    The Newton County TCE site contains an uncontrolled groundwater plume of trichloroethylene (TCE) contamination. The source of contamination is believed to be FAG Bearings. From 1973 to 1982, FAG Bearings produced ball bearings using TCE as a commercial degreaser. It is alleged that improper disposal and leaks of an alleged closed system of TCE led to the contamination of soil at the industrial site, the groundwater aquifer, and subsequently, 82 private water wells. Exposure pathways at the site consist of inhalation of, ingestion of, and dermal contact with TCE-contaminated groundwater and surface water. Because completed and potential exposure pathways exist, the Newton County TCE site has been classified as a Public Health Hazard.

    A Massachusetts resident, I am writing to oppose the Kinder Morgan/TGP Northeast Energy Natural gas pipeline in Massachusetts. The proposed pipeline path runs through hundreds of private properties and through some of the state's most sensitive eco-systems and would be paid for through new tariffs on our electric bills. Studies conducted by Black & Veatch show that if current levels of state energy efficiency programs continue, there is no need for additional natural gas infrastructure even with economic growth taken into account, yet ISO New England and NESCOE are calling for more pipeline capacity. Natural gas has done it's "bridge" work. With renewables phasing in at an unprecedented rate, adding more natural gas would now take is in the wrong direction for achieving the state's greenhouse gas emissions goals based on CO2 output alone. Natural gas is also primarily methane, a greenhouse gas over 80 times more powerful than CO2 in the short term, over 20 times more in the long term. When a full accounting of methane's impact is taken into account, studies show that it has no benefit over coal or oil in reducing greenhouse gas effects. We are standing at the far end, having crossed the natural gas "bridge" to a clean energy economy. It's time to step forward into that future we've been building. Thank you. Elizabeth Newton

    The rapid rural growth rate since 1970 in 14 western states (Arizona, Colorado, Kansas, Idaho, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming) was stimulated by recreation, resource development, manufacturing, commuting, institutional employment, and retirement. The eight Rocky Mountain States had significantly greater rural growth than the six Great Plains States. Other factors correlated with in-migration are population growth during the 1960's, presence of an interstate highway, adjacency to a metropolitan area, high per capita income, high population density, and absence of rural farm population. The presence of a central city with a population of over 20,000 or of a military base does not appear to be significantly related to net in-migration. An overview of regional growth patterns and of the factors related to rural in-migration is included, followed by an examination of these factors for each of the counties that experienced high in-migration in the 14 states.

    We derive Newton's Law from the formalism of Holographic Space-Time (HST). More precisely, we show that for a large class of Hamiltonians of the type proposed previously for the HST description of a geodesic in Minkowski space, the eikonal for scattering of two massless particles at large impact parameter scales as expected with the impact parameter and the energies of the particles in the center of mass (CM) frame. We also discuss the criteria for black hole production in this collision, and find an estimate, purely within the HST framework, for the impact parameter at which it sets in, which coincides with the estimate based on general relativity.

Full text of publication follows: Since 1988, Clark County has been one of the counties designated by the United States Department of Energy (DOE) as an 'Affected Unit of Local Government' (AULG). The AULG designation is an acknowledgement by the federal government that could be negatively impacted to a considerable degree by activities associated with the Yucca Mountain High Level Nuclear Waste Repository. These negative effects would have an impact on residents as individuals and the community as a whole. As an AULG, Clark County is authorized to identify 'any potential economic, social, public health and safety, and environmental impacts' of the potential repository (42 USC Section 10135(C)(1)(B)(1)). Toward this end, Clark County has conducted numerous studies of potential impacts, many of which are summarized in the Clark County's Impact Assessment Report that was submitted by the DOE and the president of the United States in February 2002. Given the unprecedented magnitude and duration of the DoE's proposal, as well as the many unanswered questions about the number of shipments and the modal mix, the estimate of impacts described in these studies are preliminary. In order to refine these estimates, Clark County Comprehensive Planning Department's Nuclear Waste Division is continuing to assess potential impacts. In addition, the County has implemented a Monitoring Program designed to capture changes to the social, environmental, and economic well-being of its residents resulting from the Yucca Mountain project and other significant events within the County. The Monitoring Program acts as an 'early warning system' that allows Clark County decision makers to proactive respond to impacts from the Yucca Mountain Project. (authors)

    This study on the role of energy in the development of rural areas was originally conducted in the spring and summer of 1985. It was intended to serve as a background paper for the preparation of a program plan for the Office of Energy of the United States Agency for International Development. As such it begins with a brief overview of how rural development fits into national development, then offers a comprehensive framework for thinking about rural development in particular and the energy implications of the various components of rural development. Agriculture naturally comes to mind when rural areas are mentioned, but industry is an important component of rural activity as well. Consequently, both agricultural and nonagricultural energy use is discussed. Modernization of rural areas will change household, as well as production, energy use. However, household energy use is a veritable subject in its own right, with a large literature. Consequently, that topic is discussed in less detail than the production energy topics.

    Designing a recycling program for a rural county presents many more challenges in terms of transportation of materials and funding sources. Rural counties and communities typically have much smaller budgets and resources to draw from. In order to create a program that could realistically be implemented and also have widespread support, it was decided to allow ample time for public involvement in the design process. A multi-faceted approach was adopted to facilitate participation by individuals involved in solid waste handling and the general public. The approach included the use of surveys, formation of an advisory committee, public meetings, presentations to civic groups, personal contacts, news releases, and a logo contest. The public involvement turned out to be invaluable. Throughout the year, many concepts and ideas were presented for feedback. Consequently, some aspects of the program were modified, some were scrapped altogether, and a few new ideas were added. Undoubtedly, the process of refinement will continue as the program moves into the implementation phase. The extensive public involvement has resulted in strong support for the countywide program from many sectors, including private haulers and recycling businesses, local officials and county board supervisors, civic groups, environmental groups, and the general public.

    The effectiveness of Newton`s method for finding an unconstrained minimizer of a strictly convex twice continuously differentiable function has prompted the proposal of various modified Newton inetliods for the nonconvex case. Linesearch modified Newton methods utilize a linear combination of a descent direction and a direction of negative curvature. If these directions are sufficient in a certain sense, and a suitable linesearch is used, the resulting method will generate limit points that satisfy the second-order necessary conditions for optimality. We propose an efficient method for computing a descent direction and a direction of negative curvature that is based on a partial Cholesky factorization of the Hessian. This factorization not only gives theoretically satisfactory directions, but also requires only a partial pivoting strategy, i.e., the equivalent of only two rows of the Schur complement need be examined at each step.

As prices for biodiesel rose due to increased demand for this cleaner-burning fuel, Snohomish County looked to its farmers to ???¢????????grow???¢??????? this fuel locally. Suitable seed crops that can be crushed to extract oil for use as biodiesel feedstock include canola, mustard, and camelina. The residue, or mash, has high value as an animal feed. County farmers began with 52 acres of canola and mustard crops in 2006, increasing to 250 acres and 356 tons in 2008. In 2009, this number decreased to about 150 acres and 300 tons due to increased price for mustard seed.

    We examine the origin of the Newton-Schr\\"odinger equations (NSEs) that play an important role in alternative quantum theories (AQT), macroscopic quantum mechanics and gravity-induced decoherence. We show that NSEs for individual particles do not follow from general relativity (GR) plus quantum field theory (QFT). Contrary to what is commonly assumed, the NSEs are not the weak-field (WF), non-relativistic (NR) limit of the semi-classical Einstein equation (SCE) (this nomenclature is preferred over the `M\\/oller-Rosenfeld equation') based on GR+QFT. The wave-function in the NSEs makes sense only as that for a mean field describing a system of $N$ particles as $N \\rightarrow \\infty$, not that of a single or finite many particles. From GR+QFT the gravitational self-interaction leads to mass renormalization, not to a non-linear term in the evolution equations of some AQTs. The WF-NR limit of the gravitational interaction in GR+QFT involves no dynamics. To see the contrast, we give a derivation of the equation (i) governing the many-body wave function from GR+QFT and (ii) for the non-relativistic limit of quantum electrodynamics (QED). They have the same structure, being linear, and very different from NSEs. Adding to this our earlier consideration that for gravitational decoherence the master equations based on GR+QFT lead to decoherence in the energy basis and not in the position basis, despite some AQTs desiring it for the `collapse of the wave function', we conclude that the origins and consequences of NSEs are very different, and should be clearly demarcated from those of the SCE equation, the only legitimate representative of semiclassical gravity, based on GR+QFT.

We show that when these geometries are made dynamical they give rise to Horava-Lifshitz (HL) gravity.     We investigate the hidden quantum processes that are responsible for Newton's laws of motion and Newton's universal law of gravity. We apply Electro-Magnetic Quantum Gravity or EMQG to investigate Newtonian classical physics. EQMG is a quantum gravity theory that is manifestly compatible with Cellular Automata (CA) theory, a new paradigm for physical reality. EMQG is also based on a theory of inertia proposed by R. Haisch, A. Rueda, and H. Puthoff, which we modified and called Quantum Inertia (QI).     XMM-Newton observations of type I AGN are presented. The properties of the iron K emission line are reviewed, the majority of AGN observed by XMM-Newton show narrow, unresolved (by XMM) iron lines at 6.4 keV from cold matter that must originate far from the inner accretion disc, perhaps in the putative torus or outer broad line region. The strength of this narrow line appears to decrease with luminosity, implying a reduction in the covering fraction of this material in the more luminous quasars.     We propose a possible experimental realization of a quantum analogue of Newton's cradle using a configuration which starts from a Bose-Einstein condensate. The system consists of atoms with two internal states trapped in a one dimensional tube with a longitudinal optical lattice and maintained in a strong Tonks-Girardeau regime at maximal filling. In each site the wave function is a superposition of the two atomic states and a disturbance of the wave function propagates along the chain in analogy with the propagation of momentum in the classical Newton's cradle. The quantum travelling signal is generally deteriorated by dispersion, which is large for a uniform chain and is known to be zero for a suitably engineered chain, but the latter is hardly realizable in practice. Starting from these opposite situations we show how the coherent behaviour can be enhanced with minimal experimental effort.

    Recently it has been established that torsional Newton-Cartan (TNC) geometry is the appropriate geometrical framework to which non-relativistic field theories couple. We show that when these geometries are made dynamical they give rise to Horava-Lifshitz (HL) gravity. Projectable HL gravity corresponds to dynamical Newton-Cartan (NC) geometry without torsion and non-projectable HL gravity corresponds to dynamical NC geometry with twistless torsion (hypersurface orthogonal foliation). We build a precise dictionary relating all fields (including the scalar khronon), their transformations and other properties in both HL gravity and dynamical TNC geometry. We use TNC invariance to construct the effective action for dynamical twistless torsional Newton-Cartan geometries in 2+1 dimensions for dynamical exponent 1Thompson as coming from the Bargmann extension of the local Galilean algebra that acts on the tangent space to TNC geometries. We argue that TNC geometry, which is manifestly diffeomorphism covariant, is a natural geometrical framework underlying HL gravity and discuss some of its implications.

    While volume-based user fees (VBUFs) may not be the most appropriate financing strategy for all rural areas, the experience of these rural counties and towns warrants the following inclusions. Implementation of VBUFs in a rural drop-off context appears feasible across a wide range of geographic and demographic conditions, as well as a wide range of system characteristics, without prohibitive administrative problems or costs. Most residents appear willing to support (or at least accept) VBUFs if they are well-informed of the need and logic in advance, and given reasonable options for gaining some measure of control over their total bill. Hybrid financing strategies allow per bag fees to be kept at modest levels. Support comes more easily if VBUFs are initiated at the time of a significant enhancement of the collection system. VBUFs within rural drop-off collection systems appear capable of motivating relatively high levels of participation in the separation of recyclables, and thus contributing to relatively high per capita generation rates for typical recyclables and county-wide diversion or recovery rates. At least minor problems with increased illegal dumping and burning can be expected, but a show of willingness to enforce ordinances against such practices can lead to fairly quick subsidence.

It was made in order to identify possible fault and fracture systems that might be conduits for geothermal fluids. Geothermal fluids commonly utilize fault and fractures in competent rocks as conduits for fluid flow. Geothermal exploration involves finding areas of high near-surface temperature gradients, along with a suitable plumbing system that can provide the necessary permeability. Geothermal power plants can sometimes be built where temperature and flow rates are high. To do this, georeferenced topographic maps and aerial photographs were utilized in an existing GIS, using ESRI ArcMap 10.0 software. The USA_Topo_Maps and World_Imagery map layers were chosen from the GIS Server at server.arcgisonline.com, using a UTM Zone 13 NAD27 projection. This line shapefile was then constructed over that which appeared to be through-going structural lineaments in both the aerial photographs and topographic layers, taking care to avoid manmade features such as roads, fence lines, and right-of-ways. These lineaments may be displaced somewhat from their actual location, due to such factors as shadow effects with low sun angles in the aerial photographs. Note: This shape file was constructed as an aid to geothermal exploration in preparation for a site visit for field checking. A sample of X-ray sources detected in 68 XMM-Newton pointed observations was selected for optical multi-fibre spectroscopy.     Most of the theories involving extra dimensions assume that only the gravitational interaction can propagate in them. In such approaches, called brane world models, the effective, 4-dimensional, Newton's law is modified at short as well as at large distances. Usually, the deformation of Newton's law at large distances is parametrized by a Yukawa potential, which arises mainly from theories with compactified extra dimensions. In many other models however, the extra dimensions are infinite. These approaches lead to a large distance power-law deformation of the gravitational newtonian potential $V_N(r)$, namely $V(r)=(1+k_b/r^b)V_N(r)$, which is less studied in the literature. We investigate here the dynamics of a particle in a gravitational quantum well with such a power-law deformation. The effects of the deformation on the energy spectrum are discussed. We also compare our modified spectrum to the results obtained with the GRANIT experiment, where the effects of the Earth's gravitational field on quantum states of ultra cold neutrons moving above a mirror are studied. This comparison leads to upper bounds on $b$ and $k_b$.

    Rural buildings in China now account for more than half of Chinas total building energy use. Forty percent of the floorspace in China is in rural villages and towns. Most of these buildings are very energy inefficient, and may struggle to meet basic needs. They are cold in the winter, and often experience indoor air pollution from fuel use. The Chinese government plans to adopt a voluntary building energy code, or design standard, for rural homes. The goal is to build on Chinas success with codes in urban areas to improve efficiency and comfort in rural homes. The Chinese government recognizes rural buildings represent a major opportunity for improving national building energy efficiency. The challenges of rural China are also greater than those of urban areas in many ways because of the limited local capacity and low income levels. The Chinese government wants to expand on new programs to subsidize energy efficiency improvements in rural homes to build capacity for larger-scale improvement. This article summarizes the trends and status of rural building energy use in China. It then provides an overview of the new rural building design standard, and describes options and issues to move forward with implementation.

    The objective is to address the research question using post-project construction, county-level data, and econometric evaluation methods. Wind energy is expanding rapidly in the United States: Over the last 4 years, wind power has contributed approximately 35 percent of all new electric power capacity. Wind power plants are often developed in rural areas where local economic development impacts from the installation are projected, including land lease and property tax payments and employment growth during plant construction and operation. Wind energy represented 2.3 percent of the U.S. electricity supply in 2010, but studies show that penetrations of at least 20 percent are feasible. Several studies have used input-output models to predict direct, indirect, and induced economic development impacts. These analyses have often been completed prior to project construction. Available studies have not yet investigated the economic development impacts of wind development at the county level using post-construction econometric evaluation methods. Analysis of county-level impacts is limited. However, previous county-level analyses have estimated operation-period employment at 0.2 to 0.6 jobs per megawatt (MW) of power installed and earnings at $9,000/MW to $50,000/MW. We find statistically significant evidence of positive impacts of wind development on county-level per capita income from the OLS and spatial lag models when they are applied to the full set of wind and non-wind counties. The total impact on annual per capita income of wind turbine development (measured in MW per capita) in the spatial lag model was $21,604 per MW. This estimate is within the range of values estimated in the literature using input-output models. OLS results for the wind-only counties and matched samples are similar in magnitude, but are not statistically significant at the 10-percent level. We find a statistically significant impact of wind development on employment in the OLS analysis for wind counties only, but not in the other models. Our estimates of employment impacts are not precise enough to assess the validity of employment impacts from input-output models applied in advance of wind energy project construction. The analysis provides empirical evidence of positive income effects at the county level from cumulative wind turbine development, consistent with the range of impacts estimated using input-output models. Employment impacts are less clear.

    This article presents the methodological guidelines used to assess rural energy resources with an example of its application in three villages each from different physiographic zones of Nepal. Existing energy demand patterns of villages are compared with estimated resource availability, and rural energy planning issues are discussed. Economics and financial supply price of primary energy resources are compared, which provides insight into defective energy planning and policy formulation and implication in the context of rural areas of Nepal. Though aware of the formidable consequences, the rural populace continues to exhaust the forest as they are unable to find financially cheaper alternatives. Appropriate policy measures need to be devised by the government to promote the use of economically cost-effective renewable energy resources so as to change the present energy usage pattern to diminish the environmental impact caused by over exploitation of forest resources beyond their regenerative capacity.

    We study the thermodynamic properties of the hot gas in a sample of groups in the 0.012-0.024 redshift range, using XMM-Newton observations. We present measurements of temperature, entropy, pressure and iron abundance. Non-parametric fits are used to derive the mean properties of the sample and to study dispersion in the values of entropy and pressure. The scaling of the entropy at 0.2r500 matches well the results of Ponman et al. (2003). However, compared to cool clusters, the groups in our sample reveal larger entropy at inner radii and a substantially flatter slope in the entropy in the outskirts, compared to both the prediction of pure gravitational heating and to observations of clusters. This difference corresponds to the systematically flatter group surface brightness profiles, reported previously. The scaled pressure profiles can be well approximated with a Sersic model with n=4. We find that groups exhibit a systematically larger dispersion in pressure, compared to clusters of galaxies, while the dispersion in entropy is similar.

    A complete overview of the supernova remnant (SNR) population is required to investigate their evolution and interaction with the surrounding interstellar medium in the Small Magellanic Cloud (SMC). Recent XMM-Newton observations of the SMC cover three known SNRs (DEM S5, SNR B0050-72.8, and SNR B0058-71.8), which are poorly studied and are X-ray faint. We used new multi-frequency radio-continuum surveys and new optical observations at Ha, [SII], and [OIII] wavelengths, in combination with the X-ray data, to investigate their properties and to search for new SNRs in the SMC. We used X-ray source selection criteria and found one SMC object with typical SNR characteristics (HFPK 334), that was initially detected by ROSAT. We analysed the X-ray spectra and present multi-wavelength morphological studies of the three SNRs and the new candidate.     We study properties of Newton-Cartan gravity under transformations into all noninertial, nonrelativistic reference frames. The set of these transformations has the structure of an infinite dimensional Lie group, called the Galilean line group, which contains as a subgroup the Galilei group. We show that the fictitious forces of noninertial reference frames are naturally encoded in the Cartan connection transformed under the Galilean line group. These noninertial forces, which are coordinate effects, do not contribute to the Ricci tensor which describes the curvature of Newtonian spacetime. We show that only the $00$-component of the Ricci tensor is non-zero and equal to ($4\\pi$ times) the matter density in any inertial or noninetial reference frame and that it leads to what may be called Newtonian ADM mass. While the Ricci field equation and Gauss law are both fulfilled by the same physical matter density in inertial and linearly accelerating reference frames, there appears a discrepancy between the two in rotating reference frames in that Gauss law holds for an effective mass density that differs from the physical matter density. This effective density has its origin in the simulated magnetic field that appears in rotating frames, highlighting a rather striking difference between linearly and rotationally accelerating reference frames. We further show that the dynamical equations that govern the simulated gravitational and magnetic fields have the same form as Maxwell's equations, a surprising conclusion given that these equations are well-known to obey special relativity (and $U(1)$-gauge symmetry), rather than Galilean symmetry.

    In February 1983, the US Department of Energy (DOE) identified a location in Deaf Smith County, Texas, as one of nine potentially acceptable sites for a mined geologic repository for spent nuclear fuel and high-level radioactive waste. To determine their suitability, the Deaf Smith County site and the eight other potentially sites have been evaluated in accordance with the DOE's General Guidelines for the Recommendation of Sites for the Nuclear Waste Repositories. The Deaf Smith County site is in the Permian Basin, which is one of five distinct geohydrologic settings considered for the first repository. On the basis of the evaluations reported in this EA, the DOE has found that the Deaf Smith County site is not disqualified under the guidelines. The project has been committed to making homegrown biodiesel a viable form of community economic development. The project has benefited by reducing risks by building the facility gradually and avoiding large initial outlays of money for facilities and technologies.     The Scully field is a multipay new-field discovery located in the southern end of Salina basin, Marion County, Kansas. The Scully field was discovered using a combination of satellite imagery and subsurface control. The overall trapping mechanism at the Scully field is anticlinal closure. Infield drilling has demonstrated, however, that significant stratigraphic variations do exist within the productive area. The Simpson sands have been subdivided in five separate units which range from 4 to 12 ft (1 to 4 m) in thickness. Three of these are of economic importance in the field. In general, the sands with the most economic potential are distributed within relative Ordovician paleolows. The Viola has four main lithologic divisions. The uppermost of these is a relatively thin dolomite cap which ranges from 2 to 15 ft (1 to 5 m). This upper dolomite is the primary Viola pay zone. The Mississippian section is eroded deeply over the Scully structure and demonstrates about 70 ft (20 m) of thinning. The potential pay interval is chert which has 25 to 30% porosity based on log analysis. The trapping mechanism is a combination of erosional truncation and structural closure. In addition to the structural information obtained from satellite imagery, R.J. Walker Oil Co., Inc., evaluated the hydrocarbon potential of T18S, R1E, Marion County, Kansas, which contains the Scully field, using remote sensing technology developed by Earth Reference Systems of Long Beach, California. The technology involves direct detection of hydrocarbons in place, using satellite data, nonlinear mathematics, and the fundamental principles of molecular structure and electromagnetic wave propagation.

    The evolution of the, initially Gaussian, centre-of-mass wave-function for a homogeneous, spherical particle according to the Schr\\"odinger-Newton equation can be approximated by a harmonic potential, if the wave-function is narrow compared to the size of the particle. Here, the validity of a previously proposed approximation of the Schr\\"odinger-Newton equation is studied, where this is extended beyond the regime of narrow wave-functions, replacing the coupling constant of the harmonic potential by a function of the wave-function width.     First results of X-ray source population studies in nearby galaxies show the potential of XMM-Newton observations. I will report on first XMM-Newton M31 results and on three of our XMM-Newton projects, an X-ray source population study in the Magellanic Clouds (MCs), a deep raster survey of M33, and an investigation of the hot interstellar medium (ISM) in the halo of edge-on galaxies. XMM-Newton results on several other galaxies and sources within are presented by other authors in these proceedings. Our MC study is build up of deep pointings probing MC sources down to 10^33 erg s^-1 and shallower pointings to confirm candidates from our ROSAT derived lists of X-ray binaries, super-soft sources, and supernova remnants. First XMM-Newton detections of a 455 s pulsar in the Small Magellanic Cloud and the results of the Large Magellanic Cloud deep field confirm the validity of our strategy. Our M33 raster pointing aims for luminosities as low as 10^35 erg s^-1, a factor of 10 below the sensitivity limit of the ROSAT observations. The survey will allow us to characterize the sources using extent, spectra, hardness ratios and time variability to build up an unprecedented census of the X-ray source content of M33. Of specific interest are the active source in the nuclear area and the diffuse emission in the inner disk.     Planning agencies throughout the country are seeking rapid, cost-effective techniques to determine land use information associated with erosion occurring in urban and rural watersheds. This is especially important for maintaining and exceeding reservoir life expectancy as premature sedimentation of reservoirs produces the need for expensive dredging operations. Tarrant County, located in North Central Texas, is particularly sensitive to erosion of clays into the numerous reservoirs in the area which serve as drinking water supplies. This study uses a GIS to develop an erosion sensitivity (ES) database with rainfall, soil erodibility and topographic information to map areas that are particularly sensitive to erosion. This ES map was then integrated with land use to determine the effects of land cover and develop an area soil loss map. Areas of high and critical ES occurred along drainage channels, streams, and lakes and made up approximately 5% of the total study area. Zones of low and moderate ES occurred along specific soil type boundaries and accounted for approximately 95% of the total area. Land cover was determined from Landsat TM. When integrated with the ES map, improper land management practices caused a 7% increase in the high and critical categories. This represents an additional 560,000 tons/year of soil loss within Tarrant County due to mismanagement.

    Dutchess County initiated development of a long-range master plan for Solid Waste Management in 1971. The plan included development of a resource recovery facility to service the municipalities in the County population center. Based on early recommendations, a pyrolysis facility employing Purox technology was to be implemented. A feasibility study, paid for by County funds was completed in 1975. The study provided siting recommendations, estimation of available waste, and preliminary facility design. Because of various considerations, the project was not developed. Under the Department of Energy grant, the County reassessed the feasibility of a resource recovery facility, with emphasis on confirming previous conclusions supporting the Purox technology, waste availability, energy recovery and sale and siting of the plant. The conclusions reached in the new study were: a resource recovery facility is feasible for the County; sufficient waste for such a facility is available and subject to control; While Purox technology was feasible it is not the most appropriate available technoloy for the County; that mass burning with steam recovery is the most appropriate technology; and that resource recovery while presently more expensive than landfilling, represents the only cost effective, energy efficient, and environmentally sound way to handle the solid waste problem in the County.

    In 1985, Ventura County Environmental Health Department began a technical assistance program to encourage hazardous waste generators to reduce their dependence on land disposal. In order to accomplish this, information from the California State Hazardous Waste Manifest Information System was analyzed to identify the types, quantities and disposition of hazardous waste produced by companies in Ventura County. All generators that rely on land disposal were also surveyed to determine future waste management plans. Waste audits were conducted at each site to determine if alternative waste handling methods were feasible and to ensure that reuse, recycling and waste reduction methods are used when possible. This article summarizes these findings and projects future hazardous waste generation and disposal patterns for industries in Ventura County. It also identifies barriers to volume reduction and provides a framework for future local hazardous waste alternative technology/volume reduction program activities.

    Executive Summary Salt Lake County's Solar Photovoltaic Project - an unprecedented public/private partnership Salt Lake County is pleased to announce the completion of its unprecedented solar photovoltaic (PV) installation on the Calvin R. Rampton Salt Palace Convention Center. This 1.65 MW installation will be one the largest solar roof top installations in the country and will more than double the current installed solar capacity in the state of Utah. Construction is complete and the system will be operational in May 2012. The County has accomplished this project using a Power Purchase Agreement (PPA) financing model. In a PPA model a third-party solar developer will finance, develop, own, operate, and maintain the solar array. Salt Lake County will lease its roof, and purchase the power from this third-party under a long-term Power Purchase Agreement contract. In fact, this will be one of the first projects in the state of Utah to take advantage of the recent (March 2010) legislation which makes PPA models possible for projects of this type. In addition to utilizing a PPA, this solar project will employ public and private capital, Energy Efficiency and Conservation Block Grants (EECBG), and public/private subsidized bonds that are able to work together efficiently because of the recent stimulus bill. The project also makes use of recent changes to federal tax rules, and the recent re-awakening of private capital markets that make a significant public-private partnership possible. This is an extremely innovative project, and will mark the first time that all of these incentives (EECBG grants, Qualified Energy Conservation Bonds, New Markets tax credits, investment tax credits, public and private funds) have been packaged into one project. All of Salt Lake County's research documents and studies, agreements, and technical information is available to the public. In addition, the County has already shared a variety of information with the public through webinars, site tours, presentations, and written correspondence.

    We have used very deep XMM-Newton observations of the Chandra Deep Field-South to examine the spectral properties of the faint active galactic nucleus (AGN) population. Crucially, redshift measurements are available for 84% (259/309) of the XMM-Newton sample. We have calculated the absorption and intrinsic luminosities of the sample using an extensive Monte Carlo technique incorporating the specifics of the XMM-Newton observations. Twenty-three sources are found to have substantial absorption and intrinsic X-ray luminosities greater than 10^44 erg/s, putting them in the "type-2" QSO regime. We compare the redshift, luminosity and absorption distributions of our sample to the predictions of a range of AGN population models. In contrast to recent findings from ultra-deep Chandra surveys, we find that there is little evidence that the absorption distribution is dependent on either redshift or intrinsic X-ray luminosity. The pattern of absorption in our sample is best reproduced by models in which ~75% of the AGN population is heavily absorbed at all luminosities and redshifts.

    The Morris County Improvement Authority (?Authority?), a public body corporate and politic of the State of New Jersey and created and controlled by the County, at the direction of the County and through the Program guaranteed by the County, financed 3.2 MW of solar projects (?Solar Projects?) at fifteen (15) sites for seven (7) local government units (?Local Units?) in and including the County. The Program uses a Power Purchase Agreement (?PPA?) structure, where the Solar Developer constructs, operates and maintains all of the Solar Projects, for the benefit of the Local Units and the Authority, for the maximum State law allowable PPA period of fifteen (15) years. Although all fifteen (15) sites were funded by the Authority, only the Mennen Arena site was considered for the purposes of the required local match funding for this grant. Specifically at the Mennen Arena site, the Authority financed 1.6 MW of solar panels. On October 18, 2013, the DOE Grant was drawn down following completion of the necessary application documents and final execution of an agreement memorializing the contemplated transaction by the Local Units, the County, The Authority and the solar developer. The proceeds of the DOE Grant were then applied to reduce the PPA price to all Local Units across the program and increase the savings from approximately 1/3 to almost half off the existing and forecasted utility pricing over the fifteen (15) year term, without adversely affecting all of the other benefits. With the application of the rate buy down, the price of electricity purchased under the PPA dropped from 10.9 to 7.7 cents/kWh. This made acquisition of renewable energy much more affordable for the Local Units, and it enhanced the success of the program, which will encourage other counties and local units to develop similar programs.

    The main objective of the Bexar County Parking Garage Photovoltaic (PV) Panel project is to install a PV System that will promote the use of renewable energy. This project will also help sustain Bexar County ongoing greenhouse gas emissions reduction and energy efficiency goals. The scope of this project includes the installation of a 100-kW system on the top level of a new 236,285 square feet parking garage. The PV system consists of 420 solar panels that covers 7,200 square feet and is tied into the electric-grid. It provides electricity to the office area located within the garage. The estimated annual electricity production of the PV system is 147,000 kWh per year.

    In 1974, the tract of land now known as the Douglas Point Ecology Laboratory was pieced together from approximately 10 smaller pieces by the Potomac Electric Power Company (PEPCO) for the purpose of developing a nuclear power generating station. At that time they decided to leave the bulk of the property in its natural state for ecological research. Douglas Point is reasonably representative of a large section of the Atlantic Coastal plain. Results from research on the site may be applicable to larger coastal plain areas. This section of Charles County is one of the least populated areas in Maryland, and the portion of the county known as Maryland Point, which includes Douglas Point, contains some of the most extensive, continuous forested tracts of land remaining in the state. The present publication is intended to be used as an introduction to Douglas Point, its history, biology, geology, topography, soils, and climatology.

    Past efforts to identify areas having higher than average indoor radon concentrations by examining the statistical relationship between local mean concentrations and physical parameters such as the soil radium concentration have been hampered by the noise in local means caused by the small number of homes monitored in some or most areas, In the present paper, indoor radon data from a survey in Minnesota are analyzed in such a way as to minimize the effect of finite sample size within counties, in order to determine the true county-to-county variation of indoor radon concentrations in the state and the extent to which this variation is explained by the variation in surficial radium concentration among counties, The analysis uses hierarchical modeling, in which some parameters of interest (such as county geometric mean (GM) radon concentrations) are assumed to be drawn from a single population, for which the distributional parameters are estimated from the data. Extensions of this technique, known as a random effects regression and mixed effects regression, are used to determine the relationship between predictive variables and indoor radon concentrations; the results are used to refine the predictions of each county's radon levels, resulting in a great decrease in uncertainty. The true county-to-county variation of GM radon levels is found to be substantially less than the county-to-county variation of the observed GMs, much of which is due to the small sample size in each county. The variation in the logarithm of surficial radium content is shown to explain approximately 80% of the variation of the logarithm of GM radon concentration among counties. The influences of housing and measurement factors, such as whether the monitored home has a basement and whether the measurement was made in a basement, are also discussed. This approach offers a self-consistent statistical method for predicting the mean values of indoor radon concentrations or other geographically distributed environmental parameters.

Newton without derivation, in general, may be not solvable for some $r>0$, and in this case NS procedure breaks down: it produces a potential which is not locally integrable. 2) the ansatz $(\\ast)$ $K(r,s) = \\sum^\\infty_{l=0} c_l \\phi_l (r) u_l (s)$, used by R. Newton, is incorrect: the transformation operator $I-K$, corresponding to a generic does not have $K$ of the form $(\\ast),$ and 3) the set of potentials $q \\in L_{1,1},$ that can possibly be obtained by NS procedure, is not dense in the set of all $L_{1,1}$ potentials in the norm of $L_{1,1}$. Therefore one cannot justify NS procedure even for approximate solution of the inverse scattering problem with fixed-energy phase shifts as data. Thus, the NS procedure, if considered as a method for solving the inverse scattering problem, is based on an incorrect ansatz, the basic integral equation of NS procedure is, in general, not solvable for some $r>0$, and in this case this procedure breaks down, and NS procedure is not an inversion theory: it cannot recover generic potentials $q \\in L_{1,1}$ from their fixed-energy phase shifts. Suppose now that one considers another problem: given fixed-energy phase shifts, corresponding to some potential, find a potential which generates the same phase shifts. Then NS procedure does not solve this problem either: the basic integral equation, in general, may be not solvable for some $r>0$, and then NS procedure breaks down.

Rathke has argued that the KK$\\psi$ model explanation of the discrepant measurements of Newton's constant is already ruled out due to E\\"otv\\"os experiments by several orders of magnitude. The structure of the action of the KK$\\psi$ model is even qualified as inconsistent in the sense that it would yield a negative energy of the electromagnetic field. Here, I refute both claims and emphasize the possibility still open to reconcile the experimental bounds on the test of the weak equivalence principle (WEP) with scalar-tensor theories in general by some compensating mechanism.

    One of the most challenging and frequently arising problems in many areas of science is to find solutions of a system of multivariate nonlinear equations. There are several numerical methods that can find many (or all if the system is small enough) solutions but they all exhibit characteristic problems. Moreover, traditional methods can break down if the system contains singular solutions. Here, we propose an efficient implementation of Newton homotopies, which can sample a large number of the stationary points of complicated many-body potentials. We demonstrate how the procedure works by applying it to the nearest-neighbor ?{sup 4} model and atomic clusters.

    We present spectral and energy dependent timing characteristics of the hard X-ray transient IGR J17497-2821 based on XMM-Newton observations performed five and nine days after its outburst on 2006 September 17. We find that the source spectra can be well described by a hard (Gamma ~ 1.50) powerlaw and a weak multicolour disk blackbody with inner disk temperature kT_{in} ~ 0.2 KeV. A broad iron K - alpha line with FWHM ~ 27000 Km/s, consistent with that arising from an accretion disk truncated at large radius, was also detected. The power density spectra of IGR J17497 - 2821, derived from the high resolution (30 micro second) timing mode XMM-Newton observations, are characterised by broadband noise components that are well modelled by three Lorentzians. The shallow power law slope, low disk luminosity and the shape of the broadband power density spectrum indicate that the source was in the hard state.
