    In June 2004 the U.S. Nuclear Regulatory Commission (NRC) amended its fire protection requirements to permit existing nuclear power reactor licensees to voluntarily adopt fire protection requirements contained in National Fire Protection Association (NFPA) Standard 805. NFPA 805 is a performance-based standard for nuclear power plant fire protection that is an alternative to the deterministic, prescriptive fire protection requirements, such as 10 CFR 50 Appendix R, that was issued in 1980. One aspect of implementing NFPA 805 is that the licensee adopts the performance goals, objectives, and criteria for nuclear safety specified in the Standard. These goals, objectives, and criteria can be met through the implementation of deterministic approaches or performance-based approaches, including engineering analyses, probabilistic risk assessment, and fire modeling. Licensees voluntarily adopting the fire protection requirements in NFPA 805 must submit a license amendment request (LAR) to the NRC. The LAR provides the new proposed fire protection licensing basis, including the methodology and results of required evaluations and analyses that show how the NFPA 805 performance criteria are met. As of August 2014, licensees have submitted LARs for 26 nuclear power plants, representing 42 nuclear reactor units. Of these, 7 nuclear power plants, representing 10 nuclear reactor units, have been issued a safety evaluation (SE) by the NRC approving transition of their fire protection licensing basis to one that complies with NFPA 805. Pacific Northwest National Laboratory (PNNL) supports the NRC staff’s technical review of the LARs in the areas of fundamental fire protection, safe shutdown analysis, and Probabilistic Risk Assessment (PRA). PNNL, of course, cannot speak for the nuclear industry and its choice of implementation strategies or the NRC staff’s assessment of the approaches being taken to adopt NFPA 805.     The revision of National Fire Protection Association (NFPA) Standard 31 for the year 2000 offers an opportunity to update the Appendix which currently offers recommendations for basic metal relining of masonry chimneys up to and including 25 feet. The paper discusses the proposed update of the existing recommendations to include flexible (rough) metal liners. In addition, the discussion addresses the inclusion of additional information for unlined (non-conforming), lined (conforming to NFPA 211) masonary chimneys, insulated metal chimneys, chimney heights beyond what are now published, as well as power venting both forced and induced draft. Included in the paper is a discussion of the existing Oil Heat Vent Analysis Program (OHVAP Version 3.0) and issues that need resolution to make it a better vent system model.

    On December 14, 2010, the National Fire Protection Association (NFPA) issued a new national code for hydrogen technologies - NFPA 2 Hydrogen Technologies Code - which covers critical applications and operations such as hydrogen dispensing, production, and storage. The new code consolidates existing hydrogen-related NFPA codes and standards requirements into a single document and also introduces new requirements. This consolidation makes it easier for users to prepare code-compliant permit applications and to review/approve these applications. The National Renewable Energy Laboratory helped support the development of NFPA 2 on behalf of the U.S. Department of Energy Fuel Cell Technologies Program.

    Department of Energy (DOE) Orders and National Fire Protection Association (NFPA) Codes and Standards require fire suppression in gloveboxes. Several potential solutions have been and are currently being considered at Los Alamos National Laboratory (LANL). The objective is to provide reliable, minimally invasive, and seismically robust fire suppression capable of extinguishing Class A, B, and C fires; achieve compliance with DOE and NFPA requirements; and provide value-added improvements to fire safety in gloveboxes. This report provides a brief summary of current approaches and also documents the successful fire tests conducted to prove that one approach, specifically Fire Foe{trademark} tubes, is capable of achieving the requirement to provide reliable fire protection in gloveboxes in a cost-effective manner.

    This Wildland Fire Management Plan (FMP) for Brookhaven National Lab (BNL) updates the 2003 plan incorporating changes necessary to comply with DOE Order 450.1 and DOE P 450.4, Federal Wildland Fire Management Policy and Program Review; Wildland and Prescribed Fire Management Policy and implementation Procedures Reference Guide. This current plan incorporates changes since the original draft of the FMP that result from new policies on the national level. This update also removes references and dependence on the U.S. Fish & Wildlife Service and Department of the Interior, fully transitioning Wildland Fire Management responsibilities to BNL. The Department of Energy policy for managing wildland fires requires that all areas, managed by the DOE and/or its various contractors, that can sustain fire must have a FMP that details fire management guidelines for operational procedures associated with wild fire, operational, and prescribed fires. Fire management plans provide guidance on fire preparedness, fire prevention, wildfire suppression, and the use of controlled, 'prescribed' fires and mechanical means to control the amount of available combustible material. Values reflected in the BNL Wildland FMP include protecting life and public safety; Lab properties, structures and improvements; cultural and historical sites; neighboring private and public properties; and endangered, threatened, and species of concern. Other values supported by the plan include the enhancement of fire-dependent ecosystems at BNL. This FMP will be reviewed periodically to ensure the fire program advances and evolves with the missions of the DOE and BNL. This Fire Management Plan is presented in a format that coverers all aspects specified by DOE guidance documents which are based on the national template for fire management plans adopted under the National Fire Plan. The DOE is one of the signatory agencies on the National Fire Plan. This FMP is to be used and implemented for the entire BNL site

    The development of this Standard reflects the fact that national consensus standards and other design criteria do not comprehensively or, in some cases, adequately address fire protection issues at DOE facilities. This Standard provides supplemental fire protection guidance applicable to the design and construction of DOE facilities and site features (such as water distribution systems) that are also provided for fire protection. It is intended to be used in conjunction with the applicable building code, National Fire Protection Association (NFPA) Codes and Standards, and any other applicable DOE construction criteria. This Standard replaces certain mandatory fire protection requirements that were formerly in DOE 5480.7A, ``Fire Protection``, and DOE 6430.1A, ``General Design Criteria``. It also contains the fire protection guidelines from two (now canceled) draft standards: ``Glove Box Fire Protection`` and ``Filter Plenum Fire Protection``. (Note: This Standard does not supersede the requirements of DOE 5480.7A and DOE 6430.1A where these DOE Orders are currently applicable under existing contracts.) This Standard, along with the criteria delineated in Section 3, constitutes the basic criteria for satisfying DOE fire and life safety objectives for the design and construction or renovation of DOE facilities.

    The Department of Energy's Los Alamos National Laboratory (Los Alamos) maintains some of the Nation's most important national security assets, including nuclear materials. Many of Los Alamos' facilities are located in close proximity to one another, are occupied by large numbers of contract and Federal employees, and support activities ranging from nuclear weapons design to science-related activities. Safeguarding against fires, regardless of origin, is essential to protecting employees, surrounding communities, and national security assets. On June 1, 2006, Los Alamos National Security, LLC (LANS), became the managing and operating contractor for Los Alamos, under contract with the Department's National Nuclear Security Administration (NNSA). In preparation for assuming its management responsibilities at Los Alamos, LANS conducted walk-downs of the Laboratory's facilities to identify pre-existing deficiencies that could give rise to liability, obligation, loss or damage. The walk-downs, which identified 812 pre-existing fire protection deficiencies, were conducted by subject matter professionals, including fire protection experts. While the Los Alamos Site Office has overall responsibility for the effectiveness of the fire protection program, LANS, as the Laboratory's operating contractor, has a major, day-to-day role in minimizing fire-related risks. The issue of fire protection at Los Alamos is more than theoretical. In May 2000, the 'Cerro Grande' fire burned about 43,000 acres, including 7,700 acres of Laboratory property. Due to the risk posed by fire to the Laboratory's facilities, workforce, and surrounding communities, we initiated this audit to determine whether pre-existing fire protection deficiencies had been addressed.     The DOE policy for managing wildland fires requires that all areas managed by DOE and/or Its various contractors which can sustain fire must have a FMP that details fire management guidelines for operational procedures associated with wildland fire, operational, and prescribed fires. FMPs provide guidance on fire preparedness, fire prevention, wildfire suppression, and the use of controlled ''prescribed'' fires and mechanical means to control the amount of available combustible material. Values reflected in the BNL Wildland FMP include protecting life and public safety; Lab properties, structures and improvements; cultural and historical sites; neighboring private and public properties; and endangered, threatened, and species of concern. Other values supported by the plan include the enhancement of fire-dependent ecosystems at BNL. The plan will be reviewed periodically to ensure fire program advances and will evolve with the missions of DOE and BNL.

    The decade of the 90s saw an average of 106,000 wildland fires each year, resulting in an average yearly loss of 3.7 million acres across the United States. The total number of acres burned during the past decade exceeded 36 million acres (about 57 thousand square miles). This is an area about the size of the state of Iowa. The impact from wildland fires on federal lands came to the nations attention in May of 2000, when the "Cerro Grande" fire near Los Alamos, New Mexico burned 47,650 acres while destroying 235 structures. Firefighting activities for federal agencies alone exceeded 1.3 billion dollars in 2000. The dollar amount spent on firefighting does not approach the dollars lost in terms of timber resources, homes, and wildlife habitat. Following several fires on U. S. Department of Energy lands, the Deputy Secretary of Energy placed a moratorium on "prescribed burns" in June 2000. From 1994 to 2000, about 130,000 acres of the INEEL (or the Site) and several hundred thousand acres of surrounding Bureau of Land Management lands burned on the Snake River Plain of southeast Idaho. The fires on the INEEL threatened facilities and exposed soils to wind erosion, resulting in severe dust storms, affecting operations and creating traffic hazards for weeks. Most of the acreage burned on the Site between 1994 and 2000 is recovering well. With the exception of sagebrush, most native plant species are recovering. However, cheatgrass, a non-native species is a component. In isolated areas, cheatgrass and other annual non-native weeds are dominant. If this situation persists and the Site does not change the way it manages wildland fires, and there is no intervention to reduce cheatgrass and manage for sagebrush, the Site may transition from sagebrush steppe to cheatgrass. This would have cascading effects not only on wildland fires management, but also on wildlife and on their habitat.     As a result of a DOE (Tiger Team) Technical Safety Appraisal (November 1990) of the Radiochemical Engineering Development Center (REDC), ORNL Building 7920, a number of fire protection concerns were identified. The primary concern was the perceived loss of ventilation system containment due to the thermal destruction and/or breaching of the prefilters and/or high-efficiency particulate air filters (HEPA `s) and the resultant radioactive release to the external environment. The following report describes the results of an extensive fire test program performed by the Fire Research Discipline (FRD) of the Special Projects Division of Lawrence Livermore National Lab (LLNL) and funded by ORNL to address these concerns. Full scale mock-ups of a REDC hot cell tank pit, adjacent cubicle pit, and associated ventilation system were constructed at LLNL and 13 fire experiments were conducted to specifically answer the questions raised by the Tiger Team. Our primary test plan was to characterize the burning of a catastrophic solvent spill (kerosene) of 40 liters and its effect on the containment ventilation system prefilters and HEPA filters. In conjunction with ORNL and Lockwood Greene we developed a test matrix that assessed the fire performance of the prefilters and HEPA filters; evaluated the fire response of the fiber reinforced plastic (FRP) epoxy ventilation duct work; the response and effectiveness of the fire protection system, the effect of fire in a cubicle on the vessel off-gas (VOG) elbow, and other fire safety questions.

    Ambient air sampling for radioactive air contaminants was continued throughout the Cerro Grande fire that burned part of Los Alamos National Laboratory. During the fire, samples were collected more frequently than normal because buildup of smoke particles on the filters was decreasing the air flow. Overall, actual sampling time was 96% of the total possible sampling time for the May 2000 samples. To evaluate potential human exposure to air contaminants, the samples were analyzed as soon as possible and for additional specific radionuclides. Analyses showed that the smoke from the fire included resuspended radon decay products that had been accumulating for many years on the vegetation and the forest floor that burned. Concentrations of plutonium, americium, and depleted uranium were also measurable, but at locations and concentrations comparable to non-fire periods. A continuous particulate matter sampler measured concentrations that exceeded the National Ambient Air Quality Standard for PM-10 (particles less than 10 micrometers in diameter). These high concentrations were caused by smoke from the fire when it was close to the sampler.

    The Savannah River Site (SRS) has been safely operated since its beginning in the early 1950`s with an effective, highly successful program of fire prevention. However, in the mid 1980`s the Department of Energy directed the site to identify and install fire protection measure in addition to the reliance on prevention. To address the site needs, independent fire protection surveys were conducted by Factory Mutual Research Corporation and Professional Loss Control, Inc. in 1986 and 1987.     Several of the ten production Modules in Building 707 at the Department of Energy Rocky Flats Plant recently underwent an alteration which can adversely affect the performance of the installed automatic fire sprinkler systems. The Modules have an approximate floor to ceiling height of 17.5 ft. The alterations involved removing the drop ceilings in the Modules which had been at a height of 12 ft above the floor. The sprinkler systems were originally installed with the sprinkler heads located below the drop ceiling in accordance with the nationally recognized NFPA 13, Standard for the Installation of Automatic Sprinkler Systems. The ceiling removal affects the sprinkler`s response time and also violates NFPA 13. The scope of this study included evaluation of the feasibility of utilizing heat collectors to reduce the delays in sprinkler response created by the removal of the drop ceilings. The study also includes evaluation of substituting quick response sprinklers for the standard sprinklers currently in place, in combination with a heat collector.

    Fires can be considered a causal chain-of-events in which the growth and spread of fire may cause damage and injury if it is rapid enough to overcome the barriers placed in its way. Fire tests for fire resistance of the barriers can be used in a quantitative risk assessment. The fire growth and spread is modelled in a State Transition Model (STM). The fire barriers are presented as part of the Fire Protection Model (FPM) which is based on a portion of the NFPA Decision Tree. An Emergency Equivalent Network is introduced to couple the Fire Growth Model (FGM) and the FPM so that the spread of fire beyond the room-of-origin can be computed. An example is presented in which a specific building floor plan is analyzed to obtain the shortest expected time for fire to spread between two points. To obtain the probability and time for each link in the network, data from the results of fire tests were used. These results were found to be lacking and new standards giving better data are advocated.

  17. Cerro Grande Fire Impact to Water Quality and Stream Flow near Los Alamos National Laboratory: Results of Four Years of Monitoring

    In May 2000, the Cerro Grande fire burned about 7400 acres of mixed conifer forest on the Los Alamos National Laboratory (LANL), and much of the 10,000 acres of mountainside draining onto LANL was severely burned. The resulting burned landscapes raised concerns of increased storm runoff and transport of contaminants by runoff in the canyons traversing LANL. The first storms after the fire produced runoff peaks that were more than 200 times greater than prefire levels. Total runoff volume for the year 2000 increased 50% over prefire years, despite a decline in total precipitation of 13% below normal and a general decrease in the number of monsoonal thunderstorms. The majority of runoff in 2000 occurred in the canyons at LANL south of Pueblo Canyon (70%), where the highest runoff volume occurred in Water Canyon and the peak discharge occurred in Pajarito Canyon. This report describes the observed effects of the Cerro Grande fire and related environmental impacts to watersheds at and near Los Alamos National Laboratory (LANL) for the first four runoff seasons after the fire, from 2000 through 2003. Spatial and temporal trends in radiological and chemical constituents that were identified as being associated with the Cerro Grande fire and those that were identified as being associated with historic LANL discharges are evaluated with regard to impacts to the Rio Grande and area reservoirs downstream of LANL. The results of environmental sampling performed by LANL, the New Mexico Environment Department (NMED), and U.S. Geological Survey (USGS) after the Cerro Grande fire are included in the evaluation. Effects are described for storm runoff, baseflow, stream sediments, and area regional reservoir sediment.

    Field mice (mostly Peromyscus spp.) were collected at two open-detonation (high explosive) firing sites - Minie at Technical Area (TA) 36 and Point 6 at TA-39 - at Los Alamos National Laboratory in August of 2010 and in February of 2011 for chemical analysis. Samples of whole body field mice from both sites were analyzed for target analyte list elements (mostly metals), dioxin/furans, polychlorinated biphenyl congeners, high explosives, and perchlorate. In addition, uranium isotopes were analyzed in a composite sample collected from TA-36 Minie. In general, all constituents, with the exception of lead at TA-39 Point 6, in whole body field mice samples collected from these two open-detonation firing sites were either not detected or they were detected below regional statistical reference levels (99% confidence level), biota dose screening levels, and/or soil ecological chemical screening levels. The amount of lead in field mice tissue collected from TA-39 Point 6 was higher than regional background, and some lead levels in the soil were higher than the ecological screening level for the field mouse; however, these levels are not expected to affect the viability of the populations over the site as a whole.

    The K Basin were constructed in the early 1950`s with a 20 year design life. The K Basins are currently in their third design life and are serving as a near term storage facility for irradiated N Reactor fuel until an interim fuel storage solution can be implemented. In April 1994, Project W-405, K Basin Essential Systems Recovery, was established to address (among other things) the immediate fire protection needs of the 100K Area. A Fire Barrier Evaluation was performed for the wall between the active and inactive areas of the 105KE and 105KW buildings. This evaluation concludes that the wall is capable of being upgraded to provide an equivalent level of fire resistance as a qualified barrier having a fire resistance rating of 2 hours. The Fire Protection Task is one of four separate Tasks included within the scope of Project W405, K Basin Essential systems Recovery. The other three Tasks are the Water Distribution System Task, the Electrical System Task, and the Maintenance Shop/Support Facility Task.     This revision of the LLNL Fire Protection Baseline Needs Assessment (BNA) was prepared by John A. Sharry, LLNL Fire Marshal and LLNL Division Leader for Fire Protection and reviewed by Martin Gresho, Sandia/CA Fire Marshal. The document follows and expands upon the format and contents of the DOE Model Fire Protection Baseline Capabilities Assessment document contained on the DOE Fire Protection Web Site, but only address emergency response. The original LLNL BNA was created on April 23, 1997 as a means of collecting all requirements concerning emergency response capabilities at LLNL (including response to emergencies at Sandia/CA) into one BNA document. The original BNA documented the basis for emergency response, emergency personnel staffing, and emergency response equipment over the years. The BNA has been updated and reissued five times since in 1998, 1999, 2000, 2002, and 2004. A significant format change was performed in the 2004 update of the BNA in that it was 'zero based.' Starting with the requirement documents, the 2004 BNA evaluated the requirements, and determined minimum needs without regard to previous evaluations. This 2010 update maintains the same basic format and requirements as the 2004 BNA. In this 2010 BNA, as in the previous BNA, the document has been intentionally divided into two separate documents - the needs assessment (1) and the compliance assessment (2). The needs assessment will be referred to as the BNA and the compliance assessment will be referred to as the BNA Compliance Assessment. The primary driver for separation is that the needs assessment identifies the detailed applicable regulations (primarily NFPA Standards) for emergency response capabilities based on the hazards present at LLNL and Sandia/CA and the geographical location of the facilities. The needs assessment also identifies areas where the modification of the requirements in the applicable NFPA standards is appropriate, due to the improved fire protection provided, the

    The Rhinehart (aka Winchester) Tire Fire Site is located near the town of Winchester in Frederick County, Virginia. In October 1983, a fire was started in the tires disposed of on the site. Hot oil was released from the melting and pyrolysis of the tires. This oil made its way to Massey Run, a nearby surface water body. The fire was brought under control within a few days, but continued to smolder for six months. The migration of the oil and the residue from the fire have contaminated the site. The site is of potential public health concern because of the risk to human health resulting from possible exposure to hazardous substances at concentrations that may result in adverse human health effects. Human exposure to heavy metals, polynuclear aromatic hydrocarbons and volatile organic compounds may occur via ingestion, inhalation and dermal absorption of contaminated groundwater, surface water, sediments and soils.

    This document presents a framework for discussing issues and building consensus towards use of fire modeling and risk technology in nuclear power plant fire protection program implementation. The plan describes a three-phase approach: development of core technologies, implementation of methods, and finally, case studies and pilot applications to verify viability of such methods. The core technologies are defined as fire modeling, fire and system tests, use of operational data, and system and risk techniques. The implementation phase addresses the programmatic issues involved in implementing a risk-informed/performance-based approach in an integrated approach with risk/performance measures. The programmatic elements include: (1) a relationship with fire codes and standards development as defined by the ongoing effort of NFPA for development of performance-based standards; (2) the ability for NRC to undertake inspection and enforcement; and (3) the benefit to utilities in terms of cost versus safety. The case studies are intended to demonstrate applicability of single issue resolution while pilot applications are intended to check the applicability of the integrated program as a whole.

    Fire is an important threat to the safety of transportation systems. Therefore, understanding the effects of fire (and its interaction with materials) on transportation systems is crucial to quantifying and mitigating the impact of fire on the safety of those systems. Research and development directed toward improving the fire safety of transportation systems must address a broad range of phenomena and technologies, including: crash dynamics, fuel dispersion, fire environment characterization, material characterization, and system/cargo thermal response modeling. In addition, if the goal of the work is an assessment and/or reduction of risk due to fires, probabilistic risk assessment technology is also required. The research currently underway at Sandia National Laboratories in each of these areas is summarized in this paper.

    The Central Training Academy (CTA) is a DOE Headquarters Organization located in Albuquerque, New Mexico, with the mission to effectively and efficiently educate and train personnel involved in the protection of vital national security interests of DOE. The CTA Live Fire Range (LFR), where most of the firearms and tactical training occurs, is a complex separate from the main campus. The purpose of the proposed action is to expand the LFR to allow more options of implementing required training. The Department of Energy has prepared this Environmental Assessment (EA) for the proposed construction and operation of an expanded Live Fire Range Facility at the Central Training Academy in Albuquerque, New Mexico. Based on the analysis in the EA, DOE has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, the preparation of an environmental impact statement is not required and DOE is issuing this Finding of No Significant Impact (FONSI).

    Cyber friendly fire (FF) is a new concept that has been brought to the attention of Department of Defense (DoD) stakeholders through two workshops that were planned and conducted by the Air Force Research Laboratory (AFRL) and research conducted for AFRL by the Pacific Northwest National Laboratory. With this previous work in mind, we offer a definition of cyber FF as intentional offensive or defensive cyber/electronic actions intended to protect cyber systems against enemy forces or to attack enemy cyber systems, which unintentionally harms the mission effectiveness of friendly or neutral forces. Just as with combat friendly fire, a fundamental need in avoiding cyber FF is to maintain situation awareness (SA). We suggest that cyber SA concerns knowledge of a system's topology (connectedness and relationships of the nodes in a system), and critical knowledge elements such as the characteristics and vulnerabilities of the components that comprise the system (and that populate the nodes), the nature of the activities or work performed, and the available defensive (and offensive) countermeasures that may be applied to thwart network attacks. A training implication is to raise awareness and understanding of these critical knowledge units; an approach to decision aids and/or visualizations is to focus on supporting these critical knowledge units. To study cyber FF, we developed an unclassified security test range comprising a combination of virtual and physical devices that present a closed network for testing, simulation, and evaluation. This network offers services found on a production network without the associated costs of a real production network. Containing enough detail to appear realistic, this virtual and physical environment can be customized to represent different configurations. For our purposes, the test range was configured to appear as an Internet-connected Managed Service Provider (MSP) offering specialized web applications to the general public. The
