    This report documents trends in R and D and in particular (public) energy R and D in the Netherlands. Besides quantitative information on R and D and energy R and D, the report gives an impression of changes in science and technology policy, energy policy and changes in energy research priorities (both organizational and financial). In the Netherlands, 2.09% of GDP (or $6.7 billion) was invested in R and D activities in 1995. The private sector financed 46% of all R and D in that year. A small but significant fraction (9.3%) of the research performed in the Netherlands is financed by foreign public and private sector entities. Energy R and D has been identified by the national Strategic Foresight Activity as an important area of R and D for government support in the future. This is due in part to the overall decline in public support for energy R and D that occurred from 1985 to 1995. However, recent concern over climate change and energy policy has resulted in increased budgets for energy R and D. Recent policy documents (e.g., the Memorandum on Energy R and D in April 1998) and initiatives (e.g., a recent university energy R and D program; intensification of climate policy, partly in R and D) indicate the growing interest in addressing the issue of climate change partly through energy R and D. The Dutch government believes that the liberalization of the energy market in the Netherlands justifies an active role for the government to guarantee the longer-term transformation to a sustainable energy system. In terms of climate policy, the expanded and more efficient use of natural gas is seen as a suitable transition option towards a sustainable energy system. However, energy efficiency (and in particular energy efficiency in the industrial sector) and the introduction of renewable technologies (solar energy, wind energy and biomass) are generally favored for the long term.     Highlights: • ‘Zero waste’ initiatives never consider risks, side effects or experience of achieved low levels of landfill. • This paper provides insight into what works and what not. • Where strong gradients in regulations and tax occur between countries, waste will find its way to landfills across borders. • Strong landfill reduction can create a fierce competition over the remaining waste to be landfilled resulting in losses. • At some point a public organisation should take responsibility for the operation of a ‘safety net’ in waste management. - Abstract: Modern waste legislation aims at resource efficiency and landfill reduction. This paper analyses more than 20 years of landfill reduction in the Netherlands. The combination of landfill regulations, landfill tax and landfill bans resulted in the desired landfill reduction, but also had negative effects. A fierce competition developed over the remaining waste to be landfilled. In 2013 the Dutch landfill industry generated €40 million of annual revenue, had €58 million annual costs and therefore incurred an annual loss of €18 million. It is not an attractive option to prematurely end business. There is a risk that Dutch landfill operators will not be able to fulfil the financial obligations for closure and aftercare. Contrary to the polluter pays principle the burden may end up with society. EU regulations prohibiting export of waste for disposal are in place. Strong differentials in landfill tax rate between nations have nevertheless resulted in transboundary shipment of waste and in non-compliance with the self-sufficiency and proximity principles. During the transformation from a disposal society to a recycling society, it is important to carefully plan required capacity and to guide the reorganisation of the landfill sector. At some point, it is no longer profitable to provide landfill services. It may be necessary for public organisations or the state to take responsibility for the

    Only 4 percent of Sas in the Revised Shapley-Ames Catalog with B(T) less than 12 have an infrared luminosity greater than 10 to the 10th solar. This proportion is about one-sixth of the corresponding one for Sbs and Scs. Although the infrared luminosities of most Sa galaxies are dominated by disk emission, the same trend appears in the incidence of nuclear starbursts. IRAS measurements indicate that no more than three Sas out of the entire RSA sample of 166 galaxies have nuclear starbursts that cannot be associated with interactions or active nuclei. Plots of H I fluxes do not strongly correlate with infrared fluxes. Similarly, for at least the infrared selected Sas, the trend of IR flux with CO flux is similar to that of later type spiral galaxies. This would imply that molecular cloud formation is inhibited in Sas, leading to the lack of infrared activity. 38 refs.

    The CG4 and Sa101 regions together cover a region of {approx}0.5 deg{sup 2} in the vicinity of a 'cometary globule' that is part of the Gum Nebula. There are seven previously identified young stars in this region; we have searched for new young stars using mid- and far-infrared data (3.6-70 {mu}m) from the Spitzer Space Telescope, combined with ground-based optical data and near-infrared data from the Two Micron All Sky Survey. We find infrared excesses in all six of the previously identified young stars in our maps and identify 16 more candidate young stars based on apparent infrared excesses. Most (73%) of the new young stars are Class II objects. There is a tighter grouping of young stars and young star candidates in the Sa101 region, in contrast to the CG4 region, where there are fewer young stars and young star candidates, and they are more dispersed. Few likely young objects are found in the 'fingers' of the dust being disturbed by the ionization front from the heart of the Gum Nebula.

    Geological studies in the fringe area of the southern Permian basin led to new insights in the distribution and development of the Permian-Triassic sequence. During the Permian, the fringe area formed a platform, attached to the London-Brabant Massif, while during the Triassic it is characterized by strongly subsiding half grabens. In the southern Netherlands, Rotliegende sandstones and conglomerates have a much wider distribution than previously recognized. The Rotliegende deposits are capped by claystones and carbonates of the Upper Permian Zechstein. In the offshore, an important feeder system of clastics from the London-Brabant Massif was active during deposition of the Rotliegende and the Zechstein. In course of time, the location of major sandstone deposition shifted westward. Deposition of the Triassic Buntsandstein was controlled by the development of a large feeder system, which transported clastics from the Vosges northward, through the Roer Valley Graben and West netherlands Basin into the Off Holland Low. This system was responsible for the deposition of the economically important sheet sandstones of the Volpriehausen, Detfurth, Hardegsen, and Solling formations. A regional unconformity occurs below the Solling Formation. The sandstones are capped by claystones, evaporites, and sandstones of the Rot Formation. During deposition of the Muschelkalk, the differences in subsidence decreased and shallow marine sediments are interbedded with evaporites. Several unconformities occur within the Keuper. In the previous half grabens in the southern Netherlands, the Keuper is incomplete, which may be indicative for a possible reversal of the tectonic movements during this period.

    The Environmental Impact Assessment (EIA) and Strategic Environmental Assessment (SEA) are procedural tools which have as goal to assess and evaluate possible environmental effects of, respectively, a proposed project or policy plan. The goal of this article is to explore possible bottlenecks in applying both the EIA and SEA procedures on Carbon Capture and Storage (CCS) activities in the Netherlands, as experience is currently minimal or lacking. In this study we focus mainly on the institutional and procedural aspects of the screening and scoping phases of both procedures. This is achieved by reviewing EIA and SEA procedures for analogue projects for the three distinctive process steps of a CCS project, namely the power plant with capture, the transport and finally the underground storage of the CO{sub 2}. Additionally, EIA and SEA or similar procedures on CCS in other countries are reviewed and the legal framework for the Dutch EIA and SEA is studied. This article shows a concise overview of the EIA and SEA procedure in the Netherlands and the relation between both procedures. Based on our findings we have constructed a conceptual taxonomy for the scope of both procedures for CCS in the Netherlands. This taxonomy conceptualizes the possible integration of assessing the environmental impacts for tiered levels of decision making. This integration might be needed for first CCS projects as decisions on the strategic (spatial planning) level are currently absent for CCS in the Netherlands. Perpendicular to such integration is the integration of linked activities in the CCS chain and their alternatives, into one procedure. We argue that it would be beneficial to combine the separate EIA procedures for CCS activities into one procedure or at least provide close linkage between them.

    SA0961 is an unknown hypothetical protein from Staphylococcus aureus that can be identified in the Firmicutes division of Gram-positive bacteria. SA0961 was cloned and the protein was overexpressed in Escherichia coli, purified and subsequently crystallized. SA0961 is an unknown hypothetical protein from Staphylococcus aureus that can be identified in the Firmicutes division of Gram-positive bacteria. The gene for the homologue of SA0961 in Bacillus subtilis, ylaN, has been shown to be essential for cell survival, thus identifying the protein encoded by this gene as a potential target for the development of novel antibiotics. SA0961 was cloned and the protein was overexpressed in Escherichia coli, purified and subsequently crystallized. Crystals of selenomethionine-labelled SA0961 diffract to beyond 2.4 Å resolution and belong to the monoclinic space group P2{sub 1}, with unit-cell parameters a = 31.5, b = 42.7, c = 62.7 Å, β = 92.4° and two molecules in the asymmetric unit. A full structure determination is under way to provide insights into the function of this protein.

  2. Social impacts of earthquakes caused by gas extraction in the Province of Groningen, The Netherlands

    Gas extraction from the Groningen gasfield in the northern Netherlands has led to localised earthquakes which are projected to become more severe. The social impacts experienced by local residents include: damage to property; declining house prices; concerns about the chance of dykes breaking; feelings of anxiety and insecurity; health issues; and anger. These social and emotional impacts are exacerbated by the increasing distrust Groningen people have towards the national government and the gas company, NAM, a partnership between Shell and ExxonMobil. The earthquakes have reopened discussions about the distribution of benefits from gas production and the extent to which benefits are retained locally. Mitigation of the impacts is attempted, but the lack of trust decreases the effectiveness of the mitigation measures. The extent of this experience of previously-unforeseen, unanticipated impacts suggests that a new social and environmental impact assessment needs to be undertaken, and a new Social Impact Management Plan (SIMP) and Impacts and Benefits Agreement (IBA) developed, so that the project can regain its legitimacy and social licence to operate. In addition to conventional gas, this paper has wider relevance for unconventional gas developments, for example shale gas extraction by hydraulic fracturing methods (fracking). - Highlights: • Gas production in Groningen has caused over 1000 earthquakes. • The induced seismicity has caused many social impacts. • Impacts include building damage, reduced house prices, fear and health issues. • Mitigation measures attempted to date are inadequate. • Distrust towards the national government and operator hinders mitigation efforts. • Gas production in Groningen has lost its social licence to operate.

  3. Permian-triassic paleogeography and stratigraphy of the west Netherlands basin

    During the Permian, the present West Netherlands basin (WNB) was situated at the southernmost margin of the southern Permian basin (SPB). The thickness of Rotilegende sandstones therefore is very much reduced in the WNB. The relatively thin deposits of the Fringe Zechstein in the WNB, however, also contrast strongly in sedimentary facies with thick evaporite/carbonate alternations in the main SPB to the north, although the classic cyclicity of Zechstein deposition still can be recognized. The Fringe Zechstein sediments are mainly siliciclastic and interfinger with both carbonates and anhydrites toward the evaporite basin. End members are thin clay layers that constitute potential seals to underlying Rotliegende reservoirs and relatively thick sandstones (over 100 m net sand) in the western part of the WNB. Nevertheless, favorable reservoir/seal configurations in the Fringe Zechstein seem to be sparse because only minor hydrocarbon occurrences have been proven in the area to date. The situation is dramatically different for the Triassic in the WNB. The [open quotes]Bunter[close quotes] gas play comprises thick Fringe Buntsandstein sandstones (up to 250 m), vertically sealed by carbonates and anhydritic clays of the Muschelkalk and Keuper formations. The Bunter sandstones are largely of the same age as the classic Volpriehausen, Detfurth, and Hardegsen alluvial sand/shale alternations recognized elsewhere, but the upper onlapping transgressive sands and silts correlate with evaporitic clays of the Roet basin to the north. A total volume of 65 x 10[sup 9]m[sup 3] of gas has so far been found in the Triassic Bunter sandstones of the WNB.

    Purpose: The use of prophylactic antithrombotic drugs to prevent arterial thrombosis during the periprocedural period during (percutaneous) peripheral arterial interventions (PAIs) is still a matter of dispute, and clear evidence-based guidelines are lacking. To create those guidelines, a study group was formed in the Netherlands in cooperation with the Dutch Society of Vascular Surgery and the Society of Interventional Radiology. The study group is called 'Consensus on Arterial PeriProcedural Anticoagulation (CAPPA).' Materials and Methods: The CAPPA study group devised and distributed a comprehensive questionnaire amongst Dutch interventional radiologists (IRs). Results: One hundred forty-two IRs responded (68 %) to the questionnaire. Almost no IR stopped acetyl salicylic acid before interventions, and 40 % stopped clopidogrel before PAI but not before carotid artery stenting (CAS). A flushing solution on the sideport of the sheath was used routinely by 30 % of IRs in PAI and by 50 % of IRs during CAS. A minority of IRs used a heparinised flushing solution (28 %). Unfractionated heparin was used by 95 % of IRs as bolus; 5000 IU was the most used dosage. Timing of administration varied widely. A majority of IRs (75 %) repeated heparin administration after 1 h. Conclusion: A substantial variety exists amongst IRs in the Netherlands regarding the use of prophylactic periprocedural antithrombotic drugs to prevent arterial thrombosis during PAI. When compared with varying results regarding the use of heparin in the United Kingdom, the variety in the Netherlands showed a different pattern. The proven variety in these countries, and also between these countries, emphasises the need for authoritative studies to develop evidence-based practical guidelines.

    This is the AmeriFlux version of the carbon flux data for the site BR-Sa1 Santarem-Km67-Primary Forest. Site Description - The LBA Tapajos KM67 Mature Forest site is located in the Tapajos National Forest, a 450,000 ha closed-canopy upland forest in Amazonian Brazil. Bounded by the Tapajos River in the west and highway BR-163 to the east, the tower is located on a flat plateau (or planalto) that extends up to 150 km to the north, south, and east. Within the confines of the National Forest, anthropogenic disturbances are limited to a few small hunting trails. The surrounding stand is classified as primary or "old-growth"" predominantly by its uneven age distribution, emergent trees, numerous epiphytes and abundant large logs. In 2007 falling trees hit the tower guy wires rendering all instrumentation in-operational. After a complete restoration tower measurements resumed in August of 2008.

    The basis of the leak before break (LBB) concept is to demonstrate that piping will leak significantly before a double ended guillotine break (DEGB) occurs. This is demonstrated by quantifying and evaluating the leak process and prescribing safe shutdown of the plant on the basis of the monitored leak rate. The application of LBB for power plant design has reduced plant cost while improving plant integrity. Several evaluations employing LBB analysis on system piping based on DEGB design have been completed. However, the application of LBB on main steam (MS) piping, which is LBB applicable piping, has not been performed due to several uncertainties associated with occurrence of steam hammer and dynamic strain aging (DSA). The objective of this paper is to demonstrate the applicability of the LBB design concept to main steam lines manufactured with SA106 Gr.C carbon steel. Based on the material properties, including fracture toughness and tensile properties obtained from the comprehensive material tests for base and weld metals, a parametric study was performed as described in this paper. The PICEP code was used to determine leak size crack (LSC) and the FLET code was used to perform the stability assessment of MS piping. The effects of material properties obtained from tests were evaluated to determine the LBB applicability for the MS piping. It can be shown from this parametric study that the MS piping has a high possibility of design using LBB analysis.

    The Bonneville Power Administration prepared an Environmental Assessment (DOE/EA-0307) for the Colville Resident Hatchery Project (Project) and published a Finding of No Significant Impact (FONSI) in the Federal Register on September 8, 1986 (Vol. 51, No.173). The Project involved the design, site selection, construction, operation and maintenance of a resident trout hatchery on the Colville Indian Reservation to partially mitigate for anadromours and other fish losses resulting from the construction and operation of the Chief Joseph Dam and Grand Coulee Dam hydroelectric projects. Since the hatchery was constructed, ongoing Operation and Maintenance (O&M) and Monitoring and Evaluation (M&E) activities have been funded by BPA. The O&M and M&E activities examined in the EA were very general in nature due to the fact the project was in the conceptual stage. Since that time the hatchery has refined the need for specific O&M and M&E activities, proposed for fiscal year 2004, (funding for projects runs from October 2003 to September 2004). The purpose of this Supplement Analysis (SA) is to determine if a supplemental EA is needed to analyze the environmental impacts that would result from the specific O&M and M&E activities proposed for fiscal year 2004.

    For the purpose of stable plasma equilibrium control and detailed analysis, it is essential to reconstruct an accurate plasma boundary on the poloidal cross section in tokamak devices. The Cauchy condition surface (CCS) method is a numerical approach for calculating the spatial distribution of the magnetic flux outside a hypothetical surface and reconstructing the plasma boundary from the magnetic measurements located outside the plasma. The accuracy of the plasma shape reconstruction has been assessed by comparing the CCS method and an equilibrium calculation in JT-60SA with a high elongation and triangularity of plasma shape. The CCS, on which both Dirichlet and Neumann conditions are unknown, is defined as a hypothetical surface located inside the real plasma region. The accuracy of the plasma shape reconstruction is sensitive to the CCS free parameters such as the number of unknown parameters and the shape in JT-60SA. It is found that the optimum number of unknown parameters and the size of the CCS that minimizes errors in the reconstructed plasma shape are in proportion to the plasma size. Furthermore, it is shown that the accuracy of the plasma shape reconstruction is greatly improved using the optimum number of unknown parameters and shape of the CCS, and the reachable reconstruction errors in plasma shape and locations of strike points are within the target ranges in JT-60SA.

    This paper reviews basic results from a theory of the a priori classical probabilities (weights) in state-averaged complete active space self-consistent field (SA-CASSCF) models. It addresses how the classical probabilities limit the invariance of the self-consistency condition to transformations of the complete active space configuration interaction (CAS-CI) problem. Such transformations are of interest for choosing representations of the SA-CASSCF solution that are diabatic with respect to some interaction. I achieve the known result that a SA-CASSCF can be self-consistently transformed only within degenerate subspaces of the CAS-CI ensemble density matrix. For uniformly distributed (“microcanonical”) SA-CASSCF ensembles, self-consistency is invariant to any unitary CAS-CI transformation that acts locally on the ensemble support. Most SA-CASSCF applications in current literature are microcanonical. A problem with microcanonical SA-CASSCF models for problems with “more diabatic than adiabatic” states is described. The problem is that not all diabatic energies and couplings are self-consistently resolvable. A canonical-ensemble SA-CASSCF strategy is proposed to solve the problem. For canonical-ensemble SA-CASSCF, the equilibrated ensemble is a Boltzmann density matrix parametrized by its own CAS-CI Hamiltonian and a Lagrange multiplier acting as an inverse “temperature,” unrelated to the physical temperature. Like the convergence criterion for microcanonical-ensemble SA-CASSCF, the equilibration condition for canonical-ensemble SA-CASSCF is invariant to transformations that act locally on the ensemble CAS-CI density matrix. The advantage of a canonical-ensemble description is that more adiabatic states can be included in the support of the ensemble without running into convergence problems. The constraint on the dimensionality of the problem is relieved by the introduction of an energy constraint. The method is illustrated with a complete active space

The samples crystallise with a tetragonal cell, space group P4{sub 2}/mnm and Z = 2. Their crystal structure consists of an alternation of [RE{sub 4}O{sub 4}]{sup 4+} and [ClAsO{sub 4}]{sup 4–} layers. The [RE{sub 4}O{sub 4}]{sup 4+} layer contains ORE{sub 4/4} tetrahedra which share common edges. The anions AsO{sub 4}{sup 3–} and Cl{sup –} are located between these layers in disordered manner. SAED and HRTEM experiments confirmed this structural model and enabled us to propose an ordered model for the [ClAsO{sub 4}]{sup 4–} layers.

    In this paper, the development of cogeneration, wind energy and demand-side management in the Netherlands, Denmark, Germany and the United Kingdom are compared. It is discussed to what extent these developments are determined by the liberalization process. Three key liberalization variables are identified: unbundling, privatization and introduction of competition. The analysis suggests that unbundling prior to introduction of full competition in generation is particularly successful in stimulating industrial cogeneration; simultaneous introduction of competition and unbundling mainly stimulates non-cogeneration gas-based capacity; and introduction of competition in itself is likely to impede the development of district-heating cogeneration. Furthermore, it is argued that development of wind energy and demand-side management are primarily dependent on the kind of support system set up by policy makers rather than on the liberalization process. Negative impacts of introduction of competition on integrated resource planning and commercial energy services could nevertheless be expected.

    A study of materials used in the molds production to aluminium rims manufacture in the MADEAL S.A. factory was carried out for apply a plasma assisted surface treatment consists in growing TiAlN hard coatings that it protects this molds in the productive process. This coating resists high oxidation temperatures, of the other of 800 deg. C, high hardness (2800 Vickers) and low friction coefficient. A plasma assisted repetitive pulsed arcs mono-evaporator system was used in the grow of the TiAlN coatings, the TiAlN target is a sinterized 50% Ti and 50% Al, in the substrate they were used two types of steel that compose the molds injection pieces for the rims production. These materials were subjected to linear and fluctuating thermal changes in the Bruker axs X-Ray diffractometer temperature chamber, what simulated the molds thermal variation in the rims production process and they were compared with TiAlN coatings subjected to same thermal changes. The Materials characterization, before and later of thermal process, was carried out using XRD, SPM and EDS techniques, to analyze the crystallographic, topographic and chemical surface structure behaviours.

    Large parts of the southern North Sea are underlain by Upper Permian Zechstein salt. A vast amount of this sequence, originally more than 1000 m thick, has migrated into salt structures. Many hydrocarbon accumulations are related to these structures. The formation of the salt structures may have created structural traps or (by influencing the sedimentation pattern) stratigraphic traps. Salt generally acts as a seal, but depletion of salt can create migration routes into higher strata for hydrocarbons originating from underlying source rocks. The thermal conductivity of the salt can influence the maturity of source rocks in its direct vicinity. Salt structures are formed almost exclusively by Zechstein salt. Minor movement occurred in Triassic evaporites. The development of salt structures is influenced strongly by regional tectonics. Basement faulting probably triggered the salt movement. The dominant structural grain is reflected in the orientation and location of the salt structures. Periods of increased growth rates coincide with tectonic phases. Long walls of salt formed in the northern area where the Triassic north-south orientated faults (which were rejuvenated in Late Jurassic) predominate. Toward the south, the northwest-southeast direction of the Late Jurassic interferes with the north-south trend and gradually becomes the dominant direction. This is reflected in the shortening of the north-south salt structures and eventually in the change in their orientation. Average vertical growth rates have been calculated to be around 0.005-0.035 mm/yr. When correction for suberosion and erosion processes could be quantified and applied to the growth rates, they were significantly higher.

    The southern North Sea presents spectacular examples of basin inversion, which have been documented by numerous projects of the oil industry. Some basic inversion patterns identified through wells and seismic data were used to prepare a laboratory modeling investigation. Models are built with sand and silicone putty, respectively, which represent the frictional behavior of Mesozoic cover and Paleozoic basement and the viscous behavior of the decollement layer, mainly Permian salt, between them. They are scaled to fit natural configurations observed in the Broad Fourteens basin. All experiments are done in two steps: (1) graben formation with synkinematic sedimentation and (2) compression oblique to the graben. The experiments show that structures generated by or reactivated during inversion are strongly dependent on the strength of the decollement layer at the base of the sedimentary cover, which is itself dependent on the silicone viscosity, the layer thickness, and the displacement velocity applied at model boundaries; and the strength of the sedimentary cover, which is solely dependent on its thickness. This work is in progress. Preliminary results will be compared with examples from the Broad Fourteens basin on the basis of both seismic data and structural maps.

    The Platten has been examined from 31 released and nonreleased wells, dominantly from northern P and Q quadrants, Dutch North Sea, and including a limited number of adjacent onshore wells. Wireline log interpretations have been allied with available core log, sidewall core, and ditch sample data. This has allowed a division into four broad facies associations: lower ramp, shoal shoreface, lagoonal, and the dominantly siliciclastic peritidal. Primary porosity is concentrated in ooid grainstones of the shoal/shoreface facies association. Diagenesis has also been examined. While the Platten has been broadly affected by early dolomitization, which generally occluded porosity, later diagenesis was more selective and had a significant control on porosity creation more selective and has a significant control on porosity creation as well as occlusion. Location of Platten reservoir potential is shown by facies association, diagenetic texture, and percentage porosity maps. The best reservoir conditions in the Platten exist where the shoal/shoreface facies association coincides with faults and with diagenesis associated with fluid movements through fractures. Low-temperature hydrothermal fluids are shown in this study to be the most important control on the hydrocarbon potential of the Platten in much of the P and Q quadrants.

    Seismic imaging provides a powerful tool for a variety of development applications. While defining development locations in the L5-FA gas field, the project team was confronted with the question: do seismic images accurately reflect the quality of the reservoir Careful integration of the seismic data with the geological information supplied the answer to this problem. The L5-FA field is situated in the southwestern part of the Central Graben in the Dutch sector of the North Sea. The Volpriehausen reservoir consists of thin but widespread alluvial/aeolian sandsheets alternating with silty claystones. A geophysical modeling exercise, characterized by an iterative process of merging the geological data, reservoir geological models, and the three-dimensional seismic data set into one coherent picture was initiated. Synthetic reflectivity data were generated for gas-filled reservoirs with a varying average porosity, with different porosity profiles and thickness variations as well as varying overburden parameters. Correlations between different reservoir parameters and a variety of amplitude measurements were investigated. A strong linear relation between porosity and amplitude extremum for the porosity range 5-18% was one of the outcomes of the study. Amplitudes were measured on the top and base Volpriehausen reflections. After well calibration, an average porosity map was compiled. Based on this map, two development well locations were picked in the more prolific part of the reservoir. Although subsequent drilling proved the mapped porosities to be correct, there is still a major challenge to be met-a further integration of all available information, including, for instance, production data. Only then we will fully understand the reservoir architecture.

    BPA proposes to clear unwanted vegetation in the rights-of-ways and around tower structures that may impede the operation and maintenance of the subject transmission lines. Work also includes clearing of a small (<1/4 mile) section of access road. All work will be in accordance with the National Electrical Safety Code and BPA standards. See Section 1.1 of the attached checklist for detailed information on each section of the referenced transmission lines. BPA will conduct the vegetation control with the goal of removing tall-growing vegetation that is currently or will soon be a hazard to the transmission lines and where possible to promote low-growing plant communities in the right-of-way. This project meets the standards and guidelines for the Transmission System Vegetation Management Program Final Environmental Impact Statement (FEIS) and Record of Decision (ROD). The vegetation needing control is mainly Douglas Fir, Alder, and blackberries as indicated in Section 1.2 of the attached checklist. The work involved in the ROW includes: clearing tall growing vegetation that is currently or will soon pose a hazard to the lines; treating the associated stumps and re-sprouts with herbicide to ensure that the roots are killed preventing new sprouts; and selectively eliminating tall growing vegetation before it reaches a height or density to begin competing with low-growing vegetation. All work will take place in existing rights-of-ways and around transmission structures. All work will be accomplished by selective vegetation control methods to assure that there is little potential harm to non-target vegetation and to low-growing plants. The work will provide system reliability and fire protection. Also, all off right-of-way trees that are potentially unstable and will fall within a minimum distance or into the zone where the conductors swing will be removed. Access roads will be treated using mowing and herbicide applications. The work will provide system reliability. The subject transmission lines range from 115kV to 230kV and are made up of accompanying access roads, steel and wooden transmission line structures and associated switching platforms. The minimum clearance ranges from 21 feet for 115kV lines to 23 feet for 230kV lines. ROW easement widths vary along the length of the project. Vegetation control for this project is designed to provide a 3 year maintenance free interval. In summary, the overall vegetation management scheme will be to selectively remove tall growing vegetation then apply selective herbicide treatment using cut stump applications.

    Mismatch repair (MMR) ensures the fidelity of DNA replication, initiates the cellular response to certain classes of DNA damage, and has been implicated in the generation of immune diversity. Each of these functions depends on MutS{alpha} (MSH2{center_dot}MSH6 heterodimer). Inactivation of this protein complex is responsible for tumor development in about half of known hereditary nonpolyposis colorectal cancer kindreds and also occurs in sporadic tumors in a variety of tissues. Here, we describe a series of crystal structures of human MutS{alpha} bound to different DNA substrates, each known to elicit one of the diverse biological responses of the MMR pathway. All lesions are recognized in a similar manner, indicating that diversity of MutS{alpha}-dependent responses to DNA lesions is generated in events downstream of this lesion recognition step. This study also allows rigorous mapping of cancer-causing mutations and furthermore suggests structural pathways for allosteric communication between different regions within the heterodimer.

    BPA funds the Albeni Falls Wildlife Mitigation Program, which is tasked with the acquisition and restoration of key habitats within the Pend Oreille Watershed. This mitigation program purchases private land to be owned and managed by program participants for the protection, mitigation, and enhancement of wildlife affected by the construction and operation of the Federal hydroelectric facilities on the Columbia River. BPA is currently working with the Kalispel Tribe of Indians to acquire and manage three parcels that total approximately 890 acres of land within Pend Oreille County, Washington. The properties proposed for acquisition contain habitats or potential habitats that will provide BPA with credits for partial mitigation of wildlife habitat losses due to the construction of Albeni Falls Dam.     BPA proposes to purchase the conservation easements on the Sanders (307 acres) and Seabaugh (449 acres) parcels of the Weaver Slough to ensure that current fisheries and natural resource values remain protected, and that no development or human encroachment would occur on these parcels, in perpetuity. No planned construction or improvements are currently proposed and the project does not involve fee title land acquisition. Protection will sustain quality aquatic habitats, water quality, and fish and wildlife habitat. Wetlands protected by this easement are priority wetlands in the basin, according to the Flathead Lakers Critical Lands Study. A ''Grant of Agricultural Conservation Easement'' has been prepared for both the Sanders parcel (Nov. 21, 2003) and Seabaugh parcel (December 4, 2003) which provide the parameters, rights and responsibilities, prohibitions, contingencies, and other provisions for the granting these properties for the above purpose and intent. In addition, a Memorandum of Agreement (among the Montana Department of Fish, Wildlife and Parks; Flathead Land Trust; and BPA) has also been established to protect and conserve the Sanders and Seabaugh parcels.

    BPA proposes to partially fund the acquisition of 7,630 acres of shrub-steppe, riparian, and wetland habitat in northern Franklin County, Washington. Title to the land will be transferred initially to The Conservation Fund and ultimately for inclusion as part of the National Wildlife Refuge System. Passive management practices will take place on the land until an official management plan is developed and approved for the property. Some short-term control of invasive, exotic plant species may occur as necessary prior to the approval of a management plan. The compliance checklist for this project was completed by Randy Hill with the U.S. Fish and Wildlife Service, Columbia National Wildlife Refuge and meets the standards and guidelines for the Wildlife Mitigation Program Environmental Impact Statement (EIS) and Record of Decision (ROD). A comprehensive management plan will be prepared for the property after it is acquired and will follow the guidelines and mitigation measures detailed in the Wildlife Mitigation Program EIS and ROD. No plant or animal species listed under the Endangered Species Act (ESA) will be affected by the fee-title purchase of the subject property. Mark Miller with the Eastern Washington Ecological Services Office of USFWS concurred with this finding on August 3, 2001. Section 7 consultation will be conducted by BPA and USFWS, as necessary, prior to the implementation of any restoration or enhancement activities on the site. In accordance with the National Historic Preservation Act of 1966 (NHPA) and USFWS policy, the addition of the Eagle Lakes property to the National Wildlife Refuge System does not constitute an undertaking as defined by the NHPA, or require compliance with Section 106 of the NHPA. Anan Raymond, Regional Archaeologist with USFWS Region 1 Cultural Resource Team, concurred with this finding on May 4, 2001. Compliance with NHPA, including cultural resources surveys, will be implemented, as necessary, once specific management activities are proposed for the property. In the unlikely event that archaeological material is encountered during developments that might occur prior to a cultural resource survey, an archeologist will immediately be notified and work halted in the vicinity of the finds until they can be inspected and assessed. A Level I Contaminants Survey was completed on April 3, 2000 by Toni Davidson, Environmental Contaminants Specialist with the USFWS Upper Columbia River Basin Field Office. The survey found that overall the lakes, wetlands, and terrestrial habitats on the site appear to be in a healthy condition. The only concern expressed in the survey report was over the presence of two household/farm dumps. As a requirement of the Eagle Lakes sale, the landowner agreed to remove the dumps to the satisfaction of the USFWS contaminant specialist before the title to the land is transferred. A follow-up survey will be conducted to confirm compliance with this requirement of sale. Public involvement associated with this project has included written notification and solicitation of comments to interested parties, adjacent landowners, local tribes, government agencies, non-governmental organizations, and sports clubs. Public response from the mail-out indicated general support for the project, although some questions were raised about the provision of seasonal hunting and fishing on the property. These types of questions will be addressed in the development of a management plan for the Eagle Lakes land. Because of initial favorable comments on this project, it was decided that subsequent public meetings and/or workshops were not warranted.
