Patton, Robert M; Potok, Thomas E

    2008-01-01

Assessing the potential property and social impacts of an event, such as tornado or wildfire, continues to be a challenging research area. From financial markets to disaster management to epidemiology, the importance of understanding the impacts that events create cannot be understated. Our work describes an approach to fuse information from multiple sources, then to analyze the information cycles to identify prior temporal patterns related to the impact of an event. This approach is then applied to the analysis of news reports from multiple news sources pertaining to several different natural disasters. Results show that our approach can project the severity of the impacts of certain natural disasters, such as heat waves on droughts and wild fires. In addition, results show that specific types of disaster consistently produce similar impacts when each time they occur.

  4. Global extreme events and their regional economic impact: 1996 update

    SciTech Connect (OSTI)

    Shen, S.

    1996-12-31

The meaning of global warming and its relevance to everyday life is explained. Simple thermodynamics is used to predict an oscillatory nature of the change in climate due to global warming. The regional economic impacts of global extreme events are what mankind needs to focus on in government and private sector policy and planning. The economic impact of global warming has been tracked by the Extreme Event Index (EEI) established by the Global Warming International Center (GWIC). This review will update the overall trend and the components of the EEI from 1960 to 1996. The regional components of the global EEI have provided an excellent gauge for measuring the statistical vulnerability of any geographical locality in climate related economic disasters. The author further explains why we no longer fully understand the nature and magnitudes of common phenomena such as storms and wind speeds because of these extreme events, precipitation and temperature oscillations, atmospheric thermal unrest, as well as the further stratification of clouds, and changes in the absorptive properties of clouds. Hurricane strength winds are increasingly common even in continental areas. The author links the increase in duration of the El Nino to global warming, and further predicts a high public health risk as a result of the earth`s transition to another equilibrium state in its young history.

  19. EPRI News; Update on cold fusion

    SciTech Connect (OSTI)

    Douglas, J.

    1991-05-01

This paper reports that from instant sensation to virtual pariah, cold fusion has had a stormy history since two University of Utah researchers first announced its discovery in March 1989. Research into this mysterious phenomenon has been plagued both by technical difficulties in replicating experimental results and by sometimes bitter controversy over scientific standards and personal credibility. Now, in a somewhat calmer atmosphere, significant progress is being made through experiments that are reproducible over long periods of time and under a variety of conditions. These experiments indicate that nuclear reactions may indeed occur at room temperature in a crystal lattice in ways not understood before. It's time we stopped calling these reactions cold fusion, says David Worledge, EPRI coordinator of research in this area. There is now good evidence that cold nuclear reaction of some sort are taking place, but also growing indications that they aren't conventional deuterium-deuterium fusion, as first assumed. Also, the cold nuclear reactions inferred from the neutrons that have been detected are not numerous enough to be responsible for the excess heat production still being reported in some experiments. In their original work, University of Utah scientist Martin Fleischmann and Stanley Pons used a simple laboratory apparatus consisting of a palladium rod surrounded by a platinum coil and immersed in heavy water. They reported that when a small electric current was applied to the cells, deuterium nuclei from the heavy water were driven into the palladium rod, where they were held in the metal lattice and apparently fused, producing 4 watts of heat for each watt of electric power supplied.
