    The IEEE American National Standards project P2030TM addressing smart grid interoperability and the IEEE 1547 series of standards addressing distributed resources interconnection with the grid have been identified in priority action plans in the Report to NIST on the Smart Grid Interoperability Standards Roadmap. This paper presents the status of the IEEE P2030 development, the IEEE 1547 series of standards publications and drafts, and provides insight on systems integration and grid infrastructure. The P2030 and 1547 series of standards are sponsored by IEEE Standards Coordinating Committee 21.

    In early 2014, construction of a new watt balance, named NIST-4, has started at the National Institute of Standards and Technology (NIST). In a watt balance, the gravitational force of an unknown mass is compensated by an electromagnetic force produced by a coil in a magnet system. The electromagnetic force depends on the current in the coil and the magnetic flux integral. Most watt balances feature an additional calibration mode, referred to as velocity mode, which allows one to measure the magnetic flux integral to high precision. In this article we describe first measurements of the flux integral in the new watt balance. We introduce measurement and data analysis techniques to assess the quality of the measurements and the adverse effects of vibrations on the instrument.

    We employed femtosecond Laser Ablation Multicollector Inductively Coupled Mass Spectrometry for the 11 determination of uranium isotope ratios in a series of standard reference material glasses (NIST 610, 612, 614, and 12 616). This uranium concentration in this series of SRM glasses is a combination of isotopically natural uranium in 13 the materials used to make the glass matrix and isotopically depleted uranium added to increase the uranium 14 elemental concentration across the series. Results for NIST 610 are in excellent agreement with literature values. 15 However, other than atom percent 235U, little information is available for the remaining glasses. We present atom 16 percent and isotope ratios for 234U, 235U, 236U, and 238U for all four glasses. Our results show deviations from the 17 certificate values for the atom percent 235U, indicating the need for further examination of the uranium isotopes in 18 NIST 610-616. Our results are fully consistent with a two isotopic component mixing between the depleted 19 uranium spike and natural uranium in the bulk glass.

    Detailed safety analyses have been performed for the 20 MW D{sub 2}O moderated research reactor (NBSR) at the National Institute of Standards and Technology (NIST). The time-dependent analysis of the primary system is determined with a RELAP5 transient analysis model that includes the reactor vessel, the pump, heat exchanger, fuel element geometry, and flow channels for both the six inner and twenty-four outer fuel elements. A post-processing of the simulation results has been conducted to evaluate minimum critical heat flux ratio (CHFR) using the Sudo-Kaminaga correlation. Evaluations are performed for the following accidents: (1) the control rod withdrawal startup accident and (2) the maximum reactivity insertion accident. In both cases the RELAP5 results indicate that there is adequate margin to CHF and no damage to the fuel will occur because of sufficient coolant flow through the fuel channels and the negative scram reactivity insertion.

    Postulated accidents have been analyzed for the 20 MW D2O-moderated research reactor (NBSR) at the National Institute of Standards and Technology (NIST). The analysis has been carried out for the present core, which contains high enriched uranium (HEU) fuel and for a proposed equilibrium core with low enriched uranium (LEU) fuel. The analyses employ state-of-the-art calculational methods. Three-dimensional Monte Carlo neutron transport calculations were performed with the MCNPX code to determine homogenized fuel compositions in the lower and upper halves of each fuel element and to determine the resulting neutronic properties of the core. The accident analysis employed a model of the primary loop with the RELAP5 code. The model includes the primary pumps, shutdown pumps outlet valves, heat exchanger, fuel elements, and flow channels for both the six inner and twenty-four outer fuel elements. Evaluations were performed for the following accidents: (1) control rod withdrawal startup accident, (2) maximum reactivity insertion accident, (3) loss-of-flow accident resulting from loss of electrical power with an assumption of failure of shutdown cooling pumps, (4) loss-of-flow accident resulting from a primary pump seizure, and (5) loss-of-flow accident resulting from inadvertent throttling of a flow control valve. In addition, natural circulation cooling at low power operation was analyzed. The analysis shows that the conversion will not lead to significant changes in the safety analysis and the calculated minimum critical heat flux ratio and maximum clad temperature assure that there is adequate margin to fuel failure.

    Researchers at the National Institute of Standards and Technology have been using a watt balance, NIST-3, to measure the Planck constant $h$ for over ten years. Two recently published values disagree by more than one standard uncertainty. The motivation for the present manuscript is twofold. First, we correct the latest published number to take into account a recently discovered systematic error in mass dissemination at the Bureau International des Poids et Mesures (BIPM). Second, we provide guidance on how to combine the two numbers into one final result. In order to adequately reflect the discrepancy, we added an additional systematic uncertainty to the published uncertainty budgets. The final value of $h$ measured with NIST-3 is $h = 6.626\\,069\\,36(37)\\times 10^{-34}\\,\\mbox{J\\,s}$. This result is $77(57) \\times 10^{-9}$ fractionally higher than $h_{\\mathrm{90}}$.     The authors in this book introduce the notion of special set linear algebra and special set fuzzy Linear algebra, which is an extension of the notion set linear algebra and set fuzzy linear algebra. These concepts are best suited in the application of multi expert models and cryptology. This book has five chapters. In chapter one the basic concepts about set linear algebra is given in order to make this book a self contained one. The notion of special set linear algebra and their fuzzy analogue is introduced in chapter two. In chapter three the notion of special set semigroup linear algebra is introduced.     Emergencies happen every day. Many are caused by storms or auto accidents and can be planned for, if not predicted. Emergencies resulting from natural hazards often affect a large number of people, and planning for them can be difficult, since knowledge of the needs of the people involved is generally unavailable. Emergencies resulting from accidents at industrial and military facilities can also be large scale in nature if people must be evacuated or sheltered in place. Federal planning for large scale emergencies is the responsibility of the Federal Emergency Management Agency (FEMA), which provides assistance to various emergency management agencies at the national, state and local level. More information about FEMA is available at http://www.fema.gov/. The purpose of the Special Population Planner (SPP) is to help emergency planners address the needs of persons with special needs. The exact definition of 'special population' is a policy decision. Policymakers have included a variety of groups in this term, such as persons with disabilities, those who do not have vehicles with which to evacuate, children who are unattended at times (latchkey children), and many others. The SPP was developed initially for the Alabama Emergency Management Agency as part of its Chemical Stockpile Emergency Preparedness Program (CSEPP), which aids emergency planning and preparedness in communities surrounding military installations across the United States where chemical weapons are stored pending their destruction under federal law. Like that specialized application, this open-source version contains a set of specialized Geographic Information System (GIS) tools to facilitate emergency planning on behalf of persons with special needs, regardless of how the term is defined. While the original SPP system was developed for emergency planning relating to chemical hazards, it can be applied to other threats as well. It is apparent from Hurricane Katrina and other natural and man-made disasters that many of the problems posed by emergency planning for a chemical weapons agent release are shared by other hazards as well. The notion that emergency planning shares common functions underlies the decision by FEMA to include the Chemical Stockpile Emergency Preparedness Program (CSEPP) in its 'all-hazards' planning approach. The CSEPP's official planning guidance operationalizes this approach by suggesting that state and local CSEPP emergency plans 'should be appended to the existing all-hazards emergency plan.' The SPP is programmed as a set of tools within an ESRI ArcMap 9.1 project. ArcMap is a component of both ESRI ArcGIS 9.1 and ESRI ArcView 9.1, and it provides a rich GIS user interface for viewing spatial and tabular data, analyzing it, and producing output reports and maps. This GIS interface has been augmented with the SPP tools for a user interface that provides custom functionality for emergency planning. The system as released also includes some hypothetical example records for special needs populations, facilities, resources, control points and sirens sufficient for showing how the system would work with real information. A GIS database is included with some publicly available example layers. The SPP is designed to support emergency planners as they address emergency management issues, and includes capabilities that support the collection and importing of data, the review of data in a spatial context, and GIS tools for emergency planning. The SPP system allows for the identification and categorization of response zones to allow for multiple levels of preparedness. An Immediate Response Zone (IRZ) might be designated as the area 0 to 10 miles from a facility where the response would be the most urgent. SPP can support more than one set of planning zones to accommodate different types of emergencies or the different jurisdictions of emergency response organizations. These areas can be delineated by any number of criteria that make sense for the area. An area like New Orleans might designate response zones based on the depth above/below s

    An apparatus for simulating special nuclear material is provided. The apparatus typically contains a small quantity of special nuclear material (SNM) in a configuration that simulates a much larger quantity of SNM. Generally the apparatus includes a spherical shell that is formed from an alloy containing a small quantity of highly enriched uranium. Also typically provided is a core of depleted uranium. A spacer, typically aluminum, may be used to separate the depleted uranium from the shell of uranium alloy. A cladding, typically made of titanium, is provided to seal the source. Methods are provided to simulate SNM for testing radiation monitoring portals. Typically the methods use at least one primary SNM spectral line and exclude at least one secondary SNM spectral line.

    This paper shows how we can find in the aberration of starlight a phenomenological explanation of special relativity physics. The special-relativity effect is identified as an effect due to the observation velocity being affected by the velocity of a moving particle. In contrast to the currently accepted view, it is demonstrated that the usual concepts of time and simultaneity are natural for describing relativistic phenomena.

    There is an identity due to Feynman which relates graphs and closed curves on a lattice and it was used by Feynman in his combinatorial proof of Onsager{close_quote}s closed formula for the partition function of the two-dimensional Ising model. Long ago Sherman considered a special case of this identity and pointed out similarities with the Witt identity of Lie algebra theory. In this paper and following, we revisit this special case and solve some problems related with it.     As demonstrated in Steamboat Springs, Colorado, helium and shallow temperature surveys are quick, inexpensive geothermal exploration methods that can be used together with excellent results in an urban environment. Steamboat Springs, in northwestern Colorado, lies primarily upon terrace gravels and alluvium with the major structure being a north-trending normal fault passing through the western portion of the city. Work by Christopherson (1979) indicates that the Steamboat warm springs are not laterally connected at shallow depth with Routt Hot Springs, 10 Km (6 mi) to the north, although both resource areas are fault controlled. A shallow temperature survey was conducted in the city to determine the usefulness of this method to delineate a low temperature resource. Several extraneous factors influencing shallow temperature measurements were dealt with by field technique or subsequent analysis. A helium survey was conducted to compare with temperature results. Sixty-two soil helium samples were taken, using an interval of .1 to .2 Km (.06 to .12 mi), twice the density of the 18 temperature probe stations. A mobile spectrometer allowed immediate analysis of helium samples. The contoured data from each method correlate well spatially and indicate that two faults control the resource in Steamboat Springs. Although these surveys should always be used to supplement other data, their utility in this study was readily apparent.

    Direct regulation of public utility activity and behavior has been the predominant approach to protect the public interest in this country. Changes in technology, as well as new thinking about the optimum role of regulation, have created a changing atmosphere in all of the traditional public utility industries. Competitive markets for many of the products and services in these industries have been developing. While monopoly power will continue to exist in certain parts of these industries and require direct regulation, in many areas a growing reliance upon competition as the best method of serving the public interest is developing. With this shift in emphasis from regulation to free markets, the antitrust laws take on new importance for these industries. In the absence of direct regulator control, those laws are society`s primary method of insuring the markets necessary to make competition an effective device for protecting the public interest. This study provides an overview of the antitrust laws, briefly describes the applicable theoretical underpinnings, and then turns to areas where public utility activity may pose special problems or conflicts with prevailing antitrust policy.

    Characterization of the level and extent of groundwater contamination in the vicinity of Title I mill sites began during the surface remedial action stage (Phase 1) of the Uranium Mill Tailings Remedial Action (UMTRA) Project. Some of the contamination in the aquifer(s) at the abandoned sites is attributable to milling activities during the years the mills were in operation. To begin implementation of Phase 11 groundwater remediation, the US Department of Energy (DOE) requested that (1) the Technical Assistance Contractor (TAC) conduct a study to provide for the design of a mobile water treatment plant to treat groundwater extracted during site characterization studies at completed Phase I UMTRA sites, and (2) the results of the TAC investigations be documented in a special study report. This special study develops the design criteria for a water treatment plant that can be readily transported from one UMTRA site to another and operated as a complete treatment system. The 1991 study provides the basis for selecting a mobile water treatment system to meet the operating requirements recommended in this special study. The scope of work includes the following: Determining contaminants, flows, and loadings. Setting effluent quality criteria. Sizing water treatment unit(s). Evaluating non-monetary aspects of alternate treatment processes. Comparing costs of alternate treatment processes. Recommending the mobile water treatment plant design criteria.

    The Public Information Plan is intended to be used in conjunction with the U.S. Department of Energy (DOE) Uranium Mill Tailings Remedial Action (UMTRA) Project Public Participation Plan. The Public Participation Pion describes the DOE procedure for involving the public in the decision-making process related to the UMTRA Project during the stages at which public participation is required and solicited. This Public Information Plan describes the department`s procedure for communicating with the public about project policies, plans, and activities. Together, these complementary plans describe the DOE public affairs program for the UMTRA Project. This project was authorized by Congress in the Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978, (Public Law (PL) 95-6041), as amended. The Act provides for a cooperative effort with affected states and Indian tribes for the cleanup of designated abandoned or inactive uranium mill tailings sites, which are located in 10 states, 9 of them west of the Mississippi River. The public has a right to know about proposed government actions and to be heard in the planning of activities that influence their lives. The UMTRA Project is unclassified and the DOE provides accurate information about policy and project activities to interested stakeholders, including the news media, in a timely way. The DOE encourages states and local governments, as well as individuals, to join actively in the decision-making process. This is intended to ensure that the resulting decisions are made with full knowledge of the public`s views and that these decisions address the public`s concerns to the extent possible within the law. The DOE, through the implementation of the Public Information Plan, keeps the public informed on matters such as health concerns, environmental issues, remedial action construction plans, project costs, and specific site activities.

    Criteria for defining errors of a physical theory are formulated. It is shown that the Special Theory of Relativity (STR) has a solid mathematical basis. An enormous amount of experiments carried out in particle physics use beams of particles having a very high energy. The data of these experiments are consistent with STR and support our confidence that STR is an excellent theory. Several specific cases of this issue are discussed explicitly. Contrary to a common belief, it is proved that the contemporary mainstream of physicists adhere to some theoretical ideas that violate STR.

    The purpose of the Special Case Implementation Plan (SCIP) is to establish a comprehensive plan for the efficient long-term management and disposal of defense special case (SC) transuranic (TRU) waste. To fulfill this purpose, a review of SC waste management strategies (at both the site-specific and TRU program levels), waste characteristics and inventories, processing and transportation options, and disposal requirements was made. This review provides a plan for implementing policy decisions and useful information for making those decisions. The SCIP is intended to provide a baseline plant to which alternate plans can be compared. General potential alternatives are provided for future consideration when data concerning facility availability and costs are better defined. Milestones for the SC Implementation Plan are included which summarize each SC waste site. The cost of implementing the SC program has an upper limit of $89 million for the worst case scenario. The actual cost of implementation could be dramatically lower than the worst case figure. 15 refs., 3 figs., 12 tabs.

    The National Institute of Standards and Technology recently participated in an international measurement intercomparison for {sup 63}Ni and {sup 55}Fe, which was conducted among principal national radionuclidic metrology laboratories. The intercomparison was sponsored by EUROMET, and was primarily intended to evaluate the capabilities of liquid scintillation (LS) spectrometry techniques for standardizing nuclides that decay by low-energy {beta}-emission (like {sup 63}Ni) and by low-Z (atomic number) electron capture (like {sup 55}Fe). The intercomparison findings exhibit a very good agreement for {sup 63}Ni among the various participating laboratories, including that for NIST, which suggests that the presently invoked LS methodologies are very capable of providing internationally-compatible standardizations for low-energy {beta}-emitters. The results for {sup 55}Fe are in considerably poorer agreement, and demonstrated the existence of several unresolved problems. It has thus become apparent that there is a need for the various international laboratories to conduct rigorous, systematic evaluations of their LS capabilities in assaying radionuclides that decay by low-Z electron capture.

    Within the ICSTI Insights Series we offer three articles on the 'living publication' that is already available to practitioners in the important field of crystal structure determination and analysis. While the specific examples are drawn from this particular field, we invite readers to draw parallels in their own fields of interest. The first article describes the present state of the crystallographic living publication, already recognized by an ALPSP (Association of Learned and Professional Society Publishers) Award for Publishing Innovation in 2006. The second article describes the potential impact on the record of science as greater post-publication analysis becomes more common within currently accepted data deposition practices, using processed diffraction data as the starting point. The third article outlines a vision for the further improvement of crystallographic structure reports within potentially achievable enhanced data deposition practices, based upon raw (unprocessed) diffraction data. The IUCr in its Commissions and Journals has for many years emphasized the importance of publications being accompanied by data and the interpretation of the data in terms of atomic models. This has been followed as policy by numerous other journals in the field and its cognate disciplines. This practice has been well served by databases and archiving institutions such as the Protein Data Bank (PDB), the Cambridge Crystallographic Data Centre (CCDC), and the Inorganic Crystal Structure Database (ICSD). Normally the models that are archived are interpretations of the data, consisting of atomic coordinates with their displacement parameters, along with processed diffraction data from X-ray, neutron or electron diffraction studies. In our current online age, a reader can not only consult the printed word, but can display and explore the results with molecular graphics software of exceptional quality. Furthermore, the routine availability of processed diffraction data allows readers to perform direct calculations of the electron density (using X-rays and electrons as probes) or the nuclear density (using neutrons as probe) on which the molecular models are directly based. This current community practice is described in our first article. There are various ways that these data and tools can be used to further analyze the molecules that have been crystallized. Notably, once a set of results is announced via the publication, the research community can start to interact directly with the data and models. This gives the community the opportunity not only to read about the structure, but to examine it in detail, and even generate subsequent improved models. These improved models could, in principle, be archived along with the original interpretation of the data and can represent a continuously improving set of interpretations of a set of diffraction data. The models could improve both by correction of errors in the original interpretation and by the use of new representations of molecules in crystal structures that more accurately represent the contents of a crystal. These possible developments are described in our second article. A current, significant, thrust for the IUCr is whether it would be advantageous for the crystallographic community to require, rather than only encourage, the archiving of the raw (unprocessed) diffraction data images measured from a crystal, a fibre or a solution. This issue is being evaluated in detail by an IUCr Working Group (see http://forums.iucr.org). Such archived raw data would be linked to and from any associated publications. The archiving of raw diffraction data could allow as yet undeveloped processing methods to have access to the originally measured data. The debate within the community about this much larger proposed archiving effort revolves around the issue of 'cost versus benefit'. Costs can be minimized by preserving the raw data in local repositories, either at centralized synchrotron and neutron research institutes, or at research universities.     Previous experiments have proven that nuclear assemblies can be imaged and identified inside of shipping containers using vertical trajectory cosmic-ray muons with two-sided imaging. These experiments have further demonstrated that nuclear assemblies can be identified by detecting fission products in coincidence with tracked muons. By developing these technologies, advanced sensors can be designed for a variety of warhead monitoring and detection applications. The focus of this project is to develop tomographic-mode imaging using near-horizontal trajectory muons in conjunction with secondary particle detectors. This will allow imaging in-situ without the need to relocate the objects and will enable differentiation of special nuclear material (SNM) from other high-Z materials.

  4. A Tutorial on Detection and Characterization of Special Behavior in Large Electric Power Systems

    The objective of this document is to report results in the detection and characterization of special behavior in large electric power systems. Such behavior is usually dynamic in nature, but not always. This is also true for the underlying sources of special behavior. At the device level, a source of special behavior might be an automatic control system, a dynamic load, or even a manual control system that is operated according to some sharply defined policy. Other possible sources include passive system conditions, such as the state of a switched device or the amount of power carried on some critical line. Detection and characterization are based upon 搒ignature information that is extracted from the behavior observed. Characterization elements include the signature information itself, the nature of the behavior and its likely causes, and the associated implications for the system or for the public at large. With sufficient data and processing, this characterization may directly identify a particular condition or device at a specific location. Such conclusive results cannot always be done from just one observation, however. Information environments that are very sparse may require multiple observations, comparative model studies, and even direct testing of the system.

    This report describes the findings of a special study on the use of vegetative covers to stabilize tailings piles for the Uranium Mill Tailings Remedial Action (UMTRA) Project. The principal rationale for using plants would be to establish a dynamic system for controlling water balance. Specifically, vegetation would be used to intercept and transpire precipitation to the atmosphere, rather than allowing water to drain into the tailings and mobilize contaminants. This would facilitate compliance with groundwater standards proposed for the UMTRA Project by the Environmental Protection Agency. The goals of the study were to evaluate the feasibility of using vegetative covers on UMTRA Project piles, define the advantages and disadvantages of vegetative covers, and develop general guidelines for their use when such use seems reasonable. The principal method for the study was to analyze and apply to the UMTRA Project the results of research programs on vegetative covers at other US Department of Energy (DOE) waste management facilities. The study also relied upon observations made of existing stabilized piles at UMTRA Project sites where natural vegetation is growing on the rock-covered surfaces. Water balance and erosion models were also used to quantify the long-term performance of vegetative covers planned for the topslopes of stabilized piles at Grand Junction and Durango, Colorado, two UMTRA Project sites where the decision was made during the course of this special study to use vegetative covers. Elements in the design and construction of the vegetative covers at these two sites are discussed in the report, with explanations of the differing features that reflect differing environmental conditions. 28 refs., 18 figs., 9 tabs.

    We consider an environment where players are involved in a public goods game and must decide repeatedly whether to make an individual contribution or not. However, players lack strategically relevant information about the game and about the other players in the population. The resulting behavior of players is completely uncoupled from such information, and the individual strategy adjustment dynamics are driven only by reinforcement feedbacks from each player's own past. We show that the resulting "directional learning" is sufficient to explain cooperative deviations away from the Nash equilibrium. We introduce the concept of k-strong equilibria, which nest both the Nash equilibrium and the Aumann-strong equilibrium as two special cases, and we show that, together with the parameters of the learning model, the maximal k-strength of equilibrium determines the stationary distribution.     Characterization of the level and extent of groundwater contamination in the vicinity of Title I mill sites began during the surface remedial action stage (Phase 1) of the Uranium Mill Tailings Remedial Action (UMTRA) Project. Some of the contamination in the aquifer(s) at the abandoned sites is attributable to milling activities during the years the mills were in operation. The restoration of contaminated aquifers is to be undertaken in Phase II of the UMTRA Project. To begin implementation of Phase II, DOE requested that groundwater restoration methods and technologies be investigated by the Technical Assistance Contractor (TAC). and that the results of the TAC investigations be documented in special study reports. Many active and passive methods are available to clean up contaminated groundwater. Passive groundwater treatment includes natural flushing, geochemical barriers, and gradient manipulation by stream diversion or slurry walls.     Magnetically levitated passenger-transportation vehicles, using attractive and repulsive magnetic forces, are currently in the development or prototype-revenue stages in Japan and Germany. The basic principles of these technologies have been understood for several decades, but their practical applications awaited advances in high-power electronic devices, modern controls, superconducting magnets, and improvements in our transportation infrastructures. A considerable amount of work was devoted to magnetic-levitation (maglev) transportation system in the late 1960s and the 1970s. Detailed development was sustained primarily in Germany and Japan. This listing of publications was begun as the initial phase of a design study for a maglev development facility sponsored by the State of Illinois. The listing has been continually updated under programs sponsored by the Federal Railroad Administration and the US Army Corps of Engineers. In 1991, the National Maglev Initiative issued 27 contracts for the study of technical issues related to maglev and four contracts for the definition of maglev systems. In December 1991, the Intermodal Surface Transportation Efficiency Act was enacted, mandating the development of a US-designed maglev system in a six-year period. This listing is offered as an aid to those working on these projects, to help them locate technical papers on relevant technologies. The design and installation of a maglev transportation system will require the efforts of workers in many disciplines, from electronics to economics to safety. Accordingly, the references have been grouped in 14 different sections to expedite review of the listing. In many case, the references are annotated to indicate the general content of the papers. Abstracts are not available. A list of information services from which the listed documents might be obtained and an author index are provided.

    New disposal limits have been computed for Vault 4 of the Saltstone Disposal Facility based on several revisions to the models in the existing Performance Assessment and the Special Analysis issued in 2002. The most important changes are the use of a more rigorous groundwater flow and transport model, and consideration of radon emanation. Other revisions include refinement of the aquifer mesh to more accurately model the footprint of the vault, a new plutonium chemistry model accounting for the different transport properties of oxidation states III/IV and V/VI, use of variable infiltration rates to simulate degradation of the closure system, explicit calculation of gaseous releases and consideration of the effects of settlement and seismic activity on the vault structure. The disposal limits have been compared with the projected total inventory expected to be disposed in Vault 4. The resulting sum-of-fractions of the 1000-year disposal limits is 0.2, which indicates that the performance objectives and requirements of DOE 435.1 will not be exceeded. This SA has not altered the conceptual model (i.e., migration of radionuclides from the Saltstone waste form and Vault 4 to the environment via the processes of diffusion and advection) of the Saltstone PA (MMES 1992) nor has it altered the conclusions of the PA (i.e., disposal of the proposed waste in the SDF will meet DOE performance measures). Thus a PA revision is not required and this SA serves to update the disposal limits for Vault 4. In addition, projected doses have been calculated for comparison with the performance objectives laid out in 10 CFR 61. These doses are 0.05 mrem/year to a member of the public and 21.5 mrem/year to an inadvertent intruder in the resident scenario over a 10,000-year time-frame, which demonstrates that the 10 CFR 61 performance objectives will not be exceeded. This SA supplements the Saltstone PA and supersedes the two previous SAs (Cook et al. 2002; Cook and Kaplan 2003).

    We report findings from a national Internet survey and a subset of questions administered by telephone in mid-2011 on public assessments of contemporary and emerging interstate nuclear threats, support for strategic arms control, and preferences for responding to limited nuclear attacks on the United States. Additionally, we analyze public views of the threat of terrorism, including cyber attacks, assessments of progress in the struggle against terrorism, and preferences for responding to an act of radiological terrorism against the United States. Also, we report findings from an Internet survey and a subset of questions administered by telephone among the American public in mid-2011 on US energy and environmental security. Key areas of investigation include public views on energy requirements, preferences for energy sources, energy conservation versus development, energy independence, implications of events at Fukushima, Japan, for US public support of nuclear generation, preferences for managing used nuclear fuel, and trust in nuclear risk assessments from government and other public sources. Where possible, findings from each survey are compared with previous surveys in this series for analyses of trends.

    This document lists a set of (refereed and unrefereed) scientific publications based on data taken with the instruments of the Italian Telescopio Nazionale Galileo (TNG, mainly from the year 2000 onward) and the technical papers describing the development of the TNG project from the "phase A" (late '80s) until the end of year 2005. The collection is compiled by searching for publications on the internet. In particular, the search engines of the NASA Astrophysics Data System and Google Scholar are used. This work represents the first attempt to probe the scientific production of the TNG and will be updated regularly from year to year. Comments and suggestions are welcome.

    Some of basic elements related to public participation in hazardous and radioactive waste management in Croatia are underlined in the paper. Most of them are created or led by the APO-Hazardous Waste Management Agency. Present efforts in improvement of public participation in the field of hazardous and radioactive waste management are important in particular due to negligible role of public in environmentally related issues during former Yugoslav political system. For this reason it is possible to understand the public fearing to be deceived or neglected again. Special attention is paid to the current APO editions related to public information and education in the field of hazardous and radioactive waste management. It is important because only the well-informed public can present an active and respectful factor in hazardous and radioactive waste management process.
