    Savannah River Site plays a critical role in the Tritium Production Supply Chain for the National Nuclear Security Administration (NNSA). The entire process includes: • Production of Tritium Producing Burnable Absorber Rods (TPBARs) at the Westinghouse WesDyne Nuclear Fuels Plant in Columbia, South Carolina • Production of unobligated Low Enriched Uranium (LEU) at the United States Enrichment Corporation (USEC) in Portsmouth, Ohio • Irradiation of TPBARs with the LEU at the Tennessee Valley Authority (TVA) Watts Bar Reactor • Extraction of tritium from the irradiated TPBARs at the Tritium Extraction Facility (TEF) at Savannah River Site • Processing the tritium at the Savannah River Site, which includes removal of nonhydrogen species and separation of the hydrogen isotopes of protium, deuterium and tritium.

The facility will take surplus weapon-grade plutonium, remove impurities, and mix it with uranium oxide to form MOX fuel pellets for reactor fuel assemblies. These assemblies will be irradiated in commercial nuclear power reactors.

    As the Seneca Nation of Indians (SNI) continues to refine and finalize its Strategic Energy Plan, it became necessary to insure that a sustainable organization structure was developed through which the energy program and its initiatives could be nurtured and managed. To that end, SNI undertook a study to thoroughly evaluate the existing organizational structures and assess the requisite changes and/or additions to that framework that would complement the mission of the Strategic Plan. The goal of this study was to analyze, work with staff and leadership and recommend the most effective plan for the development of an organizational framework within which the Seneca could more effectively exercise energy sovereignty – control and manage their natural resource assets – i.e. develop its own energy resources, meet the current and projected energy needs of their community, and “sit at the table” with other regional energy providers to deal with issues on a peer-to-peer basis.

    European singles charts are important part of the music industry responsible for creating popularity of songs. After modeling and exploring dynamics of global album sales in previous papers, we investigate patterns of hit singles popularity according to all data (1966-2015) from weekly charts (polls) in 12 Western European countries. The dynamics of building popularity in various national charts is more than the economy because it depends on spread of information. In our research we have shown how countries may be affected by their neighbourhood and influenced by technological era. We have also computed correlations with geographical and cultural distances between countries in analog, digital and Internet era. We have shown that time delay between the single premiere and the peak of popularity has become shorter under the influence of technology and the popularity of songs depends on geographical distances in analog (1966-1987) and Internet (2004-2015) era.     The Chart of Nuclides is a software product that allows users to search and plot nuclear structure and nuclear decay data interactively. The Chart of Nuclides was developed by the National Nuclear Data Center (NNDC). It provides an interface between web users and several databases containing nuclear structure, nuclear decay and some neutron-induced nuclear reaction information. Using the Chart of Nuclides, it is possible to search for nuclear level properties (energy, half-life, spin-parity), gamma-ray information (energy, intensity, multipolarity, coincidences),radiation information following nuclear decay (energy, intensity, dose), and neutron-induced reaction data from the BNL-325 book (thermal cross section and resonance integral).     The Laboratory Directed Research and Development (LDRD) Program was authorized by Congress in 1991 to fund leading-edge research and development central to the national laboratories core missions. LDRD anticipates and engages in projects on the forefront of science and engineering at the Department of Energy (DOE) national laboratories, and has a long history of addressing pressing national security needs at the National Nuclear Security Administration (NNSA) laboratories. LDRD has been a scientific success story, where projects continue to win national recognition for excellence through prestigious awards, papers published and cited in peer-reviewed journals, mainstream media coverage, and patents granted. The LDRD Program is also a powerful means to attract and retain top researchers from around the world, to foster collaborations with other prominent scientific and technological institutions, and to leverage some of the world's most technologically advanced assets. This enables the LDRD Program to invest in high-risk and potentially high-payoff research that creates innovative technical solutions for some of our nation's most difficult challenges. Worldwide energy demand is growing at an alarming rate, as developing nations continue to expand their industrial and economic base on the back of limited global resources. The resulting international conflicts and environmental consequences pose serious challenges not only to this nation, but to the international community as well. The NNSA and its national security laboratories have been increasingly called upon to devote their scientific and technological capabilities to help address issues that are not limited solely to the historic nuclear weapons core mission, but are more expansive and encompass a spectrum of national security missions, including energy security. This year's symposium highlights some of the exciting areas of research in alternative fuels and technology, nuclear power, carbon sequestration, energy efficiency, and other energy security research projects that are being conducted under the LDRD Program at the DOE/NNSA national laboratories and under the Site Directed Research and Development Program (SDRD) at the Nevada Test Site. Speakers from DOE/NNSA, other federal agencies, the NNSA laboratories, and the private sector will provide their insights into the national security implications of emerging energy and environmental issues, and the LDRD investments in energy security at the national laboratories. Please take this opportunity to reflect upon the science and engineering needs of our country's energy demands, including those issues posed by climate change, paying attention to the innovative contributions that LDRD is providing to the nation.

    The United States Department of Energy/National Nuclear Security Administration (DOE/NNSA) has been cooperating with Japan on nuclear safeguards for over thirty years. DOE/NNSA has collaborated with the Japan Atomic Energy Agency (JAEA) and its predecessors in addressing the need for innovative solutions to nuclear transparency and verification issues in one of the world's most advanced nuclear fuel cycle states. This collaboration includes over ninety activities that have involved nearly every facility in the JAEA complex and many national laboratories in the U.S. complex. The partnership has yielded new technologies and approaches that have benefited international safeguards not only in Japan, but around the world. The International Atomic Energy Agency uses a number of safeguards solutions developed under this collaboration to improve its inspection efforts in Japan and elsewhere. Japanese facilities serve as test beds for emerging safeguards technologies and are setting the trend for new nuclear energy and fuel cycle development worldwide. The collaboration continues to be an essential component of U.S. safeguards outreach and is integral to the DOE/NNSA's Next Generation Safeguards Initiative. In addition to fostering international safeguards development, the cooperation is an opportunity for U.S. scientists to work in facilities that have no analog in the United States, thus providing crucial real-life experience for and aiding development of the next generation of U.S. safeguards specialists. It is also an important element of promoting regional transparency thereby building confidence in the peaceful nature of nuclear programs in the region. The successes engendered by this partnership provide a strong basis for addressing future safeguards challenges, in Japan and elsewhere. This paper summarizes these challenges and the associated cooperative efforts that are either underway or anticipated.

    In a climate in which states and nations have been and perhaps currently are involved in the prol iferation of nuclear materials and technologies, advanced methodologies and improvements in current measurement techniques are needed to combat new threats and increased levels of sophistication. The Department of Energy through the National Nuclear Security Administration (NNSA) has undertaken a broad review of International Safeguards. The conclusion from that review was that a comprehensive initiative to revitalize international safeguards technology and the human resource base was urgently needed to keep pace with demands and increasingly sophisticated emerging safeguards challenges. To address these challenges, NNSA launched the Next Generation Safeguards Initiative (NGSI) to develop policies, concepts, technologies, expertise, and infrastructure necessary to sustain the international safeguards system as its mission evolves for the next 25 years. NGSI is designed to revitalize and strengthen the U.S. safeguards technical base, recognizing that without a robust program the United States of America will not be in a position to exercise leadership or provide the necessary support to the IAEA (International Atomic Energy Agency). International safeguards as administrated by the IAEA are the primary vehicle for verifying compliance with the peaceful use and nonproliferation of nuclear materials and technologies. Laser Induced Breakdown Spectroscopy or LIBS has the potential to support the goals of NGSI as follows: by providing (1) automated analysis in complex nuclear processing or reprocessing facilities in real-time or near real-time without sample preparation or removal, (2) isotopic and important elemental ratio (Cm/Pu, Cm/U, ... etc) analysis, and (3) centralized remote control, process monitoring, and analysis of nuclear materials in nuclear facilities at multiple locations within the facility. Potential application of LIBS to international safeguards as outlined in the NGSI will be discussed.

    The concept of safety culture has been used extensively to explain the underlying causes of performance based events, both positive and negative, across the nuclear industry. The work described in this paper represents several years of effort to identify, define and assess the organizational factors important to safe performance in nuclear power plants (NPPs). The research discussed in this paper is primarily conducted in support of the US Nuclear Regulatory Commission`s (NRC) efforts in understanding the impact of organizational performance on safety. As a result of a series of research activities undertaken by numerous NRC contractors, a collection of organizational dimensions has been identified and defined. These dimensions represent what is believed to be a comprehensive taxonomy of organizational elements that relate to the safe operation of nuclear power plants. Techniques were also developed by which to measure these organizational dimensions, and include structured interview protocols, behavioral checklists, and behavioral anchored rating scales (BARS). Recent efforts have focused on devising a methodology for the extraction of information related to the identified organizational dimensions from existing NRC documentation. This type of effort would assess the applicability of the organizational dimensions to existing NRC inspection and evaluation reports, refine the organizational dimensions previously developed so they are more relevant to the task of retrospective analysis, and attempt to rate plants based on the review of existing NRC documentation using the techniques previously developed for the assessment of organizational dimensions.

    DOE/NNSA and IRSN collaborated on a study of gamma-ray instruments and analysis methods used to perform isotopic measurements of special nuclear materials. The two agencies agreed to collaborate on the project in response to inconsistencies that were found in the various versions of software and hardware used to determine the isotopic abundances of uranium and plutonium. IRSN used software developed internally to test the MGA and FRAM isotopic analysis codes for criteria used to stop data acquisition. The stop-criterion test revealed several unusual behaviors in both the MGA and FRAM software codes.

    ulticasting is an important communication paradigm for enabling the dissemination of information selectively. This paper considers the problem of optimal secure multicasting in a communication network captured through a graph (optimal is in an interesting sense) and provides a doubly optimal solution using results from source coding. It is realized that the solution leads to optimal design (in a well defined optimality sense) of organizational hierarchies captured through a graph. In this effort two novel concepts : prefix free path, graph entropy are introduced. Some results of graph entropy are provided. Also some results on Kraft inequality are discussed. As an application Hierarchical Hybrid Communication Network is utilized as a model of structured Mobile Adhoc network for utility in Disaster Management. Several new research problems that naturally emanate from this research are summarized.

    The design of Quantum Turbo Codes (QTCs) typically relies on the analysis of their distance spectra, followed by Monte-Carlo simulations. By contrast, in this paper we appropriately adapt the conventional non-binary EXtrinsic Information Transfer (EXIT) charts for quantum turbo codes by exploiting the intrinsic quantum-to-classical isomorphism. The EXIT chart analysis not only allows us to dispense with the time-consuming Monte-Carlo simulations, but also facilitates the design of near-capacity codes without resorting to the analysis of their distance spectra. We have demonstrated that our EXIT chart predictions are in line with the Monte-Carlo simulations results. We have also optimized the entanglement-assisted QTC using EXIT charts, which outperforms the existing distance spectra based QTCs. More explicitly, the performance of our optimized QTC is as close as 0.3 dB to the corresponding hashing bound.

    The ``six degrees of separation" between any two individuals on Earth has become emblematic of the 'small world' theme, even though the information conveyed via a chain of human encounters decays very rapidly with increasing chain length, and diffusion of information via this process may be very inefficient in large human organizations. The information flow on a communication network in a large organization, the University of Oslo, has been studied by analyzing e-mail records. The records allow for quantification of communication intensity across organizational levels and between organizational units (referred to as ``modules"). We find that the number of e-mails messages within modules scales with module size to the power of $1.29\\pm .06$, and the frequency of communication between individuals decays exponentially with the number of links required upwards in the organizational hierarchy before they are connected.     In the twentieth century, ecologists and agriculturists developed an increasingly sophisticated understanding of the value of biological diversity, specifically the resilience and adaptability it brings to ecosystems. In the twenty-first century, the ecosystem model has been applied to human systems, particularly to understanding how organizations are structured and how they operate. Twenty-first century organizations are challenged by diversity in many arenas. Demographic changes in workforce composition and customer populations, combined with globalized markets and international competition are increasing the amount of diversity organizations must manage, both internally and externally. Many diversity specialists and business leaders argue that businesses and organizations interested in surviving and thriving in the twenty-first century need to take competitive advantage of a diverse workplace (Soutar, 2004; Yang, 2005). But to do so successfully, leaders and human resources (HR) managers must redefine management and leadership (Jones, 1989). Just as mono-cropping destroys biological diversity, and, in extreme cases, such as the Irish potato famine--human as well as natural ecosystems (Keohane, n.d.), so does mono-managing similarly destroy diversity within organizations. Leaders wanting to build strong, diverse organizations will not be successful if they rely on one approach or solution. Single-threaded diversity solutions, such as focusing only on recruitment or single-approach management techniques, such as requiring every employee to take diversity training, do not create lasting change (Kossek & Lobel, 1996; McMahon, 2006; Thomas, 1990). Bringing about the changes needed to build and sustain diversity requires commitment, strategy, communication, and concrete changes in organizational structure and processes. How, then, can managers and leaders develop diverse organizations and ensure that they are managed to take optimum advantage of diversity? What role should human resource specialists play in creating and managing diverse organizations? What are the best practices they should apply? The purpose of this review is to define workplace diversity, to identify best practices, and to identify how diversity management best practices can be applied in academic libraries. Finally, this review will provide a resource list for HR managers and leaders to learn more about those best practices with the goal of optimizing their organization's approach to diversity.

    The results of a survey of organizational culture at a nuclear power plant are summarized and compared with those of a similar survey which has been described in the literature on high-reliability organizations. A general-purpose cultural inventory showed a profile of organizational style similar to that reported in the literature; the factor structure for the styles was also similar to that of the plant previously described. A specialized scale designed to measure safety culture did not distinguish among groups within the organization that would be expected to differ.

    Question 1 - The type of physics regimes that HILL can access for weapons studies is quite interesting. The question that arises for the proposal team is what priority does this type of experimental data have versus data that can be obtained with NIF, and Z. How does HILL rank in priority compared to MARIE 1.0 in terms of the experimental data it will provide? We reiterate that isochoric heating experiments to be conducted with HILL are complementary to the high energy density physics experiments at NIF and Z and uniquely access states of matter that neither other facility can access. It is our belief that HILL will enable several important questions, e.g., as related to mix morphology, radiation transfer from corrugated surfaces, and equations of state, to be run to ground through carefully diagnosed, 'unit-physics' experiments. Such experiments will substantially improve confidence in our computer models and provide a rigorous science basis for certification. Question 2 - A secondary question relates to the interests of LLNL and SNL in the physics that HILL can address. This should be spelled out clearly. I would like to see the other labs be part of the discussion regarding how important this capability would be if built. Both sister Labs have a keen interest in the physics enabled by high-intensity, high-energy lasers, as evinced by the Z Petawatt and NIF ARC upgrades to their signature facilities. LANL scientists have teamed with scientists from both Laboratories in high-intensity laser 'first experiments' envisioned for HILL and we fully intend to continue these profitable discussions going forward. In the preparation of the HILL proposal, feedback was solicited from the broader HEDP and weapons science communities. The consensus view was that HILL filled a critical gap and that there was a need for a facility like HILL to address outstanding questions in weapons science. It was recognized that co-location of HILL with a facility such as MaRIE 1.0, Z, NIF, or Omega may offer additional advantages and we would expect these to be explored and evaluated during the CD process. Question 3 - A laser/optics experts group should review this proposal to ensure the level of R&D is reasonable to provide a sufficient chance of success (>50%). In the preparation of the HILL proposal, we sent our proposal and cost estimates to laser designers/scientists across the complex. Though risks were identified with our design, the prevailing view of those we engaged was that the risks were appropriately represented by the TRL levels assigned and that the enabling R&D planned in our proposal was adequate for risk mitigation. Question 4 - More data and peer review is needed from its sister facilities around the world. It is our specific intent to conduct both scientific and technical workshops with the user community if the High Intensity Science field is further encouraged as part of the NNSA Roadmap. Question 5 - Does HILL have to be co-located with MARIE 1.0? Is that feasible from the point of view of TA-53 real estate? Multiple siting options were considered for HILL, including co-location with MaRIE 1.0 (the most cost-effective and flexible option), as well as in a separate, stand-alone building and in a retro-fitted existing building. The cost estimate included these contingencies and candidate locations for HILL in TA-53 were identified. There is actually significant space at TA-53 on the hill in the northeast end of the mesa. Question 6 - What would be the impact on the weapons program if this facility were NOT built? An inability to elucidate aspects of weapons science in the dense plasma regime and validate computer models for same. This will lead to reduced confidence in the computer tools used for certification. Question 7 - Will HILL allow some of the x-ray vulnerability studies proposed by SPARC? If so what does Sandia's vulnerability group think of this method versus SPARC.     Analyzing whole building interval data is an inexpensive but effective way to identify and improve building operations, and ultimately save money. Utilizing the Energy Charting and Metrics Tool (ECAM) add-in for Microsoft Excel, building operators and managers can begin implementing changes to their Building Automation System (BAS) after trending the interval data. The two data components needed for full analyses are whole building electricity consumption (kW or kWh) and outdoor air temperature (OAT). Using these two pieces of information, a series of plots and charts and be created in ECAM to monitor the buildings performance over time, gain knowledge of how the building is operating, and make adjustments to the BAS to improve efficiency and start saving money.
