    We will quickly go through the history of the non-linear transmission lines (NLTLs). We will describe how they work, how they are modeled and how they are designed. Note that the field of high power, NLTL microwave sources is still under development, so this is just a snap shot of their current state.     The purpose of this Policy Flash is to disseminate an update to the Management and Operating (M&O) Contractor Standard Research Subcontract (Educational Institution or Nonprofit Organization) Model. The original Model was championed by the Integrated Contractor Purchasing Team and included representatives from other federally funded research facilities and DOE/NNSA. The attached update represents a similar stakeholder's collaboration. DOE/NNSA encourages M&O contractors to use this model subcontractor for unclassified research and development work not related to nuclear, chemical, biological, or radiological weapons of mass destruction or the production of special nuclear material. If the proposed subcontract is for other than standard research and development work (e.g., work performed on a DOE/NNSA site, a programmatic requirement for open source software distribution, etc.), the articles and clauses in the model should be tailored to address those specific requirements.

    As the United States dramatically expands wind energy deployment, the industry is challenged with developing a skilled workforce and addressing public resistance. Wind Powering America's Wind for Schools project addresses these issues by developing Wind Application Centers (WACs) at universities; WAC students assist in implementing school wind turbines and participate in wind courses, by installing small wind turbines at community "host" schools, by implementing teacher training with interactive curricula at each host school. This poster provides an overview of the first two years of the Wind for Schools project, primarily supporting activities in Colorado, Kansas, Nebraska, South Dakota, Montana, and Idaho.

    The Department of Energy's (DOE) Solar America Showcase program seeks to accelerate demand for solar technologies among key end use market sectors. As part of this activity the DOE provides Technical Assistance through its national laboratories to large-scale, high-visibility solar installation projects. The Solar Schools Assessment and Implementation Project (SSAIP) in the San Francisco Bay area was selected for a 2009 DOE Solar American Showcase award. SSAIP was formed through the efforts of the nonprofit Sequoia Foundation and includes three school districts: Berkeley, West Contra Costa, and Oakland Unified School Districts. This paper summarizes the technical assistance efforts that resulted from this technical assistance support. It serves as a case study and reference document detailing the steps and processes that could be used to successfully identify, fund, and implement solar PV projects in school districts across the country.

The Alliance conducted a train-the-trainers workshop in Augusta, Maine March 17--18, 1999. This work is part of a Green Schools replication project leveraged by funds from another source, NORDAX, which contributed $80,000 to provide partial support to staff at the Maine Energy Education Project (MEEP), Vermont Energy Education Program (VEEP), and New Hampshire Governor's Office to develop Green Schools Projects. DOE funds were used to conduct training, develop a network of state and local government, business and school partners to support school efficiency activities in those three states.

    Pacific Northwest National Laboratory (PNNL) is a large economic entity, with $1.06 billion in annual funding, $936 million in total spending, and 4,344 employees in fiscal year (FY) 2013. Four thousand, one hundred and one (4,101) employees live in Washington State. The Laboratory directly and indirectly supports almost $1.31 billion in economic output, 6,802 jobs, and $514 million in Washington State wage income from current operations. The state also gains more than $1.21 billion in output, more than 6,400 jobs, and $459 million in income through closely related economic activities, such as visitors, health care spending, spending by resident retirees, and spinoff companies. PNNL affects Washington’s economy through commonly recognized economic channels, including spending on payrolls and other goods and services that support Laboratory operations. Less-commonly recognized channels also have their own impacts and include company-supported spending on health care for its staff members and retirees, spending of its resident retirees, Laboratory visitor spending, and the economic activities in a growing constellation of “spinoff” companies founded on PNNL research, technology, and managerial expertise. PNNL also has a significant impact on science and technology education and community nonprofit organizations. PNNL is an active participant in the future scientific enterprise in Washington with the state’s K-12 schools, colleges, and universities. The Laboratory sends staff members to the classroom and brings hundreds of students to the PNNL campus to help train the next generation of scientists, engineers, mathematicians, and technicians. This investment in human capital, though difficult to measure in terms of current dollars of economic output, is among the important lasting legacies of the Laboratory. Finally, PNNL contributes to the local community with millions of dollars’ worth of cash and in-kind corporate and staff contributions, all of which strengthen the economy. This report quantifies these effects, providing detailed information on PNNL’s revenues and expenditures, as well as the impacts of its activities on the rest of the Washington State economy. This report also describes the impacts of the four closely related activities: health care spending, spinoff companies with roots in PNNL, visitors to the Laboratory, and PNNL retirees.

    The increasing presence of computers and other forms of information and communications technology (ICT) in schools has raised concerns in the United States (US) and elsewhere. Children are using computers more than any other age group in the US. It is not known whether early intensive use of ICT predisposes children to future injury. Ergonomics is not included in state curriculum standards or requirements but can be supported by some of the existing standards. Some who believe that children are better off being educated early about ergonomics are taking action to bring ergonomics into elementary and secondary schools. This paper describes the process used to introduce ergonomics into two elementary schools in two different states by initiators with two different roles.

    This case study presents the lessons learned from incorporating energy efficiency in the rebuilding and renovating of New Orleans K-12 schools after Hurricanes Katrina and Rita. Hurricane Katrina was the largest natural disaster in the United States, striking the Gulf Coast on August 29, 2005, and flooding 80% of New Orleans; to make matters worse, the city was flooded again only three weeks later by the effects of Hurricane Rita. Many of the buildings, including schools, were heavily damaged. The devastation of schools in New Orleans from the hurricanes was exacerbated by many years of deferred school maintenance. This case study presents the lessons learned from incorporating energy efficiency in the rebuilding and renovating of New Orleans K-12 schools after Hurricanes Katrina and Rita. The experiences of four new schools-Langston Hughes Elementary School, Andrew H. Wilson Elementary School (which was 50% new construction and 50% major renovation), L.B. Landry High School, and Lake Area High School-and one major renovation, Joseph A. Craig Elementary School-are described to help other school districts and design teams with their in-progress and future school building projects in hot-humid climates. Before Hurricane Katrina, New Orleans had 128 public schools. As part of the recovery planning, New Orleans Public Schools underwent an assessment and planning process to determine how many schools were needed and in what locations. Following a series of public town hall meetings and a district-wide comprehensive facility assessment, a Master Plan was developed, which outlined the renovation or construction of 85 schools throughout the city, which are expected to be completed by 2017. New Orleans Public Schools expects to build or renovate approximately eight schools each year over a 10-year period to achieve 21st century schools district-wide. Reconstruction costs are estimated at nearly $2 billion.

    Portland, OR Portland State's Shattuck hall was originally constructed as an elementary school in 1915. In 2007 the university undertook extensive renovations of the building to bring it up to current seismic requirements. In addition to structural improvements, the design team was able to upgraded the building's aging mechanical and electrical systems, upgrade plumbing, and restore the large light wells that bring daylight into the U-shaped building. The resulting building houses Portland State's Architecture department, where students are able to learn from the exposed building systems.

    This report describes five major activities that the Alliance to Save Energy performed for the years 2000 and 2001 to support and compliment DOE's Energy Smart Schools Partnership. The major tasks under this project were to: (1) Promote the School Efficiency Peer Exchange program for school personnel; (2) develop the Earth Apple Awards program and disseminate the best award-winning ideas; (3) link Green Schools with Rebuilt with at least one metropolitan area such as Philadelphia or Buffalo; (4) support Rebuild/Energy Smart Schools through working at the state level to develop business, state, and local government and through making presentations in support of school efficiency; (5) update the curriculum search originally conducted in 1995.

Wind Powering America's Wind for Schools project addresses these issues by: Developing Wind Application Centers (WACs) at universities; installing small wind turbines at community "host" schools; and implementing teacher training with interactive curricula at each host school.

    The ACS Summer Schools in Nuclear and Radiochemistry (herein called “Summer Schools”) were funded by the U.S. Department of Energy and held at San Jose State University (SJSU) and Brookhaven National Laboratory (BNL). The Summer Schools offer undergraduate students with U.S. citizenship an opportunity to complete coursework through ACS accredited chemistry degree programs at SJSU or the State University of New York at Stony Brook (SBU). The courses include lecture and laboratory work on the fundamentals and applications of nuclear and radiochemistry. The number of students participating at each site is limited to 12, and the low student-to-instructor ratio is needed due to the intense nature of the six-week program. To broaden the students’ perspectives on nuclear science, prominent research scientists active in nuclear and/or radiochemical research participate in a Guest Lecture Series. Symposia emphasizing environmental chemistry, nuclear medicine, and career opportunities are conducted as a part of the program. The Department of Energy’s Office of Basic Energy Sciences (BES) renewed the five-year proposal for the Summer Schools starting March 1, 2007, with contributions from Biological and Environmental Remediation (BER) and Nuclear Physics (NP). This Final Technical Report covers the Summer Schools held in the years 2007-2011.

    North Country School in Lake Placid, New York, recently installed a high-efficiency wood chip boiler using Recovery Act funds from the New York State Energy Research and Development Authority.     These models address a variety of purposes, such as supply or demand of energy or of certain types of energy, emergency management of energy, conservation in end uses of energy, and economic factors. Fifty-one models are briefly described as to: purpose; energy system; applications;status; validation; outputs by sector, energy type, economic and physical units, geographic area, and time frame; structure and modeling techniques; submodels; working assumptions; inputs; data sources; related models; costs; references; and contacts. Discussions in the report include: project purposes and methods of research, state energy modeling in general, model types and terminology, and Federal legislation to which state modeling is relevant. Also, a state-by-state listing of modeling efforts is provided and other model inventories are identified. The report includes a brief encylopedia of terms used in energy models. It is assumed that many readers of the report will not be experienced in the technical aspects of modeling. The project was accomplished by telephone conversations and document review by a team from the Colorado School of Mines Research Institute and the faculty of the Colorado School of Mines. A Technical Committee (listed in the report) provided advice during the course of the project.

    The National Association of State Energy Officials (NASEO) in conjunction with the California Energy Commission, the Energy Center of Wisconsin, the Florida Solar Energy Center, the New York State Energy Research and Development Authority, and the Ohio Department of Development's Office of Energy Efficiency conducted a four-year, cost-share project with the U.S. Department of Energy (USDOE), Office of Energy Efficiency and Renewable Energy to focus on energy efficiency and high-performance technologies in our nation's schools. NASEO was the program lead for the MOU-State Schools Working group, established in conjunction with the USDOE Memorandum of Understanding process for collaboration among state and federal energy research and demonstration offices and organizations. The MOU-State Schools Working Group included State Energy Offices and other state energy research organizations from all regions of the country. Through surveys and analyses, the Working Group determined the school-related energy priorities of the states and established a set of tasks to be accomplished, including the installation and evaluation of microturbines, advanced daylighting research, testing of schools and classrooms, and integrated school building technologies. The Energy Smart Schools project resulted in the adoption of advanced energy efficiency technologies in both the renovation of existing schools and building of new ones; the education of school administrators, architects, engineers, and manufacturers nationwide about the energy-saving, economic, and environmental benefits of energy efficiency technologies; and improved the learning environment for the nation's students through use of better temperature controls, improvements in air quality, and increased daylighting in classrooms. It also provided an opportunity for states to share and replicate successful projects to increase their energy efficiency while at the same time driving down their energy costs.

    The West Coast Regional Carbon Sequestration Partnership (WESTCARB) is one of seven partnerships that have been established by the U.S. Department of Energy (DOE) to evaluate carbon capture and sequestration (CCS) technologies best suited for different regions of the country. The West Coast Region comprises Arizona, California, Nevada, Oregon, Washington, Alaska, and British Columbia. Led by the California Energy Commission, WESTCARB is a consortium of about 70 organizations, including state natural resource and environmental protection agencies; national laboratories and universities; private companies working on carbon dioxide (CO{sub 2}) capture, transportation, and storage technologies; utilities; oil and gas companies; nonprofit organizations; and policy/governance coordinating organizations. Both terrestrial and geologic sequestration options were evaluated in the Region during the 18-month Phase I project. A centralized Geographic Information System (GIS) database of stationary source, geologic and terrestrial sink data was developed. The GIS layer of source locations was attributed with CO{sub 2} emissions and other data and a spreadsheet was developed to estimate capture costs for the sources in the region. Phase I characterization of regional geological sinks shows that geologic storage opportunities exist in the WESTCARB region in each of the major technology areas: saline formations, oil and gas reservoirs, and coal beds. California offers outstanding sequestration opportunities because of its large capacity and the potential of value-added benefits from enhanced oil recovery (EOR) and enhanced gas recovery. The estimate for storage capacity of saline formations in the ten largest basins in California ranges from about 150 to about 500 Gt of CO{sub 2}, the potential CO{sub 2}-EOR storage was estimated to be 3.4 Gt, and the cumulative production from gas reservoirs suggests a CO{sub 2} storage capacity of 1.7 Gt. A GIS-based method for source-sink matching was implemented and preliminary marginal cost curves developed, which showed that 20, 40, or 80 Mega tonnes (Mt) of CO{sub 2} per year could be sequestered in California at a cost of $31/tonne (t), $35/t, or $50/t, respectively. Phase I also addressed key issues affecting deployment of CCS technologies, including storage-site monitoring, injection regulations, and health and environmental risks. A framework for screening and ranking candidate sites for geologic CO{sub 2} storage on the basis of HSE risk was developed. A webbased, state-by-state compilation of current regulations for injection wells, and permits/contracts for land use changes, was developed, and modeling studies were carried out to assess the application of a number of different geophysical techniques for monitoring geologic sequestration. Public outreach activities resulted in heightened awareness of sequestration among state, community and industry leaders in the Region. Assessment of the changes in carbon stocks in agricultural lands showed that Washington, Oregon and Arizona were CO{sub 2} sources for the period from 1987 to 1997. Over the same period, forest carbon stocks decreased in Washington, but increased in Oregon and Arizona. Results of the terrestrial supply curve analyses showed that afforestation of rangelands and crop lands offer major sequestration opportunities; at a price of $20 per t CO{sub 2}, more than 1,233 MMT could be sequestered over 40-years in Washington and more than 1,813 MMT could be sequestered in Oregon.

    In a first-of-its-kind report tracking the use of solar energy at K-12 schools in the United States, The Solar Foundation has developed the most comprehensive understanding to date of how schools are using and financing solar energy and the potential for still more schools to benefit from the technology. According to the report, there are currently 3,752 K-12 schools with solar installations, meaning nearly 2.7 million students attend schools with solar energy systems. These PV systems have a combined capacity of 490 megawatts (MW), and generate roughly 642,000 megawatt-hours (MWh) of electricity each year, equivalent to $77.8 million worth of utility bills and enough clean, renewable energy to offset 50 million gallons of gasoline. Solar potential on schools remains largely untapped. Of the 125,000 K-12 schools in the country, up to 72,000 schools (60%) can "go solar" cost-effectively. Approximately 450 individual schools districts have the potential to save more than $1 million over 30 years by installing a solar PV system.

    The U.S. Department of Energy's (DOE's) 20% Wind Energy by 2030 report recommends expanding education to ensure a trained workforce to meet the projected growth of the wind industry and deployment. Although a few U.S. higher education institutions offer wind technology education programs, most are found in community and technical colleges, resulting in a shortage of programs preparing highly skilled graduates for wind industry careers. Further, the United States lags behind Europe (which has more graduate programs in wind technology design and manufacturing) and is in danger of relinquishing the economic benefits of domestic production of wind turbines and related components and services to European countries. DOE's Wind Powering America initiative launched the Wind for Schools project to develop a wind energy knowledge base among future leaders of our communities, states, and nation while raising awareness about wind energy's benefits. This fact sheet provides an overview of wind energy curricula as it relates to the Wind for Schools project.

    For a stand-alone retail building, a primary school, and a secondary school in each of the 16 California climate zones, the EnergyPlus building energy simulation model was used to estimate how minimum mechanical ventilation rates (VRs) affect energy use and indoor air concentrations of an indoor-generated contaminant. The modeling indicates large changes in heating energy use, but only moderate changes in total building energy use, as minimum VRs in the retail building are changed. For example, predicted state-wide heating energy consumption in the retail building decreases by more than 50% and total building energy consumption decreases by approximately 10% as the minimum VR decreases from the Title 24 requirement to no mechanical ventilation. The primary and secondary schools have notably higher internal heat gains than in the retail building models, resulting in significantly reduced demand for heating. The school heating energy use was correspondingly less sensitive to changes in the minimum VR. The modeling indicates that minimum VRs influence HVAC energy and total energy use in schools by only a few percent. For both the retail building and the school buildings, minimum VRs substantially affected the predicted annual-average indoor concentrations of an indoor generated contaminant, with larger effects in schools. The shape of the curves relating contaminant concentrations with VRs illustrate the importance of avoiding particularly low VRs.

    The Pacific Northwest National Laboratory (PNNL) hosted students from across the United States at the inaugural Radiation Detection for Nuclear Security Summer School from June 11 22, 2012. The summer school provided students with a unique understanding of nuclear security challenges faced in the field and exposed them to the technical foundations, analyses, and insight that will be required by future leaders in technology development and implementation. The course heavily emphasized laboratory and field demonstrations including direct measurements of special nuclear material. The first week of the summer school focused on the foundational knowledge required by technology practitioners; the second week focused on contemporary applications. Student evaluations and feedback from student advisors indicates that the summer school achieved its objectives of 1) exposing students to the range of nuclear security applications for which radiation detection is necessary, 2) articulating the relevance of student research into the broader context, and 3) exciting students about the possibility of future careers in nuclear security.

    The U. S. Department of Energy (DOE), National Association of State Energy Officials (NASEO), and Association of State Energy Research and Technology Transfer Institutions (ASERTTI) signed an intergovernmental agreement on November 14, 2002, that allowed states and territories and the Federal Government to better collaborate on energy research, development, demonstration and deployment (RDD&D) projects. The agreement established the State Technologies Advancement Collaborative (STAC) which allowed the states and DOE to move RDD&D forward using an innovative competitive project selection and funding process. A cooperative agreement between DOE and NASEO served as the contracting instrument for this innovative federal-state partnership obligating funds from DOE's Office of Energy Efficiency and Renewable Energy and Office of Fossil Energy to plan, fund, and implement RDD&D projects that were consistent with the common priorities of the states and DOE. DOE's Golden Field Office provided Federal oversight and guidance for the STAC cooperative agreement. The STAC program was built on the foundation of prior Federal-State efforts to collaborate on and engage in joint planning for RDD&D. Although STAC builds on existing, successful programs, it is important to note that it was not intended to replace other successful joint DOE/State initiatives such as the State Energy Program or EERE Special Projects. Overall the STAC process was used to fund, through three competitive solicitations, 35 successful multi-state research, development, deployment, and demonstration projects with an overall average non-federal cost share of 43%. Twenty-two states were awarded at least one prime contract, and organizations in all 50 states and some territories were involved as subcontractors in at least one STAC project. Projects were funded in seven program areas: (1) Building Technologies, (2) Industrial Technologies, (3) Transportation Technologies, (4) Distributed Energy Resources, (5) Hydrogen Technology Learning Centers, (6) Fossil Energy, and (7) Rebuild America.

    We introduce the distribution of a secret multipartite entangled state in a real-world scenario as a quantum primitive. We show that in the presence of noisy quantum channels (and noisy control operations), any state chosen from the set of two-colorable graph states (Calderbank-Shor-Steane codewords) can be created with high fidelity while it remains unknown to all parties. This is accomplished by either blind multipartite entanglement purification, which we introduce in this paper, or by multipartite entanglement purification of enlarged states, which offers advantages over an alternative scheme based on standard channel purification and teleportation. The parties are thus provided with a secret resource of their choice for distributed secure applications.

    A solid state switch, with reverse conducting thyristors, is designed to operate at 20 kV hold-off voltage, 1500 A peak, 1.0 .mu.s pulsewidth, and 4500 pps, to replace thyratrons. The solid state switch is more reliable, more economical, and more easily repaired. The switch includes a stack of circuit card assemblies, a magnetic assist and a trigger chassis. Each circuit card assembly contains a reverse conducting thyristor, a resistor capacitor network, and triggering circuitry.
