    This report summarizes die research by an Energy Modeling Forum working group on the evolution of the North American natural gas markets between now and 2010. The group's findings are based partly on the results of a set of economic models of the natural gas industry that were run for four scenarios representing significantly different conditions: two oil price scenarios (upper and lower), a smaller total US resource base (low US resource case), and increased potential gas demand for electric generation (high US demand case). Several issues, such as the direction of regulatory policy and the size of the gas resource base, were analyzed separately without the use of models.

    An overview of the main North American codes and standards associated with hydrogen safety sensors is provided. The distinction between a code and a standard is defined, and the relationship between standards and codes is clarified, especially for those circumstances where a standard or a certification requirement is explicitly referenced within a code. The report identifies three main types of standards commonly applied to hydrogen sensors (interface and controls standards, shock and hazard standards, and performance-based standards). The certification process and a list and description of the main standards and model codes associated with the use of hydrogen safety sensors in hydrogen infrastructure are presented.

    In July 2005 the North American Solar Challenge (NASC) featured university built solar powered cars ran across the United States into Canada. The competition began in Austin, Texas with stops in Weatherford, Texas; Broken Arrow, Oklahoma; Topeka, Kansas; Omaha, Nebraska; Sioux Falls, South Dakota, Fargo, North Dakota; Winnipeg, Manitoba; Brandon, Manitoba; Regina, Saskatchewan; Medicine Hat, Alberta; mainly following U.S. Highway 75 and Canadian Highway 1 to the finish line in Calgary, Alberta, Canada, for a total distance of 2,500 miles. NASC major sponsors include the U.S. Department of Energy (DOE), Natural Resources Canada and DOEs National Renewable Energy Laboratory. The event is designed to inspire young people to pursue careers in science and engineering. NASCs predecessors, the American Solar Challenge and Sunrayce, generally have been held every two years since 1990. With each race, the solar cars travel faster and further with greater reliability. The NASC promotes: -Renewable energy technologies (specifically photovoltaic or solar cells) -Educational excellence in science, engineering and mathematics -Creative integration of technical and scientific expertise across a wide-range of disciplines -Hands-on experience for students and engineers to develop and demonstrate their technical and creative abilities. Safety is the first priority for the NASC. Each team put its car through grueling qualifying and technical inspections. Teams that failed to meet the requirements were not allowed participate. During the race, each team was escorted by lead and chase vehicles sporting rooftop hazard flashers. An official observer accompanied each solar car team to keep it alert to any safety issues.

  1. Factors affecting expanded electricity trade in North America

    The authors explore factors that affect electricity trade between enterprises in the US and Canada and the US and Mexico. They look to those underlying policy and institutional factors that affect the relative costs of producing electricity in the three countries. In particular, they consider six factors that appear to have a significant impact on electricity trade in North America: differences in the types of economic regulation of power leading to differences in cost recovery for wholesale and retail power and wheeling charges; changing regulatory attitudes, placing more emphasis on demand-side management and environmental concerns; differences in energy and economic policies; differences in national and subnational environmental policies; changing organization of electric power industries which may foster uncertainty, change historical relationships, and provide other potentially important sources of power for distribution utilities; and differences in the ability of enterprises to gain access to electric power markets because of restrictions placed on transmission access. In Section 2, the authors discuss the regulation of electricity trade in North America and provide an overview of the recent trading experience for electricity between Canada and the US and between Mexico and the US, including the volume of that trade over the past decade and existing transmission capacity between regions of the three countries. In Section 3, they look at the benefits that accrue to trading counties and what those benefits are likely to be for the three countries. The discussion in Section 4 centers on the relevant provisions of the Canada Free Trade Agreement and the proposed North American Free Trade Agreement. In Section 5, they set the stage for the discussion of policy and institutional differences presented in Section 6 by outlining differences in the organization of the electric power sectors of Canada, the US, and Mexico. The study is synthesized in Section 7.

    On September 14-16, 2004, the Advanced Concepts Group of Sandia National Laboratories in conjunction with the University of Texas at El Paso and the North American Institute hosted a workshop (fest) designed to explore the concept of a North American continental approach to countering terrorism. The fest began with the basic premise that the successful defense of North America against the threat of terrorism will require close collaboration among the North American allies--Canada, Mexico and the U.S.--as well as a powerful set of information collection and analysis tools and deterrence strategies. The NorthAm Fest recast the notion of ''homeland defense'' as a tri-national effort to protect the North American continent against an evolving threat that respects no borders. This is a report of the event summarizing the ideas explored. The fest examined the uniqueness of dealing with terrorism from a tri-national North American viewpoint, the role and possible features of joint security systems, concepts for ideal continental security systems for North America, and the challenges and opportunities for such systems to become reality. The following issues were identified as most important for the advancement of this concept. (1) The three countries share a set of core values--democracy, prosperity and security--which form the basis for joint interactions and allow for the development of a culture of cooperation without affecting the sovereignty of the members. (2) The creation of a continental defensive strategy will require a set of strategic guidelines and that smart secure borders play a pivotal role. (3) Joint security systems will need to operate from a set of complementary but not identical policies and procedures. (4) There is a value in joint task forces for response and shared information systems for the prevention of attacks. (5) The private sector must play a critical role in cross-border interactions.     The Pacific and Atlantic-Gulf of Mexico continental margins converge towards southern Mexico, delimiting the Southern Cone of North American. The margins are controlled by late Precambrian to early Paleozoic rift systems. The Neoproterozoic rifts along the Pacific margin truncate the 1.3--1.0 Ga Grenville-Llano front and still older structural boundaries within the craton, such as the Snowbird line. The Atlantic margin originated by separation from another continent within the Grenville orogen near the time of the Precambrian-Cambrian boundary. The Gulf of Mexico margin was initiated with rifting at that time, but appears to truncate the Ordovician Taconian orogen in Georgia. The continental margins of the Southern Cone may prove critical in understanding the origin of North America as a discrete continent. A possible continuation of the Grenville-Llano front has now been identified along the Pacific margin of the East Antarctic craton; the opposite side of the Grenville orogen may be present in South America and East Antarctic; a southern continuation of the Taconic Appalachians may have been identified in southern South American and Antarctica (L. Dalla Salda et al., Geology, 1992 a;b: I. Dalziel, Geology, 1991, and GSA Today, 1992; P. Hoffman, Science, 1991; E. Moores, Geology, 1991). Thus the geology of the Southern Cone of North America provides opportunities for critical testing of these globally important hypotheses, notably through geochronometry, isotope geochemistry, stratigraphy, and paleobiogeography. Conversely, East Antarctica, southern Africa, and the proto-Andean margin of South America may offer exciting opportunities to further understanding of pre-Pangea geology across southern North America.

    The majority of large North American rivers are fragmented by dams that interrupt migrations of wide-ranging fishes like sturgeons. Reconnecting habitat is viewed as an important means of protecting sturgeon species in U.S. rivers because these species have lost between 5% and 60% of their historical ranges. Unfortunately, facilities designed to pass other fishes have rarely worked well for sturgeons. The most successful passage facilities were sized appropriately for sturgeons and accommodated bottom-oriented species. For upstream passage, facilities with large entrances, full-depth guidance systems, large lifts, or wide fishways without obstructions or tight turns worked well. However, facilitating upstream migrationmore » is only half the battle. Broader recovery for linked sturgeon populations requires safe round-trip passage involving multiple dams. The most successful downstream passage facilities included nature-like fishways, large canal bypasses, and bottom-draw sluice gates. We outline an adaptive approach to implementing passage that begins with temporary programs and structures and monitors success both at the scale of individual fish at individual dams and the scale of metapopulations in a river basin. The challenge will be to learn from past efforts and reconnect North American sturgeon populations in a way that promotes range expansion and facilitates population recovery.« less

    The US electric utility industry is undergoing a period of fundamental change that has significant implications for Native American tribes. Although many details remain to be determined, the future electric power industry will be very different from that of the present. It is anticipated that the new competitive electric industry will be more efficient, which some believe will benefit all participants by lowering electricity costs. Recent developments in the industry, however, indicate that the restructuring process will likely benefit some parties at the expense of others. Given the historical experience and current situation of Native American tribes in the US, there is good reason to pay attention to electric industry changes to ensure that the situation of tribes is improved and not worsened as a result of electric restructuring. This paper provides a review of electricity restructuring in the US and identifies ways in which tribes may be affected and how tribes may seek to protect and serve their interests. Chapter 2 describes the current status of energy production and service on reservations. Chapter 3 provides an overview of the evolution of the electric industry to its present form and introduces the regulatory and structural changes presently taking place. Chapter 4 provides a more detailed discussion of changes in the US electric industry with a specific focus on the implications of these changes for tribes. Chapter 5 presents a summary of the conclusions reached in this paper.

    We present a 9 deg{sup 2} map of the North American and Pelican Nebulae regions obtained in all four Infrared Array Camera (IRAC) channels with the Spitzer Space Telescope. The resulting photometry is merged with that at JHK{sub s} from Two Micron All Sky Survey and a more spatially limited BVI survey from previous ground-based work. We use a mixture of color-color diagrams to select a minimally contaminated set of more than 1600 objects that we claim are young stellar objects (YSOs) associated with the star-forming region. Because our selection technique uses infrared excess as a requirement, our sample is strongly biased against inclusion of Class III YSOs. The distribution of IRAC spectral slopes for our YSOs indicates that most of these objects are Class II, with a peak toward steeper spectral slopes but a substantial contribution from a tail of Flat spectrum and Class I type objects. By studying the small fraction of the sample that is optically visible, we infer a typical age of a few Myr for the low-mass population. The young stars are clustered, with about a third of them located in eight clusters that are located within or near the LDN 935 dark cloud. Half of the YSOs are located in regions with surface densities higher than 1000 YSOs/deg{sup 2}. The Class I objects are more clustered than the Class II stars.

    Retrospective experience curves are a useful tool for understanding historic technology development, and can contribute to investment program analysis and future cost estimation efforts. This work documents our development of an analysis approach for deriving retrospective experience curves with a variable learning rate, and its application to develop an experience curve for compact fluorescent lamps for the global and North American markets over the years 1990-2007. Uncertainties and assumptions involved in interpreting data for our experience curve development are discussed, including the processing and transformation of empirical data, the selection of system boundaries, and the identification of historical changes in the learning rate over the course of 15 years. In the results that follow, we find that that the learning rate has changed at least once from 1990-2007. We also explore if, and to what degree, public deployment programs may have contributed to an increased technology learning rate in North America. We observe correlations between the changes in the learning rate and the initiation of new policies, abrupt technological advances, including improvements to ballast technology, and economic and political events such as trade tariffs and electricity prices. Finally, we discuss how the findings of this work (1) support the use of segmented experience curves for retrospective and prospective analysis and (2) may imply that investments in technological research and development have contributed to a change in market adoption and penetration.

    This paper examines the relationship between system frequency, reliability and markets. It was prompted by the frequency deviations recently experienced at 2200 hours daily but is more generally concerned with the question of what frequency control is necessary. The paper does not provide new information or document new research. Nor is it intended to educate readers concerning power system engineering. Instead, the purpose is to reexamine well known truths concerning the power system and to freshly explore the basic relationship between frequency, reliability and markets: stepping back, if you will, to see if we are collectively missing something. The concern of this paper is with frequency and reliability. Off-nominal frequency can impact reliability and markets efficiency (as we are using the term here) in four ways. It could damage equipment (generation, transmission, or load). It could degrade the quality of the product being delivered to end users (too low and lights would flicker unacceptably, for example). It could result in the collapse of the power system itself (by triggering protective system actions, for example). Or it could result in overloading transmission lines as various generators try to restore system frequency impacting markets efficiency. Often these causes operate in concert. Generator protective systems take action to prevent generator damage, for example, but exacerbate the overall generation/load imbalance. The paper is divided into two sections. The Introduction is followed by a section titled ''A Perspective on Frequency Control'' which addresses the physical requirements of the power system and how market transactions interact with the physical system. The ''Frequency Standards and Control Performance'' section discusses the various NERC and regional reliability council policies that govern utility performance and how these relate to frequency and reliability. Finally, Conclusions are provided.

    There are 1.4 Gt (1.5 billion st) of recoverable coal under less than 914 m (3,000 ft) of cover in Colorado in pitching seams. Snowmass Coal Co., in cooperation with the US Department of Energy, introduced the longwall mining method in pitching seams to North America. This venture is a coal mining research program directed toward the profitable production of coal under difficult mining conditions as found in pitching seams of the western US. Snowmass Coal classifies pitching seams into the following categories for longwall on the strike in seams 3 m (10 ft) or less thick: Flat = 0 to 10/sup 0/: Normal continuous mines and shuttle cars work efficiently. Slight = 10/sup 0/ to 22/sup 0/: The maximum pitch that rubber tired equipment will function. Moderate = 22/sup 0/ to 40/sup 0/: The angle of repose of mined coal. Steep = 40/sup 0/ to 60/sup 0/: The limit of safe use of this roof support. Vertical = over 60/sup 0/. The longwall roof support covered here will work in all pitches except vertical. The shearer and conveyor will work in flat through moderate conditions. Longwalling across strike with this equipment in seam pitch over 60/sup 0/ could be accomplished with an inclined face. Development of the first longwall panel began in 1979 and was completed in 1981. The longwall equipment was installed and mining began on Aug. 11, 1981. Snowmass' performance shows that the capacity of a longwall operating on moderate pitch, up to 45/sup 0/, should be the same as a flat seam longwall. With equipment now available, pitching seam longwall is not only feasible, but cost competitive. The actual roof support method of troika concept has excellent maneuverability, good support, and low maintenance. The shearer has proven power to operate on moderate pitching seams.

  14. Bootstrapping a Sustainable North American PEM Fuel Cell Industry: Could a Federal Acquisition Program Make a Difference?

    The North American Proton Exchange Membrane (PEM) fuel cell industry may be at a critical juncture. A large-scale market for automotive fuel cells appears to be several years away and in any case will require a long-term, coordinated commitment by government and industry to insure the co-evolution of hydrogen infrastructure and fuel cell vehicles (Greene et al., 2008). The market for non-automotive PEM fuel cells, on the other hand, may be much closer to commercial viability (Stone, 2006). Cost targets are less demanding and manufacturers appear to be close, perhaps within a factor of two, of meeting them. Hydrogen supply is a significant obstacle to market acceptance but may not be as great a barrier as it is for hydrogen-powered vehicles due to the smaller quantities of hydrogen required. PEM fuel cells appear to be potentially competitive in two markets: (1) Backup power (BuP) supply, and (2) electrically-powered MHE (Mahadevan et al., 2007a, 2007b). There are several Original Equipment Manufacturers (OEMs) of PEM fuel cell systems for these applications but production levels have been quite low (on the order of 100-200 per year) and cumulative production experience is also limited (on the order of 1,000 units to date). As a consequence, costs remain above target levels and PEM fuel cell OEMs are not yet competitive in these markets. If cost targets can be reached and acceptable solutions to hydrogen supply found, a sustainable North American PEM fuel cell industry could be established. If not, the industry and its North American supply chain could disappear within a year or two. The Hydrogen Fuel Cell and Infrastructure Technologies (HFCIT) program of the U.S. Department of Energy (DOE) requested a rapid assessment of the potential for a government acquisition program to bootstrap the market for non-automotive PEM fuel cells by driving down costs via economies of scale and learning-by-doing.     The large and small-scale geothermal features of the North American continent and surrounding ocean areas illustrated on the new 1:5,000,000 DNAG Geothermal Map of North America are summarized. Sources for the data included on the map are given. The types of data included are heat flow sites coded by value, contours of heat flow with a color fill, areas of major groundwater effects on regional heat flow, the top-of-geopressure in the Gulf Coast region, temperature on the Dakota aquifer in the midcontinent, location of major hot springs and geothermal systems, and major center of Quaternary and Holocene volcanism. The large scale heat flow pattern that is well known for the conterminous United States and Canada of normal heat flow east of the Cordillera and generally high heat flow west of the front of the Cordillera dominates the continental portion of the map. However, details of the heat flow variations are also seen and are discussed briefly in this and the accompanying papers.

    The Tri-State Catalysis Society awarded 107 Kokes Travel Awards. The program was very successful and to date this was the most Kokes Travel Awards ever awarded at a North American Catalysis Society Meeting. It provided students who merited an award the opportunity to attend the meeting, present a paper in the form of either an oral presentation or a poster presentation, and to serve the North American Catalysis Society by participating in the organization of the meeting. Students worked very hard during the week of the meeting to make it a success. Financial support for the Kokes awards was provided by DOE, NSF, NACS, as well as the Tri-State Catalysis Society, the latter through fund raising activities, and other donations. AT the meeting, each student received over $1050 in kind to offset the costs of registration fees ($260), hotel accommodations ($295.7), transportation ($400 travel allowance), as well as T-shirts ($20), and banquet tickets ($95 provided by donations from society members). In addition, for the first time, students received certificates that were signed by the President of NACS, Professor Enrique Iglesia, and by the Kokes Awards Chair, Gary Jacobs (see last page). A list of meeting co-chairs (i.e., Uschi M. Graham, Umit S. Ozkan, and Madan Bhassin) and the honorary chair (Burtron H. Davis) was also included on the certificate, along with the name of the recipient. The awardees were chosen on a merit-based guideline which also included the requirements of having a presentation accepted at the meeting and being a student at a North American University. The Richard J. Kokes Student Travel Award Committee (Gary Jacobs, Rodney Andrews, and Peter Smirniotis) with help from the Organizing Committee were able to secure money from four sources as detailed in Table 1. As detailed by our Treasurer, Dr. Helge Toufar of Clariant, the total amount spent was $105,000.

    The Unified North American Soil Map (UNASM) was developed to provide more accurate regional soil information for terrestrial biosphere modeling. The UNASM combines information from state-of-the-art U.S. STATSGO2 and Soil Landscape of Canada (SLCs) databases. The area not covered by these datasets is filled with the Harmonized World Soil Database version 1.1 (HWSD1.1). The UNASM contains maximum soil depth derived from the data source as well as seven soil attributes (including sand, silt, and clay content, gravel content, organic carbon content, pH, and bulk density) for the top soil layer (0-30 cm) and the sub soil layer (30-100 cm) respectively, of the spatial resolution of 0.25 degrees in latitude and longitude. There are pronounced differences in the spatial distributions of soil properties and soil organic carbon between UNASM and HWSD, but the UNASM overall provides more detailed and higher-quality information particularly in Alaska and central Canada. To provide more accurate and up-to-date estimate of soil organic carbon stock in North America, we incorporated Northern Circumpolar Soil Carbon Database (NCSCD) into the UNASM. The estimate of total soil organic carbon mass in the upper 100 cm soil profile based on the improved UNASM is 347.70 Pg, of which 24.7% is under trees, 14.2% is under shrubs, and 1.3% is under grasses and 3.8% under crops. This UNASM data will provide a resource for use in land surface and terrestrial biogeochemistry modeling both for input of soil characteristics and for benchmarking model output.

    Energy consumption and performance data were collected on more than 40 electric and hybrid vehicles during the 1995 American Tour de Sol. At this competition, one electric vehicle drove 229 miles on one charge using nickel metalhydride batteries. The results obtained from the data show that electric vehicle efficiencies reached 9.07 mi./kWh or 70 equivalent mpg of gasoline when compared to the total energy cycle efficiency of electricity and gasoline. A gasoline-fueled 1995 Geo Metro that drove the same route attained 36.4 mpg.

    The Council of Energy Resource Tribes (CERT) will facilitate technical expertise and training of Native Americans in renewable energy resource development for electrical generation facilities, and distributed generation options contributing to feasibility studies, strategic planning and visioning. CERT will also provide information to Tribes on energy efficiency and energy management techniques.This project will provide facilitation and coordination of expertise from government agencies and private industries to interact with Native Americans in ways that will result in renewable energy resource development, energy efficiency program development, and electrical generation facilities management by Tribal entities. The intent of this cooperative agreement is to help build capacity within the Tribes to manage these important resources.

    During a synoptic survey of the North American Nebula region, the Palomar Transient Factory (PTF) detected an optical outburst (dubbed PTF10nvg) associated with the previously unstudied flat or rising spectrum infrared source IRAS 20496+4354. The PTF R-band light curve reveals that PTF10nvg brightened by more than 5 mag during the current outburst, rising to a peak magnitude of R{sub PTF} {approx} 13.5 in 2010 September. Follow-up observations indicate that PTF10nvg has undergone a similar {approx}5 mag brightening in the K band and possesses a rich emission-line spectrum, including numerous lines commonly assumed to trace mass accretion and outflows. Many of these lines are blueshifted by {approx}175 km s{sup -1} from the North American Nebula's rest velocity, suggesting that PTF10nvg is driving an outflow. Optical spectra of PTF10nvg show several TiO/VO band heads fully in emission, indicating the presence of an unusual amount of dense (>10{sup 10} cm{sup -3}), warm (1500-4000 K) circumstellar material. Near-infrared spectra of PTF10nvg appear quite similar to a spectrum of McNeil's Nebula/V1647 Ori, a young star which has undergone several brightenings in recent decades, and 06297+1021W, a Class I protostar with a similarly reached near-infrared emission line spectrum. While further monitoring is required to fully understand this event, we conclude that the brightening of PTF10nvg is indicative of enhanced accretion and outflow in this Class-I-type protostellar object, similar to the behavior of V1647 Ori in 2004-2005.

    The biennial North American Catalysis Society (NACS) Meetings are the premiere conferences in the area of catalysis, surface science, and reaction engineering. The 22nd meeting will be held the week of June 5-10, 2011 in Detroit, Michigan. The objective of the Meetings is to bring together leading researchers for intensive scientific exchange and interactions. Financial support that offsets some of the associated costs (specifically, registration fee, airline tickets, and hotel accommodations) would encourage graduate students, and for the first time undergraduate students, to attend and participate meaningfully in this conference. The funds sought in this proposal will help support the Richard J. Kokes Travel Award program. Graduate students eligible for these merit-based Awards are those who study at a North American university and who will present at the Meeting. We have currently 209 applications and we expect to be able to fund about half of them. The NACS has traditionally sought to encourage graduate student, and this year for the first time undergraduate studies, participation at the National Meetings and providing financial support is the most effective means to do so. Their attendance would contribute significantly to their scientific training and communication and presentation skills. They would be exposed to the leading researchers from the US and abroad; they would meet their peers from other universities; they would learn about cutting-edge results that could benefit their research projects; and they may become interested in becoming active participants in the catalysis community. These young investigators represent the next generation of scientists and engineers, and their proper training will lead to future scientific breakthroughs and technological innovations that benefit the US economy.   20. American Recovery and Reinvestment Act: North Fork Skokomish Powerhouse at Cushman No. 2 Dam

    The objective of this project was to add generating capacity on an in-stream flow release at Tacoma Power's Cushman hydroelectric project, Cushman No. 2 Dam, FERC Project P-460. The flow that is being used to generate additional electricity was being discharged from a valve at the base of the dam without recovery of the energy. A second objective to the project was to incorporate upstream fish passage by use of a fish collection structure attached to the draft tubes of the hydroelectric units. This will enable reintroduction of native anadromous fish above the dams which have blocked fish passage since the late 1920's. The project was funded in part by the American Recovery and Reinvestment Act through the Department of Energy, Office of Energy, Efficiency and Renewable Energy, Wind and Water Power Program.

    We use 2009–2011 space-borne methane observations from the Greenhouse Gases Observing SATellite (GOSAT) to constrain global and North American inversions of methane emissions with 4° × 5° and up to 50 km × 50 km spatial resolution, respectively. The GOSAT data are first evaluated with atmospheric methane observations from surface networks (NOAA, TCCON) and aircraft (NOAA/DOE, HIPPO), using the GEOS-Chem chemical transport model as a platform to facilitate comparison of GOSAT with in situ data. This identifies a high-latitude bias between the GOSAT data and GEOS-Chem that we correct via quadratic regression. The surface and aircraft data are subsequently usedmore » for independent evaluation of the methane source inversions. Our global adjoint-based inversion yields a total methane source of 539 Tg a−1 and points to a large East Asian overestimate in the EDGARv4.2 inventory used as a prior. Results serve as dynamic boundary conditions for an analytical inversion of North American methane emissions using radial basis functions to achieve high resolution of large sources and provide full error characterization. We infer a US anthropogenic methane source of 40.2–42.7 Tg a−1, as compared to 24.9–27.0 Tg a−1 in the EDGAR and EPA bottom-up inventories, and 30.0–44.5 Tg a−1 in recent inverse studies. Our estimate is supported by independent surface and aircraft data and by previous inverse studies for California. We find that the emissions are highest in the South-Central US, the Central Valley of California, and Florida wetlands, large isolated point sources such as the US Four Corners also contribute.     We present observations of {approx}7 deg{sup 2} of the North American and Pelican Nebulae region at 24, 70, and 160 {mu}m with the Spitzer Space Telescope Multiband Imaging Photometer for Spitzer (MIPS). We incorporate the MIPS observations with earlier Spitzer Infrared Array Camera (IRAC) observations, as well as archival near-infrared (IR) and optical data. We use the MIPS data to identify 1286 young stellar object (YSO) candidates. IRAC data alone can identify 806 more YSO candidates, for a total of 2076 YSO candidates. Prior to the Spitzer observations, there were only {approx}200 YSOs known in this region. Three subregions within the complex are highlighted as clusters: the Gulf of Mexico, the Pelican, and the Pelican's Hat. The Gulf of Mexico cluster is subject to the highest extinction (A{sub V} at least {approx}30) and has the widest range of infrared colors of the three clusters, including the largest excesses and by far the most point-source detections at 70 {mu}m. Just 3% of the cluster members were previously identified; we have redefined this cluster as about 10-100 times larger (in projected area) than was previously realized.

    The first U.S. demonstration of the NGK sodium/sulfur battery technology was launched in August 2002 when a prototype system was installed at a commercial office building in Gahanna, Ohio. American Electric Power served as the host utility that provided the office space and technical support throughout the project. The system was used to both reduce demand peaks (peak-shaving operation) and to mitigate grid power disturbances (power quality operation) at the demonstration site. This report documents the results of the demonstration, provides an economic analysis of a commercial sodium/sulfur battery energy storage system at a typical site, and describes a side-by-side demonstration of the capabilities of the sodium/sulfur battery system, a lead-acid battery system, and a flywheel-based energy storage system in a power quality application.

    Our current understanding of terrestrial carbon processes is represented in various models used to integrate and scale measurements of CO{sub 2} exchange from remote sensing and other spatiotemporal data. Yet assessments are rarely conducted to determine how well models simulate carbon processes across vegetation types and environmental conditions. Using standardized data from the North American Carbon Program we compare observed and simulated monthly CO{sub 2} exchange from 44 eddy covariance flux towers in North America and 22 terrestrial biosphere models. The analysis period spans {approx}220 site-years, 10 biomes, and includes two large-scale drought events, providing a natural experiment to evaluate model skill as a function of drought and seasonality. We evaluate models' ability to simulate the seasonal cycle of CO{sub 2} exchange using multiple model skill metrics and analyze links between model characteristics, site history, and model skill. Overall model performance was poor; the difference between observations and simulations was {approx}10 times observational uncertainty, with forested ecosystems better predicted than nonforested. Model-data agreement was highest in summer and in temperate evergreen forests. In contrast, model performance declined in spring and fall, especially in ecosystems with large deciduous components, and in dry periods during the growing season. Models used across multiple biomes and sites, the mean model ensemble, and a model using assimilated parameter values showed high consistency with observations. Models with the highest skill across all biomes all used prescribed canopy phenology, calculated NEE as the difference between GPP and ecosystem respiration, and did not use a daily time step.

  11. Bootstrapping a Sustainable North American PEM Fuel Cell Industry: Could a Federal Acquisition Program Make a Difference?

    The North American Proton Exchange Membrane (PEM) fuel cell industry may be at a critical juncture. A large-scale market for automotive fuel cells appears to be several years away and in any case will require a long-term, coordinated commitment by government and industry to insure the co-evolution of hydrogen infrastructure and fuel cell vehicles (Greene et al., 2008). The market for non-automotive PEM fuel cells, on the other hand, may be much closer to commercial viability (Stone, 2006). Cost targets are less demanding and manufacturers appear to be close, perhaps within a factor of two, of meeting them. Hydrogen supply is a significant obstacle to market acceptance but may not be as great a barrier as it is for hydrogen-powered vehicles due to the smaller quantities of hydrogen required.

    Deregulation on both sides of the U.S.-Canadian border has made certain aspects of trade agreements largely superfluous in the near term. It is over the longer term that the impact of the NAFTA will become apparent. To grapple with this issue, simulations are attempted of oil and gas trade between the United States and Canada as if the NAFTA had been in place before the first oil price shock of 1973. The simulations suggest substantial additional exports of Canadian oil and gas would have enabled the United States to back out volumes of OPEC oil during the critical years of the late 1970s and early 1980s. This would have served to dampen world oil markets during the years of OPEC ascendancy-not dramatically, but not negligibly either. By promoting closer integration of energy markets, the NAFTA should lead to more cohesive North American responses to any future world oil shocks. 13 refs., 8 tabs.

    Ecosystems are important and dynamic components of the global carbon cycle, and terrestrial biospheric models (TBMs) are crucial tools in further understanding of how terrestrial carbon is stored and exchanged with the atmosphere across a variety of spatial and temporal scales. Improving TBM skills, and quantifying and reducing their estimation uncertainties, pose significant challenges. The Multi-scale Synthesis and Terrestrial Model Intercomparison Project (MsTMIP) is a formal multi-scale and multi-model intercomparison effort set up to tackle these challenges. The MsTMIP protocol prescribes standardized environmental driver data that are shared among model teams to facilitate model model and model observation comparisons. Inmore » this article, we describe the global and North American environmental driver data sets prepared for the MsTMIP activity to both support their use in MsTMIP and make these data, along with the processes used in selecting/processing these data, accessible to a broader audience. Based on project needs and lessons learned from past model intercomparison activities, we compiled climate, atmospheric CO2 concentrations, nitrogen deposition, land use and land cover change (LULCC), C3 / C4 grasses fractions, major crops, phenology and soil data into a standard format for global (0.5⁰ x 0.5⁰ resolution) and regional (North American: 0.25⁰ x 0.25⁰ resolution) simulations.     In 1994, the US Department of Energy, through Argonne National Laboratory`s Center for Transportation Research, sponsored energy-efficiency data collection from student, private, and professional electric vehicles during the American Tour de Sol (ATdS). The ATDS is a multiple-day road rally event, from New York City to Philadelphia. During each leg of the event, kilowatt-hour meters measured the efficiency of the electric vehicles (EVs), which averaged from 5.68 to 65.74 km/kWh. In addition to daily energy-usage measurements, some vehicles used a data-acquisition unit to collect second-by-second information. This showed, in one case, that 21% of the total energy was captured in regenerative braking. Some of the vehicles were also tested on a dynamometer for energy-efficiency, acceleration, and steady-state power ratings. This paper also compares the energy efficiency of the vehicles during the road rally to the dynamometer results. In almost all vehicles, there was an increase in energy efficiency when the vehicle was traveling over the road, due to the non-transient duty cycle and efficient driving techniques. The dynamometer testing also showed that some EVs are equal to or better than gasoline vehicles in performance and efficiency.

    ALSTOM Power Inc.'s Power Plant Laboratories (ALSTOM) has teamed with American Electric Power (AEP), ABB Lummus Global Inc. (ABB), the US Department of Energy National Energy Technology Laboratory (DOE NETL), and the Ohio Coal Development Office (OCDO) to conduct a comprehensive study evaluating the technical feasibility and economics of alternate CO{sub 2} capture and sequestration technologies applied to an existing US coal-fired electric generation power plant. The motivation for this study was to provide input to potential US electric utility actions concerning GHG emissions reduction. If the US decides to reduce CO{sub 2} emissions, action would need to be taken to address existing power plants. Although fuel switching from coal to natural gas may be one scenario, it will not necessarily be a sufficient measure and some form of CO{sub 2} capture for use or disposal may also be required. The output of this CO{sub 2} capture study will enhance the public's understanding of control options and influence decisions and actions by government, regulators, and power plant owners in considering the costs of reducing greenhouse gas CO{sub 2} emissions. The total work breakdown structure is encompassed within three major reports, namely: (1) Literature Survey, (2) AEP's Conesville Unit No.5 Retrofit Study, and (3) Bench-Scale Testing and CFD Evaluation. The report on the literature survey results was issued earlier by Bozzuto, et al. (2000). Reports entitled ''AEP's Conesville Unit No.5 Retrofit Study'' and ''Bench-Scale Testing and CFD Evaluation'' are provided as companion volumes, denoted Volumes I and II, respectively, of the final report. The work performed, results obtained, and conclusions and recommendations derived therefrom are summarized.

    The pattern of world pipeline construction has begun to shift away from large diameter gas lines in North America. Total miles of gas pipelines planned this year and beyond have registered big increases in Europe and Asia- Pacific regions, more than offsetting decreased mileage of planned U.S. and Canadian gas projects. World products pipeline construction planned in 1992 and beyond shows the largest year to year gain, paced by projects in Latin America. Those are among highlights of this article. Many projects only under study or unlikely to be built are excluded from final mileage tallies.

    We investigate major results of the NARCCAP multiple regional climate model (RCM) experiments driven by multiple global climate models (GCMs) regarding climate change for seasonal temperature and precipitation over North America. We focus on two major questions: How do the RCM simulated climate changes differ from those of the parent GCMs and thus affect our perception of climate change over North America, and how important are the relative contributions of RCMs and GCMs to the uncertainty (variance explained) for different seasons and variables? The RCMs tend to produce stronger climate changes for precipitation: larger increases in the northern part of the domain in winter and greater decreases across a swath of the central part in summer, compared to the four GCMs driving the regional models as well as to the full set of CMIP3 GCM results. We pose some possible process-level mechanisms for the difference in intensity of change, particularly for summer. Detailed process-level studies will be necessary to establish mechanisms and credibility of these results. The GCMs explain more variance for winter temperature and the RCMs for summer temperature. The same is true for precipitation patterns. Thus, we recommend that future RCM-GCM experiments over this region include a balanced number of GCMs and RCMs.

Abstract Increasing demand for wood and wood products is putting stress on traditional forest production areas, leading to long-term economic and environmental concerns. Intensively managed hardwood forest systems (IMHFS), grown using conventional agricultural as well as forestry methods, can help alleviate potential problems in natural forest production areas. Although IMHFS can produce more biomass per hectare per year than natural forests, the ecologically simplified, monocultural systems may greatly increase the crops susceptibility to pests. Species in the genera Populus and Salix comprise the greatest acreage in IMHFS in North America, but other species, including Liquidambar styracifua and Platanus occidentalis, are also important. We discuss life histories, realized and potential damage, and management options for the most economically infuential pests that affect these hardwood species. The substantial inherent challenges associated with pest management in the monocultural environments created by IMHFS are reviewed. Finally, we discuss ways to design IMHFS that may reduce their susceptibility to pests, increase their growth and productivity potential, and create a more sustainable environment.

    NARSTO is a public/private partnership dedicated to improving management of air quality in North America. It was established on February 13, 1995 when representatives of Canada, the United States, and Mexico signed the NARSTO Charter in a ceremony at the White House. The Department of Energy is one of the charter members providing funding. The central programmatic goal of NARSTO is to provide data and information for use in the determination of workable, efficient, and effective strategies for local and regional ozone and fine particle management. Since its founding, NARSTO has completed three major scientific Assessments of critical air quality management issues. NARSTO maintains the Quality Systems Science Center and the NARSTO Data Archive for storing data from NARSTO Affiliated Research Activities and making these data available to the scientific community. NARSTO also facilitates activities, such as the Reactivity Research Working Group, which provide critical reviews of the state of the science in areas of interest to air quality policy makers. In January 1997, the U.S. Department of Energy's Environmental Sciences Division announced their sponsorship of the NARSTO Quality Systems Science Center (QSSC). The QSSC is located at the Oak Ridge National Laboratory within the Carbon Dioxide Information Analysis Center (CDIAC). Quality Assurance and Data Management assistance and guidelines are provided by the QSCC, along with access to data files.     The Zaza Terrane is part of the Caribbean plate thrust over the southern edge of the North American basinal and platform carbonate rocks of upper Jurassic-Lower Cretaceous age. Zaza Terrane are volcanic and ophiolitic rocks of Cretaceous age. The ophiolites are mostly serpentines which behave as reservoirs and seals. All Cuban oil fields are either within Zaza Terrane or basinal carbonates underneath, or not far away to the north of the thrust contacts. It appears that the overthrusting of the Zaza Terrane caused the generation of oil in the basinal carbonate source rocks underneath, due to the increase of rock thickness which lowered the oil window to a deeper position and increased the geothermal gradient. Oil generation was after thrusting, during post-orogenic. API gravity of oil is light toward the south and heavy to very heavy to the north. Source rocks to the south are probably of terrigenous origin.

    Soil temperature can exhibit considerable memory from weather and climate signals and is among the most important initial conditions in numerical weather and climate models. Consequently, a more accurate long-term land surface soil temperature dataset is needed to improve weather and climate simulation and prediction, and is also important for the simulation of agricultural crop yield and ecological processes. The North-American Land Data Assimilation (NLDAS) Phase 2 (NLDAS-2) has generated 31-years (1979-2009) of simulated hourly soil temperature data with a spatial resolution of 1/8o. This dataset has not been comprehensively evaluated to date. Thus, the ultimate purpose of the present work is to assess Noah-simulated soil temperature for different soil depths and timescales. We used long-term (1979-2001) observed monthly mean soil temperatures from 137 cooperative stations over the United States to evaluate simulated soil temperature for three soil layers (0-10 cm, 10-40 cm, 40-100 cm) for annual and monthly timescales. We used short-term (1997-1999) observed soil temperature from 72 Oklahoma Mesonet stations to validate simulated soil temperatures for three soil layers and for daily and hourly timescales. The results showed that the Noah land surface model (Noah LSM) generally matches observed soil temperature well for different soil layers and timescales. At greater depths, the simulation skill (anomaly correlation) decreased for all time scales. The monthly mean diurnal cycle difference between simulated and observed soil temperature revealed large midnight biases in the cold season due to small downward longwave radiation and issues related to model parameters.

    Terrestrial biosphere models (TBMs) have become an integral tool for extrapolating local observations and understanding of land-atmosphere carbon exchange to larger regions. The North American Carbon Program (NACP) Multi-scale synthesis and Terrestrial Model Intercomparison Project (MsTMIP) is a formal model intercomparison and evaluation effort focused on improving the diagnosis and attribution of carbon exchange at regional and global scales. MsTMIP builds upon current and past synthesis activities, and has a unique framework designed to isolate, interpret, and inform understanding of how model structural differences impact estimates of carbon uptake and release. Here we provide an overview of the MsTMIP effort and describe how the MsTMIP experimental design enables the assessment and quantification of TBM structural uncertainty. Model structure refers to the types of processes considered (e.g. nutrient cycling, disturbance, lateral transport of carbon), and how these processes are represented (e.g. photosynthetic formulation, temperature sensitivity, respiration) in the models. By prescribing a common experimental protocol with standard spin-up procedures and driver data sets, we isolate any biases and variability in TBM estimates of regional and global carbon budgets resulting from differences in the models themselves (i.e. model structure) and model-specific parameter values. An initial intercomparison of model structural differences is represented using hierarchical cluster diagrams (a.k.a. dendrograms), which highlight similarities and differences in how models account for carbon cycle, vegetation, energy, and nitrogen cycle dynamics. We show that, despite the standardized protocol used to derive initial conditions, models show a high degree of variation for GPP, total living biomass, and total soil carbon, underscoring the influence of differences in model structure and parameterization on model estimates.

    AEP studied the direct and indirect benefits, strengths, and weaknesses of distributed energy storage systems (DESS) and chose to transform its entire utility grid into a system that achieves optimal integration of both central and distributed energy assets. To that end, AEP installed the first NAS battery-based, energy storage system in North America. After one year of operation and testing, AEP has concluded that, although the initial costs of DESS are greater than conventional power solutions, the net benefits justify the AEP decision to create a grid of DESS with intelligent monitoring, communications, and control, in order to enable the utility grid of the future. This report details the site selection, construction, benefits and lessons learned of the first installation, at Chemical Station in North Charleston, WV.

    Based on lithologic and faunal analysis of uppermost Carboniferous through Lower Permian strata (Wabaunsee through lower Chase groups) exposed from southeastern Nebraska through north-central Oklahoma, a preliminary glacial-eustatic sea-level fluctuation curve is presented herein. In addition to the sea-level curve presented for the Midcontinent region, one for coeval outcropping strata (middle and upper Cisco Group) of the Eastern Shelf of the Midland Basin is also presented based on similar criteria. This sea-level curve is derived from new field studies as well as a refinement of earlier curves presented by Harrison (1973), and Boardman and Malinky (1985). The conclusion on the nature of the Carboniferous-Permian boundary strata cyclothems in the Midcontinent is mirrored by the results of that from North-Central Texas. Each of the primary biostratigraphically-based picks for the Carboniferous-Permian boundary coincide with either intermediate of major cycles in both study areas. Utilization of a glacial-eustatic maximum transgressive event for the Carboniferous-Permian boundary should result in a more correlatable level for intercontinental correlation.

  10. Growth faulting and syntectonic casting of the Dawson Creek Graben Complex: A North American craton-marginal trough; Carboniferous-Permian Peace River Embayment, western Canada

    The Dawson Creek Graben Complex was a 150 {times} 300 km, craton-perpendicular trough near the western North American craton margin. Sedimentary infill spanned 100 million years, and this tectonically controlled basin provides a comparison with other craton-marginal troughs or aulacogens, such as the Big Snowy, Uinta, Delaware, and Southern Oklahoma. The authors suspect that the graben complex was controlled by outboard, Antler-like orogeny and perhaps some strike-slip control. This syntectonic graben infill model provides a basis for developing new structural-stratigraphic plays in this mature basin. This extensional trough rests on a former basement arch and is centered in the broadly downwarped Peace River embayment. Sediment infill records several graben casting stages beginning with westernmost down-dropping, which then extended eastward and was accompanied by an increase in growth-type block faulting. Subsidence and faulting decay was followed by a retreat to western areas and tectonic stabilization. The complex was an arcuate half-graben, steep to the north, that widened asymmetrically and increased in depth to the west through time. The complex contained a principal half-graben with neighboring satellite grabens; throughout the complex are numerous kilometer-scale horst and graben blocks. The horsts subsided slower than neighboring grabens. This differential subsidence along block-bounding syn- and postdepositional growth-type normal faults controlled formation and bed thickness, as did inter- and intraformational unconformities.

    Test Area North (TAN) was a site of the Aircraft Nuclear Propulsion (ANP) Project of the U.S. Air Force and the Atomic Energy Commission. Its Cold War mission was to develop a turbojet bomber propelled by nuclear power. The project was part of an arms race. Test activities took place in five areas at TAN. The Assembly & Maintenance area was a shop and hot cell complex. Nuclear tests ran at the Initial Engine Test area. Low-power test reactors operated at a third cluster. The fourth area was for Administration. A Flight Engine Test facility (hangar) was built to house the anticipated nuclear-powered aircraft. Experiments between 1955-1961 proved that a nuclear reactor could power a jet engine, but President John F. Kennedy canceled the project in March 1961. ANP facilities were adapted for new reactor projects, the most important of which were Loss of Fluid Tests (LOFT), part of an international safety program for commercial power reactors. Other projects included NASA's Systems for Nuclear Auxiliary Power and storage of Three Mile Island meltdown debris. National missions for TAN in reactor research and safety research have expired; demolition of historic TAN buildings is underway.

Models are evaluated against hourly surface ozone from 4217 stations in North America and Europe that are averaged over 1° × 1° grid cells, allowing commensurate model-measurement comparison. Models are generally biased high during all hours of the day and in all regions. Most models simulate the shape of regional summertime diurnal and annual cycles well, correctly matching the timing of hourly (~ 15:00) and monthly (mid-June) peak surface ozone abundance. The amplitude of these cycles is less successfully matched. The observedmore » summertime diurnal range (~ 25 ppb) is underestimated in all regions by about 7 ppb, and the observed seasonal range (~ 21 ppb) is underestimated by about 5 ppb except in the most polluted regions where it is overestimated by about 5 ppb. The models generally match the pattern of the observed summertime ozone enhancement, but they overestimate its magnitude in most regions. Most models capture the observed distribution of extreme episode sizes, correctly showing that about 80% of individual extreme events occur in large-scale, multi-day episodes of more than 100 grid cells.     This paper reviews research approaches and open questions regarding data, statistical analyses, dynamics, modeling efforts, and trends in relation to temperature extremes. Our specific focus is upon extreme events of short duration (roughly less than 5 days) that affect parts of North America. These events are associated with large scale meteorological patterns (LSMPs). Methods used to define extreme events statistics and to identify and connect LSMPs to extreme temperatures are presented. Recent advances in statistical techniques can connect LSMPs to extreme temperatures through appropriately defined covariates that supplements more straightforward analyses. A wide array of LSMPs, ranging from synoptic to planetary scale phenomena, have been implicated as contributors to extreme temperature events. Current knowledge about the physical nature of these contributions and the dynamical mechanisms leading to the implicated LSMPs is incomplete. There is a pressing need for (a) systematic study of the physics of LSMPs life cycles and (b) comprehensive model assessment of LSMP-extreme temperature event linkages and LSMP behavior. Generally, climate models capture the observed heat waves and cold air outbreaks with some fidelity. However they overestimate warm wave frequency and underestimate cold air outbreaks frequency, and underestimate the collective influence of low-frequency modes on temperature extremes.     We perform a search for continuous gravitational waves from individual supermassive black hole binaries using robust frequentist and Bayesian techniques. We augment standard pulsar timing models with the addition of time-variable dispersion measure and frequency variable pulse shape terms. We apply our techniques to the Five Year Data Release from the North American Nanohertz Observatory for Gravitational Waves. We find that there is no evidence for the presence of a detectable continuous gravitational wave; however, we can use these data to place the most constraining upper limits to date on the strength of such gravitational waves. Using the full 17 pulsar data set we place a 95% upper limit on the strain amplitude of h {sub 0} ? 3.0 10{sup 14} at a frequency of 10 nHz. Furthermore, we place 95% sky-averaged lower limits on the luminosity distance to such gravitational wave sources, finding that d{sub L} ? 425 Mpc for sources at a frequency of 10 nHz and chirp mass 10{sup 10} M {sub ?}. We find that for gravitational wave sources near our best timed pulsars in the sky, the sensitivity of the pulsar timing array is increased by a factor of ?four over the sky-averaged sensitivity. Finally we place limits on the coalescence rate of the most massive supermassive black hole binaries.

    This report addresses Hawaii electric system reliability issues; greater emphasis is placed on short-term reliability but resource adequacy is reviewed in reference to electric consumers' views of reliability %E2%80%9Cworth%E2%80%9D and the reserve capacity required to deliver that value. The report begins with a description of the Hawaii electric system to the extent permitted by publicly available data. Electrical engineering literature in the area of electric reliability is researched and briefly reviewed. North American Electric Reliability Corporation standards and measures for generation and transmission are reviewed and identified as to their appropriateness for various portions of the electric grid and for application in Hawaii. Analysis of frequency data supplied by the State of Hawaii Public Utilities Commission is presented together with comparison and contrast of performance of each of the systems for two years, 2010 and 2011. Literature tracing the development of reliability economics is reviewed and referenced. A method is explained for integrating system cost with outage cost to determine the optimal resource adequacy given customers' views of the value contributed by reliable electric supply. The report concludes with findings and recommendations for reliability in the State of Hawaii.

    A group of Canadian, US and Mexican natural resource specialists, organized by the Pacific Northwest National Laboratory (PNNL) under its North American Energy, Environment and Economy (NA3E) Program, has applied a simulation modeling approach to estimating the impact of ENSO-driven climatic variations on the productivity of major crops grown in the three countries. Methodological development is described and results of the simulations presented in this report. EPIC (the Erosion Productivity Impact Calculator) was the agro-ecosystem model selected-for this study. EPIC uses a daily time step to simulate crop growth and yield, water use, runoff and soil erosion among other variables. The model was applied to a set of so-called representative farms parameterized through a specially-assembled Geographic Information System (GIS) to reflect the soils, topography, crop management and weather typical of the regions represented. Fifty one representative farms were developed for Canada, 66 for the US and 23 for Mexico. El Nino-Southern Oscillation (ENSO) scenarios for the EPIC simulations were created using the historic record of sea-surface temperature (SST) prevailing in the eastern tropical Pacific for the period October 1--September 30. Each year between 1960 and 1989 was thus assigned to an ENSO category or state. The ENSO states were defined as El Nino (EN, SST warmer than the long-term mean), Strong El Nino (SEN, much warmer), El Viejo (EV, cooler) and Neutral (within {+-}0.5 C of the long-term mean). Monthly means of temperature and precipitation were then calculated at each farm for the period 1960--1989 and the differences (or anomalies) between the means in Neutral years and EN, SEN and EV years determined. The average monthly anomalies for each ENSO state were then used to create new monthly statistics for each farm and ENSO-state combination. The adjusted monthly statistics characteristic of each ENSO state were then used to drive a stochastic-weather simulator

    This study used a state-of-the-art planning model called SWITCH for the electric power system to investigate the evolution of the power systems of California and western North America from present-day to 2050 in the context of deep decarbonization of the economy. Researchers concluded that drastic power system carbon emission reductions were feasible by 2050 under a wide range of possible futures. The average cost of power in 2050 would range between $149 to $232 per megawatt hour across scenarios, a 21 to 88 percent increase relative to a business-as-usual scenario, and a 38 to 115 percent increase relative to the present-day cost of power. The power system would need to undergo sweeping change to rapidly decarbonize. Between present-day and 2030 the evolution of the Western Electricity Coordinating Council power system was dominated by implementing aggressive energy efficiency measures, installing renewable energy and gas-fired generation facilities and retiring coal-fired generation. Deploying wind, solar and geothermal power in the 2040 timeframe reduced power system emissions by displacing gas-fired generation. This trend continued for wind and solar in the 2050 timeframe but was accompanied by large amounts of new storage and long-distance high-voltage transmission capacity. Electricity storage was used primarily to move solar energy from the daytime into the night to charge electric vehicles and meet demand from electrified heating. Transmission capacity over the California border increased by 40 - 220 percent by 2050, implying that transmission siting, permitting, and regional cooperation will become increasingly important. California remained a net electricity importer in all scenarios investigated. Wind and solar power were key elements in power system decarbonization in 2050 if no new nuclear capacity was built.     In 2010, the U.S. Department of Energy (DOE) tasked Lawrence Berkeley National Laboratory (LBNL) and the Pacific Northwest National Laboratory (PNNL), in separate contracts, to provide coordinated technical support to the electricity industry for two national electricity reliability initiatives. The first initiative focused on improving the frequency response of each of the three North American interconnections. The second initiative focused on improving industry understanding of the causes and consequences of fault-induced delayed voltage recovery, which has been observed in all three interconnections. Both initiatives were conducted in close coordination with the North American Electric Reliability Corporation (NERC) and the Western Electric Coordination Council (WECC) and involved the participation of leading utilities from across the United States. This is the final report on LBNL’s activities. It consists of summaries of each activity, including references to published documents that were prepared through the course of the project. (Activities under taken by PNNL are reported on in a separate report.)
