Wind resource assessment: San Nicolas Island, California  

DOE Green Energy (OSTI)

San Nicolas Island (SNI) is the site of the Navy Range Instrumentation Test Site which relies on an isolated diesel-powered grid for its energy needs. The island is located in the Pacific Ocean 85 miles southwest of Los Angeles, California and 65 miles south of the Naval Air Weapons Station (NAWS), Point Mugu, California. SNI is situated on the continental shelf at latitude N33{degree}14` and longitude W119{degree}27`. It is approximately 9 miles long and 3.6 miles wide and encompasses an area of 13,370 acres of land owned by the Navy in fee title. Winds on San Nicolas are prevailingly northwest and are strong most of the year. The average wind speed is 7.2 m/s (14 knots) and seasonal variation is small. The windiest months, March through July, have wind speeds averaging 8.2 m/s (16 knots). The least windy months, August through February, have wind speeds averaging 6.2 m/s (12 knots).

Hybrid energy system cost analysis: San Nicolas Island, California  

DOE Green Energy (OSTI)

This report analyzes the local wind resource and evaluates the costs and benefits of supplementing the current diesel-powered energy system on San Nicolas Island, California (SNI), with wind turbines. In Section 2.0 the SNI site, naval operations, and current energy system are described, as are the data collection and analysis procedures. Section 3.0 summarizes the wind resource data and analyses that were presented in NREL/TP 442-20231. Sections 4.0 and 5.0 present the conceptual design and cost analysis of a hybrid wind and diesel energy system on SNI, with conclusions following in Section 6. Appendix A presents summary pages of the hybrid system spreadsheet model, and Appendix B contains input and output files for the HYBRID2 program.

The United States (US) nuclear weapons program during the Cold War left a legacy of radioactive, hazardous, chemical wastes and facilities that may seriously harm the environment and people even today. Widespread public concern about the environmental pollution has created an extraordinary demand for the treatment and disposal of wastes in a manner to protect the public health and safety. The pollution abatement and environmental protection require an understanding of technical, regulatory, economic, permitting, institutional, and public policy issues. Scientists and engineers have a major role in this national effort to clean our environment, especially in developing alternative solutions and evaluation criteria and designing the necessary facilities to implement the solutions. The objective of the DOE Chair of Excellence project is to develop a high quality educational and research program in environmental engineering at North Carolina A&T State University (A&T). This project aims to increase the number of graduate and undergraduate students trained in environmental areas while developing a faculty concentrated in environmental education and research. Although A&T had a well developed environmental program prior to the Massie Chair grant, A&T's goal is to become a model of excellence in environmental engineering through the program's support. The program will provide a catalyst to enhance collaboration of faculty and students among various engineering departments to work together in a focus research area. The collaboration will be expanded to other programs at A&T. The past research focus areas include: hazardous and radioactive waste treatment and disposal fate and transport of hazardous chemicals in the environment innovative technologies for hazardous waste site remediation pollution prevention Starting from 2005, the new research focus was in the improvement of accuracy for radioactive contaminant transport models by ensemble based data assimilation. The specific objectives are to: 1). improve model accuracy for use in minimizing health and environmental risk, and 2). improve the decision making process in the selection and application of available technologies for long-term monitoring and safeguard operation at NNSA sites.

TRENDS IN AGRICULTURE PRICE DECLINES AND ANALYSIS OF THE CONDITIONALITIES IN THE DECEMBER 2008 WTO AGRICULTURE CHAIR’S TEXT SYNOPSIS

This paper begins by highlighting the frequency of price declines experienced by developing countries. It then touches on the use of the price-based Special Safeguard Provision (SSG) by developed countries. The paper then looks at the conditionalities of the WTO Agriculture Chair’s December 2008 text (TN/AG/W/4/Rev.4). These include exclusion of en route shipments from the price-based SSM coverage; the trigger and remedy, and the omission to take into account the value declines in ad valorem duties when prices drop; the cross-check; and the exclusion of preferential trade from SSM coverage. An analysis of these conditionalities is provided. Some of these clauses, if agreed upon, will severely curtail countries ’ ability to invoke the price-based SSM. In addition, once invoked, the remedies, as they are currently drafted, are not likely to be effective in shielding domestic producers from price volatilities.

In my final message as Chair of the ANS Fusion Energy Division (FED), I would like to address the following topics: the Department of Energy (DOE) FY05 Fusion Budget, the ITER status, FESAC panels, and the 16 th TOFE meeting. Fusion Budget The FED Executive Committee is very concerned about recent changes in the direction of US fusion research. We have already communicated this to all FED members as part of an ANS broadcast but I would like to summarize the situation here. As part of a change in policy regarding fusion energy related R&D, the so-called "long-range " fusion technology program has been terminated as reflected in DOE’s Office of Fusion Energy Science FY 2005 budget request. DOE has also been reducing its efforts on advanced design of fusion energy systems. Such a development will directly affect the R&D activities of many members of the ANS Fusion Energy Division. It is difficult to understand this decision to terminate the fusion nuclear technology programs given the support for fusion energy research at the highest administration levels, along with the plan for the US to join construction of the ITER device and the

Helicopters are used for maintenance of transmission lines in locations where their technical and economic advantages outweigh those of other live-line maintenance methods. Tests at EPRI's High Voltage Transmission Research Center (HVTRC) produced sparkover (critical flashover) data on maintenance work performed by a worker suspended in a bosun's chair from a helicopter. These data will ultimately be used in the National Electric Safety Code and OSHA Standards.
