    Air quality is one of the basic factors determining the environmental quality and influencing the life conditions of people. There is a shortage of proper quality air in many regions of Poland. In consequence, and due to unhindered transport, air pollution is the direct cause of losses in the national economy (reduction of crops, losses in forestry, corrosion of buildings and constructions, worsening of people`s health). Poland is believed to be one of the most contaminated European countries. The reason for this, primarily, is the pollution concomitant with energy-generating fuel combustion; in our case it means the use of solid fuels: hard coal and lignite. This monocultural economy of energy generation is accompanied by low efficiency of energy use (high rates of energy loss from buildings, heat transmission pipelines, energy-consuming industrial processes). This inefficiency results in the unnecessary production of energy and pollution. Among other reasons, this results from the fact that in the past Poland did not sign any international agreements concerning the reduction of the emission of pollution. The activities aimes at air protection in Poland are conducted based on the Environmental Formation and Protection Act in effect since 1980 (with many further amendments) and the The Ecological Policy of the state (1991). The goals of the Polish air pollution reduction program for the period 1994-2000 are presented.

    This report documents trends in R and D and in particular (public) energy R and D in the Netherlands. Besides quantitative information on R and D and energy R and D, the report gives an impression of changes in science and technology policy, energy policy and changes in energy research priorities (both organizational and financial). In the Netherlands, 2.09% of GDP (or $6.7 billion) was invested in R and D activities in 1995. The private sector financed 46% of all R and D in that year. A small but significant fraction (9.3%) of the research performed in the Netherlands is financed by foreign public and private sector entities. Energy R and D has been identified by the national Strategic Foresight Activity as an important area of R and D for government support in the future. This is due in part to the overall decline in public support for energy R and D that occurred from 1985 to 1995. However, recent concern over climate change and energy policy has resulted in increased budgets for energy R and D. Recent policy documents (e.g., the Memorandum on Energy R and D in April 1998) and initiatives (e.g., a recent university energy R and D program; intensification of climate policy, partly in R and D) indicate the growing interest in addressing the issue of climate change partly through energy R and D. The Dutch government believes that the liberalization of the energy market in the Netherlands justifies an active role for the government to guarantee the longer-term transformation to a sustainable energy system. In terms of climate policy, the expanded and more efficient use of natural gas is seen as a suitable transition option towards a sustainable energy system. However, energy efficiency (and in particular energy efficiency in the industrial sector) and the introduction of renewable technologies (solar energy, wind energy and biomass) are generally favored for the long term. This paper analyses more than 20 years of landfill reduction in the Netherlands. The combination of landfill regulations, landfill tax and landfill bans resulted in the desired landfill reduction, but also had negative effects. A fierce competition developed over the remaining waste to be landfilled. In 2013 the Dutch landfill industry generated €40 million of annual revenue, had €58 million annual costs and therefore incurred an annual loss of €18 million. It is not an attractive option to prematurely end business. There is a risk that Dutch landfill operators will not be able to fulfil the financial obligations for closure and aftercare. Contrary to the polluter pays principle the burden may end up with society. EU regulations prohibiting export of waste for disposal are in place. Strong differentials in landfill tax rate between nations have nevertheless resulted in transboundary shipment of waste and in non-compliance with the self-sufficiency and proximity principles. During the transformation from a disposal society to a recycling society, it is important to carefully plan required capacity and to guide the reorganisation of the landfill sector. At some point, it is no longer profitable to provide landfill services. It may be necessary for public organisations or the state to take responsibility for the

  12. Energy use in Poland, 1970--1991: Sectoral analysis and international comparison

    This report provides an analysis of how and why energy use has changed in Poland since the 1970s, with particular emphasis on changes since the country began its transition from a centrally planned to a market economy in 1989. The most important factors behind the large decline in Polish energy use in 1990 were a sharp fall in industrial output and a huge drop in residential coal use driven by higher prices. The structural shift away from heavy industry was slight. Key factors that worked to increase energy use were the rise in energy intensity in many heavy industries and the shift toward more energy intensive modes of transport. The growth in private activities in 1991 was nearly sufficient to balance out continued decline in industrial energy use in that year. We compared energy use in Poland and the factors that shape it with similar elements in the West. We made a number of modifications to the Polish energy data to bring it closer to a Western energy accounting framework, and augmented these with a variety of estimates in order to construct a sufficiently detailed portrait of Polish energy use to allow comparison with Western data. Per capita energy use in Poland was not much below W. European levels despite Poland`s much lower GDP per capita. Poland has comparatively high energy intensities in manufacturing and residential space heating, and a large share of heavy industries in manufacturing output, all factors that contribute to higher energy use per capita. The structure of passenger and freight transportation and the energy intensity of automobiles contribute to lower energy use per capita in Poland than in Western Europe, but the patterns in Poland are moving closer to those that prevail in the West.

Also included is a Geothermal Financing Workbook, which is intended to provide a comprehensive package of information on financing, financing plans, financial analysis, and financial sources for smaller geothermal resource developers. All three countries are facing ever increasing demands for power in the coming decades, but each has some barriers to fully developing existing resources. For Poland and Turkey, it is important that legislation specific to geothermal resource development be enacted. For China, a crucial step is to develop more detailed and accurate estimates of resource potential. All three countries could benefit from the expertise of U.S. geothermal companies, and this collection of material provides crucial information for those interested companies.

  16. Implementing the Espoo Convention in transboundary EIA between Germany and Poland

    Poland and Germany have a long common border which leads to the necessity to cooperate and consult each other in the case of large-scale projects or infrastructure measures likely to cause negative transboundary effects on the environment. There are already binding provisions for transboundary EIA. In the area of the UN Economic Commission for Europe (UNECE), transboundary EIA is intended to be legally binding for the Member States by the Espoo Convention which was ratified by Germany 8.8.2002 and by Poland 12.6.1997. Due to corresponding directives, the same is applicable in the context of the European Union. In German legislation, this issue is regulated by Art. 8 of the Federal EIA Act in regard to transboundary participation of administration and by Art. 9a in respect of transboundary public participation. However, these EIA regulations on transboundary participation do not surpass a certain detail level, as they have to be applied between Germany and all neighbouring states. Therefore both countries decided to agree on more detailed provisions in particular regarding procedural questions. During the 12th German-Polish Environmental Council, Germany and Poland reached an agreement on 11.4.2006 in Neuhardenberg/Brandenburg an agreement upon the implementation of the Espoo Convention, the so called Neuhardenberg Agreement. This article assesses the agreement under consideration of already existing law and discusses major improvements and problems.

  17. Data from deployment of temporary seismic stations in northern Norway and Finland

    This short contribution is a description of data now available in NORSAR's data archives from a temporary deployment during 2002-2004 of six seismic stations in northern Norway and Finland. Explosions in underground as well as open-pit mines in the Khibiny massif of the Kola Peninsula of northwestern Russia are conducted on a frequent and relatively regular basis. It was decided to supplement the network of permanent stations in northern Fennoscandia and northwest Russia with temporarily deployed stations, in order to record these explosions, as well as other mining explosions and natural events occurring in this general area. As shown in Fig. 6.4.1, the six temporary stations were deployed along two profile lines, extending westwards from the Khibini massif. The rationale for this deployment was to collect data to examine distance as well as azimuthal dependence of seismic discriminants. As can be seen from Fig. 6.4.1 the southernmost of the two profile lines runs through the permanent seismic array ARCES in northern Norway.

  18. Development of the Permian-Triassic sequence in the basin Fringe area, southern Netherlands

    Geological studies in the fringe area of the southern Permian basin led to new insights in the distribution and development of the Permian-Triassic sequence. During the Permian, the fringe area formed a platform, attached to the London-Brabant Massif, while during the Triassic it is characterized by strongly subsiding half grabens. In the southern Netherlands, Rotliegende sandstones and conglomerates have a much wider distribution than previously recognized. The Rotliegende deposits are capped by claystones and carbonates of the Upper Permian Zechstein. In the offshore, an important feeder system of clastics from the London-Brabant Massif was active during deposition of the Rotliegende and the Zechstein. In course of time, the location of major sandstone deposition shifted westward. Deposition of the Triassic Buntsandstein was controlled by the development of a large feeder system, which transported clastics from the Vosges northward, through the Roer Valley Graben and West netherlands Basin into the Off Holland Low. This system was responsible for the deposition of the economically important sheet sandstones of the Volpriehausen, Detfurth, Hardegsen, and Solling formations. A regional unconformity occurs below the Solling Formation. The sandstones are capped by claystones, evaporites, and sandstones of the Rot Formation. During deposition of the Muschelkalk, the differences in subsidence decreased and shallow marine sediments are interbedded with evaporites. Several unconformities occur within the Keuper. In the previous half grabens in the southern Netherlands, the Keuper is incomplete, which may be indicative for a possible reversal of the tectonic movements during this period.

    One of the prospective methods of coal utilization, especially in case of coal resources which are not mineable by means of conventional methods, is underground coal gasification (UCG). This technology allows recovery of coal energy 'in situ' and thus avoid the health and safety risks related to people which are inseparable from traditional coal extraction techniques.In Poland most mining areas are characterized by numerous coal beds where extraction was ceased on account of technical and economic reasons or safety issues. This article presents estimates of Polish hard coal resources, broken down into individual mines, that can constitute the basis of raw materials for the gasification process. Five mines, representing more than 4 thousand tons, appear to be UCG candidates.

  1. Radiocesium ([sup 137]Cs) from the Chernobyl reactor in Eurasian woodcock and earthworms in Norway

    To understand the ecological effects of the Chernobyl reactor accident, we investigated radiocesium ([sup 137]Cs) levels in Eurasian woodcock (Scolopax rusticola), earthworms (Lambricidae), litter (dead organic materials lying on the ground), humus (beneath litter 2 cm deep), and mineral soil samples (3-6 cm deep) from a heavily effected (20-60 kBq/m[sup 2][1 Bq = 1 nuclear fission/sec]) area in Norway. The highest concentrations measured in earthworms (1988 median = 142 Bq/Kg) and woodcock (1986 median = 730 Bq/kg) for human food (600 Bq/kg fresh mass) only were found in woodcock during 1986. Radiocesium concentrations decreased (P < 0.001) in earthworms (40%) and woodcock (95%) from 1986 to 1990. There was no reduction in total radiocesium in soil over the same period. The relatively high radiocesium concentrations in woodcock during 1986 and the decreasing radiocesium ratio in woodcock to earthworms during the first years following fallout could have been caused by woodcock ingesting abiotic radiocesium with earthworms. The decrease in radiocesium in woodcock and earthworms during the study (1986-90) probably resulted from decreasing bioavailability of radiocesium during the first years after fallout rather than by radiocesium disappearing from the ecosystem. 38 refs., 3 figs., 2 tabs.

  2. Ozone induces glucose intolerance and systemic metabolic effects in young and aged brown Norway rats

    Air pollutants have been associated with increased diabetes in humans. We hypothesized that ozone would impair glucose homeostasis by altering insulin signaling and/or endoplasmic reticular (ER) stress in young and aged rats. One, 4, 12, and 24 month old Brown Norway (BN) rats were exposed to air or ozone, 0.25 or 1.0 ppm, 6 h/day for 2 days (acute) or 2 d/week for 13 weeks (subchronic). Additionally, 4 month old rats were exposed to air or 1.0 ppm ozone, 6 h/day for 1 or 2 days (time-course). Glucose tolerance tests (GTT) were performed immediately after exposure. Serum and tissue biomarkers were analyzed 18 h after final ozone for acute and subchronic studies, and immediately after each day of exposure in the time-course study. Age-related glucose intolerance and increases in metabolic biomarkers were apparent at baseline. Acute ozone caused hyperglycemia and glucose intolerance in rats of all ages. Ozone-induced glucose intolerance was reduced in rats exposed for 13 weeks. Acute, but not subchronic ozone increased ?{sub 2}-macroglobulin, adiponectin and osteopontin. Time-course analysis indicated glucose intolerance at days 1 and 2 (2 > 1), and a recovery 18 h post ozone. Leptin increased day 1 and epinephrine at all times after ozone. Ozone tended to decrease phosphorylated insulin receptor substrate-1 in liver and adipose tissues. ER stress appeared to be the consequence of ozone induced acute metabolic impairment since transcriptional markers of ER stress increased only after 2 days of ozone. In conclusion, acute ozone exposure induces marked systemic metabolic impairments in BN rats of all ages, likely through sympathetic stimulation. - Highlights: Air pollutants have been associated with increased diabetes in humans.   3. Quality of Cultural Heritage in EIA; twenty years of experience in Norway

    The aim of this paper is to clarify and discuss how quality, relevance, attitudes, beliefs and transfer value act as underlying driving forces in the development of the Cultural Heritage theme in EIAs. One purpose is to identify and discuss some conditions that can better environmental assessment in order to increase the significance of EIA in decision-making with regard to Cultural Heritage. The main tools used are different research methods designed for analyses of quality and quality changes, primarily based on the relevant opinions of 160 people occupied with Cultural Heritage in EIA in Norway. The study is based on a review of 40 types of EIAs from 1991 to 2000, an online questionnaire to 319 (160 responded) individuals from 14 different backgrounds, and interviews with three institutions in Sweden and Denmark. The study confirms a steadily increasing quality on EIRs over time, parallel with an improvement of the way in which Cultural Heritage is treated in EIA. This is supported by both the interviews and the qualitative comments regarding the survey. Potential for improvements is shown to be a need for more detailed background material as well as more use of adequate methods. The survey shows the existence of a wide variety of negative views, attitudes and beliefs, but the consequences of this are difficult to evaluate. However, most certainly, negative attitudes and beliefs have not been powerful enough to be detrimental to the quality of Cultural Heritage component, as nothing in the study indicates that negative attitudes and myths are undermining the system of EIA. The study shows the importance of having on-going discussions on quality and quality change over time by people involved in EIA, and how this is a necessary condition for successful implementation and acceptance. Beliefs and negative attitudes can also be a catalyst for developing better practice and advancing new methodology. In addition, new EIA countries must be prepared for several years

  15. The screening and scoping of Environmental Impact Assessment and Strategic Environmental Assessment of Carbon Capture and Storage in the Netherlands

    The Environmental Impact Assessment (EIA) and Strategic Environmental Assessment (SEA) are procedural tools which have as goal to assess and evaluate possible environmental effects of, respectively, a proposed project or policy plan. The goal of this article is to explore possible bottlenecks in applying both the EIA and SEA procedures on Carbon Capture and Storage (CCS) activities in the Netherlands, as experience is currently minimal or lacking. In this study we focus mainly on the institutional and procedural aspects of the screening and scoping phases of both procedures. This is achieved by reviewing EIA and SEA procedures for analogue projects for the three distinctive process steps of a CCS project, namely the power plant with capture, the transport and finally the underground storage of the CO{sub 2}. Additionally, EIA and SEA or similar procedures on CCS in other countries are reviewed and the legal framework for the Dutch EIA and SEA is studied. This article shows a concise overview of the EIA and SEA procedure in the Netherlands and the relation between both procedures. Based on our findings we have constructed a conceptual taxonomy for the scope of both procedures for CCS in the Netherlands. This taxonomy conceptualizes the possible integration of assessing the environmental impacts for tiered levels of decision making. This integration might be needed for first CCS projects as decisions on the strategic (spatial planning) level are currently absent for CCS in the Netherlands. Perpendicular to such integration is the integration of linked activities in the CCS chain and their alternatives, into one procedure. We argue that it would be beneficial to combine the separate EIA procedures for CCS activities into one procedure or at least provide close linkage between them.

  16. Social impacts of earthquakes caused by gas extraction in the Province of Groningen, The Netherlands

    Gas extraction from the Groningen gasfield in the northern Netherlands has led to localised earthquakes which are projected to become more severe. The social impacts experienced by local residents include: damage to property; declining house prices; concerns about the chance of dykes breaking; feelings of anxiety and insecurity; health issues; and anger. These social and emotional impacts are exacerbated by the increasing distrust Groningen people have towards the national government and the gas company, NAM, a partnership between Shell and ExxonMobil. The earthquakes have reopened discussions about the distribution of benefits from gas production and the extent to which benefits are retained locally. Mitigation of the impacts is attempted, but the lack of trust decreases the effectiveness of the mitigation measures. The extent of this experience of previously-unforeseen, unanticipated impacts suggests that a new social and environmental impact assessment needs to be undertaken, and a new Social Impact Management Plan (SIMP) and Impacts and Benefits Agreement (IBA) developed, so that the project can regain its legitimacy and social licence to operate. In addition to conventional gas, this paper has wider relevance for unconventional gas developments, for example shale gas extraction by hydraulic fracturing methods (fracking). - Highlights: • Gas production in Groningen has caused over 1000 earthquakes. • The induced seismicity has caused many social impacts. • Impacts include building damage, reduced house prices, fear and health issues. • Mitigation measures attempted to date are inadequate. • Distrust towards the national government and operator hinders mitigation efforts. • Gas production in Groningen has lost its social licence to operate.

  17. Permian-triassic paleogeography and stratigraphy of the west Netherlands basin

    During the Permian, the present West Netherlands basin (WNB) was situated at the southernmost margin of the southern Permian basin (SPB). The thickness of Rotilegende sandstones therefore is very much reduced in the WNB. The relatively thin deposits of the Fringe Zechstein in the WNB, however, also contrast strongly in sedimentary facies with thick evaporite/carbonate alternations in the main SPB to the north, although the classic cyclicity of Zechstein deposition still can be recognized. The Fringe Zechstein sediments are mainly siliciclastic and interfinger with both carbonates and anhydrites toward the evaporite basin. End members are thin clay layers that constitute potential seals to underlying Rotliegende reservoirs and relatively thick sandstones (over 100 m net sand) in the western part of the WNB. Nevertheless, favorable reservoir/seal configurations in the Fringe Zechstein seem to be sparse because only minor hydrocarbon occurrences have been proven in the area to date. The situation is dramatically different for the Triassic in the WNB. The [open quotes]Bunter[close quotes] gas play comprises thick Fringe Buntsandstein sandstones (up to 250 m), vertically sealed by carbonates and anhydritic clays of the Muschelkalk and Keuper formations. The Bunter sandstones are largely of the same age as the classic Volpriehausen, Detfurth, and Hardegsen alluvial sand/shale alternations recognized elsewhere, but the upper onlapping transgressive sands and silts correlate with evaporitic clays of the Roet basin to the north. A total volume of 65 x 10[sup 9]m[sup 3] of gas has so far been found in the Triassic Bunter sandstones of the WNB.

  18. Periprocedural Prophylactic Antithrombotic Strategies in Interventional Radiology: Current Practice in the Netherlands and Comparison with the United Kingdom

    Purpose: The use of prophylactic antithrombotic drugs to prevent arterial thrombosis during the periprocedural period during (percutaneous) peripheral arterial interventions (PAIs) is still a matter of dispute, and clear evidence-based guidelines are lacking. To create those guidelines, a study group was formed in the Netherlands in cooperation with the Dutch Society of Vascular Surgery and the Society of Interventional Radiology. The study group is called 'Consensus on Arterial PeriProcedural Anticoagulation (CAPPA).' Materials and Methods: The CAPPA study group devised and distributed a comprehensive questionnaire amongst Dutch interventional radiologists (IRs). Results: One hundred forty-two IRs responded (68 %) to the questionnaire. Almost no IR stopped acetyl salicylic acid before interventions, and 40 % stopped clopidogrel before PAI but not before carotid artery stenting (CAS). A flushing solution on the sideport of the sheath was used routinely by 30 % of IRs in PAI and by 50 % of IRs during CAS. A minority of IRs used a heparinised flushing solution (28 %). Unfractionated heparin was used by 95 % of IRs as bolus; 5000 IU was the most used dosage. Timing of administration varied widely. A majority of IRs (75 %) repeated heparin administration after 1 h. Conclusion: A substantial variety exists amongst IRs in the Netherlands regarding the use of prophylactic periprocedural antithrombotic drugs to prevent arterial thrombosis during PAI. When compared with varying results regarding the use of heparin in the United Kingdom, the variety in the Netherlands showed a different pattern. The proven variety in these countries, and also between these countries, emphasises the need for authoritative studies to develop evidence-based practical guidelines.

    Abstract: Strategic environmental assessment (SEA) for offshore oil and gas planning and development is utilized in select international jurisdictions, but the sector has received limited attention in the SEA literature. While the potential benefits of and rationale for SEA are well argued, there have been few empirical studies of SEA processes for the offshore sector. Hence, little is known about the efficacy of SEA offshore, in particular its influence on planning and development decisions. This paper examines SEA practice and influence in three international offshore systems: Norway, Atlantic Canada and the United Kingdom, with the intent to identify the challenges, lessons and opportunities for advancing SEA in offshore planning and impact assessment.     A proposal to study the application of the principles of environmental impact assessment (EIA) to policy, plans, and programs was submitted by the US Environmental Protection Agency (EPA) to the Senior Advisors on Environmental and Water Problems of the United Nations Economic Commission. On approval, EPA asked Oak Ridge National Laboratory (ORNL) to support its efforts as lead participant on an international task force. ORNL is responsible for overall project management, including development of the report. At the first meeting in Geneva on June 18--19, there were representatives from Austria, Canada, Finland, Norway, Poland, Sweden, and the United Kingdom. The administrative/legal setting for EIA in each country was reviewed. The objectives of the task force were defined, and issues related to the application of EIA at the policy level were discussed. At the second meeting, in addition to those countries represented at the first meeting the Commission of Economic Communities, Czech and Slovak Federal Republic, Remark, Federal Republic of Germany, Hungary, and The Netherlands were represented. A brief review was given by the new participants of legal/administrative requirements for EIA in their countries. Case studies were presented by Canada, Finland, The Netherlands, Norway, Sweden, and the United States.

    We report that Rhizobium leguminosarum bv. viciae GB30 is an aerobic, motile, Gram-negative, non-spore-forming rod that can exist as a soil saprophyte or as a legume microsymbiont of Pisum sativum. GB30 was isolated in Poland from a nodule recovered from the roots of Pisum sativum growing at Janow. GB30 is also an effective microsymbiont of the annual forage legumes vetch and pea. Here we describe the features of R. leguminosarum bv. viciae strain GB30, together with sequence and annotation. The 7,468,464 bp high-quality permanent draft genome is arranged in 78 scaffolds of 78 contigs containing 7,227 protein-coding genes and 75more » RNA-only encoding genes, and is part of the GEBA-RNB project proposal.« less

  11. Neutronics, steady-state, and transient analyses for the Poland MARIA reactor for irradiation testing of LEU lead test fuel assemblies from CERCA : ANL independent verification results.

    The MARIA reactor at the Institute of Atomic Energy (IAE) in Swierk (30 km SE of Warsaw) in the Republic of Poland is considering conversion from high-enriched uranium (HEU) to low-enriched uranium (LEU) fuel assemblies (FA). The FA design in MARIA is rather unique; a suitable LEU FA has never been designed or tested. IAE has contracted with CERCA (the fuel supply portion of AREVA in France) to supply 2 lead test assemblies (LTA). The LTAs will be irradiated in MARIA to burnup level of at least 40% for both LTAs and to 60% for one LTA. IAE may decide to purchase additional LEU FAs for a full core conversion after the test irradiation. The Reactor Safety Committee within IAE and the National Atomic Energy Agency in Poland (PAA) must approve the LTA irradiation process. The approval will be based, in part, on IAE submitting revisions to portions of the Safety Analysis Report (SAR) which are affected by the insertion of the LTAs. (A similar process will be required for the full core conversion to LEU fuel.) The analysis required was established during working meetings between Argonne National Laboratory (ANL) and IAE staff during August 2006, subsequent email correspondence, and subsequent staff visits. The analysis needs to consider the current high-enriched uranium (HEU) core and 4 core configurations containing 1 and 2 LEU LTAs in various core positions. Calculations have been performed at ANL in support of the LTA irradiation. These calculations are summarized in this report and include criticality, burn-up, neutronics parameters, steady-state thermal hydraulics, and postulated transients. These calculations have been performed at the request of the IAE staff, who are performing similar calculations to be used in their SAR amendment submittal to the PAA. The ANL analysis has been performed independently from that being performed by IAE and should only be used as one step in the verification process.

  12. Installation of a stoker-coal preparation plant in Krakow, Poland. Quarterly technical progress report No. 4, January--March, 1995

    This report describes the progress made during this reporting period of a two year project to demonstrate that the air pollution from a traveling-grate stoker being used to heat water at a central heating plant in Krakow, Poland can be reduced significantly by (1) substituting the unwashed, unsized coal currently being used with a mechanically cleaned, double-sized stoker fuel and by (2) optimizing the operating parameters of the stoker. It is anticipated that these improvements will prove to be cost-effective and hence will be adopted by the other central heating plants in Krakow and ideally, throughout Eastern European cities where coal continues to be the primary source of fuel. EFH Coal Company has formed a partnership with two Polish institutions -- MPEC, a central heating company in Krakow, and Naftokrak-Naftobudowa, preparation plant designers and fabricators-for the execution of this effort. Five potential candidate sources have been located and contracts for coal deliveries should be executed early next quarter. TInitial delays in formalizing the EFH/Polish Partners agreement delayed finalizing the coal supply contracts and hence, precluded collecting the Polish coal samples for characterization and combustion performance studies. Work on this Task will be initialed next quarter after the raw coal supply contracts are executed. A conceptual design for a plant to wash 25mm x 0 raw coal fines at a need rate of 300 mtph was completed. This plant will receive raw coals ranging in ash content from 20 to 30 percent and produce a compliance coal containing about 1 percent ash, 0.8 percent sulfur and 27, 840 KJ/kg (12,000 Btu/lb). A heavy-media cyclone will be used to wash the 20mm x 1mm stoker coal. Discussions with financial institutions regarding the cost of producing a quality stoker coal in Poland and A for identifying sources of private capital to help cost share the project continued.

    This report builds from a similar previous analysis (Schwabe et al., 2011) exploring the differences in cost of wind energy in 2008 among countries participating in IEA Wind Task 26 at that time. The levelized cost of energy (LCOE) is a widely recognized metric for understanding how technology, capital investment, operations, and financing impact the life-cycle cost of building and operating a wind plant. Schwabe et al. (2011) apply a spreadsheet-based cash flow model developed by the Energy Research Centre of the Netherlands (ECN) to estimate LCOE. This model is a detailed, discounted cash flow model used to represent the various cost structures in each of the participating countries from the perspective of a financial investor in a domestic wind energy project. This model is used for the present analysis as well, and comparisons are made for those countries who contributed to both reports, Denmark, Germany, and the United States.

  14. Tracing the HIV-1 subtype B mobility in Europe: a phylogeographic approach

    The prevalence and the origin of HIV-1 subtype B, the most prevalent circulating clade among the long-term residents in Europe, have been studied extensively. However the spatial diffusion of the epidemic from the perspective of the virus has not previously been traced. In the current study we inferred the migration history of HIV-1 subtype B by way of a phylogeography of viral sequences sampled from 16 European countries and Israel. Migration events were inferred from viral phylogenies by character reconstruction using parsimony. With regard to the spatial dispersal of the HIV subtype B sequences across viral phylogenies, in most of the countries in Europe the epidemic was introduced by multiple sources and subsequently spread within local networks. Poland provides an exception where most of the infections were the result of a single point introduction. According to the significant migratory pathways, we show that there are considerable differences across Europe. Specifically, Greece, Portugal, Serbia and Spain, provide sources shedding HIV-1; Austria, Belgium and Luxembourg, on the other hand, are migratory targets, while for Denmark, Germany, Italy, Israel, Norway, the Netherlands, Sweden, Switzerland and the UK we inferred significant bidirectional migration. For Poland no significant migratory pathways were inferred. Subtype B phylogeographies provide a new insight about the geographical distribution of viral lineages, as well as the significant pathways of virus dispersal across Europe, suggesting that intervention strategies should also address tourists, travellers and migrants.

    It is important to evaluate the potential of drug hypersensitivity as well as other adverse effects during the preclinical stage of the drug development process, but validated methods are not available yet. In the present study we examined whether it would be possible to develop a new predictive model of drug hypersensitivity using Brown Norway (BN) rats. As representative drugs with hypersensitivity potential in humans, phenytoin (PHT), carbamazepine (CBZ), amoxicillin (AMX), and sulfamethoxazole (SMX) were orally administered to BN rats for 28 days to investigate their effects on these animals by examinations including observation of clinical signs, hematology, determination of serum IgE levels, histology, and flow cytometric analysis. Skin rashes were not observed in any animals treated with these drugs. Increases in the number of circulating inflammatory cells and serum IgE level did not necessarily occur in the animals treated with these drugs. However, histological examination revealed that germinal center hyperplasia was commonly induced in secondary lymphoid organs/tissues in the animals treated with these drugs. In cytometric analysis, changes in proportions of lymphocyte subsets were noted in the spleen of the animals treated with PHT or CBZ during the early period of administration. The results indicated that the potential of drug hypersensitivity was identified in BN rat by performing histological examination of secondary lymphoid organs/tissues. Data obtained herein suggested that drugs with hypersensitivity potential in humans gained immune reactivity in BN rat, and the germinal center hyperplasia induced by administration of these drugs may serve as a predictive biomarker for drug hypersensitivity occurrence. - Highlights: We tested Brown Norway rats as a candidate model for predicting drug hypersensitivity.     In this paper, the development of cogeneration, wind energy and demand-side management in the Netherlands, Denmark, Germany and the United Kingdom are compared. It is discussed to what extent these developments are determined by the liberalization process. Three key liberalization variables are identified: unbundling, privatization and introduction of competition. The analysis suggests that unbundling prior to introduction of full competition in generation is particularly successful in stimulating industrial cogeneration; simultaneous introduction of competition and unbundling mainly stimulates non-cogeneration gas-based capacity; and introduction of competition in itself is likely to impede the development of district-heating cogeneration. Furthermore, it is argued that development of wind energy and demand-side management are primarily dependent on the kind of support system set up by policy makers rather than on the liberalization process. Negative impacts of introduction of competition on integrated resource planning and commercial energy services could nevertheless be expected.

    This paper reports that despite new internal rankings, the North Sea has maintained its position as the world's fourth largest oil producing province behind the Middle East, the Soviet Union, and the U.S. Average production remains 3.7-4 million b/d. During 1991, however, sources of production within the total have shifted significantly. Britain no longer tops the North Sea production table. Early this year, major offshore shutdowns required for installation of mandatory safety equipment slashed production. At the same time, Norwegian output remained just below 1.95 million b/d, exceeding flow from neighboring U.K. waters for the first time since the mid- 1970s.

    Large parts of the southern North Sea are underlain by Upper Permian Zechstein salt. A vast amount of this sequence, originally more than 1000 m thick, has migrated into salt structures. Many hydrocarbon accumulations are related to these structures. The formation of the salt structures may have created structural traps or (by influencing the sedimentation pattern) stratigraphic traps. Salt generally acts as a seal, but depletion of salt can create migration routes into higher strata for hydrocarbons originating from underlying source rocks. The thermal conductivity of the salt can influence the maturity of source rocks in its direct vicinity. Salt structures are formed almost exclusively by Zechstein salt. Minor movement occurred in Triassic evaporites. The development of salt structures is influenced strongly by regional tectonics. Basement faulting probably triggered the salt movement. The dominant structural grain is reflected in the orientation and location of the salt structures. Periods of increased growth rates coincide with tectonic phases. Long walls of salt formed in the northern area where the Triassic north-south orientated faults (which were rejuvenated in Late Jurassic) predominate. Toward the south, the northwest-southeast direction of the Late Jurassic interferes with the north-south trend and gradually becomes the dominant direction. This is reflected in the shortening of the north-south salt structures and eventually in the change in their orientation.     Highlights: • An effect of gender and age structure on municipal waste generation was presented. • The waste accumulation index is influenced by a number of unemployed women. • Greater share of women in society contributes to greater waste production. • A model describing the analyzed dependences was determined. - Abstract: In this study the effect of gender and age structure on municipal waste generation was investigated. The data from 10-year period, from 2001 to 2010 year, were taken into consideration. The following parameters of gender and age structure were analyzed: men and woman quantity, female to male ratio, number of working, pre-working and post-working age men/women, number of unemployed men/women. The results have showed a strong correlation of annual per capita waste generation rate with number of unemployed women (r = 0.70) and female to male ratio (r = 0.81). This indicates that waste generation rate is more depended on ratio of men and women that on quantitative size of each group. Using the regression analysis a model describing the dependence between female to male ratio, number of unemployed woman and waste quantity was determined. The model explains 70% of waste quantity variation. Obtained results can be used both to improve waste management and to a fuller understanding of gender behavior.

    The southern North Sea presents spectacular examples of basin inversion, which have been documented by numerous projects of the oil industry. Some basic inversion patterns identified through wells and seismic data were used to prepare a laboratory modeling investigation. Models are built with sand and silicone putty, respectively, which represent the frictional behavior of Mesozoic cover and Paleozoic basement and the viscous behavior of the decollement layer, mainly Permian salt, between them. They are scaled to fit natural configurations observed in the Broad Fourteens basin. All experiments are done in two steps: (1) graben formation with synkinematic sedimentation and (2) compression oblique to the graben. The experiments show that structures generated by or reactivated during inversion are strongly dependent on the strength of the decollement layer at the base of the sedimentary cover, which is itself dependent on the silicone viscosity, the layer thickness, and the displacement velocity applied at model boundaries; and the strength of the sedimentary cover, which is solely dependent on its thickness. This work is in progress. Preliminary results will be compared with examples from the Broad Fourteens basin on the basis of both seismic data and structural maps.

  3. The reservoir potential of the Zechstein-3 carbonate member (Platten), offshore Netherlands

    The Platten has been examined from 31 released and nonreleased wells, dominantly from northern P and Q quadrants, Dutch North Sea, and including a limited number of adjacent onshore wells. Wireline log interpretations have been allied with available core log, sidewall core, and ditch sample data. This has allowed a division into four broad facies associations: lower ramp, shoal shoreface, lagoonal, and the dominantly siliciclastic peritidal. Primary porosity is concentrated in ooid grainstones of the shoal/shoreface facies association. Diagenesis has also been examined. While the Platten has been broadly affected by early dolomitization, which generally occluded porosity, later diagenesis was more selective and had a significant control on porosity creation more selective and has a significant control on porosity creation as well as occlusion. Location of Platten reservoir potential is shown by facies association, diagenetic texture, and percentage porosity maps. The best reservoir conditions in the Platten exist where the shoal/shoreface facies association coincides with faults and with diagenesis associated with fluid movements through fractures. Low-temperature hydrothermal fluids are shown in this study to be the most important control on the hydrocarbon potential of the Platten in much of the P and Q quadrants.

    Seismic imaging provides a powerful tool for a variety of development applications. While defining development locations in the L5-FA gas field, the project team was confronted with the question: do seismic images accurately reflect the quality of the reservoir Careful integration of the seismic data with the geological information supplied the answer to this problem. The L5-FA field is situated in the southwestern part of the Central Graben in the Dutch sector of the North Sea. The Volpriehausen reservoir consists of thin but widespread alluvial/aeolian sandsheets alternating with silty claystones. A geophysical modeling exercise, characterized by an iterative process of merging the geological data, reservoir geological models, and the three-dimensional seismic data set into one coherent picture was initiated. Synthetic reflectivity data were generated for gas-filled reservoirs with a varying average porosity, with different porosity profiles and thickness variations as well as varying overburden parameters. Correlations between different reservoir parameters and a variety of amplitude measurements were investigated. A strong linear relation between porosity and amplitude extremum for the porosity range 5-18% was one of the outcomes of the study. Amplitudes were measured on the top and base Volpriehausen reflections. After well calibration, an average porosity map was compiled. Based on this map, two development well locations were picked in the more prolific part of the reservoir. Although subsequent drilling proved the mapped porosities to be correct, there is still a major challenge to be met-a further integration of all available information, including, for instance, production data. Only then we will fully understand the reservoir architecture.

The international groups from 14 countries have been outfitting research ships and commercial vessels with automated CO2 sampling equipment to analyze the carbon exchange between the ocean and atmosphere.     Research and experimental development comprise innovative and creative work undertaken systematically to increase the stock of knowledge of science, engineering, and society. This knowledge reserve is used to improve living conditions and standards, including economic growth. Research and development (R&D) expenditures are useful measures of the scale and direction of technological innovation within a country, industry, or scientific field. Administrators concerned with economic growth and performance rely on R&D statistics as one possible type of indicator of technological change. R&D statistics are an essential tool in many government programs and evaluations (OECD 1993). The objective of the analysis was to identify and evaluate R&D funding sources, levels, and trends in the energy sectors of selected industrialized countries (Australia, Belgium, Canada, Denmark, Finland, France, Germany, Italy, Japan, Netherlands, Norway, Sweden, Switzerland, United Kingdom, United States) and the European Union (EU). Fossil fuel technologies, particularly fuel cells and advanced gas turbines, were the focus of the analysis, whose results are presented in this report.

    This paper describes the diagenetic evolution of clay minerals in the Rotliegend sandstone reservoir under contrasting burial histories in the Broad Fourteens basin (Dutch sector, Southern North Sea). The diagenetic modifications affecting the crystal structure of clay minerals (both kaolin-group and illitic minerals) were studied using X-ray diffraction (XRD). The XRD study includes oriented and random mounts of various size fractions, numerical processing (decomposition) of XRD profiles, and simulation of one-dimensional and three-dimensional XRD patterns. Petrographic observations, differential thermal analysis, K/Ar geochronology, and geochemical considerations complement the XRD study and allow determination of the sequence of mineral crystallization and the morphological evolution of clay minerals and place further constraints on the absolute timing of diagenetic events and on the nature of the fluids responsible for clay-mineral crystallization.

  9. Structure and facies development of the Dutch/north German Rotliegende basin

    The apparent east-west extension of the southern Rotliegende basin, stretching from southern England via the Netherlands and north Germany to Poland, developed from several subbasins running in a northwest-southeast direction. The orientation of the subbasins and the graben systems have largely been caused by a regional stress field, which existed in the Late Paleozic of northern central Europe. The maximum extension was in an east-west direction. The graben systems of northern Germany and the southern part of the North Sea are running roughly north-south and are connected via a parallel set of wrench faults. The subbasin with the largest Rotliegende thickness lies in the German part of the North Sea. It subsided in the region where the rift axis of the north-south-running north German graben system experienced left lateral displacments by northwest-southeast-running wrench faults. The active graben zone extended into the Horn-Bamle-Oslo graben. The initial Dutch subbasin was connected with the early central graben and merged with the north German subbasin in the course of the progressive sedimentation of the basin. In contrast to the north German subbasin, where the initial sedimentation was mainly determined by the north-south-directed graben tectonics, intensive northwest-southeast-directed step faults developed in the Dutch subbasin. The initial subbasins were arranged in an en echelon pattern and merged during the main subsidence of the basin. The origin of the subbasins is linked to the Stephanian basins. Their development continued while several climate changes occurred up to the early Mesozoic. The development of the intracontinental sedimentation from the small initial subbasin to the widespread southern Rotliegende basin can therefore be divided into three main stages: initial stage-tectonics more effective than climate cycles, main stage-equal effect of tectonics and climate cycles, and late stage-climate cycles more effective than tectonics.

    Within the framework of the International Energy Agency Hydrogen Implementing Agreement, Task 11 was undertaken to develop tools to assist in the design and evaluation of existing and potential hydrogen demonstration projects. Emphasis was placed on integrated systems, from input energy to hydrogen end use. Included in the PDF document are the Executive Summary of the final report and the various case studies. The activities of task 11 were focused on near- and mid-term applications, with consideration for the transition from fossil-based systems to sustainable hydrogen energy systems. The participating countries were Canada, Italy, Japan, the Netherlands, Spain, Switzerland and the United States. In order for hydrogen to become a competitive energy carrier, experience and operating data need to be generated and collected through demonstration projects. A framework of scientific principles, technical expertise, and analytical evaluation and assessment needed to be developed to aid in the design and optimization of hydrogen demonstration projects to promote implementation. The task participants undertook research within the framework of three highly coordinated subtasks that focused on the collection and critical evaluation of data from existing demonstration projects around the world, the development and testing of computer models of hydrogen components and integrated systems, and the evaluation and comparison of hydrogen systems. While the Executive Summary reflects work on all three subtasks, this collection of chapters refers only to the work performed under Subtask A. Ten projects were analyzed and evaluated in detail as part of Subtask A, Case Studies.
