    Two LNG projects in the Middle East, one in Oman and the other in Yemen, are due on stream at the turn of the century--each the largest single project ever put together in its country. Officials described their projects at a yearend 1996 conference in Paris by Institut Francais du Petrole and Petrostrategies. The Oman project develops gas reserves, does gas processing, and transports the gas 360 km to a liquefaction plant to be built on the coast. The Yemen project involves a liquefaction plant and an export terminal.

    Since 1985, Petroleum Development Oman (PDO) has been exploring for gas on behalf of the Government of Oman under a ten-year agreement signed in June 1984. The aim of the one-rig programme was to find additional non-associated gas reserves (3 TCF) to meet domestic energy requirements for a minimum of 40 years, for which the available reserves at that time (5.6 TCF) were insufficient. Initial results of the campaign, which principally targeted the Permian Khuff Formation, were disappointing, analogues to the major accumulations of the Arabian Gulf failing to materialise. During the second half of the programme, therefore, the strategy was revised to address the prospectivity of higher risk/higher reward plays recognised at greater depths. Well Saih Nihayda-24, drilled in 1989, found gas/condensate-bearing reservoirs in Cambro/Ordovician sandstones of the Andam Formation below 4000 metres. This discovery, in a seismically poorly defined anticline, sparked an intensive effort of 2D, and later 3D, long cable seismic acquisition. This led in 1991 to additional major gas/condensate finds in Saih Rawl and Barik, and a dedicated two-year two-rig appraisal campaign has since proven up sufficient reserves to support an LNG gas export scheme. The ten-year programme has more than tripled Oman`s non-associated gas expectation reserves to some 22 TCF, exceeding-the target more than five-fold. Significant potential for further gas discoveries identified in both North and South Oman provides encouragement for continued successful gas exploration in the future.

    The Hawasina napper of the Oman Mountains yielded Permian radiolarians from cherts stratigraphically overlying a thick volcanic basement (Al Jil Formation) at the base of the Hamrat Duru Group. This fauna represents the first Permian radiolarians and radiolarites in the central and western Tethyan realm. A Permain age for pelagic sequences within the Hawasina Complex of Oman has major significance for regional paleogeographic reconstruction. A clear differentiation between platform (reefal sediments) and basin (radiolarites) from the base of the Late Permian (255 Ma) is implied. It suggests a flexure of the platform during Permian time; the present data implies that a zone of rifting was already developed adjacent to the northeast Gondwana platform margin during the Late Permian. The Hamrat Duru Basin corresponds to an opening intracontinental rift area (sphenochasm) between Arabia and northeast Gondwana, a reentrant of the paleo-Tethys.

    Although the use of ultra-large coiled tubing to complete wells is relatively new, it is gaining widespread industry application. This paper will detail the equipment necessary to perform an operation of this type and will present information from several case studies in Oman in which an operator has successfully deployed completion equipment on 3-1/2-inch-OD coiled tubing. In addition to a discussion of the equipment required to perform the necessary operations, the trial parameters that were established by this operator will be given. The information presented has been selected to allow an initial evaluation to be made of coiled tubing completions in general and will help to determine whether this method can prove to be less expensive than traditional rig-based completions. The topics presented have been chosen to provide the reader with a thorough understanding of the techniques and preparation needed to execute a coiled tubing completion. The summary of experiences will conclude that this innovative completion technique can be a viable method for completing wells. Although long-term advantages regarding production and well maintenance cannot yet be determined, the operator`s experiences to date have confirmed his initial belief that use of coiled tubing in ultra-large continuous-pipe applications can be cost effective.

    Misinterpretation of the laws of the marketplace have already brought Nigeria to the brink of a catastrophe in 1978, when the government had built up heavy stocks expecting a substantial increase in price. When it did not materialize and the production had to be dropped to 50% of the previous rate, in a country where crude constitutes 90% of the export revenues, the system was changed. The new plan is intended to reduce the dependence of Nigeria on oil exports. The production rate is set at between 2.2 and 2.5 million bpd. Due to a significant increase in domestic demand, the 2 existing refineries cannot fill the gap; 2 more refineries are planned. There also are substantial gas reserves; the associated gas, now flared, is to be recovered. A gas liquefaction plant also is in operation, with one-half of the output going to Europe and one-half to the US. Some of the oil and gas is earmarked for local petrochemical plants.

    The Environmental Impact Assessment (EIA) Act of 1992 aimed to make the environment a central theme in development in Nigeria. Nevertheless, the extent of engagement with local cultures in the Nigerian EIA process is not statutorily guaranteed. While most EIAs in Nigeria have been for oil and gas projects in the Niger Delta, and have focused strongly on the biophysical environment, socio-economic and cultural aspects have remained marginal. The palpable neglect of community perceptions and cultural diversity in social impact assessment (SIA) in this region prone to conflict has tended to alienate the people in the decision-making process. Thus, despite claims to compliance with regulatory requirements for EIAs, and numerous purported sustainable development initiatives by international oil companies (IOCs), the region continues to face multiple sustainability challenges. This paper situates local perceptions and cultural diversity in participatory development and canvasses the integration of community perceptions and cultural diversity into SIA in the Niger Delta region. It is argued that doing this would be critical to ensuring acceptance and success of development actions within the context of local culture while also contributing to sustainable development policy in the region. - Highlights: • Nigeria EIA Act aimed to make the environment central to development in Nigeria. • Engagement with local communities in the process is not statutorily guaranteed. • SIAs in Nigeria neglect community perceptions and cultural diversity. • Article canvasses integrating community perceptions and cultural diversity in SIA. • Local acceptance in context of culture would yield sustainable development outcomes.

  1. Data from deployment of temporary seismic stations in northern Norway and Finland

    This short contribution is a description of data now available in NORSAR's data archives from a temporary deployment during 2002-2004 of six seismic stations in northern Norway and Finland. Explosions in underground as well as open-pit mines in the Khibiny massif of the Kola Peninsula of northwestern Russia are conducted on a frequent and relatively regular basis. It was decided to supplement the network of permanent stations in northern Fennoscandia and northwest Russia with temporarily deployed stations, in order to record these explosions, as well as other mining explosions and natural events occurring in this general area. As shown in Fig. 6.4.1, the six temporary stations were deployed along two profile lines, extending westwards from the Khibini massif. The rationale for this deployment was to collect data to examine distance as well as azimuthal dependence of seismic discriminants. As can be seen from Fig. 6.4.1 the southernmost of the two profile lines runs through the permanent seismic array ARCES in northern Norway.

    To understand the ecological effects of the Chernobyl reactor accident, we investigated radiocesium ([sup 137]Cs) levels in Eurasian woodcock (Scolopax rusticola), earthworms (Lambricidae), litter (dead organic materials lying on the ground), humus (beneath litter 2 cm deep), and mineral soil samples (3-6 cm deep) from a heavily effected (20-60 kBq/m[sup 2][1 Bq = 1 nuclear fission/sec]) area in Norway. The highest concentrations measured in earthworms (1988 median = 142 Bq/Kg) and woodcock (1986 median = 730 Bq/kg) for human food (600 Bq/kg fresh mass) only were found in woodcock during 1986. Radiocesium concentrations decreased (P < 0.001) in earthworms (40%) and woodcock (95%) from 1986 to 1990. There was no reduction in total radiocesium in soil over the same period. The relatively high radiocesium concentrations in woodcock during 1986 and the decreasing radiocesium ratio in woodcock to earthworms during the first years following fallout could have been caused by woodcock ingesting abiotic radiocesium with earthworms. The decrease in radiocesium in woodcock and earthworms during the study (1986-90) probably resulted from decreasing bioavailability of radiocesium during the first years after fallout rather than by radiocesium disappearing from the ecosystem. 38 refs., 3 figs., 2 tabs.

    Air pollutants have been associated with increased diabetes in humans. We hypothesized that ozone would impair glucose homeostasis by altering insulin signaling and/or endoplasmic reticular (ER) stress in young and aged rats. One, 4, 12, and 24 month old Brown Norway (BN) rats were exposed to air or ozone, 0.25 or 1.0 ppm, 6 h/day for 2 days (acute) or 2 d/week for 13 weeks (subchronic). Additionally, 4 month old rats were exposed to air or 1.0 ppm ozone, 6 h/day for 1 or 2 days (time-course). Glucose tolerance tests (GTT) were performed immediately after exposure. Serum and tissue biomarkers were analyzed 18 h after final ozone for acute and subchronic studies, and immediately after each day of exposure in the time-course study. Age-related glucose intolerance and increases in metabolic biomarkers were apparent at baseline. Acute ozone caused hyperglycemia and glucose intolerance in rats of all ages. Ozone-induced glucose intolerance was reduced in rats exposed for 13 weeks. Acute, but not subchronic ozone increased ?{sub 2}-macroglobulin, adiponectin and osteopontin. Time-course analysis indicated glucose intolerance at days 1 and 2 (2 > 1), and a recovery 18 h post ozone. Leptin increased day 1 and epinephrine at all times after ozone. Ozone tended to decrease phosphorylated insulin receptor substrate-1 in liver and adipose tissues. ER stress appeared to be the consequence of ozone induced acute metabolic impairment since transcriptional markers of ER stress increased only after 2 days of ozone. In conclusion, acute ozone exposure induces marked systemic metabolic impairments in BN rats of all ages, likely through sympathetic stimulation. - Highlights: Air pollutants have been associated with increased diabetes in humans.   16. Quality of Cultural Heritage in EIA; twenty years of experience in Norway

    The aim of this paper is to clarify and discuss how quality, relevance, attitudes, beliefs and transfer value act as underlying driving forces in the development of the Cultural Heritage theme in EIAs. One purpose is to identify and discuss some conditions that can better environmental assessment in order to increase the significance of EIA in decision-making with regard to Cultural Heritage. The main tools used are different research methods designed for analyses of quality and quality changes, primarily based on the relevant opinions of 160 people occupied with Cultural Heritage in EIA in Norway. The study is based on a review of 40 types of EIAs from 1991 to 2000, an online questionnaire to 319 (160 responded) individuals from 14 different backgrounds, and interviews with three institutions in Sweden and Denmark. The study confirms a steadily increasing quality on EIRs over time, parallel with an improvement of the way in which Cultural Heritage is treated in EIA. This is supported by both the interviews and the qualitative comments regarding the survey. Potential for improvements is shown to be a need for more detailed background material as well as more use of adequate methods. The survey shows the existence of a wide variety of negative views, attitudes and beliefs, but the consequences of this are difficult to evaluate. However, most certainly, negative attitudes and beliefs have not been powerful enough to be detrimental to the quality of Cultural Heritage component, as nothing in the study indicates that negative attitudes and myths are undermining the system of EIA. The study shows the importance of having on-going discussions on quality and quality change over time by people involved in EIA, and how this is a necessary condition for successful implementation and acceptance. Beliefs and negative attitudes can also be a catalyst for developing better practice and advancing new methodology. In addition, new EIA countries must be prepared for several years

    Abstract: Strategic environmental assessment (SEA) for offshore oil and gas planning and development is utilized in select international jurisdictions, but the sector has received limited attention in the SEA literature. While the potential benefits of and rationale for SEA are well argued, there have been few empirical studies of SEA processes for the offshore sector. Hence, little is known about the efficacy of SEA offshore, in particular its influence on planning and development decisions. This paper examines SEA practice and influence in three international offshore systems: Norway, Atlantic Canada and the United Kingdom, with the intent to identify the challenges, lessons and opportunities for advancing SEA in offshore planning and impact assessment.     Nigeria, the most populous country in Africa, has high rates of urbanization and industrialization. Until recently, decisions on most large-scale projects such as expressways, harbors, industries, dams, and irrigation were considered with an emphasis on traditional technical and cost-benefit analysis. Spurred by massive environmental degradation and persistent community agitation in oil producing areas, environmental impact assessment (EIA) legislation was passed in late 1992. The main purpose of this article is to review and assess the content of this legislation and the guidelines produced by the Federal Environmental Protection Agency (FEPA), the institution responsible for EIA administration. Some EIA reports have been prepared and reviewed by FEPA since 1994. There are some positive outcomes and expectations, but some problems have been identified as well, including: deliberate restriction of public involvement and participation by proponents and/or their consultants, interagency conflict leading to high cost and project delays especially in the oil industry, and restriction of public access to final EIA reports. These are discussed, and recommendations for improving the process are made.

    Presently, Nigeria is one of the fastest growing Telecom markets in the world. The country's teledensity increased from a mere 0.4 in 1999 to 10 in 2005 following the liberalization of the Telecom sector in 2001. More than 25 million new digital mobile lines have been connected by June 2006. Large quantities of mobile phones and accessories including secondhand and remanufactured products are being imported to meet the pent-up demand. This improvement in mobile telecom services resulted in the preference of mobile telecom services to fixed lines. Consequently, the contribution of fixed lines decreased from about 95% in year 2000 to less than 10% in March 2005. This phenomenal progress in information technology has resulted in the generation of large quantities of electronic waste (e-waste) in the country. Abandoned fixed line telephone sets estimated at 120,000 units are either disposed or stockpiled. Increasing quantities of waste mobile phones estimated at 8 million units by 2007, and accessories will be generated. With no material recovery facility for e-waste and/or appropriate solid waste management infrastructure in place, these waste materials end up in open dumps and unlined landfills. These practices create the potential for the release of toxic metals and halocarbons from batteries, printed wiring boards, liquid crystal display and plastic housing units. This paper presents an overview of the developments in the Nigerian Telecom sector, the material in-flow of mobile phones, and the implications of the management practices for wastes from the Telecom sector in the country.

    It is important to evaluate the potential of drug hypersensitivity as well as other adverse effects during the preclinical stage of the drug development process, but validated methods are not available yet. In the present study we examined whether it would be possible to develop a new predictive model of drug hypersensitivity using Brown Norway (BN) rats. As representative drugs with hypersensitivity potential in humans, phenytoin (PHT), carbamazepine (CBZ), amoxicillin (AMX), and sulfamethoxazole (SMX) were orally administered to BN rats for 28 days to investigate their effects on these animals by examinations including observation of clinical signs, hematology, determination of serum IgE levels, histology, and flow cytometric analysis. Skin rashes were not observed in any animals treated with these drugs. Increases in the number of circulating inflammatory cells and serum IgE level did not necessarily occur in the animals treated with these drugs. However, histological examination revealed that germinal center hyperplasia was commonly induced in secondary lymphoid organs/tissues in the animals treated with these drugs. In cytometric analysis, changes in proportions of lymphocyte subsets were noted in the spleen of the animals treated with PHT or CBZ during the early period of administration. The results indicated that the potential of drug hypersensitivity was identified in BN rat by performing histological examination of secondary lymphoid organs/tissues. Data obtained herein suggested that drugs with hypersensitivity potential in humans gained immune reactivity in BN rat, and the germinal center hyperplasia induced by administration of these drugs may serve as a predictive biomarker for drug hypersensitivity occurrence. - Highlights: We tested Brown Norway rats as a candidate model for predicting drug hypersensitivity.     Recent years have witnessed a growing recognition of the link between emissions of carbon dioxide (CO{sub 2}) and changes in the global climate. of all anthropogenic activities, energy production and use generate the single largest portion of these greenhouse gases. Although developing countries currently account for a small share of global carbon emissions, their contribution is increasing rapidly. Due to the rapid expansion of energy demand in these nations, the developing world`s share in global modern energy use rose from 16 to 27 percent between 1970 and 1990. If the growth rates observed over the past 20 years persist, energy demand in developing nations will surpass that in the countries of the Organization for Economic Cooperation and Development (OECD) early in the 21st century. The study seeks to examine the forces that galvanize the growth of energy use and carbon emissions, to assess the likely future levels of energy and CO{sub 2} in selected developing nations and to identify opportunities for restraining this growth. The purpose of this report is to provide the quantitative information needed to develop effective policy options, not to identify the options themselves. A combined study was carried out for the countries of the Gulf Cooperation Council (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates).

    This paper reports that despite new internal rankings, the North Sea has maintained its position as the world's fourth largest oil producing province behind the Middle East, the Soviet Union, and the U.S. Average production remains 3.7-4 million b/d. During 1991, however, sources of production within the total have shifted significantly. Britain no longer tops the North Sea production table. Early this year, major offshore shutdowns required for installation of mandatory safety equipment slashed production. At the same time, Norwegian output remained just below 1.95 million b/d, exceeding flow from neighboring U.K. waters for the first time since the mid- 1970s.

    The concentration and areal distribution of selected metals (Pb, Zn, Cu, Cd, Ni, Fe, and Cr) in the sediments of the Calabar River were studied to determine the extent of anthropogenic input and to estimate the effects of dumping industrial waste materials into the river. The concentrations of Pb, Zn, and Cu indicate relatively moderate pollution mainly on the left-hand side of the river while Ni, Cr, Co, Cd, and Fe levels are below values found to have adverse effects on the lives of marine biota. High metal contents are found close to industrial establishments and so enhanced metal concentrations are related to industrial sewage and metal leaching from garbage and solid waste dumps. 15 refs., 6 figs., 5 tabs.

    Environmental Pollution from anthropogenic activities has contributed greatly towards the loss of biodiversity, and some organisms are at the verge of extinction and total extermination. Used oil as one of the wastes from automobile engines have contribute immensely towards the degradation of the environment and the problem of this has been traced to the poor handling of used oil and the ignorance of the major disposers of this used-oil. Out of 20 automobile mechanics interviewed in this study, 60% admitted that they dispose of used-oil on the land, 30% said that they sell it and only 10% acknowledge that they reuse it. On the issue of awareness about recycling, 50% admitted that they are aware, 30% claimed ignorance while 20% do not see the need for recycling. While considering storage method, 55% said that they do not store used oil, 25% store it in a metal drum, and 20% store in plastic drum. The mechanics estimated that about 418 cars are serviced weekly and a total of 1628.50 litres of used-oil are produced. For this result it is worth knowing that indiscriminate disposal of used oil as is commonly observed in our society can be of great environmental concern.

After Abu Dhabi, Indonesia, Iran, Libya, Nigeria, Saudi Arabia and Venezuela turned the taps wide open, their combined output rose 2.95 MMbopd. Put together with a 282,000-bopd increase by Norway and contributions from smaller producers, this enabled world oil production to remain within 400,000 bopd of its 1990 level. The 60.5-MMbopd average was off by just 0.7%. This paper reports that improvement took place in five of eight regions. Largest increases were in Western Europe and Africa. Greatest reductions occurred in Eastern Europe and the Middle East. Fifteen nations produced 1 MMbopd or more last year, compared with 17 during 1990.

    This report builds from a similar previous analysis (Schwabe et al., 2011) exploring the differences in cost of wind energy in 2008 among countries participating in IEA Wind Task 26 at that time. The levelized cost of energy (LCOE) is a widely recognized metric for understanding how technology, capital investment, operations, and financing impact the life-cycle cost of building and operating a wind plant. Schwabe et al. (2011) apply a spreadsheet-based cash flow model developed by the Energy Research Centre of the Netherlands (ECN) to estimate LCOE. This model is a detailed, discounted cash flow model used to represent the various cost structures in each of the participating countries from the perspective of a financial investor in a domestic wind energy project. This model is used for the present analysis as well, and comparisons are made for those countries who contributed to both reports, Denmark, Germany, and the United States.

    Owing to Oman's geographic position and long coastal line, the coastal areas of Oman are particularly vulnerable to oil pollution from normal tanker operations, illegal discharges, and accidental spills as well as local sources of oil input. UNEP carried out a survey on the coasts of Oman to determine the major sources of oil pollution and concluded that the major shoreline pollution problems in Oman arose from operational discharges of oil from passing vessels traffic. The oil, because of the high sea and air temperatures in the area, was subjected to relatively high rates of evaporation and photo-oxidation and tended to arrive at the coast as heavy petroleum particulate residues (tar balls). The aim of the present study was to measure the loads of tar balls in Omani coastal areas and to identify the source of oil pollutants on beaches.

    Over half of the world crude oil supply is transported from the Arabian Gulf area via tankers through the narrow Strait of Hormuz, which forms the northern boundary of the Sultanate of Oman. Generally, crude oil tanker traffic off the coast of Oman is relatively heavy and all the vessels entering the Gulf to load at various terminals pass by the coastal line of Oman. The present work plays an essential part on the Omani marine monitoring program. The purpose of this program was to establish baseline levels of selected heavy metals, chlorinated and petroleum hydrocarbons in some marine species. This study aims to assess hydrocarbons in seawater, sediment and rocky oysters from the different sites along Omani coastal waters.

    Since 1977 when Aramco and GSI (Geophysical Services International) pioneered the first 3-D seismic survey in the Arabian Gulf, under the guidance of Aramco`s Chief Geophysicist John Hoke, 3-D seismology has been effectively used to map many complex subsurface geological phenomena. By the mid-1990s extensive 3-D surveys were acquired in Abu Dhabi, Oman, Qatar and Saudi Arabia. Also in the mid-1990`s Bahrain, Kuwait and Dubai were preparing to record surveys over their fields. On the structural side 3-D has refined seismic maps, focused faults and fractures systems, as well as outlined the distribution of facies, porosity and fluid saturation. In field development, 3D has not only reduced drilling costs significantly, but has also improved the understanding of fluid behavior in the reservoir. In Oman, Petroleum Development Oman (PDO) has now acquired the first Gulf 4-D seismic survey (time-lapse 3D survey) over the Yibal Field. The 4-D survey will allow PDO to directly monitor water encroachment in the highly-faulted Cretaceous Shu`aiba reservoir. In exploration, 3-D seismology has resolved complex prospects with structural and stratigraphic complications and reduced the risk in the selection of drilling locations. The many case studies from Saudi Arabia, Oman, Qatar and the United Arab Emirates, which are reviewed in this paper, attest to the effectiveness of 3D seismology in exploration and producing, in clastics and carbonates reservoirs, and in the Mesozoic and Paleozoic.

    Specialized equipment enabled successful well completions in Oman with large 3{1/2}-inch coiled tubing. Conventional drilling or completion rigs were not needed. Although the use of 3{1/2}-inch coiled tubing to complete wells is relatively new, it is gaining widespread industry application. One Middle East operating company felt that if downhole completion equipment could be successfully run using coiled tubing, greater cost efficiency, both in initial deployment and in maintenance, could be derived. The paper lists some of the technical considerations for these assumptions. The long-term advantages regarding production and well maintenance cannot yet be determined, but experience in Oman has confirmed the belief that large coiled tubing completions can be technically achieved.
