    We investigate the spatial relationship between self-potential (SP), soil CO{sub 2} flux, and temperature and the mechanisms that produce SP anomalies on the flanks of Masaya volcano, Nicaragua. We measured SP, soil CO{sub 2} fluxes (<1 to 5.0 x 10{sup 4} g m{sup -2} d{sup -1}), and temperatures (26 to 80 C) within an area surrounding a normal fault, adjacent to Comalito cinder cone (2002-2003). These variables are well spatially correlated. Wavelengths of SP anomalies are {le}100 m, and high horizontal SP gradients flank the region of elevated flux and temperature. Carbon isotopic compositions of soil CO{sub 2} ({delta}{sup 13}C = -3.3 to -1.1{per_thousand}) indicate a deep gas origin. Given the presence of a deep water table (100 to 150 m), high gas flow rates, and subsurface temperatures above liquid boiling points, we suggest that rapid fluid disruption is primarily responsible for positive SP anomalies here. Concurrent measurement of SP, soil CO{sub 2} flux, and temperature may be a useful tool to monitor intrusive activity.

    Romania successfully completed the world’s first air shipment of spent nuclear fuel transported in Type B(U) casks under existing international laws and without shipment license special exceptions when the last Romanian highly enriched uranium (HEU) spent nuclear fuel was transported to the Russian Federation in June 2009. This air shipment required the design, fabrication, and licensing of special 20 foot freight containers and cask tiedown supports to transport the eighteen TUK 19 shipping casks on a Russian commercial cargo aircraft. The new equipment was certified for transport by road, rail, water, and air to provide multi modal transport capabilities for shipping research reactor spent fuel. The equipment design, safety analyses, and fabrication were performed in the Russian Federation and transport licenses were issued by both the Russian and Romanian regulatory authorities. The spent fuel was transported by truck from the VVR S research reactor to the Bucharest airport, flown by commercial cargo aircraft to the airport at Yekaterinburg, Russia, and then transported by truck to the final destination in a secure nuclear facility at Chelyabinsk, Russia. This shipment of 23.7 kg of HEU was coordinated by the Russian Research Reactor Fuel Return Program (RRRFR), as part of the U.S. Department of Energy Global Threat Reduction Initiative (GTRI), in close cooperation with the Rosatom State Atomic Energy Corporation and the International Atomic Energy Agency, and was managed in Romania by the National Commission for Nuclear Activities Control (CNCAN). This paper describes the planning, shipment preparations, equipment design, and license approvals that resulted in the safe and secure air shipment of this spent nuclear fuel.

    Romania safely air shipped 23.7 kilograms of Russian origin highly enriched uranium (HEU) spent nuclear fuel from the VVR S research reactor at Magurele, Romania, to the Russian Federation in June 2009. This was the world’s first air shipment of spent nuclear fuel transported in a Type B(U) cask under existing international laws without special exceptions for the air transport licenses. This shipment was coordinated by the Russian Research Reactor Fuel Return Program (RRRFR), part of the U.S. Department of Energy Global Threat Reduction Initiative (GTRI), in cooperation with the Romania National Commission for Nuclear Activities Control (CNCAN), the Horia Hulubei National Institute of Physics and Nuclear Engineering (IFIN-HH), and the Russian Federation State Corporation Rosatom. The shipment was transported by truck to and from the respective commercial airports in Romania and the Russian Federation and stored at a secure nuclear facility in Russia where it will be converted into low enriched uranium. With this shipment, Romania became the 3rd country under the RRRFR program and the 14th country under the GTRI program to remove all HEU. This paper describes the work, equipment, and approvals that were required to complete this spent fuel air shipment.

The Institute for Nuclear Research at Pitesti (SCN Pitesti) shipped 30.1 kg of HEU fresh fuel pellets to Dimitrovgrad, Russia and the Horia Hulubei National Institute of Physics and Nuclear Engineering (IFIN-HH) shipped 23.7 kilograms of HEU spent fuel assemblies from the VVR S research reactor at Magurele, Romania, to Chelyabinsk, Russia. Both HEU shipments were coordinated by the Russian Research Reactor Fuel Return Program (RRRFR) as part of the U.S. Department of Energy Global Threat Reduction Initiative (GTRI), were managed in Romania by the National Commission for Nuclear Activities Control (CNCAN), and were conducted in cooperation with the Russian Federation State Corporation Rosatom and the International Atomic Energy Agency.     Currently, the chemical organic industry, the petrochemical and engine fuels industry in Romania are entirely based on hydrocarbons from oil. To reduce the oil dependence of this sector and to ensure the stipulated growth rate of 8-9%, research and development programs have been set up with a view to the diversification of raw materials. In research on hydrocarbons from alcohol conversion, three process variants are known, i.e. olefins from methanol, gasolines from methanol and a combined gasolines and aromatic hydrocarbons from methanol. The Romanian process of methanol conversion to hydrocarbons is very flexible, with all the variants mentioned being carried out in the same plant by modifying the catalysts. In research on hydrocarbons from synthesis gas a modern process is being developed for gasification of brown coal in a fluidized bed, under pressure, in the presence of oxygen and water vapors. In the field of carbon oxide hydrogenation, studies have been carried out on selective Fischer-Tropsch processes in which the reaction products are high value hydrocarbon fractions.

    In this work we have made an analytical investigation by neutron activation analysis and X-ray fluorescence of a number of pieces found on the two hearths and the slag layer discovered at the Old Town Hall from Sibiu, Romania and some bells from the surrounding region of Sibiu. The elemental analyses suggest the fact that the hearths preserve traces of an activity of alloying of copper with tin for casting bells.

    In June 2009 Romania successfully completed the world’s first air shipment of highly enriched uranium (HEU) spent nuclear fuel transported in Type B(U) casks under existing international laws and without special exceptions for the air transport licenses. Special 20-foot ISO shipping containers and cask tiedown supports were designed to transport Russian TUK 19 shipping casks for the Romanian air shipment and the equipment was certified for all modes of transport, including road, rail, water, and air. In December 2009 Libya successfully used this same equipment for a second air shipment of HEU spent nuclear fuel. Both spent fuel shipments were transported by truck from the originating nuclear facilities to nearby commercial airports, were flown by commercial cargo aircraft to a commercial airport in Yekaterinburg, Russia, and then transported by truck to their final destinations at the Production Association Mayak facility in Chelyabinsk, Russia. Both air shipments were performed under the Russian Research Reactor Fuel Return Program (RRRFR) as part of the U.S. National Nuclear Security Administration (NNSA) Global Threat Reduction Initiative (GTRI). The Romania air shipment of 23.7 kg of HEU spent fuel from the VVR S research reactor was the last of three HEU fresh and spent fuel shipments under RRRFR that resulted in Romania becoming the 3rd RRRFR participating country to remove all HEU. Libya had previously completed two RRRFR shipments of HEU fresh fuel so the 5.2 kg of HEU spent fuel air shipped from the IRT 1 research reactor in December made Libya the 4th RRRFR participating country to remove all HEU. This paper describes the equipment, preparations, and license approvals required to safely and securely complete these two air shipments of spent nuclear fuel.

    Measurements of I-131 (T1/2 = 8.04 days) have been performed in IFIN-HH's underground laboratory situated in Unirea salt mine from Slanic-Prahova, Romania. The rain water samples were collected in March 27th in Brasov and March 27th and 29th in Slanic. The samples were measured using a high resolution gamma-ray spectrometer equipped with a GeHP detector having a FWHM = 1.80 keV at 1332.48 keV at the second Co-60 gammaray, and a relative efficiency of 22.8 %. The results show a specific activity of I-131 of 0.35 \\pm 0.04 Bq/dm^3 in Brasov and 0.39 \\pm 0.04 Bq/dm^3, 0.13 \\pm 0.03 Bq/dm^3 and 0.71 \\pm 0.06 Bq/dm^3 in Slanic.

    The design criteria and constraints for the development of the management strategy for radioactive waste generated from operating and decommissioning of CANDU Nuclear Units from Cernavoda NPP in Romania, present many specific aspects. The main characteristics of CANDU type waste are its high concentrations of tritium and radiocarbon. Also, the existing management strategy for radioactive waste at Cernavoda NPP provides no treatment or conditioning for radioactive waste disposal. These characteristics embodied a challenging effort, in order to select a proper strategy for radioactive waste management at present, when Romania is an EU member and a signatory country of the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management. The helping of advanced countries in radioactive waste management, directly or into the frame of the international organizations, like IAEA, become solve the aforementioned challenges at adequate level.     Since 2006 a modern laboratory has been developed by IFIN-HH in the underground of Slanic Prahova salt ore. This work presents a short review of previous scientific activities performed in the underground laboratory, in parallel with some plans for the future. A mobile detector for cosmic muon flux measurements has been set up at IFIN-HH, Romania. The device is used to measure the muon flux on different locations at the surface and underground and it consists of two detection layers, each one including four large scintillator plates. A new rotatable detector for measurements of the directional variation of the muon flux has been designed and it is presently under preliminary tests. Built from four layers of sensitive material and using for collecting the signals and directing them to the micro PMTs a new technique, through optical fibers instead wave length shifters, it allows an easy discrimination of the moun flux on the arrival directions of muons. Combining the possibility to rotate and the directionality properties, the underground muon detector is acting like a muon tomography device, being able to scan, using cosmic muons, the rock material above the detector. In parallel new detection system based on SiPM will be also installed in the following weeks. It should be composed by four layers, each layer consisting in 4 scintillator plates what we consider in the following as a module of detection. For this purpose, first two scintillator layers, with the optical fibers positioned on perpendicular directions are put in coincidence with other two layers, 1 m distance from the first two, with similar optical fiber arrangement, thus allowing reconstructing muon trajectory. It is intended also to design and construct an experimental device for the investigation of such radio antennas and the behavior of the signal in rock salt at the Slanic salt mine in Romania. Another method to detect high energy neutrinos is based on the detection of secondary particles resulting from the interaction with the salt massive. We intent to design and construct a 3D array in the underground of Slanic Prahova salt ore.

  12. Seasonal variations in the equatorial thermospheric wind measured at Arequipa, Peru

    Studies have been carried out Arequipa, Peru, of the seasonal variations in the thermospheric winds at moderate solar flux levels and geomagnetic activity. Fabry-Perot interferometer measurements of the doppler shifts in the 630.0 nm nightglow emission line from March to August 1983 and from April to October 1988 have yielded monthly-average meridional winds that are nearly zero (<50 m/s) and possible fluctuating in direction through much of the night but develop a southward flow at 50 - 100 m/s in the early and the late night from May onward. The average zonal winds are eastward throughout the night, reaching peak velocities before local midnight and then decreasing. The peak velocities increase to a maximum around the June solstice. The winds are generally stronger in 1988 than in 1983, even thought the solar EUV fluxes are comparable fro both years. Comparison of the present results with earlier satellite measurements, as embodied in the Horizontal Wind Model of Hedin et al., reveals generally satisfactory agreement at the equinox and June solstice, except for the June 1988 period. NCAR Therospheric General Circulation Model, calculated for similar solar flux levels, yields meridional and zonal wind variations which exhibit the same temporal behaviors but generally smaller values than the present measurements.

    This paper tries to determine the origin of springs on the Costa Verde beach, located in the district of Barranco, Miraflores and Magdalena, province of Lima, Peru. These springs emerge near the shoreline, from the lower layers of a 80 meter high cliff. They have survived the process of urbanization of agricultural land, started in the early 70, which decreased the water table aquifer of Lima, and wiped the water leaks from the cliffs. To identify the source of the springs, isotopic, physical, chemical and bacteriological analysis was carried out for samples from five springs. The isotopic concentrations in waters from Costa Verde springs are depleted compared to those obtained for Lima aquifer waters, which is recharged by infiltration of the Rimac River. The measured values of those concentrations suggest that water from the Costa Verde springs should come from a direct recharge in the upper and middle basin, due to infiltration of rainfall or the river at an altitude of about 3600 m.     Discordant muscovite and biotite K-Ar dates of samples taken in six transects through the Cordillera Oriental of southeast Peru and northwest Bolivia, combined with /sup 40/Ar//sup 39/Ar age spectra, reveal a northwest-trending, structurally cryptic, tectonothermal zone of late Eocene age (ca. 38 Ma) that overprints Triassic and older igneous and metamorphic rocks. The zone is at least 450 km long but is less than 25 km wide; temperatures along its northeast boundary are estimated to have reached 350/sup 0/C. No Paleogene magmatism has been recognized that could account for the thermal resetting of the K-Ar isotopic system. Uplift, erosion, and southwest-verging thrusting accompanied the development of this domain, which defined the foreland boundary of the orogen prior to inception of northeast-verging Andean thrusting in Miocene time. It is proposed that this tectonothermal zone, the Zongo-San Gaban zone (ZSGZ), which involves thrusting and basement shortening, is the southerly manifestation of the Incaic compressional deformation, which produced the thin-skinned Maranon thrust and fold belt (MTFB) north of the Abancay deflection of central Peru.

    The archaeological site Cornesti "Iarcuri" is the largest earth fortification in Romania, made out of four concentric compounds, spreading over 1780 hectares. It is known since 1700, but it had only a few small attempts of systematic research, the fortress gained interest only after the publishing of some satellite images by Google Earth. It is located in an area of high fields and it occupies three interfluves and contains two streams. Our paper contains a geomorphologic, topographic and cartographic analysis of the site in order to determine the limits, the structure, the morphology, the construction technique and the functionality of such a fortification.Our research is based on satellite image analysis, on archaeological topography, on soil, climate and vegetation analysis as a way to offer a complex image, through this interdisciplinary study of landscape archaeology.     Conversion of tropical forest to agricultural land and pasture has reduced forest extent and the provision of ecosystem services, including watershed protection, biodiversity conservation, and carbon sequestration. Forest conservation and reforestation can restore those ecosystem services. We have assessed forest species patterns, quantified deforestation and reforestation rates, and projected future baseline carbon emissions and removal in Amazon tropical rainforest at La Selva Central, Peru. The research area is a 4800 km{sup 2} buffer zone around the Parque Nacional Yanachaga-Chemillen, Bosque de Proteccion San Matias-San Carlos, and the Reserva Comunal Yanesha. A planned project for the period 2006-2035 would conserve 4000 ha of forest in a proposed 7000 ha Area de Conservacion Municipale de Chontabamba and establish 5600 ha of natural regeneration and 1400 ha of native species plantations, laid out in fajas de enriquecimiento (contour plantings), to reforest 7000 ha of agricultural land. Forest inventories of seven sites covering 22.6 ha in primary forest and 17 sites covering 16.5 ha in secondary forest measured 17,073 trees of diameter {ge} 10 cm. The 24 sites host trees of 512 species, 267 genera, and 69 families. We could not identify the family of 7% of the trees or the scientific species of 21% of the trees. Species richness is 346 in primary forest and 257 in the secondary forest. In primary forest, 90% of aboveground biomass resides in old-growth species. Conversely, in secondary forest, 66% of aboveground biomass rests in successional species. The density of trees of diameter {ge} 10 cm is 366 trees ha{sup -1} in primary forest and 533 trees ha{sup -1} in secondary forest, although the average diameter is 24 {+-} 15 cm in primary forest and 17 {+-} 8 cm in secondary forest. Using Amazon forest biomass equations and wood densities for 117 species, aboveground biomass is 240 {+-} 30 t ha{sup -1} in the primary sites and 90 {+-} 10 t ha{sup -1} in the secondary sites. Aboveground carbon density is 120 {+-} 15 t ha{sup -1} in primary forest and 40 {+-} 5 t ha{sup -1} in secondary forest. Forest stands in the secondary forest sites range in age from 10 to 42 y. Growth in biomass (t ha{sup -1}) as a function of time (y) follows the relation: biomass = 4.09-0.017 age{sup 2} (p < 0.001). Aboveground biomass and forest species richness are positively correlated (r{sup 2} = 0.59, p < 0.001). Analyses of Landsat data show that the land cover of the 3700 km{sup 2} of non-cloud areas in 1999 was: closed forest 78%; open forest 12%, low vegetation cover 4%, sparse vegetation cover 6%. Deforestation from 1987 to 1999 claimed a net 200 km{sup 2} of forest, proceeding at a rate of 0.005 y{sup -1}. Of those areas of closed forest in 1987, only 89% remained closed forest in 1999. Consequently, closed forests experienced disruption in the time period at double the rate of net deforestation. The three protected areas experienced negligible deforestation or slight reforestation. Based on 1987 forest cover, 26,000 ha are eligible for forest carbon trading under the Clean Development Mechanism, established by the Kyoto Protocol to the United Nations Framework Convention on Climate Change. Principal components analysis showed that distance to nonforest was the factor that best explained observed patterns of deforestation while distance to forest best explained observed patterns of reforestation, more significant than elevation, distance to rivers, distance to roads, slope, and distance to towns of population > 400. Aboveground carbon in live vegetation in the project area decreased from 35 million {+-} 4 million t in 1987 to 34 million {+-} 4 million t in 1999. Projected aboveground carbon in live vegetation would fall to 33 million {+-} 4 million t in 2006, 32 million {+-} 4 million t in 2011, and 29 million {+-} 3 million t in 2035. Projected net deforestation in the research area would total 13,000 {+-} 3000 ha in the period 1999-2011, proceeding at a rate of 0.003 {+-} 0.0007 y{sup -1}, and would total 33,000 {+-} 7000

    The paper presents the progress of the Decontamination Plan and Radioactive Waste Management Plan which accompanies the Decommissioning Plan for research reactor VVR-S located in Magurele, Ilfov, near Bucharest, Romania. The new variant of the Decommissioning Plan was elaborated taking into account the IAEA recommendation concerning radioactive waste management. A new feasibility study for VVR-S decommissioning was also elaborated. The preferred safe management strategy for radioactive wastes produced by reactor decommissioning is outlined. The strategy must account for reactor decommissioning, as well as rehabilitation of the existing Radioactive Waste Treatment Plant and the upgrade of the Radioactive Waste Disposal Facility at Baita-Bihor. Furthermore, the final rehabilitation of the laboratories and reusing of cleaned reactor building is envisaged. An inventory of each type of radioactive waste is presented. The proposed waste management strategy is selected in accordance with the IAEA assistance. Environmental concerns are a part of the radioactive waste management strategy. In conclusion: The current version 8 of the Draft Decommissioning Plan which include the Integrated concept of Decontamination and Decommissioning and Radwaste Management, reflects the substantial work that has been incorporated by IFIN-HH in collaboration with SITON, which has resulted in substantial improvement in document The decommissioning strategy must take into account costs for VVR-S Reactor decommissioning, as well as costs for much needed refurbishments to the radioactive waste treatment plant and the Baita-Bihor waste disposal repository. Several improvements to the Baita-Bihor repository and IFIN-HH waste treatment facility were proposed. The quantities and composition of the radioactive waste generated by VVR-S Reactor dismantling were again estimated by streams and the best demonstrated practicable processing solution was proposed. The estimated quantities of materials to be managed in the near future raise some issues that need to be solved swiftly, such as treatment of aluminum and lead and graphite management. It is envisaged that these materials to be treated to Subsidiary for Nuclear Research (SCN) Pitesti. (authors)

The National Renewable Energy Laboratory (NREL) provided technical assistance for this project. The purpose of this report is to assess the site for a possible photovoltaic (PV) system installation and estimate the cost, performance, and site impacts of different PV options.     This technical note describes a database of tidal elevation boundary condition information generated in support of the `Long-Term Fate of Dredged Material Disposed in Open Water` research of the Dredging Research Program (DRP), being conducted at the U.S. Army Engineer Waterways Experiment Station.     PREFACE The Twenty-First Workshop on Geothermal Reservoir Engineering was held at the Holiday Inn, Palo Alto on January 22-24, 1996. There were one-hundred fifty-five registered participants. Participants came from twenty foreign countries: Argentina, Austria, Canada, Costa Rica, El Salvador, France, Iceland, Indonesia, Italy, Japan, Mexico, The Netherlands, New Zealand, Nicaragua, the Philippines, Romania, Russia, Switzerland, Turkey and the UK. The performance of many geothermal reservoirs outside the United States was described in several of the papers. Professor Roland N. Horne opened the meeting and welcomed visitors. The key note speaker was Marshall Reed, who gave a brief overview of the Department of Energy's current plan. Sixty-six papers were presented in the technical sessions of the workshop. Technical papers were organized into twenty sessions concerning: reservoir assessment, modeling, geology/geochemistry, fracture modeling hot dry rock, geoscience, low enthalpy, injection, well testing, drilling, adsorption and stimulation. Session chairmen were major contributors to the workshop, and we thank: Ben Barker, Bobbie Bishop-Gollan, Tom Box, Jim Combs, John Counsil, Sabodh Garg, Malcolm Grant, Marcel0 Lippmann, Jim Lovekin, John Pritchett, Marshall Reed, Joel Renner, Subir Sanyal, Mike Shook, Alfred Truesdell and Ken Williamson. Jim Lovekin gave the post-dinner speech at the banquet and highlighted the exciting developments in the geothermal field which are taking place worldwide.     We examine community structure in time-dependent legislation cosponsorship networks in the Peruvian Congress, which we compare briefly to such networks in the United States Congress. To study these legislatures, we employ a multilayer representation of temporal networks, in which each layer connects legislators based on the similarity of their patterns for cosponsoring bills. We then use multilayer modularity maximization to detect communities. From our computations, we are able to capture power shifts in the Peruvian Congress during 2006$-$2011. For example, we observe the emergence of "opportunists", who switch from one community to another, as well as cohesive legislative communities whose initial component legislators never switch. Interestingly, many of the opportunists belonged to the group that won the majority in Congress.

    The U.S. Department of Energy, National Nuclear Security Administration (DOE/NNSA) has initiated collaborations with the national nuclear authorities of Egypt, Peru, and Romania for the purpose of advancing the commercial potential and utilization of their respective research reactors. Under its Office of International Safeguards ''Sister Laboratory'' program, DOE/NNSA has undertaken numerous technical collaborations over the past decade intended to promote peaceful applications of nuclear technology. Among these has been technical assistance in research reactor applications, such as neutron activation analysis, nuclear analysis, reactor physics, and medical radioisotope production. The current collaborations are intended to provide the subject countries with a methodology for greater commercialization of research reactor products and services. Our primary goal is the transfer of knowledge, both in administrative and technical issues, needed for the establishment of an effective business plan and utilization strategy for the continued operation of the countries' research reactors. Technical consultation, cooperation, and the information transfer provided are related to: identification, evaluation, and assessment of current research reactor capabilities for products and services; identification of opportunities for technical upgrades for new or expanded products and services; advice and consultation on research reactor upgrades and technical modifications; characterization of markets for reactor products and services; identification of competition and estimation of potential for market penetration; integration of technical constraints; estimation of cash flow streams; and case studies.

  12. International Workshops to Foster Implementation of the IAEA Additional Protocol

    A country’s adherence to the International Atomic Energy Agency’s (IAEA) Additional Protocol is an important statement to the world of that country’s commitment to nuclear nonproliferation. Without the Additional Protocol (AP) it is possible, as demonstrated in Iraq, for a country party to the Non-Proliferation Treaty (NPT) to clandestinely work toward nuclear weapons and be undetected by the IAEA. This is because classical safeguards under the NPT are directed at diversion of nuclear material from declared activities. But a country may instead build undeclared activities to produce weapons-grade nuclear material. The AP is directed at detecting those undeclared activities. As of May 2003, 73 countries had signed the AP, but only 35 have entered into force. To further adherence to the AP, the IAEA has held regional, high-level seminars in Japan, South Africa, Kazakhstan, Peru, Romania, and Malaysia to explain AP provisions. To supplement these policy-level seminars, the U.S. Department of Energy (DOE) has undertaken to develop a set of modules of technical competencies required to implement the AP. The intent is to work closely with the IAEA by providing these technical competencies to countries as well as to complement the IAEA’s regional seminars and other outreach efforts. This paper briefly describes the technical competency modules.

The strengths and weaknesses that the two EU countries have encountered can be used in order to give a more rational plan for other countries. In Italy the increase of WEEE collection was achieved in parallel with the increase of the efficiency of selective Municipal Solid Waste collection. In Romania, pilot experiences were useful to increase the awareness of the population. The different interests of the two populations towards recyclable waste led to a different scenario: in Romania all types of WEEE have been collected since its entrance into the EU; in Italy the 'interest' in recycling is typically related to large household appliances, with a secondary role of lighting equipment.

    In Central America and the Caribbean, as in many other parts of the world, military institutions are being forced to define new roles for themselves in the post-Cold War era. In recent times, developments throughout the region, including the dismantling of Panama`s military, the downsizing of the armed forces in El Salvador and Nicaragua, a call by the new Honduran president for military reform and renewed peace talks in Guatemala, suggest that the time may be ripe to reinvigorate earlier regional political organizations and to press for a new round of talks to achieve regional arms control. During the 1980s, the ideological struggle between East and West, reignited by the Nicaraguan revolution in 1979, dragged the entire region into conflicts that devastated the isthmus in terms of human lives and economic infrastructure. Indigenous struggles that had developed during the 1970s were suddenly thrust upon the international stage, becoming part of a larger drama between the superpowers. Conflicts in El Salvador, Nicaragua and Guatemala provided impetus for larger armed forces throughout the region. This growth was justified as necessary to defend the state from external intervention and the established order from internal subversion, goals which were seen as complementary.
