    Seven adult male healthy volunteer subjects were exposed to 0.15 ppm each of O/sub 3/, SO/sub 2/ and NO/sub 2/ alone and in combination, with intermittent light exercise for two hours. Three of the 7 subjects developed cough during deep inspiration and one subject had chest pain during exposure to O/sub 3/ alone. Among the various indices of pulmonary function tests, specific airway conductane (G/sub aw//V/sub tg/) was the most sensitive index to examine the changes produced by the exposure to O/sub 3/ and other pollutants. Significant decrease of G/sub aw//V/sub tg/ in comparison with control measurements was observed in 6 of 7 subjects during exposure to O/sub 3/ alone, and in all subjects during exposures to the mixture of O/sub 3/ and other pollutants. However, no significant enhancement of effect was observed in the mixture of O/sub 3/ and other pollutants, although a slightly greater decrease of airway resistance/volume of thoracic gas (G/sub aw//V/sub tg/) was observed for the mixture of O/sub 3/ and other pollutants than for O/sub 3/ alone.

    The objective of this paper is to assess the downtime cost of power outages to businesses in the commercial and industrial sectors, updating and improving upon studies that have already been published on this subject. The goal is to produce a study that, relative to existing studies, (1) applies to a wider set of business types (2) reflects more current downtime costs, (3) accounts for the time duration factor of power outages, and (4) includes data on the costs imposed by real outages in a well-defined market. This study examines power outage costs in 11 commercial subsectors and 5 industrial subsectors, using data on downtime costs that was collected in the 1990's. This study also assesses power outage costs for power outages of 20 minutes, 1 hour, and 4 hours duration. Finally, this study incorporates data on the costs of real power outages for two business subsectors. However, the current limited state of data availability on the topic of downtime costs means there is room to improve upon this study. Useful next steps would be to generate more recent data on downtime costs, data that covers outages shorter than 20 minutes duration and longer than 4 hours duration, and more data that is based on the costs caused by real-world outages. Nevertheless, with the limited data that is currently available, this study is able to generate a clear and detailed picture of the downtime costs that are faced by different types of businesses.

    The increasing US deployment of residential advanced metering infrastructure (AMI) has made hourly energy consumption data widely available. Using CA smart meter data, we investigate a household electricity segmentation methodology that uses an encoding system with a pre-processed load shape dictionary. Structured approaches using features derived from the encoded data drive five sample program and policy relevant energy lifestyle segmentation strategies. We also ensure that the methodologies developed scale to large data sets.

    The CLIC (Compact Linear Collider) multi-lateral study group based at CERN is studying the technology for an electron-positron linear collider with a centre-of-mass energy up to 5 TeV. In contrast to the International Linear Collider (ILC) study which has chosen to use super-conducting cavities with accelerating gradients in the range of 30-40 MV/m to obtain centre-of-mass collision energies of 0.5-1 TeV, the CLIC study aims to use a normal-conducting system based on two-beam technology with gradients of 150 MV/m. It is generally accepted that this change in technology is not only necessary but the only viable choice for a cost-effective multi-TeV collider. The CLIC study group is studying the technology issues of such a machine, and is in particular developing state-of-the-art 30 GHz molybdenum-iris accelerating structures and power extraction and transfer structures (PETS). A newly-developed structure-optimisation procedure has been used to simultaneously balance surface fields, power flow, short and long-range transverse wakefields, RF-to-beam efficiency and the ratio of luminosity to input power. The slotted irises allow a simple structure fabrication by high-precision high-speed 3D milling of just four pieces, and an even easier bolted assembly in a vacuum chamber.

    The overall objective of this study was to understand, on an Interconnection-wide basis, the effects intra-hour scheduling compared to hourly scheduling. Moreover, the study sought to understand how the benefits of intra-hour scheduling would change by altering the input assumptions in different scenarios. This report describes results of three separate scenarios with differing key assumptions and comparing the production costs between hourly scheduling and 10-minute scheduling performance. The different scenarios were chosen to provide insight into how the estimated benefits might change by altering input assumptions. Several key assumptions were different in the three scenarios, however most assumptions were similar and/or unchanged among the scenarios.

    This paper reports on pumped storage plants which have become an effective way for some utility companies that derive power from hydroelectric facilities to economically store baseload energy during off-peak hours for use during peak hourly demands. According to the Electric Power Research Institute (EPRI) in Palo Alto, Calif., 36 of these plants provide approximately 20 gigawatts, or about 3 percent of U.S. generating capacity. During peak-demand periods, utilities are often stretched beyond their capacity to provide power and must therefore purchase it from neighboring utilities. Building new baseload power plants, typically nuclear or coal-fired facilities that run 24 hours per day seven days a week, is expensive, about $1500 per kilowatt, according to Robert Schainker, program manager for energy storage at the EPRI. Schainker the that building peaking plants at $400 per kilowatt, which run a few hours a day on gas or oil fuel, is less costly than building baseload plants. Operating them, however, is more expensive because peaking plants are less efficient that baseload plants.

    In order to investigate a potential use of concentrating solar power technologies and select an optimum site for these technologies, it is necessary to obtain information on the geographical distribution of direct normal solar irradiation over an area of interest. In this work, we have developed a method for estimating direct normal irradiation from satellite data for a tropical environment. The method starts with the estimation of global irradiation on a horizontal surface from MTSAT-1R satellite data and other ground-based ancillary data. Then a satellite-based diffuse fraction model was developed and used to estimate the diffuse component of the satellite-derived global irradiation. Based on this estimated global and diffuse irradiation and the solar radiation incident angle, the direct normal irradiation was finally calculated. To evaluate its performance, the method was used to estimate the monthly average hourly direct normal irradiation at seven pyrheliometer stations in Thailand. It was found that values of monthly average hourly direct normal irradiation from the measurements and those estimated from the proposed method are in reasonable agreement, with a root mean square difference of 16% and a mean bias of -1.6%, with respect to mean measured values. After the validation, this method was used to estimate the monthly average hourly direct normal irradiation over Thailand by using MTSAT-1R satellite data for the period from June 2005 to December 2008. Results from the calculation were displayed as hourly and yearly irradiation maps. These maps reveal that the direct normal irradiation in Thailand was strongly affected by the tropical monsoons and local topography of the country. (author)

    A cascaded target normal sheath acceleration (TNSA) scheme is proposed to simultaneously increase energy and improve energy spread of a laser-produced mono-energetic proton beam. An optimum condition that uses the maximum sheath field to accelerate the center of the proton beam is theoretically found and verified by two-dimensional particle-in-cell simulations. An initial 10 MeV proton beam is accelerated to 21 MeV with energy spread decreased from 5% to 2% under the optimum condition during the process of the cascaded TNSA. The scheme opens a way to scale proton energy lineally with laser energy.

    BENCHMARK simulates generator commitment and dispatch hourly for periods extending from one week to one year. Its value to utilities stems from its accurate representation of operator strategies and generator operating constraints (including ramp rate limits, minimum operating levels, and minimum uptime and downtime). The availability of thermal units is either prespecified or determined by a Monte Carlo technique. The program can model a pump-storage or compressed-air energy storage facility, and can allocate hydroelectric energy over a multiweek interval. BENCHMARK can produce reports with detailed hourly data or summary reports for part or all of the simulation period. Results can be reported for individual units or for groups of units. It is also possible to produce a file of data for use with an external graphics program. BENCHMARK is written in FORTRAN and requires about 2-1/2 megabytes of core. Execution times per simulation week and per Monte Carlo replication vary from under 1 second of CPU time for systems without a storage facility to up to about 10 seconds for a large system with pumped storage.

    Hourly global and diffuse irradiation and corresponding surface meteorological data have been analyzed for the seven Canadian stations at Edmonton, Goose Bay, Montreal, Port Hardy, Resolute, Toronto, and Winnipeg. The variation of the most probable clear hour values of clearness index k{sub t}, diffuse index k{sub d}, direct beam index k{sub b}, and Angstrom turbidity coefficient {beta} with solar elevation, atmospheric precipitable water, and snow depth are obtained. Values of these quantities are presented which are consistent with the attenuation and scattering of solar radiation by the atmosphere which is expected. The most probable values of {beta} tend to be lower than the average values of {beta} recently reported by Gueymard. The data indicate a drift in the calibration of the instruments used for measurements of the irradiation data for the stations at Goose Bay and Resolute. The data for the other five stations indicate that the instrument calibration is maintained over the years of the data. 4 refs., 8 figs., 5 tabs.

    Normalization of tumor blood vessels improves drug and oxygen delivery to cancer cells. The aim of this study was to develop a technique to normalize blood vessels in the hamster cheek pouch model of oral cancer. Materials and Methods: Tumor-bearing hamsters were treated with thalidomide and were compared with controls. Results: Twenty eight hours after treatment with thalidomide, the blood vessels of premalignant tissue observable in vivo became narrower and less tortuous than those of controls; Evans Blue Dye extravasation in tumor was significantly reduced (indicating a reduction in aberrant tumor vascular hyperpermeability that compromises blood flow), and tumor blood vessel morphology in histological sections, labeled for Factor VIII, revealed a significant reduction in compressive forces. These findings indicated blood vessel normalization with a window of 48 h. Conclusion: The technique developed herein has rendered the hamster oral cancer model amenable to research, with the potential benefit of vascular normalization in head and neck cancer therapy.

    In North America, only a small percentage (3--4%) of gas pipe installation and rehabilitation utilizes trenchless technology. Statistics from the American Gas Association show that the gas industry annually installs approximately 25,000 miles of new and replacement distribution lines each year. The rehabilitation and upgrading of gas distribution mains have become more important to gas utilities nationwide as their systems begin to show the inevitable signs of age. Patch and repair methods are often temporary stopgap measures that don`t solve the real problems of deteriorating pipelines. Yet, tight operating budgets and the location of gas lines on busy thoroughfares often prohibit trenching and other activities associated with installation of a new main. Miller Pipeline Corp. offers utilities lining technology for the rehabilitation of gas distribution pipelines at a fraction of the cost of replacement. Company officials say there is no loss of flow capacity and services can be tapped directly without the need for special fittings. The lining system provides zero-migration of gas after installation and will allow a pressure upgrade for the line. This paper reviews the cleaning and lining process used.

    Energy models of existing buildings are unreliable unless calibrated so they correlate well with actual energy usage. Manual tuning requires a skilled professional, is prohibitively expensive for small projects, imperfect, non-repeatable, non-transferable, and not scalable to the dozens of sensor channels that smart meters, smart appliances, and cheap/ubiquitous sensors are beginning to make available today. A scalable, automated methodology is needed to quickly and intelligently calibrate building energy models to all available data, increase the usefulness of those models, and facilitate speed-and-scale penetration of simulation-based capabilities into the marketplace for actualized energy savings. The ``Autotune'' project is a novel, model-agnostic methodology which leverages supercomputing, large simulation ensembles, and big data mining with multiple machine learning algorithms to allow automatic calibration of simulations that match measured experimental data in a way that is deployable on commodity hardware. This paper shares several methodologies employed to reduce the combinatorial complexity to a computationally tractable search problem for hundreds of input parameters. Accuracy metrics are provided which quantify model error to measured data for either monthly or hourly electrical usage from a highly-instrumented, emulated-occupancy research home.

    Recently, a rigorous yet concise formula has been derived to evaluate the information flow, and hence the causality in a quantitative sense, between time series. To assess the importance of a resulting causality, it needs to be normalized. The normalization is achieved through distinguishing three types of fundamental mechanisms that govern the marginal entropy change of the flow recipient. A normalized or relative flow measures its importance relative to other mechanisms. In analyzing realistic series, both absolute and relative information flows need to be taken into account, since the normalizers for a pair of reverse flows belong to two different entropy balances; it is quite normal that two identical flows may differ a lot in relative importance in their respective balances. We have reproduced these results with several autoregressive models. We have also shown applications to a climate change problem and a financial analysis problem.     The goal of this investigation was to characterize themanual and automated response of residential customers to high-price"critical" events dispatched under critical peak pricing tariffs testedin the 2003-2004 California Statewide Pricing Pilot. The 15-monthexperimental tariff gave customers a discounted two-price time-of-userate on 430 days in exchange for 27 critical days, during which the peakperiod price (2 p.m. to 7 p.m.) was increased to about three times thenormal time-of-use peak price. We calculated response by five-degreetemperature bins as the difference between peak usage on normal andcritical weekdays. Results indicatedthat manual response to criticalperiods reached -0.23 kW per home (-13 percent) in hot weather(95-104.9oF), -0.03 kW per home (-4 percent) in mild weather (60-94.9oF),and -0.07 kW per home (-9 percent) during cold weather (50-59.9oF).Separately, we analyzed response enhanced by programmable communicatingthermostats in high-use homes with air-conditioning. Between 90oF and94.9oF, the response of this group reached -0.56 kW per home (-25percent) for five-hour critical periods and -0.89 kW/home (-41 percent)for two-hour critical periods.

    This study examines the impact of oil price shocks on output fluctuations of several oil-exporting economies. In most studies of business cycles, the role of oil price is ignored; the few studies that use oil price as one of the variables in the system focus on modeling oil-importing economies. The vector autoregression (VAR) technique is used to consider the cases of Norway, Nigeria, and Mexico. Both atheoretical and structural' VARs are estimated to determine the importance of oil price impulses on output variations. The study reports two types of results: variance decomposition and impulse response functions, with particular emphasis on the issues of stationarity and co-integration among the series. The empirical results suggest that shocks to oil price are important in explaining output variations. In most cases, shocks to oil price are shown to explain more than 20% of the forecast variance of output over a 40-quarter horizon.

    Performance advantages of the new digital technologies are widely acknowledged, but it has proven difficult for utilities to derive business cases for justifying investment in these new capabilities. Lack of a business case is often cited by utilities as a barrier to pursuing wide-scale application of digital technologies to nuclear plant work activities. The decision to move forward with funding usually hinges on demonstrating actual cost reductions that can be credited to budgets and thereby truly reduce O&M or capital costs. Technology enhancements, while enhancing work methods and making work more efficient, often fail to eliminate workload such that it changes overall staffing and material cost requirements. It is critical to demonstrate cost reductions or impacts on non-cost performance objectives in order for the business case to justify investment by nuclear operators. This Business Case Methodology approaches building a business case for a particular technology or suite of technologies by detailing how they impact an operator in one or more of the three following areas: Labor Costs, Non-Labor Costs, and Key Performance Indicators (KPIs). Key to those impacts will be identifying where the savings are “harvestable,” meaning they result in an actual reduction in headcount and/or cost. The report consists of a Digital Technology Business Case Methodology Guide and an accompanying spreadsheet workbook that will enable the user to develop a business case.

    This document contains a business plan for the National Security Technology Incubator (NSTI), developed as part of the National Security Preparedness Project (NSPP) and performed under a Department of Energy (DOE)/National Nuclear Security Administration (NNSA) grant. This business plan describes key features of the NSTI, including the vision and mission, organizational structure and staffing, services, evaluation criteria, marketing strategies, client processes, a budget, incubator evaluation criteria, and a development schedule. The purpose of the NSPP is to promote national security technologies through business incubation, technology demonstration and validation, and workforce development. The NSTI will focus on serving businesses with national security technology applications by nurturing them through critical stages of early development. The vision of the NSTI is to be a successful incubator of technologies and private enterprise that assist the NNSA in meeting new challenges in national safety, security, and protection of the homeland. The NSTI is operated and managed by the Arrowhead Center, responsible for leading the economic development mission of New Mexico State University (NMSU). The Arrowhead Center will recruit business with applications for national security technologies recruited for the NSTI program. The Arrowhead Center and its strategic partners will provide business incubation services, including hands-on mentoring in general business matters, marketing, proposal writing, management, accounting, and finance. Additionally, networking opportunities and technology development assistance will be provided.

    The Insolation Data Manual presents monthly averaged data which describes the availability of solar radiation at 248 National Weather Service (NWS) stations, principally in the United States. Monthly and annual average daily insolation and temperature values have been computed from a base of 24--25 years of data, generally from 1952--1975, and listed for each location. Insolation values represent monthly average daily totals of global radiation on a horizontal surface and are depicted using the three units of measurement: kJ/m{sup 2} per day, Btu/ft{sup 2} per day and langleys per day. Average daily maximum, minimum and monthly temperatures are provided for most locations in both Celsius and Fahrenheit. Heating and cooling degree-days were computed relative to a base of 18.3 C (65 F). For each station, global {bar K}{sub T} (cloudiness index) values were calculated on a monthly and annual basis. Global {bar K}{sub T} is an index of cloudiness and indicates fractional transmittance of horizontal radiation, from the top of the atmosphere to the earth's surface. The second section of this volume presents long-term monthly and annual averages of direct normal solar radiation for 235 NWS stations, including a discussion of the basic derivation process. This effort is in response to a generally recognized need for reliable direct normal data and the recent availability of 23 years of hourly averages for 235 stations. The relative inaccessibility of these data on microfiche further justifies reproducing at least the long-term averages in a useful format. In addition to a definition of terms and an overview of the ADIPA model, a discussion of model validation results is presented.

This method is designed specifically to circumvent the limitation set by the Bedorsian and Nuttal Theorems, and to provide a sharp local measure of error when the quadrature and the Hilbert Transform do not agree. Motivation for this method is that straightforward application of the Hilbert Transform followed by taking the derivative of the phase-angle as the Instantaneous Frequency (IF) leads to a common mistake made up to this date. In order to make the Hilbert Transform method work, the data has to obey certain restrictions.

    Wind is the principal driver in the wind erosion models. The hourly wind speed data were generally required for precisely wind erosion modeling. In this study, a simple method to generate hourly wind speed data from daily wind statistics (daily average and maximum wind speeds together or daily average wind speed only) was established. A typical windy location with 3285 days (9 years) measured hourly wind speed data were used to validate the downscaling method. The results showed that the overall agreement between observed and simulated cumulative wind speed probability distributions appears excellent, especially for the wind speeds greater than 5 m s-1 range (erosive wind speed). The results further revealed that the values of daily average erosive wind power density (AWPD) calculated from generated wind speeds fit the counterparts computed from measured wind speeds well with high models' efficiency (Nash-Sutcliffe coefficient).     The regional concentrations of nine radiochemicals were measured in rat brain after induction of cerebral ischemia to identify tracers concentrated by brain undergoing selective neuronal necrosis. Transient (30 minute) forebrain ischemia was produced in the rat; 24 hours after cerebral recirculation the radiochemicals were injected intravenously and allowed to circulate for 5 hours. The brain concentrations of the radiochemicals in dissected regions were determined by scintillation counting. Forebrain ischemia of this nature will produce extensive injury to striatal neurons but will spare the great majority of neocortical neurons at 24 hours. The regional concentrations of these radiochemicals varied considerably in both control and ischemic animals. In postischemic animals, 4 radionuclides (/sup 63/Ni, /sup 99/TcO/sub 4/, /sup 22/Na, and (/sup 3/H)tetracycline) were concentrated in the irreversibly damaged striatum in amounts ranging from 1.4 to 2.4 times greater than in normal tissue. The concentrations of /sup 65/Zn, /sup 59/Fe, /sup 32/PO/sub 4/, and /sup 147/Pm in postischemic brain were similar to or less than those in normal brain. The concentration of (14C)EDTA was increased in injured and uninjured brain of postischemic rats. Autoradiographic analysis of the distribution patterns of some of these ions in normal animals showed that /sup 99/TcO/sub 4/, /sup 22/Na, /sup 65/Zn, and /sup 59/Fe were distributed more uniformly throughout the brain than were /sup 32/PO/sub 4/, /sup 63/Ni, and /sup 147/Pm. At 24 or 48 hours after ischemia, /sup 63/Ni, /sup 99/TcO/sub 4/, and /sup 22/Na were preferentially concentrated in the damaged striatum and hippocampus, whereas /sup 65/Zn, /sup 59/Fe, /sup 32/PO/sub 4/, and /sup 147/Pm did not accumulate in irreversibly injured tissue. Of the radiochemicals tested to date, Ni, TcO/sub 4/, and tetracycline may be useful for diagnosing ischemic brain injury in humans, using positron emission tomography.

    This paper presents an approach for improving potential building energy analyses using the DOE-2 computer program. The approach makes use of the ability to generate hour-by-hour data results from DOE-2 simulations, and uses a plotting package to generate 3-dimensional annual profiles of the hour-by-hour data for specific quantities of interest. The annual profiles of hourly data provide a graphical check of voluminous data in a condensed form allowing several different types of data to be plotted over a year. These profiles provide the user the opportunity to: check simulation results, check potential problems with simulations, provide graphs to customers who may want a simpler presentation, visualize interactions in simulations, and understand where weak areas may exist in simulations. Future analysis, using such profiles, may allow methods to be developed to check consistency between simulations, check for potential errors in modeling buildings, and better understand how simulations compared with data from real buildings. 14 refs., 24 figs.

    High penetration renewable integration studies need high quality solar power data with spatial-temporal correlations that are representative of a real system. This paper will summarize the research relating sequential point-source sub-hour global horizontal irradiance (GHI) values to static, spatially distributed GHI values. This research led to the development of an algorithm for generating coherent sub-hour datasets that span distances ranging from 10 km to 4,000 km. The algorithm, in brief, generates synthetic GHI values at an interval of one-minute, for a specific location, using SUNY/Clean Power Research, satellite-derived, hourly irradiance values for the nearest grid cell to that location and grid cells within 40 km.

    A wide range of thermoreversible gels are prepared by cooling down to ambient temperature hot aqueous solutions of polymers. During the sol-gel transition, such soft solids may experience a volume contraction leading to experimental issues regarding rheological measurements such as the stress-induced release of solvent, and the partial loss of contact between the sample and the shear cell. In this article, we revisit the formation of thermoreversible gels through a series of benchmark experiments conducted on agar gels in a plate-plate geometry. Monitoring the gelation with a constant gap results in an artificial drift of the gel elastic modulus $G'$ because of the sample contraction. We show that maintaining a constant normal force equals to zero instead of a constant gap allows $G'$ to reach a plateau as the gap variation compensates the sample contraction. The latter method provides a way to measure more reliably the gel linear properties with either rough or smooth boundary conditions, and allows us to quantify the sample contraction. Furthermore, we also unravel two subtle artifacts associated with metallic boundary conditions that may impact rheological measurements during the early stage of the gelation. We show that the slow oxidation of the plate by the solution and/or the presence of an oil layer around the sample, that is traditionally used to prevent evaporation, may both lead to a premature and artificial growth of $G'$ which should not be misinterpreted as the formation of a pre-gel. Finally, we illustrate the relevance of the controlled normal force protocol, by investigating the influence of thermal history on the mechanical properties of agar gels. Our work offers an extensive review of the artifacts associated with the rheology of thermoreversible gels and paves the way for a more systematic use of normal force controlled rheology.
