    Under the authorization provided by Section 634 of the Energy Independence and Security Act of 2007 (P.L. 110-140), in 2009 FAU was awarded U.S. Congressionally Directed Program (CDP) funding through the U.S. Department of Energy (DOE) to investigate and develop technologies to harness the energy of the Florida Current as a source of clean, renewable, base-load power for Florida and the U.S. A second CDP award in 2010 provided additional funding in order to enhance and extend FAU’s activities. These two CDPs in 2009 and 2010 were combined into a single DOE grant, DE-EE0000319, and are the subject of this report. Subsequently, in July 2010 funding was made available under a separate contract, DE-EE0004200. Under that funding, DOE’s Wind and Water Power Program designated FAU’s state of Florida marine renewable energy (MRE) center as the Southeast National Marine Renewable Energy Center (SNMREC). This report discusses SNMREC activities funded by the DE-EE0000319 grant, but will make reference, as appropriate, to activities that require further investigation under the follow-on grant. The concept of extracting energy from the motions of the oceans has a long history. However, implementation on large scales of the technologies to effect renewable energy recovery from waves, tides, and open-ocean currents is relatively recent. DOE’s establishment of SNMREC recognizes a significant potential for ocean current energy recovery associated with the (relatively) high-speed Florida Current, the reach of the Gulf Stream System flowing through the Straits of Florida, between the Florida Peninsula and the Bahamas Archipelago. The proximity of the very large electrical load center of southeast Florida’s metropolitan area to the resource itself makes this potential all the more attractive. As attractive as this potential energy source is, it is not without its challenges. Although the technology is conceptually simple, its design and implementation in a commercially-viable fashion presents a variety of challenges. Beyond the technology itself (and, especially, the effects on the technology of the harsh oceanic environment), it is important to consider the possible environmental impacts of commercial-scale implementation of oceanic energy extraction. Further, because such implementation represents a completely new undertaking, the human resources required do not exist, so education and training programs are critical to eventual success. This project, establishing a national open-ocean energy laboratory, was designed to address each of these three challenges in a flexible framework allowing for adaptive management as the project proceeded. In particular: ? the technology challenge, including resource assessment, evolved during the project to recognize and address the need for a national testing facility in the ocean for small-scale prototype MRE systems developed by industry; ? the environmental challenge became formalized and expanded during the permitting process for such a testing facility; and ? the human resources/societal challenges, both in terms of the need for education and training and in terms of public acceptance of MRE, stimulated a robust outreach program far beyond that originally envisioned at SNMREC. While all of these activities at SNMREC are ongoing, a number of significant milestones (in addition to the contributions listed in the appendices) were achieved under the auspices of this award. These include: ? Planning and site selection for the first-phase test facility, offshore of Dania Beach, FL, including some equipment for the facility, submission of an Interim Policy Lease Application to the U.S. Department of Interior’s Bureau of Ocean Energy Management (BOEM), and completion of an Environmental Assessment by BOEM and a positive Consistency Determination by the State of Florida; ? Measurements using acoustic profilers of the current structure and variability in the vicinity of the site under a variety of weather conditions, seasons and time durations; ? Design and implementation of instrument

    The U.S. Department of Energy (US DOE) has mobilized its National Laboratories to address the broad range of environmental effects of ocean and river energy development. The National Laboratories are using a risk-based approach to set priorities among environmental effects, and to direct research activities. Case studies will be constructed to determine the most significant environmental effects of ocean energy harvest for tidal systems in temperate estuaries, for wave energy installations in temperate coastal areas, wave installations in sub-tropical waters, and riverine energy installations in large rivers. In addition, the National Laboratories are investigating the effects of energy removal from waves, tides and river currents using numerical modeling studies. Laboratory and field research is also underway to understand the effects of electromagnetic fields (EMF), acoustic noise, toxicity from anti-biofouling coatings, effects on benthic habitats, and physical interactions with tidal and wave devices on marine and freshwater organisms and ecosystems. Outreach and interactions with stakeholders allow the National Laboratories to understand and mitigate for use conflicts and to provide useful information for marine spatial planning at the national and regional level.

    This report was part of a multiyear collaboration with the University of Wisconsin and the National Oceanic and Atmospheric Administration (NOAA) to produce high-quality, satellite-based, solar resource datasets for the United States. High-quality, solar resource assessment accelerates technology deployment by making a positive impact on decision making and reducing uncertainty in investment decisions. Satellite-based solar resource datasets are used as a primary source in solar resource assessment. This is mainly because satellites provide larger areal coverage and longer periods of record than ground-based measurements. With the advent of newer satellites with increased information content and faster computers that can process increasingly higher data volumes, methods that were considered too computationally intensive are now feasible. One class of sophisticated methods for retrieving solar resource information from satellites is a two-step, physics-based method that computes cloud properties and uses the information in a radiative transfer model to compute solar radiation. This method has the advantage of adding additional information as satellites with newer channels come on board. This report evaluates the two-step method developed at NOAA and adapted for solar resource assessment for renewable energy with the goal of identifying areas that can be improved in the future.

    Based on observations obtained with the Solar and Heliospheric Observatory - SOHO joint observing program for velocity fields in sunspot regions, we have detected 3 min transition region umbral oscillations in NOAA 8156. Simultaneous recordings of O V $\\lambda$629 and N V $\\lambda$1238, $\\lambda$1242 with the SUMER instrument give the spatial distribution of power in the 3 min oscillations, both in intensity and line-of-sight velocity. Comparing loci with the same phase we find that the entire umbral transition region oscillates. The observed maxima in peak line intensity are nearly in phase with the maxima in velocity directed towards the observer. We discuss the suggestion that the waves are upward propagating acoustic waves.

    This is the final report of a two-year, Laboratory-Directed Research and Development (LDRD) project at the Los Alamos National Laboratory (LANL). Initially, the project focused on creating an ocean oil spill model and working with the major oil companies to compare their data with the Los Alamos global ocean model. As a result of this initial effort, Los Alamos worked closely with the Eddy Joint Industry Project (EJIP), a consortium oil and gas producing companies in the US. The central theme of the project was to use output produced from LANL`s global ocean model to look in detail at ocean currents in selected geographic areas of the world of interest to consortium members. Once ocean currents are well understood this information could be used to create oil spill models, improve offshore exploration and drilling equipment, and aid in the design of semi-permanent offshore production platforms.

    The marine research program supported by the Office of Energy Research, Ecological Research Division, is focused to provide scientific information on major environmental issues facing development and expansion of most energy technologies and energy policy. These issues include waste disposal, siting/operations, and possible long term effects on global systems. The research is concentrated along the United States coastal margins where marine waters provide abundant food and resources while assimilating discharges from atmospheric, terrestrial, and aquatic sources. The program focuses on the formation and transport of particles within the waters of the continental shelf and the fate of these particles, whether on the shelf, on the slope, or in the open ocean. The program is conducted with multidisciplinary teams of researchers who investigate water mass movements, biological productivity, and naturally forming particles, as well as contaminant transport, to develop a clear understanding of the exchanges of contaminants and other materials that take place between continental shelf and open ocean waters. Seventy-five percent of the projects are funded to university grantees and twenty-five percent to National Laboratories.

    1. Definition of Subject The purpose of this text is to provide an introduction to aspects of oceanic general circulation models (OGCMs), an important component of Climate System or Earth System Model (ESM). The role of the ocean in ESMs is described in Chapter XX (EDITOR: PLEASE FIND THE COUPLED CLIMATE or EARTH SYSTEM MODELING CHAPTERS). The emerging need for understanding the Earth’s climate system and especially projecting its future evolution has encouraged scientists to explore the dynamical, physical, and biogeochemical processes in the ocean. Understanding the role of these processes in the climate system is an interesting and challenging scientific subject. For example, a research question how much extra heat or CO2 generated by anthropogenic activities can be stored in the deep ocean is not only scientifically interesting but also important in projecting future climate of the earth. Thus, OGCMs have been developed and applied to investigate the various oceanic processes and their role in the climate system.

    With the support of the Department of Energy, the National Science Teachers Association and the National Oceanic and Atmospheric Administration, Imaginary Lines Inc. (dba Sally Ride Science) delivered a highly successful 2-day conference to 165 K-12 educators on climate change. The event took place on July 23rd and 24th, 2008 at the NOAA facility in Silver Spring, MD. The conference celebrated the 25th anniversary of Dr. Sally Ride’s first flight into space in 1983 and examined how our understanding of Earth has changed in those 25 years. One the first day of the conference, participants heard a keynote talk delivered by Dr. Sally Ride, followed by presentations by well-known climate change scientists: Dr. Richard Somerville, Dr. Inez Fung and Dr. Susan Solomon. These sessions were concurrently webcast and made available to educators who were unable to attend the conference. On the second day of the conference, participants attended breakout sessions where they performed climate change activities (e.g. “Neato Albedo!”, “Greenhouse in a Bottle”, “Shell-Shocked”) that they could take back to their classrooms. Additional break-out sessions on using remote sensing images to illustrate climate change effects on Earth’s surface and how to address the climate change debate, were also offered. During lunch, participants attended an Educator Street Fair and had the opportunity to interact with representatives from NOAA, NASA, the EPA, NEEF and the JASON project. A follow-up evaluation survey was administered to all conference attendees immediately following the conference to evaluate its effectiveness. The results of this survey were overwhelmingly positive. The conference materials: presentation Power Points, workshop handouts and activities were available for teachers to download after the conference from the Sally Ride Science website. In summary, the approximately $55K support for the Department of Energy was used to help plan, deliver and evaluate the “Earth Then, Earth Now: Our Changing Climate”, conference which took place on July 23rd and 24th, 2008 at the NOAA facility in Silver Spring, MD.

    In an ocean thermal energy conversion facility, a cold water riser pipe is releasably supported at its upper end by the hull of the floating facility. The pipe is substantially vertical and has its lower end far below the hull above the ocean floor. The pipe is defined essentially entirely of a material which has a modulus of elasticity substantially less than that of steel, e.g., high density polyethylene, so that the pipe is flexible and compliant to rather than resistant to applied bending moments. The position of the lower end of the pipe relative to the hull is stabilized by a weight suspended below the lower end of the pipe on a flexible line. The pipe, apart from the weight, is positively buoyant. If support of the upper end of the pipe is released, the pipe sinks to the ocean floor, but is not damaged as the length of the line between the pipe and the weight is sufficient to allow the buoyant pipe to come to a stop within the line length after the weight contacts the ocean floor, and thereafter to float submerged above the ocean floor while moored to the ocean floor by the weight. The upper end of the pipe, while supported by the hull, communicates to a sump in the hull in which the water level is maintained below the ambient water level. The sump volume is sufficient to keep the pipe full during heaving of the hull, thereby preventing collapse of the pipe.

    Publicly accessible, high-quality, long-term, satellite-based solar resource data is foundational and critical to solar technologies to quantify system output predictions and deploy solar energy technologies in grid-tied systems. Solar radiation models have been in development for more than three decades. For many years, the National Renewable Energy Laboratory (NREL) developed and/or updated such models through the National Solar Radiation Data Base (NSRDB). There are two widely used approaches to derive solar resource data from models: (a) an empirical approach that relates ground-based observations to satellite measurements and (b) a physics-based approach that considers the radiation received at the satellite and creates retrievals to estimate clouds and surface radiation. Although empirical methods have been traditionally used for computing surface radiation, the advent of faster computing has made operational physical models viable. The Global Solar Insolation Project (GSIP) is an operational physical model from the National Oceanic and Atmospheric Administration (NOAA) that computes global horizontal irradiance (GHI) using the visible and infrared channel measurements from the Geostationary Operational Environmental Satellites (GOES) system. GSIP uses a two-stage scheme that first retrieves cloud properties and then uses those properties in the Satellite Algorithm for Surface Radiation Budget (SASRAB) model to calculate surface radiation. NREL, the University of Wisconsin, and NOAA have recently collaborated to adapt GSIP to create a high temporal and spatial resolution data set. The product initially generates the cloud properties using the AVHRR Pathfinder Atmospheres-Extended (PATMOS-x) algorithms [3], whereas the GHI is calculated using SASRAB. Then NREL implements accurate and high-resolution input parameters such as aerosol optical depth (AOD) and precipitable water vapor (PWV) to compute direct normal irradiance (DNI) using the DISC model. The AOD and PWV, temperature, and pressure data are also combined with the MMAC model to simulate solar radiation under clear-sky conditions. The current NSRDB update is based on a 4-km x 4-km resolution at a 30-minute time interval, which has a higher temporal and spatial resolution. This paper demonstrates the evaluation of the data set using ground-measured data and detailed evaluation statistics. The result of the comparison shows a good correlation to the NSRDB data set. Further, an outline of the new version of the NSRDB and future plans for enhancement and improvement are provided.

    The U.S. JGOFS program, a component of the U.S Global Change Research Program, grew out of the recommendations of a National Academy of Sciences workshop in 1984. An ambitious goal was set to understand the controls on the concentrations and fluxes of carbon and associated nutrients in the ocean. A new field of ocean biogeochemistry emerged with an emphasis on quality measurements of carbon system parameters and interdisciplinary field studies of the biological, chemical and physical process which control the ocean carbon cycle. U.S. JGOFS, ended in 2005 with the conclusion of the Synthesis and Modeling Project (SMP).     The United States has jurisdiction over 3.4 million square miles of oceanĂ¢Â?Â?an expanse greater than the land area of all fifty states combined. This vast marine area offers researchers opportunities to investigate the oceanĂ¢Â?Â?s role in an integrated Earth system, but also presents challenges to society, including damaging tsunamis and hurricanes, industrial accidents, and outbreaks of waterborne diseases. The 2010 Gulf of Mexico Deepwater Horizon oil spill and 2011 Japanese earthquake and tsunami are vivid reminders that a broad range of infrastructure is needed to advance our still-incomplete understanding of the ocean. The National Research Council (NRC)Ă¢Â?Â?s Ocean Studies Board was asked by the National Science and Technology CouncilĂ¢Â?Â?s Subcommittee on Ocean Science and Technology, comprised of 25 U.S. government agencies, to examine infrastructure needs for ocean research in the year 2030. This request reflects concern, among a myriad of marine issues, over the present state of aging and obsolete infrastructure, insufficient capacity, growing technological gaps, and declining national leadership in marine technological development; issues brought to the nationĂ¢Â?Â?s attention in 2004 by the U.S. Commission on Ocean Policy. A 15-member committee of experts identified four themes that encompass 32 future ocean research questionsĂ¢Â?Â?enabling stewardship of the environment, protecting life and property, promoting economic vitality, and increasing fundamental scientific understanding. Many of the questions in the report (e.g., sea level rise, sustainable fisheries, the global water cycle) reflect challenging, multidisciplinary science questions that are clearly relevant today, and are likely to take decades of effort to solve. As such, U.S. ocean research will require a growing suite of ocean infrastructure for a range of activities, such as high quality, sustained time series observations or autonomous monitoring at a broad range of spatial and temporal scales. Consequently, a coordinated national plan for making future strategic investments becomes an imperative to address societal needs. Such a plan should be based upon known priorities and should be reviewed every 5-10 years to optimize the federal investment. The committee examined the past 20 years of technological advances and ocean infrastructure investments (such as the rise in use of self-propelled, uncrewed, underwater autonomous vehicles), assessed infrastructure that would be required to address future ocean research questions, and characterized ocean infrastructure trends for 2030. One conclusion was that ships will continue to be essential, especially because they provide a platform for enabling other infrastructure Ă¢Â?Â? autonomous and remotely operated vehicles; samplers and sensors; moorings and cabled systems; and perhaps most importantly, the human assets of scientists, technical staff, and students. A comprehensive, long-term research fleet plan should be implemented in order to retain access to the sea. The current report also calls for continuing U.S. capability to access fully and partially ice-covered seas; supporting innovation, particularly the development of biogeochemical sensors; enhancing computing and modeling capacity and capability; establishing broadly accessible data management facilities; and increasing interdisciplinary education and promoting a technically-skilled workforce. The committee also provided a framework for prioritizing future investment in ocean infrastructure. They recommend that development, maintenance, or replacement of ocean research infrastructure assets should be prioritized in terms of societal benefit, with particular consideration given to usefulness for addressing important science questions; affordability, efficiency, and longevity; and ability to contribute to other missions or applications.     Eddies at a scale of approximately one hundred kilometers have been shown to be surprisingly important to understanding large-scale transport of heat and nutrients in the ocean. Due to difficulties in observing the ocean directly, the behavior of eddies below the surface is not very well understood. To fill this gap, we employ a high-resolution simulation of the ocean developed at Los Alamos National Laboratory. Using large-scale parallel visualization and analysis tools, we produce three-dimensional images of ocean eddies, and also generate a census of eddy distribution and shape averaged over multiple simulation time steps, resulting in a world map of eddy characteristics. As expected from observational studies, our census reveals a higher concentration of eddies at the mid-latitudes than the equator. Our analysis further shows that mid-latitude eddies are thicker, within a range of 1000-2000m, while equatorial eddies are less than 100m thick.

    Four different methods are applied here to study the precursors of flare activity in the Active Region NOAA 10486. Two approaches track the temporal behaviour of suitably chosen features (one, the weighted horizontal gradient WGM, is generalised form the horizontal gradient of the magnetic field, GM; another is the sum of the horizontal gradient of the magnetic field, GS, for all sunspot pairs). WGM is a photospheric indicator that is a proxy measure of magnetic non-potentiality of a specific area of the active region, i.e. it captures the temporal variation of the weighted horizontal gradient of magnetic flux summed up for the region where opposite magnetic polarities are highly mixed. The third one, referred to as the separateness parameter, S(lf), considers the overall morphology.     The Estuary/Ocean Subgroup (EOS) is part of the research, monitoring, and evaluation (RME) effort that the Action Agencies (Bonneville Power Administration, U.S. Army Corps of Engineers, U.S. Bureau of Reclamation) developed in response to obligations arising from the Endangered Species Act as applied to operation of the Federal Columbia River Power System (FCRPS). The goal of the EOS project is to facilitate activities of the estuary/ocean RME subgroup as it coordinates design and implementation of federal RME in the lower Columbia River and estuary. The EOS is one of multiple work groups in the federal research, monitoring, and evaluation (RME) effort developed in response to responsibilities arising from the Endangered Species Act as a result of operation of the FCRPS. The EOS is tasked by NOAA Fisheries and the Action Agencies to design and coordinate implementation of the federal RME plan for the lower Columbia River and estuary, including the plume.

    This report provides analyses of broadband solar radiometric data quality for the National Oceanic and Atmospheric Administration's Integrated Surface Irradiance Study and Surface Radiation Budget Network (SURFRAD) solar measurement networks. The data quality of these networks is compared to that of the National Renewable Energy Laboratory's Solar Radiation Research Laboratory Baseline Measurement System (SRRL-BMS) native data resolutions and hourly averages of the data from the years 2002 through 2013. This report describes the solar radiometric data quality testing and flagging procedures and the method used to determine and tabulate data quality statistics. Monthly data quality statistics for each network were plotted by year against the statistics for the SRRL-BMS. Some of the plots are presented in the body of the report, but most are in the appendix. These plots indicate that the overall solar radiometric data quality of the SURFRAD network is superior to that of the Integrated Surface Irradiance Study network and can be comparable to SRRL-BMS.

    Prediction of the substantial biologically mediated carbon flows in a rapidly changing and acidifying ocean requires model simulations informed by observations of key carbon cycle processes on the appropriate space and time scales. From 2000 to 2004, the National Oceanographic Partnership Program (NOPP) supported the development of the first low-cost fully-autonomous ocean profiling Carbon Explorers that demonstrated that year-round real-time observations of particulate organic carbon (POC) concentration and sedimentation could be achieved in the world's ocean. NOPP also initiated the development of a sensor for particulate inorganic carbon (PIC) suitable for operational deployment across all oceanographic platforms. As a result, PIC profile characterization that once required shipboard sample collection and shipboard or shore based laboratory analysis, is now possible to full ocean depth in real time using a 0.2W sensor operating at 24 Hz. NOPP developments further spawned US DOE support to develop the Carbon Flux Explorer, a free-vehicle capable of following hourly variations of particulate inorganic and organic carbon sedimentation from near surface to kilometer depths for seasons to years and capable of relaying contemporaneous observations via satellite. We have demonstrated the feasibility of real time - low cost carbon observations which are of fundamental value to carbon prediction and when further developed, will lead to a fully enhanced global carbon observatory capable of real time assessment of the ocean carbon sink, a needed constraint for assessment of carbon management policies on a global scale.

    Carbonyl sulfide (OCS) is both the dominant sulfur gas in the remote troposphere and, along with volcanoes, a major source of sulfur for the stratospheric sulfate layer. Prior to this work the ocean was regarded as a major sink for atmospheric OCS. The purpose of this study has been to assess the magnitude of the global air-sea flux of OCS. The author designed an analytical system which was centered around a Varian-3700 gas chromatograph with a flame-photometric detector. To increase the sensitivity of the detector, the hydrogen gas for the flame was doped with sulfur hexafloride. Air samples were concentrated in a liquid nitrogen cooled freeze-out loop, then injected into the gas chromatograph. Water samples purged with sulfur-free zero-air which was analyzed similarly. The author also built a permeation tube system for chemical standardization. This equipment was taken on two oceanographic cruises on the Pacific Ocean on board the NOAA ship DISCOVERER, one in the spring of 1983 and a second in the spring of 1984. Both of these cruises included measurements of air and sea-water concentrations of OCS.

    This final report provides an overview of the goals and accomplishments of this project. Modeling and observational work has raised the possibility that global warming may cause changes in the circulation of the ocean. If such changes would occur they could have important climatic consequences. The first technical goal of this project was to investigate some of these possible changes in ocean circulation in a quantitative way, using a state-of -the-art numerical model of the ocean. Another goal was to develop our ocean model, a detailed three-dimensional numerical model of the ocean circulation and ocean carbon cycles. A major non-technical goal was to establish LLNL as a center of excellence in modelling the ocean circulation and carbon cycle.

    As a collaborative program to measure global ocean carbon inventories and provide estimates of the anthropogenic carbon dioxide (C02) uptake by the oceans. the National Oceanic and Atmospheric Administration and the U.S. Department of Energy have sponsored the collection of ocean carbon measurements as part of the World Ocean Circulation Experiment and Ocean-Atmosphere Carbon Exchange Study cruises. The cruises discussed here occurred in the North and South Pacific from 1990 through 1996.     The Japanese U.S. Tropical Ocean Study (JUSTOS) cruise on the R/V KAIYO in the Tropical Western Pacific Ocean was a collaborative effort with participants from the Japanese Marine Science and Technology Center (JAMSTEC), the National Center for Atmospheric Research (NCAR), and Brookhaven National Laboratory BNL. This report is a summary of the instruments, measurements, and initial analysis of the BNL portion of the cruise only.     In this paper, we present a method to automatically segment chromospheric fibrils from H{alpha} observations and further identify their orientation. We assume that chromospheric fibrils are aligned with the magnetic field. By comparing the orientation of the fibrils with the azimuth of the embedding chromospheric magnetic field extrapolated from a potential field model, the shear angle, a measure of nonpotentiality, along the fibrils is readily deduced. Following this approach, we make a quantitative assessment of the nonpotentiality of fibrils in two NOAA active regions (ARs): (1) the relatively simple AR 11092, observed with very high resolution by Interferometric Bidimensional Spectrometer, and (2) a {beta}-{gamma}-{delta} AR 9661, observed with median resolution by Big Bear Solar Observatory before and after an X1.6 flare.
