    These lecture notes for criticality safety are prepared for the training of Department of Energy supervisory, project management, and administrative staff. Technical training and basic mathematics are assumed. The notes are designed for a two-day course, taught by two lecturers. Video tapes may be used at the options of the instructors. The notes provide all the materials that are necessary but outside reading will assist in the fullest understanding. The course begins with a nuclear physics overview. The reader is led from the macroscopic world into the microscopic world of atoms and the elementary particles that constitute atoms. The particles, their masses and sizes and properties associated with radioactive decay and fission are introduced along with Einstein's mass-energy equivalence. Radioactive decay, nuclear reactions, radiation penetration, shielding and health-effects are discussed to understand protection in case of a criticality accident. Fission, the fission products, particles and energy released are presented to appreciate the dangers of criticality. Nuclear cross sections are introduced to understand the effectiveness of slow neutrons to produce fission. Chain reactors are presented as an economy; effective use of the neutrons from fission leads to more fission resulting in a power reactor or a criticality excursion. The six-factor formula is presented for managing the neutron budget. This leads to concepts of material and geometric buckling which are used in simple calculations to assure safety from criticality. Experimental measurements and computer code calculations of criticality are discussed. To emphasize the reality, historical criticality accidents are presented in a table with major ones discussed to provide lessons-learned. Finally, standards, NRC guides and regulations, and DOE orders relating to criticality protection are presented.

    A robotic optical sedimentation recorder is described for the recordation of carbon flux in the oceans wherein both POC and PIC particles are captured at the open end of a submersible sampling platform, the captured particles allowed to drift down onto a collection plate where they can be imaged over time. The particles are imaged using three separate light sources, activated in sequence, one source being a back light, a second source being a side light to provide dark field illumination, and a third source comprising a cross polarized light source to illuminate birefringent particles. The recorder in one embodiment is attached to a buoyancy unit which is capable upon command for bringing the sedimentation recorder to a programmed depth below the ocean surface during recordation mode, and on command returning the unit to the ocean surface for transmission of recorded data and receipt of new instructions. The combined unit is provided with its own power source and is designed to operate autonomously in the ocean for extended periods of time.

    The Institute of Certified Records Managers (ICRM) is a non-profit, certifying organization of professional records managers and administrators. ICRM members are experienced in information requirements, records and information systems, and the related office systems and technologies. All members have met certification requirements and have received the Certified Records Manager (CRM) designation. As the field of information and records management moves toward standardization, and as the application of new technologies and technicalities complicate the measurement and demonstration of professional competence, the need for a means of identifying persons who have basic competency increases. The ICRM is providing such a means by testing and certifying basic knowledge. More and more job announcements are requiring this evidence of competency. Unfortunately, as an organization, NIRMA has a relatively small number of CRMs. The goal of the ICRM Development Group is two-fold; (1) to encourage NIRMA members to obtain their certification by providing basic information and support and; (2) to develop the Nuclear Specialist test module which will demonstrate that bearers have demonstrated expertise in nuclear records management as well as basic competencies. This report covers the examination process.

    Thermal activation is mediated by field configurations that correspond to saddle points of the energy functional. The rate of probability flow along the unstable functional directions, i.e the activation rate, is usually obtained from the imaginary part of a suitable analytic continuation of the equilibrium free energy. In this note we provide a real-time, non-equilibrium interpretation of this imaginary part which is analogous to the real-time interpretation of the imaginary part of the one-loop effective potential in theories with symmetry breaking. We argue that in situations in which the system is strongly out of equilibrium the rate will be time dependent and illustrate this with an example.

    Mayer cluster expansion is an important tool in statistical physics to evaluate grand canonical partition functions. It has recently been applied to the Nekrasov instanton partition function of $\\mathcal{N}=2$ 4d gauge theories. The associated canonical model involves coupled integrations that take the form of a generalized matrix model. It can be studied with the standard techniques of matrix models, in particular collective field theory and loop equations. In the first part of these notes, we explain how the results of collective field theory can be derived from the cluster expansion. The equalities between free energies at first orders is explained by the discrete Laplace transform relating canonical and grand canonical models. In a second part, we study the canonical loop equations and associate them to similar relations on the grand canonical side. It leads to relate the multi-point densities, fundamental objects of the matrix model, to the generating functions of multi-rooted clusters. Finally, a method is proposed to derive loop equations directly on the grand canonical model.

    The U.S. Department of Energy (DOE) is responsible for managing vast amounts of information documenting historical and current operations. This information is critical to the operations of the DOE Office of Legacy Management. Managing legacy records and information is challenging in terms of accessibility and changing technology. The Office of Legacy Management is meeting these challenges by making records and information management an organizational priority. The Office of Legacy Management mission is to manage DOE post-closure responsibilities at former Cold War weapons sites to ensure the future protection of human health and the environment. These responsibilities include environmental stewardship and long-term preservation and management of operational and environmental cleanup records associated with each site. A primary organizational goal for the Office of Legacy Management is to 'Preserve, Protect, and Share Records and Information'. Managing records for long-term preservation is an important responsibility. Adequate and dedicated resources and management support are required to perform this responsibility successfully. Records tell the story of an organization and may be required to defend an organization in court, provide historical information, identify lessons learned, or provide valuable information for researchers. Loss of records or the inability to retrieve records because of poor records management processes can have serious consequences and even lead to an organisation's downfall. Organizations must invest time and resources to establish a good records management program because of its significance to the organization as a whole. The Office of Legacy Management will continue to research and apply innovative ways of doing business to ensure that the organization stays at the forefront of effective records and information management. DOE is committed to preserving records that document our nation's Cold War legacy, and the Office of Legacy Management will keep records management as a high priority. (authors)

    While the basic physics of Microwave Assisted Magnetization Reversal (MAMR) phenomenon is well established both theoretically and experimentally, its application in a practical magnetic recording environment was so far studied primarily with the help of micromagnetic recording models. In this work, we instead attempt to use analytical formulation and simple numerical models to understand the main challenges as well as benefits that are associated with such a system. It appears that the main difference between the previously introduced theory [G. Bertotti et al., Phys. Rev. Lett. 86, 724 (2001); K. Rivkin et al., Appl. Phys. Lett. 92, 153104 (2008); S. Okamoto et al., J. Appl. Phys. 107, 123914 (2010).] and recording environment is that both the RF and DC magnetic fields are applied at a substantial angle to the anisotropy axis. While the associated symmetry breaking prevents one from describing the reversal process explicitly, it is possible to approximate the solutions well enough to satisfactorily match numerical models both in the case of wire and Spin Torque Oscillator generated RF fields. This approach allows for physical explanation of various effects associated with MAMR such as high gradient of writeable anisotropy and reduction of track width, and offers a clear guidance regarding future optimization of MAMR recording.

    This paper discusses a project performed to recover wet records discovered in January 1995 at the Fernald Environmental Management Project (FEMP). This paper discusses the emergency and record recovery phases of the project, the technical options considered for records recovery, and special measures which were required due to radiological contamination of the records. Also, the root causes and lessons learned from the incident, and path forward for future records management operations at Fernald, are discussed.

The intention is purely pedagogical, i.e. to familiarize the reader with the essential basic concepts in a concise way, thus serving as an introduction to beginners and other interested readers. Unitarization is discussed briefly. The tutorial is highly biased towards transverse momentum ordered parton showers, and in particular towards merging schemes as they are implemented in the Pythia8 general purpose Monte Carlo generator.

    The search for cosmic strings has been of renewed interest with the advent of precision cosmology. In this note we give a quantitative description of the nonlinear matter density fluctuations that can form from a scaling network of cosmic string wakes. Specifically, we compute the distribution of dark matter halos. These halos would possess strong correlations in position space that should have survived until today. We also discuss the challenges involved in their detection due to their small size and the complex dynamics of their formation.

    On March 14, 1979 a sizeable earth-quake (Ms-7.6 Richter scale) occurred on the continential shelf adjacent to S.W. Mexico, near Petatlan in the state of Guerrero. This earthquake generated a small tsunami that was recorded in deep water, 1000 km away, thus providing for the first time a glance at a tsunami traveling in the open ocean. The same sea floor pressure record displays conspicuous signals associated with vertical sea floor motions generated at the passage of the first Rayleight seismic wave, R1. Seismic and tsunami travel velocities are in agreement with our present understanding of the phenomena, and tsunami detectability in deep water is demonstrated to be well within present day state of the art in the design of sea floor pressure transducers. As calculations anticipate, the E.M. signals associated with the passage of the tsunami were too faint to be detected.

    In this note we reconsider the late-time, power-law decay rate of scalar fields in a Kerr space-time background. We implement a number of mathematical and computational enhancements to our time-domain, (2+1)D Teukolsky evolution code and are able to obtain reliable decay rates for multipoles as high as $\\ell=16$. Our numerical results suggest full agreement with the proposed decay expressions in recent work for both the finite distance, and null infinity cases. We also study the same in the context of extremal Kerr space-time and find that the same results hold, except that the horizon tails follow the null infinity expressions instead.

    A focused He – Ne laser beam is shown to cause local blackening of semitransparent detonation nanodiamond (DND) films at incident power densities above 600 W cm{sup -2}. Data obtained with a Raman spectrometer and low-power 632.8-nm laser source indicate that the blackening is accompanied by a decrease in broadband background luminescence and emergence of sharp Raman peaks corresponding to the structures of nanodiamond and sp{sup 2} carbon. The feasibility of image recording on DND films by a focused He – Ne laser beam is demonstrated. (letters)

    This paper describes an inexpensive and innovative VME transient recorder module, with 64 multiplexed analog input channels, 12-bit resolution, sampling rate up to 666 kSPS and 2 MWords of local memory providing standalone operation capability. This module was developed for the operation control of the tokamak ISTTOK. Its architecture takes advantage of the large scale integration and improved dynamic performance of recently developed devices. The main operational features are described and methods for assessing the performance are discussed. The experimental results already obtained as well as the philosophy of operation and programmability of this module suggest its adequacy to the monitoring of a large and complex nuclear physics experiment.

    Worldwide LNG shipments by ocean-going vessels in 1994 increased to 1,619 voyages, according to an LNG shipping industry statistical annual. LNG Log 20 published the recently compiled 1994 data in the last quarter of 1995. The publication is from the Society of International Gas Tanker and Terminal Operators Ltd., London. The year`s total was 8.8% more than for 1993 and the most in 35 years of records. The trips were made and the vessels loaded and discharged without report of serious safety or environmental incident, says the publication. Of the voyages completed during the year, 596 were to European receiving terminals (up 2.8% over 1993), and 1,003 went to the Far East (an increase of 10.7%); shipments to the US, however, dropped to 20, from 32 in 1993. This paper shows that the 1,619 voyages represent 3.6 million nautical miles logged by 78 vessels active during the year. These ships pumped ashore record annual volumes of approximately 144.3 million cu m of LNG, 110.1 million cu m (76.3%) of which went to Far Eastern customers. The paper also summarizes containment systems in use in 1994 and since LNG began to be shipped in 1959.

    The Office of Legacy Management (LM) is an integral part of the U.S. Department of Energy’s (DOE’s) strategy to ensure that legacy liabilities of former nuclear weapons production sites are properly managed following the completion of environmental cleanup activities. LM will work with each site using an integrated team approach to ensure a successful transition. Part of this process will include transition of Government records and information. The Office of Legacy Management Information and Records Management Transition Guidance focuses on LM’s goal to preserve and protect legacy records and information. This guidance document establishes a framework for the transfer of records management responsibilities for sites transferring to LM. It describes the requirements, responsibilities, and procedures for the efficient and cost-effective transfer of custody, ownership, and management of records and other information products from the transfer site to LM. Records management practices are critical to the functions of Federal agencies because records provide information about, or evidence of, the organization, functions, policies, decisions, procedures, operations, or other activities. Therefore, the information generated by an agency is created, maintained, and dispositioned through records management processes that ensure the appropriate preservation and retrieval of essential information. Because of their intrinsic value, best practices to preserve information and records should be utilized when records are transferred from one organization to another. As the transfer program completes cleanup activities at closure sites, a transitional process will facilitate the transparent shift in the management of site records activities to LM. The roles and responsibilities of the transfer site and/or program and LM described in this document are a necessary foundation for cooperation and coordination and are essential to the successful transition of records and information responsibilities. The DOE Office of the Chief Information Officer (OCIO) has a central role in DOE records management by providing guidance, expertise, and coordination to all DOE offices and organizations and coordination with the National Archives and Records Administration (NARA). LM and the transfer site will complete an integrated transition plan which will integrate all transition elements including information and records. As part of the overall transition plan, an Information and Records Transition Plan will be developed consistent with the integrated transition plan for the site transfer and included as an attachment. The Information and Records Management Transition Plan will be developed to assist both organizations in organizing the tasks; establishing a timetable and milestones for their completion; and identifying manpower, funding and other resources that will be needed to complete the ownership transfer. In addition, the plan will provide a valuable exchange of institutional knowledge that will assist LM in meeting the obligations of responsibly managing legacy records. Guidance for the development of the plan is included in this document. Records management concerns that may arise during site closure, such as management support, contract language and agreements, interactions with the OCIO and NARA, resource and budget considerations, and procedures to safeguard records are addressed. Guidelines and criteria for records management transition activities are also provided. These include LM expectations for the inventory, scheduling, and disposition of records; the management and transfer of electronic files, including databases and software; records finding aids, indices, and recordkeeping systems; and the process for the transfer of hard copy and electronic records to LM.

    The record statistics of complex random states are analytically calculated, and shown that the probability of a record intensity is a Bernoulli process. The correlation due to normalization leads to a probability distribution of the records that is non-universal but tends to the Gumbel distribution asymptotically. The quantum standard map is used to study these statistics for the effect of correlations apart from normalization. It is seen that in the mixed phase space regime the number of intensity records is a power law in the dimensionality of the state as opposed to the logarithmic growth for random states.

    Unattended surveillance places unique requirements on video recorders. One such requirement, extended operational reliability, often cannot be determined from the manufacturers' data. Subsequent to market surveys and preliminary testing, the Sony 8mm EVO-210 recorder was selected for use in the Modular Integrated Video System (MIVS), while concurrently undergoing extensive reliability testing. A microprocessor based controller was developed to life test and evaluate the performance of the video cassette recorders. The controller has the capability to insert a unique binary count in the vertical interval of the recorded video signal for each scene. This feature allows for automatic verification of the recorded data using a MIVS Review Station. Initially, twenty recorders were subjected to the accelerated life test, which involves recording one scene (eight video frames) every 15 seconds. The recorders were operated in the exact manner in which they are utilized in the MIVS.   6. Selection and evaluation of video tape recorders for surveillance applications

    Unattended surveillance places unique requirements on video recorders. One such requireemnt, extended operational reliability, often cannot be determined from the manufacturers' data. Subsequent to market surveys and preliminary testing, the Sony 8mm EVO-210 recorder was selected for use in the Modular Integrated Video System (MIVS), while concurrently undergoing extensive reliability testing. A microprocessor based controller was developed to life test and evaluate the performance of the video cassette recorders. The controller has the capability to insert a unique binary count in the vertical interval of the recorder video signal for each scene. This feature allows for automatic verification of the recorded data using a MIVS Review Station. Initially, twenty recorders were subjected to the accelerated lift test, which involves recording one scene (eight video frames) every 15 seconds. The recorders were operated in the exact manner in which they are utilized in the MIVS. This paper describes the results of the preliminary testing, accelerated life test and the extensive testing on 130 Sony EVO-210 recorders.

    Analysis of the meteorology of Polar Regions is fundamental to the process of understanding the global climatology of the Earth and Earth-like planets. The nature of air circulation in a polar vortex is of preliminary importance. I have show that the local and continental spatiotemporal relationship between near surface wind events is self-organized criticality. In particular, the wind event size, wind event duration, and duration of quiescent wind event are well approximated by power-law distributions. On a continental scale, the wind events in the Antarctic tend to be self-organized criticality with ergodic properties. A similar self-organized criticality wind event was also found in Taylor Valley located at McMurdo Dry Valleys discovered by Captain Scott's expedition. Captain Scott's meteorological Terra Nova record was also examined.     Stellar occultations by asteroids and outer solar system bodies can offer ground based observers with modest telescopes and camera equipment the opportunity to probe the shape, size, atmosphere and attendant moons or rings of these distant objects. The essential requirements of the camera and recording equipment are: good quantum efficiency and low noise, minimal dead time between images, good horological faithfulness of the image time stamps, robustness of the recording to unexpected failure, and low cost. We describe the Astronomical Digital Video occultation observing and recording System (ADVS) which attempts to fulfil these requirements and compare the system with other reported camera and recorder systems. Five systems have been built, deployed and tested over the past three years, and we report on three representative occultation observations: one being a 9 +/-1.5 second occultation of the trans-Neptunian object 28978 Ixion (mv=15.2) at 3 seconds per frame, one being a 1.51 +/-0.017 second occultation ...

    Current microelectrodes designed to record chronic neural activity suffer from recording instabilities due to the modulus mismatch between the electrode materials and the brain. We sought to address this by microfabricating a novel flexible neural probe. Our probe was fabricated from parylene-C with a WTi metal, using contact photolithography and reactive ion etching, with three design features to address this modulus mismatch: a sinusoidal shaft, a rounded tip and a polyimide anchoring ball. The anchor restricts movement of the electrode recording sites and the shaft accommodates the brain motion. We successfully patterned thick metal and parylene-C layers, with a reliable device release process leading to high functional yield and were able to sample stable neural activity for over 2 years with this probe.
