    This report is an overview of the energy market in four West African countries: The Ivory Coast, Morocco, Nigeria, and Senegal. We feel these countries are representative of the West African region. Together they account for 75% of the total energy use in West Africa, 78% of GDP, and 76% of population. The purpose of the study is to analyze the evolution of energy demand in the context of the general socio-economic background of the region. The study also examines energy supply and trade related to the energy sector. The analysis focuses on the study of commercial fuels. Although we have reviewed studies of wood, solar, wind, and agricultural residues, we leave out detailed discussions of these non-commercial energy forms. The first part of the report is an assessment of the trends in energy demand in the four study countries. We discuss the main factors driving energy demand sector by sector. This is followed by a review of the primary energy resources of the countries, and of the capacity for production of secondary fuels. The last section looks at energy trade, with particular emphasis on the role of the United States.

    We investigate the spatial relationship between self-potential (SP), soil CO{sub 2} flux, and temperature and the mechanisms that produce SP anomalies on the flanks of Masaya volcano, Nicaragua. We measured SP, soil CO{sub 2} fluxes (<1 to 5.0 x 10{sup 4} g m{sup -2} d{sup -1}), and temperatures (26 to 80 C) within an area surrounding a normal fault, adjacent to Comalito cinder cone (2002-2003). These variables are well spatially correlated. Wavelengths of SP anomalies are {le}100 m, and high horizontal SP gradients flank the region of elevated flux and temperature. Carbon isotopic compositions of soil CO{sub 2} ({delta}{sup 13}C = -3.3 to -1.1{per_thousand}) indicate a deep gas origin. Given the presence of a deep water table (100 to 150 m), high gas flow rates, and subsurface temperatures above liquid boiling points, we suggest that rapid fluid disruption is primarily responsible for positive SP anomalies here. Concurrent measurement of SP, soil CO{sub 2} flux, and temperature may be a useful tool to monitor intrusive activity.

    In this paper, we apply the PVGIS method for estimating the performance of the first grid-connected PV micro-power plant in Morocco. PVGIS approach provides analysis and assessment of in-site solar energy resources and predicts with good accuracy the potential of PV systems in term of electricity production. We find that annual total power generation of the micro-power is slightly higher than that initially expected at the installation stage and actually measured. The yearly predicted and measured power production values agree to about 2 %. However, individual monthly production can have larger discrepancy.

    The government of Chile has undertaken a rural electrification program to electrify 75% of the population by the year 2000. Renewable energy is considered within this program, and its application facilitated through a technical cooperation agreement between Chile`s national energy commission (CNE) and the U.S. Department of Energy. In order to introduce isolated mini-grid hybrid wind-energy systems into Chile, three pilot projects were implemented in Region IX. The goal of the pilot systems is to establish renewables as a viable option for rural electrification in the Chilean context. In this paper we report on the first six months of three pilot projects. Presented as background information are brief descriptions of the power systems, data acquisition systems, and the operation and maintenance (O&M) protocols. Analyses of loads, component performance, system operation, and balance of payments for O&M are the primary points presented. Important lessons learned and future plans are also discussed.

    Using social media archives of the 2011 Chilean student unrest and dynamic social network analysis, we study how leaders and participants use social media such as Twitter, and the Web to self-organize and communicate with each other, and thus generate one of the biggest "smart movements" in the history of Chile. In this paper we i) describe the basic network topology of the 2011 student-led social movement in Chile; ii) explore how the student leaders are connected to, and how are they seen by (a) political leaders, and (b) University authorities; iii) hypothesize about key success factors and risk variables for the Student Network Movement's organization process and sustainability over time. We contend that this social media enabled massive movement is yet another manifestation of the network era, which leverages agents' socio-technical networks, and thus accelerates how agents coordinate, mobilize resources and enact collective intelligence.

    Minimum Efficiency Performance Standards (MEPS) have been chosen as part of Chile's national energy efficiency action plan. As a first MEPS, the Ministry of Energy has decided to focus on a regulation for lighting that would ban the sale of inefficient bulbs, effectively phasing out the use of incandescent lamps. Following major economies such as the US (EISA, 2007) , the EU (Ecodesign, 2009) and Australia (AS/NZS, 2008) who planned a phase out based on minimum efficacy requirements, the Ministry of Energy has undertaken the impact analysis of a MEPS on the residential lighting sector. Fundacion Chile (FC) and Lawrence Berkeley National Laboratory (LBNL) collaborated with the Ministry of Energy and the National Energy Efficiency Program (Programa Pais de Eficiencia Energetica, or PPEE) in order to produce a techno-economic analysis of this future policy measure. LBNL has developed for CLASP (CLASP, 2007) a spreadsheet tool called the Policy Analysis Modeling System (PAMS) that allows for evaluation of costs and benefits at the consumer level but also a wide range of impacts at the national level, such as energy savings, net present value of savings, greenhouse gas (CO2) emission reductions and avoided capacity generation due to a specific policy. Because historically Chile has followed European schemes in energy efficiency programs (test procedures, labelling program definitions), we take the Ecodesign commission regulation No 244/2009 as a starting point when defining our phase out program, which means a tiered phase out based on minimum efficacy per lumen category. The following data were collected in order to perform the techno-economic analysis: (1) Retail prices, efficiency and wattage category in the current market, (2) Usage data (hours of lamp use per day), and (3) Stock data, penetration of efficient lamps in the market. Using these data, PAMS calculates the costs and benefits of efficiency standards from two distinct but related perspectives: (1) The Life-Cycle Cost (LCC) calculation examines costs and benefits from the perspective of the individual household; and (2) The National Perspective projects the total national costs and benefits including both financial benefits, and energy savings and environmental benefits.     In humans, ingested inorganic arsenic is metabolized to monomethylarsenic (MMA) then to dimethylarsenic (DMA), although this process is not complete in most people. The trivalent form of MMA is highly toxic in vitro and previous studies have identified associations between the proportion of urinary arsenic as MMA (%MMA) and several arsenic-related diseases. To date, however, relatively little is known about its role in lung cancer, the most common cause of arsenic-related death, or about its impacts on people drinking water with lower arsenic concentrations (e.g., < 200 ?g/L). In this study, urinary arsenic metabolites were measured in 94 lung and 117 bladder cancer cases and 347 population-based controls from areas in northern Chile with a wide range of drinking water arsenic concentrations. Lung cancer odds ratios adjusted for age, sex, and smoking by increasing tertiles of %MMA were 1.00, 1.91 (95% confidence interval (CI), 0.99–3.67), and 3.26 (1.76–6.04) (p-trend < 0.001). Corresponding odds ratios for bladder cancer were 1.00, 1.81 (1.06–3.11), and 2.02 (1.15–3.54) (p-trend < 0.001). In analyses confined to subjects only with arsenic water concentrations < 200 ?g/L (median = 60 ?g/L), lung and bladder cancer odds ratios for subjects in the upper tertile of %MMA compared to subjects in the lower two tertiles were 2.48 (1.08–5.68) and 2.37 (1.01–5.57), respectively. Overall, these findings provide evidence that inter-individual differences in arsenic metabolism may be an important risk factor for arsenic-related lung cancer, and may play a role in cancer risks among people exposed to relatively low arsenic water concentrations. - Highlights: • Urine arsenic metabolites were measured in cancer cases and controls from Chile. • Higher urine %MMA values were associated with increased lung and bladder cancer. • %MMA-cancer associations were seen at drinking water arsenic levels < 200 ?g/L.

    We present deep optical 18-medium-band photometry from the Subaru telescope over the {approx}30' x 30' Extended Chandra Deep Field-South, as part of the Multiwavelength Survey by Yale-Chile (MUSYC). This field has a wealth of ground- and space-based ancillary data, and contains the GOODS-South field and the Hubble Ultra Deep Field. We combine the Subaru imaging with existing UBVRIzJHK and Spitzer IRAC images to create a uniform catalog. Detecting sources in the MUSYC 'BVR' image we find {approx}40,000 galaxies with R {sub AB} < 25.3, the median 5{sigma} limit of the 18 medium bands. Photometric redshifts are determined using the EAzY code and compared to {approx}2000 spectroscopic redshifts in this field. The medium-band filters provide very accurate redshifts for the (bright) subset of galaxies with spectroscopic redshifts, particularly at 0.1 < z < 1.2 and at z {approx}> 3.5. For 0.1 < z < 1.2, we find a 1{sigma} scatter in {Delta}z/(1 + z) of 0.007, similar to results obtained with a similar filter set in the COSMOS field. As a demonstration of the data quality, we show that the red sequence and blue cloud can be cleanly identified in rest-frame color-magnitude diagrams at 0.1 < z < 1.2. We find that {approx}20% of the red sequence galaxies show evidence of dust emission at longer rest-frame wavelengths. The reduced images, photometric catalog, and photometric redshifts are provided through the public MUSYC Web site.

    The sources and sinks of [sup 210]Pb to Concepcion Bay waters were evaluated to discern the relative importance of the main removal and supply mechanisms of this radionuclide to the waters of Concepcion Bay. The main inputs of [sup 210]Pb are the atmospheric supply and the advection of offshore upwelling waters. The atmospheric input was measured in precipitation using a collector and inventories of excess [sup 210]Pb in Rocuant and Raqui marsh sediments. The average atmospheric supply of [sup 210]Pb for Concepcion area is about 0.3 dpm cm[sup [minus]2] yr[sup [minus]1]. The advective input from upwelling varies from 0.6 [+-] 1.3 to 2.1 [+-] 2.0 dpm cm[sup [minus]2] yr[sup [minus]1]. [sup 210]Pb is removed efficiently from the water column as shelf water with high [sup 210]Pb content crosses the continental shelf off Concepcion Bay, with [sup 210]Pb/[sup 226]Ra activity ratios decreasing by a factor of 3 to 4 before reaching the interior of the bay. This is coincident with an increase of suspended matter concentration towards inside the bay. The main removal of [sup 210]Pb from Concepcion Bay waters is deposition in sediments. There is an increase of the [sup 210]Pb inventories toward the bay entrance excess (by a factor of 2) and outside the bay sediments (by a factor of 7). This pattern can be explained by an increase of mixing of sediments by the benthic infauna and enhanced removal of [sup 210]Pb from the water column by particles near the bay mouth. Mass balance calculations are included. The residence time of [sup 210]Pb with respect to removal from water column is estimated to be 17 to 43 days. The results of this research indicate that [sup 210]Pb and probably other similar particle-reactive contaminants (such as heavy metals) are retained and redistributed inside the bay by circulation, resuspension and biological mixing.

Ongoing and new initiatives with significant industry involvement include: Project INDEPTH (Interdisciplinary Deep Profiling of Tibet and the Himalayas), a multinational effort to delineate deep structure across the type example of active continent-continent collision. 300 km of deep reflection profiling was collected across the Himalaya: and southern Tibet Plateau in 1992 and 1994. CAP (Cornell Andes Project), a long-standing interdisciplinary effort to understand the structure and evolution of the Andes, with a focus on Argentina, Chile and Bolivia. A deep reflection profile is tentatively planned for 1997. Intra-plate Orogeny in the Middle East and North Africa is the focus of multidisciplinary regional syntheses of existing seismic reflection and other databases in Syria (Palmyrides)and Morocco (Atlas), with an emphasis on reactivation and inversion tectonics. Project URSEIS (Urals Reflection Seismic Experiment and Integrated Studies) is a collaboration with EUROPROBE to collect 500 km of vibroseis and dynamite deep reflection profiling across the southern Urals in 1995. Project CRATON, an element in COCORP`s systematic exploration of the continental US, is a nascent multi-disciplinary effort to understand the buried craton of the central US and the basins built upon it. Global Basins Research Network (GBRN) is a diversified observational and computational effort to image and model the movement of pore fluids in detail and on a regional scale for a producing oil structure in the Gulf of Mexico.

    Petroleum rights in the 6 North African countries (Algeria, Egypt, Libya, Morocco, Sudan, and Tunisia) covered in this paper were 1,839,817 km/sup 2/ at the end of 1985, a decrease of 3% from the 1,896,446 km/sup 2/ held at the end of 1984. This decrease mainly is due to significant relinquishments made in Algeria, Egypt, and Tunisia. Morocco, however, had an increase of 18,087 km/sup 2/. Oil discoveries were reported in Algeria (possibly 5), Libya (at least 2), and Egypt (16). Only 1 gas find was made (in Morocco). According to sparse information, development drilling may have decreased markedly during 1985. Oil and condensate production increased by 3.1% to approximately 3,054,000 b/d compared to about 2,963,400 b/d in 1984. No statistics are currently available on gas production in North Africa. 8 figures, 27 tables.
