    The Wells 2/sup 0/ Quadrangle, Nevada, Idaho, and Utah, was evaluated using National Uranium Resource Evaluation criteria to delineate areas favorable for uranium deposits. Our investigation has resulted in the delineation of areas that contain Tertiary sedimentary rocks favorable for hydroallogenic deposits in the Mountain City area (Favorable Area A) and in the Oxley Peak area north of Wells (Favorable Area B). Environments considered to be unfavorable for uranium deposits include Tertiary felsic volcanic, felsic plutonic, intermediate to mafic volcanic, Paleozoic and Mesozoic sedimentary rocks, Precambrian rocks, and most Tertiary sedimentary rocks located outside the favorable areas. Present-day basins are unevaluated environments because of a paucity of adequate outcrop and subsurface data. However, the scarce data indicate that some characteristics favorable for uranium deposits are present in the Susie Creek-Tule Valley-Wild Horse basin, the Contact-Granite Range-Tijuana John stocks area, the Charleston Reservoir area, and the Wells-Marys River basin.

    The Elko Quadrangle (1/sup 0/ x 2/sup 0/), Nevada and Utah, was evaluated to identify and delineate geologic environments favorable for the occurrence of uranium deposits. Geologic reconnaissance, radiometric surveys, and geochemical sampling programs were carried out in all identified environments in the quadrangle. Known and newly identified uranium occurrences were evaluated. All geologic environments, both favorable and unfavorable for the occurrence of uranium, were evaluated and compared to analogous environments known to contain uranium deposits. This study concludes that tuffs and sediments of the Humboldt Formation are favorable for initial-magmatic and sandstone uranium occurrences. Contact metasomatic and allogenic environments developed within the Park City limestones adjacent to the Delcer Buttes quartz monzonite are also favorable for uranium concentration. With the exception of unevaluated basins adjacent to possible igneous source rocks, all other identified geologic environments are considered unfavorable for uranium deposits.

    The United States (U.S.) Department of Energy (DOE) Nevada Test Site (NTS) is one of two regional sites where low-level radioactive waste (LLW) from approved DOE and U.S. DOD generators across the United States is disposed. In federal fiscal year (FY) 2002, over 57,000 cubic meters of waste was transported to and disposed at the NTS. DOE and U.S. Department of Transportation (DOT) regulations ensure that radiation exposure from truck shipments to members of the public is negligible. Nevertheless, particularly in rural communities along transportation routes in Utah and Nevada, there is perceived risk from members of the public about incremental exposure from LLW trucks, especially when ''Main Street'' and the LLW transportation route are the same. To better quantify the exposure to gamma radiation, a stationary monitoring array of four pressurized ion chambers (PICs) have been set up in a pullout just before LLW trucks reach the entrance to the NTS. The PICs are positioned at a distance of one meter from the sides of the truck trailer and at a height appropriate for the design of the trucks that will be used in FY2003 to haul LLW to the NTS. The use of four PICs (two on each side of the truck) is to minimize and to correct for non-uniformity where radiation levels from waste packages vary from side to side, and from front to back in the truck trailer. The PIC array is being calibrated by collecting readings from each PIC exposed to a known 137Cs source that was positioned at different locations on a flatbed stationed in the PIC array, along with taking secondary readings from other known sources. Continuous data collection using the PICs, with and without a truck in the array, is being used to develop background readings. In addition, acoustic sensors are positioned on each side of the PIC array to record when a large object (presumably a truck) enters the array. In FY2003, PIC surveys from as many incoming LLW trucks as possible will be made and survey data

    A detailed description is given of the laws and programs of the State of Nevada governing the regulation of public energy utilities, the siting of energy generating and transmission facilities, the municipal franchising of public energy utilities, and the prescription of rates to be charged by utilities including attendant problems of cost allocations, rate base and operating expense determinations, and rate of return allowances. These laws and programs are analyzed to identify impediments which they may present to the implementation of Integrated Community Energy Systems (ICES). This report is one of fifty-one separate volumes which describe such regulatory programs at the Federal level and in each state as background to the report entitled Community Energy Systems and the Law of Public Utilities - Volume One: An Overview. This report also contains a summary of a strategy described in Volume One - An Overview for overcoming these impediments by working within the existing regulatory framework and by making changes in the regulatory programs to enhance the likelihood of ICES implementation.

    The Community Environmental Monitoring Program (CEMP) has promoted stakeholder involvement, awareness, and understanding of radiological surveillance in communities surrounding the Nevada Test Site (NTS) since 1981. It involves stakeholders in the operation, data collection, and dissemination of information obtained from a network of 29 stations across a wide area of Nevada, Utah and California. It is sponsored by the U.S. Department of Energy, National Nuclear Security Administration’s Nevada Site Office (NNSA/NSO) and administered by the Desert Research Institute (DRI) of the Nevada System of Higher Education. Integration of a near real-time communications system, a public web site, training workshops for involved stakeholders, and educational programs all help to alleviate public perception of risk of health effects from past activities conducted at the NTS.

    This report is submitted to Congress by the Secretary of the Air Force, the Secretary of the Navy, and the Secretary of the Interior pursuant to Section 6 of the Military Lands Withdrawal Act of 1986. It contains an analysis and evaluation of the effects on public health and safety resulting from DOD and Department of Energy (DOE) military and defense-related uses on withdrawn public lands in the State of Nevada and in airspace overlying the State. This report describes the cumulative impacts of those activities on public and private property in Nevada and on plants, fish and wildlife, cultural, historic, scientific, recreational, wilderness and other resources of the public lands of Nevada.     The Utah Heavy Oil Program (UHOP) was established in June 2006 to provide multidisciplinary research support to federal and state constituents for addressing the wide-ranging issues surrounding the creation of an industry for unconventional oil production in the United States. Additionally, UHOP was to serve as an on-going source of unbiased information to the nation surrounding technical, economic, legal and environmental aspects of developing heavy oil, oil sands, and oil shale resources. UHOP fulGilled its role by completing three tasks. First, in response to the Energy Policy Act of 2005 Section 369(p), UHOP published an update report to the 1987 technical and economic assessment of domestic heavy oil resources that was prepared by the Interstate Oil and Gas Compact Commission. The UHOP report, entitled 'A Technical, Economic, and Legal Assessment of North American Heavy Oil, Oil Sands, and Oil Shale Resources' was published in electronic and hard copy form in October 2007. Second, UHOP developed of a comprehensive, publicly accessible online repository of unconventional oil resources in North America based on the DSpace software platform. An interactive map was also developed as a source of geospatial information and as a means to interact with the repository from a geospatial setting. All documents uploaded to the repository are fully searchable by author, title, and keywords. Third, UHOP sponsored Give research projects related to unconventional fuels development. Two projects looked at issues associated with oil shale production, including oil shale pyrolysis kinetics, resource heterogeneity, and reservoir simulation. One project evaluated in situ production from Utah oil sands. Another project focused on water availability and produced water treatments. The last project considered commercial oil shale leasing from a policy, environmental, and economic perspective.

    Proponents of petroleum industry subsidies often assert that such policies will have positive economic implications for rural communities. This paper examines the economic impacts of such a policy in Utah. Specifically, this paper quantifies the direct and indirect economic and fiscal impacts of a tax credit granted for oil and gas well workovers in Utah`s Uintah Basin. The analysis is made possible by an input-output model constructed specifically for Utah`s oil producing economy. The tax credit policy was found to generate a net fiscal loss for the state. However, it does generate employment in the Uintah Basin. The total per job cost to the state of generating an average of one job per year for 5 years through the tax credit policy is $24,056 (1991 dollars). However, if the public expenditure impacts are taken into account, then the cost per job could be as high as $48,423 (1991 dollars). Whether there are other ways to generate the same employment gains at a lower cost was lost in the political debate surrounding this petroleum industry tax credit. 8 refs., 2 figs., 9 tabs.

    The Community Environmental Monitoring Program (CEMP) is a network of 29 monitoring stations located in communities surrounding and downwind of the Nevada Test Site (NTS) that monitor the airborne environment for manmade radioactivity that could result from NTS activities. The network stations, located in Nevada, Utah, and California are comprised of instruments that collect a variety of environmental radiological and meteorological data. The emphasis of the CEMP is to monitor airborne radioactivity and weather conditions, and make the results available to the public. Instrumentation that records these data is connected to a datalogger, and real-time radiation levels or weather conditions can immediately and easily be seen on a display at each station. These data are transmitted via direct or wireless internet connection, landline or cellular phone, or satellite transmission to DRI's Western Regional Climate Center in Reno, Nevada, and are updated as frequently as every 10 minutes on the World Wide Web at http://www.cemp.dri.edu. DOE and DRI also publish the results of the monitoring program and distribute these reports throughout the network community. The reports provide summaries of average values for each station and the entire network, and show deviations from the expected range values.     Executive Summary Salt Lake County's Solar Photovoltaic Project - an unprecedented public/private partnership Salt Lake County is pleased to announce the completion of its unprecedented solar photovoltaic (PV) installation on the Calvin R. Rampton Salt Palace Convention Center. This 1.65 MW installation will be one the largest solar roof top installations in the country and will more than double the current installed solar capacity in the state of Utah. Construction is complete and the system will be operational in May 2012. The County has accomplished this project using a Power Purchase Agreement (PPA) financing model. In a PPA model a third-party solar developer will finance, develop, own, operate, and maintain the solar array. Salt Lake County will lease its roof, and purchase the power from this third-party under a long-term Power Purchase Agreement contract. In fact, this will be one of the first projects in the state of Utah to take advantage of the recent (March 2010) legislation which makes PPA models possible for projects of this type. In addition to utilizing a PPA, this solar project will employ public and private capital, Energy Efficiency and Conservation Block Grants (EECBG), and public/private subsidized bonds that are able to work together efficiently because of the recent stimulus bill. The project also makes use of recent changes to federal tax rules, and the recent re-awakening of private capital markets that make a significant public-private partnership possible. This is an extremely innovative project, and will mark the first time that all of these incentives (EECBG grants, Qualified Energy Conservation Bonds, New Markets tax credits, investment tax credits, public and private funds) have been packaged into one project. All of Salt Lake County's research documents and studies, agreements, and technical information is available to the public. In addition, the County has already shared a variety of information with the public through webinars

    This report was prepared to meet the information needs of the public and the requirements and guidelines of the U.S. Department of Energy (DOE) for annual site environmental reports. It was prepared by National Security Technologies, LLC (NSTec), for the U.S. Department of Energy, National Nuclear Security Administration Nevada Field Office (NNSA/NFO) (formerly designated as the Nevada Site Office [NNSA/NSO]). The new field office designation occurred in March 2013. Published reports cited in this 2013 report, therefore, may bear the name or authorship of NNSA/NSO. This and previous years’ reports, called Annual Site Environmental Reports (ASERs), Nevada Test Site Environmental Reports (NTSERs), and, beginning in 2010, Nevada National Security Site Environmental Reports (NNSSERs), are posted on the NNSA/NFO website at http://www.nv.energy.gov/library/publications/aser.aspx.

Arch Coal's Skyline mine was able to mine over 200,0000 tons of coal throughout 2005 and its SUFCO mine produced 7.5 mt of coal during 2005.     The authority to regulate the operatons of public utilities in Nevada is vested generally in the Public Service Commission. The Commission is comprised of three members appointed by the governor to four year terms. One of the members is designated by the governor to act as chairman and serves in that capacity at the pleasure of the governor. Commissioners must be free from employment or pecuniary interests which are incompatible with the duties of the Commission. Within the purview of its powers, the authority of the Commission supercedes that of local governments. Local governments play a role in regulating public utilities only through the exercise of their zoning and franchising powers. In addition, municipally-owned utilities are totally exempt from Commission control. No specific procedure is provided by which the decisions of local governments regarding utilities may be reviewed by the Commission. Public utility regulatory statutes, energy facility siting programs, and municipal franchising authority are examined to identify how they may impact on the ability of an organization, whether or not it be a regulated utility, to construct and operate an ICES.

    The Nevada Test Site Environmental Report 2007 (NTSER) was prepared to meet the information needs of the public and the requirements and guidelines of the U.S. Department of Energy (DOE) for annual site environmental reports. It was prepared by National Security Technologies, LLC (NSTec). This Executive Summary presents the purpose of the document, the major programs conducted at the Nevada Test Site (NTS), NTS key environmental initiatives, radiological releases and potential doses to the public resulting from site operations, a summary of nonradiological releases, implementation status of the NTS Environmental Management System, a summary of compliance with environmental regulations, pollution prevention and waste minimization accomplishments, and significant environmental accomplishments. Much of the content of this Executive Summary is also presented in a separate stand-alone pamphlet titled Nevada Test Site Environmental Report Summary 2007. This NTSER was prepared to satisfy DOE Order 231.1A, Environment, Safety and Health Reporting. Its purpose is to (1) report compliance status with environmental standards and requirements, (2) present results of environmental monitoring of radiological and nonradiological effluents, (3) report estimated radiological doses to the public from releases of radioactive material, (4) summarize environmental incidents of noncompliance and actions taken in response to them, (5) describe the NTS Environmental Management System and characterize its performance, and (6) highlight significant environmental programs and efforts. This report meets these objectives for the NTS and three offsite Nevada facilities mentioned in this report.

    In February 1983, the US Department of Energy (DOE) identified the Davis Canyon site in Utah as one of the nine potentially acceptable sites for a mined geologic repository for spent nuclear fuel and high- level radioactive waste. To determine their suitability, the Davis Canyon site and the eight other potentially acceptable sites have been evaluated in accordance with the DOE's General Guidelines for the Recommendation of Sites for the Nuclear Waste Repositories. These evaluations were reported in draft environmental assessments (EAs), which were issued for public review and comment. After considering the comments received on the draft EAs, the DOE prepared the final EA. The Davis Canyon site is in the Paradox Basin, which is one of five distinct geohydrologic settings considered for the first repository. This setting contains one other potentially acceptable site -- the Lavender Canyon site. Although the Lavender Canyon site is suitable for site characterization, the DOE has concluded that the Davis Canyon site is the preferred site in the Paradox Basin. On the basis of the evaluations reported in this EA, the DOE has found that the Davis Canyon site is not disqualified under the guidelines. Furthermore, the DOE has found that the site is suitable for site characterization because the evidence does not support a conclusion that the site will not be able to meet each of the qualifying conditions specified in the guidelines. On the basis of these findings, the DOE is nominating the Davis Canyon site as one of the five sites suitable for characterization.

    The Utah Wind Working Group (UWWG) believes there are currently opportunities to encourage wind power development in the state by seeking changes to the avoided cost tariff paid to qualifying facilities (QFs). These opportunities have arisen as a result of a recent renegotiation of Pacificorp's Schedule 37 tariff for wind QFs under 3 MW, as well as an ongoing examination of Pacificorp's Schedule 38 tariff for wind QFs larger than 3 MW. It is expected that decisions made regarding Schedule 38 will also impact Schedule 37. Through the Laboratory Technical Assistance Program (Lab TAP), the UWWG has requested (through the Utah Energy Office) that LBNL provide technical assistance in determining whether an alternative method of calculating avoided costs that has been officially adopted in Idaho would lead to higher QF payments in Utah, and to discuss the pros and cons of this method relative to the methodology recently adopted under Schedule 37 in Utah. To accomplish this scope of work, I begin by summarizing the current method of calculating avoided costs in Utah (per Schedule 37) and Idaho (the ''surrogate avoided resource'' or SAR method). I then compare the two methods both qualitatively and quantitatively. Next I present Pacificorp's four main objections to the use of the SAR method, and discuss the reasonableness of each objection. Finally, I conclude with a few other potential considerations that might add value to wind QFs in Utah.

    The Nevada Test Site Environmental Report 2009 was prepared to meet the information needs of the public and the requirements and guidelines of the U.S. Department of Energy (DOE) for annual site environmental reports. It was prepared by National Security Technologies, LLC (NSTec), for the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office (NNSA/NSO). This and previous years’ Nevada Test Site Environmental Reports (NTSERs) are posted on the NNSA/NSO website at http://www.nv.doe.gov/library/publications/aser.aspx. This NTSER was prepared to satisfy DOE Order DOE O 231.1A, “Environment, Safety and Health Reporting.” Its purpose is to (1) report compliance status with environmental standards and requirements, (2) present results of environmental monitoring of radiological and nonradiological effluents, (3) report estimated radiological doses to the public from releases of radioactive material, (4) summarize environmental incidents of noncompliance and actions taken in response to them, (5) describe the NNSA/NSO Environmental Management System and characterize its performance, and (6) highlight significant environmental programs and efforts. This NTSER summarizes data and compliance status for calendar year 2009 at the Nevada Test Site (NTS) and its two support facilities, the North Las Vegas Facility (NLVF) and the Remote Sensing Laboratory (RSL)-Nellis. It also addresses environmental restoration (ER) projects conducted at the Tonopah Test Range (TTR). Through a Memorandum of Agreement, NNSA/NSO is responsible for the oversight of TTR ER projects, and the Sandia Site Office of NNSA (NNSA/SSO) has oversight of all other TTR activities. NNSA/SSO produces the TTR annual environmental report available at http://www.sandia.gov/news/publications/environmental/index.html.

  6. Environmental assessment: Davis Canyon site, Utah

    In February 1983, the US Department of Energy (DOE) identified the Davis Canyon site in Utah as one of the nine potentially acceptable sites for a mined geologic repository for spent nuclear fuel and high-level radioactive waste. To determine their suitability, the Davis Canyon site and the eight other potentially acceptable sites have been evaluated in accordance with the DOE's General Guidelines for the Recommendation of Sites for the Nuclear Waste Repositories. These evaluations were reported in draft environmental assessments (EAs), which were issued for public review and comment. After considering the comments received on the draft EAs, the DOE prepared the final EA. The Davis Canyon site is in the Paradox Basin, which is one of five distinct geohydrologic settings considered for the first repository. This setting contains one other potentially acceptable site -- the Lavender Canyon site. Although the Lavender Canyon site is suitable for site characterization, the DOE has concluded that the Davis Canyon site is the preferred site in the Paradox Basin. On the basis of the evaluations reported in this EA, the DOE has found that the Davis Canyon site is not disqualified under the guidelines. Furthermore, the DOE has fond that the site is suitable for site characterization because the evidence does not support a conclusion that the site will not be able to meet each of the qualifying conditions specified in the guidelines. On the basis of these findings, the DOE is nominating the Davis Canyon site as one of five sites suitable for characterization. 181 figs., 175 tabs.

  7. On the benefits of an integrated nuclear complex for Nevada

    An integrated nuclear complex is proposed for location at the Nevada Test Site. In addition to solving the nuclear waste disposal problem, this complex would tremendously enhance the southern Nevada economy, and it would provide low cost electricity to each resident and business in the affected counties. Nuclear industry and the national economy would benefit because the complex would demonstrate the new generation of safer nuclear power plants and revitalize the industry. Many spin-offs of the complex would be possible, including research into nuclear fusion and a world class medical facility for southern Nevada. For such a complex to become a reality, the cycle of distrust between the federal government and the State of Nevada must be broken. The paper concludes with a discussion of implementation through a public process led by state officials and culminating in a voter referendum.

    Between 1951 and 1992, 928 nuclear tests were conducted at the Nevada Test Site (NTS), including 100 atmospheric and 828 underground tests. Initial public reaction to the tests was largely supportive, but by the late 1950s this began to change, largely as a result of fear of the potential for adverse health effects to be caused by exposure to ionizing radiation resulting from the tests. The nuclear power plant accident at Three Mile Island in 1979 served to heighten these fears, as well as foster a general distrust of the federal agencies involved and low public confidence in monitoring results. Modeled after a similar program that involved the public in monitoring activities around the Three Mile Island nuclear power plant, the Community Environmental Monitoring Program (CEMP) has promoted stakeholder involvement, awareness, and understanding of radiological surveillance in communities surrounding the NTS since 1981. It involves stakeholders in the operation, data collection, and dissemination of information obtained from a network of 29 stations across a wide area of Nevada, Utah, and California. It is sponsored by the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office (NNSA/NSO) and administered by the Desert Research Institute (DRI) of the Nevada System of Higher Education. Since assuming administration of the program in 2000, DRI has accomplished significant enhancements to the network's data collection and transmission capabilities. A robust datalogging and communications system allows for the near real-time transmission of data to a platform maintained by DRI's Western Regional Climate Center, where the data are uploaded and displayed on a publicly accessible web site (http://cemp.dri.edu/). Additionally, the CEMP can serve as part of an emergency response network in the event of an unplanned radiological release from the NTS, and also provides an excellent platform for testing new environmental sensor technologies

NNSA/NSO strives to provide to the public an understanding of the current activities on the NTS, including environmental monitoring and compliance activities aimed at protecting the public and the environment from radiation hazards and from nonradiological impacts. This document is a summary of the Nevada Test Site Environmental Report (NTSER) for calendar year 2006 (see attached compact disc on inside back cover). The NTSER is a comprehensive report of environmental activities performed at the NTS and its satellite facilities over the previous calendar year. It is prepared annually to meet the requirements and guidelines of the U.S. Department of Energy (DOE) and the information needs of NNSA/NSO stakeholders. To provide an abbreviated and more readable version of the NTSER, this summary report is produced. This summary does not include detailed data tables, monitoring methods or design, a description of the NTS environment, or a discussion of all environmental program activities performed throughout the year. The reader may obtain a hard copy of the full NTSER as directed on the inside front cover of this summary report.

These geologic factors are principally crustal extension and crustal thinning during the last 17 million years. Basalts as young as 10,000 years have been mapped in the area. High-silica volcanic and intrusive rocks of Quaternary age can be used to locate hydrothermal convection systems. Drilling for hot, high-silica, buried rock bodies is most promising in the areas of recent volcanic activity. Southwestern Utah has more geothermal potential than other parts of the Basin and Range province in Utah. The Roosevelt Hot Springs area, the Cove Fort-Sulphurdale area, and the area to the north as far as 60 kilometers from them probably have the best potential for geothermal development for generation of electricity. Other areas with estimated reservoir temperatures greater than 150/sup 0/C are Thermo, Monroe, Red Hill (in the Monroe-Joseph Known Geothermal Resource Area), Joseph Hot Springs, and the Newcastle area. The rates of heat and water discharge are high at Crater, Meadow, and Hatton Hot Springs, but estimated reservoir temperatures there are less than 150/sup 0/C. Additional exploration is needed to define the potential in three additional areas in the Escalante Desert. 28 figs., 18 tabs.

    Utah oil fields have produced over 1.2 billion barrels (191 million m{sup 3}). However, the 13.7 million barrels (2.2 million m{sup 3}) of production in 2002 was the lowest level in over 40 years and continued the steady decline that began in the mid-1980s. The Utah Geological Survey believes this trend can be reversed by providing play portfolios for the major oil producing provinces (Paradox Basin, Uinta Basin, and thrust belt) in Utah and adjacent areas in Colorado and Wyoming. Oil plays are geographic areas with petroleum potential caused by favorable combinations of source rock, migration paths, reservoir rock characteristics, and other factors. The play portfolios will include: descriptions and maps of the major oil plays by reservoir; production and reservoir data; case-study field evaluations; summaries of the state-of-the-art drilling, completion, and secondary/tertiary techniques for each play; locations of major oil pipelines; descriptions of reservoir outcrop analogs; and identification and discussion of land use constraints. All play maps, reports, databases, and so forth, produced for the project will be published in interactive, menu-driven digital (web-based and compact disc) and hard-copy formats. This report covers research activities for the third quarter of the first project year (January 1 through March 31, 2003). This work included gathering field data and analyzing best practices in the eastern Uinta Basin, Utah, and the Colorado portion of the Paradox Basin. Best practices used in oil fields of the eastern Uinta Basin consist of conversion of all geophysical well logs into digital form, running small fracture treatments, fingerprinting oil samples from each producing zone, running spinner surveys biannually, mapping each producing zone, and drilling on 80-acre (32 ha) spacing. This work included describing outcrop analogs to the Jurassic Nugget Sandstone and Pennsylvanian Paradox Formation, the major oil producers in the thrust belt and Paradox Basin, respectively. Production-scale outcrop analogs provide an excellent view, often in three dimensions, of reservoir-facies characteristics and boundaries contributing to the overall heterogeneity of reservoir rocks. They can be used as a ''template'' for evaluation of data from conventional core, geophysical and petrophysical logs, and seismic surveys. The Utah Geological Survey believes this trend can be reversed by providing play portfolios for the major oil-producing provinces (Paradox Basin, Uinta Basin, and thrust belt) in Utah and adjacent areas in Colorado and Wyoming. Oil plays are geographic areas with petroleum potential caused by favorable combinations of source rock, migration paths, reservoir rock characteristics, and other factors. The play portfolios will include: descriptions and maps of the major oil plays by reservoir; production and reservoir data; case-study field evaluations; locations of major oil pipelines; identification and discussion of land-use constraints; descriptions of reservoir outcrop analogs; and summaries of the state-of-the-art drilling, completion, and secondary/tertiary techniques for each play. This report covers research activities for the sixth quarter of the project (October 1 through December 31, 2003). This work included describing outcrop analogs for the Jurassic Twin Creek Limestone and Mississippian Leadville Limestone, major oil producers in the thrust belt and Paradox Basin, respectively, and analyzing best practices used in the southern Green River Formation play of the Uinta Basin. Production-scale outcrop analogs provide an excellent view of reservoir petrophysics, facies characteristics, and boundaries contributing to the overall heterogeneity of reservoir rocks. They can be used as a ''template'' for evaluation of data from conventional core, geophysical and petrophysical logs, and seismic surveys. In the Utah/Wyoming thrust belt province, the Jurassic Twin Creek Limestone produces from subsidiary closures along major ramp anticlines where the low-porosity limestone beds are extensively fractured and sealed

    This NNSSER was prepared to satisfy DOE Order DOE O 231.1B, “Environment, Safety and Health Reporting.” Its purpose is to (1) report compliance status with environmental standards and requirements, (2) present results of environmental monitoring of radiological and nonradiological effluents, (3) report estimated radiological doses to the public from releases of radioactive material, (4) summarize environmental incidents of noncompliance and actions taken in response to them, (5) describe the NNSA/NSO Environmental Management System and characterize its performance, and (6) highlight significant environmental programs and efforts. It also addresses environmental restoration (ER) projects conducted at the Tonopah Test Range (TTR). Through a Memorandum of Agreement, NNSA/NSO is responsible for the oversight of TTR ER projects, and the Sandia Site Office of NNSA (NNSA/SSO) has oversight of all other TTR activities.     From 1951 to 1992, the Unites States government conducted 828 underground nuclear tests at the Nevada National Security Site. About one-third of these tests occurred near, below or within the water table - the very top portion of the groundwater layer where rock and soil are completely saturated with water. As a result, some groundwater was contaminated. The U.S. Department of Energy (DOE) began exploring the effects of groundwater contamination in the 1970s. Though contamination from underground testing has never been detected on public land, the DOE was committed to developing an advanced, reliable monitoring network that ensures the long-term protection of the public. An intensive groundwater investigation program was launched in 1989.

    This Corrective Action Plan provides methods for implementing the approved corrective action alternative as provided in the Corrective Action Decision Document for the Central Nevada Test Area (CNTA), Corrective Action Unit (CAU) 417 (DOE/NV, 1999). The CNTA is located in the Hot Creek Valley in Nye County, Nevada, approximately 137 kilometers (85 miles) northeast of Tonopah, Nevada. The CNTA consists of three separate land withdrawal areas commonly referred to as UC-1, UC-3, and UC-4, all of which are accessible to the public. CAU 417 consists of 34 Corrective Action Sites (CASs). Results of the investigation activities completed in 1998 are presented in Appendix D of the Corrective Action Decision Document (DOE/NV, 1999). According to the results, the only Constituent of Concern at the CNTA is total petroleum hydrocarbons (TPH). Of the 34 CASs, corrective action was proposed for 16 sites in 13 CASs. In fiscal year 1999, a Phase I Work Plan was prepared for the construction of a cover on the UC-4 Mud Pit C to gather information on cover constructibility and to perform site management activities. With Nevada Division of Environmental Protection concurrence, the Phase I field activities began in August 1999. A multi-layered cover using a Geosynthetic Clay Liner as an infiltration barrier was constructed over the UC-4 Mud Pit. Some TPH impacted material was relocated, concrete monuments were installed at nine sites, signs warning of site conditions were posted at seven sites, and subsidence markers were installed on the UC-4 Mud Pit C cover. Results from the field activities indicated that the UC-4 Mud Pit C cover design was constructable and could be used at the UC-1 Central Mud Pit (CMP). However, because of the size of the UC-1 CMP this design would be extremely costly. An alternative cover design, a vegetated cover, is proposed for the UC-1 CMP.

    In August 2005, the U.S. Congress enacted the Energy Policy Act of 2005, Public Law 109-58. In Section 369 of this Act, also known as the ''Oil Shale, Tar Sands, and Other Strategic Unconventional Fuels Act of 2005,'' Congress declared that oil shale and tar sands (and other unconventional fuels) are strategically important domestic energy resources that should be developed to reduce the nation's growing dependence on oil from politically and economically unstable foreign sources. In addition, Congress declared that both research- and commercial-scale development of oil shale and tar sands should (1) be conducted in an environmentally sound manner using management practices that will minimize potential impacts, (2) occur with an emphasis on sustainability, and (3) benefit the United States while taking into account concerns of the affected states and communities. To support this declaration of policy, Congress directed the Secretary of the Interior to undertake a series of steps, several of which are directly related to the development of a commercial leasing program for oil shale and tar sands. One of these steps was the completion of a programmatic environmental impact statement (PEIS) to analyze the impacts of a commercial leasing program for oil shale and tar sands resources on public lands, with an emphasis on the most geologically prospective lands in Colorado, Utah, and Wyoming. For oil shale, the scope of the PEIS analysis includes public lands within the Green River, Washakie, Uinta, and Piceance Creek Basins. For tar sands, the scope includes Special Tar Sand Areas (STSAs) located in Utah. This paleontological resources overview report was prepared in support of the Oil Shale and Tar Sands Resource Management Plan Amendments to Address Land Use Allocations in Colorado, Utah, and Wyoming and PEIS, and it is intended to be used by Bureau of Land Management (BLM) regional paleontologists and field office staff to support future projectspecific analyses

This PEIS evaluates the potential impacts of alternatives identifying BLM-administered lands as available for application for commercial leasing of oil shale resources within the three states and of tar sands resources within Utah. The scope of the analysis of the PEIS also includes an assessment of the potential effects of future commercial leasing. This Class I cultural resources study is in support of the Draft Oil Shale and Tar Sands Resource Management Plan Amendments to Address Land Use Allocations in Colorado, Utah, and Wyoming and Programmatic Environmental Impact Statement and is an attempt to synthesize archaeological data covering the most geologically prospective lands for oil shale and tar sands in Colorado, Utah, and Wyoming. This report is based solely on geographic information system (GIS) data held by the Colorado, Utah, and Wyoming State Historic Preservation Offices (SHPOs). The GIS data include the information that the BLM has provided to the SHPOs. They were an older group (mean, 56 years of age) and had spent a mean of 29 years in the coal-mining industry. The prevalence of chronic bronchitis was 57%, and that of coal worker's pneumoconiosis, 25%; only one worker had progressive massive fibrosis. Significant impairment of pulmonary function was found among those with a history of cigarette smoking. Chronic bronchitis or coal worker's penumoconiosis among nonsmokers did not impair pulmonary function. There was a significant association among the nonsmokers between increasing exposure to coal dust and coal worker's pneumoconiosis, but not for changes in pulmonary function. Coal mine dust had a significant influence in causing the symptom complex of chronic cough and sputum production, and coal worker's pneumoconiosis.

    The Department of Energy is developing an estimate of the hydropower development potential in this country. The Hydropower Evaluation Software (HES) is a computer model that was developed by the Idaho National Engineering Laboratory for this purpose. The HES measures the potential hydropower resources available in the United States, using uniform criteria for measurement. The software was developed and tested using hydropower information and data provided by the Southwestern Power Administration. It is a dBASE menu-driven software application that allows the personal computer user to assign environmental attributes to potential hydropower sites, calculate development suitability factors for each site based on the environmental attributes present, and generate reports based on these suitability factors. This report details the resource assessment results for the state of Utah.

    The DOE Notice of Availability for this environmental impact statement was published in the Federal Register on Friday, October 18, 1996 (61 FR 54437). The final environmental impact statement identifies potential adverse effects resulting from the four use alternatives evaluated and discusses measures that DOE considered for the mitigation of these potential adverse effects. The Secretary of Energy signed the Record of Decision on the management and operation of the Nevada Test Site and other DOE sites in the state of Nevada on December 9, 1996. These decisions will result in the continuation of the multipurpose, multi-program use of the Nevada Test Site, under which DOE will pursue a further diversification of interagency, private industry, and public-education uses while meeting its Defense Program, Waste Management, and Environmental Restoration mission requirements at the Nevada Test Site and other Nevada sites, including the Tonopah Test Range, the Project Shoal Site, the Central Nevada Test Area, and on the Nellis Air Force Range Complex. The Record of Decision also identifies specific mitigation actions beyond the routine day-to-day physical and administrative controls needed for implementation of the decisions.     Utah oil fields have produced over 1.33 billion barrels (211 million m{sup 3}) of oil and hold 256 million barrels (40.7 million m{sup 3}) of proved reserves. The 13.7 million barrels (2.2 million m3) of production in 2002 was the lowest level in over 40 years and continued the steady decline that began in the mid-1980s. However, in late 2005 oil production increased, due, in part, to the discovery of Covenant field in the central Utah Navajo Sandstone thrust belt ('Hingeline') play, and to increased development drilling in the central Uinta Basin, reversing the decline that began in the mid-1980s. The Utah Geological Survey believes providing play portfolios for the major oil-producing provinces (Paradox Basin, Uinta Basin, and thrust belt) in Utah and adjacent areas in Colorado and Wyoming can continue this new upward production trend. Oil plays are geographic areas with petroleum potential caused by favorable combinations of source rock, migration paths, reservoir rock characteristics, and other factors. The play portfolios include descriptions and maps of the major oil plays by reservoir; production and reservoir data; case-study field evaluations; locations of major oil pipelines; identification and discussion of land-use constraints; descriptions of reservoir outcrop analogs; and summaries of the state-of-the-art drilling, completion, and secondary/tertiary recovery techniques for each play. The most prolific oil reservoir in the Utah/Wyoming thrust belt province is the eolian, Jurassic Nugget Sandstone, having produced over 288 million barrels (46 million m{sup 3}) of oil and 5.1 trillion cubic feet (145 billion m{sup 3}) of gas. Traps form on discrete subsidiary closures along major ramp anticlines where the depositionally heterogeneous Nugget is also extensively fractured. Hydrocarbons in Nugget reservoirs were generated from subthrust Cretaceous source rocks. The seals for the producing horizons are overlying argillaceous and gypsiferous beds in the

NNSA/NSO prepares the Nevada National Security Site Environmental Report (NNSSER) to provide the public an understanding of the environmental monitoring and compliance activities that are conducted on the NNSS to protect the public and the environment from radiation hazards and from nonradiological impacts. The NNSSER is a comprehensive report of environmental activities performed at the NNSS and offsite facilities over the previous calendar year. It is prepared annually to meet the requirements and guidelines of the U.S. Department of Energy (DOE) and the information needs of NNSA/NSO stakeholders. This summary provides an abbreviated and more readable version of the NNSSER. It does not contain detailed descriptions or presentations of monitoring designs, data collection methods, data tables, the NNSS environment, or all environmental program activities performed throughout the year. The NNSS is currently the nation's unique site for ongoing national security-related missions and high-risk operations. The NNSS is located about 65 miles northwest of Las Vegas. The approximately 1,360-square-mile site is one of the largest restricted access areas in the United States. It is surrounded by federal installations with strictly controlled access, as well as by lands that are open to public entry.

Since 1988, the majority of this waste has been generated at other United States (U.S.) Department of Energy (DOE) and Department of Defense (DoD) sites and facilities in the U.S. Between fiscal year (FY) 2002 and the publication date, the volumes of LLW being shipped by truck to the NTS increased sharply with the accelerated closure of DOE Environmental Management (EM) Program sites (DOE, 2002). The NTS is located 105 km (65 mi) northwest of Las Vegas, Nevada, in the U.S. There continue to be public concerns over the safety of LLW shipments to the NTS. They can be broadly divided into two categories: (1) the risk of accidents involving trucks traveling on public highways; and (2) whether residents along transportation routes receive cumulative exposure from individual LLW shipments that pose a long-term health risk. The DOE and U.S. Department of Transportation (DOT) regulations ensure that radiation exposure from truck shipments to members of the public is negligible. Nevertheless, particularly in rural communities along transportation routes in Utah and Nevada, there is a perceived risk from members of the public about cumulative exposure, particularly when ''Main Street'' and the routes being used by LLW trucks are one in the same.
