    Statistical data on energy production and consumption and supporting information were obtained from US Bureau of Mines records supplemented by additional data obtained in Portugal. Geologic descriptions and analysis of known areas and of areas having possible future potential have been prepared by the US Geological Survey. Portugal lacks sufficient indigenous supplies of organic fuels to meet its energy demands, and so must import large quantities of petroleum and coal. Approximately 80% of Portugal's electric energy is produced by hydroelectric stations; thermal stations produce the other 20%. Portugal has produced no crude oil, natural gas, or condensate; no resources or reserves in these categories are listed for Portugal in the 1976 World Energy Conference report. Until the last year or so (1980), no significant onshore petroleum exploration had been done in Portugal since 1963. Production of coal in Portugal has declined steadily to the present annual yield of about 200,000 metric tons. On the basis of estimates in only three coal fields, resources of coal of all ranks in Portugal total at least 76 million (10/sup 6/) metric tons. Uranium is mined near Viseu and Guarda in the northern part of Portugal; the Nisa mine in east-central Portugal will begin producing uranium ore in 1985 after installation of a processing plant. Portugal produced 95 metric tons of uranium oxide (U/sub 3/O/sub 8/) from ore stocks in each year from 1972 through 1974; production is assumed to have continued at the same rate since then. Geothermal energy has not been developed in mainland Portugal; however, hot springs that may have geothermal energy potential are known in the Minho district in the northwest. Geothermal energy resources exist in the Azores and a program of evaluation and exploration with technical assistance from the USGS is presently in progress there.

    One of the key steps of the Environmental Impact Assessment Process, defined by Directive 337/85 'on the assessment of the effects of certain public and private projects' is the preparation of the Environmental Impact Statement (EIS) of a Project. The quality of the EIS is of great importance to properly inform the public and the decision makers about the significant environmental effects of the project. Using the 'Guidance on EIA-EIS Review' 2001 report, produced with the support of the European Commission, this paper analyses the overall quality of 46 recently elaborated EIS from Portugal and Spain (1998-2003). It also analyses the quality of the various chapters of the EIS and the Non-Technical Summary. A comparison is made between the quality of the EIS from Portugal and from Spain. The results for Portugal are also compared with those of other European countries (Ireland and United Kingdom) in similar periods. Finally it presents overall conclusions and suggestions for improvement.

    This report documents trends in R and D and in particular (public) energy R and D in the Netherlands. Besides quantitative information on R and D and energy R and D, the report gives an impression of changes in science and technology policy, energy policy and changes in energy research priorities (both organizational and financial). In the Netherlands, 2.09% of GDP (or $6.7 billion) was invested in R and D activities in 1995. The private sector financed 46% of all R and D in that year. A small but significant fraction (9.3%) of the research performed in the Netherlands is financed by foreign public and private sector entities. Energy R and D has been identified by the national Strategic Foresight Activity as an important area of R and D for government support in the future. This is due in part to the overall decline in public support for energy R and D that occurred from 1985 to 1995. However, recent concern over climate change and energy policy has resulted in increased budgets for energy R and D. Recent policy documents (e.g., the Memorandum on Energy R and D in April 1998) and initiatives (e.g., a recent university energy R and D program; intensification of climate policy, partly in R and D) indicate the growing interest in addressing the issue of climate change partly through energy R and D. The Dutch government believes that the liberalization of the energy market in the Netherlands justifies an active role for the government to guarantee the longer-term transformation to a sustainable energy system. In terms of climate policy, the expanded and more efficient use of natural gas is seen as a suitable transition option towards a sustainable energy system. However, energy efficiency (and in particular energy efficiency in the industrial sector) and the introduction of renewable technologies (solar energy, wind energy and biomass) are generally favored for the long term. Recently, additional funding was allocated for research on industrial ''breakthrough'' technologies, photovoltaic energy, and biomass research. Best available data suggest that the private sector's energy R and D investments are on par with and quite close to the level of the government's energy R and D budgets. Renewable energy R and D, nuclear fission and fusion are predominantly financed by the public sector. However, energy efficiency receives the largest share of the total governmental energy RD and D budget (about 40%). The majority of the private sector's energy R and D investments are devoted to energy efficiency. Private sector investments also exceed those of the government in the area of power storage technologies.

    The complex West Netherlands Basin contains oil and gas in Triassic and Upper Jurassic to Cretaceous clastic reservoir sequences. The understanding has always been that the Carboniferous coal measures have generated only gas and the Jurassic marine Posidonia Shale only oil. However, detailed geochemical analyses show that both source rocks have generated oil and gas. Geochemical fingerprinting established a correlation of the hydrocarbons with the main source rocks. The occurrence of these different hydrocarbons is consistent with migration routes. Map-based charge modeling shows that the main phase of hydrocarbon generation occurred prior to the Late Cretaceous inversion of the West Netherlands Basin. However, along the southwest flank of the basin and in lows between the inversion highs, significant charge continued during the Tertiary. Biodegradation of oils in Jurassic and Cretaceous reservoirs occurred during the earliest Tertiary, but only in reservoirs that were at that time at temperatures of less then 70 to 80[degrees]C, where bacteria could survive. This study shows that also in a mature hydrocarbon province an integrated hydrocarbon habitat study with modern analyses and state-of-the-art technology can lead to a much improved understanding of the distribution of oil and gas in the subsurface. The results of this study will allow a better risk assessment for remaining prospects, and an improved prediction of the type of trapped hydrocarbons in terms of gas, oil, and biodegraded oil.

    The Environmental Impact Assessment (EIA) and Strategic Environmental Assessment (SEA) are procedural tools which have as goal to assess and evaluate possible environmental effects of, respectively, a proposed project or policy plan. The goal of this article is to explore possible bottlenecks in applying both the EIA and SEA procedures on Carbon Capture and Storage (CCS) activities in the Netherlands, as experience is currently minimal or lacking. In this study we focus mainly on the institutional and procedural aspects of the screening and scoping phases of both procedures. This is achieved by reviewing EIA and SEA procedures for analogue projects for the three distinctive process steps of a CCS project, namely the power plant with capture, the transport and finally the underground storage of the CO{sub 2}. Additionally, EIA and SEA or similar procedures on CCS in other countries are reviewed and the legal framework for the Dutch EIA and SEA is studied. This article shows a concise overview of the EIA and SEA procedure in the Netherlands and the relation between both procedures. Based on our findings we have constructed a conceptual taxonomy for the scope of both procedures for CCS in the Netherlands. This taxonomy conceptualizes the possible integration of assessing the environmental impacts for tiered levels of decision making. This integration might be needed for first CCS projects as decisions on the strategic (spatial planning) level are currently absent for CCS in the Netherlands. Perpendicular to such integration is the integration of linked activities in the CCS chain and their alternatives, into one procedure. We argue that it would be beneficial to combine the separate EIA procedures for CCS activities into one procedure or at least provide close linkage between them.

    Environmental assessment (EA) aims to enhance environmental awareness and to ensure that environmental values are fully considered in decision-making. In the EA arena, different discourses exist on what EA should aim for and how it functions. We hypothesise that these discourses influence its application in practice as well as its effectiveness in terms of achieving the above goals. For instance, actors who consider EA as a hindrance to fast implementation of their projects will probably apply it as a mandatory checklist, whereas actors who believe that EA can help to develop more environmentally sound decisions will use EIA as a tool to design their initiatives. In this paper we explore discourses on EA in The Netherlands and elaborate on their implications for EA effectiveness. Based on an innovative research design comprising an online survey with 443 respondents and 20 supplementary semi-structured interviews we conclude that the dominant discourse is that EA is mainly a legal requirement; EAs are conducted because they have to be conducted, not because actors choose to do so. EA effectiveness however seems reasonably high, as a majority of respondents perceive that it enhances environmental awareness and contributes to environmental protection. However, the 'legal requirement' discourse also results in decision-makers seldom going beyond what is prescribed by EA and environmental law. Despite its mandatory character, the predominant attitude towards EA is quite positive. For most respondents, EA is instrumental in providing transparency of decision-making and in minimising the legal risks of not complying with environmental laws. Differences in discourses seldom reflect extreme opposites. The 'common ground' regarding EA provides a good basis for working with EA in terms of meeting legal requirements but at the same time does not stimulate creativity in decision-making or optimisation of environmental values. In countries characterised by less consensual political cultures we may expect more extreme discourses on EA, the consequences of which are reflected upon in this paper. - Highlights: Black-Right-Pointing-Pointer The effectiveness of environmental assessment (EA) depends in part on meanings associated with EA (i.e., discourse). Black-Right-Pointing-Pointer Our results suggest that the general discourse in The Netherlands is that EA is a legal requirement, nothing more. Black-Right-Pointing-Pointer This discourse makes EA effective in protecting the environment, but not in the optimisation of environmental values. Black-Right-Pointing-Pointer EA has a limited contribution to the development of policy alternatives or innovative solutions to environmental problems.     The Netherlands have a rather complex water-management system consisting of a number of major rivers, canals, lakes and ditches. Water-quantity management on a regional scale is necessary for an effective water-quality policy. To support water management, a computer model was developed that includes both water quality and water quantity, based on three submodels: ABOPOL for the water movement, DELWAQ for the calculation of water quality variables and BLOOM-II for the phytoplankton growth. The northern province of Friesland was chosen as a test case for the integrated model to be developed, where water quality is highly related to the water distribution and the main trade-off is minimizing the intake of (eutrophicated) alien water in order to minimize external nutrient load and maximizing the intake in order to flush channels and lakes. The results of the application of these models to this and to a number of hypothetical future situations are described.

    Geothermal studies were carried out on the island of Sao Miguel, Azores to characterize the nature of the resource, to estimate its magnitude, and to identify target areas toward which exploration and developmental drilling might be directed. The main geothermal resource areas are Furnas, Agua de Pau, and Sete Cidades, three Quaternary silicic volcanic centers characterized by summit calderas beneath which magmatic heat sources provide thermal energy to overlying hydrothermal convection systems. For each of the systems, the studies have defined the size of the system, the subsurface temperature, the thermodynamic state of fluid in the system, the chemical composition of the fluid, and permeable parts of the system. 8 figs.     In 1997, 1999, 2000, and 2001, in an attempt to evaluate the contamination level of a Portuguese population, organochlorine pesticide residues were evaluated in human serum from students of the University of Coimbra. Concentrations of selected organochlorine pollutants ({alpha}-, {beta}-, and {gamma}-HCH, aldrin, dieldrin, HE, HCB, p,p'-DDT, o,p'-DDT, p,p'-DDE, p,p'-DDD) and endosulfan sulfate was measured with gas chromatography-electron capture detector. Our objective is to point out the general levels of pesticide contamination and the differences between the four populations; and together with this, if a connection could be established with gender or the residence area of the subjects. Endosulfan sulfate, p,p'-DDE, o,p'-DDT, and p,p'-DDD were the most frequently identified residues. Endosulfan sulfate present the highest concentrations for all subjects, 42.6 {mu}g/l, with concentrations ranging from undetected to 1295.5 {mu}g/l. Between DDT, isomers, and analogues, o,p'-DDT, and p,p'-DDT presented the highest levels, 24.8 and 21.9 {mu}g/l, respectively. Mean total DDT levels were higher than mean total HCH levels. For {sigma}-DDT, the highest levels were found among female gender and urban samples. An opposite situation was found in {sigma}-HCH: males presented higher levels than females. The mean concentration of organochlorine pesticide residues, present in the student populations, showed that it is among the highest levels of contamination, when compared with others from Europe, Asia, and America.
