  16. Carbon Capture and Storage Database (CCS) from DOE's National Energy Technology Laboratory (NETL)

    DOE Data Explorer [Office of Scientific and Technical Information (OSTI)]

    NETL's Carbon Capture and Storage (CCS) Database includes active, proposed, canceled, and terminated CCS projects worldwide. Information in the database regarding technologies being developed for capture, evaluation of sites for carbon dioxide (CO2) storage, estimation of project costs, and anticipated dates of completion is sourced from publically available information. The CCS Database provides the public with information regarding efforts by various industries, public groups, and governments towards development and eventual deployment of CCS technology. The database contains more than 260 CCS projects worldwide in more than 30 countries across 6 continents. Access to the database requires use of Google Earth, as the NETL CCS database is a layer in Google Earth. Or, users can download a copy of the database in MS-Excel directly from the NETL website.

    The University/National Energy Technology Laboratory (NETL) Student Partnership Program stimulated basic and applied research in Energy and Environmental Science areas through NETL's Office of Science and Technology (OST). This Partnership Program supported the education of graduate students in Energy and Environmental Sciences, while fostering increased scientific interaction between NETL and the participating universities, by providing graduate student support for research at a NETL facility under the joint supervision of NETL and university faculty. Projects were intended to enhance a previously established scientific or engineering relationship or to create a new relationship. Major areas of research under the Partnership Program included CO{sub 2} sequestration, granular solids flow, multi-phase flow in porous solids, gas hydrates, nanotubes, acid-mine flow identification and remediation, water-gas shift reaction, circulating fluidized beds, slurry bubble column, fuel desulphurization, carbon fibers, and fuel cells.

    The U.S. Department of Energy's National Energy Technology Laboratory (NETL) established the Extreme Drilling Laboratory to engineer effective and efficient drilling technologies viable at depths greater than 20,000 ft. This paper details the challenges of ultradeep drilling, documents reports of decreased drilling rates as a result of increasing fluid pressure and temperature, and describes NETL's research and development activities. NETL is invested in laboratory-scale physical simulation. Its physical simulator will have capability of circulating drilling fluids at 30,000 psi and 480°F around a single drill cutter. This simulator is not yet operational; therefore, the results will be limited to the identification of leading hypotheses of drilling phenomena and NETL's test plans to validate or refute such theories. Of particular interest to the Extreme Drilling Laboratory's studies are the combinatorial effects of drilling fluid pressure, drilling fluid properties, rock properties, pore pressure, and drilling parameters, such as cutter rotational speed, weight on bit, and hydraulics associated with drilling fluid introduction to the rock-cutter interface. A detailed discussion of how each variable is controlled in a laboratory setting will be part of the conference paper and presentation.

    This Comprehensive National Energy Strategy sets forth a set of five common sense goals for national energy policy: (1) improve the efficiency of the energy system, (2) ensure against energy disruptions, (3) promote energy production and use in ways that respect health and environmental values, (4) expand future energy choices, and (5) cooperate internationally on global issues. These goals are further elaborated by a series of objectives and strategies to illustrate how the goals will be achieved. Taken together, the goals, objectives, and strategies form a blueprint for the specific programs, projects, initiatives, investments, and other actions that will be developed and undertaken by the Federal Government, with significant emphasis on the importance of the scientific and technological advancements that will allow implementation of this Comprehensive National Energy Strategy. Moreover, the statutory requirement of regular submissions of national energy policy plans ensures that this framework can be modified to reflect evolving conditions, such as better knowledge of our surroundings, changes in energy markets, and advances in technology. This Strategy, then, should be thought of as a living document. Finally, this plan benefited from the comments and suggestions of numerous individuals and organizations, both inside and outside of government.     No significant environmental problems were identified at the National Energy Technology Laboratory (NETL) sites in Morgantown (MGN), Pittsburgh (PGH), Tulsa (NPTO) and Fairbanks (AEO) during 2001. No radionuclides were released from the sites during 2001. The sites maintain two major environmental programs: waste management, and environmental media and release management. These two programs encompass waste handling, storage, and disposal, waste minimization and pollution prevention, air quality emissions, surface-water discharges, groundwater impacts, industrial wastewater discharges, and spill control procedures. The Morgantown and Pittsburgh sites currently maintain complete monitoring programs for groundwater, stormwater discharge, laboratory wastewater discharge, and meteorological data. In addition, an annual air emissions inventory is prepared. A comprehensive Directives Program aimed at managing environmental, safety, health requirements, and risks was initiated in 1997, continued through subsequent years, and will be completed in 2003. The primary objective of the program is to identify and implement standards that will protect the health and safety of workers, public, and the environment. This program started with a careful and thorough analysis of risks confronting workers and the communities surrounding NETL sites. Following this analysis, requirements and best management practices were evaluated to determine how requirements could best be used to advance the mission of NETL. Teams of subject-matter experts analyzed the work assigned to determine potential hazards and identify ways to remove or control those hazards. In 2001, NETL developed or revised a series of directives in two major areas: safety analysis and review (SAR) processes, and integrated safety management (ISM) directives. SAR directives were issued for research and development (R&D) operations, support operations, and facilities. ISM directives were released on management processes, such as standards maintenance, performance measures, assessments, corrective actions, lessons-learned, and training. In conjunction with the Directives Program, the use of the voluntary environmental management system, ISO 14001, was evaluated. This includes the only international environmental management standard to which an entity can be certified. NETL is using the specifications and guidance from this standard to identify an effective environmental management system for the NETL sites. An outside consultant performed an environmental management system assessment (also referred to as an initial environmental review), as referenced in ISO 14004. The objective of the assessment was to determine the degree to which NETL's existing integrated safety management system (ISMS), safety analysis review system (SARS), and environmental management programs conformed with the ISO14001 Environmental Management System (EMS) standard and the United States Environmental Protection Agency's (EPA) Code of Environmental Management Principles. A performance measurement system continued to be maintained during 2001 to assist in evaluating how effectively activities at NETL meet mission-critical goals and how well missions and strategies are connected in the DOE strategic plan. This system also provides data to assist in gauging performance against the DOE critical success factors, that is, performance against technical objectives. Various environmental milestones can be tracked to completion, thus giving NETL measures by which to gauge the sites' goals of remaining in regulatory compliance and achieving best-in-class environmental performance.

    This final report summarizes the accomplishments of the 6-year Environmental Management Cooperative Agreement (EMCA) between the Energy and Environmental Research Center (EERC), a nonprofit, contract-supported unit of the University of North Dakota, and the U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL). The first portion of the report summarizes EMCA's structure, activities, and accomplishments. The appendix contains profiles of the individual EMCA tasks. Detailed descriptions and results of the tasks can be found separately in published Final Topical Reports. EMCA (DOE Contract No. DE-FC21-94MC31388) was in place from the fall of 1994 to the summer of 2001. Under EMCA, approximately $5.4 million was applied in three program areas to expedite the commercialization of 15 innovative technologies for application in DOE's EM Program ($3.8 million, or 69% of funds), provide technical support to the Deactivation and Decommissioning Focus Area (DDFA; $1.04 million, or 19% of funds), and provide for the coordination of the EMCA activities ($0.62 million, or 11% of funds). The following sections profile the overall accomplishments of the EMCA program followed by a summary of the accomplishments under each of the EMCA areas: commercialization, DDFA technical support, and management. Table 1 provides an overview of EMCA, including program areas, program activities, the duration and funding of each activity, and the associated industry partner, if appropriate.

    In 2003, the Pawnee Nation leadership identified the need for the tribe to comprehensively address its energy issues. During a strategic energy planning workshop a general framework was laid out and the Pawnee Nation Energy Task Force was created to work toward further development of the tribe’s energy vision. The overarching goals of the “first steps” project were to identify the most appropriate focus for its strategic energy initiatives going forward, and to provide information necessary to take the next steps in pursuit of the “best fit” energy options. Based on the request of Pawnee Nation’s Energy Task Force the research team, consisting Tribal personnel and Summit Blue Consulting, focused on a review of renewable energy resource development potential, funding sources and utility organizational along with energy savings options. Elements of the energy demand forecasting and characterization and demand side options review remained in the scope of work, but were only addressed at a high level. Description of Activities Performed Renewable Energy Resource Development Potential The research team reviewed existing data pertaining to the availability of biomass (focusing on woody biomass, agricultural biomass/bio-energy crops, and methane capture), solar, wind and hydropower resources on the Pawnee-owned lands. Using these data, combined with assumptions about costs and revenue streams, the research team performed preliminary feasibility assessments for each resource category. The research team also reviewed available funding resources and made recommendations to Pawnee Nation highlighting those resources with the greatest potential for financially-viable development, both in the near-term and over a longer time horizon. Energy Efficiency Options While this was not a major focus of the project, the research team highlighted common strategies for reducing energy use in buildings. The team also discussed the benefits of adopting a building energy code and introduced two model energy codes Pawnee Nation should consider for adoption. Summary of Current and Expected Future Electricity Usage The research team provided a summary overview of electricity usage patterns in current buildings and included discussion of known plans for new construction. Utility Options Review Pawnee Nation electric utility options were analyzed through a four-phase process, which included: 1) summarizing the relevant utility background information; 2) gathering relevant utility assessment data; 3) developing a set of realistic Pawnee electric utility service options, and 4) analyzing the various Pawnee electric utility service options for the Pawnee Energy Team’s consideration. III. Findings and Recommendations Due to a lack of financial incentives for renewable energy, particularly at the state level, combined mediocre renewable energy resources, renewable energy development opportunities are limited for Pawnee Nation. However, near-term potential exists for development of solar hot water at the gym, and an exterior wood-fired boiler system at the tribe’s main administrative building. Pawnee Nation should also explore options for developing LFGTE resources in collaboration with the City of Pawnee. Significant potential may also exist for development of bio-energy resources within the next decade. Pawnee Nation representatives should closely monitor market developments in the bio-energy industry, establish contacts with research institutions with which the tribe could potentially partner in grant-funded research initiatives. In addition, a substantial effort by the Kaw and Cherokee tribes is underway to pursue wind development at the Chilocco School Site in northern Oklahoma where Pawnee is a joint landowner. Pawnee Nation representatives should become actively involved in these development discussions and should explore the potential for joint investment in wind development at the Chilocco site.

Financial incentives for project development are generally structured to provide tribes with access to conventional financing mechanisms. Grant funding for project construction is currently difficult to obtain. Substantial new opportunities for bio-fuel development may exist in the next few years with passage of the 2007 Farm Bill, and through opportunities made available through Oklahoma’s new Bio-energy Center. A review of potential alternatives to Pawnee Nation’s current electricity supply scenario revealed that a range of options could be viable. These include the following scenarios: business as usual, alternative supply, negotiate lower rates with City of Pawnee, focus on reducing energy usage, develop electric utility organization. Under any circumstances, Pawnee Nation should purse strategies to reduce energy usage, as this is the simplest means of reducing electric costs and environmental impacts. The research team also recommends that Pawnee Nation initiate some focused discussions with the City of Pawnee, with GRDA, and with IEC to discuss its wholesale supply purchase options. These discussions will better inform the Pawnee Energy Team of the specific pros and cons of its wholesale power supply options, and will assist the Team’s broader decision-making on utility-related issues. The ultimate path chosen by Pawnee Nation will depend on further consideration of priorities and potential barriers by Pawnee Nation’s Energy Team.

    The National Energy Modeling System (NEMS) is a computer-based, energy-economy modeling system of U.S. through 2030. NEMS projects the production, imports, conversion, consumption, and prices of energy, subject to assumptions on macroeconomic and financial factors, world energy markets, resource availability and costs, behavioral and technological choice criteria, cost and performance characteristics of energy technologies, and demographics. NEMS was designed and implemented by the Energy Information Administration (EIA) of the U.S. Department of Energy (DOE). NEMS can be used to analyze the effects of existing and proposed government laws and regulations related to energy production and use; the potential impact of new and advanced energy production, conversion, and consumption technologies; the impact and cost of greenhouse gas control; the impact of increased use of renewable energy sources; and the potential savings from increased efficiency of energy use; and the impact of regulations on the use of alternative or reformulated fuels. NEMS has also been used for a number of special analyses at the request of the Administration, U.S. Congress, other offices of DOE and other government agencies, who specify the scenarios and assumptions for the analysis. Modules allow analyses to be conducted in energy topic areas such as residential demand, industrial demand, electricity market, oil and gas supply, renewable fuels, etc.

    The U.S. Department of Energy’s National Energy Technology Laboratory (NETL) established an Extreme Drilling Lab to engineer effective and efficient drilling technologies viable at depths greater than 20,000 feet. This paper details the challenges of ultra-deep drilling, documents reports of decreased drilling rates as a result of increasing fluid pressure and temperature, and describes NETL’s Research and Development activities. NETL is invested in laboratory-scale physical simulation. Their physical simulator will have capability of circulating drilling fluids at 30,000 psi and 480 °F around a single drill cutter. This simulator will not yet be operational by the planned conference dates; therefore, the results will be limited to identification of leading hypotheses of drilling phenomena and NETL’s test plans to validate or refute such theories. Of particular interest to the Extreme Drilling Lab’s studies are the combinatorial effects of drilling fluid pressure, drilling fluid properties, rock properties, pore pressure, and drilling parameters, such as cutter rotational speed, weight on bit, and hydraulics associated with drilling fluid introduction to the rock-cutter interface. A detailed discussion of how each variable is controlled in a laboratory setting will be part of the conference paper and presentation.

    The Department of Energy’s (DOE) National Energy Technology Laboratory (NETL) sponsored a workshop on non-Newtonian multiphase slurry at NETL’s Morgantown campus August 19 and 20, 2013. The objective of this special two-day meeting of 20-30 invited experts from industry, National Labs and academia was to identify and address technical issues associated with handling non-Newtonian multiphase slurries across various facilities managed by DOE. Particular emphasis during this workshop was placed on applications managed by the Office of Environmental Management (EM). The workshop was preceded by two webinars wherein personnel from ORP and NETL provided background information on the Hanford WTP project and discussed the critical design challenges facing this project. In non-Newtonian fluids, viscosity is not constant and exhibits a complex dependence on applied shear stress or deformation. Many applications under EM’s tank farm mission involve non-Newtonian slurries that are multiphase in nature; tank farm storage and handling, slurry transport, and mixing all involve multiphase flow dynamics, which require an improved understanding of the mechanisms responsible for rheological changes in non-Newtonian multiphase slurries (NNMS). To discuss the issues in predicting the behavior of NNMS, the workshop focused on two topic areas: (1) State-of-the-art in non-Newtonian Multiphase Slurry Flow, and (2) Scaling up with Confidence and Ensuring Safe and Reliable Long-Term Operation.

    The U.S. Department of Energy’s (DOE) National Energy Technology Laboratory (NETL) is conducting research to advance the science and engineering knowledge base for technologies that will accelerate the business case for CO{sub 2} capture and storage, including prediction and quantification of risks that may relate to potential liabilities. As part of this effort, NETL, through its Office of Research and Development (ORD), is leading a multi-laboratory effort that leverages broad technical capabilities across the DOE complex: the National Risk Assessment Partnership (NRAP). NRAP involves five DOE national laboratories: NETL, Lawrence Berkeley National Laboratory (LBNL), Lawrence Livermore National Laboratory (LLNL), Los Alamos National Laboratory (LANL), and Pacific Northwest National Laboratory (PNNL). This team is working together to develop a science-based method for quantifying the likelihood of risks (and associated potential liabilities) for CO{sub 2} storage sites. NRAP is an effort that harnesses the breadth of capabilities across the DOE National Laboratory (NL) system into a mission-focused platform that will develop the integrated science base that can be applied to risk assessment for long-term storage of CO{sub 2}.
