Sereno Advanced Photon Source, Argonne National Laboratory July 27, 1998 Abstract Measurements of the longitudinal instability observed in the storage ring at the Synchrotron Ultraviolet Radiation Facility (SURF II) at the National Institute of Standards and Technology (NIST) were performed to understand the mechanism driving the instabil- ity. The instability, studied in depth by Rakowsky and others [1][2], manifests itself in broad resonance features in the horizontal and vertical motion spectrum of the synchrotron light from DC to a few kHz [3]. News News November 5, 2007. The NICCR National office will release the 2008/2009 RFP on March 1st, 2008. Other important dates will be announced in the near future. July 17, 2006. The selection of the new NICCR Coastal Center has been completed. Seven competitive applications were submitted in April, and reviewed by a panel of technical experts shortly thereafter. As a result of the competitive review, the application from Tulane University was selected by DOE. It is expected that a cooperative agreement between Tulane University and the DOE will be in place to manage the new Coastal Center by September 1, 2006. The next NICCR request for proposals is expected to include a research focus on potential effects of climatic change and/or sea level rise on the structure and functioning of coastal terrestrial ecosystems. All coastal ecosystem research to be supported by NICCR will be in the United States.

On November 9, 2002, the U.S. Environmental Protection Agency (EPA), the U.S. Department of Energy (DOE), and the Idaho Department of Environmental Quality approved the Record of Decision Experimental Breeder Reactor-I/Boiling Water Reactor Experiment Area and Miscellaneous Sites, which requires a Sitewide Institutional Controls Plan for the then Idaho National Engineering and Environmental Laboratory (now known as the Idaho National Laboratory). This document, first issued in June 2004, fulfilled that requirement. The revision is needed to provide an update as remedial actions are completed and new areas of concern are found. This Sitewide Institutional Controls Plan is based on guidance in the May 3, 1999, EPA Region 10 Final Policy on the Use of Institutional Controls at Federal Facilities; the September 29, 2000, EPA guidance Institutional Controls: A Site Manager's Guide to Identifying, Evaluating, and Selecting Institutional Controls at Superfund and RCRA Corrective Action Cleanups; and the April 9, 2003, DOE Policy 454.1, "Use of Institutional Controls." These policies establish measures that ensure short- and long-term effectiveness of institutional controls that protect human health and the environment at federal facility sites undergoing remedial action pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and/or corrective action pursuant to the Resource Conservation and Recovery Act (RCRA). The site-specific institutional controls currently in place at the Idaho National Laboratory are documented in this Sitewide Institutional Controls Plan. This plan is being updated, along with the Idaho National Engineering and Environmental Laboratory Comprehensive Facilities and Land Use Plan, to reflect the progress of remedial activities and changes in CERCLA sites.

On November 9, 2002, the U.S. Environmental Protection Agency (EPA), the U.S. Department of Energy (DOE), and the Idaho Department of Environmental Quality approved the Record of Decision Experimental Breeder Reactor-I/Boiling Water Reactor Experiment Area and Miscellaneous Sites, which requires a Sitewide Institutional Controls Plan for the then Idaho National Engineering and Environmental Laboratory (now known as the Idaho National Laboratory). This document, first issued in June 2004, fulfilled that requirement. The revision is needed to provide an update as remedial actions are completed and new areas of concern are found. This Sitewide Institutional Controls Plan is based on guidance in the May 3, 1999, EPA Region 10 Final Policy on the Use of Institutional Controls at Federal Facilities; the September 29, 2000, EPA guidance Institutional Controls: A Site Manager's Guide to Identifying, Evaluating, and Selecting Institutional Controls at Superfund and RCRA Corrective Action Cleanups; and the April 9, 2003, DOE Policy 454.1, "Use of Institutional Controls." These policies establish measures that ensure short- and long-term effectiveness of institutional controls that protect human health and the environment at federal facility sites undergoing remedial action pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and/or corrective action pursuant to the Resource Conservation and Recovery Act (RCRA). The site-specific institutional controls currently in place at the Idaho National Laboratory are documented in this Sitewide Institutional Controls Plan. This plan is being updated, along with the Idaho National Engineering and Environmental Laboratory Comprehensive Facilities and Land Use Plan, to reflect the progress of remedial activities and changes in CERCLA sites.

This Institutional Plan describes what Argonne management regards as the optimal future development of Laboratory activities. The document outlines the development of both research programs and support operations in the context of the nation's R and D priorities, the missions of the Department of Energy (DOE) and Argonne, and expected resource constraints. The Draft Institutional Plan is the product of many discussions between DOE and Argonne program managers, and it also reflects programmatic priorities developed during Argonne's summer strategic planning process. That process serves additionally to identify new areas of strategic value to DOE and Argonne, to which Laboratory Directed Research and Development funds may be applied. The Draft Plan is provided to the Department before Argonne's On-Site Review. Issuance of the final Institutional Plan in the fall, after further comment and discussion, marks the culmination of the Laboratory's annual planning cycle. Chapter II of this Institutional Plan describes Argonne's missions and roles within the DOE laboratory system, its underlying core competencies in science and technology, and six broad planning objectives whose achievement is considered critical to the future of the Laboratory. Sandia`s Institutional Plan is by necessity a large document. As their missions have grown and diversified over the past decades, the variety of technical and site activities has increased. The programs and activities described here cover an enormous breadth of scientific and technological effort--from the creation of new materials to the development of a Sandia-wide electronic communications system. Today, there are three major themes that greatly influence this work. First, every federally funded institution is being challenged to find ways to become more cost effective, as the US seeks to reduce the deficit and achieve a balanced federal spending plan. Sandia is evaluating its business and operational processes to reduce the overall costs. Second, in response to the Galvin Task Force`s report ``Alternative Futures for the Department of Energy National Laboratories``, Sandia and the Department of Energy are working jointly to reduce the burden of administrative and compliance activities in order to devote more of the total effort to their principal research and development missions. Third, they are reevaluating the match between their missions and the programs they will emphasize in the future. They must demonstrate that Sandia`s roles--in national security, energy security, environmental integrity, and national scientific and technology agenda support--fit their special capabilities and skills and thus ensure their place in these missions for the longer planning horizon. The following areas are covered here: Sandia`s mission; laboratory directives; programmatic activities; technology partnerships and commercialization; Sandia`s resources; and protecting resources and the community.

Status of ion sources at National Institute of Radiological Sciences

The National Institute of Radiological Sciences (NIRS) maintains various ion accelerators in order to study the effects of radiation of the human body and medical uses of radiation. Two electrostatic tandem accelerators and three cyclotrons delivered by commercial companies have offered various life science tools; these include proton-induced x-ray emission analysis (PIXE), micro beam irradiation, neutron exposure, and radioisotope tracers and probes. A duoplasmatron, a multicusp ion source, a penning ion source (PIG), and an electron cyclotron resonance ion source (ECRIS) are in operation for these purposes. The Heavy-Ion Medical Accelerator in Chiba (HIMAC) is an accelerator complex for heavy-ion radiotherapy, fully developed by NIRS. HIMAC is utilized not only for daily treatment with the carbon beam but also for fundamental experiments. Several ECRISs and a PIG at HIMAC satisfy various research and clinical requirements.

On October 1, 1983, the US Department of Energy awarded a cost-shared, cooperative agreement for the management of its Bartlesville Energy Technology Center. At the time of the transition, the laboratory was renamed the National Institute for Petroleum and Energy Research, (NIPER), to better reflect its expanding capabilities and research scope. The 65-year-old energy center was historically the government's lead petroleum research laboratory, excelling in the development of technology for secondary and enhanced oil recovery, the composition and chemistry of petroleum and substitute liquid fuels, thermodynamics, automotive engine efficiency and emission control, and the use of alternate synthetic fuels. As NIPER, the research thrust continues to be in the field of petroleum and unconventional hydrocarbon technology with an emphasis on enhanced oil recovery. NIPER's areas of technology are: secondary and enhanced oil recovery, composition and chemistry of petroleum and substitute liquid fuels, thermodynamics, automotive engine efficiency and emission control, and use of alternate synthetic fuels.

The national laboratory system provides a unique resource for addressing the national needs inherent in the mission of the Department of Energy. Argonne, which grew out of Enrico Fermi's pioneering work on the development of nuclear power, was the first national laboratory and, in many ways, has set the standard for those that followed. As the Laboratory's new director, I am pleased to present the Argonne National Laboratory Institutional Plan for FY 2002 through FY 2007 on behalf of the extraordinary group of scientists, engineers, technicians, administrators, and others who are responsible for the Laboratory's distinguished record of achievement. Like our sister DOE laboratories, Argonne uses a multifaceted approach to advance U.S. R and D priorities. First, we assemble interdisciplinary teams of scientists and engineers to address complex problems. For example, our initiative in Functional Genomics will bring together biologists, computer scientists, environmental scientists, and staff of the Advanced Photon Source to develop complete maps of cellular function. Second, we cultivate specific core competencies in science and technology; this Institutional Plan discusses the many ways in which our core competencies support DOE's four mission areas. Third, we serve the scientific community by designing, building, and operating world-class user facilities, such as the Advanced Photon Source, the Intense Pulsed Neutron Source, and the Argonne Tandem-Linac Accelerator System. This Plan summarizes the visions, missions, and strategic plans for the Laboratory's existing major user facilities, and it explains our approach to the planned Rare Isotope Accelerator. Fourth, we help develop the next generation of scientists and engineers through educational programs, many of which involve bright young people in research. This Plan summarizes our vision, objectives, and strategies in the education area, and it gives statistics on student and faculty participation. Finally, we collaborate with other national laboratories, academia, and industry, both on scientific and engineering research and on the construction of major research facilities, such as the Spallation Neutron Source. This Plan describes some of the important collaborations currently under way. For more than 55 years, the University of Chicago has, as a public service, managed and operated Argonne under contract to the federal government. As a result, the Laboratory's research environment and performance have maintained a high standard of intellectual excellence and integrity, and the site--despite its age--is among the best maintained in the DOE complex. Currently, the University and Laboratory are strengthening their mutual ties at all levels, from student research and individual-investigator collaborations to joint appointments and strategic alliances. The Laboratory has also benefited greatly from its excellent relations with the state of Illinois, whose taxpayers have generously supported many scientific programs and facilities at Argonne. Because Argonne is a publicly funded institution operating under a performance-based contract, it is incumbent on us to conduct all our work and operate all our facilities cost-effectively and with distinction, while we maintain exemplary relations with the public (especially neighbors near the Illinois and Idaho sites); give the highest priority to the safety and health of our personnel and others on and near our site; protect the environment; and effectively implement security, counterintelligence, and export control measures. Our performance and plans in these areas are also discussed in this Plan.

This Institutional Plan describes what Argonne management regards as the optimal future development of Laboratory activities. The document outlines the development of both research programs and support operations in the context of the nation's R and D priorities, the missions of the Department of Energy (DOE) and Argonne, and expected resource constraints. The Draft Institutional Plan is the product of many discussions between DOE and Argonne program managers, and it also reflects programmatic priorities developed during Argonne's summer strategic planning process. That process serves additionally to identify new areas of strategic value to DOE and Argonne, to which Laboratory Directed Research and Development funds may be applied. The Draft Plan is provided to the Department before Argonne's On-Site Review. Issuance of the final Institutional Plan in the fall, after further comment and discussion, marks the culmination of the Laboratory's annual planning cycle. Chapter II of this Institutional Plan describes Argonne's missions and roles within the DOE laboratory system, its underlying core competencies in science and technology, and six broad planning objectives whose achievement is considered critical to the future of the Laboratory. Chapter III presents the Laboratory's ''Science and Technology Strategic Plan,'' which summarizes key features of the external environment, presents Argonne's vision, and describes how Argonne's strategic goals and objectives support DOE's four business lines. The balance of Chapter III comprises strategic plans for 23 areas of science and technology at Argonne, grouped according to the four DOE business lines. Significant research accomplishments were made by the National Institute for Petroleum and Energy Research (NIPER) during its third year of operation. Some of the achievements of the FY86 program are: (1) extrapolation of energy supply trends was used to develop a research plan for improving the energy capability of the United States; (2) the finding of correlations between outcrop core samples and reservoir core samples will enable better predictions of heterogeneity in the reservoir and the application of these properties to prediction and planning of EOR projects; (3) the development of hydrocarbon reaction paths under hydrotreating or catalytic cracking is being approached by calculation of thermodynamic functions (Gibbs Energy); (4) micromodel studies were used to elucidate the mechanisms of oil mobilization by microbes and results were found to correlate with coreflooding results; (5) degradation and compatibility problems have been identified in utility fuel oils, jet fuels, and diesel fuels; (6) a new surfactant-enhanced alkaline flooding method that results in less reaction with reservoir minerals has been developed; (7) the effect on farm equipment of the phase-out of lead in gasoline was studied; (8) a thermophysical property prediction package has been developed for gas injection EOR projects using nitrogen; (9) a survey of applicable information on groundwater pollution by refinery operations was made; (10) the construction and testing of an apparatus to measure three-phase relative permeabilities based on x-ray and microwave measurements were completed. These reports on ten of NIPER's 35 projects serve to show some of the more important achievements. A more complete discussion of these and the other projects is given in this annual report. These reports have been processed for inclusion in the Energy Data Base.

This is a question that a growing number of federally funded studies seek to answer. A new analysis recently published in the journal, Environmental Health Perspectives, looks at the National Institutes of Health (NIH) research portfolio on climate change and human health. Climate change is affecting human health through environmental consequences, such as sea-level rise, changes in precipitation, heat waves, changes in intensity of hurricanes and storms, and degraded air quality, according to the World Health Organization and the Intergovernmental Panel on Climate Change.

To be able to meet these R D challenges, the Laboratory must achieve excellence in its operations relative to environmental, safety, and health (ES H) protection and to restore its aging facility infrastructure. This Institutional Plan describes what Argonne management regards as the optimal future development of Laboratory activities. The document outlines the development of both research programs and support operations in the context of the nation's R and D priorities, the missions of the Department of Energy (DOE) and Argonne, and expected resource constraints. The product of many discussions between DOE and Argonne program managers, the Draft Institutional Plan is provided to the Department before Argonne's On-Site Review. Issuance of the final Institutional Plan in the fall, after further comment and discussion, marks the culmination of the Laboratory's annual planning cycle. The final Plan also reflects programmatic priorities developed during Argonne's summer strategic planning process and the allocation of Laboratory Directed Research and Development funds.

To advance the Department of Energy's ongoing efforts to define the Integrated Laboratory System, the Berkeley Lab Institutional Plan reflects the strategic elements of our planning efforts. The Institutional Plan is a management report that supports the Department of Energy's mission and programs and is an element of the Department of Energy's strategic management planning activities, developed through an annual planning process. The Plan supports the Government Performance and Results Act of 1993 and complements the performance-based contract between the Department of Energy and the Regents of the University of California. It identifies technical and administrative directions in the context of the national energy policy and research needs and the Department of Energy's program planning initiatives. The National Institute of Standards and Technology (NIST) has built numerous software toolkits and applications for manipulating STEP and EXPRESS data. These toolkits are traditionally used as compiled libraries which are linked to other compiled modules. This paper describes a binding allowing the toolkit interfaces to be called from interpreted scripts. This significantly reduces the time required to construct and compile new applications. An X11 extension allows the construction of graphic elements, providing easy creation and integration of existing applications into X graphic user interfaces. We describe how the combination of bindings has been used to construct a STEP Application Protocol Development Environment. Advanced Resources for Catalysis Science; Recommendations for a National Catalysis Research Institute  

DOE Green Energy (OSTI)

Catalysis is one of the most valuable contributors to our economy and historically an area where the United States has enjoyed, but is now losing, international leadership. While other countries are stepping up their work in this area, support for advanced catalysis research and development in the U.S. has diminished. Yet, more than ever, innovative and improved catalyst technologies are imperative for new energy production processes to ease our dependence on imported resources, for new energy-efficient and environmentally benign chemical production processes, and for new emission reduction technologies to minimize the environmental impact of an active and growing economy. Addressing growing concerns about the future direction of U.S. catalysis science, experts from the catalysis community met at a workshop to determine and recommend advanced resources needed to address the grand challenges for catalysis research and development. The workshop's primary conclusion: To recapture our position as the leader in catalysis innovation and practice, and promote crucial breakthroughs, the U.S. must establish one or more well-funded and well-equipped National Catalysis Research Institutes competitively selected, centered in the national laboratories and, by charter, networked to other national laboratories, universities, and industry. The Institute(s) will be the center of a national collaboratory that gives catalysis researchers access to the most advanced techniques available in the scientific enterprise. The importance of catalysis to our energy, economic, and environmental security cannot be overemphasized. Catalysis is a vital part of our core industrial infrastructure, as it is integral to chemical processing and petroleum refining, and is critical to proposed advances needed to secure a sustainable energy future. Advances in catalysis could reduce our need for foreign oil by making better use of domestic carbon resources, for example, allowing cost-effective and zero emission conversion of coal into transportation fuels. No matter what energy sources are being considered (oil, natural gas, coal, biomass, solar, or nuclear based), a clean, sustainable energy future will involve catalysis to improve energy efficiency and storage and use options, and to mitigate environmental impacts. Recent revolutionary advances in nanotechnology and high-performance computing are enabling the breakthroughs in catalysis science and technology essential for a secure energy future. Thus, the time is right for substantially increased investments in catalysis science and technology.

This report presents the preliminary findings of the first phase of the Environmental Survey of the US Department of Energy's (DOE) National Institute for Petroleum and Energy Research (NIPER), conducted February 29 through March 4, 1988. The Survey is being conducted by an interdisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Team members are being provided by private contractors. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with NIPER. The Survey covers all environmental media and all areas of environmental regulation. It is being performed in accordance with the DOE Environmental Survey Manual. The on-site phase of the Survey involves the review of existing site environmental data, observations of the operations carried on at NIPER and interviews with site personnel. 35 refs., 8 figs., 15 tabs.

The Institute of Geophysics and Planetary Physics (IGPP) is a Multicampus Research Unit of the University of California (UC). IGPP was founded in 1946 at UC Los Angeles with a charter to further research in the earth and planetary sciences and in related fields. The Institute now has branches at UC campuses in Los Angeles, San Diego, and Riverside, and at Los Alamos and Lawrence Livermore national laboratories. The University-wide IGPP has played an important role in establishing interdisciplinary research in the earth and planetary sciences. For example, IGPP was instrumental in founding the fields of physical oceanography and space physics, which at the time fell between the cracks of established university departments. Because of its multicampus orientation, IGPP has sponsored important interinstitutional consortia in the earth and planetary sciences. Each of the five branches has a somewhat different intellectual emphasis as a result of the interplay between strengths of campus departments and Laboratory programs. The IGPP branch at Lawrence Livermore National Laboratory (LLNL) was approved by the Regents of the University of California in 1982. IGPP-LLNL emphasizes research in seismology, geochemistry, cosmochemistry, and astrophysics. It provides a venue for studying the fundamental aspects of these fields, thereby complementing LLNL programs that pursue applications of these disciplines in national security and energy research. IGPP-LLNL is directed by Charles Alcock and was originally organized into three centers: Geosciences, stressing seismology; High-Pressure Physics, stressing experiments using the two-stage light-gas gun at LLNL; and Astrophysics, stressing theoretical and computational astrophysics. In 1994, the activities of the Center for High-Pressure Physics were merged with those of the Center for Geosciences. The Center for Geosciences, headed by Frederick Ryerson, focuses on research in geophysics and geochemistry. The Astrophysics Research Center, headed by Charles Alcock, provides a home for theoretical and observational astrophysics and serves as an interface with the Physics and Space Technology Department's Laboratory for Experimental Astrophysics and with other astrophysics efforts at LLNL. The IGPP branch at LLNL (as well as the branch at Los Alamos) also facilitates scientific collaborations between researchers at the UC campuses and those at the national laboratories in areas related to earth science, planetary science, and astrophysics. It does this by sponsoring the University Collaborative Research Program (UCRP), which provides funds to UC campus scientists for joint research projects with LLNL. The goals of the UCRP are to enrich research opportunities for UC campus scientists by making available to them some of LLNL's unique facilities and expertise, and to broaden the scientific program at LLNL through collaborative or interdisciplinary work with UC campus researchers. UCRP funds (provided jointly by the Regents of the University of California and by the Director of LLNL) are awarded annually on the basis of brief proposals, which are reviewed by a committee of scientists from UC campuses, LLNL programs, and external universities and research organizations. Typical annual funding for a collaborative research project ranges from $5,000 to $25,000. Funds are used for a variety of purposes, including salary support for visiting graduate students, postdoctoral fellows, and faculty; released-time salaries for LLNL scientists; and costs for experimental facilities. Although the permanent LLNL staff assigned to IGPP is relatively small (presently about five full-time equivalents), IGPP's research centers have become vital research organizations. This growth has been possible because of IGPP support for a substantial group of resident postdoctoral fellows; because of the 20 or more UCRP projects funded each year; and because IGPP hosts a variety of visitors, guests, and faculty members (from both UC and other institutions) on sabbatical leave. The National Institute for Petroleum and Energy Research (NIPER) will enter its fourth year of operation October 1, 1986, and this Annual Research Plan describes the work envisioned for that year. NIPER's program of research encompasses three different thrusts. The DOE funds a $5 million Base Program designed to undertake long-range, high-risk research on petroleum and similar materials that companies are generally unwilling to do. A second program, the Optional Program, cost-shares research on petroleum and substitute fossil fuels between DOE and contributing participants. For FY 87, the DOE maximum share will be $1 million and the remainder will be sponsored by other government agencies and industrial participants. The third program is a Work for Others Program which allows NIPER to solicit work from the private sector and others. This Annual Research Plan covers only the Base and Optional Programs. NIPER is organized into two research departments - Energy Production Research (EPR) and Fuels Research (FR). Projects in EPR deal with various aspects of enhanced oil recovery and include chemical flooding, gas injection processes, steam injection, and microbial enhanced oil recovery. Projects in FR are concerned with the impact of heavy oil and alternate fuels on processing and use of fuels. For Fiscal Year 1987, the Base Program will have 13 projects, eight in EPR and five in FR.

This report documents the Tiger Team Assessment of the National Institute for Petroleum and Energy Research (NIPER) and the Bartlesville Project Office (BPO) of the Department of Energy (DOE), co-located in Bartlesville, Oklahoma. The assessment investigated the status of the environmental, safety, and health (ES&H) programs of the two organizations. The Tiger Team Assessment was conducted from April 6 to May 1, 1992, under the auspices of DOE`s Office of Special Projects (OSP) in the Office of the Assistant Secretary for Environment, Safety and Health (EH). The assessment was comprehensive, encompassing environmental, safety, and health issues; management practices; quality assurance; and NIPER and BPO self-assessments. Compliance with Federal, state, and local regulations; DOE Orders; best management practices; and internal IITRI requirements was assessed. In addition, an evaluation was conducted of the adequacy and effectiveness of BPO and IITRI management of the ES&H and self-assessment processes. The NIPER/BPO Tiger Team Assessment is part of a larger, comprehensive DOE Tiger Team Independent Assessment Program planned for DOE facilities. The objective of the initiative is to provide the Secretary with information on the compliance status of DOE facilities with regard to ES&H requirements, root causes for noncompliance, adequacy of DOE and contractor ES&H management programs, response actions to address the identified problem areas, and DOE-wide ES&H compliance trends and root causes.

Environmental management assessment of the National Institute for Petroleum and Energy Research

This report documents the results of the environmental management assessment of the National Institute for Petroleum and Energy Research (NIPER), located in Bartlesville, Oklahoma. The assessment was conducted August 15-26, 1994, by the DOE Office of Environmental Audit (EH-24), located within the Office of Environment, Safety and Health. The assessment included reviews of documents and reports, as well as inspections and observations of selected facilities and operations. Further, the team conducted interviews with management and staff from the Bartlesville Project Office (BPO), the Office of Fossil Energy (FE), the Pittsburgh Energy Technology Center (PETC), state and local regulatory agencies, and BDM Oklahoma (BDM-OK), which is the management and operating (M&O) contractor for NIPER. Because of the transition from a cooperative agreement to an M&O contract in January 1994, the scope of the assessment was to evaluate (1) the effectiveness of BDM-OK management systems being developed and BPO systems in place and under development to address environmental requirements; (2) the status of compliance with DOE Orders, guidance, and directives; and (3) conformance with accepted industry management practices. An environmental management assessment was deemed appropriate at this time in order to identify any systems modifications that would provide enhanced effectiveness of the management systems currently under development.

In addition, an evaluation was conducted of the adequacy and effectiveness of BPO and IITRI management of the ES H and self-assessment processes. The NIPER/BPO Tiger Team Assessment is part of a larger, comprehensive DOE Tiger Team Independent Assessment Program planned for DOE facilities. The objective of the initiative is to provide the Secretary with information on the compliance status of DOE facilities with regard to ES H requirements, root causes for noncompliance, adequacy of DOE and contractor ES H management programs, response actions to address the identified problem areas, and DOE-wide ES H compliance trends and root causes.

RELAP5 Application to Accident Analysis of the NIST Research Reactor

Detailed safety analyses have been performed for the 20 MW D{sub 2}O moderated research reactor (NBSR) at the National Institute of Standards and Technology (NIST). The time-dependent analysis of the primary system is determined with a RELAP5 transient analysis model that includes the reactor vessel, the pump, heat exchanger, fuel element geometry, and flow channels for both the six inner and twenty-four outer fuel elements. A post-processing of the simulation results has been conducted to evaluate minimum critical heat flux ratio (CHFR) using the Sudo-Kaminaga correlation. Evaluations are performed for the following accidents: (1) the control rod withdrawal startup accident and (2) the maximum reactivity insertion accident. In both cases the RELAP5 results indicate that there is adequate margin to CHF and no damage to the fuel will occur because of sufficient coolant flow through the fuel channels and the negative scram reactivity insertion.

Analysis of Fundamental NIST Sphere Experiments Related to Criticality Safety

A series of neutron transport experiments was performed in 1989 and 1990 at NIST (National Institute of Standards and Technology) using a spherical stainless steel container and fission chambers. These experiments were performed to help understand errors observed in criticality calculations for arrays of individually subcritical components, particularly solution arrays [1-3]. They were supported by the U.S. Department of Energy, Environment and Health, Nuclear Criticality Technology and Safety Project. The intent was to evaluate the possibility that the criticality prediction errors stem from errors in the calculation of neutron leakage from individual components of the array. Thus, the explicit product of the experiments was the measurement of the leakage flux, as characterized by various Cd-shielded and unshielded fission rates. Because the various fission rates have different neutron-energy sensitivities, collectively they give an indication of the energy dependence of the leakage flux. Leakage and moderation were varied systematically through the use of different diameter spheres, with and without water. Some of these experiments with bare fission chambers have been evaluated by the International Criticality Safety Benchmark Evaluation Project (ICSBEP)[4].

Review of Literature for Inputs to the National Water Savings Model and Spreadsheet Tool-Commercial/Institutional

Lawrence Berkeley National Laboratory (LBNL) is developing a computer model and spreadsheet tool for the United States Environmental Protection Agency (EPA) to help estimate the water savings attributable to their WaterSense program. WaterSense has developed a labeling program for three types of plumbing fixtures commonly used in commercial and institutional settings: flushometer valve toilets, urinals, and pre-rinse spray valves. This National Water Savings-Commercial/Institutional (NWS-CI) model is patterned after the National Water Savings-Residential model, which was completed in 2008. Calculating the quantity of water and money saved through the WaterSense labeling program requires three primary inputs: (1) the quantity of a given product in use; (2) the frequency with which units of the product are replaced or are installed in new construction; and (3) the number of times or the duration the product is used in various settings. To obtain the information required for developing the NWS-CI model, LBNL reviewed various resources pertaining to the three WaterSense-labeled commercial/institutional products. The data gathered ranged from the number of commercial buildings in the United States to numbers of employees in various sectors of the economy and plumbing codes for commercial buildings. This document summarizes information obtained about the three products' attributes, quantities, and use in commercial and institutional settings that is needed to estimate how much water EPA's WaterSense program saves.
