    Several cryogenic targets must be injected each second into a reaction chamber. Required target speed is about 100 m/s. Required accuracy of the driver beams on target is a few hundred micrometers. Fuel strength is calculated to allow acceleration in excess of 10,000 m/s{sup 2} if the fuel temperature is less than 17 K. A 0.1 {mu}m thick dual membrane will allow nearly 2,000 m/s{sup 2} acceleration. Acceleration is gradually increased and decreased over a few membrane oscillation periods (a few ms), to avoid added stress from vibrations which could otherwise cause a factor of two decrease in allowed acceleration. Movable shielding allows multiple targets to be in flight toward the reaction chamber at once while minimizing neutron heating of subsequent targets. The use of multiple injectors is recommended for redundancy which increases availability and allows a higher pulse rate. Gas gun, rail gun, induction accelerator, and electrostatic accelerator target injection devices are studied, and compared. A gas gun is the preferred device for indirect-drive targets due to its simplicity and proven reliability. With the gas gun, the amount of gas required for each target (about 10 to 100 mg) is acceptable. A revolver loading mechanism is recommended with a cam operated poppet valve to control the gas flow. Cutting vents near the muzzle of the gas gun barrel is recommended to improve accuracy and aid gas pumping. If a railgun is used, we recommend an externally applied magnetic field to reduce required current by an order of magnitude. Optical target tracking is recommended. Up/down counters are suggested to predict target arrival time. Target steering is shown to be feasible and would avoid the need to actively point the beams. Calculations show that induced tumble from electrostatically steering the target is not excessive.

    During the past few decades, wave energy has received significant attention among all ocean energy formats. Industry has proposed hundreds of prototypes such as an oscillating water column, a point absorber, an overtopping system, and a bottom-hinged system. In particular, many researchers have focused on modeling the floating-point absorber as the technology to extract wave energy. Several modeling methods have been used such as the analytical method, the boundary-integral equation method, the Navier-Stokes equations method, and the empirical method. However, no standardized method has been decided. To assist the development of wave energy conversion technologies, this report reviews the methods for modeling the floating-point absorber.

    The Bonneville Power Administration (BPA) has decided to offer contract terms for interconnection of 250 megawatts (MW) of power to be generated by the proposed Windy Point Wind Energy Project (Wind Project) into the Federal Columbia River Transmission System (FCRTS). Windy Point Partners, LLC (WPP) propose to construct and operate the proposed Wind Project and has requested interconnection to the FCRTS. The Wind Project will be interconnected at BPA's Rock Creek Substation, which is under construction in Klickitat County, Washington. The Rock Creek Substation will provide transmission access for the Wind Project to BPA's Wautoma-John Day No.1 500-kilovolt (kV) transmission line. BPA's decision to offer terms to interconnect the Wind Project is consistent with BPA's Business Plan Final Environmental Impact Statement (BP EIS) (DOE/EIS-0183, June 1995), and the Business Plan Record of Decision (BP ROD, August 15, 1995). This decision thus is tiered to the BP ROD.

    The extraction of energy from ocean waves has gained interest in recent years. The floating-point absorber (FPA) is one of the most promising devices among a wide variety of wave energy conversion technologies. Early theoretical studies mainly focused on understanding the hydrodynamics of the system and on predicting the maximum power that could be extracted by a heaving body. These studies evolve from the investigation of floating-body interactions in offshore engineering and naval architecture disciplines. To our best knowledge, no systematic study has been reported about the investigation of the power generation performance of an FPA with a close-to-commercial design. A series of experimental tests was conducted to investigate the power extraction performance of an FPA system.

    A method for detecting point mutations in DNA using a fluorescently labeled oligomeric probe and Forster resonance energy transfer (FRET) is disclosed. The selected probe is initially labeled at each end with a fluorescence dye, which act together as a donor/acceptor pair for FRET. The fluorescence emission from the dyes changes dramatically from the duplex stage, wherein the probe is hybridized to the complementary strand of DNA, to the single strand stage, when the probe is melted to become detached from the DNA. The change in fluorescence is caused by the dyes coming into closer proximity after melting occurs and the probe becomes detached from the DNA strand. The change in fluorescence emission as a function of temperature is used to calculate the melting temperature of the complex or T.sub.m. In the case where there is a base mismatch between the probe and the DNA strand, indicating a point mutation, the T.sub.m has been found to be significantly lower than the T.sub.m for a perfectly match probelstand duplex. The present invention allows for the detection of the existence and magnitude of T.sub.m, which allows for the quick and accurate detection of a point mutation in the DNA strand and, in some applications, the determination of the approximate location of the mutation within the sequence.

    Abstract: Isotopic substitution of muonium for hydrogen provides an unparalleled opportunity to deepen our understanding of quantum mass effects on chemical reactions. A recent topical review [Aldegunde et al., Mol. Phys. 111, 3169 (2013)] of the thermal and vibrationally-stateselected reaction of Mu with H2 raises a number of issues that are addressed here. We show that some earlier quantum mechanical calculations of the Mu + H2 reaction, which are highlighted in this review and which have been used to benchmark approximate methods, are in error by as much as 19% in the low-temperature limit. We demonstrate that an approximate treatment of the BornOppenheimer diagonal correction that was used in some recent studies is not valid for treating the vibrationally-state-selected reaction. We also discuss why vibrationally adiabatic potentials that neglect bend zero-point energy are not a useful analytical tool for understanding reaction rates and why vibrationally nonadiabatic transitions cannot be understood by considering tunneling through vibrationally adiabatic potentials. Finally, we present calculations on a hierarchical family of potential energy surfaces to assess the sensitivity of rate constants to the quality of the potential surface.

    The historically high cost of crude oil price is stimulating research into solar (green) energy as an alternative energy source. In general, applications with large solar energy output require a maximum power point tracking (MPPT) algorithm to optimize the power generated by the photovoltaic effect. This work aims to provide a stand-alone solution for solar energy applications by integrating a DC/DC buck converter to a newly developed quadratic MPPT algorithm along with its appropriate software and hardware. The quadratic MPPT method utilizes three previously used duty cycles with their corresponding power outputs. It approaches the maximum value by using a second order polynomial formula, which converges faster than the existing MPPT algorithm. The hardware implementation takes advantage of the real-time controller system from National Instruments, USA. Experimental results have shown that the proposed solar mechatronics system can correctly and effectively track the maximum power point without any difficulties. (author)

    Examining photochemical processes in solution requires understanding the solvent effects on the potential energy profiles near conical intersections (CIs). For that purpose, the CI point in solution is determined as the crossing between nonequilibrium free energy surfaces. In this work, the nonequilibrium free energy is described using the combined method of linear-response free energy and collinear spin-flip time-dependent density functional theory. The proposed approach reveals the solvent effects on the CI geometries of stilbene in an acetonitrile solution and those of thymine in water. Polar acetonitrile decreases the energy difference between the twisted minimum and twisted-pyramidalized CI of stilbene. For thymine in water, the hydrogen bond formation stabilizes significantly the CI puckered at the carbonyl carbon atom. The result is consistent with the recent simulation showing that the reaction path via this geometry is open in water. Therefore, the present method is a promising way of identifying the free-energy crossing points that play an essential role in photochemistry of solvated molecules.

    Present knowledge of QCD n-point functions of Wilson lines at high energies is rather limited. In practical applications, it is therefore customary to factorize higher n-point functions into products of two-point functions (dipoles) which satisfy the Balitsky-Kovchegov-evolution equation. We employ the Jalilian-Marian-Iancu-McLerran-Weigert-Leonidov-Kovner formalism to derive explicit evolution equations for the 4- and 6-point functions of fundamental Wilson lines and show that if the Gaussian approximation is carried out before the rapidity evolution step is taken, then many leading order N{sub c} contributions are missed. Our evolution equations could specifically be used to improve calculations of forward dijet angular correlations, recently measured by the STAR Collaboration in deuteron-gold collisions at the RHIC collider. Forward dijets in proton-proton collisions at the LHC probe QCD evolution at even smaller light-cone momentum fractions. Such correlations may provide insight into genuine differences between the Jalilian-Marian-Iancu-McLerran-Weigert-Leonidov-Kovner and Balitsky-Kovchegov approaches.

    A benchmark calculation of the atomization energy of the 'simple' organic molecule C2H6 (ethane) has been carried out by means of W4 theory. While the molecule is straightforward in terms of one-particle and n-particle basis set convergence, its large zero-point vibrational energy (and anharmonic correction thereto) and nontrivial diagonal Born-Oppenheimer correction (DBOC) represent interesting challenges. For the W4 set of molecules and C2H6, we show that DBOCs to the total atomization energy are systematically overestimated at the SCF level, and that the correlation correction converges very rapidly with the basis set. Thus, even at the CISD/cc-pVDZ level, useful correlation corrections to the DBOC are obtained. When applying such a correction, overall agreement with experiment was only marginally improved, but a more significant improvement is seen when hydrogen-containing systems are considered in isolation. We conclude that for closed-shell organic molecules, the greatest obstacles to highly accurate computational thermochemistry may not lie in the solution of the clamped-nuclei Schroedinger equation, but rather in the zero-point vibrational energy and the diagonal Born-Oppenheimer correction.

    Since its introduction the PinPoint (PTW-Freiburg) micro-ionization chamber has been proposed for relative dosimetry (output factors, depth dose curves, and beam profiles) as well as for determination of absolute dose of small high-energy photon beams. This paper investigates the dosimetric performance of a new design (type 31014) of the PinPoint ion chamber with a central aluminum electrode. The study included characterization of inherent and radiation-induced leakage, ion collection efficiency and polarity effect, relative response of the chamber, measurement of beam profiles, and depth dose curves. The 6 and 15 MV photon beams of a Varian 2100 C/D were considered. At the nominal operating voltage of 400 V the PinPoint type 31014 chamber was found to present a strong field size dependence of the polarity correction factor and an excess of the collected charge, which can lead to an underestimation of the collection efficiency if determined with the conventional ''two-voltage'' method. In comparison to the original PinPoint design (type 31006) the authors found for type 31014 chamber no overresponse to large-area fields if polarity correction is applied. If no correction is taken into consideration, the authors found the chamber's output to be inaccurate for large-area fields (0.5% accuracy limited up to the 12x12 and 20x20 cm{sup 2} field for the 6 and 15 MV beams, respectively), which is a direct consequence of the stem and polarity effects due to the chamber's very small sensitive volume (0.015 cc) and cable irradiation. Beam profiles and depth dose curves measured with type 31014 PinPoint chamber for small and medium size fields were compared to data measured with a 0.125 cc ion chamber and with high-resolution Kodak EDR2 films. Analysis of the penumbra (80%-20% distance) showed that the spatial resolution of type 31014 PinPoint ion chamber approaches (penumbra broadening {<=}0.6 mm) EDR2 film results.

    This report addresses the adequacy of Ocean Thermal Corporation's socioeconomic impact assessment of its 40-MWe closed-cycle ocean thermal energy conversion (OTEC) pilot plant proposed for Kahe Point, Oahu, Hawaii. The socioeconomic impacts identified as relevant to the plant were assessed in detail, including potential economic-demographic, public-service and fiscal, ocean-use, aesthetic, cultural, and energy impacts. The economic-demographic impact assessment does not estimate the full extent of population and income changes or second-order effects associated with the plant. There is no subjective assessment of perceptions on the part of local communities concerning probable changes in land values, housing, and population. Anticipated public-service and fiscal impacts are found to be relatively unimportant; however, the measurement of the impact of the plant on tax revenues needs improvement. The assessment does not sufficiently consider the objective and subjective assessment of ocean-use, aesthetic, and cultural impacts, which are of major significance to the local communities. The quantification of physical impacts, perceptions of impacts, and potential mitigation measures is inadequate. The energy impacts need to be updated to reflect the recent declines in oil prices and price projections. An assessment of low-probability, high-risk occurrences may be necessary. 12 refs., 3 tabs.

The survey focused on four areas: 1) statistical data, 2) laboratory policy, 3) formal and informal programs which affect the quality of life in the work environment, and career development and advancement, and 4) educational programs. Although this report focuses on women, the problems discussed affect all DOE facility employees.

    Summit Texas Clean Energy, LLC (STCE) is developing the Texas Clean Energy Project (TCEP or the Project) to be located near Penwell, Texas. The TCEP will include an Integrated Gasification Combined Cycle (IGCC) power plant with a nameplate capacity of 400 megawatts electric (MWe), combined with the production of urea fertilizer and the capture, utilization and storage of carbon dioxide (CO2) sold commercially for regional use in enhanced oil recovery (EOR) in the Permian Basin of west Texas. The TCEP will utilize coal gasification technology to convert Powder River Basin subbituminous coal delivered by rail from Wyoming into a synthetic gas (syngas) that will be cleaned and further treated so that at least 90 percent of the overall carbon entering the IGCC facility will be captured. The clean syngas will then be divided into two highhydrogen (H2) concentration streams, one of which will be combusted as a fuel in a combined cycle power block for power generation and the other converted into urea fertilizer for commercial sale. The captured CO2 will be divided into two streams: one will be used in producing the urea fertilizer and the other will be compressed for transport by pipeline for offsite use in EOR and permanent underground sequestration. The TCEP was selected by the U.S. Department of Energy (DOE) Office of Fossil Energy (FE) for cost-shared co-funded financial assistance under Round 3 of its Clean Coal Power Initiative (CCPI). A portion of this financial assistance was budgeted and provided for initial development, permitting and design activities. STCE and the DOE executed a Cooperative Agreement dated January 29, 2010, which defined the objectives of the Project for all phases. During Phase 1, STCE conducted and completed all objectives defined in the initial development, permitting and design portions of the Cooperative Agreement.     Construction and operation of an Ocean Thermal Energy Conversion (OTEC) facility will affect marine, terrestrial, and atmospheric environments. The nature and degree of OTEC environmental impacts have been subjects of numerous studies and reports. The proposed 40-MWe OTEC plant at Kahe Point, Oahu, Hawaii has been the focus of much of the work. The first section provides a summary of pertinent design features of the proposed plant, including standard operating parameters. Next, salient elements of the biological oceanography in the region of the proposed development are summarized. The following sections discuss expected impacts of construction and operation of the plant, and finally, significant aspects of modeling studies conducted in support of the Kahe OTEC plant development are presented.

    The development of precision pointing systems has been underway in Sandia's Electronic Systems Center for over thirty years. Important areas of emphasis are synthetic aperture radars and optical reconnaissance systems. Most applications are in the aerospace arena, with host vehicles including rockets, satellites, and manned and unmanned aircraft. Systems have been used on defense-related missions throughout the world. Presently in development are pointing systems with accuracy goals in the nanoradian regime. Future activity will include efforts to dramatically reduce system size and weight through measures such as the incorporation of advanced materials and MEMS inertial sensors.

    The Western Area Power Administration (Western), an agency of the United States Department of Energy, is proposing to construct the 115-kV Wolf Point Substation near Wolf Point in Roosevelt County, Montana (Figure 1). As part of the construction project, Western's existing Wolf Point Substation would be taken out of service. The existing 115-kV Wolf Point Substation is located approximately 3 miles west of Wolf Point, Montana (Figure 2). The substation was constructed in 1949. The existing Wolf Point Substation serves as a Switching Station'' for the 115-kV transmission in the region. The need for substation improvements is based on operational and reliability issues. For this environmental assessment (EA), the environmental review of the proposed project took into account the removal of the old Wolf Point Substation, rerouting of the five Western lines and four lines from the Cooperatives and Montana-Dakota Utilities Company, and the new road into the proposed substation. Reference to the new proposed Wolf Point Substation in the EA includes these facilities as well as the old substation site. The environmental review looked at the impacts to all resource areas in the Wolf Point area. 7 refs., 6 figs.

    Designers of high-luminosity energy-frontier muon colliders must provide strong beam focusing in the interaction regions. However, the construction of a strong, aberration-free beam focus is difficult and space consuming, and long straight sections generate an off-site radiation problem due to muon decay neutrinos that interact as they leave the surface of the earth. Without some way to mitigate the neutrino radiation problem, the maximum c.m. energy of a muon collider will be limited to about 3.5 TeV. A new concept for achromatic low beta design is being developed, in which the interaction region telescope and optical correction elements, are installed in the bending arcs. The concept, formulated analytically, combines space economy, a preventative approach to compensation for aberrations, and a reduction of neutrino flux concentration. An analytical theory for the aberration-free, low beta, spatially compact insertion is being developed.

    This investigation examined the use of nano-patterned structures on Silicon-on-Insulator (SOI) material to reduce the bulk material melting point (1414 C). It has been found that sharp-tipped and other similar structures have a propensity to move to the lower energy states of spherical structures and as a result exhibit lower melting points than the bulk material. Such a reduction of the melting point would offer a number of interesting opportunities for bonding in microsystems packaging applications. Nano patterning process capabilities were developed to create the required structures for the investigation. One of the technical challenges of the project was understanding and creating the specialized conditions required to observe the melting and reshaping phenomena. Through systematic experimentation and review of the literature these conditions were determined and used to conduct phase change experiments. Melting temperatures as low as 1030 C were observed.

    NREL will provide scientific and engineering support to Virent Energy Systems in three technical areas: Process Development/Biomass Deconstruction; Catalyst Fundamentals; and Technoeconomic Analysis. The overarching objective of this project is to develop the first fully integrated process that can convert a lignocellulosic feedstock (e.g., corn stover) efficiently and cost effectively to a mix of hydrocarbons ideally suited for blending into jet fuel. The proposed project will investigate the integration of Virent Energy System’s novel aqueous phase reforming (APR) catalytic conversion technology (BioForming®) with deconstruction technologies being investigated by NREL at the 1-500L scale. Corn stover was chosen as a representative large volume, sustainable feedstock.

    By utilizing a nanometer ultrafast electron source in a point projection microscope we demonstrate that images of nanoparticles with spatial resolutions of the order of 100 nanometers can be obtained. The duration of the emission process of the photoemitted electrons used to make images is shown to be of the order of 100 fs using an autocorrelation technique. The compact geometry of this photoelectron point projection microscope does not preclude its use as a simple ultrafast electron microscope, and we use simple analytic models to estimate temporal resolutions that can be expected when using it as a pump-probe ultrafast electron microscope. These models show a significant increase in temporal resolution when comparing to ultrafast electron microscopes based on conventional designs. We also model the microscopes spectroscopic abilities to capture ultrafast phenomena such as the photon induced near field effect.

    We present a method to establish inner point contacts with dimensions as small as 100 nm on hexagonal boron nitride (hBN) encapsulated graphene heterostructures by pre-patterning the top-hBN in a separate step prior to dry-stacking. 2- and 4-terminal field effect measurements between different lead combinations are in qualitative agreement with an electrostatic model assuming point-like contacts. The measured contact resistances are 0.5–1.5 kΩ per contact, which is quite low for such small contacts. By applying a perpendicular magnetic field, an insulating behaviour in the quantum Hall regime was observed, as expected for inner contacts. The fabricated contacts are compatible with high mobility graphene structures and open up the field for the realization of several electron optical proposals.

    This article provides some historical aspects on nuclear reactor design, beginning with PWR development for Naval Propulsion and the first commercial application at Yankee Rowe. Five turning points in reactor design and some safety problems associated with them are reviewed: (1) stability of Dresden-1, (2) ECCS, (3) PRA, (4) TMI-2, and (5) advanced passive LWR designs. While the emphasis is on the thermal-hydraulic aspects, the discussion is also about reactor systems.

    One of the principal characteristics of nuclear multifragmentation is the emission of complex fragments of intermediate mass. An extension of the statistical multifragmentation model has been developed, in which the process can be interpreted as the near simultaneous limit of a series of sequential binary decays. In this extension, intermediate mass fragment emissions are described by expressions almost identical to those of light particle emission. At lower temperatures, similar expressions have been shown to furnish a good description of very light intermediate mass fragment emission but not of the emission of heavier fragments, which seems to be determined by the transition density at the saddle-point rather than at the scission point. Here, we wish to compare these different formulations of intermediate fragmment emission and analyze the extent to which they remain distinguishable at high excitation energy.

    The thermodynamic characterization of the wax point of a given crude is essential in order to maintain flow conditions that prevent plugging of undersea pipelines. This report summarizes the efforts made towards applying an Acoustic Cavity Resonance Spectrometer (ACRS) to the determination of pressures and temperatures at which wax precipitates from crude. Phillips Petroleum Company, Inc., the CRADA participant, supplied the ACRS. The instrumentation was shipped to Dr. Thomas Schmidt of ORNL, the CRADA contractor, in May 2000 after preliminary software development performed under the guidance of Dr. Samuel Colgate and Dr. Evan House of the University of Florida, Gainesville, Fl. Upon receipt it became apparent that a number of modifications still needed to be made before the ACRS could be precisely and safely used for wax point measurements. This report reviews the sequence of alterations made to the ACRS, as well as defines the possible applications of the instrumentation once the modifications have been completed. The purpose of this Cooperative Research and Development Agreement (CRADA) between Phillips Petroleum Company, Inc. (Participant) and Lockheed Martin Energy Research Corporation (Contractor) was the measurement of the formation of solids in crude oils and petroleum products that are commonly transported through pipelines. This information is essential in the proper design, operation and maintenance of the petroleum pipeline system in the United States. Recently, new petroleum discoveries in the Gulf of Mexico have shown that there is a potential for plugging of undersea pipeline because of the precipitation of wax. It is important that the wax points of the expected crude oils be well characterized so that the production facilities for these new wells are capable of properly transporting the expected production.     Successful engineering of low-energy nuclear systems requires control of noise, loading, and optimum operating point (OOP) manifolds. The latter result from the biphasic system response of low-energy nuclear reaction (LENR)/cold fusion systems, and their ash production rate, to input electrical power. Knowledge of the optimal operating point manifold can improve the reproducibility and efficacy of these systems in several ways. Improved control of noise, loading, and peak production rates is available through the study, and use, of OOP manifolds. Engineering of systems toward the OOP-manifold drive-point peak may, with inclusion of geometric factors, permit more accurate uniform determinations of the calibrated activity of these materials/systems.

    We calculate the ballistic conductance and shot noise of electrons through a two-dimensional stripe system (width W ? length L) with semi-Dirac band-touching points. We find that the ratio between zero-temperature noise power and mean current (the Fano factor) is highly anisotropic. When the transport is along the linear-dispersion direction and the Fermi energy is fixed at the semi-Dirac point, the Fano factor has a universal value F?=?0.179 while a minimum conductivity exists and scales with L{sup 1?2}. Along the parabolic dispersion direction, the Fano factor at the semi-Dirac point has a contact-independent limit exceeding 0.9, which varies weakly with L due to the common-path interference of evanescent waves. Our findings suggest a way to discern the type of band-touching points.

    This Topical Report addresses accomplishments achieved during Phase 2a of the SkyMine® Carbon Mineralization Pilot Project. The primary objectives of this project are to design, construct, and operate a system to capture CO2 from a slipstream of flue gas from a commercial coal-fired cement kiln, convert that CO2 to products having commercial value (i.e., beneficial use), show the economic viability of the CO2 capture and conversion process, and thereby advance the technology to the point of readiness for commercial scale demonstration and proliferation. The overall process is carbon negative, resulting in mineralization of CO2 that would otherwise be released into the atmosphere. The project will also substantiate market opportunities for the technology by sales of chemicals into existing markets, and identify opportunities to improve technology performance and reduce costs at the commercial scale. The project is being conducted in two phases. The primary objectives of Phase 1 were to elaborate proven SkyMine® process chemistry to commercial pilot-scale operation and complete the preliminary design for the pilot plant to be built and operated in Phase 2, complete a NEPA evaluation, and develop a comprehensive carbon life cycle analysis. The objective of the current Phase (2a) is to complete the detailed design of the pilot plant to be built in Phase 2b.
