    We have investigated the feasibility of using natural attenuation methods for ecosystem restoration in New York/New Jersey Harbor. Measurements were made of the most probable number of sulfate-reducing bacteria (SRB) in native sediments and in samples, which had been supplemented with an appropriate electron donor and electron acceptor. The results showed that the activity of the endogenous microbial population in the native sediment was high enough to make possible adequate chemical transformation rates. The bioavailability of the zinc in the sediments was measured using the BIOMET biosensor technique. The bioavailability of the zinc was effectively eliminated following the microbial activities. We concluded that natural attenuation could be used effectively in treating sediments from Newark Bay and surrounding waters and that the resultant materials could likely be used in environmental restoration projects of the type proposed for construction in South Kearny, NJ.

  8. Passive solar house in Skillman, NJ: Case study

    This study traces the history of a single family residence in Skillman, NJ designed by Harrison Fraker. The house, built in 1978, was conceived as primarily passive solar house intended to rely on solar energy for most of its heating needs. Solar features include direct gain windows, water walls and sunspace. The study documents original solar features, identifies changes over time and evaluates performance of the house. The owners have removed movable insulation and significantly reduced the amount of thermal mass over the life of the building. The owner reported comfort level changes intuitively consistent with those modifications. The owner is contemplating further changes to make the house more marketable, changes likely to further alter the remaining passive solar features. Builders Guide software was used to calculate changes in solar performance of the house related to building modifications. Calculations of solar performance generally correspond to anecdotal information from the owner. The author's attempts with Energy 10 program showed some promise, but are as yet inconclusive. At this time BG appears to be more useful and user friendly to the average practitioner with limited time and design resources. As a practicing architect the author is most interested in lessons to be learned from the past as they might contribute to future projects. Information gleaned from this study did confirm intuitively expected and currently disseminated thinking regarding passive solar design. The thermal mass proved to be vulnerable to change. Features which required daily manual adjustment were quickly discarded. Desire for comfort was driving force in changing the house and took precedence over the need to save energy or money.

    The 75-acre Higgins Farm site is a cattle farm in Franklin Township, Somerset County, New Jersey. The site is primarily pasture land with poor onsite drainage. Approximately 3,200 residents living within a three-mile radius of the site rely on ground water as their drinking water source. In 1985, after receiving reports of ground water contamination near the farm, the State investigated the area and found a drum burial area. In 1986, the site owner began to remove the drums from the site, and ten drums were removed, crushed and placed in a roll-off container. Later in 1986, another 50 drums were excavated, and during the excavation the drums were punctured and their contents spilled onto the ground. In late 1986, State site inspections revealed ground water and soil contamination by VOCs, pesticides, metals, and dioxins. The Record of Decision (ROD) provides a permanent safe drinking water supply source for affected residents as part of an interim remedy. A future ROD will address remediation of final ground water and all remaining onsite contamination including soil, sediment, surface water, and ground water. The primary contaminants of concern affecting the ground water are VOCs including benzene, PCE, TCE, and xylenes; other organics; and metals including lead.

    The 7-acre Myers Property site is a former pesticide and industrial chemical manufacturing facility in Franklin Township, Hunterdon County, New Jersey. The site lies adjacent to, and in the 100-year floodplain of the Cakepoulin Creek which flows to the north of the site. The site is comprised of adjourning private lands, two acres of wetlands, and five acres of residential property with onsite residents. In 1978, State investigations identified 20 unlabeled drums of chemicals containing metals, DDT, other organic chemicals in a shed, and 24 cubic yards of asbestos material in an onsite warehouse. In addition, surface soil and debris were found to be contaminated with high levels of DDT, other organics, and metals. The Record of Decision (ROD) addresses the first of two operable units, and includes remediation of the soil, sediment, buildings, and shallow ground water aquifer. The ROD also addresses interim remedial activities for the second operable unit, the ground water in the bedrock aquifer, which will be fully addressed in a future ROD.     The 5,000-acre FAA Technical Center site is located 8 miles northwest of Atlantic City, Atlantic Count, New Jersey, within the Atlantic Coastal Plain. In 1942, a Naval Air Base, including most of the existing runways, was constructed over two-thirds of the property. Interest in the property was transferred to the Federal Aviation Administration (FAA) in 1958 for use as research and development facilities and for the 1979 construction of the existing Technical/Administration Building. From 1978 to 1985, transformers containing PCB oil were stored on a 25- by 75-foot concrete pad, referred to as Area G, located at the lumber yard near building 125 in the western portion of the property. Some transformers are known to have leaked, contaminating the concrete pad and surrounding soil. During 1989, the entire concrete pad and contaminated soil were collected, excavated, and disposed of in an approved TSCA cell of a landfill. The ROD addresses principal threats to human health or the environment associated with PCB releases from the Area G transformer storage location. Based on the results of subsequent sampling, it is believed that Area G no longer poses a threat to human health or the environment.

(MISO), respectfully submits two studies to the Department of Energy (DOE) for consideration in preparing its Quadrennial Energy Review (QER) on transmission, storage and distribution infrastructure. MISO also presented to DOE on the QER at the Newark, NJ public session held on September 8, 2014. MISO appreciates that opportunity.     The Public Information Plan is intended to be used in conjunction with the U.S. Department of Energy (DOE) Uranium Mill Tailings Remedial Action (UMTRA) Project Public Participation Plan. The Public Participation Pion describes the DOE procedure for involving the public in the decision-making process related to the UMTRA Project during the stages at which public participation is required and solicited. This Public Information Plan describes the department`s procedure for communicating with the public about project policies, plans, and activities. Together, these complementary plans describe the DOE public affairs program for the UMTRA Project. This project was authorized by Congress in the Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978, (Public Law (PL) 95-6041), as amended. The Act provides for a cooperative effort with affected states and Indian tribes for the cleanup of designated abandoned or inactive uranium mill tailings sites, which are located in 10 states, 9 of them west of the Mississippi River. The public has a right to know about proposed government actions and to be heard in the planning of activities that influence their lives. The UMTRA Project is unclassified and the DOE provides accurate information about policy and project activities to interested stakeholders, including the news media, in a timely way. The DOE encourages states and local governments, as well as individuals, to join actively in the decision-making process. This is intended to ensure that the resulting decisions are made with full knowledge of the public`s views and that these decisions address the public`s concerns to the extent possible within the law. The DOE, through the implementation of the Public Information Plan, keeps the public informed on matters such as health concerns, environmental issues, remedial action construction plans, project costs, and specific site activities.

    Within the ICSTI Insights Series we offer three articles on the 'living publication' that is already available to practitioners in the important field of crystal structure determination and analysis. While the specific examples are drawn from this particular field, we invite readers to draw parallels in their own fields of interest. The first article describes the present state of the crystallographic living publication, already recognized by an ALPSP (Association of Learned and Professional Society Publishers) Award for Publishing Innovation in 2006. The second article describes the potential impact on the record of science as greater post-publication analysis becomes more common within currently accepted data deposition practices, using processed diffraction data as the starting point. The third article outlines a vision for the further improvement of crystallographic structure reports within potentially achievable enhanced data deposition practices, based upon raw (unprocessed) diffraction data. The IUCr in its Commissions and Journals has for many years emphasized the importance of publications being accompanied by data and the interpretation of the data in terms of atomic models. This has been followed as policy by numerous other journals in the field and its cognate disciplines. This practice has been well served by databases and archiving institutions such as the Protein Data Bank (PDB), the Cambridge Crystallographic Data Centre (CCDC), and the Inorganic Crystal Structure Database (ICSD). Normally the models that are archived are interpretations of the data, consisting of atomic coordinates with their displacement parameters, along with processed diffraction data from X-ray, neutron or electron diffraction studies. In our current online age, a reader can not only consult the printed word, but can display and explore the results with molecular graphics software of exceptional quality. Furthermore, the routine availability of processed diffraction data allows readers to perform direct calculations of the electron density (using X-rays and electrons as probes) or the nuclear density (using neutrons as probe) on which the molecular models are directly based. This current community practice is described in our first article. There are various ways that these data and tools can be used to further analyze the molecules that have been crystallized. Notably, once a set of results is announced via the publication, the research community can start to interact directly with the data and models. This gives the community the opportunity not only to read about the structure, but to examine it in detail, and even generate subsequent improved models. These improved models could, in principle, be archived along with the original interpretation of the data and can represent a continuously improving set of interpretations of a set of diffraction data. The models could improve both by correction of errors in the original interpretation and by the use of new representations of molecules in crystal structures that more accurately represent the contents of a crystal. These possible developments are described in our second article. A current, significant, thrust for the IUCr is whether it would be advantageous for the crystallographic community to require, rather than only encourage, the archiving of the raw (unprocessed) diffraction data images measured from a crystal, a fibre or a solution. This issue is being evaluated in detail by an IUCr Working Group (see http://forums.iucr.org). Such archived raw data would be linked to and from any associated publications. The archiving of raw diffraction data could allow as yet undeveloped processing methods to have access to the originally measured data. The debate within the community about this much larger proposed archiving effort revolves around the issue of 'cost versus benefit'. Costs can be minimized by preserving the raw data in local repositories, either at centralized synchrotron and neutron research institutes, or at research universities.     Magnetically levitated passenger-transportation vehicles, using attractive and repulsive magnetic forces, are currently in the development or prototype-revenue stages in Japan and Germany. The basic principles of these technologies have been understood for several decades, but their practical applications awaited advances in high-power electronic devices, modern controls, superconducting magnets, and improvements in our transportation infrastructures. A considerable amount of work was devoted to magnetic-levitation (maglev) transportation system in the late 1960s and the 1970s. Detailed development was sustained primarily in Germany and Japan. This listing of publications was begun as the initial phase of a design study for a maglev development facility sponsored by the State of Illinois. The listing has been continually updated under programs sponsored by the Federal Railroad Administration and the US Army Corps of Engineers. In 1991, the National Maglev Initiative issued 27 contracts for the study of technical issues related to maglev and four contracts for the definition of maglev systems. In December 1991, the Intermodal Surface Transportation Efficiency Act was enacted, mandating the development of a US-designed maglev system in a six-year period. This listing is offered as an aid to those working on these projects, to help them locate technical papers on relevant technologies. The design and installation of a maglev transportation system will require the efforts of workers in many disciplines, from electronics to economics to safety. Accordingly, the references have been grouped in 14 different sections to expedite review of the listing. In many case, the references are annotated to indicate the general content of the papers.     We report findings from a national Internet survey and a subset of questions administered by telephone in mid-2011 on public assessments of contemporary and emerging interstate nuclear threats, support for strategic arms control, and preferences for responding to limited nuclear attacks on the United States. Additionally, we analyze public views of the threat of terrorism, including cyber attacks, assessments of progress in the struggle against terrorism, and preferences for responding to an act of radiological terrorism against the United States. Also, we report findings from an Internet survey and a subset of questions administered by telephone among the American public in mid-2011 on US energy and environmental security. Key areas of investigation include public views on energy requirements, preferences for energy sources, energy conservation versus development, energy independence, implications of events at Fukushima, Japan, for US public support of nuclear generation, preferences for managing used nuclear fuel, and trust in nuclear risk assessments from government and other public sources. Where possible, findings from each survey are compared with previous surveys in this series for analyses of trends.

    This document lists a set of (refereed and unrefereed) scientific publications based on data taken with the instruments of the Italian Telescopio Nazionale Galileo (TNG, mainly from the year 2000 onward) and the technical papers describing the development of the TNG project from the "phase A" (late '80s) until the end of year 2005. The collection is compiled by searching for publications on the internet. In particular, the search engines of the NASA Astrophysics Data System and Google Scholar are used. This work represents the first attempt to probe the scientific production of the TNG and will be updated regularly from year to year. Comments and suggestions are welcome.

    We present a calculation of the chirp generated in laser pulses shorter than 100 fsec on propagation through a saturable absorber (DODCI in ethylene glycol). The calculation takes into account the absorber saturation and the solvent nonlinear refractive index. At pulse energies greater than 10 nJ the chirp tends to be predominantly positive, and it increases rapidly as the pulse duration becomes shorter than 50 fsec. At pulse energies in the 1--7-nJ range the chirp is mostly negative for pulses longer than 30 fsec.
