    Plug-in hybrid electric vehicles are hitting the U.S. market for the first time this year. Similar to hybrid electric vehicles, they feature a larger battery and plug-in charger that allows consumers to replace a portion of their fossil fuel by simply plugging their cars into standard 110-volt outlets at home or wherever outlets are available. If these vehicles become widely accepted, consumers and the environment will benefit, according to a computer modeling study by Xcel Energy and the Department of Energy's National Renewable Energy Laboratory. Researchers found that each PHEV would cut carbon dioxide emissions in half and save owners up to $450 in annual fuel costs and up to 240 gallons of gasoline. The study also looked at the impact of PHEVs on the electric grid in Colorado if used on a large scale. Integrating large numbers of these vehicles will depend on the adoption of smart-grid technology - adding digital elements to the electric power system to improve efficiency and enable more dynamic communication between consumers and producers of electricity. Using an intelligent monitoring system that keeps track of all electricity flowing in the system, a smart grid could enable optimal PHEV battery-charging much the same way it would enable users to manage their energy use in household appliances and factory processes to reduce energy costs. When a smart grid is implemented, consumers will have many low-cost opportunities to charge PHEVs at different times of the day. Plug-in vehicles could contribute electricity at peak times, such as summer evenings, while taking electricity from the grid at low-use times such as the middle of the night. Electricity rates could offer incentives for drivers to 'give back' electricity when it is most needed and to 'take' it when it is plentiful. The integration of PHEVs, solar arrays and wind turbines into the grid at larger scales will require a more modern electricity system. Technology already exists to allow customers to

    We discuss two recent diagnostic-development efforts in our laboratory: femtosecond pure-rotational Coherent anti-Stokes Raman scattering (CARS) for thermometry and species detection in nitrogen and air, and nanosecond vibrational CARS measurements of electric fields in air. Transient pure-rotational fs-CARS data show the evolution of the rotational Raman polarization in nitrogen and air over the first 20 ps after impulsive pump/Stokes excitation. The Raman-resonant signal strength at long time delays is large, and we additionally observe large time separation between the fs-CARS signatures of nitrogen and oxygen, so that the pure-rotational approach to fs-CARS has promise for simultaneous species and temperature measurements with suppressed nonresonant background. Nanosecond vibrational CARS of nitrogen for electric-field measurements is also demonstrated. In the presence of an electric field, a dipole is induced in the otherwise nonpolar nitrogen molecule, which can be probed with the introduction of strong collinear pump and Stokes fields, resulting in CARS signal radiation in the infrared. The electric-field diagnostic is demonstrated in air, where the strength of the coherent infrared emission and sensitivity our field measurements is quantified, and the scaling of the infrared signal with field strength is verified.

    We analyze the newest diffractive deep inelastic scattering data from the DESY collider HERA with the help of dipole models. We find good agreement with the data on the diffractive structure functions provided the diffractive open charm contribution is taken into account. However, the region of large diffractive mass (small values of a parameter {beta}) needs some refinement with the help of an additional gluon radiation.

    Per Executive Order 13031, “Federal Alternative Fueled Vehicle Leadership,” the U.S. Department of Energy’s (DOE’s) Advanced Vehicle Testing Activity provided $998,300 in incremental funding to support the deployment of 220 electric vehicles in 36 Federal fleets. The 145 electric Ford Ranger pickups and 75 electric Chrysler EPIC (Electric Powered Interurban Commuter) minivans were operated in 14 states and the District of Columbia. The 220 vehicles were driven an estimated average of 700,000 miles annually. The annual estimated use of the 220 electric vehicles contributed to 39,000 fewer gallons of petroleum being used by Federal fleets and the reduction in emissions of 1,450 pounds of smog-forming pollution. Numerous attempts were made to obtain information from all 36 fleets. Information responses were received from 25 fleets (69% response rate), as some Federal fleet personnel that were originally involved with the Incremental Funding Project were transferred, retired, or simply could not be found. In addition, many of the Department of Defense fleets indicated that they were supporting operations in Iraq and unable to provide information for the foreseeable future. It should be noted that the opinions of the 25 fleets is based on operating 179 of the 220 electric vehicles (81% response rate). The data from the 25 fleets is summarized in this report. Twenty-two of the 25 fleets reported numerous problems with the vehicles, including mechanical, traction battery, and charging problems. Some of these problems, however, may have resulted from attempting to operate the vehicles beyond their capabilities. The majority of fleets reported that most of the vehicles were driven by numerous drivers each week, with most vehicles used for numerous trips per day. The vehicles were driven on average from 4 to 50 miles per day on a single charge. However, the majority of the fleets reported needing gasoline vehicles for missions beyond the capabilities of the electric

    Initial results from the newest Gas Cherenkov Detector (GCD-3) are reported demonstrating improved performance over previous GCD iterations. Increased shielding and lengthening of the Cherenkov photon optical path have resulted in a diminished precursor signal with increased temporal separation between the precursor and the primary DT Cherenkov signal. Design changes resulted in a measured GCD-3 sensitivity comparable to GCD-1 at identical 100 psia CO2 operation. All metal gasket seals and pressure vessel certification to 400 psia operation allow for a GCD-3 lower Cherenkov threshold of 1.8 MeV using the fluorinated gas C2F6 as compared to the 6.3 MeV lower limitmore » of GCD-1 and GCD-2. Calibration data will be used to benchmark GEANT4 and ACCEPT detector models. Lastly, the GCD-3 acts as a prototype for the Super GCD being fielded at the National Ignition Facility (NIF) as part of the National Diagnostics Plan and will be installed at NIF in early 2016.« less

    From 1991 to 1996, key studies on the reutilization, treatment, and disposal technology of hazardous wastes have been incorporated into the national plan for environmental protection science and technology. At present, the research achievements have been accomplished, have passed national approval, and have been accepted. The author of this paper, as leader of the national group for this research work, expounds the newest achievements of the studies involving four parts: (1) the reutilization technology of electroplating sludge, including the ion-exchange process for recovering the sludge and waste liquor for producing chromium tanning agent and extracting chromium and colloidal protein from tanning waste residue; on the recovery of heavy metals from the electroplating waste liquor with microbic purification; on the demonstration project of producing modified plastics from the sludge and the waste plastics; and on the demonstration of the recovery of heavy metals from waste electroplating sludge by using the ammonia-leaching process; (2) the demonstrative research of reutilization technology of chromium waste residues, including production of self-melting ore and smelting of chromium-containing pig iron, and of pyrolytic detoxification of the residue with cyclone furnace; (3) the incineration technology of hazardous wastes with successful results of the industrial incinerator system for polychlorinated biphenyls; and (4) the safety landfill technology for disposal of hazardous wastes, with a complete set of technology for pretreatment, selection of the site, development of the antipercolating materials, and design and construction of the landfill. Only a part of the achievements is introduced in this paper, most of which has been built and is being operated for demonstration to further spreading application and accumulate experience. 6 refs., 7 figs., 6 tabs.

    A Stirling engine is a mechanical device that operates on a closed regenerative thermodynamic cycle, with cyclic compression and expansion of the working fluid at different temperature levels. The flow is controlled by volume changes, and there exists a net conversion of the heat to work. Stirling engines are ideally suited to off-grid electric power generation because of their multi-fuel capability, potentially high efficiency and low noise. The first model Stirling Techno-rally was held in August 1997 for further promotion of the clean and quiet Stirling engine as one of the Centennial Anniversary events of JSME. In the race, more than one hundred cars competed for the time on a course of 13 meters length and 30 centimeters width. In Ashikaga Institute of Technology, a model Stirling engine car Ashikaga Gekkoh was made for this event. In this paper the authors report on this model car that won the championship of the Stirling Techno-rally.

    EZ-Go Textron, Augusta, USA, manufactures 40 models of gasoline- and electric-powered utility vehicles, personnel carriers, and golf cars. Despite its popular product line, EZ-Go management recognized it had a problem; fabricating processes and product design hadn`t changed for 25 years and, at peak production, workers cloistered in dark, dingy shops were fabricating over-designed chassis and car frames using manual gas-metal arc welding. A global production plan, involving redesign of the product and plant modernization, was presented 3 years ago. The plan established volume outputs and shutdown steps for migrating from the old to the new design. The author describes the plan which incorporates linking product redesign, complex stampings, conveyor lines, and robotic welding.

    ChemMatCARS is a high-brilliance national synchrotron x-ray facility dedicated primarily to static and dynamic condensed matter chemistry and materials science. The scientific focus of the facility includes the study of surface and interfacial properties of liquids and solids as well as their bulk structure at atomic, molecular and mesoscopic length scales with high spatial and energy resolution. Experimental techniques supported by the facility include: 1) Liquid Surface X-ray Scattering; 2) Solid Surface X-ray Scattering; 3) Time-Resolved Crystallography; 4) Micro-Crystal Diffraction; 5) Small and Wide-angle X-ray Scattering. The data archive referenced here contains data for various components along the beamline within the First Optics Enclosure and is intended to be input or parameter data.     The small passenger car transmission test was initiated to supply electric vehicle manufacturers with technical information regarding the performance of commercially available transmissions. This information would enable EV manufacturers to design a more energy efficient vehicle. With this information the manufacturers would be able to estimate vehicle driving range as well as speed and torque requirements for specific roadload performance characteristics. This report covers the 1978 Chevrolet Luv Truck manual transmission. This transmission was tested per a passenger car automatic transmission test code (SAE J65lb) which required drive performance, coast performance, and no load test conditions. The portion of the test code which involved the throttle valve modulation and line pressure were deleted since they did not apply to the manual transmission. Under these test conditions the transmission attained maximum efficiencies in the upper 90% range at rated load for both drive performance tests and coast performance tests. The major results of this test are the torque speed and efficiency curves which are located in the data section of this report. These graphs map the complete performance characteristics for the Chevrolet Luv Truck Manual transmission. This information will facilitate the vehicle manufacturer in the design of a more energy efficient vehicle.

    The EcoCAR Challenege is a competition that challenges participating students from across North America to re-engineer a vehicle donated by General Motors. With the goal of minimizing the vehicle's fuel consumption and emissions, while maintaining its utility, safety and performance, teams had to find the best combination of cutting-edge technologies to meet these objectives. In the final year, the vehicles ran through a series of safety and technical tests at GM's Proving Ground in Milford, Michigan very similar to those GM's own production vehicles undergo. As EcoCAR wraps up, it is only the beginning for the next chapter in the DOE's 23-year history of advanced vehicle technology competitions. In April, Assistant Secretary for Policy and International Affairs David Sandalow announced the launch of EcoCAR 2: Plugging into the Future http://www.ecocar2.org/index.html . We look forward to seeing the new and innovative designs that students bring to this challenge and know they will find a way to exceed even our highest expectations.

    2'-3-dimethyl-4-aminoazobenzene (ortho-aminoazotoluene, OAT) is an azo dye and a rodent carcinogen that has been evaluated by the International Agency for Research on Cancer (IARC) as a possible (class 2B) human carcinogen. Its mechanism of action remains unclear. We examined the role of the xenobiotic receptor Constitutive Androstane Receptor (CAR, NR1I3) as a mediator of the effects of OAT. We found that OAT increases mouse CAR (mCAR) transactivation in a dose-dependent manner. This effect is specific because another closely related azo dye, 3'-methyl-4-dimethyl-aminoazobenzene (3'MeDAB), did not activate mCAR. Real-time Q-PCR analysis in wild-type C57BL/6 mice revealed that OAT induces the hepatic mRNA expression of the following CAR target genes: Cyp2b10, Cyp2c29, Cyp3a11, Ugt1a1, Mrp4, Mrp2 and c-Myc. CAR-null (Car{sup -/-}) mice showed no increased expression of these genes following OAT treatment, demonstrating that CAR is required for their OAT dependent induction. The OAT-induced CAR-dependent increase of Cyp2b10 and c-Myc expression was confirmed by Western blotting. Immunohistochemistry analysis of wild-type and Car{sup -/-} livers showed that OAT did not acutely induce hepatocyte proliferation, but at much later time points showed an unexpected CAR-dependent proliferative response. These studies demonstrate that mCAR is an OAT xenosensor, and indicate that at least some of the biological effects of this compound are mediated by this nuclear receptor. - Highlights: > The azo dye and mouse carcinogen OAT is a very effective mCAR activator. > OAT increases mCAR transactivation in a dose-dependent manner. > OAT CAR-dependently increases the expression of a specific subset of CAR target genes. > OAT induces an unexpectedly deferred, but CAR-dependent hepatocyte proliferation.

    Recently, passenger cars require better acceleration from low engine speed including starting-up in order to decrease the amount of particulate matter (PM) of diesel engines or to improve the driver`s feeling. However, turbocharged cars generally have worse response than the non turbo cars because it takes a few seconds to get the turbocharger rotate up to high speed, usually called Turbo-lag. In order to solve this, various technologies have been developed for a turbocharger itself as well as for charging system such as the sequential system. Here in this paper, the authors focus on the development of the following turbocharger technology to reduce Turbo-lag and to achieve better transient response.

    Disclosed is a mutant CAR-DI-binding adenovirus which has a genome comprising one or more mutations in sequences which encode the fiber protein knob domain wherein the mutation causes the encoded viral particle to have a significantly weakened binding affinity for CAR-DI relative to wild-type adenovirus. Such mutations may be in sequences which encode either the AB loop, or the HI loop of the fiber protein knob domain. Specific residues and mutations are described. Also disclosed is a method for generating a mutant adenovirus which is characterized by a receptor binding affinity or specificity which differs substantially from wild type.

    The purpose of this manual is to assist prospective users in the understanding and execution of Fleet-Car Market PENetration Simulator (CPEN). CPEN is an interactive FORTRAN program whose purpose is to produce estimates of fleet-market-penetration rates of alternative passenger cars that can be described in terms of specific physical and economic attributes. The data were derived from questionnaires distributed to fleet operators affiliated with National Association of Fleet Administrators (NAFA). Besides the NAFA data, CPEN uses 48 variables that are interactively inserted. Complete data-input descriptions are included in the manual along with algorithm and application flowcharts. Examples of complete successful simulator runs are included for alternative program paths. A listing of the computer program and a glossary for CPEN are included.

    Quiet, clean, and efficient, electric vehicles (EVs) may someday become a practical mode of transportation for the general public. Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries. This paper discusses these concepts.

    Electric steel production from scrap metal continues to grow both in total quantity and in market share. The economics of electric-steel production in general, and of electric minimills in particular, seem clearly established. The trend towards electric steelmaking provides significant economic and competitive advantages for producers and important overall economic, environmental, and energy advantages for the United States at large. Conversion to electric steelmaking offers up to a 4-to-1 advantage in terms of the overall energy used to produce a ton of steel, and s similar savings in energy cost for the producer. The amount of old scrap used to produce a ton of steel has doubled since 1967 because of the use of electric furnaces.
