    SciTech Connect (OSTI)

Dirks, James A.; Gorrissen, Willy J.

    2011-11-30

As the relationship between the national building stock and various global energy issues becomes a greater concern, it has been deemed necessary to develop a system of predicting the energy consumption of large groups of buildings. Ideally this system is to take advantage of the most advanced energy simulation software available, be able to execute runs quickly, and provide concise and useful results at a level of detail that meets the users needs without inundating them with data. The resulting methodology that was developed allows the user to quickly develop and execute energy simulations of many buildings simultaneously, taking advantage of parallel processing to greatly reduce total simulation times. The result of these simulations can then be rapidly condensed and presented in a useful and intuitive manner.

  5. Computer simulation of coal preparation plants. Part 2. User's manual. Final report

    SciTech Connect (OSTI)

    Gottfried, B.S.; Tierney, J.W.

    1985-12-01

This report describes a comprehensive computer program that allows the user to simulate the performance of realistic coal preparation plants. The program is very flexible in the sense that it can accommodate any particular plant configuration that may be of interest. This allows the user to compare the performance of different plant configurations and to determine the impact of various modes of operation with the same configuration. In addition, the program can be used to assess the degree of cleaning obtained with different coal feeds for a given plant configuration and a given mode of operation. Use of the simulator requires that the user specify the appearance of the plant configuration, the plant operating conditions, and a description of the coal feed. The simulator will then determine the flowrates within the plant, and a description of each flowrate (i.e., the weight distribution, percent ash, pyritic sulfur and total sulfur, moisture, and Btu content). The simulation program has been written in modular form using the Fortran language. It can be implemented on a great many different types of computers, ranging from large scientific mainframes to IBM-type personal computers with a fixed disk. Some customization may be required, however, to ensure compatibility with the features of Fortran available on a particular computer. Part I of this report contains a general description of the methods used to carry out the simulation. Each of the major types of units is described separately, in addition to a description of the overall system analysis. Part II is intended as a user's manual. It contains a listing of the mainframe version of the program, instructions for its use (on both a mainframe and a microcomputer), and output for a representative sample problem.

    SciTech Connect (OSTI)

    Chang, Ming-Ming; Gao, Hong W.

    1993-10-01

PC-GEL is a three-dimensional, three-phase (oil, water, and gas) permeability modification simulator developed by incorporating an in-situ gelation model into a black oil simulator (BOAST) for personal computer application. The features included in the simulator are: transport of each chemical species of the polymer/crosslinker system in porous media, gelation reaction kinetics of the polymer with crosslinking agents, rheology of the polymer and gel, inaccessible pore volume to macromolecules, adsorption of chemical species on rock surfaces, retention of gel on the rock matrix, and permeability reduction caused by the adsorption of polymer and gel. The in-situ gelation model and simulator were validated against data reported in the literature. The simulator PC-GEL is useful for simulating and optimizing any combination of primary production, waterflooding, polymer flooding, and permeability modification treatments. A general background of permeability modification using crosslinked polymer gels is given in Section I and the governing equations, mechanisms, and numerical solutions of PC-GEL are given in Section II. Steps for preparing an input data file with reservoir and gel-chemical transport data, and recurrent data are described in Sections III and IV, respectively. Example data inputs are enclosed after explanations of each input line to help the user prepare data files. Major items of the output files are reviewed in Section V. Finally, three sample problems for running PC-GEL are described in Section VI, and input files and part of the output files of these problems are listed in the appendices. For the user`s reference a copy of the source code of PC-GEL computer program is attached in Appendix A.

This system was developed by Rockwell Power Services for the Los Alamos National Laboratory. It is based upon the LARC (Los Alamos Radiometry Code, also by Rockwell), and uses a similar command structure and 3d coordinate system as LARC. At present OSIRIS runs on the Cray I computer under the CTSS operating s stem, and is stored in the OSIRIS root directory on LANL CTSS mass storage.

  10. User manual for IOSYM: an input-oriented simulation language for continuous systems

    SciTech Connect (OSTI)

    Polito, J.

    1981-03-01

IOSYM is an extension of the GASP IV simulation language. It permits systems which are sequences of continuous processes to be modeled graphically. Normally the system can be described by data input only. The language permits stochastic sequencing and termination criteria for processes and allows crossing conditions for ending operations that are more general than GASP IV. Extensive capability exists for conditional branching and logical modification of the network. IOSYM has been used to model the cost of geothermal drilling where the various costly processes of drilling are represented by IOSYM operations. The language is much more general, however, since it retains most of GASP IV's discrete event capabilities and permits easy modeling of continuous processes.

Kobos, Peter Holmes; Roach, Jesse Dillon; Klise, Geoffrey Taylor; Heath, Jason E.; Dewers, Thomas A.; Gutierrez, Karen A.; Malczynski, Leonard A.; Borns, David James; McNemar, Andrea

    2014-01-01

The Water, Energy, and Carbon Sequestration Simulation Model (WECSsim) is a national dynamic simulation model that calculates and assesses capturing, transporting, and storing CO2 in deep saline formations from all coal and natural gas-fired power plants in the U.S. An overarching capability of WECSsim is to also account for simultaneous CO2 injection and water extraction within the same geological saline formation. Extracting, treating, and using these saline waters to cool the power plant is one way to develop more value from using saline formations as CO2 storage locations. WECSsim allows for both one-to-one comparisons of a single power plant to a single saline formation along with the ability to develop a national CO2 storage supply curve and related national assessments for these formations. This report summarizes the scope, structure, and methodology of WECSsim along with a few key results. Developing WECSsim from a small scoping study to the full national-scale modeling effort took approximately 5 years. This report represents the culmination of that effort. The key findings from the WECSsim model indicate the U.S. has several decades' worth of storage for CO2 in saline formations when managed appropriately. Competition for subsurface storage capacity, intrastate flows of CO2 and water, and a supportive regulatory environment all play a key role as to the performance and cost profile across the range from a single power plant to all coal and natural gas-based plants' ability to store CO2. The overall system's cost to capture, transport, and store CO2 for the national assessment range from $74 to $208 / tonne stored ($96 to 272 / tonne avoided) for the first 25 to 50% of the 1126 power plants to between $1,585 to well beyond $2,000 / tonne stored ($2,040 to well beyond $2,000 / tonne avoided) for the remaining 75 to 100% of the plants. The latter range, while extremely

    SciTech Connect (OSTI)

Moridis, George; Moridis, George J.; Kowalsky, Michael B.; Pruess, Karsten

    2008-03-01

TOUGH+HYDRATE v1.0 is a new code for the simulation of the behavior of hydrate-bearing geologic systems. By solving the coupled equations of mass and heat balance, TOUGH+HYDRATE can model the non-isothermal gas release, phase behavior and flow of fluids and heat under conditions typical of common natural CH{sub 4}-hydrate deposits (i.e., in the permafrost and in deep ocean sediments) in complex geological media at any scale (from laboratory to reservoir) at which Darcy's law is valid. TOUGH+HYDRATE v1.0 includes both an equilibrium and a kinetic model of hydrate formation and dissociation. The model accounts for heat and up to four mass components, i.e., water, CH{sub 4}, hydrate, and water-soluble inhibitors such as salts or alcohols. These are partitioned among four possible phases (gas phase, liquid phase, ice phase and hydrate phase). Hydrate dissociation or formation, phase changes and the corresponding thermal effects are fully described, as are the effects of inhibitors. The model can describe all possible hydrate dissociation mechanisms, i.e., depressurization, thermal stimulation, salting-out effects and inhibitor-induced effects. TOUGH+HYDRATE is the first member of TOUGH+, the successor to the TOUGH2 [Pruess et al., 1991] family of codes for multi-component, multiphase fluid and heat flow developed at the Lawrence Berkeley National Laboratory. It is written in standard FORTRAN 95, and can be run on any computational platform (workstation, PC, Macintosh) for which such compilers are available.

MELCOR is a fully integrated, engineering-level computer code that models the progression of severe accidents in light water reactor nuclear power plants. MELCOR is being developed at Sandia National Laboratories for the U.S. Nuclear Regulatory Commission as a second-generation plant risk assessment tool and the successor to the Source Term Code Package. A broad spectrum of severe accident phenomena in both boiling and pressurized water reactors is treated in MELCOR in a unified framework. These include: thermal-hydraulic response in the reactor coolant system, reactor cavity, containment, and confinement buildings; core heatup, degradation, and relocation; core-concrete attack; hydrogen production, transport, and combustion; fission product release and transport; and the impact of engineered safety features on thermal-hydraulic and radionuclide behavior. Current uses of MELCOR include estimation of severe accident source terms and their sensitivities and uncertainties in a variety of applications. This publication of the MELCOR computer code manuals corresponds to MELCOR 1.8.3, released to users in August, 1994. Volume 1 contains a primer that describes MELCOR`s phenomenological scope, organization (by package), and documentation. The remainder of Volume 1 contains the MELCOR Users Guides, which provide the input instructions and guidelines for each package. Volume 2 contains the MELCOR Reference Manuals, which describe the phenomenological models that have been implemented in each package.

  18. Automated manual transmission controller

    DOE Patents [OSTI]

Lawrie, Robert E.; Reed, Jr., Richard G.; Bernier, David R.

    1999-12-28

A powertrain system for a hybrid vehicle. The hybrid vehicle includes a heat engine, such as a diesel engine, and an electric machine, which operates as both an electric motor and an alternator, to power the vehicle. The hybrid vehicle also includes a manual-style transmission configured to operate as an automatic transmission from the perspective of the driver. The engine and the electric machine drive an input shaft which in turn drives an output shaft of the transmission. In addition to driving the transmission, the electric machine regulates the speed of the input shaft in order to synchronize the input shaft during either an upshift or downshift of the transmission by either decreasing or increasing the speed of the input shaft. When decreasing the speed of the input shaft, the electric motor functions as an alternator to produce electrical energy which may be stored by a storage device. Operation of the transmission is controlled by a transmission controller which receives input signals and generates output signals to control shift and clutch motors to effect smooth launch, upshift shifts, and downshifts of the transmission, so that the transmission functions substantially as an automatic transmission from the perspective of the driver, while internally substantially functioning as a manual transmission.

In an evaluation of the Department of Energy (DOE) Occupational Safety and Health programs for government-owned contractor-operated (GOCO) activities, the Department of Labor`s Occupational Safety and Health Administration (OSHA) recommended a technical information exchange program. The intent was to share written safety and health programs, plans, training manuals, and materials within the entire DOE community. The OSH Technical Reference (OTR) helps support the secretary`s response to the OSHA finding by providing a one-stop resource and referral for technical information that relates to safe operations and practice. It also serves as a technical information exchange tool to reference DOE-wide materials pertinent to specific safety topics and, with some modification, as a training aid. The OTR bridges the gap between general safety documents and very specific requirements documents. It is tailored to the DOE community and incorporates DOE field experience.

    2015-10-19

Sierra/SD provides a massively parallel implementation of structural dynamics finite element analysis, required for high fidelity, validated models used in modal, vibration, static and shock analysis of structural systems. This manual describes the theory behind many of the constructs in Sierra/SD. For a more detailed description of how to use Sierra/SD , we refer the reader to Sierra/SD, User's Notes . Many of the constructs in Sierra/SD are pulled directly from published material. Where possible, these materials are referenced herein. However, certain functions in Sierra/SD are specific to our implementation. We try to be far more complete in those areas. The theory manual was developed from several sources including general notes, a programmer notes manual, the user's notes and of course the material in the open literature. This page intentionally left blank.

This user's manual documents the capabilities and functions of the Enhanced Logistics Intratheater Support Tool (ELIST) software application. Steps for using the Expanded Time Phase Force Deployment Data (ETPFDD) Editor (ETEdit), which is included in ELIST but is also a stand-alone software application, are contained in a separate document. ELIST is a discrete event simulation tool developed for use by military planners in both the continental United States (CONUS) and outside the continental United States (OCONUS). It simulates the reception, staging, onward movement, and integration (RSOI) of military personnel and equipment from all services within, between, or among countries. ELIST not only runs a simulation, but it also provides the capability to edit asset sets, networks, and scenarios. These capabilities show how various changes can affect the outcome of a simulation. Further, ELIST incorporates topographic maps on which the network is displayed. The system also allows planners to simulate scenarios at the vehicle level. Prior to the implementation of ELIST, planners were able to simulate military deployment from the point of departure (origin) to the point of arrival in the theater (the port of debarkation). Since the development and implementation of ELIST, however, planners can simulate military deployment from the point of departure (airport or seaport), through the staging area, through the theater-staging base, to the final destination. A typical scenario might be set up to transport personnel and cargo to a location by aircraft or ship. Upon arrival at the airport or seaport, the cargo would be sent to a staging area where it would be set up and transferred to a vehicle, or in the case of petroleum, oil, and lubricants (POL), a pipeline. The vehicle then would transport the cargo to the theater-staging base where it would ''marry up'' with the main body of personnel. From this point, the cargo and the main body would be transported to the final

    2015-10-01

RAVEN is a generic software framework to perform parametric and probabilistic analysis based on the response of complex system codes. The initial development was aimed to provide dynamic risk analysis capabilities to the Thermo-Hydraulic code RELAP-7, currently under development at the Idaho National Laboratory (INL). Although the initial goal has been fully accomplished, RAVEN is now a multi-purpose probabilistic and uncertainty quantification platform, capable to agnostically communicate with any system code. This agnosticism includes providing Application Programming Interfaces (APIs). These APIs are used to allow RAVEN to interact with any code as long as all the parameters that need to be perturbed are accessible by inputs files or via python interfaces. RAVEN is capable of investigating the system response, and investigating the input space using Monte Carlo, Grid, or Latin Hyper Cube sampling schemes, but its strength is focused toward system feature discovery, such as limit surfaces, separating regions of the input space leading to system failure, using dynamic supervised learning techniques. The development of RAVEN has started in 2012, when, within the Nuclear Energy Advanced Modeling and Simulation (NEAMS) program, the need to provide a modern risk evaluation framework became stronger. RAVEN principal assignment is to provide the necessary software and algorithms in order to employ the concept developed by the Risk Informed Safety Margin Characterization (RISMC) program. RISMC is one of the pathways defined within the Light Water Reactor Sustainability (LWRS) program. In the RISMC approach, the goal is not just the individuation of the frequency of an event potentially leading to a system failure, but the closeness (or not) to key safety-related events. Hence, the approach is interested in identifying and increasing the safety margins related to those events. A safety margin is a numerical value quantifying the probability that a safety metric (e.g. for

  2. Vegetation Change Analysis User's Manual

    SciTech Connect (OSTI)

    D. J. Hansen; W. K. Ostler

    2002-10-01

Approximately 70 percent of all U.S. military training lands are located in arid and semi-arid areas. Training activities in such areas frequently adversely affect vegetation, damaging plants and reducing the resilience of vegetation to recover once disturbed. Fugitive dust resulting from a loss of vegetation creates additional problems for human health, increasing accidents due to decreased visibility, and increasing maintenance costs for roads, vehicles, and equipment. Diagnostic techniques are needed to identify thresholds of sustainable military use. A cooperative effort among U.S. Department of Energy, U.S. Department of Defense, and selected university scientists was undertaken to focus on developing new techniques for monitoring and mitigating military impacts in arid lands. This manual focuses on the development of new monitoring techniques that have been implemented at Fort Irwin, California. New mitigation techniques are described in a separate companion manual. This User's Manual is designed to address diagnostic capabilities needed to distinguish between various degrees of sustainable and nonsustainable impacts due to military training and testing and habitat-disturbing activities in desert ecosystems. Techniques described here focus on the use of high-resolution imagery and the application of image-processing techniques developed primarily for medical research. A discussion is provided about the measurement of plant biomass and shrub canopy cover in arid. lands using conventional methods. Both semiquantitative methods and quantitative methods are discussed and reference to current literature is provided. A background about the use of digital imagery to measure vegetation is presented.

    DOE Patents [OSTI]

Lawrie, Robert E.; Reed, Jr., Richard G.; Rausen, David J.

    1999-11-30

    2012-01-01

The High Temperature Gas-Cooler Reactor (HTGR) Cost Model was developed at the Idaho National Laboratory for the Next Generation Nuclear Plant Project. The HTGR Cost Model calculates an estimate of the capital costs, annual operating and maintenance costs, and decommissioning costs for a high-temperature gas-cooled reactor. The user can generate these costs for multiple reactor outlet temperatures; with and without power cycles, including either a Brayton or Rankine cycle; for the demonstration plant, first of a kind, or nth of a kind project phases; for a single or four-pack configuration; and for a reactor size of 350 or 600 MWt. This users manual contains the mathematical models and operating instructions for the HTGR Cost Model. Instructions, screenshots, and examples are provided to guide the user through the HTGR Cost Model. This model was design for users who are familiar with the HTGR design and Excel. Modification of the HTGR Cost Model should only be performed by users familiar with Excel and Visual Basic.

Many public power systems have initiated home energy audit programs in response to the requests of their consumers. The manual provides smaller public power systems with the information and specific skills needed to design and develop a program of residential energy audits. The program is based on the following precepts: locally owned public systems are the best, and in many cases the only agencies available to organize and coordinate energy conservation programs in many smaller communities; consumers' rights to energy conservation information and assistance should not hinge on the size of the utility that serves them; in the short run, public power systems of all sizes should offer residential energy conservation assistance to their consumers, because such assistance is desirable, necessary, and in the public interest; and in the long run, such programs will complement national energy goals and will produce economic benefits for both consumers and the public power system. A detailed description of home audit program planning, organization, and management are given. (MCW)

    1991-01-01

The Wheeling and Transmission Manual addresses the key issues involved in the debate: the need for coordination, the extent to which access should be permitted, various pricing methodologies which might be employed, obstacles to the addition of new transmission capacity, and contractual matters which should be considered in negotiations between the parties. As one shall see, these matters are all interrelated and the resolution of any of them may affect the outcome of the others. The Manual is designed to give an overview of the issues involved. It is not intended exclusively for the expert engineer or attorney, although both might benefit from it. Rather, the Manual was written with the objective of providing decisionmakers and policymakers with detailed, timely and understandable materials to evaluate the specific circumstances affecting their companies. Each chapter of the book is indexed separately.

    SciTech Connect (OSTI)

    Larson, D.E.; Watrous, R.A.; Kruger, O.L.

    1996-03-01

A key element of the Hanford waste management strategy is the construction of a new facility, the Hanford Waste Vitrification Plant (HWVP), to vitrify existing and future liquid high-level waste produced by defense activities at the Hanford Site. The HWVP mission is to vitrify pretreated waste in borosilicate glass, cast the glass into stainless steel canisters, and store the canisters at the Hanford Site until they are shipped to a federal geological repository. The HWVP Technical Manual (Manual) documents the technical bases of the current HWVP process and provides a physical description of the related equipment and the plant. The immediate purpose of the document is to provide the technical bases for preparation of project baseline documents that will be used to direct the Title 1 and Title 2 design by the A/E, Fluor. The content of the Manual is organized in the following manner. Chapter 1.0 contains the background and context within which the HWVP was designed. Chapter 2.0 describes the site, plant, equipment and supporting services and provides the context for application of the process information in the Manual. Chapter 3.0 provides plant feed and product requirements, which are primary process bases for plant operation. Chapter 4.0 summarizes the technology for each plant process. Chapter 5.0 describes the engineering principles for designing major types of HWVP equipment. Chapter 6.0 describes the general safety aspects of the plant and process to assist in safe and prudent facility operation. Chapter 7.0 includes a description of the waste form qualification program and data. Chapter 8.0 indicates the current status of quality assurance requirements for the Manual. The Appendices provide data that are too extensive to be placed in the main text, such as extensive tables and sets of figures. The Manual is a revision of the 1987 version.

    SciTech Connect (OSTI)

    Not Available

    1994-08-01

This manual prescribes the Department of Energy (DOE) safety rules used to implement the DOE safety policy for operations involving explosives. This manual is applicable to all DOE facilities engaged in operations of development, manufacturing, handling, storage, transportation, processing, or testing of explosives, pyrotechnics and propellants, or assemblies containing these materials. The standards of this manual deal with the operations involving explosives, pyrotechnics and propellants, and the safe management of such operations. The design of all new explosives facilities shall conform to the requirements established in this manual and implemented in DOE 6430.1A, ``General Design Criteria Manual.`` It is not intended that existing physical facilities be changed arbitrarily to comply with these provisions, except as required by law. Existing facilities that do not comply with these standards may continue to be used for the balance of their functional life, as long as the current operation presents no significantly greater risk than that assumed when the facility was originally designed and it can be demonstrated clearly that a modification to bring the facility into compliance is not feasible. However, in the case of a major renovation, the facility must be brought into compliance with current standards. The standards are presented as either mandatory or advisory. Mandatory standards, denoted by the words ``shall,`` ``must,`` or ``will,`` are requirements that must be followed unless written authority for deviation is granted as an exemption by the DOE. Advisory standards denoted by ``should`` or ``may`` are standards that may be deviated from with a waiver granted by facility management.

    2015-10-01

NetMOD ( Net work M onitoring for O ptimal D etection) is a Java-based software package for conducting simulation of seismic, hydracoustic, and infrasonic networks. Specifically, NetMOD simulates the detection capabilities of monitoring networks. Network simulations have long been used to study network resilience to station outages and to determine where additional stations are needed to reduce monitoring thresholds. NetMOD makes use of geophysical models to determine the source characteristics, signal attenuation along the path between the source and station, and the performance and noise properties of the station. These geophysical models are combined to simulate the relative amplitudes of signal and noise that are observed at each of the stations. From these signal-to-noise ratios (SNR), the probability of detection can be computed given a detection threshold. This manual describes how to configure and operate NetMOD to perform detection simulations. In addition, NetMOD is distributed with simulation datasets for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) International Monitoring System (IMS) seismic, hydroacoustic, and infrasonic networks for the purpose of demonstrating NetMOD's capabilities and providing user training. The tutorial sections of this manual use this dataset when describing how to perform the steps involved when running a simulation. ACKNOWLEDGEMENTS We would like to thank the reviewers of this document for their contributions.

    McLendon, T.; Redente, E.F.

    1997-02-01

The purpose of this manual is to provide guidance and general guidelines for the revegetation of remediation waste sites and other disturbed areas on the Hanford Site. Specific revegetation plans will be developed using guidance from this manual. Locations, resources, and funding will dictate the specific revegetation design at each disturbed area. Disturbances have occurred to some of the ecological communities of the Hanford Site. Many of these disturbances are the result of operations of the Hanford Site, including Comprehensive Environmental Response, Compensation, and Liability Act of 1980 waste sites on small portions of the Hanford Site. There were, however, extensive disturbances to the native vegetation prior to operations of the facility. These resulted from cultivation, grazing, fire, and the introduction of exotics. Revegetation planning must take into account these early disturbances, as well as the later ones.

    1983-03-01

This report provides a theoretical manual for DYNA3D, a vectorized explicit three-dimensional finite element code for analyzing the large deformation dynamic response of inelastic solids. A contact-impact algorithm that permits gaps and sliding along material interfaces is described. By a specialization of this algorithm, such interfaces can be rigidly tied to admit variable zoning without the need of transition regions. Spatial discretization is achieved by the use of 8-node solid elements, and the equations-of-motion are integrated by the central difference method. DYNA3D is operational on the CRAY-1 and CDC7600 computers.

  4. DYNA3D example problem manual

    SciTech Connect (OSTI)

    Lovejoy, S.C.; Whirley, R.G.

    1990-10-10

This manual describes in detail the solution of ten example problems using the explicit nonlinear finite element code DYNA3D. The sample problems include solid, shell, and beam element types, and a variety of linear and nonlinear material models. For each example, there is first an engineering description of the physical problem to be studied. Next, the analytical techniques incorporated in the model are discussed and key features of DYNA3D are highlighted. INGRID commands used to generate the mesh are listed, and sample plots from the DYNA3D analysis are given. Finally, there is a description of the TAURUS post-processing commands used to generate the plots of the solution. This set of example problems is useful in verifying the installation of DYNA3D on a new computer system. In addition, these documented analyses illustrate the application of DYNA3D to a variety of engineering problems, and thus this manual should be helpful to new analysts getting started with DYNA3D. 7 refs., 56 figs., 9 tabs.

There is also a short section covering the limited system care and maintenance needs. Descriptions of the included software packages, the DRCT Digital Imager used for system operation, and the DRCT Image Processing Interface used for image viewing and tomographic data reconstruction are given in the appendixes. The appendixes also include a cheat sheet for more experienced users, a listing of known system problems and how to mitigate them, and an inventory check-off sheet suitable for copying and including with the machine for shipment purposes.

  6. Competition analysis: a manual for energy policymakers

    SciTech Connect (OSTI)

    Field, H.R.

    1982-01-01

The purpose of this manual is to provide government energy policymakers an understanding of the role of competition in policy formation. It is intended to benefit primarily those with little or no knowledge of antitrust law or the economics of industrial organization. The focus will be primarily upon the dynamic questions relating to the impact of alternative governmental policies on competition in the affected industries rather than the more classic competitive question - is this industry competitive. This manual is oriented strongly toward market-based solutions to economic problems. This orientation is based not only upon extensive and well recognized economic theory supporting the efficiency of the market, but equally upon extensive observations of situations where government intervention fails to solve the particular economic problem or does so only with very large and usually unanticipated costs to society. The conclusion drawn from these practical situations is that the most successful governmental solutions are those that use the incentives of the marketplace to accomplish the desired goals to the largest extent possible, even in those cases where genuine market failure occurs.

  7. Automated manual transmission mode selection controller

    DOE Patents [OSTI]

    Lawrie, Robert E.

    1999-11-09

  9. TAP 3, Training Program Support Manual

    SciTech Connect (OSTI)

    Not Available

    1991-07-01

Training programs at DOE facilities should provide well-trained, qualified personnel to safely and efficiently operate the facilities in accordance with DOE requirements. A need has been identified for guidance regarding analysis, design, development, implementation, and evaluation of consistent and reliable performance-based training programs. Accreditation of training programs at Category A reactors and high-hazard and selected moderate-hazard nonreactor nuclear facilities will assure consistent, appropriate, and cost-effective training of personnel responsible for the operation, maintenance, and technical support of these facilities. Training programs that are designed and based on systematically determined job requirements, instead of subjective estimation of trainee needs, yield training activities that are consistent and develop or improve knowledge, skills, and abilities that can be directly related to the work setting. Because the training is job-related, the content of these programs more efficiently and effectively meets the needs of the employee. Besides a better trained work force, a greater level of operational reactor safety can be realized. This manual is intended to provide an overview of the accreditation process and a brief description of the elements necessary to construct and maintain training programs that are based on the requirements of the job. Two companion manuals provide additional information to assist contractors in their efforts to accredit training programs.

  10. Reference Manual for the System Advisor Model's Wind Power Performance Model

    SciTech Connect (OSTI)

    Freeman, J.; Jorgenson, J.; Gilman, P.; Ferguson, T.

    2014-08-01

This manual describes the National Renewable Energy Laboratory's System Advisor Model (SAM) wind power performance model. The model calculates the hourly electrical output of a single wind turbine or of a wind farm. The wind power performance model requires information about the wind resource, wind turbine specifications, wind farm layout (if applicable), and costs. In SAM, the performance model can be coupled to one of the financial models to calculate economic metrics for residential, commercial, or utility-scale wind projects. This manual describes the algorithms used by the wind power performance model, which is available in the SAM user interface and as part of the SAM Simulation Core (SSC) library, and is intended to supplement the user documentation that comes with the software.
