    This report summarizes the integrated resource planning (IRP) practices of US rural electric cooperatives and the IRP policies which influence these practices. It was prepared by the National Renewable Energy Laboratory (NREL) and its subcontractor Garrick and Associates to assist the US Department of Energy (DOE) in satisfying the reporting requirements of Title 1, Subtitle B, Section 111(e)(3) of the Energy Policy Act of 1992 (EPAct), which states: (e) Report--Not later than 2 years after the date of the enactment of this Act, the Secretary (of the US Department of Energy) shall transmit a report to the President and to the Congress containing--(the findings from several surveys and evaluations, including:); (3) a survey of practices and policies under which electric cooperatives prepare IRPs, submit such plans to REA, and the extent to which such integrated resource planning is reflected in rates charged to customers.

    NRECA conceived of the International Electric Cooperative Initiative on Energy Efficiency (IECIEE) in order to provide an ongoing means of contributing voluntary actions on greenhouse gas emissions mitigation as an integral component of its international programs and projects. This required designing the IECIEE to be integrated directly with the core interests and attributes of participating cooperatives in the U.S. and Latin America, which was the initial focus area selected for the IECIEE. In the case of NRECA International, the core interests related to promoting and strengthening the electric cooperative model, which has proved highly successful in maximizing operational efficiencies in electric power generation, distribution and retailing, as compared to government-owned entities. The approach involved three basic components: (i) establishing the IECIEE mechanism, which involved setting up a functioning organizational vehicle providing for investment, management, and emissions credit accounting; (ii) developing a portfolio of projects in countries where NRECA International could effectively implement the broader mandate of cooperative development as energy efficient suppliers and distributors of electrical energy; and (iii) conducting outreach to obtain the commitment of participants and resources from U.S. and Latin American cooperatives and partnering agencies in the development financing community.

    We report on the results of a systematic ab initio study of the Jones birefringence of noble gases, of furan homologues, and of monosubstituted benzenes, in the gas phase, with the aim of analyzing the behavior and the trends within a list of systems of varying size and complexity, and of identifying candidates for a combined experimental/theoretical study of the effect. We resort here to analytic linear and nonlinear response functions in the framework of time-dependent density functional theory. A correlation is made between the observable (the Jones constant) and the atomic radius for noble gases, or the permanent electric dipole and a structure/chemical reactivity descriptor as the para Hammett constant for substituted benzenes.

  10. Rural electric cooperatives and the cost structure of the electric power industry: A multiproduct analysis

    Since 1935, the federal government of the United States has administered a program designed to make electricity available to rural Americans. This dissertation traces the history of the rural electrification program, as well as its costs. While the Congress intended to simply provide help in building the capital structure of rural electric distribution systems, the program continues to flourish some 35 years after these systems first fully covered the countryside. Once the rural distribution systems were built, the government began to provide cooperatives with billions of dollars in subsidized loans for the generation of electric power. Although this program costs the taxpayers nearly $1 billion per year, no one has ever tested its efficacy. The coops' owner/members do not have the right to trade their individual ownership shares. The RECs do not fully exploit the scale and scope economies observed in the investor-owned sector of this industry. This dissertation compares the relative productive efficiencies of the RECs and the investor-owned electric utilities (IOUs) in the United States. Using multiproduct translog cost functions, the estimated costs of cooperatives are compared to those of IOUs in providing identical output bundles. Three separate products are considered as outputs: (1) wholesale power; (2) power sold to large industrial customers; and (3) power sold to residential and commercial customers. It is estimated that, were the RECs forced to pay market prices for their inputs, their costs would exceed those incurred by the IOUs by about 24 percent. Several policy recommendations are made: (1) the RECs should be converted to stockholder-owned, tax-paying corporations; (2) the government should discontinue its subsidized loan program; (3) the government should sell its hydroelectric power at market prices, nullifying the current preference given to cooperatives and municipal distributors in the purchase of this currently underpriced power.

Applications include calorimeters and neutrino oscillation experiments as well as searches for neutrinoless double beta decay, direct dark matter, muon electron conversion, and the neutron electric dipole moment. One of the great advantages of liquid noble gases is their copious production of ultraviolet scintillation light, which contains information about event energy and particle type.     In the United States, testing has been under way at electric coal-fired power plants to find viable and economical mercury control strategies to meet pending regulations. San Miguel Electric Cooperative (SMEC) engaged the Energy & Environmental Research Center (EERC) through a request for proposal (RFP) to perform research tests to evaluate sorbent-based technologies at its coal-fired San Miguel Generating Station to identify possible technology options that could be used by SMEC to meet the mercury reduction requirements of future U.S. federal standards. The goal of the testing was to target a mercury removal of {ge}90%. The EERC has successfully field-tested several sorbent-based technologies in previous projects that offer promise and potential to achieve a target removal of {ge}90%. Based on these field test results, yet recognizing that fuel type and plant operating conditions affect mercury capture significantly, the EERC proposed research tests to evaluate potential sorbent-based technologies provided by Norit Americas and the EERC that could potentially meet SMEC's mercury control objectives. Over the period of May through mid-June 2008, the EERC tested injection of both treated and nontreated activated carbon (AC) provided by Norit Americas and sorbent enhancement additives (SEAs) provided by the EERC. Tests were performed at San Miguel Unit 1 (450 MW) and included injection at the inlet of the air heater (AH) (temperature of 720 F). The test coal was a Texas lignite fuel with an average moisture content of 31.19%, an ash content of 26.6%, a heating value of 5,094 Btu/lb, a sulfur content of 2.7%, and a mercury concentration of 0.182 ppm, all reported on an as-received basis. Pilot-scale testing results identified DARCO{reg_sign} Hg-LH, SEA2 + DARCO{reg_sign} Hg, and the ChemMod sorbents as technologies with the potential to achieve the target mercury removal of {ge}90% at the full-scale test. Mercury concentrations were tracked with continuous mercury monitors (CMMs) at the electrostatic precipitator (ESP) inlet (ESP In), scrubber inlet, and scrubber outlet of San Miguel Unit 1, and a dry sorbent trap method was used to take samples periodically to measure mercury concentrations at the each of the CMM sampling locations described above. A limited number of Ontario Hydro (OH) measurements were also conducted. Removal efficiencies were calculated from mercury-in-coal values to scrubber out CMM values. Sorbent trap samples taken at the each sampling location outlet were found to be fairly consistent with CMM values. A maximum mercury removal of 78.5% was achieved with the SEA2 + DARCO Hg sorbent combination at injection rates of 50 ppm and 4 lb/Macf, respectively. An injection rate of 4 lb/Macf for DARCO Hg-LH and DARCO Hg resulted in mercury removals of 70.0% and 64.2%, respectively. These mercury reduction values were achieved at full load and at stable plant operating conditions. Scrubber reemission was observed during sorbent injection and had a significant effect on coal to scrubber out mercury removal values. When the sorbents were injected into San Miguel Unit 1 at the AH inlet, no effects on unit operations were observed. ESP performance throughout the test period was fairly steady, with only one minor breakdown. However, it should be noted that test durations were short.

    In this project, we developed a confined cooperative self-assembly process to synthesize one-dimensional (1D) j-aggregates including nanowires and nanorods with controlled diameters and aspect ratios. The facile and versatile aqueous solution process assimilates photo-active macrocyclic building blocks inside surfactant micelles, forming stable single-crystalline high surface area nanoporous frameworks with well-defined external morphology defined by the building block packing. Characterizations using TEM, SEM, XRD, N{sub 2} and NO sorption isotherms, TGA, UV-vis spectroscopy, and fluorescence imaging and spectroscopy indicate that the j-aggregate nanostructures are monodisperse and may further assemble into hierarchical arrays with multi-modal functional pores. The nanostructures exhibit enhanced and collective optical properties over the individual chromophores. This project was a small footprint research effort which, nonetheless, produced significant progress towards both the stated goal as well as unanticipated research directions.

    This demonstration project contributes to the knowledge base in the area of fuel cells in stationary applications, propane fuel cells, edge-of-grid applications for fuel cells, and energy storage in combination with fuel cells. The project demonstrated that it is technically feasible to meet the whole-house electrical energy needs of a typical upstate New York residence with a 5-kW fuel cell in combination with in-home energy storage without any major modifications to the residence or modifications to the consumption patterns of the residents of the home. The use of a fuel cell at constant output power through a 120-Volt inverter leads to system performance issues including: relatively poor power quality as quantified by the IEEE-defined short term flicker parameter relatively low overall system efficiency Each of these issues is discussed in detail in the text of this report. The fuel cell performed well over the 1-year demonstration period in terms of availability and efficiency of conversion from chemical energy (propane) to electrical energy at the fuel cell output terminals. Another strength of fuel cell performance in the demonstration was the low requirements for maintenance and repair on the fuel cell. The project uncovered a new and important installation consideration for propane fuel cells. Alcohol added to new propane storage tanks is preferentially absorbed on the surface of some fuel cell reformer desulfurization filters. The experience on this project indicates that special attention must be paid to the volume and composition of propane tank additives. Size, composition, and replacement schedules for the de-sulfurization filter bed should be adjusted to account for propane tank additives to avoid sulfur poisoning of fuel cell stacks.     These guidelines were designed to assist National Rural Electric Cooperative Association staff and consultants involved in the implementation of Sections 201 and 210 of the Public Utilities Regulatory Policies Act (PURPA). The guidelines were structured to meet anticipated use as: a self-contained legal, technical and economic reference manual helpful in dealing with small power producers and cogenerators; a roadmap through some of the less obvious obstacles encountered by utilities interacting with small power producers and cogenerators; a starting point for those utilities who have not yet formulated specific policies and procedures, nor developed rates for purchasing power from small power producers and cogenerators; a discussion vehicle to highlight key issues and increase understanding in workshop presentations to rural electric cooperatives; and an evolutionary tool which can be updated to reflect changes in the law as they occur. The chapters in these Guidelines contain both summary information, such as compliance checklists, and detailed information, such as cost rate calculations, on regulatory requirements, operational considerations, and rate considerations.     Core-shell particles encapsulated by a thin film of a catalytically active metal are described. The particles are preferably nanoparticles comprising a non-noble core with a noble metal shell which preferably do not include Pt. The non-noble metal-noble metal core-shell nanoparticles are encapsulated by a catalytically active metal which is preferably Pt. The core-shell nanoparticles are preferably formed by prolonged elevated-temperature annealing of nanoparticle alloys in an inert environment. This causes the noble metal component to surface segregate and form an atomically thin shell. The Pt overlayer is formed by a process involving the underpotential deposition of a monolayer of a non-noble metal followed by immersion in a solution comprising a Pt salt. A thin Pt layer forms via the galvanic displacement of non-noble surface atoms by more noble Pt atoms in the salt. The overall process is a robust and cost-efficient method for forming Pt-coated non-noble metal-noble metal core-shell nanoparticles.

It researches, develops, and disseminates new methods, tools, and technologies to protect and enhance the reliability of the U.S. electric power system and the efficiency of competitive electricity markets. It is funded by the U.S. Department of Energy’s Office of Electricity Delivery and Energy Reliability (OE).     Annex XIII on 'Fuel Cell Vehicles' of the Implementing Agreement Hybrid and Electric Vehicles of the International Energy Agency has been operating since 2006, complementing the ongoing activities on battery and hybrid electric vehicles within this group. This paper provides an overview of the Annex XIII final report for 2010, compiling an up-to-date, neutral, and comprehensive assessment of current trends in fuel cell vehicle technology and related policy. The technological description includes trends in system configuration as well as a review of the most relevant components including the fuel cell stack, batteries, and hydrogen storage. Results from fuel cell vehicle demonstration projects around the world and an overview of the successful implementation of fuel cells in specific transport niche markets will also be discussed. The final section of this report provides a detailed description of national research, development, and demonstration (RD&D) efforts worldwide.

    Nearly 50 years elapsed between the discovery of superconductivity and the emergence of the microscopic theory describing this zero resistance state. The explanation required a novel phase of matter in which conduction electrons joined in weakly bound pairs and condensed with other pairs into a single quantum state. Surprisingly, this Cooper pair formation has also been invoked to account for recently uncovered high-resistance or insulating phases of matter. To address this possibility, we have used nanotechnology to create an insulating system that we can probe directly for Cooper pairs. I will present the evidence that Cooper pairs exist and dominate the electrical transport in these insulators and I will discuss how these findings provide new insight into superconductor to insulator quantum phase transitions.

    A device for detecting impurities in a noble gas includes a detection chamber and a source of pulsed ultraviolet light. The pulse of the ultraviolet light is transferred into the detection chamber and onto a photocathode, thereby emitting a cloud of free electrons into the noble gas within the detection chamber. The cloud of electrons is attracted to the opposite end of the detection chamber by a high positive voltage potential at that end and focused onto a sensing anode. If there are impurities in the noble gas, some or all of the electrons within the cloud will bond with the impurity molecules and not reach the sensing anode.     Noble gas isotopes are used extensively as tracers inhydrologic and paleoclimatic studies. These applications requireknowledge of the isotopic mass (m) dependence of noble gas diffusioncoefficients in water (D), which has not been measured but is estimatedusing experimental D-values for the major isotopes along with an untestedrelationship from kinetic theory, D prop m-0.5. We applied moleculardynamics methods to determine the mass dependence of D for four noblegases at 298 K, finding that D prop m-beta with beta<0.2, whichrefutes the kinetic theory model underlying all currentapplications.

    The cooperative program between NRC/ANL and EPRI on the validation of soil-structure interaction analysis methods with actual seismic response data is described. A large scale-model of a containment building has been built by EPRI/Taipower in a highly seismic region of Taiwan. Vibration tests were performed, first on the basemat before the superstructure was built and then on the completed structure. Since its completion, the structure has experienced many earthquakes. The site and structural response to these earthquakes have been recorded with field (surface and downhole) and structural instrumentation. The validation program involves blind predictions of site and structural response during vibration tests and a selected seismic event, and subsequent comparison between the predictions and measurements. The predictive calculations are in progress. The results of the correlation are expected to lead to the evaluation of the methods as to their conservatisms and sensitivities.

    This is the final report of a six-month, Laboratory Directed Research and Development (LDRD) project at Los Alamos National Laboratory (LANL). The nuclei of noble gases can be hyper polarized through a laser-driven spin exchange to a degree many orders of magnitude larger than that attainable by thermal polarization without requiring a strong magnetic field. The increased polarization from the laser pumping enables a good nuclear magnetic resonance (NMR) signal from a gas. The main goal of this project was to demonstrate diffusion-weighted imaging of such hyper-polarized noble gas with magnetic resonance imaging (MRI). Possible applications include characterizing porosity of materials and dynamically imaging pressure distributions in biological or acoustical systems.

A method for preparing a noble metal alloy at low temperature, the method comprising the steps of forming solution of organometallic compounds by dissolving the compounds into a quantity of a compatible solvent medium capable of solvating the organometallic, mixing a portion of each solution to provide a desired molarity ratio of ions in the mixed solution, adding a support material, rapidly quenching droplets of the mixed solution to initiate a solute-solvent phase separation as the solvent freezes, removing said liquid cryogen, collecting and freezing drying the frozen droplets to produce a dry powder, and finally reducing the powder to a metal by flowing dry hydrogen over the powder while warming the powder to a temperature of about 150.degree. C.

    Mass quantities of noble metal and iodine nuclides in the metallic noble metal phase extracted from spent fuel are measured using instrumental neutron activation analysis (NAA). Nuclide presence is predicted using fission yield analysis, and mass quantification is derived from standard gamma spectroscopy and radionuclide decay analysis. The nuclide compositions of noble metal phase derived from two dissolution methods, UO2 fuel dissolved in nitric acid and UO2 fuel dissolved in ammonium-carbonate and hydrogen-peroxide solution, are compared. Lastly, the implications of the rapid analytic speed of instrumental NAA are discussed in relation to potential nuclear forensics applications.

    Development of advanced hydrogen separation membranes in support of hydrogen production processes such as coal gasification and as front end gas purifiers for fuel cell based system is paramount to the successful implementation of a national hydrogen economy. Current generation metallic hydrogen separation membranes are based on Pd-alloys. Although the technology has proven successful, at issue is the high cost of palladium. Evaluation of non-noble metal based dense metallic separation membranes is currently receiving national and international attention. The focus of the reported work was to develop a scaled reactor with a VNi-Ti alloy membrane to replace a production Pd-alloy tube-type purification/diffuser system.

    A 1.5 cm long, 1.2 g specimen of the Eltanin meteorite was found at 10.97 m depth in Polarstern piston core PS2704-1. The early studies indicated that the small fragments of the Eltanin meteorite was debris from a km-sized asteroid which impacted into the deep-ocean basin. In this study, the authors measured {sup 39}Ar-{sup 40}Ar age, noble gases, and cosmogenic radionuclides in splits of specimen as a part of consortium studies of Eltanin meteorite. They concluded that the specimen was about 3 m deep from the asteroid surface. The exposure age of the Eltanin asteroid was about 20 Myr.

The hydrogen generation in the CPC is primarily due to noble metal catalyzed decomposition of formic acid with a minor contribution from radiolytic processes. Noble metals have historically been added as trim chemicals to process simulations. The present study investigated the potential conservatism that might be present from adding the catalytic species as trim chemicals to the final sludge simulant versus co-precipitating the noble metals into the insoluble sludge solids matrix. Two sludge simulants were obtained, one with co-precipitated noble metals and one without noble metals. Co-precipitated noble metals were expected to better match real waste behavior than using trimmed noble metals during CPC simulations. Portions of both sludge simulants were held at 97 C for about eight hours to qualitatively simulate the effects of long term storage on particle morphology and speciation. The two original and two heat-treated sludge simulants were then used as feeds to Sludge Receipt and Adjustment Tank, SRAT, process simulations. Testing was done at relatively high acid stoichiometries, {approx}175%, and without mercury in order to ensure significant hydrogen generation. Hydrogen generation rates were monitored during processing to assess the impact of the form of noble metals. The following observations were made on the data: (1) Co-precipitated noble metal simulant processed similarly to trimmed noble metal simulant in most respects, such as nitrite to nitrate conversion, formate destruction, and pH, but differently with respect to hydrogen generation: (A) The peak hydrogen generation rate occurred three to five hours later for the regular and heat-treated co-precipitated noble metal slurries than for the slurries with trimmed noble metals. (B) The peak hydrogen generation rate was lower during processing of the co-precipitated noble metal simulant relative to the trimmed noble metal simulant data. (C) Trimmed noble metals appeared to be conservative relative to co-precipitated noble metals under the conditions of these tests as long as the peak hydrogen generation rate occurred early in the SRAT boiling period. (2) If the peak hydrogen generation rate with trimmed noble metals is near or above the DWPF limit, and if the peak occurs late in the SRAT cycle, then a potential SME cycle hydrogen generation rate issue could be anticipated when using co-precipitated noble metals, since the peak is expected to be delayed relative to trimmed noble metals. (3) The peak hydrogen generation rate increased from about 1.3 to about 3.7 lbs H{sub 2}/hr on the range of 170-190% stoichiometry, or about 0.1 lbs. H{sub 2}/hr per % change in the stoichiometric factor at DWPF scale. (4) The peak generation rate was slightly higher during processing of the heat-treated coprecipitated noble metal simulant relative to the trimmed noble metal heat-treated simulant, but this probably due to somewhat more excess acid being added to the co-precipitated noble metal test than intended. (5) The variations in the peak hydrogen generation rate appeared to track the quantity of dissolved rhodium in the SRAT product. (6) A noble metal apparently activated and then de-activated during the final hour of formic acid addition. The associated peak generation rate was <3% of the maximum rate seen in each test. Palladium may have been responsible based on literature data. (7) Planned comparisons between heat-treated and un-heat-treated simulants were complicated by the significantly altered base equivalents following heat-treatment. This necessitated making small adjustments to the stoichiometric acid factor to attempt to match the excess acid contents of the various cases. The overall conclusion for the work completed to date is that co-precipitated noble metals were more difficult to activate, and were probably less active then trimmed noble metals under the conditions tested. The use of heat-treatment to simulate aging did not change the ease of activation of the noble metals. The relative ranking of the heat-treated trimmed and co-precipitated noble metal simulants was ambiguous with respect to peak hydrogen generation rate.

    The conversion of methane is measured in a planar-type dielectric barrier discharge reactor using three different noble gasesHe, Ne, and Aras additives. The empirical results obtained clearly indicate that methane activation is considerably affected by thy type of noble gas used. Through 0-D calculations, the discharge parameters inside the reactor, i.e., electron temperature and electron density, are estimated using experiment results. A comparison of the discharge characteristics and experimental results shows that the electron temperature is an important factor in achieving high methane activation and the mixture with Ar gas shows the highest methane conversion. These results are constructed using the mechanisms of energy and charge transfer from excited and ionized noble gas atoms to methane molecules, considering the number density of active atoms of noble gases. Finally, electron temperatures obtained for gas mixtures having different reactant compositions and concentrations are analyzed to estimate methane activation.

    This report presents efforts to develop the use of in situ naturally-occurring noble gas tracers to evaluate transport mechanisms and deformation in shale hydrocarbon reservoirs. Noble gases are promising as shale reservoir diagnostic tools due to their sensitivity of transport to: shale pore structure; phase partitioning between groundwater, liquid, and gaseous hydrocarbons; and deformation from hydraulic fracturing. Approximately 1.5-year time-series of wellhead fluid samples were collected from two hydraulically-fractured wells. The noble gas compositions and isotopes suggest a strong signature of atmospheric contribution to the noble gases that mix with deep, old reservoir fluids. Complex mixing and transport of fracturing fluid and reservoir fluids occurs during production. Real-time laboratory measurements were performed on triaxially-deforming shale samples to link deformation behavior, transport, and gas tracer signatures. Finally, we present improved methods for production forecasts that borrow statistical strength from production data of nearby wells to reduce uncertainty in the forecasts.

    During the pyroprocessing of spent nuclear fuel by electrochemical techniques, fission products are separated as the fuel is oxidized at the anode and refined uranium is deposited at the cathode. Those fission products that are oxidized into the molten salt electrolyte are considered active metals while those that do not react are considered noble metals. The primary noble metals encountered during pyroprocessing are molybdenum, zirconium, ruthenium, rhodium, palladium, and technetium. Pyroprocessing of spent fuel to date has involved two distinctly different electrorefiner designs, in particular the anode to cathode configuration. For one electrorefiner, the anode and cathode collector are horizontally displaced such that uranium is transported across the electrolyte medium. As expected, the noble metal removal from the uranium during refining is very high, typically in excess of 99%. For the other electrorefiner, the anode and cathode collector are vertically collocated to maximize uranium throughput. This arrangement results in significantly less noble metals removal from the uranium during refining, typically no better than 20%. In addition to electrorefiner design, operating parameters can also influence the retention of noble metals, albeit at the cost of uranium recovery. Experiments performed to date have shown that as much as 100% of the noble metals can be retained by the cladding hulls while affecting the uranium recovery by only 6%. However, it is likely that commercial pyroprocessing of spent fuel will require the uranium recovery to be much closer to 100%. The above mentioned design and operational issues will likely be driven by the effects of noble metal contamination on fuel fabrication and performance. These effects will be presented in terms of thermal properties (expansion, conductivity, and fusion) and radioactivity considerations. Ultimately, the incorporation of minor amounts of noble metals from pyroprocessing into fast reactor metallic fuel will be shown to be of no consequence to reactor performance.

    We present a model explaining the elemental enrichments in Jupiter's atmosphere, particularly the noble gases Ar, Kr, and Xe. While He, Ne, and O are depleted, seven other elements show similar enrichments (∼3 times solar, relative to H). Being volatile, Ar is difficult to fractionate from H{sub 2}. We argue that external photoevaporation by far-ultraviolet (FUV) radiation from nearby massive stars removed H{sub 2}, He, and Ne from the solar nebula, but Ar and other species were retained because photoevaporation occurred at large heliocentric distances where temperatures were cold enough (≲ 30 K) to trap them in amorphous water ice. As the solar nebula lost H, it became relatively and uniformly enriched in other species. Our model improves on the similar model of Guillot and Hueso. We recognize that cold temperatures alone do not trap volatiles; continuous water vapor production is also necessary. We demonstrate that FUV fluxes that photoevaporated the disk generated sufficient water vapor in regions ≲ 30 K to trap gas-phase species in amorphous water ice in solar proportions. We find more efficient chemical fractionation in the outer disk: whereas the model of Guillot and Hueso predicts a factor of three enrichment when only <2% of the disk mass remains, we find the same enrichments when 30% of the disk mass remains. Finally, we predict the presence of ∼0.1 M {sub ⊕} of water vapor in the outer solar nebula and protoplanetary disks in H II regions.

    OAK A271 DISRUPTION MITIGATION WITH HIGH-PRESSURE NOBLE GAS INJECTION. High-pressure gas jets of neon and argon are used to mitigate the three principal damaging effects of tokamak disruptions: thermal loading of the divertor surfaces, vessel stress from poloidal halo currents and the buildup and loss of relativistic electrons to the wall. The gas jet penetrates as a neutral species through to the central plasma at its sonic velocity. The injected gas atoms increase up to 500 times the total electron inventory in the plasma volume, resulting in a relatively benign radiative dissipation of >95% of the plasma stored energy. The rapid cooling and the slow movement of the plasma to the wall reduce poloidal halo currents during the current decay. The thermally collapsed plasma is very cold ({approx} 1-2 eV) and the impurity charge distribution can include > 50% fraction neutral species. If a sufficient quantity of gas is injected, the neutrals inhibit runaway electrons. A physical model of radiative cooling is developed and validated against DIII-D experiments. The model shows that gas jet mitigation, including runaway suppression, extrapolates favorably to burning plasmas where disruption damage will be more severe. Initial results of real-time disruption detection triggering gas jet injection for mitigation are shown.

    Noble-gas hydrides HNgY (Ng is a noble-gas atom and Y is an electronegative group) are sensitive probes of local environment due to their relatively weak bonding and large dipole moments. We experimentally studied HXeBr in Ar, Kr, and N{sub 2} matrices, HXeCCH in Ne and N{sub 2} matrices, and HXeH in an N{sub 2} matrix. These are the first observations of noble-gas hydrides in an N{sub 2} matrix. An N{sub 2} matrix strongly increases the HXe stretching frequency of HXeBr and HXeCCH with respect to a Ne matrix, which is presumably due to a strong interaction between the HNgY dipole moment and quadrupole moments of the surrounding lattice N{sub 2} molecules. The spectral shift of HXeBr in an N{sub 2} matrix is similar to that in a CO{sub 2} matrix, which is a rather unexpected result because the quadrupole moment of CO{sub 2} is about three times as large as that of N{sub 2}. The HXe stretching frequencies of HXeBr and HXeCCH in noble-gas matrices show a trend of ?(Ne) < ?(Xe) < ?(Kr) < ?(Ar), which is a non-monotonous function of the dielectric constants of the noble-gas solids. The MP2(full) calculations of HXeBr and HXeCCH with the polarizable continuum model as well as the CCSD(T) calculations of the HXeBrNg and HXeCCHNg (Ng = Ne, Ar, Kr, and Xe) complexes cannot fully explain the experimental observations. It is concluded that more sophisticated computational models should be used to describe these experimental findings.

    We performed a series of density functional theory + U (DFT + U) calculations to explore the energetics of various defects in UO{sub 2}, i.e., noble gases (He, Ne, Ar, Kr, Xe), Schottky defects, and the interaction between these defects. We found the following: (1) collinear antiferromagnetic UO{sub 2} has an energy-lowering distortion of the oxygen sublattice from ideal fluorite positions; (2) DFT + U qualitatively affects the formation volume of Schottky defect clusters in UO{sub 2} (without U the formation volume is negative, but including U the formation volume is positive); (3) the configuration of the Schottky defect cluster is dictated by a competition between electrostatic and surface energy effects; (4) the incorporation energy of inserting noble gas atoms into an interstitial site has a strong dependence on the volume of the noble gas atom, corresponding to the strain it causes in the interstitial site, from He (0.98 eV) to Xe (9.73 eV); (5) the energetics of each of the noble gas atoms incorporated in Schottky defects show strong favorable binding, due to strain relief associated with moving the noble gas atom from the highly strained interstitial position into the vacant space of the Schottky defect; and (6) for argon, krypton, and xenon, the binding energy of a noble gas impurity with the Schottky defect is larger than the formation energy of a Schottky defect, thereby making the formation of Schottky defects thermodynamically favorable in the presence of these large impurities.

  19. Method and apparatus for noble gas atom detection with isotopic selectivity

    Apparatus and methods of operation are described for determining, with isotopic selectivity, the number of noble gas atoms in a sample. The analysis is conducted within an evacuated chamber which can be isolated by a valve from a vacuum pumping system capable of producing a pressure of 10.sup.-8 Torr. Provision is made to pass pulses of laser beams through the chamber, these pulses having wavelengths appropriate for the resonance ionization of atoms of the noble gas under analysis. A mass filter within the chamber selects ions of a specific isotope of the noble gas, and means are provided to accelerate these selected ions sufficiently for implantation into a target. Specific types of targets are discussed. An electron measuring device produces a signal relatable to the number of ions implanted into the target and thus to the number of atoms of the selected isotope of the noble gas removed from the gas sample. The measurement can be continued until a substantial fraction, or all, of the atoms in the sample have been counted. Furthermore, additional embodiments of the apparatus are described for bunching the atoms of a noble gas for more rapid analysis, and for changing the target for repetitive cycling of the gas in the chamber. The number of repetitions of the cyclic steps depend upon the concentration of the isotope of interest, the separative efficiency of the mass filter, etc. The cycles are continued until a desired selectivity is achieved. Also described are components and a method of operation for a pre-enrichment operation for use when an introduction of a total sample would elevate the pressure within the chamber to levels in excess of those for operation of the mass filter, specifically a quadrupole mass filter. Specific examples of three noble gas isotope analyses are described.

    Simulations of the Defense Waste Processing Facility (DWPF) Chemical Processing Cell vessels were performed with the primary purpose of producing melter feeds for the beaded frit program plus obtaining samples of simulated slurries containing high concentrations of noble metals for off-site analytical studies for the hydrogen program. Eight pairs of 22-L simulations were performed of the Sludge Receipt and Adjustment Tank (SRAT) and Slurry Mix Evaporator (SME) cycles. These sixteen simulations did not contain mercury. Six pairs were trimmed with a single noble metal (Ag, Pd, Rh, or Ru). One pair had all four noble metals, and one pair had no noble metals. One supporting 4-L simulation was completed with Ru and Hg. Several other 4-L supporting tests with mercury have not yet been performed. This report covers the calculations performed on SRNL analytical and process data related to the noble metals and hydrogen generation. It was originally envisioned as a supporting document for the off-site analytical studies. Significant new findings were made, and many previous hypotheses and findings were given additional support as summarized below. The timing of hydrogen generation events was reproduced very well within each of the eight pairs of runs, e.g. the onset of hydrogen, peak in hydrogen, etc. occurred at nearly identical times. Peak generation rates and total SRAT masses of CO{sub 2} and oxides of nitrogen were reproduced well. Comparable measures for hydrogen were reproduced with more variability, but still reasonably well. The extent of the reproducibility of the results validates the conclusions that were drawn from the data.

    The eastern Connecticut town of Windham in cooperation with the Boston-based Kendall Company, a division of Colgate-Palmolive, recently completed construction of the Windham Energy Recovery Facility, which began operation in late October 1981. Steam generated from the new facility travels through underground piping into the Kendall plant where it is used to dry non-woven fabrics and to produce electricity for the plant. Operating around the clock, the incinerator will be capable of consuming 108 tons of waste a day. The pyrolitic process, termed a ''starved air'' system, absorbs heat from the combustion of refuse material and transforms it into steam within a combustion chamber.

    A description of the modifications made to improve the plasma parameters of the U-25B Facility is presented. The oxygen enrichment system was modified to allow oxygen enrichment of up to 50% (by volume) ahead of the preheaters. Optimum design and operating conditions of the seed injection system were defined as a result of experimental investigations. An account of the extensive diagnostic studies performed and a description of the measurement techniques and of the new submillimeter laser interferometer are given. The performance of the MHD generator is analyzed for different operating modes. Studies of fluctuations and nonuniformities, current take-off distributions, local electrical analysis, overall heat transfer history of the MHD channel, and an extensive parametric study of the generator are presented. A detailed account of the complete disassembly and inspection of channel No. 1 after more than 100 hours of operation with the combustor, and of the condition of its various elements is also given.

    Elongated noble-metal nanoparticles and methods for their manufacture are disclosed. The method involves the formation of a plurality of elongated noble-metal nanoparticles by electrochemical deposition of the noble metal on a high surface area carbon support, such as carbon nanoparticles. Prior to electrochemical deposition, the carbon support may be functionalized by oxidation, thus making the manufacturing process simple and cost-effective. The generated elongated nanoparticles are covalently bound to the carbon support and can be used directly in electrocatalysis. The process provides elongated noble-metal nanoparticles with high catalytic activities and improved durability in combination with high catalyst utilization since the nanoparticles are deposited and covalently bound to the carbon support in their final position and will not change in forming an electrode assembly.

    Nano-structured noble metal catalysts based on hexametallate lattices, of a spinel block type, and which are resistant to carbon deposition and metal sulfide formation are provided. The catalysts are designed for the reforming of hydrocarbon fuels to synthesis gas. The hexametallate lattices are doped with noble metals (Au, Pt, Rh, Ru) which are atomically dispersed as isolated sites throughout the lattice and take the place of hexametallate metal ions such as Cr, Ga, In, and/or Nb. Mirror cations in the crystal lattice are selected from alkali metals, alkaline earth metals, and the lanthanide metals, so as to reduce the acidity of the catalyst crystal lattice and enhance the desorption of carbon deposit forming moieties such as aromatics. The catalysts can be used at temperatures as high as 1000.degree. C. and pressures up to 30 atmospheres. A method for producing these catalysts and applications of their use also is provided.

    The majority of heavy noble gases (Ar, Kr, and Xe) in primitive meteorites are stored in a poorly understood phase called Q. Although Q is thought to be carbonaceous, the full identity of the phase has remained elusive for almost four decades. In order to better characterize phase Q and, in turn, the early solar nebula, we separated carbon-rich fractions from the Saratov (L4) meteorite. We chose this meteorite because Q is most resistant in thermal alteration among carbonaceous noble gas carriers in meteorites and we hoped that, in this highly metamorphosed meteorite, Q would be present but not diamond: these two phases are very difficult to separate from each other. One of the fractions, AJ, has the highest {sup 132}Xe concentration of 2.1 10{sup 6} cm{sup 3} STP g{sup 1}, exceeding any Q-rich fractions that have yet been analyzed. Transmission electron microscopy studies of the fraction AJ and a less Q-rich fraction AI indicate that they both are primarily porous carbon that consists of domains with short-range graphene orders, with variable packing in three dimensions, but no long-range graphitic order. The relative abundance of Xe and C atoms (6:10{sup 9}) in the separates indicates that individual noble gas atoms are associated with only a minor component of the porous carbon, possibly one or more specific arrangements of the nanoparticulate graphene.

    The remediation and deactivation and decommissioning (D&D) of nuclear waste storage tanks using telerobotics is one of the most challenging tasks faced in environmental cleanup. Since a number of tanks have reached the end of their design life and some of them have leaks, the unstructured, uncertain and radioactive environment makes the work inefficient and expensive. However, the execution time of teleoperation consumes ten to hundred times that of direct contact with an associated loss in quality. Thus, a considerable effort has been expended to improve the quality and efficiency of telerobotics by incorporating into teleoperation and robotic control functions such as planning, trajectory generation, vision, and 3-D modeling. One example is the Robot Task Space Analyzer (RTSA), which has been developed at the Robotics and Electromechanical Systems Laboratory (REMSL) at the University of Tennessee in support of the D&D robotic work at the Oak Ridge National Laboratory and the National Energy Technology Laboratory. This system builds 3-D models of the area of interest in task space through automatic image processing and/or human interactive manual modeling. The RTSA generates a task plan file, which describes the execution of a task including manipulator and tooling motions. The high level controller of the manipulator interprets the task plan file and executes the task automatically. Thus, if the environment is not highly unstructured, a tooling task, which interacts with environment, will be executed in the autonomous mode. Therefore, the RTSA not only increases the system efficiency, but also improves the system reliability because the operator will act as backstop for safe operation after the 3-D models and task plan files are generated. However, unstructured conditions of environment and tasks necessitate that the telerobot operates in the teleoperation mode for successful execution of task. The inefficiency in the teleoperation mode led to the research described as Human Machine Cooperative Telerobotics (HMCTR). The HMCTR combines the telerobot with robotic control techniques to improve the system efficiency and reliability in teleoperation mode. In this topical report, the control strategy, configuration and experimental results of Human Machines Cooperative Telerobotics (HMCTR), which modifies and limits the commands of human operator to follow the predefined constraints in the teleoperation mode, is described. The current implementation is a laboratory-scale system that will be incorporated into an engineering-scale system at the Oak Ridge National Laboratory in the future.

    A combustible gas sensor that uses a resistively heated, noble metal-coated, micromachined polycrystalline Si filament to calorimetrically detect the presence and concentration of combustible gases. A thin catalytic Pt film was deposited by CVD from the precursor Pt(acac).sub.2 onto microfilaments resistively heated to approximately 500 .degree. C.; Pt deposits only on the hot filament. The filaments tested to date are 2 .mu.m thick .times.10 .mu.m wide .times.100, 250, 500, or 1000 .mu.m-long polycrystalline Si; some are overcoated with a 0.25 .mu.m-thick protective CVD Si.sub.3 N.sub.4 layer.

    Detectors based on liquid noble gases have the potential to revolutionize the direct search for WIMP dark matter. The XENON10 experiment, of which I am a member, has recently announced the results from it's first data run and is now the leading WIMP search experiment. This and other experiments using xenon, argon and neon have the potential to rapidly move from the current kg-scale target mass to the ton scale and well beyond. This should allow a (nearly) definitive test or discovery of dark matter if it is in the form of weakly interacting massive particles.

    High initial cost and lack of public awareness of ground source heat pump (GSHP) technology are the two major barriers preventing rapid deployment of this energy saving technology in the United States. Under the American Recovery and Reinvestment Act (ARRA), 26 GSHP projects have been competitively selected and carried out to demonstrate the benefits of GSHP systems and innovative technologies for cost reduction and/or performance improvement. This paper highlights findings of a case study of one of the ARRA-funded GSHP demonstration projects, which is a heating only central GSHP system using shallow aquifer as heat source and installed at a warehouse and truck bay at Kalispell, MT. This case study is based on the analysis of measured performance data, utility bills, and calculations of energy consumptions of conventional central heating systems for providing the same heat outputs as the central GSHP system did. The evaluated performance metrics include energy efficiency of the heat pump equipment and the overall GSHP system, pumping performance, energy savings, carbon emission reductions, and cost-effectiveness of GSHP system compared with conventional heating systems. This case study also identified areas for reducing uncertainties in performance evaluation, improving operational efficiency, and reducing installed cost of similar GSHP systems in the future. Publication of ASHRAE at the annual conference in Seattle.

    Epsilon metal (?-metal), an alloy of Mo, Pd, Rh, Ru, and Tc, is being developed as a waste form to treat and immobilize the undissolved solids and dissolved noble metals from aqueous reprocessing of commercial used nuclear fuel. Epsilon metal is an attractive waste form for several reasons: increased durability relative to borosilicate glass, it can be fabricated without additives (100% waste loading), and in addition it also benefits borosilicate glass waste loading by eliminating noble metals from the glass and thus the processing problems related there insolubility in glass. This work focused on the processing aspects of the epsilon metal waste form development. Epsilon metal is comprised of refractory metals resulting in high reaction temperatures to form the alloy, expected to be 1500 - 2000C making it a non-trivial phase to fabricate by traditional methods. Three commercially available advanced technologies were identified: spark-plasma sintering, microwave sintering, and hot isostatic pressing, and investigated as potential methods to fabricate this waste form. Results of these investigations are reported and compared in terms of bulk density, phase assemblage (X-ray diffraction and elemental analysis), and microstructure (scanning electron microscopy).

The classical molecular dynamics trajectories (200 ns-long) of dioleoylphosphatidylcholine (DOPC) bilayers simulated by the Berger force field were evaluated for water and the atomic distribution of noble gases around DOPC molecules at a pressure range of 1 - 1000 bar and temperature of 310 Kelvin. Xenon and argon have been tested as model gases for general anesthetics, and neon has been investigated for distortions that are potentially responsible for neurological tremor at hyperbaric conditions. The analysis of stacked radial pair distribution functions of DOPC headgroup atoms revealed the explicit solvation potential of gas molecules, which correlates with their dimensions. The orientational dynamics of water molecules at the biomolecular interface should be considered as an influential factor; while excessive solvation effects appearing in the lumen of membrane-embedded ion channels could be a possible cause of inert gas narcosis. All the noble gases tested exhibit similar patterns of the order parameter for both DOPC acyl chains, which is opposite to the patterns found for the order parameter curve at high hydrostatic pressures in intact bilayers. This finding supports the critical volume hypothesis of anesthesia pressure reversal. The irregular lipid headgroup-water boundary observed in DOPC bilayers saturated with neon in the pressure range of 1 - 100 bar could be associated with the possible manifestation of neurological tremor at the atomic scale. The non-immobilizer neon also demonstrated the highest momentum impact on the normal component of the DOPC diffusion coefficient representing monolayers undulations rate, which indicates enhanced diffusivity, rather than atom size, as the key factor.

Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries.     Electric steel production from scrap metal continues to grow both in total quantity and in market share. The economics of electric-steel production in general, and of electric minimills in particular, seem clearly established. The trend towards electric steelmaking provides significant economic and competitive advantages for producers and important overall economic, environmental, and energy advantages for the United States at large. Conversion to electric steelmaking offers up to a 4-to-1 advantage in terms of the overall energy used to produce a ton of steel, and s similar savings in energy cost for the producer. The amount of old scrap used to produce a ton of steel has doubled since 1967 because of the use of electric furnaces.

    The promotion of metal catalysts with partially oxidized oxophilic MOx species, such as ReOx-promoted Rh, has been demonstrated to produce Brnsted acid sites that can promote hydrogenolysis of oxygenate intermediates such as those found in biomass-derived species. A wide variety of alloy compositions and structures are examined in this work to investigate strongly acidic promoters by using DFT-calculated deprotonation energies (DPE) as a measure of acid strength. Sites with the highest acid strength had DPE less than 1100 kJ mol-1, similar to DPE values of heteropolyacids or acid-containing zeolites, and were found on alloys composed of an oxophilic metal (such as Re or W) with a noble metal (such as Rh or Pt). NH3 adsorbs more strongly to sites with increasing acid strength and the activation barriers for acid-catalyzed ring opening of a furan ring decrease with increasing acid strength, which was also shown to be stronger for OH acid sites bound to multiple oxophilic metal atoms in a three-fold configuration rather than OH sites adsorbed in an atop configuration on one oxophilic metal, indicating that small MOx clusters may yield sites with the highest acid strength.

  1. Simulated study of plasmonic coupling in noble bimetallic alloy nanosphere arrays

    The plasmonic coupling between the interacting noble metal nanoparticles plays an important role to influence the optical properties of arrays. In this work, we have extended the Mie theory results of our recent communication to include the effect of particle interactions between the alloy nanoparticles by varying interparticle distance and number of particles. The localized surface plasmon resonance (LSPR) peak position, full width at half maxima (FWHM) and scattering efficiency of one dimensional (1D) bimetallic alloy nanosphere (BANS) arrays of earlier optimized compositions i.e. Ag{sub 0.75}Au{sub 0.25}, Au{sub 0.25}Cu{sub 0.75} and Ag{sub 0.50}Cu{sub 0.50} have been studied presently by using discrete dipole approximation (DDA) simulations. Studies have been made to optimize size of the nanosphere, number of spheres in the arrays, material and the interparticle distance. It has been found that both the scattering efficiency and FWHM (bandwidth) can be controlled in the large region of the electromagnetic (EM) spectrum by varying the number of interacting particles and interparticle distance. In comparison to other alloy arrays, Ag{sub 0.50}Cu{sub 0.50} BANS arrays (each of particle radius 50 nm) shows larger tunability of LSPR with wide bandwidth (essential condition for plasmonic solar cells)

  11. Enantioselectivity of (321) chiral noble metal surfaces: A density functional theory study of lactate adsorption

    The adsorption of the chiral molecule lactate on the intrinsically chiral noble metal surfaces Pt(321), Au(321), and Ag(321) is studied by density functional theory calculations. We use the oPBE-vdW functional which includes van der Waals forces on an ab initio level. It is shown that the molecule binds via its carboxyl and the hydroxyl oxygen atoms to the surface. The binding energy is larger on Pt(321) and Ag(321) than on Au(321). An analysis of the contributions to the binding energy of the different molecular functional groups reveals that the deprotonated carboxyl group contributes most to the binding energy, with a much smaller contribution of the hydroxyl group. The Pt(321) surface shows considerable enantioselectivity of 0.06 eV. On Au(321) and Ag(321) it is much smaller if not vanishing. The chiral selectivity of the Pt(321) surface can be explained by two factors. First, it derives from the difference in van der Waals attraction of L- and D-lactate to the surface that we trace to differences in the binding energy of the methyl group. Second, the multi-point binding pattern for lactate on the Pt(321) surface is sterically more sensitive to surface chirality and also leads to large binding energy contributions of the hydroxyl group. We also calculate the charge transfer to the molecule and the work function to gauge changes in electronic structure of the adsorbed molecule. The work function is lowered by 0.8 eV on Pt(321) with much smaller changes on Au(321) and Ag(321)

    This paper discusses cooperative marketing and its role in recycling programs. The first section of the paper presents a snapshot of cooperative marketing, describes trends, and analyzes driving forces. The maturing recycling industry is examined to speculate on why cooperative marketing is emerging at this time, in certain areas, and in specific subsets of the industry. The second section provides analytical tools to help waste management personnel evaluate cooperative marketing alternatives. Criteria are presented to help evaluate programs to determine if and when cooperative marketing is practical and advantageous for rural, low budget, or new programs. Situations driven by special problems with local recyclable materials markets will be discussed. The last section focuses on steps for putting cooperative marketing programs in place. Attendees are given insight that should enable them to initiate the process of pursuing cooperative marketing.
