    North-northeast-south-southwest [open quotes]Atlantic[close quotes] trending, east-northeast-west-southwest to east-west [open quotes]Mediterranean[close quotes] trending as well as northwest-southeast-trending fault systems of variscan or even pre-variscan age controlled the facies distribution between the Atlantic shoreline of Morocco in the west and the eastern margin of the Pelagian block east of the Maltese Islands. This region incorporates large parts of Algeria and Tunisia. Multiple reactivation of these fault zones as normal faults and as reverse faults with significant strike-slip components occurred during a period beginning with Triassic red bed sedimentation until recent times. Fault movements reflect the westward propagation of the Tethys in combination with the evolution of the Atlantic Ocean. The region corresponds to the western part of the southern passive margin of the Tethys until the end of Paleogene marine deposition. Though overprinted by Alpine collisions in younger Tertiary times, the role of such fault trends can be demonstrated all over the region. Comparable fault directions as well as comparable shape and size of isolated fault blocks have been observed in an area ranging from Morocco to the Maltese Islands. Vertical and horizontal movements including small-scale rotations and their relationship to different stages of plate reorganization will be discussed using examples from Morocco and Tunisia. The interaction between local fault movements and global sea level changes caused a characteristic facies pattern for different Mesozoic to Cenozoic stages. The distribution of continental red beds, marine shallow water, slope and/or deep water deposits can be used for the prediction of reservoirs, sources, and seals. Stratigraphic play concepts will be introduced for Jurassic, Cretaceous, and Paleogene rocks.

    The vast continent of Africa hosts over eight sedimentary basins, covering approximately half its total area. Of these basins, only 82% have entered a mature exploration phase, 9% have had little or no exploration at all. Since oil was first discovered in Africa during the mid-1950s, old play concepts continue to bear fruit, for example in Egypt and Nigeria, while new play concepts promise to become more important, such as in Algeria, Angola, Chad, Egypt, Gabon, and Sudan. The most exciting developments of recent years in African oil exploration are: (1) the Gamba/Dentale play, onshore Gabon; (2) the Pinda play, offshore Angola; (3) the Lucula/Toca play, offshore Cabinda; (4) the Metlaoui play, offshore Libya/Tunisia; (5) the mid-Cretaceous sand play, Chad/Sudan; and (6) the TAG-I/F6 play, onshore Algeria. Examples of these plays are illustrated along with some of the more traditional oil plays. Where are the future oil plays likely to develop No doubt, the Saharan basins of Algeria and Libya will feature strongly, also the presalt of Equatorial West Africa, the Central African Rift System and, more speculatively, offshore Ethiopia and Namibia, and onshore Madagascar, Mozambique, and Tanzania.

    High temperature solar thermal (HTST) technology offers an attractive option for both industrialized and non-industrialized countries to generate electricity and industrial process steam. The purpose of this report is to assess the potential market for solar thermal applications in the North African countries of Algeria, Egypt, Morocco and Tunisia. North Africa was selected because of its outstanding solar resource base and the variety of applications to be found there. Diminishing oil and gas resources, coupled with expanding energy needs, opens a large potential market for the US industry. The US high temperature solar trough industry has little competition globally and could build a large market in these areas. The US is already familiar with certain solar markets in North Africa due to the supplying of substantial quantities of US-manufactured flat plate collectors to this region.

    Warm sea surface temperatures (SSTs) in North Atlantic and Mediterranean (NAMED) can influence tropical cyclone (TC) activity in the tropical East Atlantic by modulating summer convection over western Africa. Analysis of 30 years of observations show that the NAMED SST is linked to a strengthening of the Saharan heat low and enhancement of moisture and moist static energy in the lower atmosphere over West Africa, which favors a northward displacement of the monsoonal front. These processes also lead to a northward shift of the African easterly jet that introduces an anomalous positive vorticity from western Africa to the main development region (50W20E; 10N20N) of Atlantic TC. By modulating multiple processes associated with the African monsoon, this study demonstrates that warm NAMED SST explains 8% of interannual variability of Atlantic TC frequency. Thus NAME SST may provide useful predictability for Atlantic TC activity on seasonal-to-interannual time scale.

    Petroleum rights in the 6 North African countries (Algeria, Egypt, Libya, Morocco, Sudan, and Tunisia) covered in this paper were 1,839,817 km/sup 2/ at the end of 1985, a decrease of 3% from the 1,896,446 km/sup 2/ held at the end of 1984. This decrease mainly is due to significant relinquishments made in Algeria, Egypt, and Tunisia. Morocco, however, had an increase of 18,087 km/sup 2/. Oil discoveries were reported in Algeria (possibly 5), Libya (at least 2), and Egypt (16). Only 1 gas find was made (in Morocco). According to sparse information, development drilling may have decreased markedly during 1985. Oil and condensate production increased by 3.1% to approximately 3,054,000 b/d compared to about 2,963,400 b/d in 1984.     According to a 2008 report issued by the United States Geological Survey, North Dakota and Montana have an estimated 3.0 to 4.3 billion barrels of undiscovered, technically recoverable oil in an area known as the Bakken Formation. With the size and remoteness of the discovery, the question became 'can a business case be made for increasing refining capacity in North Dakota?' And, if so what is the impact to existing players in the region. To answer the question, a study committee comprised of leaders in the region's petroleum industry were brought together to define the scope of the study, hire a consulting firm and oversee the study. The study committee met frequently to provide input on the findings and modify the course of the study, as needed. The study concluded that the Petroleum Area Defense District II (PADD II) has an oversupply of gasoline. With that in mind, a niche market, naphtha, was identified. Naphtha is used as a diluent used for pipelining the bitumen (heavy crude) from Canada to crude markets. The study predicted there will continue to be an increase in the demand for naphtha through 2030. The study estimated the optimal configuration for the refinery at 34,000 barrels per day (BPD) producing 15,000 BPD of naphtha and a 52 percent refinery charge for jet and diesel yield. The financial modeling assumed the sponsor of a refinery would invest its own capital to pay for construction costs. With this assumption, the internal rate of return is 9.2 percent which is not sufficient to attract traditional investment given the risk factor of the project. With that in mind, those interested in pursuing this niche market will need to identify incentives to improve the rate of return.

    Petroleum rights in the 6 North African countries (Algeria, Egypt, Libya, Morocco, Sudan, and Tunisia) covered in this paper were 1,906,065 km/sup 2/ at the end of 1984, an increase of 4.6% from the 1,821,966 km/sup 2/ in force at the end of 1983. This increase is due to large awards in the Sudan despite significant relinquishments elsewhere. Seismic surveys conducted during 1984 decreased to about 510.5 crew-months onshore and 29.5 crew-months offshore. However, exploration in and off Egypt was higher compared to 1983. Exploratory drilling was lower, with only 125 wells drilled compared to 179 tests completed in 1983. The main decrease was in Egypt and Sudan, but drilling in Libya resulted in 20 more completions. A significant oil discovery was made in the offshore part of the Sirte basin, off southwest Cyrenaica. The success rate in North Africa ranged from 19% to 50% (Libya). Development drilling increased during 1984, as higher activity appears to have taken place in 3 countries. Oil production, with an estimated daily rate of 2,952,570 bbl, was up 2.8% from 1983 (2,871,460 BOPD). In Egypt, 7 fields located in the Gulf of Suez area went on stream during the year. Political unrest, which prevailed in southern Sudan during most of 1984, will likely delay the start-up of production in several fields.     As African countries continue a slow drift towards democratic government and market economics, the continent is increasingly attractive to international oil and gas companies. Though Africa remains politically diverse, and its volatile politics remains a major barrier to petroleum companies, a number of recent developments reflect its growing significance for the industry. Among recent projects and events reflecting changes in Africa: oil and gas exporter Algeria has invited foreign oil companies to help develop major gas discoveries, with a view to boosting exports to Europe; oil and gas producer Egypt invited foreign companies to explore in the Nile Delta region, and the result appears to be a flowering world scale gas play; west African offshore exploration has entered deep water and new areas, and a number of major projects are expected in years to come; Nigeria`s reputation as a difficult place to operate has been justified by recent political and civil events, but a long-planned liquefied natural gas (LNG) export plant is being built there; South Africa, which has returned to the international scene after years of trade isolation because of apartheid, is emerging as a potential driver for energy industry schemes throughout the continent.     A method for producing neutrons is described in which there is employed a confinement zone defined between longitudinally spaced localized gradient regions of an elongated magnetic field. Changed particles and neutralizing electrons, more specifically deuterons and tritons and neutralizng electrons, are injected into the confinement field from ion sources located outside the field. The rotational energy of the parrticles is increased at the gradients by imposing an oscillating transverse electrical field thereacross. The imposition of such oscillating transverse electrical fields improves the reflection capability of such gradient fielda so that the reactive particles are retained more effectively within the zone. With the attainment of appropriate densities of plasma particles and provided that such particles are at a sufficiently high temperature, neutron-producing reactions ensue and large quantities of neutrons emerge from the containment zone.     Many of the early North Sea platforms are reaching their end-of-field life. Most are still equipped with their original drilling package. In a few cases the package has either been removed or decommissioned. The early installations were designed for much simpler and less demanding wells than the horizontal, extended-reach or designer wells common today. Extended-reach wells now can be drilled realistically from ageing platforms, without incurring massive capital expenditure. This can be achieved using the existing drilling package to the limit of its capabilities and supplementing where necessary with relatively minor upgrades or the use of temporary equipment. Drilling even a few more wells from existing platforms not only prolongs field life, it enables any surplus processing capacity to be made available to develop near-field potential with extended-reach drilling (ERD) or by tying back subsea satellite wells, or for processing third-party fluids. The paper describes well design, surface equipment, mud pumps, shakers and solids control equipment, drill cuttings disposal systems, derrick and hoisting system, top drive and drillstring, downhole equipment, well planning, casing wear, logistics, rig preparations, and ERD vs. subsea tie-backs.

    The Gulf Badger process converts natural gas directly to hydrocarbon liquids by a catalytic chemical route. Fischer-Tropsch process--which is a carbon monoxide polymerization/ hydrogenation process--is used. Because the process is exothermal, heat removal by either tubular fixed bed, fluidized bed, or slurry are considered. A wax build up of high molecular weight material is removed by hydro-stripping two-bed system. The demonstration plant flow diagram shows the process to be: natural gas is compressed, recycled with CO/sub 2/, sulfur is removed in a zinc oxide drum, CO is removed in amine scrubbers, H/sub 2//CO ratio is adjusted to produce a hydrogen rich stream, and stabilization and distribution follow. A monitoring system using computers is part of the demonstration unit.

    The North Carolina Field Test will test the effectiveness of two weatherization approaches: the current North Carolina Low-Income Weatherization Assistance Program and the North Carolina Field Test Audit. The Field Test Audit will differ from North Carolina's current weatherization program in that it will incorporate new weatherization measures and techniques, a procedure for basing measure selection of the characteristics of the individual house and the cost-effectiveness of the measure, and also emphasize cooling energy savings. The field test will determine the differences of the two weatherization approaches from the viewpoints of energy savings, cost effectiveness, and implementation ease. This Experimental Plan details the steps in performing the field test. The field test will be a group effort by several participating organizations. Pre- and post-weatherization data will be collected over a two-year period (November 1989 through August 1991). The 120 houses included in the test will be divided into a control group and two treatment groups (one for each weatherization procedure) of 40 houses each. Weekly energy use data will be collected for each house representing whole-house electric, space heating and cooling, and water heating energy uses. Corresponding outdoor weather and house indoor temperature data will also be collected. The energy savings of each house will be determined using linear-regression based models. To account for variations between the pre- and post-weatherization periods, house energy savings will be normalized for differences in outdoor weather conditions and indoor temperatures. Differences between the average energy savings of treatment groups will be identified using an analysis of variance approach. Differences between energy savings will be quantified using multiple comparison techniques. 9 refs., 8 figs., 5 tabs.

    Decisions soon will be made which will set in motion the development of Qatar's huge North Dome gas field. The government and state company, Qatar General Petroleum Corp. (QGPC) is studying the results of 2 feasibility studies on the economics of LNG export, although initially North Dome exploitation will be aimed at the domestic market. Decisions on the nature and timing of the North Dome development are the most important that have had to be faced in the short 10-yr history of the small Gulf state. The country's oil production is currently running at approximately 500,000 bpd, with 270,000 bpd originating from 3 offshore fields. Output is expected to decline through 1990, and it generally is accepted that there is little likelihood of further major crude discoveries. Therefore, Qatar has to begin an adjustment from an economy based on oil to one based on gas, while adhering to the underlying tenets of long-term conservation and industrial diversification.

    This paper reports that despite new internal rankings, the North Sea has maintained its position as the world's fourth largest oil producing province behind the Middle East, the Soviet Union, and the U.S. Average production remains 3.7-4 million b/d. During 1991, however, sources of production within the total have shifted significantly. Britain no longer tops the North Sea production table. Early this year, major offshore shutdowns required for installation of mandatory safety equipment slashed production. At the same time, Norwegian output remained just below 1.95 million b/d, exceeding flow from neighboring U.K. waters for the first time since the mid- 1970s.

The pelletization of biomass consists of a series of unit operations: drying, size reduction, densifying, cooling, screening, and warehousing. Capital and operating cost of the pelleting plant was estimated at several plant capacities. Pellet production cost for a base case plant capacity of 6 t/h was about $51/t of pellets. Raw material cost was the largest cost element of the total pellet production cost followed by personnel cost, drying cost, and pelleting mill cost. An increase in raw material cost substantially increased the pellet production cost. Pellet plants with a capacity of more than 10 t/h decreased the costs to roughly $40/t of pellets. Five different burner fuels - wet sawdust, dry sawdust, biomass pellets, natural gas, and coal were tested for their effect on the cost of pellet production. Wet sawdust and coal, the cheapest burner fuels, produced the lowest pellet production cost. The environmental impacts due to the potential emissions of these fuels during the combustion process require further investigation.

    Bacteria which produce large amounts of cellulase--containing cell-free fermentate have been identified. The original bacterium (ATCC 55703) was genetically altered using nitrosoguanidine (MNNG) treatment to produce the enhanced cellulase producing bacterium (ATCC 55702), which was identified through replicate plating. ATCC 55702 has improved characteristics and qualifies for the degradation of cellulosic waste materials for fuel production, food processing, textile processing, and other industrial applications. ATCC 55702 is an improved bacterial host for genetic manipulations using recombinant DNA techniques, and is less likely to destroy genetic manipulations using standard mutagenesis techniques. 5 figs.

Further modifications to the microorganisms increase production of such organic acids as 3-hydroxypropionic acid, lactate, and others. Methods of producing such organic acids as 3-hydroxypropionic acid, lactate, and others with the modified microorganisms are provided. Methods of using acsA or homologs thereof as counter-selectable markers are also provided.

The method for producing transportation fuel may include providing formation fluid having a boiling range distribution between -5.degree. C. and 350.degree. C. from a subsurface in situ heat treatment process to a subsurface treatment facility. A liquid stream may be separated from the formation fluid. The separated liquid stream may be hydrotreated and then distilled to produce a distilled stream having a boiling range distribution between 150.degree. C. and 350.degree. C. The distilled liquid stream may be combined with one or more additives to produce transportation fuel.

    The seismic structure of North Africa is poorly understood due to the relative paucity of stations and seismicity when compared to other continental regions of the world. A better understanding of the velocity structure in this area will allow improved models of travel times and regional phase amplitudes. Such models will improve location and identification capability in this region leading to more effective monitoring of the Comprehensive Nuclear-Test-Ban Treaty. Using regional-to-teleseismic Rayleigh and Love waves that traverse the area we can obtain information about the region's seismic structure by examining phase velocity as a function of period. We utilize earthquakes from the tectonically active regions bounding North Africa (Mediterranean, Red Sea, East African Rift, and Mid-Atlantic Ridge) recorded at broadband seismic stations distributed throughout the region. A two-station method is utilized to determine phase velocity information along the interstation segment of the ray path. The two-station method provides particular advantage in this region as it dramatically increases the number of events available to provide pure North African sampling. Bandpass filters are applied to the seismograms so that peaks and troughs may be correlated. The phase is unwrapped and a difference curve computed. The difference curve is then converted to a phase velocity dispersion curve. Phase velocity curves are constructed in the range of 10 to 120 seconds. Rayleigh and Love waves in this period range are most sensitive to the shear velocity structure of the lithosphere and can be used in combination with additional independent seismic observations (e.g. Pn tomography, surface wave group velocity tomography, receiver functions, etc.) to construct reliable velocity models. We compare velocities computed in this study to those generated from well known models for similar tectonic regions throughout the world in order to better define the tectonic setting of North Africa

    Method for producing carbon nanotubes. Carbon nanotubes were prepared using a low power, atmospheric pressure, microwave-generated plasma torch system. After generating carbon monoxide microwave plasma, a flow of carbon monoxide was directed first through a bed of metal particles/glass beads and then along the outer surface of a ceramic tube located in the plasma. As a flow of argon was introduced into the plasma through the ceramic tube, ropes of entangled carbon nanotubes, attached to the surface of the tube, were produced. Of these, longer ropes formed on the surface portion of the tube located in the center of the plasma. Transmission electron micrographs of individual nanotubes revealed that many were single-walled.

    A method for recovering viscous hydrocarbons and synthetic fuels from a subterranean formation by drilling a well bore through the formation and completing the well by cementing a casing means in the upper part of the pay zone. The well is completed as an open hole completion and a superheated thermal vapor stream comprised of steam and combustion gases is injected into the lower part of the pay zone. The combustion gases migrate to the top of the pay zone and form a gas cap which provides formation pressure to produce the viscous hydrocarbons and synthetic fuels.

    A method is described for producing tubular substrates having parallel spaced concentric rings of electrical conductors that can be used as the drift tube of an Ion Mobility Spectrometer (IMS).     The Energy & Environmental Research Center (EERC) has pursued a research program for producing activated carbon from North Dakota lignite that can be competitive with commercial-grade activated carbon. As part of this effort, small-scale production of activated carbon was produced from Fort Union lignite. A conceptual design of a commercial activated carbon production plant was drawn, and a market assessment was performed to determine likely revenue streams for the produced carbon. Activated carbon was produced from lignite coal in both laboratory-scale fixed-bed reactors and in a small pilot-scale rotary kiln. The EERC was successfully able to upgrade the laboratory-scale activated carbon production system to a pilot-scale rotary kiln system. The activated carbon produced from North Dakota lignite was superior to commercial grade DARCO{reg_sign} FGD and Rheinbraun's HOK activated coke product with respect to iodine number. The iodine number of North Dakota lignite-derived activated carbon was between 600 and 800 mg I{sub 2}/g, whereas the iodine number of DARCO FGD was between 500 and 600 mg I{sub 2}/g, and the iodine number of Rheinbraun's HOK activated coke product was around 275 mg I{sub 2}/g. The EERC performed both bench-scale and pilot-scale mercury capture tests using the activated carbon made under various optimization process conditions. For comparison, the mercury capture capability of commercial DARCO FGD was also tested. The lab-scale apparatus is a thin fixed-bed mercury-screening system, which has been used by the EERC for many mercury capture screen tests. The pilot-scale systems included two combustion units, both equipped with an electrostatic precipitator (ESP). Activated carbons were also tested in a slipstream baghouse at a Texas power plant. The results indicated that the activated carbon produced from North Dakota lignite coal is capable of removing mercury from flue gas.     We present the energy spectrum of an antiproton cosmic ray (CR) component calculated on the basis of the nonlinear kinetic model of CR production in supernova remnants (SNRs). The model includes the reacceleration of antiprotons already existing in the interstellar medium as well as the creation of antiprotons in nuclear collisions of accelerated protons with gas nuclei and their subsequent acceleration by SNR shocks. It is shown that the production of antiprotons in SNRs produces a considerable effect in their resultant energy spectrum, making it essentially flatter above 10 GeV so that the spectrum at TeV energies increases by a factor of 5. The calculated antiproton spectrum is consistent with the PAMELA data, which correspond to energies below 100 GeV. As a consistency check, we have also calculated within the same model the energy spectra of secondary nuclei and show that the measured boron-to-carbon ratio is consistent with the significant SNR contribution.

    The therapeutic use of radionuclides in nuclear medicine, oncology and cardiology is the most rapidly growing use of medical radionuclides. Since most therapeutic radionuclides are neutron rich and decay by beta emission, they are reactor-produced. This chapter deals mainly with production approaches with neutrons. Neutron interactions with matter, neutron transmission and activation rates, and neutron spectra of nuclear reactors are discussed in some detail. Further, a short discussion of the neutron-energy dependence of cross sections, reaction rates in thermal reactors, cross section measurements and flux monitoring, and general equations governing the reactor production of radionuclides are presented. Finally, the chapter is concluded by providing a number of examples encompassing the various possible reaction routes for production of a number of medical radionuclides in a reactor.

    The invention includes a method of producing a hard metallic material by forming a mixture containing at least 55% iron and at least one of B, C, Si and P. The mixture is formed into an alloy and cooled to form a metallic material having a hardness greater than about 9.2 GPa. The invention includes a method of forming a wire by combining a metal strip and a powder. The strip and the powder are rolled to form a wire containing at least 55% iron and from 2-7 additional elements including at least one of C, Si and B. The invention also includes a method of forming a hardened surface on a substrate by processing a solid mass to form a powder, applying the powder to a surface to form a layer containing metallic glass, and converting the glass to a crystalline material having a nanocrystalline grain size.

    The present invention relates to methods for producing a polypeptide, comprising: (a) cultivating a fungal host cell in a medium conducive for the production of the polypeptide, wherein the fungal host cell comprises a nucleic acid construct comprising a first nucleotide sequence encoding a signal peptide operably linked to a second nucleotide sequence encoding the polypeptide, wherein the first nucleotide sequence is foreign to the second nucleotide sequence and the 3' end of the first nucleotide sequence is immediately upstream of the initiator codon of the second nucleotide sequence. The present invention also relates to the isolated signal peptide sequences and to constructs, vectors, and fungal host cells comprising the signal peptide sequences operably linked to nucleotide sequences encoding polypeptides.

  20. NORTH HILL CREEK 3-D SEISMIC EXPLORATION PROJECT

    Wind River Resources Corporation (WRRC) received a DOE grant in support of its proposal to acquire, process and interpret fifteen square miles of high-quality 3-D seismic data on non-allotted trust lands of the Uintah and Ouray (Ute) Indian Reservation, northeastern Utah, in 2000. Subsequent to receiving notice that its proposal would be funded, WRRC was able to add ten square miles of adjacent state and federal mineral acreage underlying tribal surface lands by arrangement with the operator of the Flat Rock Field. The twenty-five square mile 3-D seismic survey was conducted during the fall of 2000. The data were processed through the winter of 2000-2001, and initial interpretation took place during the spring of 2001. The initial interpretation identified multiple attractive drilling prospects, two of which were staked and permitted during the summer of 2001. The two initial wells were drilled in September and October of 2001. A deeper test was drilled in June of 2002. Subsequently a ten-well deep drilling evaluation program was conducted from October of 2002 through March 2004. The present report discusses the background of the project; design and execution of the 3-D seismic survey; processing and interpretation of the data; and drilling, completion and production results of a sample of the wells drilled on the basis of the interpreted survey. Fifteen wells have been drilled to test targets identified on the North Hill Creek 3-D Seismic Survey. None of these wildcat exploratory wells has been a dry hole, and several are among the best gas producers in Utah. The quality of the data produced by this first significant exploratory 3-D survey in the Uinta Basin has encouraged other operators to employ this technology. At least two additional 3-D seismic surveys have been completed in the vicinity of the North Hill Creek Survey, and five additional surveys are being planned for the 2004 field season.     The authors have presented examples from a modeling study of the development of sulfur burdens over North America, the North Atlantic Ocean and Europe during April, 1987 using observation-derived meteorological data to represent the actual conditions for this period, focusing on the influence of cut-off lows on SO{sub 2} and sulfate column burdens over the North Atlantic Ocean. The analysis demonstrates that these systems can serve either as sources or sinks of sulfate, and that the major factor governing their resulting effect is the position during its formative stages relative to (a) sources of moisture, and (b) sulfur emissions, which regulates the availability of sulfur, cloud liquid water for sulfur oxidation, and the amount of precipitation for sulfate removal produced in the later stages of the life cycle.

    The current biofuels landscape is chaotic. It is controlled by the rules imposed by economic forces and driven by the necessity of finding new sources of energy, particularly motor fuels. The need is bringing forth great creativity in uncovering new candidate fuel molecules that can be made via metabolic engineering. These next generation fuels include long-chain alcohols, terpenoid hydrocarbons, and diesel-length alkanes. Renewable fuels contain carbon derived from carbon dioxide. The carbon dioxide is derived directly by a photosynthetic fuel-producing organism(s) or via intermediary biomass polymers that were previously derived from carbon dioxide. To use the latter economically, biomass depolymerization processes must improve and this is a very active area of research. There are competitive approaches with some groups using enzyme based methods and others using chemical catalysts. With the former, feedstock and end-product toxicity loom as major problems. Advances chiefly rest on the ability to manipulate biological systems. Computational and modular construction approaches are key. For example, novel metabolic networks have been constructed to make long-chain alcohols and hydrocarbons that have superior fuel properties over ethanol. A particularly exciting approach is to implement a direct utilization of solar energy to make a usable fuel. A number of approaches use the components of current biological systems, but re-engineer them for more direct, efficient production of fuels.

  5. Factors affecting expanded electricity trade in North America

    The authors explore factors that affect electricity trade between enterprises in the US and Canada and the US and Mexico. They look to those underlying policy and institutional factors that affect the relative costs of producing electricity in the three countries. In particular, they consider six factors that appear to have a significant impact on electricity trade in North America: differences in the types of economic regulation of power leading to differences in cost recovery for wholesale and retail power and wheeling charges; changing regulatory attitudes, placing more emphasis on demand-side management and environmental concerns; differences in energy and economic policies; differences in national and subnational environmental policies; changing organization of electric power industries which may foster uncertainty, change historical relationships, and provide other potentially important sources of power for distribution utilities; and differences in the ability of enterprises to gain access to electric power markets because of restrictions placed on transmission access. In Section 2, the authors discuss the regulation of electricity trade in North America and provide an overview of the recent trading experience for electricity between Canada and the US and between Mexico and the US, including the volume of that trade over the past decade and existing transmission capacity between regions of the three countries. In Section 3, they look at the benefits that accrue to trading counties and what those benefits are likely to be for the three countries. The discussion in Section 4 centers on the relevant provisions of the Canada Free Trade Agreement and the proposed North American Free Trade Agreement. In Section 5, they set the stage for the discussion of policy and institutional differences presented in Section 6 by outlining differences in the organization of the electric power sectors of Canada, the US, and Mexico. The study is synthesized in Section 7.

  7. Tectonic history of the southeastern North America

    The present-day configuration of the crust of southeastern North America (SENA) is the product of a lengthy history traceable through more than 1 billion yr. of geologic time. The Appalachians (AP) record complete Wilson cycles of opening and closing of several oceans from ca. 690 Ma to 245 M. The final event forming the AP was the collision of SENA with Gondwana to form the supercontinent Pangaea. The Ouachitas (OA) had a somewhat different history culminating with island-arc collision during the Pennsylvanian--before the final collision began in the AP. SENA faced the open lapetos ocean no earlier than the Early Cambrian. The AP and OA were built on an earlier margin formed by rifting of the Rodonia super-continent formed by construction of the 1.2 to 1.0 Ga Grenville orogen, and farther west, a crust formed by still earlier (1.3 and 1.8 Ga) events. Recent suggestions that part of the AP platform is in Argentina raises the possibility that a fragment was rifted from between the AP and OA during the early Paleozoic. The crust beneath the Mississippi Embayment is atypical of continental crust, and would have been rifted during the Neoproterozoic and early Paleozoic. The Argentine fragment may have been removed along a transform that was reactivated several times since. Northern Pangaea was rifted during the Late Triassic and Early Jurassic and SENA once again faced open ocean-the nascent present Atlantic (AT) when spreading began. The Gulf of Mexico (GOM) also opened then forming extensive salt deposits. The AT opened partly along the old suture, but produced a failed rift in GA and FL leaving a piece of Africa forming the crust beneath the Coastal Plain as far south as central FL. The overlying sediments record recurrent uplift and decay of the AP and OA, cooling of new AT oceanic crust, eustatic sea-level changes during the Mesozoic and Cenozoic, and uplift of the Rockies providing a new source of voluminous detritus that is still being deposited in the GOM.

    Three companies--Amerada Hess Ltd., Shell Expro (a 50/50 joint partnership between Shell and Esso) and Texaco--have joined forces in a project that will combine their expertise. The Triton project will allow three fields (Bittern, Guillemot West and Gullemot Northwest) to be developed simultaneously using subsea technology, with the wellheads on the seafloor and 68 miles (110 km) of flowlines taking oil and gas produced from the fields to a central floating production storage and offloading (FPSO) vessel. These fields are located in the central area of the North Sea, about 118 miles from Aberdeen in 295 ft of water. The paper discusses the development of the fields, subsea technology, technical challenges, laying the pipeline, and project completion.

    New subsea technology, horizontal drilling, and the existing North Sea infrastructure allowed BP Exploration Operating Co. ltd. to develop the Newsham field, a small 1967 gas discovery. Estimated originally in place recoverable reserves are 1.36 billion cu m (48 bcf). The development is in 30 m of water (98 ft) and the subsea well is tied-back to the West Sole pipeline system. The development included: converting a mudline suspension system to a subsea wellhead; deploying a horizontal subsea tree; producing gas from a subsea wellhead; deploying the subsea tree from a jack up drilling rig; installing an over-trawlable wellhead protection structure. The paper discusses field development, design, drilling, wellhead conversion, and subsea completion.

    In 1994 AEF signed a Cooperative Agreement with DOE to address a program called the African Power /Energy and Environmental Development Plan. The Program initially addressed five area: (1) Historical Black Colleges and Universities Energy/Environmental Program; (2) The Department of Energy and United States Private Industry Africa Program; (3) The Annual United States Energy Study Tour; (4) South African Training Program, and (5) South African Environmental Program. The programs were implemented in conjunction with DOE, institutions, agencies and the private sector support in the USA and within African nations. AEF has worked with government and technical representatives from 13 African nations and expanded the program to address sponsorship of South African students in Historical Black Colleges and Universities, supporting DOE trade missions through participation and planning, and giving presentations in the U.S., and Africa regarding business opportunities in the African energy sector. The programs implemented have also opened doors for the US private sector to seek business opportunities in Africa and for African nations to gain exposure to US products and services.

    The invention provides a method for producing ethanol, the method comprising establishing an atmosphere containing methanol forming catalyst and ethanol forming catalyst; injecting syngas into the atmosphere at a temperature and for a time sufficient to produce methanol; and contacting the produced methanol with additional syngas at a temperature and for a time sufficient to produce ethanol. The invention also provides an integrated system for producing methanol and ethanol from syngas, the system comprising an atmosphere isolated from the ambient environment; a first catalyst to produce methanol from syngas wherein the first catalyst resides in the atmosphere; a second catalyst to product ethanol from methanol and syngas, wherein the second catalyst resides in the atmosphere; a conduit for introducing syngas to the atmosphere; and a device for removing ethanol from the atmosphere. The exothermicity of the method and system obviates the need for input of additional heat from outside the atmosphere.

    The crisis in the Persian Gulf has reawakened concerns over the spread of nuclear arms. Even before its invasion of Kuwait, Iraq's history of aggression and support for international terrorism triggered fears in Washington that its acquisition of nuclear weapons might damage international stability and US interests far more than the emergence of India, Israel, Pakistan, and South Africa as de facto nuclear powers. Thus, when the Gulf War began on January 16, Iraq's nuclear sites were among the first attacked by allied air strikes. Unfortunately, Iraq has not been the only hostile proliferator looming on the horizon. North Korea, which has been no less dedicated than Iraq to the use of violence to advance its expansionist goals, has also tenaciously pursued a nuclear-weapons capability. Moreover, the North Korean program is considerably closer to bearing fruit than the Iraqi effort. And although North Korea, like Iraq, has signed the Nuclear Nonproliferation Treaty, unlike Iraq it has refused to conclude the safeguards agreement with the International Atomic Energy Agency that the treaty requires.

    We present the Berkeley-Trent North American contaminant fate model (BETR North America), a regionally segmented multimedia contaminant fate model based on the fugacity concept. The model is built on a framework that links contaminant fate models of individual regions, and is generally applicable to large, spatially heterogeneous areas. The North American environment is modeled as 24 ecological regions, within each region contaminant fate is described using a 7 compartment multimedia fugacity model including a vertically segmented atmosphere, freshwater, freshwater sediment, soil, coastal water and vegetation compartments. Inter-regional transport of contaminants in the atmosphere, freshwater and coastal water is described using a database of hydrological and meteorological data compiled with Geographical Information Systems (GIS) techniques. Steady-state and dynamic solutions to the 168 mass balance equations that make up the linked model for North America are discussed, and an illustrative case study of toxaphene transport from the southern United States to the Great Lakes Basin is presented. Regionally segmented models such as BETR North America can provide a critical link between evaluative models of long-range transport potential and contaminant concentrations observed in remote regions. The continent-scale mass balance calculated by the model provides a sound basis for evaluating long-range transport potential of organic pollutants, and formulation of continent scale management and regulatory strategies for chemicals.

    The overall aim of our project was to quantify and characterize predictability of the climate as it pertains to decadal time scale predictions. By predictability we mean the degree to which a climate forecast can be distinguished from the climate that exists at initial forecast time, taking into consideration the growth of uncertainty that occurs as a result of the climate system being chaotic. In our project we were especially interested in predictability that arises from initializing forecasts from some specific state though we also contrast this predictability with predictability arising from forecasting the reaction of the system to external forcing – for example changes in greenhouse gas concentration. Also, we put special emphasis on the predictability of prominent intrinsic patterns of the system because they often dominate system behavior. Highlights from this work include: • Development of novel methods for estimating the predictability of climate forecast models. • Quantification of the initial value predictability limits of ocean heat content and the overturning circulation in the Atlantic as they are represented in various state of the artclimate models. These limits varied substantially from model to model but on average were about a decade with North Atlantic heat content tending to be more predictable than North Pacific heat content. • Comparison of predictability resulting from knowledge of the current state of the climate system with predictability resulting from estimates of how the climate system will react to changes in greenhouse gas concentrations. It turned out that knowledge of the initial state produces a larger impact on forecasts for the first 5 to 10 years of projections. • Estimation of tbe predictability of dominant patterns of ocean variability including well-known patterns of variability in the North Pacific and North Atlantic. For the most part these patterns were predictable for 5 to 10 years. • Determination of

    On September 14-16, 2004, the Advanced Concepts Group of Sandia National Laboratories in conjunction with the University of Texas at El Paso and the North American Institute hosted a workshop (fest) designed to explore the concept of a North American continental approach to countering terrorism. The fest began with the basic premise that the successful defense of North America against the threat of terrorism will require close collaboration among the North American allies--Canada, Mexico and the U.S.--as well as a powerful set of information collection and analysis tools and deterrence strategies. The NorthAm Fest recast the notion of ''homeland defense'' as a tri-national effort to protect the North American continent against an evolving threat that respects no borders. This is a report of the event summarizing the ideas explored. The fest examined the uniqueness of dealing with terrorism from a tri-national North American viewpoint, the role and possible features of joint security systems, concepts for ideal continental security systems for North America, and the challenges and opportunities for such systems to become reality. The following issues were identified as most important for the advancement of this concept. (1) The three countries share a set of core values--democracy, prosperity and security--which form the basis for joint interactions and allow for the development of a culture of cooperation without affecting the sovereignty of the members. (2) The creation of a continental defensive strategy will require a set of strategic guidelines and that smart secure borders play a pivotal role. (3) Joint security systems will need to operate from a set of complementary but not identical policies and procedures. (4) There is a value in joint task forces for response and shared information systems for the prevention of attacks. (5) The private sector must play a critical role in cross-border interactions.     A method for producing a beam of neutral uranium atoms is obtained by vaporizing uranium from a compound UM.sub.x heated to produce U vapor from an M boat or from some other suitable refractory container such as a tungsten boat, where M is a metal whose vapor pressure is negligible compared to that of uranium at the vaporization temperature. The compound, for example, may be the uranium-rhenium compound, URe.sub.2. An evaporation rate in excess of about 10 times that of conventional uranium beam sources is produced.

    An overview of the main North American codes and standards associated with hydrogen safety sensors is provided. The distinction between a code and a standard is defined, and the relationship between standards and codes is clarified, especially for those circumstances where a standard or a certification requirement is explicitly referenced within a code. The report identifies three main types of standards commonly applied to hydrogen sensors (interface and controls standards, shock and hazard standards, and performance-based standards). The certification process and a list and description of the main standards and model codes associated with the use of hydrogen safety sensors in hydrogen infrastructure are presented.

The invention also includes a method of producing free and/or complexed sterols and stanols from plant material.

    Large quantities of water are associated with the production of coalbed methane (CBM) in the Powder River Basin (PRB) of Wyoming. The chemistry of co-produced water often makes it unsuitable for subsequent uses such as irrigated agriculture. However, co-produced waters have substantial potential for a variety of beneficial uses. Achieving this potential requires the development of appropriate water management strategies. There are several unique characteristics of co-produced water that make development of such management strategies a challenge. The production of CBM water follows an inverse pattern compared to traditional wells. CBM wells need to maintain low reservoir pressures to promote gas production. This need renders the reinjection of co-produced waters counterproductive. The unique water chemistry of co-produced water can reduce soil permeability, making surface disposal difficult. Unlike traditional petroleum operations where co-produced water is an undesirable by-product, co-produced water in the PRB often is potable, making it a highly valued resource in arid western states. This research project developed and evaluated a number of water management options potentially available to CBM operators. These options, which focus on cost-effective and environmentally-sound practices, fall into five topic areas: Minimization of Produced Water, Surface Disposal, Beneficial Use, Disposal by Injection and Water Treatment. The research project was managed by the Colorado Energy Research Institute (CERI) at the Colorado School of Mines (CSM) and involved personnel located at CERI, CSM, Stanford University, Pennsylvania State University, the University of Wyoming, the Argonne National Laboratory, the Gas Technology Institute, the Montana Bureau of Mining and Geology and PVES Inc., a private firm.

    Seventeen years ago John E. Carroll and Newell B. Mack analyzed the then-current status of environmental protection mechanisms used between Canada and the United States. They criticized the ad hoc nature of North America`s history of environmental dispute resolution, which they dubbed ``ad hockery,`` and believed the present ambiguity hurt business, diplomatic relations, and the citizenry`s environment. Since that publication, increasing efforts to incorporate environmental concerns into Conventions have resulted in several multilateral agreements focusing on environmental protection and dispute resolution. Part 2 of this paper introduces a few of these recent agreements and the mechanisms they have established to monitor environmental damage and to enforce the goals of the agreements. The agreements discussed include: Montreal Protocol on Substances that Deplete the Ozone Layer; Vienna Convention for the Protection of the Ozone Layer; Protocol on Substances that Deplete the Ozone Layer; Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal; Canada-United States: Agreement on Air Quality; Rio Declaration on Environment and Development; Framework Convention on Climate Change; Convention on Biological Diversity; and the North American Agreement on Environmental Cooperation. Part 3 discusses the general concern related to economic development (with the need to maintain ``sustainable development``), the possible environmental impact of NAFTA, and the Supplemental Agreement`s strengths and weaknesses.

  16. Cenozoic climates: evidence from the North Atlantic

    Cenozoic biostratigraphy and climatology of the North Atlantic and adjacent land areas reflects the continuing fragmentation of Eurasia and concomitant changes on ocean-continent geometry. A latitudinal (zonal) Mesozoic circulation pattern evolved into a predominantly longitudinal (meridional) pattern during the Cenozoic in which the development of oceanic gateways and barriers gradually decreased the efficiency of poleward heat transfer resulting in the progressive climatic change which has taken place over the past 50 million years. Cenozoic distributional data from the North Atlantic and adjacent land areas will be reviewed from the following fields: a) terrestrial vertebrates and floras: b) marine calcareous microplankton and benthic foraminifera; c) other marine invertebrates. Available data suggests that the present climate in the northern hemisphere has resulted from a gradual, but inexorable, strengthening of latitudinal and vertical temperature gradients punctuated by several brief intervals of accelerated change. The absence of evidence for northern hemisphere polar glaciation prior to the late Neogene does not preclude seasonal cooling near the freezing point in post-Eocene time. Evidence for early Paleogene cold climates is not reflected in the fossil record.
