    A high strength, high ductility low carbon steel consisting essentially of iron, 0.05-0.15 wt% carbon, and 1-3 wt% silicon. Minor amounts of other constituents may be present. The steel is characterized by a duplex ferrite-martensite microstructure in a fibrous morphology. The microstructure is developed by heat treatment consisting of initial austenitizing treatment followed by annealing in the (.alpha. + .gamma.) range with intermediate quenching.

    There is growing state-level interest in the USA in accelerating the development of low-carbon coal technologies, including carbon capture and storage (CCS). Many states have adopted greenhouse gas emission targets and made commitments to low-carbon energy, and believe that these polices will result in job creation, air quality improvements, and reliable low-cost energy supplies. This paper provides an overview of options for states to encourage the deployment of carbon capture and sequestration. It describes actions (including legislation, regulations, and incentives) throughout the country. It also reviews in greater detail the range of policies available to state Public Utility Commissions for advancing deployment of CCS. Many states are adopting meaningful incentives for integrated gasification combined cycle (IGCC) power plants, and, as a handful of states are beginning to demonstrate, a number of these incentives can apply to CCS as well. States also have a number of authorities relevant to advancement of clean coal power, particularly within the domain of state public utility commissions (PUCs). State commissions have a wide array of policy options available to them in pursuing this goal, and will play a crucial role in determining the speed and effectiveness with which such technologies are deployed. States also enjoy major advantages, such as their direct jurisdiction over many critical power plant issues (including siting and retail ratemaking) that federal agencies do not possess. Regardless of the final form of federal greenhouse gas rules, states have the chance to gain experience as first movers and policy innovators, and will play an important role in shaping a low-carbon future. Although national policy is essential, a proactive approach by state policymakers and regulators to drive CCS can reduce future compliance costs, speed the required technological developments, and pave the way for future national policy.

    The volume of complete bacterial genome sequence data available to comparative genomics researchers is rapidly increasing. However, visualizations in comparative genomics--which aim to enable analysis tasks across collections of genomes--suffer from visual scalability issues. While large, multi-tiled and high-resolution displays have the potential to address scalability issues, new approaches are needed to take advantage of such environments, in order to enable the effective visual analysis of large genomics datasets. In this paper, we present Bacterial Gene Neighborhood Investigation Environment, or BactoGeNIE, a novel and visually scalable design for comparative gene neighborhood analysis on large display environments. We evaluate BactoGeNIE throughmore » a case study on close to 700 draft Escherichia coli genomes, and present lessons learned from our design process. In conclusion, BactoGeNIE accommodates comparative tasks over substantially larger collections of neighborhoods than existing tools and explicitly addresses visual scalability.     Ultra-low-carbon interstitial free (IF) steel sheets bearing Ti and/or Nb have been extensively used for automotive panels because of superior formability and nonaging properties. It is well known that the interstitial elements such as C and N play important roles in the formability. The lower the contents of the C and N in steel, the better the formability of the steel. The demands for the steel with excellent formability from automotive industry will accelerate the progress in the steelmaking process, leading to the development of the ultra-low-carbon steel. With the advent and installation of improved vacuum degassing equipment in the steelmaking process, it is now possible to consistently produce ultra-low-carbon content of 0.002 to 0.005 wt pct. It is expected that in the near future, the C and N contents can be lowered to as low as 0.001 pct or less. This study is focused on strength and formability in the extremely ultra-low-carbon IF steels containing about 0.001 pct carbon.

    Local level actions are crucial for achieving energy-saving and greenhouse gas emission reduction targets. Yet it is challenging to implement new policies and actions due to a lack of information, funding, and capacity. This is particularly the case in developing countries such as China. Even though national energy intensity and carbon intensity targets have been set, most local governments do not have the knowledge regarding actions to achieve the targets, the cost-effectiveness of policies, the possible impact of policies, or how to design and implement a climate action plan. This paper describes a guidebook that was developed to motivate and provide local governments in China with information to create an action plan to tackle climate change and increase energy efficiency. It provides a simple step-by-step description of how action plans can be established and essential elements to be included - from preparing a GHG emission inventory to implementation of the plan. The guidebook also provides a comprehensive list of successful policies and best practices found internationally and in China to encourage low carbon development in industry, buildings, transportation, electric power generation, agriculture and forestry. This paper also presents indicators that can be used to define low-carbon development, as well as to evaluate the effectiveness of actions taken at an aggregated (city) level, and at a sectoral or end use level. The guidebook can also be used for low carbon development by local governments in other developing countries.

  6. Low carbon and clean energy scenarios for India: Analysis of targets approach

    Low carbon energy technologies are gaining increasing importance in India for reducing emissions as well as diversifying its energy supply mix. The present paper presents and analyses a targeted approach for pushing solar, wind and nuclear technologies in the Indian energy market. Targets for these technologies have been constructed on the basis of Indian government documents, policy announcements and expert opinion. Different targets have been set for the reference scenario and the carbon price scenario. In the reference scenario it is found that in the long run all solar, wind and nuclear will achieve their targets without any subsidy push. In the short run however, nuclear and solar energy require significant subsidy push. Nuclear energy requires a much higher subsidy allocation as compared to solar because the targets assumed are also higher for nuclear energy. Under a carbon price scenario, the carbon price drives the penetration of these technologies significantly. Still subsidy is required especially in the short run when the carbon price is low. It is also found that pushing solar, wind and nuclear technologies might lead to decrease in share of CCS under the price scenario and biomass under both BAU and price scenario, which implies that one set of low carbon technologies is substituted by other set of low carbon technologies. Thus the objective of emission mitigation might not be achieved due to this substitution. Moreover sensitivity on nuclear energy cost was done to represent risk mitigation for this technology and it was found that higher cost can significantly decrease the share of this technology under both the BAU and carbon price scenario.

    A detailed study of static strain aging in ultra low carbon (ULC) steel has not yet been reported. Therefore, the present study was carried out to gain an understanding of the aging kinetics in a ULC steel with a total carbon content of 20 ppm. The influence of dislocation density on the aging process was also taken into account. The kinetics of the aging were determined by means of the measurement of strength properties rather than solute concentration as it was experienced that quantitative estimation of such low amount of carbon during aging course would be too difficult with the existing diagnostic tools.

    Stabilizing the global climate will require large-scale global deployment of low-carbon technologies. Even in the presence of aggressive climate policies, however, the diffusion of such technologies may be limited by several, institutional, behavioral, and social factors. In this paper, we review the literature on the sources of such diffusion constraints, and explore the potential implications of such non-economic constraints based on the GCAM integrated assessment model. Our analysis highlights that non-economic factors that limit technology deployment may have sizeable impacts on the feasibility and mitigation costs of achieving stringent stabilization targets. And such impacts are greatly amplified with major delays in serious climate policies. The results generally indicate that constraints on the expansions of CCS and renewables are more costly than those on nuclear or bioenergy, and jointly constraining these technologies leaves some scenarios infeasible.

    Achieving the Department of Energy target of an 80% reduction in greenhouse gas emissions by 2050 depends on transportation-related strategies combining technology innovation, market adoption, and changes in consumer behavior. This study examines expanding low-carbon transportation fuel infrastructure to achieve deep GHG emissions reductions, with an emphasis on fuel production facilities and retail components serving light-duty vehicles. Three distinct low-carbon fuel supply scenarios are examined: Portfolio: Successful deployment of a range of advanced vehicle and fuel technologies; Combustion: Market dominance by hybridized internal combustion engine vehicles fueled by advanced biofuels and natural gas; Electrification: Market dominance by electric drive vehicles in the LDV sector, including battery electric, plug-in hybrid, and fuel cell vehicles, that are fueled by low-carbon electricity and hydrogen. A range of possible low-carbon fuel demand outcomes are explored in terms of the scale and scope of infrastructure expansion requirements and evaluated based on fuel costs, energy resource utilization, fuel production infrastructure expansion, and retail infrastructure expansion for LDVs. This is one of a series of reports produced as a result of the Transportation Energy Futures (TEF) project, a Department of Energy-sponsored multi-agency project initiated to pinpoint underexplored transportation-related strategies for abating GHGs and reducing petroleum dependence.

  18. Weldability of direct quenched, low-carbon, Ti-B-containing steels

    On the basis of the thermodynamic equilibrium between nitrides of titanium, aluminum and boron in austenite, the soluble boron that influences the hardenability of direct quenched steels was calculated. The variation in tensile strength and impact toughness of steels has a good correlation with the calculated value at the start cooling temperature, 920 C. Impact toughness of the heat-affected zone (HAZ), however, was not influenced by the soluble boron alone but by the soluble boron to soluble nitrogen ratio at the welding peak temperature, 1,350 C. Only when the ratio was kept below 0.2 did the HAZ show a ferrite dominant microstructure and higher than 100 J of absorbed energy at {minus}20 C. During the welding cooling cycle, soluble boron combines with soluble nitrogen to form boron nitrides, consequently reducing the soluble boron and hardenability. Unlike conventional high-carbon steel, a low-carbon steel containing a controlled amount of boron showed a controlled amount of boron showed no cold cracking, without preheating, and a high HAZ toughness, with an energy transition temperature of {minus}37 C.

  5. Dynamic analysis of the urban-based low-carbon policy using system dynamics: Focused on housing and green space

    To systematically manage the energy consumption of existing buildings, the government has to enforce greenhouse gas reduction policies. However, most of the policies are not properly executed because they do not consider various factors from the urban level perspective. Therefore, this study aimed to conduct a dynamic analysis of an urban-based low-carbon policy using system dynamics, with a specific focus on housing and green space. This study was conducted in the following steps: (i) establishing the variables of urban-based greenhouse gases (GHGs) emissions; (ii) creating a stock/flow diagram of urban-based GHGs emissions; (iii) conducting an information analysis using the system dynamics; and (iv) proposing the urban-based low-carbon policy. If a combined energy policy that uses the housing sector (30%) and the green space sector (30%) at the same time is implemented, 2020 CO{sub 2} emissions will be 7.23 million tons (i.e., 30.48% below 2020 business-as-usual), achieving the national carbon emissions reduction target (26.9%). The results of this study could contribute to managing and improving the fundamentals of the urban-based low-carbon policies to reduce greenhouse gas emissions.

    The influence of Mn,S and B contents on microstructural characteristics, mechanical properties and hydrogen trapping ability of low-carbon Al-killed enamel steel was investigated. The materials were produced and processed in a laboratory and the ultra-fast continuous annealing processing was performed using a continuous annealing simulator. It was found that increasing Mn,S contents in steel can improve its hydrogen trapping ability which is attributed by refined ferrite grains, more dispersed cementite and added MnS inclusions. Nevertheless, it deteriorates mechanical properties of steel sheet. Addition of trace boron results in both good mechanical properties and significantly improved hydrogen trapping ability. The boron combined with nitrogen segregating at grain boundaries, cementite and MnS inclusions, provides higher amount of attractive hydrogen trapping sites and raises the activation energy for hydrogen desorption from them. - Highlights: We study microstructures and properties in low-carbon Al-killed enamel steel. Hydrogen diffusion coefficients are measured to reflect fish-scale resistance. Manganese improves hydrogen trapping ability but decrease deep-drawing ability. Boron improves both hydrogen trapping ability and deep-drawing ability. Both excellent mechanical properties and fish-scale resistance can be matched.

    Ultra-low carbon, titanium-stabilized interstitial free (ULC Ti-IF) steel sheets are widely used in the automobile industry because of excellent deep drawability. The annealing process is critical to their final property, and there are two different annealing processes used in industrial production of interstitial free (IF) steel sheets, namely batch annealing and continuous annealing. In this study, precipitation behaviors of titanium IF steels, that is, TiN, TiS, Ti{sub 4}(CS){sub 2}, and TiC, the size and dispersion of TiN, TiS, and Ti{sub 4}(CS){sub 2} remained almost unchanged after either annealing process. Conversely, the average size of a TiC particle increased substantially after both annealing processes, while TiC after continuous annealing was larger than that after batch annealing due to the higher heating temperature of continuous annealing. Two new particles, FeTiP and (Ti, Mn)S, were also observed in the batch annealing process but not in continuous annealing. The structure of FeTiP and (Ti, Mn)S were studied, and furthermore the evolution of FeTiP precipitation was found to be closely related to recrystallization in batch annealing. Finally, the interrelation among processing parameters, precipitation behaviors, and final property was studied.

  8. Experimental study of the distribution of alloying elements after the formation of epitaxial ferrite upon cooling in a low-carbon steel

    The distributions of carbon and substitutional elements in a low-carbon steel during the formation of epitaxial ferrite on cooling after intercritical annealing have been studied by electron probe microanalysis (EPMA). The analysis has shown that the formation of epitaxial ferrite takes place with a partial redistribution of alloying elements between the epitaxial ferrite and the austenite. This redistribution of alloying elements causes compositional gradients in the epitaxial ferrite that lead to a different etching behaviour with respect to the intercritical ferrite. Contrary to Thermo-Calc predictions, a distinct partitioning behaviour of silicon has been observed.

  9. The differential impact of low-carbon technologies on climate change mitigation cost under a range of socioeconomic and climate policy scenarios.

    This paper considers the effect of several key parameters of low carbon energy technologies on the cost of abatement. A methodology for determining the minimum level of performance required for a parameter to have a statistically significant impact on CO2 abatement cost is developed and used to evaluate the impact of eight key parameters of low carbon energy supply technologies on the cost of CO2 abatement. The capital cost of nuclear technology is found to have the greatest impact of the parameters studied. The cost of biomass and CCS technologies also have impacts, while their efficiencies have little, if any. Sensitivity analysis of the results with respect to population, GDP, and CO2 emission constraint show that the minimum performance level and impact of nuclear technologies is consistent across the socioeconomic scenarios studied, while the other technology parameters show different performance under higher population, lower GDP scenarios. Solar technology was found to have a small impact, and then only at very low costs. These results indicate that the cost of nuclear is the single most important driver of abatement cost, and that trading efficiency for cost may make biomass and CCS technologies more competitive.

    This paper describes the development of a computer model used to analyze the heat flow during pulsed Nd: YAG laser spot welding of dissimilar metal; low carbon steel (1020) to aluminum alloy (6061). The model is built using ANSYS FLUENT 3.6 software where almost all the environments simulated to be similar to the experimental environments. A simulation analysis was implemented based on conduction heat transfer out of the key hole where no melting occurs. The effect of laser power and pulse duration was studied.Three peak powers 1, 1.66 and 2.5 kW were varied during pulsed laser spot welding (keeping the energy constant), also the effect of two pulse durations 4 and 8 ms (with constant peak power), on the transient temperature distribution and weld pool dimension were predicated using the present simulation. It was found that the present simulation model can give an indication for choosing the suitable laser parameters (i.e. pulse durations, peak power and interaction time required) during pulsed laser spot welding of dissimilar metals.

    The results of an experimental study of laser-oxygen cutting of low-carbon steel using fibre and CO{sub 2} lasers are generalised. The dependence of roughness of the cut surface on the cutting parameters is investigated, and the conditions under which the surface roughness is minimal are formulated. It is shown that for both types of lasers these conditions can be expressed in the same way in terms of the dimensionless variables – the Péclet number Pe and the output power Q of laser radiation per unit thickness of the cut sheet – and take the form of the similarity laws: Pe = const, Q = const. The optimal values of Pe and Q are found. We have derived empirical expressions that relate the laser power and cutting speed with the thickness of the cut sheet under the condition of minimal roughness in the case of cutting by means of radiation from fibre and CO{sub 2} lasers.     The needs of today`s advanced societies have moved well beyond the requirements for food and shelter, etc., and now are focused on such concerns as international peace and domestic security, affordable health care, the swift and secure transmission of information, the conservation of resources, and a clean environment. Progress in materials science and engineering is impacting each of these concerns. This paper will present some examples of how this is occurring, and then comment on ethical dilemmas that can arise as a consequence of technological advances. The need for engineers to participate more fully in the development of public policies that help resolve such dilemmas, and so promote the benefits of advancing technology to society, will be discussed.

    Science for Society, a workshop held at the Oak Ridge National Laboratory (ORNL) on September 27, 20111, explored ways to move Laboratory science toward use. It sought actionable recommendations. Thus the workshop focused on: (1) current practices that promote and inhibit the translation of science into use, (2) principles that could lead to improving ORNL's translational knowledge and technology transfer efforts, and (3) specific recommendations for making these principles operational. This highly interactive workshop struck a positive chord with participants, a group of 26 ORNL staff members from diverse arenas of science and technology (S and T), technology transfer, and external laboratory relations, who represented all levels of science, technology, and management. Recognizing that the transformation of fundamental principles into operational practices often follows a jagged path, the workshop sought to identify key choices that could lead to a smoother journey along this path, as well as choices that created roadblocks and bottlenecks. The workshop emphasized a portion of this pathway, largely excluding the marketplace. Participants noted that research translation includes linkages between fundamental and applied research and development (R and D), and is not restricted to uptake by manufacturers, consumers, or end users. Three crosscutting ideas encapsulate workshop participants observations: (1) ORNL should take more action to usher the translation of its S and T products toward use, so as to make a positive national and global impact and to enhance its own competitiveness in the future; (2) ORNL (and external entities such as DOE and Congress) conveys inconsistent messages with regard to the importance of research translation and application, which (a) creates confusion, (b) poses disincentives to pursue research translation, (c) imposes barriers that inhibit cross-fertilization and collaboration, and (d) diminishes the effectiveness of both the science

The network program assists teachers in understanding the process of doing science; understanding the role of computers and telecommunications in the study of science, math, and engineering; and utilizing computers and telecommunications appropriately in the classroom. The program enables teacher to integrate science, math, and technology with other subjects with the ultimate goal of encouraging students of all abilities to pursue careers in science/math/engineering.     For 6Mn16 steel experimental soft annealing at 625 deg. C for periods from 1 h to 60 h and modeling with Thermo-Calc were performed to estimate the partitioning of alloying elements, in particular Mn, between ferrite, cementite and austenite. Using transmission electron microscopy and X-ray analysis it was established that the increase of Mn concentration in carbides to a level 7%-11.2% caused a local decrease of the Ac{sub 1} temperature and led to the presence of austenite around the carbides. Thus, after cooling, small bainite-martensite or bainite-martensite-retained austenite (BM-A) islands were observed. A dispersion of carbides and a coarsening process were observed. The measured amount of Mn in the carbides was in good agreement with theoretical predictions.

    The Tri-State Catalysis Society awarded 107 Kokes Travel Awards. The program was very successful and to date this was the most Kokes Travel Awards ever awarded at a North American Catalysis Society Meeting. It provided students who merited an award the opportunity to attend the meeting, present a paper in the form of either an oral presentation or a poster presentation, and to serve the North American Catalysis Society by participating in the organization of the meeting. Students worked very hard during the week of the meeting to make it a success. Financial support for the Kokes awards was provided by DOE, NSF, NACS, as well as the Tri-State Catalysis Society, the latter through fund raising activities, and other donations. AT the meeting, each student received over $1050 in kind to offset the costs of registration fees ($260), hotel accommodations ($295.7), transportation ($400 travel allowance), as well as T-shirts ($20), and banquet tickets ($95 provided by donations from society members). In addition, for the first time, students received certificates that were signed by the President of NACS, Professor Enrique Iglesia, and by the Kokes Awards Chair, Gary Jacobs (see last page). A list of meeting co-chairs (i.e., Uschi M. Graham, Umit S. Ozkan, and Madan Bhassin) and the honorary chair (Burtron H. Davis) was also included on the certificate, along with the name of the recipient. The awardees were chosen on a merit-based guideline which also included the requirements of having a presentation accepted at the meeting and being a student at a North American University. The Richard J. Kokes Student Travel Award Committee (Gary Jacobs, Rodney Andrews, and Peter Smirniotis) with help from the Organizing Committee were able to secure money from four sources as detailed in Table 1. As detailed by our Treasurer, Dr. Helge Toufar of Clariant, the total amount spent was $105,000.

    This article traces the development of the field of mutagenesis and its metamorphosis into the research area we now call genetic toxicology. In 1969 this transitional event led to the founding of the Environmental Mutagen Society (EMS). The charter of this new Society was to encourage interest in and study of mutagens in the human environment, particularly as these may be of concern to public health. As the mutagenesis field unfolded and expanded, the lexicon changed and new wording appeared to better describe this evolving area of research. The term genetic toxicology was coined and became an important subspecialty of the broad area of toxicology. Genetic toxicology is now set for a thorough reappraisal of its methods, goals, and priorities to meet the challenges of the 21st Century. To better understand these challenges, we have revisited the primary goal that the EMS founders had in mind for the Society s main mission and objective, namely, the quantitative assessment of genetic (hereditary) risks to human populations exposed to environmental agents. We also have reflected upon some of the seminal events over the last 40 years that have influenced the advancement of the genetic toxicology discipline and the extent to which the Society s major goal and allied objectives have been achieved. Additionally, we have provided suggestions on how EMS can further advance the science of genetic toxicology in the postgenome era. Chronicling all events and publications that influenced the development of the mutagenesis and genetic toxicology research area for this article was not possible, but some key happenings that contributed to the field s development have been reviewed. Events that led to the origin of EMS are also presented in celebration of the Society s 40th anniversary. Any historical accounting will have perceived deficiencies.   12. Challenges to achievement of metal sustainability in our high-tech society

    Achievement of sustainability in metal life cycles from mining of virgin ore to consumer and industrial devices to end-of-life products requires greatly increased recycling and improved processing of metals. Electronic and other high-tech products containing precious, toxic, and specialty metals usually have short lifetimes and low recycling rates. Products containing these metals generally are incinerated, discarded as waste in landfills, or dismantled in informal recycling using crude and environmentally irresponsible procedures. Low metal recycling rates coupled with increasing demand for products containing them necessitate increased mining with attendant environmental, health, energy, water, and carbon-footprint consequences. In this tutorial review, challenges to achieving metal sustainability in present high-tech society are presented; health, environmental, and economic incentives for various stakeholders to improve metal sustainability are discussed; a case for technical improvements in separations technology, especially employing molecular recognition, is given; and global consequences of continuing on the present path are examined.

  13. A 10-Year Analysis of American Society for Radiation Oncology Junior Faculty Career Development Awards

    Purpose: Between 2000 and 2010, the American Society for Radiation Oncology (ASTRO) awarded 22 Junior Faculty Career Development Awards (JFA) totaling $4.4 million. This study aimed to evaluate the impact of these awards on the grantees' career development, including current position, publications, and subsequent independent grant funding. Methods: Each awardee was requested via email and telephone to provide an updated curriculum vitae, a National Institutes of Health (NIH) biosketch, and information regarding current position of employment. Twenty-one of the 22 JFA recipients complied. Reported grant funding was extracted from each candidate's CV, and the amounts of NIH grants obtained were confirmed via NIH REPORTER. Reported publications were confirmed via PubMed. Results: All survey respondents (21 of 21) have remained in academic positions. Subsequent aggregate grant funding totaled more than $25 million (range, $0-$4.1 million), 5.9 times the initial investment. NIH grant funding totaled almost $15 million, 3 times the initial investment. Awardees have published an average of 34.6 publications (range, 0-123) for an overall rate of 4.5 papers/year (range, 1-11). Conclusions: ASTRO JFAs over the past decade have been strongly associated with grantees remaining in academic positions, success in attracting private and NIH grants, and publication productivity. In an era of dwindling federal research funding, the support provided by the ASTRO JFA may be especially helpful to support the research careers of promising junior faculty members.

    The biennial North American Catalysis Society (NACS) Meetings are the premiere conferences in the area of catalysis, surface science, and reaction engineering. The 22nd meeting will be held the week of June 5-10, 2011 in Detroit, Michigan. The objective of the Meetings is to bring together leading researchers for intensive scientific exchange and interactions. Financial support that offsets some of the associated costs (specifically, registration fee, airline tickets, and hotel accommodations) would encourage graduate students, and for the first time undergraduate students, to attend and participate meaningfully in this conference. The funds sought in this proposal will help support the Richard J. Kokes Travel Award program. Graduate students eligible for these merit-based Awards are those who study at a North American university and who will present at the Meeting. We have currently 209 applications and we expect to be able to fund about half of them. The NACS has traditionally sought to encourage graduate student, and this year for the first time undergraduate studies, participation at the National Meetings and providing financial support is the most effective means to do so. Their attendance would contribute significantly to their scientific training and communication and presentation skills. They would be exposed to the leading researchers from the US and abroad; they would meet their peers from other universities; they would learn about cutting-edge results that could benefit their research projects; and they may become interested in becoming active participants in the catalysis community. These young investigators represent the next generation of scientists and engineers, and their proper training will lead to future scientific breakthroughs and technological innovations that benefit the US economy.     Purpose: The British Society of Interventional Radiology (BSIR) Inferior Vena Cava (IVC) Filter Registry was produced to provide an audit of current United Kingdom (UK) practice regarding placement and retrieval of IVC filters to address concerns regarding their safety. Methods: The IVC filter registry is a web-based registry, launched by the BSIR on behalf of its membership in October 2007. This report is based on prospectively collected data from October 2007 to March 2011. This report contains analysis of data on 1,434 IVC filter placements and 400 attempted retrievals performed at 68 UK centers. Data collected included patient demographics, insertion and retrieval data, and patient follow-up. Results: IVC filter use in the majority of patients in the UK follows accepted CIRSE guidelines. Filter placement is usually a low-risk procedure, with a low major complication rate (<0.5 %). Cook Gunther Tulip (560 filters: 39 %) and Celect (359 filters: 25 %) filters constituted the majority of IVC filters inserted, with Bard G2, Recovery filters, Cordis Trapease, and OptEase constituting most of the remainder (445 filters: 31 %). More than 96 % of IVC filters deployed as intended. Operator inexperience (<25 procedure) was significantly associated with complications (p < 0.001). Of the IVC filters initially intended for temporary placement, retrieval was attempted in 78 %. Of these retrieval was technically successful in 83 %. Successful retrieval was significantly reduced for implants left in situ for >9 weeks versus those with a shorter dwell time. New lower limb deep vein thrombosis (DVT) and/or IVC thrombosis was reported in 88 patients following filter placement, there was no significant difference of incidence between filter types. Conclusions: This registry report provides interventional radiologists and clinicians with an improved understanding of the technical aspects of IVC filter placement to help improve practice, and the potential consequences of IVC filter

  18. Evaluation of American Indian Science and Engineering Society Intertribal Middle School Science and Math Bowl Project

    The American Indian Science and Engineering Society (AISES) has been funded under a U.S. Department of Energy (DOE) grant (Grant Award No. DE-SC0004058) to host an Intertribal Middle-School Science and Math Bowl (IMSSMB) comprised of teams made up of a majority of American Indian students from Bureau of Indian Education-funded schools and public schools. The intent of the AISES middle school science and math bowl is to increase participation of American Indian students at the DOE-sponsored National Science Bowl. Although national in its recruitment scope, the AISES Intertribal Science and Math Bowl is considered a “regional” science bowl, equivalent to the other 50 regional science bowls which are geographically limited to states. Most regional bowls do not have American Indian student teams competing, hence the AISES bowl is meant to encourage American Indian student teams to increase their science knowledge in order to participate at the national level. The AISES competition brings together teams from various American Indian communities across the nation. Each team is provided with funds for travel to and from the event, as well as for lodging and meals. In 2011 and 2012, there were 10 teams participating; in 2013, the number of teams participating doubled to 20. Each Science and Math Bowl team is comprised of four middle school — grades 6 through 8 — students, one alternate, and a teacher who serves as advisor and coach — although in at least two cases, the coach was not a teacher, but was the Indian Education Coordinator. Each team member must have at least a 3.0 GPA. Furthermore, the majority of students in each team must be comprised of American Indian, Alaska Native or Native Hawaiian students. Under the current DOE grant, AISES sponsored three annual middle school science bowl competitions over the years 2011, 2012 and 2013. The coal syncrude was derived from a bituminous coal by Headwaters CTL, while the refining study was carried out under a subcontract to Axens North America. The system analysis included H{sub 2} production cost via six different options, conceptual process design, utilities requirements, CO{sub 2} emission and overall plant economy. As part of the system analysis, impact of various H{sub 2} production options was evaluated. For consistence the comparison was carried out using the DOE H2A model. However, assumptions in the model were updated using Headwaters database. Results of Tier 2 jet fuel specifications evaluation by the Fuels & Energy Branch, US Air Force Research Laboratory (AFRL/RZPF) located at Wright Patterson Air Force Base (Ohio) are also discussed in this report.

    Truck, rail, water, air, and pipeline modes each serve a distinct share of the freight transportation market. The current allocation of freight by mode is the product of technologic, economic, and regulatory frameworks, and a variety of factors -- price, speed, reliability, accessibility, visibility, security, and safety -- influence mode. Based on a comprehensive literature review, this report considers how analytical methods can be used to project future modal shares and offers insights on federal policy decisions with the potential to prompt shifts to energy-efficient, low-emission modes. There are substantial opportunities to reduce the energy used for freight transportation, but it will be difficult to shift large volumes from one mode to another without imposing considerable additional costs on businesses and consumers. This report explores federal government actions that could help trigger the shifts in modal shares needed to reduce energy consumption and emissions. This is one in a series of reports produced as a result of the Transportation Energy Futures project, a Department of Energy-sponsored multi-agency effort to pinpoint underexplored strategies for reducing GHGs and petroleum dependence related to transportation.

    In 2011, the world production of electricity was about 22.1 trillion kilowatt-hour1 (kWhe): 9.1 from coal, 4.8 from gas, 2.6 from nuclear, 1.1 from oil, 3.5 from hydropower and 1.0 from other sources (geothermal, solar, wind, biofuels). With a world population of about 7 billion in 2011, it corresponds to an average of 3,160 kWhe/year/capita. While most industrialized countries enjoy a high standard of living with, at least, 8,000 kWhe per year and per person, most developing countries live with less than 3,000 kWhe per year per person. The need for electricity is growing fast, especially in developing countries, and by 2040 the world production of electricity is projected to reach about 40 trillion kWhe.2 Assuming a world population of 10 billion and an average consumption of 6,000 kWhe per year per person in 2100 the world annual production of electricity could reach 60 trillion kWhe.

    This report analyzed the potential for increasing energy efficiency and reducing greenhouse gas emissions (GHGs) in the non-residential building and the industrial sectors in India. The first two sections describe the research and analysis supporting the establishment of baseline energy consumption using a bottom up approach for the non residential sector and for the industry sector respectively. The third section covers the explanation of a modeling framework where GHG emissions are projected according to a baseline scenario and alternative scenarios that account for the implementation of cleaner technology.

The compilation was developed as a component of the Nuclear Criticality Information System (NCIS) now under development at the Lawrence Livermore National Laboratory.     As the Department of Energy (DOE) continues to remediate its lands, and to consider moving toward long-term stewardship and the development of energy parks on its industrial, remediated land, it is essential to adequately characterize the environment around such facilities to protect society, human health, and the environment. While DOE sites re considering several different land-use scenarios, all of them require adequate protection of the environment. Even if DOE lands are developed for energy parks that are mainly for industrializes sections of DOE lands that will not be remediated to residential standards, there is still the need to consider the protection of human health and the environment. We present an approach to characterization and establishment of teams that will gather the information, and integrate that information for a full range of stakeholders from technical personnel, to public policy makers, and that public. Such information is needed to establish baselines, site new energy facilities in energy parks, protect existing nuclear facilities and nuclear wastes, improve the basis for emergency planning, devise suitable monitoring schemes to ensure continued protection, provide data to track local and regional response changes, and for mitigation, remediation and decommissioning planning. We suggest that there are five categories of information or data needs, including 1) geophysical, sources, fate and transport, 2) biological systems, 3) human health, 4) stakeholder and environmental justice, and 5) societal, economic, and political. These informational needs are more expansive than the traditional site characterization, but encompass a suite of physical, biological, and societal needs to protect all aspects of human health and the environment, not just physical health. We suggest a Site Committee be established that oversees technical teams for each of the major informational categories, with appropriate representation among teams and with a broad

    Freight transportation demand is projected to grow to 27.5 billion tons in 2040, and to nearly 30.2 billion tons in 2050. This report describes the current and future demand for freight transportation in terms of tons and ton-miles of commodities moved by truck, rail, water, pipeline, and air freight carriers. It outlines the economic, logistics, transportation, and policy and regulatory factors that shape freight demand, the trends and 2050 outlook for these factors, and their anticipated effect on freight demand. After describing federal policy actions that could influence future freight demand, the report then summarizes the capabilities of available analytical models for forecasting freight demand.     Two ULC steel grades were investigated, one based on combined vanadium and titanium additions and the other based on titanium only additions. It has been established that TiC formation during interphase precipitation retards grain growth of the {l_brace}111{r_brace} texture grains during continuous annealing and hence positively affects the r value of the Ti only steel. The formation of newly formed TiC precipitates on dislocations during continuous annealing has been found to result in an increase of the yield strength in both steel grades, as the annealing temperature is increased. It is also confirmed that VC particles formed during the coiling process dissolve during the continuous annealing cycles. Suitable continuous annealing cycles can be adopted to produce high formable steels with a bake hardening potential using the beneficial effects of combined Ti-V additions.

    Purpose: The American Society of Breast Surgeons enrolled women in a registry trial to prospectively study patients treated with the MammoSite Radiation Therapy System breast brachytherapy device. The present report examined the outcomes in women aged >70 years enrolled in the trial. Methods and Materials: A total of 1,449 primary early stage breast cancers were treated in 1,440 women. Of these, 537 occurred in women >70 years old. Fisher's exact test was performed to correlate age ({<=}70 vs. >70 years) with toxicity and with cosmesis. The association of age with local recurrence (LR) failure times was investigated by fitting a parametric model. Results: Older women were less likely to develop telangiectasias than younger women (7.9% vs. 12.4%, p = 0.0083). The incidence of other toxicities was similar. Cosmesis was good or excellent in 92% of the women >70 years old. No significant difference was found in LR as a function of age. The 5-year actuarial LR rate with invasive disease for the older vs. younger population was 2.79% and 2.92%, respectively (p = 0.5780). In women >70 years with hormone-sensitive tumors {<=}2 cm who received hormonal therapy (n = 195), the 5-year actuarial rate of LR, overall survival, disease-free survival, and cause-specific survival was 2.06%, 89.3%, 87%, and 97.5%, respectively. These outcomes were similar in women who did not receive hormonal therapy. Women with small, estrogen receptor-negative disease had worse LR, overall survival, and disease-free survival compared with receptor-positive patients. Conclusions: Accelerated partial breast irradiation with the MammoSite radiation therapy system resulted in low toxicity and produced similar cosmesis and local control at 5 years in women >70 years compared with younger women. This treatment should be considered as an alternative to omitting adjuvant radiotherapy for older women with small-volume, early-stage breast cancer.

    An initial version of a Systems Dynamics (SD) modeling framework was developed for the analysis of a broad range of energy technology and policy questions. The specific question selected to demonstrate this process was 'what would be the carbon and import implications of expanding nuclear electric capacity to provide power for plug in hybrid vehicles?' Fifteen SNL SD energy models were reviewed and the US Energy and Greenhouse gas model (USEGM) and the Global Nuclear Futures model (GEFM) were identified as the basis for an initial modeling framework. A basic U.S. Transportation model was created to model U.S. fleet changes. The results of the rapid adoption scenario result in almost 40% of light duty vehicles being PHEV by 2040 which requires about 37 GWy/y of additional electricity demand, equivalent to about 25 new 1.4 GWe nuclear plants. The adoption rate of PHEVs would likely be the controlling factor in achieving the associated reduction in carbon emissions and imports.

    Purpose: To determine whether the American Society for Radiation Oncology (ASTRO) Consensus Statement (CS) recommendations for accelerated partial breast irradiation (APBI) are associated with significantly different outcomes in a pooled analysis from William Beaumont Hospital (WBH) and the American Society of Breast Surgeons (ASBrS) MammoSite Registry Trial. Methods and Materials: APBI was used to treat 2127 cases of early-stage breast cancer (WBH, n=678; ASBrS, n=1449). Three forms of APBI were used at WBH (interstitial, n=221; balloon-based, n=255; or 3-dimensional conformal radiation therapy, n=206), whereas all Registry Trial patients received balloon-based brachytherapy. Patients were divided according to the ASTRO CS into suitable (n=661, 36.5%), cautionary (n=850, 46.9%), and unsuitable (n=302, 16.7%) categories. Tumor characteristics and clinical outcomes were analyzed according to CS group. Results: The median age was 65 years (range, 32-94 years), and the median tumor size was 10.0 mm (range, 0-45 mm). The median follow-up time was 60.6 months. The WBH cohort had more node-positive disease (6.9% vs 2.6%, P<.01) and cautionary patients (49.5% vs 41.8%, P=.06). The 5-year actuarial ipsilateral breast tumor recurrence (IBTR), regional nodal failure (RNF), and distant metastasis (DM) for the whole cohort were 2.8%, 0.6%, 1.6%. The rate of IBTR was not statistically higher between suitable (2.5%), cautionary (3.3%), or unsuitable (4.6%) patients (P=.20). The nonsignificant increase in IBTR for the cautionary and unsuitable categories was due to increased elsewhere failures and new primaries (P=.04), not tumor bed recurrence (P=.93). Conclusions: Excellent outcomes after breast-conserving surgery and APBI were seen in our pooled analysis. The current ASTRO CS guidelines did not adequately differentiate patients at an increased risk of IBTR or tumor bed failure in this large patient cohort.

    Purpose: To present 5-year data on treatment efficacy, cosmetic results, and toxicities for patients enrolled on the American Society of Breast Surgeons MammoSite breast brachytherapy registry trial. Methods and Materials: A total of 1440 patients (1449 cases) with early-stage breast cancer receiving breast-conserving therapy were treated with the MammoSite device to deliver accelerated partial-breast irradiation (APBI) (34 Gy in 3.4-Gy fractions). Of 1449 cases, 1255 (87%) had invasive breast cancer (IBC) (median size, 10 mm) and 194 (13%) had ductal carcinoma in situ (DCIS) (median size, 8 mm). Median follow-up was 54 months. Results: Thirty-seven cases (2.6%) developed an ipsilateral breast tumor recurrence (IBTR), for a 5-year actuarial rate of 3.80% (3.86% for IBC and 3.39% for DCIS). Negative estrogen receptor status (p = 0.0011) was the only clinical, pathologic, or treatment-related variable associated with IBTR for patients with IBC and young age (<50 years; p = 0.0096) and positive margin status (p = 0.0126) in those with DCIS. The percentage of breasts with good/excellent cosmetic results at 60 months (n = 371) was 90.6%. Symptomatic breast seromas were reported in 13.0% of cases, and 2.3% developed fat necrosis. A subset analysis of the first 400 consecutive cases enrolled was performed (352 with IBC, 48 DCIS). With a median follow-up of 60.5 months, the 5-year actuarial rate of IBTR was 3.04%. Conclusion: Treatment efficacy, cosmesis, and toxicity 5 years after treatment with APBI using the MammoSite device are good and similar to those reported with other forms of APBI with similar follow-up.

    PurposeThese guidelines are intended for use in assessing the standard for technical success and safety in aorto-iliac percutaneous endovascular interventions.MethodsAny recommendation contained in the text comes from the highest level and extension of literature review available to date.ResultsThe success of endovascular procedures is strictly related to an accurate planning based mainly on CT- or MR-angiography. TASC II A through C lesions have an endovascular-first option Pre-procedure ASA antiplatelet therapy is advisable in all cases. The application of stents improves the immediate hemodynamic and most likely long-term clinical results. Cumulative mean complication rate is 7.51% according to the most relevant literature. Most of the complications can be managed by means of percutaneous techniques.ConclusionThe design and quality of devices, as well as the easy and accuracy of performing these procedures, have improved over the last decades, leading to the preferential treatment of aorto-iliac steno-obstructive disease via endovascular means, often as first-line therapy, with high technical success rate and low morbidity. This is mirrored by the decreasing number of patients undergoing surgical grafts over the last years with patency, limb salvage, and survival rates equivalent to open reconstruction.

Santa Fe provided an idyllic location in the southwestern United States for the attendees to enjoy technical and social sessions while soaking up the diverse culture and wonderful climate of New Mexico—The Land of Enchantment. The meeting included a large and varied group of scientists, sharing knowledge and ideas, benefitting from technical interactions, and enjoying the wonderful historic and enchanted environs of Santa Fe. Including significant number of international scientists, the meeting was attended by approximately two hundred participants. The meeting included three days of technical sessions (oral and poster presentations), three days of field trips to clay and geological sites of northern New Mexico, and a full day workshop on the stabilization of carbon by clays.     This proceedings volume is organized into seven sections that reflect the materials systems and issues of electrochemical materials R and D in batteries, fuel cells, and capacitors. The first three parts are largely devoted to lithium ion rechargeable battery materials since that electrochemical system has received much of the attention from the scientific community. Part 1 discusses cathodes for lithium ion rechargeable batteries as well as various other battery systems. Part 2 deals with electrolytes and cell stability, and Part 3 discusses anode developments, focusing on carbon and metal oxides. Part 4 focuses on another rechargeable system that has received substantial interest, nickel/metal hydride battery materials. The next two parts discuss fuel cells--Part 5 deals with Proton Exchange Membrane (PEM) fuel cells, and Part 6 discusses oxide materials for solid oxide fuel cells. The former has the benefit of operating around room temperature, whereas the latter has the benefit of operating with a more diverse (non-hydrogen) fuel source. Part 7 presents developments in electrochemical capacitors, termed Supercapacitors. These devices are receiving renewed interest and have shown substantial improvements in the past few years. In all, the results presented at this symposium gave a deeper understanding of the relationship between synthesis, properties, and performance of power source materials. Papers are processed separately for inclusion on the data base.

  14. Simulation of Coal Ash Particle Deposition Experiments (Copyright 2011, American Chemical Society)

    Existing experimental ash particle deposition measurements from the literature have been simulated using the computational fluid dynamics (CFD) discrete phase model (DPM) Lagrangian particle tracking method and an existing ash particle deposition model based on the Johnson−Kendall−Roberts (JKR) theory, in the Fluent commercial CFD code. The experimental heating tube was developed to simulate ash temperature histories in a gasifier; ash-heating temperatures ranged from 1873 to 1573 K, spanning the ash-melting temperature. The present simulations used the realizable k−ε turbulence model to compute the gas flow field and the heat transfer to a cooled steel particle impact probe and DPM particle tracking for the particle trajectories and temperatures. A user-defined function (UDF) was developed to describe particle sticking/rebounding and particle detachment on the impinged wall surface. Expressions for the ash particle Young’s modulus in the model, E, versus the particle temperature and diameter were developed by fitting to the E values that were required to match the experimental ash sticking efficiencies from several particle size cuts and ash-heating temperatures for a Japanese bituminous coal. A UDF that implemented the developed stiffness parameter equations was then used to predict the particle sticking efficiency, impact efficiency, and capture efficiency for the entire ash-heating temperature range. Frequency histogram comparisons of adhesion and rebound behavior by particle size between model and experiments showed good agreement for each of the four ash-heating temperatures. However, to apply the present particle deposition model to other coals, a similar validation process would be necessary to develop the effective Young’s modulus versus the particle diameter and temperature correlation for each new coal.

    The ACS Summer Schools in Nuclear and Radiochemistry were held at San Jose State University (SJSU) and Brookhaven National Laboratory (BNL). The Summer Schools offer undergraduate students with U.S. citizenship an opportunity to complete coursework through ACS accredited chemistry degree programs at SJSU or the State University of New York at Stony Brook (SBU). The courses include lecture and laboratory work on the fundamentals and applications of nuclear and radiochemistry. The number of students participating at each site is limited to 12, and the low student-to-instructor ratio is needed due to the intense nature of the six-week program. To broaden the students’ perspectives on nuclear science, prominent research scientists active in nuclear and/or radiochemical research participate in a Guest Lecture Series. Symposia emphasizing environmental chemistry, nuclear medicine, and career opportunities are conducted as a part of the program.

    This slim book (166 pages) shines a spotlight on pre-industrial African metallurgy, its global connections, and anthropological implications. It integrates seemingly disparate disciplines, such as history, geology, ethnography, archeology, and metallurgy, to illustrate the diversity and innovation in metallurgy across Africa and the role of metals in the rise of socio-economic inequalities and political power. The book has 7 chapters and the focus on metals as enablers of human needs and wants is evident in each chapter. The first chapter presents the context of the work and data sources. The second chapter focuses on the origin and development of mining and metallurgy in pre-industrial Africa. Chapter 3 is dedicated to the interaction of nature and culture in the process of mining. Chapter 4 deals with the transformation of the ore into metal by smelting and the sociocultural aspects of this process. Chapter 5 explores the social and cultural roles acquired by metals as a result of fabrication into objects. Chapter 6 examines the social role of metals, trade in metals, cultural contact, proto-globalization, and technology transfer. Finally, Chapter 7 draws lessons for global anthropology from the African experience. The sources of information are adequately cited and the long list of references at the end of each chapter will be a boon to researchers in this field. The author highlights the cultural aspects and social context of the adoption of metallurgy in Africa while drawing parallels between practices in pre-industrial Africa and those in other parts of the world. The book is peppered with delightful vignettes that offer insights into the process of transforming nature into culturally significant objects. For instance, African miners, like their counterparts in Nepal and Latin America, called upon deities, spirits and ancestors to mediate between nature and humans. Women had distinct roles in this process, but there were variations in these roles and in the caste status of metal workers across Africa. Taboos, rituals and magic were very much a part of the development of metallurgical technology. The smelting of metal was considered analogous to conception, gestation, and child birth. Power, fertility and metallurgy were intertwined as shown by the decoration of furnaces with female anatomical features. The book concludes with a warning against broad generalizations and stereotypes about African practices. This volume is well written and illustrated with photos, micrographs, colorful maps and illustrations that make it eminently readable.
