    Distinguishing between direct and indirect connections is essential when interpreting network structures in terms of dynamical interactions and stability. When constructing networks from climate data the nodes are usually defined on a spatial grid. The edges are usually derived from a bivariate dependency measure, such as Pearson correlation coefficients or mutual information. Thus, the edges indistinguishably represent direct and indirect dependencies. Interpreting climate data fields as realizations of Gaussian Random Fields (GRFs), we have constructed networks according to the Gaussian Graphical Model (GGM) approach. In contrast to the widely used method, the edges of GGM networks are based on partial correlations denoting direct dependencies. Furthermore, GRFs can be represented not only on points in space, but also by expansion coefficients of orthogonal basis functions, such as spherical harmonics. This leads to a modified definition of network nodes and edges in spectral space, which is motivated from an atmospheric dynamics perspective. We construct and analyze networks from climate data in grid point space as well as in spectral space, and derive the edges from both Pearson and partial correlations. Network characteristics, such as mean degree, average shortest path length, and clustering coefficient, reveal that the networks posses an ordered and strongly locally interconnected structure rather than small-world properties. Despite this, the network structures differ strongly depending on the construction method. Straightforward approaches to infer networks from climate data while not regarding any physical processes may contain too strong simplifications to describe the dynamics of the climate system appropriately.

    The Atmospheric Radiation Measurement program operated by U.S. Department of Energy is one of the largest climate research programs dedicated to the collection of long-term continuous measurements of cloud properties and other key components of the earth’s climate system. Given the critical role that collected ARM data plays in the analysis of atmospheric processes and conditions and in the enhancement and evaluation of global climate models, the production and distribution of high-quality data is one of ARM’s primary mission objectives. Fault detection in ARM’s distributed sensor network is one critical ingredient towards maintaining high quality and useful data. We are modeling ARM’s distributed sensor network as a dynamic Bayesian network where key measurements are mapped to Bayesian network variables. We then define the conditional dependencies between variables by discovering highly correlated variable pairs from historical data. The resultant dynamic Bayesian network provides an automated approach to identifying whether certain sensors are malfunctioning or failing in the distributed sensor network. A potential fault or failure is detected when an observed measurement is not consistent with its expected measurement and the observed measurements of other related sensors in the Bayesian network. We present some of our experiences and promising results with the fault detection dynamic Bayesian network.

  15. Development of Ensemble Neural Network Convection Parameterizations for Climate Models

    The novel neural network (NN) approach has been formulated and used for development of a NN ensemble stochastic convection parametrization for climate models. This fast parametrization is built based on data from Cloud Resolving Model (CRM) simulations initialized with and forced by TOGA-COARE data. The SAM (System for Atmospheric Modeling), developed by D. Randall, M. Khairoutdinov, and their collaborators, has been used for CRM simulations. The observational data are also used for validation of model simulations. The SAM-simulated data have been averaged and projected onto the GCM space of atmospheric states to implicitly define a stochastic convection parametrization. This parametrization is emulated using an ensemble of NNs. An ensemble of NNs with different NN parameters has been trained and tested. The inherent uncertainty of the stochastic convection parametrization derived in such a way is estimated. Due to these inherent uncertainties, NN ensemble is used to constitute a stochastic NN convection parametrization. The developed NN convection parametrization have been validated in a diagnostic CAM (CAM-NN) run vs. the control CAM run. Actually, CAM inputs have been used, at every time step of the control/original CAM integration, for parallel calculations of the NN convection parametrization (CAM-NN) to produce its outputs as a diagnostic byproduct. Total precipitation (P) and cloudiness (CLD) time series, diurnal cycles, and P and CLD distributions for the large Tropical Pacific Ocean for the parallel CAM-NN and CAM runs show similarity and consistency with the NCEP reanalysis. The P and CLD distributions for the tropical area for the parallel runs have been analyzed first for the TOGA-COARE boreal winter season (November 1992 through February 1993) and then for the winter seasons of the follow-up parallel decadal simulations. The obtained results are encouraging and practically meaningful. They show the validity of the NN approach. This constitutes an important practical conclusion of the study: the obtained results on NN ensembles as a stochastic physics parametrization show a realistic possibility of development of NN convection parametrization for climate (and NWP) models based on learning cloud physics from CRM/SAM simulated data.

    We construct a network from climate records of atmospheric temperature at surface level, at different geographical sites in the globe, using reanalysis data from years 1948-2010. We find that the network correlates with the North Atlantic Oscillation (NAO), both locally in the north Atlantic, and through coupling to the southern Pacific Ocean. The existence of tele-connection links between those areas and their stability over time allows us to suggest a possible physical explanation for this phenomenon.

  8. Assessing the direction of climate interactions by means of complex networks and information theoretic tools

    An estimate of the net direction of climate interactions in different geographical regions is made by constructing a directed climate network from a regular latitude-longitude grid of nodes, using a directionality index (DI) based on conditional mutual information. Two datasets of surface air temperature anomalies - one monthly-averaged and another daily-averaged - are analyzed and compared. The network links are interpreted in terms of known atmospheric tropical and extratropical variability patterns. Specific and relevant geographical regions are selected, the net direction of propagation of the atmospheric patterns is analyzed and the direction of the inferred links is validated by recovering some well-known climate variability structures. These patterns are found to be acting at various time-scales, such as atmospheric waves in the extra-tropics or longer range events in the tropics. This analysis demonstrates the capability of the DI measure to infer the net direction of climate interactions and may contribute to improve the present understanding of climate phenomena and climate predictability. The work presented here also stands out as an application of advanced tools to the analysis of empirical, real-world data.

    Most of the existing prediction methods gave a false alarm regarding the El Ni\\~no event in 2014. A crucial aspect is currently limiting the success of such predictions, i.e. the stability of the slowly varying Pacific climate. This property determines whether sea surface temperature perturbations will be amplified by coupled ocean-atmosphere feedbacks or not. The so-called Bjerknes stability index has been developed for this purpose, but its evaluation is severely constrained by data availability. Here we present a new promising background stability index based on complex network theory. This index efficiently monitors the changes in spatial correlations in the Pacific climate and can be evaluated by using only sea surface temperature data.

    The temperatures in different zones in the world do not show significant changes due to El-Nino except when measured in a restricted area in the Pacific Ocean. We find, in contrast, that the dynamics of a climate network based on the same temperature records in various geographical zones in the world is significantly influenced by El-Nino. During El-Nino many links of the network are broken, and the number of surviving links comprises a specific and sensitive measure for El-Nino events. While during non El-Nino periods these links which represent correlations between temperatures in different sites are more stable, fast fluctuations of the correlations observed during El-Nino periods cause the links to break.

    Phenology refers to recurring plant and animal life cycle stages, such as leafing and flowering, maturation of agricultural plants, emergence of insects, and migration of birds. It is also the study of these recurring plant and animal life cycle stages, especially their timing and relationships with weather and climate. Phenology affects nearly all aspects of the environment, including the abundance and diversity of organisms, their interactions with one another, their functions in food webs, and their seasonable behavior, and global-scale cycles of water, carbon, and other chemical elements. Phenology records can help us understand plant and animal responses to climate change; it is a key indicator. The USA-NPN brings together citizen scientists, government agencies, non-profit groups, educators, and students of all ages to monitor the impacts of climate change on plants and animals in the United States.     The status of and future plans for the Program for Climate Model Diagnosis and Intercomparison (PCMDI) hinge on software that PCMDI is either currently distributing or plans to distribute to the climate community in the near future. These software products include standard conventions, national and international federated infrastructures, and community analysis and visualization tools. This report also mentions other secondary software not necessarily led by or developed at PCMDI to provide a complete picture of the overarching applications, infrastructures, and middleware/networks. Much of the software described anticipates the use of future technologies envisioned over the span of next year to 10 years. These technologies, together with the software, will be the catalyst required to address extreme-scale data warehousing, scalability issues, and service-level requirements for a diverse set of well-known projects essential for predicting climate change. These tools, unlike the previous static analysis tools of the past, will support the co-existence of many users in a productive, shared virtual environment. This advanced technological world driven by extreme-scale computing and the data it generates will increase scientists’ productivity, exploit national and international relationships, and push research to new levels of understanding.

    Debating Climate Change explores, both theoretically and empirically, how people argue about climate change and link to each other through various elements in their arguments. As science is a central issue in the debate, the arguments of scientists and the interpretations and responses of non-scientists are important aspects of the analysis. The book first assesses current thinking about the climate change debate and current participants in the debates surrounding the issue, as well as a brief history of various groups’ involvements. Chapters 2 and 3 distill and organize various ways of framing the climate change issue. Beginning in Chapter 4, a modified classical analysis of the elements carried in an argument is used to identify areas and degrees of disagreement and agreement. One hundred documents, drawn from a wide spectrum of sources, map the topic and debate space of the climate change issue. Five elements of each argument are distilled: the authority of the writer, the evidence presented, the formulation of the argument, the worldview presented, and the actions proposed. Then a social network analysis identifies elements of the arguments that point to potential agreements. Finally, the book suggests mechanisms by which participants in the debate can build more general agreements on elements of existing agreement.

    The 140-page published proceedings of the workshop include individual articles and PowerPoint slides for all workshop presentations. The proceedings also contain pertinent background information on the China-US Joint Research Center, partnering organizations, and workshop goals and objectives. Overall, the workshop increased the understanding of the impacts of climate change on energy use and renewable energy production as well as the complex relationships among land use, energy production, and ecological restoration. The workshop served as an international platform for scientists and students of different research backgrounds to develop a unified perspective on energy and climate relationships. Such understanding will benefit future cooperation between China and the US in mitigating global climate change. The workshop’s agenda, which is highly interdisciplinary, explored many potential opportunities for international collaboration in ecosystem management, climate modeling, greenhouse gas emissions, and bioenergy sustainability. International research groups have been suggested in the areas of genomes and biotechnology of energy plants, sustainable management of soil and water resources, carbon sequestration, and microbial processes for ecological cycles. The project has attracted considerable attention from institutes beyond the China-US Joint Research Center partners, and several of them (such as Institute of Qing-Tibet Plateau Research, Institute of Soil and Water Conservation, Institute of Applied Ecology, CAS) have expressed interest in joining the partnership. In addition, the workshop played a significant role in facilitating establishment of private-public partnerships between government and private bioenergy companies (such as L.R. Shugarts and Associates, Inc.), including seed providers (Blade Energy Crops, Thousand Oaks, CA), pilot demonstration projects at coal-producing cities (e.g., Huaibei, Anhui province, China), and the development of methodology for assessment of the sustainable production of biofuels (such as life-cycle analysis, sustainability metrics, and land-use policy). Establishment of two US-China scientific research networks in the area of bioenergy and environmental science is a significant result of the workshop.

    Managing the risks posed by climate change and extreme weather to energy production and delivery is a challenge to communities worldwide. As climate conditions change, populations will shift, and demand will re-locate; and networked infrastructures will evolve to accommodate new load centers, and, hopefully, minimize vulnerability to natural disaster. Climate effects such as sea level rise, increased frequency and intensity of natural disasters, force populations to move locations. Displaced population creates new demand for built infrastructure that in turn generates new economic activity that attracts new workers and associated households to the new locations. Infrastructures and their interdependencies will change in reaction to climate drivers as the networks expand into new population areas and as portions of the networks are abandoned as people leave. Thus, infrastructures will evolve to accommodate new load centers while some parts of the network are underused, and these changes will create emerging vulnerabilities. Forecasting the location of these vulnerabilities by combining climate predictions and agent based population movement models shows promise for defining these future population distributions and changes in coastal infrastructure configurations. By combining climate and weather data, engineering algorithms and social theory it has been only recently possible to examine electricity demand response to increased climactic temperatures, population relocation in response to extreme cyclonic events, consequent net population changes and new regional patterns in electricity demand. These emerging results suggest a research agenda of coupling these disparate modelling approaches to understand the implications of climate change for protecting the nation s critical infrastructure.

    Emergency preparedness is generally considered to be a good thing, yet there is no plan regarding what we might do should we be faced with a climate emergency. Such an emergency could take the form of a rapid shift in precipitation patterns, a collapse of the great ice sheets, the imminent triggering of strong climate system feedbacks, or perhaps the loss of valuable ecosystems. Over the past decade, we have used climate models to investigate the potential to reverse some of the effects of greenhouse gases in the atmosphere by deflecting some incoming sunlight back to space. This would probably be most cost-effectively achieved with the placement of small particles in or above the stratosphere. Our model simulations indicate that such geoengineering approaches could potentially bring our climate closer to the state is was in prior to the introduction of greenhouse gases. This talk will present much of what is known about such geoengineering approaches, and raise a range of issues likely to stimulate lively discussion. Speaker: Ken Caldeira Ken Caldeira is a scientist at the Carnegie Institution Department of Global Ecology and a Professor (by courtesy) at the Stanford University Department of Environmental and Earth System Sciences. Previously, he worked for 12 years in the Energy and Environment Directorate at the Lawrence Livermore National Laboratory (Department of Energy). His research interests include the numerical simulation of Earth's climate, carbon, and biogeochemistry; ocean acidification; climate emergency response systems; evaluating approaches to supplying environmentally-friendly energy services; ocean carbon sequestration; long-term evolution of climate and geochemical cycles; and marine biogeochemical cycles. Caldeira has a B.A. in Philosophy from Rutgers College and an M.S. and Ph.D. in Atmospheric Sciences from New York University.

    Channel networks on the plateau adjacent to Juventae Chasma have the highest drainage densities reported on Mars.We model frozen precipitation on the Juventae plateau,finding that the trigger for forming these channel networks could have been ephemeral lakeshore precipitation,and that they do not require past temperatures higher than today.If short-lived and localized events explain some dendritic channel networks on Mars, this would weaken the link between dendritic valley networks and surface climate conditions that could sustain life. Our analysis uses MRAMS simulations and HiRISE DTMs.We model localized weather systems driven by water vapor release from ephemeral lakes during outflow channel formation.At Juventae Chasma,mean snowfall reaches a maximum of 0.9mm/hr water equivalent on the SW rim of the chasm.Radiative effects of the thick cloud cover raise maximum (minimum, mean) plateau surface temperatures by up to 24K(9K, 17K)locally.The key result is that the area of maximum modeled precipitation shows ...

    Scientific and public interest in greenhouse gases, climate warming, and global change virtually exploded in 1988. The Department's focused research on atmospheric CO{sub 2} contributed sound and timely scientific information to the many questions produced by the groundswell of interest and concern. Research projects summarized in this document provided the data base that made timely responses possible, and the contributions from participating scientists are genuinely appreciated. In the past year, the core CO{sub 2} research has continued to improve the scientific knowledge needed to project future atmospheric CO{sub 2} concentrations, to estimate climate sensitivity, and to assess the responses of vegetation to rising concentrations of CO{sub 2} and to climate change. The Carbon Dioxide Research Program's goal is to develop sound scientific information for policy formulation and governmental action in response to changes of atmospheric CO{sub 2}. The Program Summary describes projects funded by the Carbon Dioxide Research Program during FY 1990 and gives a brief overview of objectives, organization, and accomplishments.

    Climate change is increasingly recognized as having national security implications, which has prompted dialogue between the climate change and national security communities – with resultant advantages and differences. Climate change research has proven useful to the national security community sponsors in several ways. It has opened security discussions to consider climate as well as political factors in studies of the future. It has encouraged factoring in the stresses placed on societies by climate changes (of any kind) to help assess the potential for state stability. And it has shown that, changes such as increased heat, more intense storms, longer periods without rain, and earlier spring onset call for building climate resilience as part of building stability. For the climate change research community, studies from a national security point of view have revealed research lacunae, for example, such as the lack of usable migration studies. This has also pushed the research community to consider second- and third-order impacts of climate change, such as migration and state stability, which broadens discussion of future impacts beyond temperature increases, severe storms, and sea level rise; and affirms the importance of governance in responding to these changes. The increasing emphasis in climate change science toward research in vulnerability, resilience, and adaptation also frames what the intelligence and defense communities need to know, including where there are dependencies and weaknesses that may allow climate change impacts to result in security threats and where social and economic interventions can prevent climate change impacts and other stressors from resulting in social and political instability or collapse.

    To date, digital networks have principally been installed for connecting information technology devices, with more modest use in consumer electronics, security, and large building control systems. The next 20 years will see much greater deployment of networks in buildings of all types, and across all end uses. Most of these are likely to be introduced primarily for reasons other than energy efficiency, and add energy use for network interfaces and network products. Widespread networking could easily lead to increased energy use, and experience with IT and CE networks suggests this may be likely. Active engagement by energy efficiency professionals in the architecture and design of future networks could lead to their being a large and highly cost-effective tool for efficiency. However, network standards are complex and take many years to develop and negotiate so that lack of action on this in the near term may foreclose important opportunities for years or decades to come. Digital networks need to be common globally, providing another challenge to building systems and elements that are more commonly designed only for national or regional markets. Key future networks are lighting, climate control, and security/presence. This paper reviews some examples of past network designs and use and the lessons they hold for future building networks. It also highlights key needed areas for research, policy, and standards development.

    Water resources are sensitive to climate variability and change; predictions of seasonal to interannual climate variations and projections of long-term climate trends can provide significant values in managing water resources. This study examines the control (1975–1995) and future (1995–2100) climate simulated by a global climate model (GCM) and a regional climate simulation driven by the GCM control simulation for the U.S. Comparison of the regional climate simulation with observations across 13 subregions showed that the simulation captured the seasonality and the distributions of precipitation rate quite well. The GCM control and climate change simulations showed that, as a result of a 1% increase in greenhouse gas concentrations per year, there will be a warming of 2–3°C across the U.S. from 2000 to 2100. Although precipitation is not projected to change during this century, the warming trend will increase evapotranspiration to reduce annual basin mean runoff over five subregions along the coastal and south-central U.S.

    The Energy Sciences Network (ESnet) is the primary provider of network connectivity for the US Department of Energy Office of Science, the single largest supporter of basic research in the physical sciences in the United States. In support of the Office of Science programs, ESnet regularly updates and refreshes its understanding of the networking requirements of the instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet to be a highly successful enabler of scientific discovery for over 20 years. In April 2010 ESnet and the Office of Biological and Environmental Research, of the DOE Office of Science, organized a workshop to characterize the networking requirements of the science programs funded by BER. The requirements identified at the workshop are summarized and described in more detail in the case studies and the Findings section. A number of common themes emerged from the case studies and workshop discussions. One is that BER science, like many other disciplines, is becoming more and more distributed and collaborative in nature. Another common theme is that data set sizes are exploding. Climate Science in particular is on the verge of needing to manage exabytes of data, and Genomics is on the verge of a huge paradigm shift in the number of sites with sequencers and the amount of sequencer data being generated.

    A simple technique is proposed for calculating global mean climate forcing from transient integrations of coupled Atmosphere Ocean General Circulation Models (AOGCMs). This 'climate forcing' differs from the conventionally defined radiative forcing as it includes semi-direct effects that account for certain short timescale responses in the troposphere. Firstly, we calculate a climate feedback term from reported values of 2 x CO{sub 2} radiative forcing and surface temperature time series from 70-year simulations by twenty AOGCMs. In these simulations carbon dioxide is increased by 1%/year. The derived climate feedback agrees well with values that we diagnose from equilibrium climate change experiments of slab-ocean versions of the same models. These climate feedback terms are associated with the fast, quasi-linear response of lapse rate, clouds, water vapor and albedo to global surface temperature changes. The importance of the feedbacks is gauged by their impact on the radiative fluxes at the top of the atmosphere. We find partial compensation between longwave and shortwave feedback terms that lessens the inter-model differences in the equilibrium climate sensitivity. There is also some indication that the AOGCMs overestimate the strength of the positive longwave feedback. These feedback terms are then used to infer the shortwave and longwave time series of climate forcing in 20th and 21st Century simulations in the AOGCMs. We validate the technique using conventionally calculated forcing time series from four AOGCMs. In these AOGCMs the shortwave and longwave climate forcings we diagnose agree with the conventional forcing time series within {approx}10%. The shortwave forcing time series exhibit order of magnitude variations between the AOGCMs, differences likely related to how both natural forcings and/or anthropogenic aerosol effects are included. There are also factor of two differences in the longwave climate forcing time series, which may indicate problems with the modeling of well-mixed-greenhouse-gas changes. The simple diagnoses we present provide an important and useful first step for understanding differences in AOGCM integrations, indicating that some of the differences in model projections can be attributed to different prescribed climate forcing, even for so-called standard climate change scenarios.

    Earth's climate is thought to be quite sensitive to changes in radiative fluxes that are quite small in absolute magnitude, a few watts per square meter, and in relation to these fluxes in the natural climate. Atmospheric aerosol particles exert influence on climate directly, by scattering and absorbing radiation, and indirectly by modifying the microphysical properties of clouds and in turn their radiative effects and hydrology. The forcing of climate change by these indirect effects is thought to be quite substantial relative to forcing by incremental concentrations of greenhouse gases, but highly uncertain. Quantification of aerosol indirect forcing by satellite- or ground-based remote sensing has proved quite difficult in view of inherent large variation in the pertinent observables such as cloud optical depth, which is controlled mainly by liquid water path and only secondarily by aerosols. Limited work has shown instances of large magnitude of aerosol indirect forcing, with local instantaneous forcing upwards of 50 W m{sup 66}-2. Ultimately it will be necessary to represent aerosol indirect effects in climate models to accurately identify the anthropogenic forcing at present and over secular time and to assess the influence of this forcing in the context of other forcings of climate change. While the elements of aerosol processes that must be represented in models describing the evolution and properties of aerosol particles that serve as cloud condensation particles are known, many important components of these processes remain to be understood and to be represented in models, and the models evaluated against observation, before such model-based representations can confidently be used to represent aerosol indirect effects in climate models.

    Regional climate modeling with regional climate models (RCMs) has matured over the past decade and allows for meaningful utilization in a broad spectrum of applications. In this paper, latest progresses in regional climate modeling studies are reviewed, including RCM development, applications of RCMs to dynamical downscaling for climate change assessment, seasonal climate predictions and climate process studies, and the study of regional climate predictability. Challenges and potential directions of future research in this important area are discussed, with the focus on those to which less attention has been given previously, such as the importance of ensemble simulations, further development and improvement of regional climate modeling approach, modeling extreme climate events and sub-daily variation of clouds and precipitation, model evaluation and diagnostics, applications of RCMs to climate process studies and seasonal predictions, and development of regional earth system models. It is believed that with both the demonstrated credibility of RCMs’ capability in reproducing not only monthly to seasonal mean climate and interannual variability but also the extreme climate events when driven by good quality reanalysis and the continuous improvements in the skill of global general circulation models (GCMs) in simulating large-scale atmospheric circulation, regional climate modeling will remain an important dynamical downscaling tool for providing the needed information for assessing climate change impacts and seasonal climate predictions, and a powerful tool for improving our understanding of regional climate processes. An internationally coordinated effort can be developed with different focuses by different groups to advance regional climate modeling studies. It is also recognized that since the final quality of the results from nested RCMs depends in part on the realism of the large-scale forcing provided by GCMs, the reduction of errors and improvement in physics parameterizations in both GCMs and RCMs remain a priority for climate modeling community.

    The goal of the project was to determine midlatitude climate predictability associated with tropical-extratropical interactions on interannual-to-interdecadal time scales. Our strategy was to develop and test a hierarchy of climate models, bringing together large GCM-based climate models with simple fluid-dynamical coupled ocean-ice-atmosphere models, through the use of advanced probabilistic network (PN) models. PN models were used to develop a new diagnostic methodology for analyzing coupled ocean-atmosphere interactions in large climate simulations made with the NCAR Parallel Climate Model (PCM), and to make these tools user-friendly and available to other researchers. We focused on interactions between the tropics and extratropics through atmospheric teleconnections (the Hadley cell, Rossby waves and nonlinear circulation regimes) over both the North Atlantic and North Pacific, and the ocean’s thermohaline circulation (THC) in the Atlantic. We tested the hypothesis that variations in the strength of the THC alter sea surface temperatures in the tropical Atlantic, and that the latter influence the atmosphere in high latitudes through an atmospheric teleconnection, feeding back onto the THC. The PN model framework was used to mediate between the understanding gained with simplified primitive equations models and multi-century simulations made with the PCM. The project team is interdisciplinary and built on an existing synergy between atmospheric and ocean scientists at UCLA, computer scientists at UCI, and climate researchers at the IRI.

    The paper presents the concept of shared climate policy assumptions as an important element of the new scenario framework. Shared climate policy assumptions capture key climate policy dimensions such as the type and scale of mitigation and adaptation measures. They are not specified in the socio-economic reference pathways, and therefore introduce an important third dimension to the scenario matrix architecture. Climate policy assumptions will have to be made in any climate policy scenario, and can have a significant impact on the scenario description. We conclude that a meaningful set of shared climate policy assumptions is useful for grouping individual climate policy analyses and facilitating their comparison. Shared climate policy assumptions should be designed to be policy relevant, and as a set to be broad enough to allow a comprehensive exploration of the climate change scenario space.

    Global climate models (GCMs) are the primary tools for predicting the evolution of the climate system. Through decades of development, GCMs have demonstrated useful skill in simulating climate at continental to global scales. However, large uncertainties remain in projecting climate change at regional scales, which limit our ability to inform decisions on climate change adaptation and mitigation. To bridge this gap, different modeling approaches including nested regional climate models (RCMs), global stretch-grid models, and global high-resolution atmospheric models have been used to provide regional climate simulations (Leung et al. 2003). In previous efforts to evaluate these approaches, isolating their relative merits was not possible because factors such as dynamical frameworks, physics parameterizations, and model resolutions were not systematically constrained. With advances in high performance computing, it is now feasible to run coupled atmosphere-ocean GCMs at horizontal resolution comparable to what RCMs use today. Global models with local refinement using unstructured grids have become available for modeling regional climate (e.g., Rauscher et al. 2012; Ringler et al. 2013). While they offer opportunities to improve climate simulations, significant efforts are needed to test their veracity for regional-scale climate simulations.

    Global climatic consequences of a nuclear war have, until recently, been assumed to be insignificant compared with the obviously devastating direct effects from blast, heat, and short-term fallout. But a number of investigations carried out over the past few years indicate that climatic impact could actually be severe enough to threaten the global ecosystem significantly, including regions that may not have been directly involved in the war. This change in perception comes as researchers realize that the fires ignited by nuclear explosions would generate so much smoke that, even spread over a large portion of Earth's surface, densities could be high enough to block most of the sunlight normally reaching the ground. As a result, temperatures could decrease below freezing in a nuclear winter lasting weeks to months. Smoke from fires is what would make nuclear winter so severe. Of necessity, theoretical models are relied upon to estimate the climatic impact of nuclear war. The models incorporate many uncertain assumptions, particularly regarding the small-scale details of smoke production by fires.

    Established within DOE’s Scientific Discovery through Advanced Computing (SciDAC-) 2 program, with support from ASCR and BER, the Earth System Grid Center for Enabling Technologies (ESG-CET) is a consortium of seven laboratories (Argonne National Laboratory [ANL], Los Alamos National Laboratory [LANL], Lawrence Berkeley National Laboratory [LBNL], Lawrence Livermore National Laboratory [LLNL], National Center for Atmospheric Research [NCAR], Oak Ridge National Laboratory [ORNL], and Pacific Marine Environmental Laboratory [PMEL]), and two institutes (Rensselaer Polytechnic Institute [RPI] and the University of Southern California, Information Sciences Institute [USC/ISI]). The consortium’s mission is to provide climate researchers worldwide with a science gateway to access data, information, models, analysis tools, and computational capabilities required to evaluate extreme-scale data sets. Its stated goals are to (1) make data more useful to climate researchers by developing collaborative technology that enhances data usability; (2) meet the specific needs that national and international climate projects have for distributed databases, data access, and data movement; (3) provide a universal and secure web-based data access portal for broad-based multi-model data collections; and (4) provide a wide range of climate data-analysis tools and diagnostic methods to international climate centers and U.S. government agencies. To this end, the ESG-CET is working to integrate all highly publicized climate data sets—from climate simulations to observations—using distributed storage management, remote high-performance units, high-bandwidth wide-area networks, and user desktop platforms in a collaborative problem-solving environment.

  11. A High-Resolution Global Climate Simulation

    A major factor limiting the quality and usefulness of global climate models is the coarse spatial resolution of these models. Global climate models today are typically run at resolutions of {approx}300 km (or even coarser) meaning that the smallest features represented are 300 km across. As Figure 1 shows, this resolution does not allow adequate representation of small or even large topographic features (e.g. the Sierra Nevada mountains). As a result of this and other problems, coarse-resolution global models do not come close to accurately simulating climate on regional spatial scales (e.g. within California). Results on continental and larger sales are much more realistic. An important consequence of this inability to simulate regional climate is that global climate model results cannot be used as the basis of assessments of potential societal impacts of climate change (e.g. effects on agriculture in the Central Valley, on management of water resources, etc.).
