to Orlando. The drilling started in August and is scheduled to conclude this month, crossing under seven water bodies in Hillsborough, Polk, and Osceola counties. The current 6 and 10-in. system provides more than 90% of the petroleum products used in Central Florida, according to Central Florida Pipeline. Its additional capacity will meet the growing region`s demand for gasoline, diesel, and jet fuel. The new pipeline, along with the existing 10-in. system, will increase total annual capacity from 30 million bbl (82,192 b/d) to approximately 70 million bbl (191,781 b/d). The older 6-in. line will be shutdown when the new line is operating fully. The steps of pipeline installation are described.

    A CO/sub 2/ minitest employing the miscible displacement process was conducted in the Mission Canyon Formation (lower Mississippian) at Little Knife Field, North Dakota. The Mission Canyon is a dolomitized carbonate reservoir which is undergoing primary depletion. Four wells were drilled in an inverted four-spot configuration, covering five acres. The central well served as the injection well and was surrounded by three non-producing observation wells. A WAG-type injection sequence utilized five alternate slugs of formation water and CO/sub 2/. Preflush injection began December 11, 1980, followed by the WAG slugs from January 7 to March 25, 1981. Drive water injection commenced immediately and was completed on September 24, 1981. Injection rates were maintained at 1150 B/D during water injection and 40 T/D during CO/sub 2/ injection. Tracers were used during the waterflood preflush and with the water during the WAG. A pressure core behind the flood front was obtained to confirm residual-oil saturations in the project interval. Overall rock recovery was excellent, 90%, but sample recovery under reservoir pressure was less than anticipated. Invasion of drilling fluids during coring was checked by introduction of a radioactive tracer into the coring fluid. Project analysis is still ongoing and once completed, the simulation models will be updated and used to predict field-wide applicability. (JMT)

    A carbon dioxide minitest was conducted in the Mission Canyon Formation (lower Mississippian) at Little Knife Field, North Dakota. The Mission Canyon is a dolomitized carbonate reservoir which is undergoing primary depletion. Four wells were drilled in an inverted four-spot configuration, covering five acres. The central well served as the injection well and was surrounded by three non-producing observation wells. Oriented cores were cut in each well for detailed reservoir characterization and laboratory testing. In addition, a well test program was conducted which involved two pulse tests and injectivity tests on the individual wells. Results from these tests were used as part of the input data for two reservoir simulation models. Various parameters in the computer models were varied to determine the most efficient injection plan for the specific reservoir characteristics. The pattern sweep efficiency for carbon dioxide approached 52 percent in the minitest area. Displacement efficiency, as indicated by simulation study, was 50 percent of the oil-in-place at the start of the project, compared with an efficiency of 37 percent for waterflood. Thirty-one hundred cubic feet of CO/sub 2/ were required per incremental barrel of displaced oil. The absence of producing wells and the fact that only one zone within the Mission Canyon Formation was flooded, favorably influenced these figures. The Little Knife CO/sub 2/ minitest confirmed, by field testing, the results of laboratory CO/sub 2/ miscible displacement tests. The minitest indicated that the CO/sub 2/ miscible displacement process has technical potential for commercialization in a dolomitized carbonate reservoir that has not been extensively waterflooded and has an indicated high remaining oil saturation. 159 figures, 46 tables.

    The Florida Hydrogen Initiative (FHI) was a research, development and demonstration hydrogen and fuel cell program. The FHI program objectives were to develop Florida?s hydrogen and fuel cell infrastructure and to assist DOE in its hydrogen and fuel cell activities The FHI program funded 12 RD&D projects as follows: Hydrogen Refueling Infrastructure and Rental Car Strategies -- L. Lines, Rollins College This project analyzes strategies for Florida's early stage adaptation of hydrogen-powered public transportation. In particular, the report investigates urban and statewide network of refueling stations and the feasibility of establishing a hydrogen rental-car fleet based in Orlando.     The Waste Isolation Pilot Plant (WIPP) site is located within the Carlsbad potash mining area, southeastern New Mexico, about 20 mi east of Carlsbad. Structurally, the WIPP site is located in the north-central part of the Delaware basin, which yields hydrocarbon production from the following: the Ordovician Ellenburger; the Pennsylvanian Morrow (gas), Atoka (oil and gas), and Strawn (reef oil) intervals; the Wolfcamp (gas) and Bone Spring (oil) formations of lowermost Permian; the Permian Yates (800-3500 ft deep), Queen, and Seven Rivers Formations; and the Delaware Mountain Group (4700-5200 ft deep). Structure contour maps demonstrate favorable Bone Spring conditions north of the WIPP site and the centrally located Delaware targets, as well as important Morrow development in the southern part. Five prospects are explored, and two are especially promising. Five anticlinal trends in this 12-township area bear field names as a result of production: Big Eddy, South Salt Lake, Cabin Lake, Los Medanos, and Sand Dunes. The Department of Energy's WIPP project is a planned repository for nuclear waste; despite centering on a deep dry hole, it occurs just northeast of productive Morrow formation. Whereas the successful tests seem concentrated on the structural highs, significant wells produce offtrend; the WIPP site lies in a syncline.

    Debris flows debouching onto the alluvial fan at the north end of Panamint Valley, California, have been episodically impounded behind sand dunes, resulting in boulder-strewn, nearly flat topped deposits in irregular basins upslope of the dune, whose upper surface is higher than the adjacent fan surface. Upslope migration of the dune field over and beyond these deposits eventually leaves them as debris-flow benches rising above the general fan surface. These features are therefore dune-contact forms, analogous to ice-contact forms such as kame terraces, in that both involve deposition against ephemeral barriers. Benches punctuate the alluvial-fan surface for 5 km downfan from the modern dune field. Clast seismic velocities of boulders on these benches indicate that bench ages increase monotonically with distance from the present dunes, implying that the dune field has migrated up the fan. Because the oldest bench is below the altitude of the highest pluvial lake shoreline in Panamint Valley (Gale Stage, ca. 50 ka) and slightly above the latest lakeshore (I Stage, ca. 14 ka), it seems likely that the dunes originated near the shore of the latest lake and have moved upfan at an average rate of 0.8 m/yr.

    Two results of Florida's continuing population growth are (1) a critical need for electricity, and (2) a solid-waste disposal crisis. During a recent winter cold snap, electric demand in one service territory surged 25% over generating capacity and 10% over net system capability. Rolling blackouts ensued. At the same time, Florida's fragile wetlands environment is suffering from years of unfettered development. Groundwater sources are contaminated, landfill space is scarce, and illegal tire dumps blight the landscape. The recently constructed Ridge generating station in Polk County, Fla. is addressing both the state's electrical and environmental needs. Ridge, which entered commercial operation in May, burns a unique mix of urban woodwaste and scrap tires to provide 45 MW of critically needed electricity while keeping large quantities of solid waste out of landfills. When pipeline construction at an adjacent landfill is completed, the facility also will burn the methane gases produced when garbage decomposes.

    The National Association of Counties Research, Inc. (NACoR) energy team developed a questionnaire on the Institutional Buildings Grant Program (IBGP) and distributed it to every county government in the country. Responses were received from approximately 600 counties in 47 states (a response rate of about 20%). After completing a preliminary review of the questionnaire findings, NACoR conducted six case studies to identify the various methods state energy offices and county governments used to implement the IBGP. The case studies presented here are divided into two groups: examples of successful state IBGP's - New York, Washington, and Wisconsin; and examples of unsuccessful state IBGP's - California, North Carolina, and South Carolina.     Orange County Florida completed the construction of a 20 kilowatt Solar Demonstration and Research Facility in March 2015. The system was constructed at the Orange County/University of Florida Cooperative Extension Center whose electric service address is 6021 South Conway Road, Orlando, Florida 32802. The Solar Demonstration and Research Facility is comprised of 72 polycrystalline photovoltaic modules and 3 inverters which convert direct current from the solar panels to alternating current electricity. Each module produces 270 watts of direct current power, for a total canopy production of just under 20,000 watts. The solar modules were installed with a fixed tilt of 5 degrees and face south, toward the equator to maximize the amount of sunlight captures. Each year, the electricity generated by the solar array will help eliminate 20 metric tons of carbon dioxide emissions as well as provide covered parking for staff and visitors vehicles. The solar array is expected to generate 27,000 kilowatt hours of electricity annually equating to an estimated $266 savings in the monthly electric bill, or $3,180 annually for the Orange County/University of Florida Cooperative Extension Center. In addition to reducing the electric bill for the Extension Center, Orange County’s solar array also takes advantage of a rebate incentive offered by the local utility, Orlando Utility Commission, which provided a meter that measures the amount of power produced by the solar array. The local utility company’s Solar Photovoltaic Production Incentive will pay Orange County $0.05 per kilowatt hour for the power that is produced by the solar array. This incentive is provided in addition to Net Metering benefits, which is an effort to promote the use of clean, renewable energy on the electric grid. The Photovoltaic Solar Demonstration and Research Facility also serves an educational tool to the public; the solar array is tied directly into a data logger that provides real time power

    The retrofitted solar heating and cooling system installed at the Florida Solar Energy Center is described. Information is provided on the system's test, operation, controls, hardware and installation, including detailed drawings. The Center's office building, approximately 5000 square feet of space, with solar air conditioning and heating as a demonstration of the technical feasibility is located just north of Port Canaveral, Florida. The system was designed to supply approximately 70% of the annual cooling and 100% of the heating load. The project provides unique high-temperature, non-imaging, non-tracking, evacuated-tube collectors. The design of the system was kept simple and employs five hydronic loops. They are energy collection, chilled water production, space cooling, space heating and energy rejection.

    A recent study by the University of Florida, Center for Biomass Programs (1996) showed that biomass crops have potential as a new agricultural commodity in central Florida. Both herbaceous and woody biomass crops have high yields, and weather and soil conditions are favorable. In the Polk County area over 40,371 ha (100,000 A) of phosphate-mined land and about 161,486 ha (400,000 A) of pastureland may be available for biomass production at low opportunity cost. Phosphate land is owned by a few mining companies while pastureland is owned by or rented to cattlemen. Infrastructure for large-scale crop production, such as in the Midwest United States, does not presently exist in central Florida. Personal interviews were conducted with phosphate company managers and a mail survey was conducted with 940 landowners, with at least 16 ha (40 A) of agricultural land. Data were gathered related to decision making factors in growing biomass and other new crops. Results suggested that economic factors, particularly availability of an established market and an assured high return per acre were considered the most important factors. Lack of familiarity with new crops was an important barrier to their adoption. Potential net returns and production costs were considered the most important information needed to make decisions about growing biomass crops.

    Gulf Oil Exploration and Production Company in conjunction with the Department of Energy is conducting a field test of the CO/sub 2/ miscible displacement process. The project is being conducted in the Mission Canyon Formation (lower Mississippian), a dolomitized carbonate reservoir which is currently in the middle stage of primary depletion. Location of the field is in west-central North Dakota at the approximate center of the Williston Basin. Four wells were drilled in an inverted four-spot configuration within the five-acre minitest. The central well is the injection well surrounded by three non-producing observation wells. Oriented cores were obtained from each well for detailed reservoir characterization and laboratory testing. In addition, pulse and injectivity tests were obtained. Results from these tests were used to upgrade two reservoir simulation models. Various parameters within the models were modified to determine the most efficient injection plan. A WAG-type injection sequence involving alternate slugs of water and CO/sub 2/ will be employed. The test is designed to establish the incremental recovery, over waterflooding, by a miscible CO/sub 2/ flood in an oil reservoir.

It was made in order to identify possible fault and fracture systems that might be conduits for geothermal fluids. Geothermal fluids commonly utilize fault and fractures in competent rocks as conduits for fluid flow. Geothermal exploration involves finding areas of high near-surface temperature gradients, along with a suitable “plumbing system” that can provide the necessary permeability. Geothermal power plants can sometimes be built where temperature and flow rates are high. To do this, georeferenced topographic maps and aerial photographs were utilized in an existing GIS, using ESRI ArcMap 10.0 software. The USA_Topo_Maps and World_Imagery map layers were chosen from the GIS Server at server.arcgisonline.com, using a UTM Zone 13 NAD27 projection. This line shapefile was then constructed over that which appeared to be through-going structural lineaments in both the aerial photographs and topographic layers, taking care to avoid manmade features such as roads, fence lines, and right-of-ways. These lineaments may be displaced somewhat from their actual location, due to such factors as shadow effects with low sun angles in the aerial photographs. Note: This shape file was constructed as an aid to geothermal exploration in preparation for a site visit for field checking.   8. Florida's electric industry and solar electric technologies

    The Florida Electric Industry is in a process of diversifying its generation technology and its fuel mix. This is being done in an effort to reduce oil consumption, which in 1981 accounted for 46.5% of the electric generation by fuel type. This does not compare well with the rest of the nation where oil use is lower. New coal and nuclear units are coming on line, and probably more will be built in the near future. However, eventhough conservation efforts may delay their construction, new power plants will have to be built to accomodate the growing demand for electricity. Other alternatives being considered are renewable energy resources. The purpose of this paper is to present the results of a research project in which 10 electric utilities in Florida and the Florida Electric Power Coordinating Group rated six Solar Electric options. The Solar Electric options considered are: 1) Wind, 2) P.V., 3) Solar thermal-electric, 4) OTEC, 5) Ocean current, and 6) Biomass. The questionaire involved rating the economic and technical feasibility, as well as, the potential environmental impact of these options in Florida. It also involved rating the difficulty in overcoming institutional barriers and assessing the status of each option. A copy of the questionaire is included after the references. The combined capacity of the participating utilities represent over 90% of the total generating capacity in Florida. A list of the participating utilities is also included. This research was done in partial fulfillment for the Mater's of Science Degree in Coastal Zone Management. This paper is complementary to another paper (in these condensed conference proceedings) titled COASTAL ZONE ENERGY MANAGEMENT: A multidisciplinary approach for the integration of Solar Electric Systems with Florida's power generation system, which present a summary of the Master's thesis.

    The proposed Edgeley/Kulm Project is a 21-megawatt (MW) wind generation project proposed by Florida Power and Light (FPL) Energy North Dakota Wind LLC (Dakota Wind) and Basin Electric Power Cooperative (Basin). The proposed windfarm would be located in La Moure County, south central North Dakota, near the rural farming communities of Kulm and Edgeley. The proposed windfarm is scheduled to be operational by the end of 2003. Dakota Wind and other project proponents are seeking to develop the proposed Edgeley/Kulm Project to provide utilities and, ultimately, electric energy consumers with electricity from a renewable energy source at the lowest possible cost. A new 115-kilovolt (kV) transmission line would be built to transmit power generated by the proposed windfarm to an existing US Department of Energy Western Area Power Administration (Western) substation located near Edgeley. The proposed interconnection would require modifying Western's Edgeley Substation. Modifying the Edgeley Substation is a Federal proposed action that requires Western to review the substation modification and the proposed windfarm project for compliance with Section 102(2) of the National Environmental Policy Act (NEPA) of 1969, 42 U.S.C. 4332, and Department of Energy NEPA Implementing Procedures (10 CFR Part 1021). Western is the lead Federal agency for preparation of this Environmental Assessment (EA). The US Fish and Wildlife Service (USFWS) is a cooperating agency with Western in preparing the EA. This document follows regulation issued by the Council on Environmental Quality (CEQ) for implementing procedural provisions of NEPA (40 CFR 1500-1508), and is intended to disclose potential impacts on the quality of the human environment resulting from the proposed project. If potential impacts are determined to be significant, preparation of an Environmental Impact Statement would be required. If impacts are determined to be insignificant, Western would complete a Finding of No Significant
