Comparative radiocarbon dating of lignite, pottery, and charcoal samples from Babeldaob Island, Republic of Palau

It is difficult to construct archaeological chronologies for Babeldaob, the main island of Palau (western Micronesia), because the saprolitic clays of the dominant terraced-hill sites and associated ceramic sherds often contain old carbon that originated in lignites. This has implications, as well, for chronologies of sedimentary sequences. Comparative analysis of the dating problem using lignite, pottery, and charcoal samples indicates that, in fact, there are both old and young sources of potential contamination. It is concluded that radiocarbon samples from Babeldaob need to be tested for appropriate carbon content rather than relying solely upon material identification.

The purpose of this guidebook is to help transfer information concerning alternative energy projects that have been tried on the Pacific islands affiliated with the US. These islands include those in American Samoa, the Commonwealth of the Northern Mariana Islands, the Federated States of Micronesia (Kosrae, Pohnpei, Truk, and Yap), Guam, and the Republics of the Marshall Islands and Palau. Distances are long between islands and populations are sparse, making communication and the transfer of information particularly difficult. A project that works on American Samoa might be appropriate for Yap, but to get this information to the proper people on Yap in a reasonable period of time is extremely difficult. This book describes 100 alternative energy projects that have been tried on the islands since the mid-1970's. This description and record of what has been done to date should be a source of ideas for energy workers, reduce duplication of work, and help encourage successes by describing other successes and failures. Alternative energy projects are projects that use indigenous, renewable resources in order to reduce local dependency on imported petroleum for electricity or liquid fuels. The islands have an apparent abundance of natural resources for this purpose such as the sun, rivers, vegetation, the ocean, and wind; and, ideally, it should be relatively simple to convert these resources to electricity or fuel. However, there are problems unique to the remote, tropical Pacific that often appear insurmountable, and successes to date are the results of unusual persistence, hard work, and ingenuity of those on the islands. Projects are confined to those that actually develop or demonstrate hardware. These projects use the complete spectrum of alternative technologies such as biomass conversion, wind electric, solar water heating, photovoltaics, wind water pumping, hydroelectric, water desalination, and integrated systems. 381 refs., 85 figs.

Suitability of salt-gradient solar ponds for electrical power generation in the US Trust Territory of the Pacific Islands, Guam, and American Samoa

The procedures and findings of a study to assess the suitability of salt-gradient solar ponds for base-load (firm) electricity generation in the US Trust Territory of the Pacific Islands (TTPI), Guam and American Samoa are described. The general conclusion is that solar pond power plants (SPPPs) are viable both technically and economically for some applications, possibly including atolls. The most practical immediate application would be to small and intermediate power users such as villages and airports. It is recommended that (1) at least one small SPPP be built immediately on a dry land site such as for the main village on Peleliu, Palau, (considered in this report) or at other identified feasible sites, and (2) that a design study be conducted to adapt the technology to atoll sites. This study was carried out by first reviewing all available literature on solar ponds and the regions concerned. All the regions in question were visited. Several sites were selected for specific study and SPPP conceptual designs were developed for these sites. These sites are (1) North Peleliu, Palau, with (2) Peleliu airport as an auxiliary site, (3) Aimeliik, Palau, and (4) atoll environments. Cultural, political, environmental and legal considerations were given equal weight with technical and economic factors, and locally resident persons were used as interpreters and liaisons. There exists strong support in the government and the community to develop these proposed site-specific SPPPs and land is available. Power needs were defined, construction and operation costs were calculated and performance was predicted for the site-specific designs. The results of the Palau site-specific studies were generalized to other areas and environments in the TTPI, Guam and American Samoa. An economic analysis of the SPPP conceptual design developed for Palau was made using the discounted cash flow method.

Growth Rates, Stable Oxygen Isotopes (18O), and Strontium (Sr/Ca) Composition in Two Species of Pacific Sclerosponges (Acanthocheatetes wellsi and Astrosclera willeyana) with 18O Calibration and Application to Paleoceanography

The isotopic and elemental composition of sclerosponge skeletons is used to reconstruct paleoceanographic records. Yet few studies have systematically examined the natural variability in sclerosponge skeletal {delta}{sup 18}O, growth, and Sr/Ca, and how that may influence the interpretation of sclerosponge proxy records. Here, we analyzed short records in seven specimens of Acanthocheatetes wellsi (high-Mg calcite, 21 mol% Mg) from Palau, four A. wellsi (high-Mg calcite, 21 mol% Mg) from Saipan, and three Astrosclera willeyana (aragonite) sclerosponges from Saipan, as well as one long record in an A. wellsi specimen from Palau spanning 1945-2001.5. In Saipan, species-specific and mineralogical effects appear to have a negligible effect on sclerosponge {delta}{sup 18}O, facilitating the direct comparison of {delta}{sup 18}O records between species at a given location. At both sites, A. wellsi {delta}{sup 18}O and growth rates were sensitive to environmental conditions, but Sr/Ca was not sensitive to the same conditions. High-resolution {delta}{sup 18}O analyses confirmed this finding as both A. wellsi and A. willeyana deposited their skeleton in accordance with the trends in isotopic equilibrium with seawater, though with a 0.27{per_thousand} offset in the case of A. willeyana. In the high-Mg-calcite species A. wellsi, Mg may be interfering with Sr incorporation into the skeleton. On multidecadal timescales, A. wellsi sclerosponge {delta}{sup 18}O in Palau tracked the Southern Oscillation Index variability post-1977, but not pre-1977, coincident with the switch in the Pacific Decadal Oscillation (PDO) at {approx}1976. This suggests that water mass circulation in the region is influenced by El Nino-Southern Oscillation variability during positive PDO phases, but not during negative ones.

Anoxic marine lakes - an analogue environment for insular phosphorite formation

Hundreds of islands in the tropical Pacific Ocean contain phosphate deposits ranging from inconsequential to economically significant in size. Although many of these deposits clearly have formed by the interaction of avian guano with underlying limestone, some display evidence of having developed within an aqueous environment. Several of the emergent carbonate islands in the southern part of Palau contain phosphate deposits that the authors speculate formed in anoxic marine lakes, similar to those which still occur on a few of these islands. Lake water, sediments, and sediment pore waters from Jellyfish Lake, on the island of Eil Malk in Palau, were analyzed during an expedition in 1987. The results of this investigation supported, but did not provide, conclusive evidence of our hypothesis. Pore water profiles of phosphate and fluoride confirmed precipitation of carbonate fluorapatite. However, the extremely high bulk sediment accumulation rate, driven by the high biological productivity of the surface waters of the lake, dilutes authigenic phosphate to low levels. They have refined their original proposal to suggest that phosphate deposits may form either by: (1) subaerial weathering and concentration of phosphatic sediments after these lakes disappear; or (2) interaction of phosphate-enriched sediment pore solutions with limestone at the underlying contact. Another expedition to test these concepts is being planned.

Ophiolites of the deep-sea trenches of the western Pacific

Igneous and metamorphic rocks of ophiolites are widespread in the basement of the Izu-Bonin, Volcano, Mariana, Philippine, Yap, Palau, New Hebrides, West Melanesian, Tonga, and Mussau trenches. Ophiolite in the trenches includes (1) metamorphic rocks ranging from low-T and low P to high-T and moderate P; (2) serpentinites after harzburgite; (3) ultramafic-mafic layered series; (4) tholeiitic basalts, dolerites, and their metamorphosed varieties; and (5) rocks of the boninitic series. Two geodynamic stages could be distinguished in the formation of the ophiolites of the Western Pacific. At the rifting stage, mantle diapir ascended during rifting and magmatic series were formed. In this period, rocks underwent intense low-temperature metasomatic alterations in the zones of heated seawater circulation. At the compression stage (subduction zone) regional pressure metamorphism of the ophiolites superimposed on the low-temperature metasomatic processes.

Fiftieth CCR reformer goes on stream in Germany

The fiftieth continuous catalytic reformer built since this technology was introduced by UOP Process Division in 1971 has gone on stream in West Germany. The 21,300-b/sd unit is in Deutsche Shell AG's Godorf refinery. It is the sixth such unit put in service by Shell International. Others are in refineries at Harburg, West Germany; Shellhaven, England; Palau Bokum, Singapore; Pernis, Netherlands; and Geelong, Australia. CCR units operate at much higher severity than older reforming units. Severity is a function of higher octane, lower pressure, and feedstock. The operating severity or catalyst deactivation rate may be 20 times that of high pressure, low octane units. Continuous catalyst regeneration is then the key for maintaining long-term operations at steady state conditions. To facilitate continuous catalyst regeneration, the three reactors are stacked. This design permits the catalyst to move in essentially plug flow through the reactors at a rate determined by the rate of catalyst withdrawal to the regeneration section.

The Act directed the Department of Energy (DOE) to ``conduct a study of the implications of the unique vulnerabilities of the insular areas to an oil supply disruption,`` and to ``outline how the insular areas shall gain access to vital oil supplies during times of national emergency.`` The Act defines the insular areas to be the US Virgin Islands and Puerto Rico in the Caribbean, and Guam, American Samoa, the Commonwealth of the Northern Mariana Islands (CNMI), and Palau in the Pacific. This report is the analysis of Puerto Rico and the US Virgin Islands. In the study, ``unique vulnerabilities`` were defined as susceptibility to: (1) more frequent or more likely interruptions of oil supplies compared to the mainland, and/or (2) disproportionately larger or more likely economic losses in the event of an oil supply disruption. In order to asses unique vulnerabilities, the study examined in the insular areas` experience during past global disruptions of oil supplies and during local emergencies caused by natural disasters. The effects of several possible future global disruptions and local emergencies were also analyzed. The San Jose Accord was signed in San Jose, Costa Rica on August 3, 1980 by the Presidents of Venezuela and Mexico, whereby the two countries mutually committed to supply the net imported domestic oil consumption of several Central American and Caribbean countries. The energy situation in five Central American countries

This study describes the energy resources and the changes that have taken place in energy supply and demand in five Central American countries between 1970 and 1984. Economic changes are also reviewed because they influence and are affected by changes in the energy sector. The work was performed under the auspices of the US Agency for International Development. The Central American countries of Costa Rica, El Salvador, Guatemala, Honduras, and Panama are highly dependent on fuel wood as a source of energy, particularly in the residential sector. They also rely upon imported oil products to supply a growing modern sector. Most countries have significant hydroelectric and geothermal resources, and most countries produce a large portion of their electricity from hydroelectric projects. Demand for electricity has grown rapidly. Relative shares of primary versus secondary energy in the five countries vary significantly and strongly correlate with average per capita income. Consumption of secondary energy has declined during the recent economic recession suffered by the region.

United Nations geothermal activities in developing countries

The United Nations implements technical cooperation projects in developing countries through its Department of Technical Cooperation for Development (DTCD). The DTCD is mandated to explore for and develop natural resources (water, minerals, and relevant infrastructure) and energy - both conventional and new and renewable energy sources. To date, the United Nations has been involved in over 30 geothermal exploration projects (completed or underway) in 20 developing countries: 8 in Africa (Djibouti, Ethiopia, Kenya, Madagascar); 8 in Asia (China, India, Jordan, Philippines, Thailand); 9 in Latin America (Bolivia, Chile, El Salvador, Honduras, Mexico, Nicaragua, Panama) and 6 in Europe (Greece, Romania, Turkey, Yugoslavia). Today, the DTCD has seven UNDP geothermal projects in 6 developing countries. Four of these (Bolivia, China, Honduras, and Kenya) are major exploration projects whose formulation and execution has been possible thanks to the generous contributions under cost-sharing arrangements from the government of Italy. Petroleum geology of Pacific margin of Central America and northern South America, from Guatemala to Ecuador

Exploration for hydrocarbons along the Pacific margin of Central America and northern South America has been limited and spasmodic. Less than 100 exploration wells have been drilled, with nearly 50 of these being in the Santa Elena, Progreso, and Guayas basins in Ecuador. Shows have been reported in some wells, and a few oil seeps are known. The only commercial production established to date has been from the Santa Elena Peninsula in Ecuador in the extreme south of the study area. Understanding of the geology in this part of the continental margin is incomplete at best. This paper reviews present-day knowledge in an attempt to define the sedimentary basins better, to characterize their structure and stratigraphy, and to assess their petroleum prospects. The area of continental margin reviewed is to the north, located northwest of the trench system where oceanic crust of the Cocos plate subducts under the Caribbean plate, and to the south, where the northern part of the Nazca plate collides with the South American plate. This plate tectonic setting forms the framework on which local structural and sedimentary events have created a series of relatively small trench-slope and forearc basins in what is now the coastal plain and adjacent offshore area of Central and South America, south or west of a line of mountain ranges with active volcanism. Sedimentary fill is generally of Tertiary age. The basins and subbasins recognized and described include: in Ecuador - Guayas, Santa Elena, Progreso, Valdivia, Bajo Grande, Manta, Muisne-Esmeraldas, and Borbon; in Colombia - Choco-Pacific; in Panama - Gulf of Panama basin complex (Santiago, Tonosi, Sambu), and Burica-Chiriqui; in Costa Rica - Terraba and Coronado/Tempisque; in Nicaragua - San Juan del Sur; and in the Honduras, El Salvador, and Guatemala - the Pacific coastal basin.

The resolution states that the US Secretary of Energy shall conduct a study of the implications of the unique vulnerabilities of the insular areas to an oil supply disruption. Such study shall outline how the insular areas shall gain access to vital oil supplies during times of national emergency. The resolution defines insular areas as the US Virgin Islands, Puerto Rico, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, and Palau. The US Virgin Islands and Puerto Rico are not included in this report. The US Department of Energy (USDOE) has broadened the scope of the study contained in the House Resolution to include emergency preparedness and response strategies which would reduce vulnerability to an oil supply disruption as well as steps to ameliorate adverse economic consequences. This includes a review of alternative energy technologies with respect to their potential for reducing dependence on imported petroleum. USDOE has outlined the four tasks of the energy vulnerability assessment as the following: (1) for each island, determine crude oil and refined product demand/supply, and characterize energy and economic infrastructure; (2) forecast global and regional oil trade flow patterns, energy demand/supply, and economic activities; (3) formulate oil supply disruption scenarios and ascertain the general and unique vulnerabilities of these islands to oil supply disruptions; and (4) outline emergency preparedness and response options to secure oil supplies in the short run, and reduce dependence on imported oil in the longer term.

Paleomagnetic evidence from land-based and ODP cores for clockwise rotation and northward translation of the Phillippine Sea plate

On-land and deep-sea core paleomagnetic data have been collected from around the Philippine Sea plate. Data from the Palau islands suggest 70{degree} of clockwise rotation and northward translation since the mid-Oligocene. The authors interpret this rotation as a rotation of the West Philippine Sea basin as a whole. New paleomagnetic data from Guam indicate 70{degree} of clockwise rotation and northward translation since the early Oligocene. Although Eocene results have been previously quoted, the new data suggest that there is no reliable Eocene data from Guam. New data from Saipan suggest 50-60{degree} of clockwise rotation since the Late Eocene and 20{degree} of clockwise rotation since the mid-Miocene, along with northward translation. During ODP Leg 126, a new technique utilizing the formation microscanner logging tool was employed to obtain orientated drill cores from the Bonin forearc basin. Preliminary results indicate that 70-110{degree} of clockwise rotation has occurred there since the mid-Oligocene. Inclination studies on cores from ODP Legs 125 and 126 along with the on-land paleomagnetic data support 15{degree} of northward translation of the Philippine Sea plate since the mid-Oligocene. The consistent clockwise rotations found around the Philippine Sea plate suggest that the entire plate, including the Bonin and Mariana arcs, has rotated more than 50{degree} since the mid-Oligocene. The similarity of Oligocene results from the Bonin forearc and Guam suggest that little or no relative rotation has occurred between these two points. This implies that the shape of the Mariana arc is probably not due to rotational deformation. The northward translation and clockwise rotation of the Philippine Sea plate established oblique subduction along the proto-Philippine margin, which could account for the 600 km of subducted slab beneath the eastern Celebes Sea.

Rifting of the Izu-Bonin arc in the Quaternary and Mid-Oligocene

Eruption of middle Eocene-lower Oligocene boninites and island arc tholeiites created the 200 km wide Izu-Bonin arc massif following the initiation of subduction {approximately}50 Ma. Mid-Oligocene rifting formed a 40-70 km wide forearc basin between the Eocene outer-arc high and the Eo-Oligocene arc (now the frontal arc high), with maximum extension at the latitudes of the Bonin Ridge and Trough. The Oligocene forearc basin was rapidly (100-300 m/m.y.) filled with turbidite and debris flow deposits produced by concurrent volcanism and erosion of the surrounding highs. Contemporaneous stretching in the backarc region produced dominantly east-dipping, NNE-trending, normal faults and culminated in backarc spreading in the Shikoku basin (25-15 Ma), isolating the Palau-Kyushu remnant arc. The forearc and remnant arc sediments record a dearth of volcanogenic input between 23 and 17 Ma; evidence that an arc volcanic minimum accompanied backarc spreading. The middle Miocene to Recent volcanic front formed 0(S)-50(N) km west of the Oligocene arc and has loaded and flexed the forearc. Further west, chains of submarine volcanoes erupted along the extension of Shikoku basin fracture zones. Basaltic sills were emplaced in the forearc. Explosive volcanism from rhyolitic calderas has increased dramatically since the late Pliocene, especially in the last 0.2 Ma. Since {approximately}2 Ma the arc has been stretched again, producing rapidly subsiding (300-2,250 m/m.y.) graben, immediately west of the volcanic front, which are segmented along strike by oblique transfer zones. The Sumisu Rift is partially filled with (<1.5 Ma) volcaniclastic turbidites and hemipelagic sediments and is intruded by backarc basin basalts. About 1 km of syn-rift uplift of the arc margin footwall has produced an unconformity, beneath surficial pumice, that extends back to pumiceous sediments >2.35 Ma.

Distribution of copper, nickel, and cadmium in the surface waters of the North Atlantic and North Pacific Ocean

Concentrations of copper, nickel, and cadmium have been determined for about 250 surface water samples. Nonupwelling open-ocean concentrations of these metals are Cu, 0.5-1.4 nmol/kg: Ni, 1-2 nmol/kg; and Cd, less than 10 pmol/kg. In the equatorial Pacific upwelling zone, concentrations of Ni (3 nmol/kg) and Cd (80 pmol/kg) are higher than in the open ocean, but Cu (0.9 nmol/kg) is not significantly enriched. Metal concentrations are higher in cool, nutrient-rich eastern boundary currents: Cu, 1.5 nmol/kg: Ni, 3.5 nmol/kg and Cd, 30-50 pmol/kg. Copper is distinctly higher in the coastal waters of the Gulf of Panama (3--4 nmol/kg) and also higher in the shelf waters north of the Gulf Stream (2.5 nmol/kg): these copper enrichments may be caused by copper remobilized from mildly reducing shelf sediments and maintained by a coastal nutrient trap. In the open ocean, events of high-Cu water (1.5--3.5 nmol/kg) are seen on scales up to 60 km; presumably, these are due to the advection of coastal water into the ocean interior. The lowest copper concentrations in the North Pacific central gyre (0.5 nmol/kg: (Bruland, 1980) are lower than in the Sargasso Sea (1.3 nmol/kg), while for nickel the lowest concentrations are 2 nmol/kg in both the North Pacific and the North Atlantic. Nickel and cadmium, while generally correlated with the nutrients in surface waters, show distinct regional changes in their element-nutrient correlations. The residual concentrations of trace metals in the surface waters of the ocean can be explained if biological discrimination against trace metals relative to phosphorus increases as productivity decreases.

BioSAR Airborne Biomass Sensing System

This CRADA was developed to enable ORNL to assist American Electronics, Inc. test a new technology--BioSAR. BioSAR is a an airborne, low frequency (80-120 MHz {approx} FM radio frequencies) synthetic aperture radar (SAR) technology which was designed and built for NASA by ZAI-Amelex under Patrick Johnson's direction. At these frequencies, leaves and small branches are nearly transparent and the majority of the energy reflected from the forest and returned to the radar is from the tree trunks. By measuring the magnitude of the back scatter, the volume of the tree trunk and therefore the biomass of the trunks can be inferred. The instrument was successfully tested on tropical rain forests in Panama. Patrick Johnson, with American Electronics, Inc received a Phase II SBIR grant from DOE Office of Climate Change to further test and refine the instrument. Mr Johnson sought ORNL expertise in measuring forest biomass in order for him to further validate his instrument. ORNL provided ground truth measurements of forest biomass at three locations--the Oak Ridge Reservation, Weyerhaeuser Co. commercial pine plantations in North Carolina, and American Energy and Power (AEP) Co. hardwood forests in southern Ohio, and facilitated flights over these forests. After Mr. Johnson processed the signal data from BioSAR instrument, the processed data were given to ORNL and we attempted to derive empirical relationships between the radar signals and the ground truth forest biomass measurements using standard statistical techniques. We were unsuccessful in deriving such relationships. Shortly before the CRADA ended, Mr Johnson discovered that FM signal from local radio station broadcasts had interfered with the back scatter measurements such that the bulk of the signal received by the BioSAR instrument was not backscatter from the radar but rather was local radio station signals.

The Enemy Below - The Global Diffusion of Submarines and Related Technology

The end of the Cold War seemed to create a more peaceful international environment. September 11 reminded us of the dangers of complacency. Indeed, even before September 11 US forces had intervened in a number of wars and crises, including Panama, the Persian Gulf War, Somalia, Rwanda, Bosnia, Kosovo, several Taiwan Straits crises, the North Korea nuclear weapons crisis, and most recently Afghanistan. US ability to intervene in remote areas of the world is often dependent on the Navy's ability to project power ashore. As a result, US ability to influence events in crisis situations, especially between or among nuclear powers, may become more difficult along with our ability to conduct littoral warfare. Although the numbers of potentially hostile submarines have declined with the end of the Cold War, US anti-submarine warfare capabilities have also declined. Moreover, foreign submarines and related technologies are likely to diffuse globally. New technologies like Air Independent Propulsion (AIP), improved weapons and sensors will make conventional submarines more dangerous, and the spread of nuclear submarines even to a few more countries raise political, military, environmental, and safety concerns. Submarines are one of the key weapon systems used alone or in combination with other weapon systems such as coastal defense missiles, aircraft, and other sea-based missile platforms to deny US ability to project power ashore, Thus, other countries who wish to deny the US the ability to interfere with their regional or even global ambitions may emphasize the acquisition and/or development of submarines. As the world become more multipolar over the longer term, as the Chinese believe it will, countries such as Russia, China. etc., may be able to acquire the submarine capabilities to challenge us not just regionally, but in blue waters. To the extent that our alliance relationships require US naval access or superiority to sustain them, then our erstwhile friendly allies such as Japan, South Korea, ASEAN states, Taiwan, etc., may seek their own arrangements with other powers for their protection or seek WMD capabilities to offset the former reliance on the US. In addition to a loss of unchallenged regional access, the US may have to devote greater resources for protecting its homeland, and perhaps its sea-based deterrent, from hostile submarine forces.
